Two new species of the genus Pseudolathra Casey, 1905 from mainland China are reported in this paper, namely Pseudolathra gansuensis Li & Zhou, sp. nov. and P. assingi Li & Zhou, sp. nov. This genus is reported for the first time from Gansu Province, Northwest China. Both species are described in detail and supplemented with color plates of normal light photos of the habitus, sternites VII–IX and details of aedeagal structures in different views.

Traditional blue water resources assessment and management may not meet the needs of sustainable water resource utilization; ignoring the number of green water resources will underestimate the availability of water resources. To rationally allocate and scientifically manage the limited water resources, it is necessary to divide the rich and poor flow situation of blue water and green water. The MIKE SHE-MIKE HYDRO integrated coupled model was selected and used in the Yalong River basin to ascertain the blue and green water in the hydrological cycle. The model was calibrated by matching simulated discharge against observed streamflow discharge at the Tongziling Station. At the same time, the research analyzed the component of green water and the total amount of blue water or green water on a temporal scale. The set pair analysis (SPA) was introduced to classify blue water and green water, which can not only understand the amount and distribution characteristics of water resources in the Yalong River Basin but also rationally allocate the total of water resources in the basin from the perspective of the regional water cycle. Furthermore, according to the situation of blue water and green water in the basin, the related policies are formulated to realize the efficient utilization of water resources in the Yalong River basin.

Understanding the changes in hydrological process is a key subject for water resource management of a high-diversity watershed. In this paper, through an establishment of a SWAT-based model, the effects of climate change and its induced vegetation change on hydrological process were analyzed in the East River Basin. The model could well simulate the hydrological processes of the basin including surface runoff (SURQ), groundwater (GWQ), lateral flow (LATQ), total water yield (WYLD), actual evapotranspiration (ET), and groundwater recharge (PERC). Under the vegetation change induced by temperature increase, the effects of the vegetation change on hydrological process were larger than that of the temperature change. Under the vegetation change caused by the increase of temperature and precipitation, the vegetation change enhanced the effects of climate change on annual SURQ, LATQ, GWQ, WYLD, and PERC of the basin. Under spatial scale, when the temperature and precipitation changed simultaneously, the increase of precipitation could promote the increase of annual ET in sub-watersheds. Also, the annual SURQ, WYLD, GWQ and ET in western sub-watersheds were more sensitive to the cumulative changes of vegetation and climate. This work can provide useful information to decision makers in water resource management of watersheds.

As the total water resources consumption control and carbon mitigation continuous improvement, the weak water-carbon incorporate management is increasingly exposed. In this study, a water-carbon nexus assessment framework is proposed to analyze the nexus relationship between water consumption and carbon emission, and distinguishes the coupled water-carbon transmission intensity and the transfer paths under regional and industrial scales. According to the practical input-output table, water consumption, and carbon emission information, the framework is applied to Beijing-Tianjin-Hebei urban agglomeration (BTHUA), a population, resource, and trade intensive area of China. Inter-regional/intra-regional water consumption and carbon emission transfer fluxes between sectors, the pairwise ecological relationship, and the water-carbon nexus were analyzed. Commonalities and asynchronous experiences of realizing zero-waste of water, energy, and food resources between the world and China have critical global importance to support sustainable development, especially for Guangdong-Hong Kong-Macao Greater Bay Area (GBA) urban agglomeration. In this study, a comprehensive assessment framework for the zero-waste city was proposed to evaluate zero-waste construction in the world (e.g., San Francisco, New York, and Tokyo) and China (e.g., Beijing, Shanghai, and GBA) from the perspective of water, energy, and food. The results showed that the zero-waste construction level of the GBA cities was weaker than that of the benchmark city and other world-class cities. The average score of the GBA cities was the lowest, 2.5% lower than the benchmark city and 11.8% lower than other world-class cities. Macao had apparent advantages in the social-economic and ecological-environment system, while the Pearl River Delta cities were considerably better than Macao and Hong Kong in the water and food systems. Future work could improve the level of zero-waste construction by learning from foreign zero-waste cities’ advanced experience, increasing efforts to promote the implementation of a circular economy, and building an all-around government sharing mechanism with public participation.

A new species, Queskallion saetosumsp. nov., is described herein from Sichuan Province, China. It is diagnosed from a closely related species, Q. tangi Smetana, 2015. Color images and line drawings of the adult of the new species, as well as its genitalia are provided. In addition, a checklist of species, an updated key to species and a geographical distribution map of all known species in the genus Queskallion Smetana are included.

A male of the very rare and phylogenetically puzzling species, Quelaestrygon puetzi Smetana, 1999, is described for the first time based on a single specimen from Sichuan Province, China. High quality color images and line drawings of the male external and genitalic traits are provided.

Lasiochira wuzhishanensis Yin, sp. nov. is described herein from the island province of Hainan, China. It is diagnosed from a similar species, Lasiochira jianfengensis Yin, Wang & Park, 2014. Both species are sympatric in Hainan province, but the latter is also known in northern Vietnam. Lasiochira pallidiptera Yin, Wang & Park, 2014 is recorded for the first time from China. Color images of the adults and genitalia of the above three species are provided. In addition, a checklist and a geographical distribution map of all species of Lasiochira Meyrick are included.

Three new species of Meleonoma Meyrick, 1914 (Gelechioidea, Xyloryctidae) from China, Yunnan Province, Meleonoma plicatasp. nov., M. scalpratasp. nov. and M. taeniatasp. nov., are described and illustrated. A key to Meleonoma species known from China is provided.

Mine tailings ponds that contain heavy metals are sources of potential risk to human security and ecosystem health. China particularly faces challenge of accidental water pollution risk from more than 8869 mine tailings ponds in serve by 2015, some of which are close to residential areas and other important infrastructures within 1 km downstream. To address watershed-scale risk assessment of accidental water pollution from mine tailings ponds, a Bayesian Network-based Risk Dynamic Simulation (BN-RDS) model was proposed to simulate “sources/stressors-receptors-endpoints” risk routes. An accidental water pollution convection-diffusion simulation was coupled to Bayesian Networks to perform the risk dynamic simulation and risk evolution quantification at watershed-scale. This method was applied to the risk assessment of 23 tailings dams in 12 sub-watersheds covering the Guanting Reservoir basin (the major backup drinking water source for Beijing) in Zhangjiakou City, China. The result indicated that ecosystem health and property security were the endpoints at the highest risk in the overall watershed. Spatially, the combined risk distribution map showed the risk was higher in the downstream of the Guanting Reservoir Watershed and in its two tributary basins (the Qingshui River and the Longyang River). This research highlighted a probabilistic approach to accidental water pollution risk assessment of tailings ponds with verifiable and tangible results for risk managers and stakeholders.

A simulation-based interval stochastic bi-level multi-objective programming (SISBLMOP) model was proposed in this research, through integrating the global nutrient export from watersheds model, interval parameter programming and stochastic chance-constrained programming into a general bi-level multi-objective programming framework. The SISBLMOP model can handle multiple uncertainties expressed as discrete intervals and probability density functions in both the simulation and optimization processes. System complexities, including the hierarchy structure of upper- and lower-level decision makers, can also be addressed in the model. The proposed model is applied to a real-world case study of the Xinfengjiang Reservoir Watershed in South China to identify the satisfactory implementation levels of multiple best management practices (BMPs). The model results show that multiple BMP schemes for water quality management can be obtained under different upper- and lower-level decision-making and risk-violation scenarios, reflecting the cooperation and gaming results of the two-level decision makers. Consequently, the corresponding BMP implementation costs are acceptable to both the upper- and lower-level decision makers. The model is widely applicable and can be effectively used for water quality management under multiple uncertainties and complexities.

Two new species of Meleonoma Meyrick, 1914a (Gelechioidea, Xyloryctidae) from southeastern China are described: Meleonoma foliiformis Yin, sp. nov. from Guangxi Province and M. projecta Yin, sp. nov. from Fujian Province. Adults and male genitalia are described in detail. A list of the Meleonoma species occurring in China is given. The taxonomic position of Meleonoma has been unstable, and under debate. Nonetheless, it is here tentatively placed in the family Xyloryctidae, following the latest molecular phylogenetic study concerning this genus.

In this paper, a hybrid method integrated unbiased grey model (UGM) and artificial neural network (ANN) into an interval two-stage fuzzy credibility-constrained programming (ITFCP) framework is proposed for water resources allocation of the Yalong River research area. Through the grey correlation analysis and the eXtreme Gradient Boosting (XGboost) algorithm, the economic and social indicators are related to the water demands of different water sectors in different regions can be obtained for building water demand prediction model. According to the unbiased grey prediction of the socio-economic development data of each region in the Yalong River Basin (YRB), water demand prediction models are constructed by using neural network. The establishment of a hybrid two-stage interval fuzzy credibility-constrained programming model can analyze the uncertainties existing in the process of water resources allocation. Taking 2020, 2025, and 2030 as the planning years, the developed model studies and reveals the system benefits at different credibility levels, the water shortage of each user in sub-regions and the water resources allocation situation to provide suggestion for managers to optimize the allocation of water resources. Compared to the previous methods, this integrated model can help decision-makers set management policies more sustainably and profitably.

Cascade reservoirs were designed for Yalong River Basin, which ranks the 3rd largest hydropower base in China. Reservoir impoundment has certain impacts on local climate, but few researches focus on this field. This paper integrates the spatiotemporal analysis techniques and geostatistical methods to identify the reservoir projected meteorological indices (MIs) variations as well as the impact scope under different circumstances. Results show: The reservoir projected variations of moisture indexes were much more significant than temperatures. Anthropogenic disturbance has led to dramatic decrease of relative humidity in the past decade, far beyond its periodic amplitude range. Moreover, dry valley faced more serious drought risk but reservoir impoundment of this region alleviated the local drought risk. The daily minimum temperature, relative to the maximum temperature, was more sensitive to catchment changes with an earlier appearance of temperature zone variation. Since impounding, the MIs internal relationships in non-dry valley varied significantly more than that in dry valley, with the positive correlation of 0.7 between the relative humidity and precipitation weakened greatly. The severe warming hotspots distributed in the upper reach and had the probability of 0.95- 1 to exceed 1.5℃ IPCC control target. This study provides references for the disturbance of reservoir impoundment to local climate at multiple temporal-spatial scales under different circumstances and contributes to the MIs variation pattern identification and quantitative risk assessment.

A new species ofPachypaederusFagel, 1958,P. kongshuhensisLi,sp. nov., is described from Yunnan Province, China. This species represents the third member of the genus from the Oriental region. Color plates of the habitus, labrum, mandibles, sternites VII–IX of the male and female, as well as the aedeagal structures are provided. A key to OrientalPachypaederusspecies is provided.

To facilitate regional water resources allocation, an integrated bi-level multi-objective programming (IBMP) model with dual random fuzzy variables was developed in this research The proposed model was derived through incorporating dual random fuzzy variables, multi-objective programming, and interval parameter programming within a bi-level optimization framework. This approach improved upon the previous bi-level programming methods and had two advantages. Firstly, it was capable of reflecting tradeoffs among multiple conflict preferences for water related bi-level hierarchical decision-making processes. Secondly, random fuzzy variables were used to tackle the dual uncertainties in both sides of the constraints, which were characterize as probability density functions and discrete intervals. Then, a real-world water resources planning problem was employed for illustrating feasibility of the application of IBMP model in Dongjiang river watershed of south China. Results reflected the alternative decisions for water allocation schemes under a set of probability levels and fuzzy α - cut levels, which can support in-depth analysis of tradeoffs among multiple levels and objective values. Moreover, modeling comparison analysis was undertaken to illustrate the performances of the proposed model.

Headwater streams are a hotspot of freshwater biodiversity, carrying indispensable resource pools of aquatic species. However, up to now, there remain many challenges to accurately and efficiently characterize the responses of this vulnerable ecosystem to human-induced changes. Here, we collected macroinvertebrate data from 12 different headwater streams in the Liao River of northeast China by DNA metabarcoding approach, to reveal biodiversity changes and ecological thresholds affected by human beings. In this research, a dual-randomness bi-level interval multi-objective programming (DR-BIMP) model was developed for supporting water resources management among multiple water sectors under complexities and uncertainties. Techniques of bi-level multi-objective programming (BMOP), double-sided stochastic chance-constrained programming (DSCCP), and interval parameter programming (IPP) were incorporated into an integrated modeling framework to achieve comprehensive consideration of the complexities and uncertainties of water resources management systems. The DR-BIMP model can not only effectively deal with the interactive effects between multiple decision-makers in complex water management systems through the bi-level hierarchical strategies, but also can characterize the multiple uncertainties information expressed as interval format and probability density functions . It could thus improve upon the existing bi-level multi-objective programming through addressing discrete interval parameters and dual-randomness problems in optimization processes simultaneously. Then, the developed model was applied to a real-world case to optimally allocate water resources among three different water sectors in five sub-regions in the Dongjiang River basin, south China. The results of the model include determining values, interval values, and stochastic distribution information, which can assist bi-level decision-makers to plan future resources effectively to some extent. After comparing the variations of results, it is found that an increasing probability level can lead to higher system benefits, which is increased from [20,786.00, 26,425.92] × 10 8 CNY to [22,290.84, 27,492.57] × 108 CNY, while the Gini value is reduced from [0.365, 0.446] to [0.345, 0.405]. A set of increased probability levels gives rise to the lower-level objectives. Furthermore, the advantages of the DR-BIMP model were highlighted by comparing with the other models originated from the developed model. The comparison results indicated that the DR-BIMP model was a valuable tool for generating a range of decision alternatives and thus assists the bi-level decision-makers to identify the desired water resources allocation schemes under multiple scenarios.

Water security is essential for sustainable economic and social development. To ensure water security, water engineering projects play an important role in regional developing program. The coastal city—Zhuhai City suffers a challenge from both future increasing water demand and salinity intrusion, To keep water security of the city, several alternative projects are designed. However, as the high cost of the projects and the potential adverse influence, a final projects portfolio, as well as their construction order has not be decided. To assist a proper decision of projects portfolio for local water security, this study proposed a combined method with one-vote veto and Analytic Hierarchy Process, to evaluate every projects portfolio from various perspectives. The results show: 1) to satisfy future water demand of 150 thousands m3/h, it is recommended to adopt a projects portfolio including expanding existing reservoirs and constructing new reservoirs, as its higher capacity utilization (96.87%), relatively lower construction and operation costs (8.59 billion and 57 million respectively), and lower ecological impact; 2) to satisfy future water demand of 160 thousands m3/h or more, transferring water from other cities should be an indispensable part for water security; 3) channel reservoir is not recommended as its high construction and operation costs, and high ecological impact. This study evaluated different alternative projects for cities' water security and provided a strong support for local government to decide their long-term projects portfolio and their construction order. The proposed method may be readily applied in other regions.

Climatic variation within a typical dry-valley area located in the southern Hengduan Mountains of China is studied, and the potential regional climate influences of large reservoirs in the area are discussed. Six meteorological stations near a reservoir are identified and classified into two categories (dry and non-dry valleys) to compare their level of climate change. Temperatures tended to increase since 1990 with a precipitation shift toward the dry season in both dry and non-dry valleys. Wavelet analysis shows that temperature and precipitation have significant variation with periods of 3.6 and 16.5 years, respectively. The standardized precipitation evapotranspiration index (SPEI) shows that dry valleys have multiple drought trends. Temperature in non-dry valleys changed more than that in dry valleys, but the variations of other indices in the two categories of valleys are not statistically different. The climatic variation of one station is in accordance with the reservoir filling, which is related to the orientation of the reservoir in the prevailing wind direction especially during summer. This study provides a profile of the climate change of dry valleys and documents the influence of large artificial reservoirs on regional climate.

Socioeconomic development, leading to significant changes in land-use patterns, has further influenced the output of regional nonpoint-source (NPS) pollution. Multiple uncertainties exist in the processes of land-use changes and NPS pollution export. These uncertainties can deeply affect the management of regional land-use patterns and control of NPS pollution. In this research, an integrated land-use prediction and optimization (ILUPO) model based on system dynamics, export coefficient, interval linear programming, and fuzzy parameter programming models was proposed. The ILUPO model can provide future land-use patterns and NPS pollution loads, and also help optimize the patterns under multiple pollution reduction scenarios. Interval and fuzzy uncertainties in the processes of land-use changes and NPS pollution output can be effectively addressed. The developed model was applied to a water source area in the central part of northern Guangdong Province in South China. For the prediction period 2020-2030 under the high-speed development scenario, results show that cropland area would decrease, while grassland and waterbody areas would increase. In contrast, these three types of land-use would show opposite variation trends under the low-speed development scenario. Construction land area would decrease, while forestland area would increase under both the low-speed and high-speed development scenarios. Variation of the predicted land-use patterns would lead to an increase of total nitrogen loads under each of the scenario, while the total phosphorus loads would show relatively complex variation trends. Regional land-use patterns should be further optimized to mitigate NPS pollution. However, the pollution loads in the study area cannot be reduced by5% through land-use adjustment. Because cropland would still be the critical source of NPS pollution after optimization, strictly controlling the areas of cropland would be important for the management of such pollution in the research area. In addition, certain areas of grassland and waterbody would need to be converted into cropland and construction land to balance the economic benefit of the system and NPS pollution control. Multiple results obtained from the model under different scenarios of pollution reduction targets and α-cut levels can provide decision-making supports for the local policy makers. The developed ILUPO model can yield insights useful for the planning and adjustment of regional land-use patterns while considering NPS pollution control under conditions of uncertainty.

An integrated approach was developed through incorporating a copula-based violation risk analysis into a programming model for optimizing industrial structures of urban clusters in uncertain conditions. Also, this approach can be used to support decision making about promoting advanced manufacturing sectors (AMSs) and mitigating industrial energy intensity. The advantages and the improvements of this approach lie in (a) reflecting the relationships between energy consumption and economic benefits in industrial sectors, and (b) incorporating the violation risk of the targets in energy-intensity mitigation into an optimizing model. A case study was conducted to illustrate the application of this approach in the Pearl River Delta of China, a highly urbanized area that includes the cities of Guangzhou, Shenzhen, Zhuhai, Dongguan, Huizhou, Zhaoqing, Foshan, and Jiangmen. The results indicated that under the desired industrial structures, violation risk of energy-intensity mitigation in the urban cluster of the Pearl River Delta would be indistinctive in the single-city perspective. Also, except Dongguan, Jiangmen and Zhaoqing, the cities of the urban cluster would achieve the goal for developing AMSs, based on the Industrial Plans for the 13th Five Year.

Production, consumption, and disposal of plastics are associated with the generation of a large amount of greenhouse gas (GHG). Polyethylene terephthalate (PET) is one of the most widely used plastics, which is mainly produced and consumed by China and causing increasing concerns. The Previous studies mainly focused on material flows and stocks of PET. Detailed information on GHG emissions for the entire life cycle of PET in China is limited. Particularly, the key paths of emission reduction for life-cycle PET considering carbon neutrality are unknown. In this research, a network analysis system and model of GHG emissions were developed for PET in China and helping explore characteristics of GHG emissions over the three development periods of the PET industry. The results showed that the most potential stage of carbon neutrality for PET was from the exploitation of raw materials to the end of PET chips production, accounting for approximately 74.9% over 2000 to 2018. The manufacturing process of PET fibers and bottles would have a major contribution to GHG emissions. At the same time, GHG emissions from the mechanical recovery process should not be ignored. The plastic restriction order for PET and the waste treatment ways of low-carbon would have a significant contribution to emission reduction. According to the results, this study identified the most potential key process of carbon neutrality in the PET life cycle and proposed policies to reduce GHG emissions, which would provide scientific support for the PET industry to achieve the goal of carbon neutrality in China.

With rapid economic growth and urbanization, self-sufficiency in crop production has become central to China's agriculture policy. Accurate crop production statistics are essential for research, monitoring, and planning. Although researchers agree that China's statistical authority has considerably modernized over time, China's economic statistics have still been viewed as unreliable and often overstated to meet growth targets at different administrative levels. Recent increases in crop production reported by national statistics have also come under increasing scrutiny. This paper investigates crop production data quality from a planetary boundary perspective-comparing net primary production (NPP) harvested obtained from national statistics with satellite-driven NPP estimates that are supported by detailed observation of land cover, combined with observations on physical factors that limit plant growth. This approach provides a powerful means to check the plausibility of China's grain production statistics at different administrative levels that can generate insights about their discrepancies and can contribute to improved crop production measurements. We find some evidence of potential misreporting problems from the lower administration level where the risk of manipulation of statistics is higher. We also find problems from provincial-level major grain producers. These values can also affect the national totals. Although the numbers are affected by large uncertainties, we find that improving the spatial resolution of key agricultural parameters can greatly improve the reliability of the indicator that in turn can help improve data quality. More reliable production data will be vital for relevant research and provide better insights into food security problems, the carbon cycle, and sustainable development.

The pursuit of the sustainable agriculture often ignores to consider the ecological benefits. To achieve this goal, it is necessary to evaluate the ecological impacts related to the sustainable development. Therefore, to assess the overall ecological impact of crop production in 31 provinces in China, this study proposes to set up a non-monetary framework and indicators based on Emergy theory. Further analysis focuses on sustainable ecosystem under three different planting scenarios to identify the driving factors. The results demonstrated that the ecosystem disservice of crop production processes is greater than the services. The total emergy inputs, fertilizers used and R%, all of these can affect the ecological benefits. Furthermore, simply changing the cultivation pattern cannot achieve a balance between ecology and economy, there is no doubt that other method needed are needed. These findings provide valuable insights for developing appropriate policies for decision makers.

Most heavy metal exposure and pollution results from multiple industrial activities, including metal processing in refineries, and microelectronics. These issues pose a great threat to human health, ecological balance, and even societal stability. During 2012–2017, China, in particular, faced the challenge of 23 heavy metals accidents, six of which were extraordinarily serious accidents. Accidental environmental pollution is rarely caused by a single heavy metal, but rather by heavy metal mixtures. To address the need for a joint exposure risk assessment for heavy metal mixed pollution accidents at the watershed scale, a Copula-based exposure risk dynamic simulation model was proposed. A coupled hydrodynamic and accidental heavy metal exposure model is constructed for an hourly simulation of the exposure fate of heavy metals from each risk source once accidental leakage has occurred. The Copula analysis was introduced to calculate the dual heavy metal joint exposure probability in real time. This method was applied to an acute Cr6+-Hg2+ joint exposure risk assessment for 43 electroplating plants in nine sub-watersheds within the Dongjiang River downstream basin. The results indicated seven risk sources (i.e., S1, S4, H18, H23, H27–H28, and H34) that presented relatively high exposure risk to their surrounding sub-watersheds. Spatially, the acute exposure risk level was highest in the tributary basin (sub-watershed XW) than in the mainstream (sub-watershed DW2) and the river network (sub-watershed RW) of the lower reaches of the Dongjiang River. This research highlights an effective probabilistic approach for performing a joint exposure risk analysis of heavy metal mixed pollution accidents at the watershed scale.

Wetland eutrophication is a global environmental problem. Besides reducing pollutant emissions, improving nutrient assimilative capacity in wetlands is also significant for preventing eutrophication. Hydrological management can improve nutrient assimilative capacity in wetlands through physical effects on the dilution capacity of water body and ecological effects on wetland nutrient cycles. The ecological effects are significant while were rarely considered in previous research. This study focused on the ecological effects of hydrological management on two crucial nutrient removal processes, plant uptake and biological denitrification, in plant-dominated wetlands. A dual-objective optimization model for hydrological management was developed to improve wetland nitrogen and phosphorus assimilative capacities, using upstream reservoir release as water regulating measure. The model considered the interactions between ecological processes and hydrological cycles in wetlands, and their joint effects on nutrient assimilative capacity. Baiyangdian Wetland, the largest freshwater wetland in northern China, was chosen as a case study. The results found that the annual total assimilative capacity of nitrogen (phosphorus) was 4754 (493) t under the optimal scheme for upstream reservoir operation. The capacity of nutrient removal during the summer season accounted for over 80% of the annual total removal capacity. It was interesting to find that the relationship between water inflow and nutrient assimilative capacity in a plant-dominated wetland satisfied a dose-response relationship commonly describing the response of an organism to an external stressor in the medical field. It illustrates that a plant-dominated wetland shows similar characteristics to an organism. This study offers a useful tool and some fresh implications for future management of wetland eutrophication prevention.

Severe health risks caused by PM10 (particulate matter with an aerodynamic diameter ≤10 μm) pollution have induced inevitable economic losses and have rendered pressure on the sustainable development of society as a whole. In China, with the “Polluters Pay Principle”, polluters should pay for the pollution they have caused, but how much they should pay remains an intractable problem for policy makers. This paper integrated an epidemiological exposure-response model with economics methods, including the Amended Human Capital (AHC) approach and the Cost of Illness (COI) method, to value the economic loss of PM10-related health risks in 16 districts and also 4 functional zones in Beijing from 2008 to 2012. The results show that from 2008 to 2012 the estimated annual deaths caused by PM10 in Beijing are around 56,000, 58,000, 63,000, 61,000 and 59,000, respectively, while the economic losses related to health damage increased from around 23 to 31 billion dollars that PM10 polluters should pay for pollution victims between 2008 and 2012. It is illustrated that not only PM10 concentration but also many other social economic factors influence PM10-related health economic losses, which makes health economic losses show a time lag discrepancy compared with the decline of PM10 concentration. In conclusion, health economic loss evaluation is imperative in the pollution indemnity system establishment and should be considered for the urban planning and policy making to control the burgeoning PM10 health economic loss.

To identify the key contributors of urban carbon emissions as well as the acting paths, it is necessary to analyze the carbon flows from a systematic perspective. Thus, the concept of urban carbon metabolism was introduced in this paper and correspondingly input-output analysis (IOA) and ecological network analysis (ENA) were combined to conduct the carbon metabolism analysis. Concretely speaking, the urban IO table was compiled based on the provincial one and then the direct and embodied urban carbon flows were accounted. Subsequently, the carbon metabolic network model was established, through which the characteristics of the metabolic network were further analyzed to better reveal the contributors and influencing factors of carbon emissions. Dongguan, a city famous as the "factory of the world", was chosen as the case. The results indicate that the total direct and embodied carbon flows were mainly concentrated in manufacture. Manufacture was found to be major factors affecting other compartments through indirect interplay. A trophic hierarchical structure was found, where compartments can be classified into primary producers, secondary producers, primary consumers and secondary consumers according to their metabolic characteristics in use of energy. Electricity, gas & water were defined as secondary producer, and its self-induced carbon flows accounted for more than 95% of the carbon flow conversion within this compartment. By further comparing the metabolic characteristics in Dongguan with that of Guangdong Province and other cities, measures were suggested to heighten energy utilization efficiency and promote positive interactions among compartments to promote the carbon emission reduction in Dongguan.

The Laoguanhe River is a major tributary of the Danjiang River, which is the source water source for the Danjiangkou Reservoir (i.e., the source reservoir for the middle route of the South-to-North Water Diversion Project in China). This study was intended to provide scientific decision support to help manage the water environment in the Laoguanhe River and maintain high water quality levels for the water diversion project. Risk assessment based on water quality simulation was undertaken in this research. The QUAL2Kw model was used to improve the simulations of the water quality of the Laoguanhe River under sparse data conditions. Latin hypercube sampling (LHS) was used to improve flow inputs for QUAL2Kw. The model was used to calculate the water quality risks under several scenarios based on a Markov stochastic process to reflect uncertainty. The simulation results indicated that the water quality of the downstream section of the Laoguanhe River could meet the basic requirements for exporting water to the Danjiangkou Reservoir.

In this research, a hybrid nonlinear grey-prediction and quota allocation model (HNGP-QAM) wasdeveloped for supporting optimal planning of China's carbon intensity reduction at both departmentaland provincial levels in 2020. At such dual levels, HNGP-QAM can not only help forecast carbon intensityand its fluctuations over the concerned period, but also facilitate the identification of China's carbonintensity reduction target in 2020 and the corresponding quotas for minimizing the total abatement cost.Two scenarios were developed based on multiple governmental policies and allocation schemes amongprovinces and departments. The results showed that the total abatement cost would be 92.07 and98.93 10 9 , as well as 180.57 and 194.19 10 9 RMB (It is another shortname for China Yuan) for pro-vincial and departmental allocation schemes under the reduction ratios of 40 and 45%, respectively.Furthermore, the west, the east, and the central China would be allocated the emission assignments thatwould be accounting for 48.53, 28.26, and 23.21% of the total national emission reduction, respectively.The obtained results were particularly useful for multi-level governments in providing information toidentify the carbon intensity reduction target, conducting emission reduction assignments amongprovinces and departments, as well as supporting relevant policy-making. The results also suggested thatthe developed HNGP-QAM be applicable to similar engineering and planning problems.© 2014 Elsevier Ltd. All rights reserved.

In this study, an interval optimization model is developed to maximize the benefits of a water rights transfer system that comprises industry and agriculture sectors in the Ningxia Hui Autonomous Region in China. The model is subjected to a number of constraints including water saving potential from agriculture and ecological groundwater levels. Ecological groundwater levels serve as performance indicators of terrestrial ecology. The interval method is applied to present the uncertainty of parameters in the model. Two scenarios regarding dual industrial development targets (planned and unplanned ones) are used to investigate the difference in potential benefits of water rights transfer. Runoff of the Yellow River as the source of water rights fluctuates significantly in different years. Thus, compensation fees for agriculture are calculated to reflect the influence of differences in the runoff. Results show that there are more available water rights to transfer for industrial development. The benefits are considerable but unbalanced between buyers and sellers. The government should establish a water market that is freer and promote the interest of agriculture and farmers. Though there has been some success of water rights transfer, the ecological impacts and the relationship between sellers and buyers require additional studies.

Early ecologists identified a pyramidal trophic structure in terms of number, biomass and energy transfer. In 1943, the psychologist Maslow put forward a pyramid model to describe layers of human needs. It is indicated that the pyramid principle is universally applicable in natural, humanistic and social disciplines. Here, we report that a pyramid structure also exists in urban public health (UPH). Based on 18 indicators, the UPH states of four cities (Beijing, Tokyo, New York, and London) are compared from the point of view of five aspects, namely physical health, living conditions, social security, environmental quality, and education and culture. A pyramid structure was found in each city when focusing on 2000–2009 data. The pyramid of Beijing is relatively similar to that of Tokyo, and the pyramids of New York and London are similar to each other. A general development trend in UPH is proposed and represented by different pyramid modes. As a basic conjecture, the UPH pyramid model can be verified and developed with data of more cities over a longer period, and be used to promote healthy urban development.

In this study, a large-scale inexact two-stage waste-load allocation (ITS-WLA) model is developed to identify desired decision alternatives for supporting economic development and water quality management. In this model, uncertainties expressed as both probability distributions and discrete intervals are incorporated within a general optimization framework. A two-step interactive solution algorithm is used to generate interval solutions, and four scenarios are developed to examine tradeoffs between system benefits and system-failure risks. The ITS-WLA model applied to a case study in Xingshan County, China. Because of the extensive impacts of the Three Gorges Reservoir (TGR), the largest newly built reservoir worldwide, Xingshan County is facing many challenges in formulating development strategies. Sustainable development is of great significance in rural areas of China, which are under coupled pressures of poverty reduction, environmental protection and economic development. In these areas, agriculture is the primary sector in supporting their economies, where a number of the relevant production and processing practices cause many adverse impacts on environment and ecosystem. This poses many challenges for decision makers in formulating sustainable development strategies without invoking potential controversies or objections from the public. In this study, a two-level expert system (TES) for facilitating the investigation of public's perception towards sustainable development in rural areas was developed. Interactive relationships among objectives of socio-economic development and environmental protection, as well as the related policy implications and public responses, were comprehensively examined and incorporated within TES. A two-level system was particularly adopted for facilitating participation of various stakeholders, including decision makers and farmers. The Yongxin County of the Shanjianghu Region in Jiangxi Province, China was selected to demonstrate the applicability of the developed TES. A series of questionnaire surveys were conducted both for acquiring knowledge about the interrelationships among sustainable development, agricultural production, poverty reduction and environmental protection. Public's perception towards various system components of rural sustainable development were efficiently acquired and analyzed. The results indicated that sustainable development would be very significant on rural areas in China. Also, public awareness to the concept and profile of rural sustainable development was still at a low level, especially for farmers. The developed TES can be not only used for acquiring knowledge of sustainable development, but also providing basic information for the formulation of relevant policies and strategies in rural areas of China.

In the past few years, the problems of urban air pollution became increasingly serious in many countries. In this paper, the comparison and analysis of air quality between developed and developing countries, such as Korea, China, and Thailand, were proposed. In detail, the state of air quality, state of air quality monitoring stations, the standards of air quality, and air quality index classification in the three countries were analyzed. China had 1426 air quality monitoring stations, the most of among the three countries. It was concluded that particle pollution especially PM2.5 and ozone pollution became the main pollution in the three countries. In comparison with the other two countries air quality standard, the first grade of air quality standard in China was the most rigorous. However, the second grade in China was lower than the ones of other two countries. The air quality standards of PM2.5 in Korea and Thailand were merely same. Meanwhile, the standards of ozone and PM10, in Korea were tougher than the ones in Thailand. In terms of air quality index, China had a more delicate air quality index classification than the other two countries.

The residues of 13 organochlorine pesticides (OCPs) in surface water and HCHs and DDTs in suspended particulate matter (SPM) from rivers and lakes in Yangtze River catchment of Wuhan, China, were investigated. The concentration of total OCPs in surface water varied from 1.01 to 46.49 ng l(-1) (mean 10.55 ng l(-1)). The levels of total HCHs (SigmaHCH) and total DDTs (SigmaDDT) in surface water were in the range of 0.55-28.07 ng l(-1) and lower than detection limit to 16.71 ng l(-1), respectively, which was lower than Chinese standards on the whole. For OCPs residues in SPM, the mean levels varying from 0.20 to 34.72 ng l(-1) and 0.46 to 2.72 ng l(-1) for SigmaHCH and SigmaDDT, respectively, which ranked the relatively higher levels among Chinese studied rivers. Results from this investigation showed that previous excessive usage of technical OCPs was the main reason for the residues of HCHs and DDTs both in surface water and SPM, although some new sources were likely to occurred in the region. Apart from the OCPs in SPM originated from upstream in flood season, one of the important sources of OCP residues both in water and SPM in Yangtze River was supposed to be the inputs of its tributaries. Additionally, in situ water-SPM phase distributions of OCPs indicated that HCHs tended to transport (correction of totransport) with water as well as DDTs was prone to combine with SPM in Yangtze River catchment of Wuhan.
