Global climate change caused by greenhouse gas emissions has a direct impact on the sustainable development of human society and has gained widespread concern globally. Biological carbon sequestration measures, mainly forests, are conducive to improving the ecological carbon sink capacity and play an important role in mitigating global climate change. Therefore, assessing the efficiency of forest carbon storage (FCS) is key. In view of the lack of evaluation methods for forest carbon storage efficiency (FCSE) on a large spatial scale and long time series, a method based on Data Envelopment Analysis (DEA) was proposed in this paper. The FCS was calculated using the forest storage expansion method, and the FCSE was calculated using the DEA-Malmquist index to solve the dynamic balance between regional forestry economic input and carbon storage output efficiency. The FCSE in Chinese provinces was analyzed. The results showed that from 1999 to 2018, China's FCS increased annually, from 7558.34 million tons to 9476.73 million tons, and the spatial distribution pattern of total FCS was always different among regions. The average TFP value of FCSE was 1.089, which proves that the FCSE in China has been on the rise in the past 20 years, but the efficiency growth differed between provinces and was affected by different factors such as technical efficiency and technological progress. In the global context, countries must reduce carbon dioxide emissions to "net zero" by 2050 to limit global warming to 1.5 °C above pre-industrial levels. China's Nationally Determined Contributions (NDCs) are to peak carbon dioxide emissions by 2030 and achieve the carbon neutrality target by 2060. To monitor the achievements of the NDCs, establishing an annual-based accounting mechanism is necessary to record the carbon stocks in China, especially for Blue Carbon. The paper aims to present China's first national-scale systematic Blue Carbon accounting for mangroves, salt marshes, and seagrasses, covering the accounting subjects of physical and monetary assets, as well as relevant indicators for investors. It focuses on the design of the accounting method and system, the selection of data categories applied to this system, and the application of China's Blue Carbon accounting based on this accounting system. Taking Blue Carbon accounting as a starting point, this paper analyses the restoration prospects of these ecosystems and their application potential for NDCs in China compared with the terrestrial ecosystems. The results indicate that mangroves are the most cost-effective type of ecosystem, even compared to terrestrial forests. Thus, the paper provides policymakers with a new perspective on the decision-making of carbon sequestration relevant decisions, aiming to promote the monitoring, restoration, and expansion of China's coastal blue carbon ecosystem through the establishment of a sound Blue Carbon accounting system, and to help achieve the carbon neutrality goal in China's NDCs through regular and systematic monitoring of its national Blue Carbon inventories. • China's coastal blue carbon ecosystems are carbon sources rather than carbon sinks. • Mangroves are the most cost-effective coastal blue carbon ecosystem compared to salt marshes and seagrass beds. • The Blue Carbon of mangroves is more cost-effective than the Green Carbon of terrestrial forests when meeting China's Nationally Determined Contributions target of increasing forest stocks. • Establishing guidelines for Blue Carbon data requirements will lay a scientific foundation for formulating strategies and policies to cope with global climate change. Climate change has a significant impact on agriculture so it is necessary to adapt to climate change to promote agricultural transformation and sustainable development. The key to achieving such a goal is to promote the development of climate smart agriculture (CSA) against the background of climate change. The paper first uses official statistical data to evaluate the effect of climate smart agricultural technology project, and then uses the statistical method of questionnaire survey to further investigate and statistically analyze the implementation effect of climate smart agricultural technology project in the pilot area. Further, semi-structured interview method is employed to conduct more in-depth investigation and analysis on some main topics on the basis of preliminary investigation and statistical analysis. The interviews focus on the environmental and economic effects of project practice, the difficulties of smallholder farmers' technology extension, and the farmers' willingness to participate. The study indicates that to promote climate smart agriculture technologies is an effective way to solve agricultural problem in practice under the background of climate change, and can achieve at least three benefits. The first is to reduce production costs, which can be reduced by 10% to 15% in terms of fertilizers and pesticides alone. The second is to improve productivity, and preliminary results show that food production can be increased by more than 5%. Finally, it has carbon sequestration capabilities and can significantly reduce greenhouse gas (GHG) emissions. Therefore, the promotion of climate smart agriculture (CSA) technologies helps to solve the problem of agricultural transformation and sustainable development. To this end, it is necessary to drive the transformation and optimization of regional agricultural ecological environment and production system, and promote the innovation and extension of CSA technology. Carbon emissions are critical to climate change, and land-use change is an essential source of growth in carbon emissions. Research on land-use carbon emissions has become one of the hotspots in academic research. To explore the research hotspots and development trends of land-use carbon emissions in the last 20 years, CiteSpace software was used to conduct a quantitative analysis of relevant literature. This paper was based on the China National Knowledge Infrastructure (CNKI) and Web of Science (WoS) database literature on land-use carbon emissions from 2001 to 2020. The scientific research cooperation network CiteSpace software, with keyword co-occurrence, clustering, and burst word detection, was used to systematically analyze the main research strengths, hotspots and frontiers and clarify the research progress. The research results are as follows: (1) the amount of literature and the depth of research on land-use carbon emissions have increased yearly. However, there is little cooperation between research institutions and scholars, and there is still a lack of large-scale and stable research teams. (2) At the research hotspot level, the English literature focuses on building models and theoretical frameworks to study the internal mechanisms and driving factors of carbon emissions and climate change. The Chinese literature focuses on achieving regional carbon emissions reductions and carbon cycle goals and optimizing a low-carbon economy, transportation and land-use structure. (3) Research frontiers and trends show that the English literature first explored carbon sequestration, organic carbon, and carbon accounting. In China, the research frontiers are gradually becoming focused on influencing factors, decoupling analysis, and the built environment. The study will strengthen the intensity and depth of global carbon emission research and provide a reference for improving global climate change, protecting ecology and balancing economic development. • A CGE model elaborately depicting six CCS technologies was developed. • Impacts of four CCS incentive scenarios on decarbonization pathways were simulated. • CCS can sequester 960 ∼ 1,604 MtCO 2 annually in China by 2060 with policy incentives. • CCS incentives can reduce China's future primary energy demand by 7.7 ∼ 17.4 %. • CCS incentives can increase GDP by 5.64 ∼ 6.59 % compared to no policy scenario. Carbon capture and storage (CCS) technology, considered as a pivotal tool in mitigating climate change within the fossil energy system, particularly in China, has experienced slower development than expected. The exploration of direct incentive policies to facilitate its growth remains relatively underdeveloped. This study developed a hybrid dynamic computable general equilibrium (CGE) model to simulate the substantial impacts of CCS incentive policies on China within the context of carbon neutrality target. Two potential incentive policies, carbon emission trading system (ETS) and 45Q tax credit, were simulated, with different sectoral coverage. The results indicate that CCS technologies can reduce carbon emissions by 960 ∼ 1,604 MtCO 2 annually by 2060 through the strategic implementation of these incentive policies. The 45Q tax credit demonstrates its effectiveness in promoting early-stage research and development (R&D) and demonstration of CCS, while the ETS policy facilitates the commercial development of CCS in the later stage of development. By 2060, the implementation of CCS incentive policies could potentially result in 7.7 ∼ 17.4 % reduction in China's primary energy consumption, 71.2 ∼ 82.7 % decrease in the carbon price of ETS and 5.64 ∼ 6.59 % increase in the GDP compared with the no-policy scenario. In addition, the sectoral output in various sectors and the welfare of urban and rural households also increase. Adaptive management has very important practical significance for climate change adaptation and will play a great role in climate change risk mitigation in agricultural, forestry, and pastoral areas of China. Based on the theory of adaptive management, this paper selects Yuanping City from Shanxi Province, Qingyuan County from Liaoning Province, and Kulun Banner from Inner Mongolia as representative cases in agricultural, forestry, and pastoral areas, respectively, to carry out field research, and it uses 1970-2017 meteorological station data to apply vulnerability assessment and climate element change trend analysis, combined with the meteorological hazards data, and explore the adaptive management measures for agricultural, forestry, and pastoral areas in China. The conclusions are as follows: (1) the vulnerability of precipitation in Yuanping is high, the increase in temperature and drought and floods are the most important factors affecting crop yields in agricultural areas, and the key to climate change adaptive management lies in the awareness of farmers of climate change risks and the institutional guarantee of the government; (2) Qingyuan has high temperature vulnerability, and the forest areas have relatively strong adaptive capacity to climate change, but climate change will significantly affect the forest's carbon sequestration function, and the focus of climate change adaptive management in the forestry sector is on engineering and technology field practices; (3) Kulun has the highest vulnerability to climate change, the frequent meteorological disasters seriously impact livestock development, and climate change adaptive management in pastoral areas relies on the participation of pastoralists' local knowledge and also needs the support of the government and society. • We calculated carbon sequestration/emissions in agroecosystems in Hebei, China. • We measured agricultural production efficiency considering an undesirable output. • The annual average low-carbon agriculture production efficiency increased by 3.03%. • There were disparities of efficiency among cities owing to increased carbon emission. • Climate change had complex effects on low-carbon agricultural production. With the increase of greenhouse gas (GHG) emissions in the atmosphere, global greenhouse effects have intensified, thereby contributing to climate change. Agriculture contributes to climate change by increasing GHG emissions, and climate change in turn affects agricultural production. In this paper, we calculated carbon emissions and sequestration of agriculture in the 142 counties of Hebei Province, China, and analyzed their spatiotemporal distributions during 2000–2010. Considering net carbon emissions as an undesirable output, we then measured low-carbon agricultural production efficiency using a stochastic directional distance function. We further explored the impacts of climate change on low-carbon agricultural production. We found that carbon emissions in agriculture increased by 15.85% (650 million tons) during 2000–2010, while carbon sequestration in agroecosystems increased by 33.82% (13.8 million tons). The annual average low-carbon agricultural production efficiency increased by 3.03%. There were distinct disparities of efficiency among cities, with the highest efficiency in Chengde and Shijiazhuang. The efficiency in southeastern areas was lower than that in the northwest, owing to the increased carbon emissions. Temperature and precipitation had a positive effect on efficiency in Hebei, whereas extreme weather events caused lower efficiency. Carbon dioxide capture, utilization and storage (CCUS) is regarded as an important carbon emissions reduction technology response to climate change. Though some full-chain CCUS pilot projects have operated in China, many barriers exist when stepping up to commercial applications, including significant negative perceptions of the environmental risk of CCUS. Therefore, to tailor constructive training or outreach programs for public acceptance of CCUS in China, a large national survey of public perceptions of CCUS technology was conducted in 2013. The questionnaire contained four themes focusing on people with a tertiary education. Six hundred paper-pencil questionnaires were dispatched to 22 universities/enterprises across 19 provinces and 2 municipalities, with a response rate of 95%. The results show that 91.4% of the participants agreed that the earth was experiencing climate change, and 74.3% were interested in low-carbon technologies, but while 22% had heard of CCUS, although with limited knowledge, only 3.6% had a good understanding of the technology. The results from the second part of the questionnaire show that 80.4% of participants believed that CCUS may help to mitigate the impacts of global warming, but the 'Not in My Back Yard' (NIMBY) phenomenon was obvious from the location-based objections to transportation and storage processes. In addition, ten listed CCUS environmental management policies received extensive recognition from the participants, and about half of the participants considered that the related government departments should be responsible for environmental management as a first priority. The survey also indicates that the most trusted sources through which the survey participants obtain CCUS information are academic journals and textbooks, television, radio and newspapers, expert lectures and brochures on CCUS demonstration projects. According to the survey of public awareness of the environmental impact and management of CCUS technology in China, CCUS technology rates well for environmental benefits, but high environmental risk perceptions of CCUS lead to a lower acceptance of this carbon emissions reduction technology. Based on the Web of Science Core Collection databases from 1990 to 2018, a scientometric analysis of 1,284 academic works related to forest carbon sequestration is carried out to characterize the intellectual landscape by identifying and revealing the basic characteristics, research power, intellectual base and research hotspots in this field. The results of this work show that: ① the number of publications in forest carbon sequestration research has increased rapidly and the research in this field is in its "growth stage"; Forest Ecology and Management is the most productive journal and Forestry is the most popular subject category; ② the most productive authors and institutions in this subject area are in the USA, China and Canada, with the Chinese Academy of Sciences being the key institution performing such research; ③ in the sample, 9 papers have played a key role in the evolution of the field and laid a solid foundation for future research; ④ Keyword clustering analysis showed that the main research topics in the domain of forest carbon sequestration could be summarized as: (a) temperate forest; (b) forest management; (c) uncertainty analysis; (d) forest floor; (e) REDD; (f) net primary productivity. Meanwhile, keyword bursts analysis showed that the new research hotspots or research frontiers mainly concentrated on changes in the carbon storage and carbon sequestration potential of secondary forests and tropical forests, plant litter carbon storage and contribution to total ecosystem carbon storage, and new national forest inventories (NFIs). Through in-depth analysis of forest carbon sequestration research, this paper provides a better understanding of development trends that have emerged in this field over the past 29 years, which can also offer reference for future research. We investigated how ozone pollution and climate change/variability have interactively affected net primary productivity (NPP) and net carbon exchange (NCE) across China's forest ecosystem in the past half century. Continental China. Using the dynamic land ecosystem model (DLEM) in conjunction with 10-km-resolution gridded historical data sets (tropospheric O concentrations, climate variability/change, and other environmental factors such as land-cover/land-use change (LCLUC), increasing CO and nitrogen deposition), we conducted nine simulation experiments to: (1) investigate the temporo-spatial patterns of NPP and NCE in China's forest ecosystems from 1961-2005; and (2) quantify the effects of tropospheric O pollution alone or in combination with climate variability and other environmental stresses on forests' NPP and NCE. China's forests acted as a carbon sink during 1961-2005 as a result of the combined effects of O, climate, CO, nitrogen deposition and LCLUC. However, simulated results indicated that elevated O caused a 7.7% decrease in national carbon storage, with O-induced reductions in NCE (Pg C year) ranging from 0.4-43.1% among different forest types. Sensitivity experiments showed that climate change was the dominant factor in controlling changes in temporo-spatial patterns of annual NPP. The combined negative effects of O pollution and climate change on NPP and NCE could be largely offset by the positive fertilization effects of nitrogen deposition and CO. In the future, tropospheric O should be taken into account in order to fully understand the variations of carbon sequestration capacity of forests and assess the vulnerability of forest ecosystems to climate change and air pollution. Reducing air pollution in China is likely to increase the resilience of forests to climate change. Abstract: The COACH project (Cooperation Action Within CCS China-EU 1 [1] EC/FP6 Contract #038966, co-ordinated by F. Kalaydjian, IFP Energies nouvelles, France. ) was launched on November 1st 2006 for a period of 3 years, as part of the 6th framework programme of the European Commission 2 [2] The French Agency for Development (AFD) is gratefully acknowledged for its financial support to the dissemination, knowledge sharing and capacity building activities developed in COACH. . Gathering 20 partners comprising 8 Chinese partners and 12 European partners, the COACH project was conceived as contributing to the first phase of the Near Zero Emission Coal fired power plants (NZEC) programme, a 3-phase programme developed between the European Union and China, aiming at combating climate change by enabling the deployment in China of thermal power plants equipped with capture and storage (CCS) facilities. The objective of the COACH project was to establish the basis for the large-scale use of coal for polygeneration in China with pre-combustion capture, transport and geological storage of CO2. Main efforts were place on a future CCS demonstration operated on an Integrated Gasification Combined Cycle (IGCC) thermal power plant fully equipped for converting and splitting the produced syngas into a hydrogen-rich fuel gas and CO2, and with a subsequent storage of CO2 in either mature hydrocarbon reservoirs (Dagang or Shengli oil provinces), deep saline formations or unmineable coal seams. Focus was made on the emission sources and storage sites located in the part of the Bohai Basin in the Shandong Province. The paper will present the main outcomes of the project as follows : [•] Structuring the China-EU COACH venture: In order to enabling the sharing of knowledge between European and Chinese COACH partners and building capacity a survey of CCS activities was performed, workshops were organised in EU and China, a cooperative website was created and two one-week long CCS schools were organised in China gathering more than 100 students 2/3 thereof coming from China and the remaining from Europe; [•] Technical actions and challenges relating to CCS, gasification and polygeneration: A generic IGCC concept implemented with CO2 capture was defined and compared against a plain IGCC based on the GreenGen Phase I system without CO2 capture. A detailed analysis of technologies needed for implementing an option for CO2 capture in an IGCC process with provision for production of electricity and methanol was carried out as well as a cost analysis of both CO2 capture and transport; [•] Geological assessment and storage sites mapping: A quantitative assessment of the potential storage sites (the Dagang and Shengli oil provinces, the deep saline aquifers nearby and the Kailuan coal mining area) was performed along with a mapping of the possible transport infrastructure (by pipelines or ships) that could be developed to connect CO2 sources to CO2 sites; with regards to storage capacity, the main capacity was found to reside in the deep saline aquifers (several giga tonnes) but would require further geological investigation for delivering definite values. The storage potential in oil fields was found to be much smaller (less than one giga tonne) but could provide opportunities for enhanced oil recovery. Finally, the coals of Kailuan mining area exhibit a high ability to adsorb CO2 and provide enhanced coalbed methane recovery, but their injectivity remains to be verified. [•] Case studies and recommendations for CCS demonstration in China: By integrating results obtained in the previous tasks dealing with CO2 capture and CO2 storage, two scenarios (one small scale–from 0.1 to 1 million tonnes of CO2 per year, one large scale–2 to 3 million tonnes of CO2 per year) were designed to screen options for a possible CCS demonstration project. These alternative CO2 streams are both considered captured from the GreenGen IGCC power plant in Tianjin and transported to one or more geological formations in the Bohai Bay geological basin for permanent disposal. Storage for the smaller scale scenario could be accommodated in the Dagang or Shengli oilfields. Storage for the larger scale scenario (2–3 million tonnes a year) could be accommodated in the Shengli oilfield province (in a number of fields) or potentially in the saline formations that can be found in the Huimin sub-basin area. For each of these options, a preliminary risk assessment was performed. A thorough cost analysis was performed. Policy and regulation issues pertaining to a shift towards CCS in China. The 3-year targeted cooperative actions under the COACH project have mobilised capacities in China and Europe and paved the ground for subsequent CCS demonstrations in China. Abstract: China has built at least 70 GW of new coal- fired power installed capacity annually since 2005 and the growth is expected to continue (CEC, 2008). Chinese government, industry and academic stakeholders perceive that China will not mandate new plants to be built with carbon dioxide capture and storage systems in the short term and there is little incentive even to contemplate the first steps needed to fit plants with capture equipment [Reiner, D., Liang, X., Sun, X., Zhu, Y., Li, D., 2007. Stakeholder attitudes towards carbon dioxide capture and storage technologies in China, International Climate Change Conference, Hong Kong, May 29–31 2007]. We investigate the value of making new plants CO2 Capture Ready (CCR), which would enable them to retrofit to capture CO2 without unnecessary additional costs when the appropriate policy and /or economic drivers are in place (IEA, 2007). In order to understand the value and investment characteristics of CCR in China, a typical 600 MW pulverized-coal -fired ultra-supercritical power plant, locating at Guangdong province, was examined. Combined with a detailed engineering assessment, we obtained the costs for different CCR scenarios. To analyze CCR investment opportunities, we apply a cash flow model for valuing Capture Options, as developed in [Liang, X., Reiner, D., Gibbins J., Li J., 2007. Results are obtained by Monte-Carlo simulation, based on engineering surveys and the IEA (2007) CCR study, as well as plant performance information and expert projections on carbon prices, coal prices and electricity prices. CCR investments are justified by factors such as higher retrofitting probabilities, lower early-closure probabilities and fair economic return. However, the economic case for CCR largely depends on the type of investments made, for example, CCR-essential investments tend to be more economic than additional non-essential CCR features such as CCR Essential with clutched low-pressure turbines. Carbon price, coal price and discount rate also were found to have significant impacts on the economics of CCR. Overall, it appears that the value of capture options are significant, and therefore clear retrofitting strategies would be valuable for any CCR investment. [Copyright &y& Elsevier]

Abstract: China’s economy has been on a solid fast growth track since 1978. The economy expanded by an average annual rate of about 10% during the last thirty years. That is more than triple the average growth rate of the world economy during the same period. The rapid economic development has been associated with growing energy consumption and carbon dioxide (CO2) emission. Although the first phase of the Kyoto Protocol exempts China from reducing its own CO2 output, China, as the first or second largest CO2 emission country, is facing growing international political pressure. As a responsible big country, China will almost certainly have to respond to climate change in the future. China is entering unexpected fast development period of the industrialization, urbanization and motorization, in which large-scale new infrastructures will be built. This provides great opportunity to plan for longer-term CO2 mitigation—the infrastructures built today have a long life time and are not easy to upgrade the technologies involved, and decisions made now will have a major impact on energy utilization mode and CO2 mitigation technology option in coming years. Carbon Capture and Storage (CCS), as an option in the portfolio of mitigation actions to combat climate change, is expected to have far-reaching implications for China. This paper (1) explores the strategic significance of CCS for China by making an extreme scenario analysis of Chinese power sector in 2030; (2) provides an overview of the recent CCS activities in China; and (3) identifies the major challenges with respect to CCS development in China and put forwards immediate strategies. [Display omitted] • Grassland degradation is the main reason for the decline in carbon storage. • The carbon storage of farmland has increased significantly. • The risk of carbon storage reduction in the future is still high. The carbon storage of terrestrial ecosystems is closely related to global climate change. Therefore, assessing the impact of land-use changes on carbon storage is instructive to reduce global carbon emissions. Taking an arid region in northwest China as an example, this paper analyzed the land-use changes in arid region from 1980 to 2015. It used the CA-Markov model to predict the land-use pattern from 2020 to 2050, the carbon storage and sequestration module in Integrated Valuation of Ecosystem Services and Tradeoffs (Invest) mode to assess and predict ecosystem carbon storage over the past 35 years and in the next 30 years and discusses the impact of land-use changes on the carbon storage of terrestrial ecosystems. The results showed that: (1) The high-value areas of carbon storage in arid region were primarily concentrated in grassland, forests and farmland, and the low-value areas of carbon storage were mainly in desert areas. (2) The carbon storage in arid region showed a downward trend. From 1980 to 2015, the carbon reserves of terrestrial ecosystems in arid region decreased by 90.95 Tg, and the net loss of carbon reserves from 2020 to 2050 was 14.72 Tg. Grassland degradation was the main reason for the reduction of carbon storage in arid region. (3) The carbon storage of farmland had increased significantly, but the expansion of farmland dominated by high carbon density grassland, wetland and forest, had reduced the overall carbon storage of the arid region. Terrestrial ecosystems have received considerable attention as a significant sink for organic carbon at regional to global scales. Previous studies were focused on assessment and quantification of carbon sinks for one ecotype, and few have worked on the interconnection of terrestrial sinks. In this paper, we synthesized the data from China's second national soil survey and direct measurements from 54 lakes. Meanwhile, we investigated the controlling factors of carbon accumulation dynamics in soils and lakes. Results showed varied spatial distribution of soil and lake organic carbon in different regions, and three storage modes were found. The storage mode of watershed collection was observed in the region of the Qinghai-Tibetan Plateau, while the northeast China and Yunnan-Guizhou Plateau revealed another storage mode of autochthonous deposition, and the mode of human activities affection was represented by the East Plain and Mongolia-Xinjiang Plateau. The spatial difference throughout China was regulated by various climate patterns, geological conditions and anthropogenic interference. Our results provide insights into carbon storage modes in various regions, and also inform strategies for enhancing global carbon sequestration and future mitigation policies towards global climate change. • Climate, topography and human activity regulate regional soil and lake carbon storage. • Three carbon storage modes based on relationship between soil and lake carbon. • Suggestions to enhance carbon sequestration through soil and lake management.
