The land-use, land-use change and forestry (LULUCF) sector is receiving increasing attention in climate change mitigation and greenhouse gas (GHG) emission offsetting. The sector itself and measures applied to mobilize this sector in order to tackle climate change are dominant in nationally determined contributions under the Paris Agreement as well as in national strategies, as in the case of Lithuania. Lithuania has set the goal of becoming a carbon-neutral country in 2050, reducing GHGs by 80% compared to 1990 and offsetting the remaining 20% through the LULUCF sector. Therefore, this paper aims at analyzing historical land-use changes in 1990–2021, as reported for the United Nations Framework Convention on Climate Change (UNFCCC) secretariat, and LULUCF's potential to achieve climate change mitigation goals, taking into account different land-use change scenarios (business as usual, forest development, forest development + additional measures and forest land 40% + additional measures) for 2030 and 2050 in Lithuania. The scenarios are based on historical and potential future policy-based land-use changes. Projections of GHG emissions/removals for different scenarios are prepared according to the Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories (2006) by the Intergovernmental Panel on Climate Change (IPCC). The results indicate that land-use changes over the period 1990–2021 remained rather stable, with some increases in forest area and grassland at the expense of cropland. The whole LULUCF sector acted as a carbon sink in most cases, forests being a key category for removal. However, reaching climate neutrality in 2050 might be challenging, as the goal to offset 20% of remaining GHG emission compared to 1990 through LULUCF would not be met in any of the scenarios analyzed, even the scenario of maximal forest-area development and additional measures. Considering the high historical GHG-removal fluctuations and the uncertainties of the sector itself, caution should be taken when relying on LULUCF's potential to reach the set goals. Global agreement on 30×30 means an unprecedented last push to define how much nature will be left on the planet. At the same time that space for nature is being defined, climate change will be moving nature around. Species are now on the move to track climate change both on land and in the oceans, a process that is accelerating under dramatic new extreme events. This is an opportune time to review conservation recommendations made early in the millennium, to see how many have been taken on board over the past 20 years, and how much is left to be done to adapt to climate change as conservation pushes toward 30×30. The history of Climate Change–Integrated Conservation Strategies begins with two papers published by a group of prominent climate change biologists in 2002. The importance of including adaptation to climate change in conservation was underscored by the first estimates of extinction risk due to climate change in 2004. Subsequent literature has developed concepts such as velocity of climate change and assisted migration. Regional modeling of biodiversity change, expanding protected areas to facilitate species range movements, and managing productive landscapes to facilitate species movements are all now considered "business as usual" for conservation planning for climate change. Regional coordination of conservation efforts to ensure that species on the move are managed for climate change consistently across their range, on the other hand, is under-represented in literature and practice. Improving both theory and practice of regional coordination for climate change is an important priority for conservation now and in the future. Conservation for climate change has focused mostly on warming scenarios, but failure to act on climate change emissions reduction means that meeting Paris Agreement targets will almost certainly have to include both warming past those targets and subsequent cooling back to the target. The 2015 Paris Agreement has set out the climate change target of limiting global warming to 1.5 °C, which poses a serious challenge to countries to reduce emissions. As the world's largest carbon emitter, promoting the realization of the "dual-carbon" goal is the key to realizing China's green transformation and high-quality development. Chinese asset managers play active roles in the capital market as an important channel of asset allocation. Currently, the vast majority of Chinese asset managers hold high percentages of high-carbon industries in their portfolios, and lack quantitative data of their carbon footprints embodied in equity investments, which faces huge carbon-related risks. Therefore, it's an urgent need to comprehensively and scientifically measure financed emissions of Chinese asset managers, which is of great significance for asset managers' carbon risk management and sustainable investment. This paper develops a detailed inventory of carbon emissions for equity portfolios managed by Chinese asset managers from 2010 to 2020, which stands as a pivotal reference for in-depth analysis of emission characteristics. The seminal outcome of COP28 was the Global Stocktake (GST), which referenced transitioning for the first time among all the United Nations' climate agreements. While the GST's attempt at energy transition is welcomed, it is deficient. In this paper, the historical challenges of international climate policymaking and implementation has been explored. The challenges that undermined previous UN agreements will likely hinder the global stocktake. Moreover, the GST's failure to use more forceful language could be a fatal flaw. Furthermore, the GST did not sufficiently define key terms like net zero and energy transition. Likewise, it did not give due consideration to energy justice. The GST missed the opportunity to take strategic advantage of state actors while creating an ecosystem for non-state actors to contribute to the fight against climate change. The GST should have taken advantage of the avalanche of scientific knowledge available on energy transition to mandate timely climate mitigation plans. Subsequent GSTs must proactively address the shortcomings of the first GST if the current generation, which is touted as the generation with the last chance to combat climate change, hopes to achieve the primary goal of the Paris Agreement. Achieving the net zero emissions target that was set in the Paris Agreement to mitigate the risks of climate change seems increasingly difficult as countries and sectors of the economy are falling behind the expected trajectory. The building and construction industry, as one of the main contributors to global emissions, has an essential role to play toward this aim. Net zero emissions target has been introduced to this sector as well; however, achieving it is a very challenging and complex task. Many studies have been undertaken on implementing different measures and strategies to reduce the industry's carbon footprint. These studies identified many challenges and barriers in transforming the industry. This paper aims to provide a systematic review of challenges that organisations face in delivering new net zero emissions buildings. The relevant journal articles published since the Paris Agreement were identified and analysed using mixed-method data analysis, including quantitative (science mapping) and qualitative (thematic) analysis. The result showed increased attention to the subject over this period, with China, the UK, and Australia being the top contexts for research. The most discussed groups of barriers were "economic", "knowledge", and "technical", respectively, followed by "organisational", "market", "technological", and "legal" barriers. Disasters associated with natural hazards as well as climate change are happening within complex socio-economic systems and desired system states, including sustainable development and resource management, are formulated on the global as well as regional and national levels. However, complex system approaches are yet only rudimentarily incorporated in related applications, and we discuss modeling as well as policy challenges focusing on fiscal risk. As an intermediate step we suggest a gap approach which we relate to fiscal stress levels a complex system may experience due to natural hazard events. We argue that in case of no gaps one can assume a no stress situation and therefore modeling of disruptions including cascading effects is less necessary. However, at the same time we also acknowledge that there is an urgent need to address corresponding challenges with complex systemmethods. Policy-wise our paper responds to concerns for real-world applications and can provide insights to support current discussions within the UNFCCC and Paris Agreement around both adaptation finance and the new funding arrangements for loss and damage from climate impacts established at COP27. Despite great efforts in facing climate change challenges—especially by the UN Paris Agreement, the 2030 Agenda for Sustainable Development, and companion documents (Sendai Framework for Disaster Risk Reduction and the New Urban Agenda)—generally speaking, current policies on climate change and Disaster Risk Reduction at both national and international levels have not yet been centrally positioned in respective plans for heritage, and cultural heritage still does not have a central role in such policies. The main aim of this paper is to explore the culture/cultural heritage's complex interrelationship with climate change by delving into critical issues/gaps and recommendatory encounters of heritage framework in climate change framework and vice versa at the international level and an example in India. Accordingly, this paper showcases a type of Indian Water Infrastructure Heritage; Stepwells, traditional underground water management systems in arid western India which, unfortunately, with modernization, lost their original function and hence, nowadays, most are abandoned. Thus, by the situational analysis of such an Indian urban-scale type of heritage, this paper concludes with critical reflections on the necessity of the systemic relationship among sustainability, conservation, and development, especially in practice and the need to recall the notion of sustainability again. This paper describes the development of and gaps in knowledge in research on carbon accounting based on a systematic review of 117 papers published in influential accounting journals between 2005 and 2018. The review shows the literature has developed into four major streams of carbon accounting: carbon disclosure, management, performance and assurance, and that carbon accounting is emerging as a distinct discipline. Finally, our paper highlights future research opportunities to improve carbon accounting, so it can play an even more important role to help business achieve the climate goals of the Paris Agreement. Climate change is undeniably one of the long-term challenges confronting humanity across the globe. Various nations have taken initiatives that help reduce greenhouse gas emissions to the environment as well as accelerate financial flows to clean and sustainable projects. The paper provides an overview of green finance after the Paris Agreement by adopting a bibliometric analysis of the selected literature. The study reviewed the literature from the Web of Science database between 2015 and 2022. Data cleaning, formatting, and analysis was performed using VOSviewer and R-studio. Our study indicates increased scholarly interest on the issue of green financing. Most scientific research has been published in climate policy and sustainability journals but lacks mainstream interest in economic and finance journals. Based on our results, it is recommended that further studies on green financing be carried out from the economic and financial perspective using quantitative approaches to supplement the existing literature and provide a wider view to policy makers and regulators. Capacity building for urban climate resilience is essential for strengthening both cities' own capacities and multilevel governance, which are instrumental for the successful operationalisation of the Paris Agreement. Strengthening the capacities for planning, managing, and developing cities is required to support an urban resilient transition in a context of high complexity and uncertainty, especially in the Global South. The main objective for this article is to investigate the differences in understanding of capacity building in urban climate resilience in the Global South through literature review. Specifically, this paper investigates the main approaches, aspects, components, and end users for capacity building in the frame of urban climate resilience. The article identifies a set of Capacity Building Parameters and Enabling Factors which are Purpose, Transformative Capacity, Multi-actor, Participation, Knowledge and Learning, Transdiciplinarity as well as Data and Finance. The Capacity Building Parameters and Enabling Factors can serve as a basis to develop an analytical framework to assess existing capacity building initiatives and to support the development of new capacities for planning, management and developing cities for an urban resilient transition. In Finland, agriculture is practiced in variable growing conditions that are further challenged by climate change and under external pressure caused by international competition, changing consumer preferences and demands, and the renewal of the European Union Common Agriculture Policy and Paris Agreement climate targets. Futures studies in agriculture have focused on scenario building with expert panels, though usually without farmers' involvement. This study focuses on farmers' views of shaping the future of Finnish agriculture. It builds on the disaggregative Delphi method and combines interviews and a representative survey of Finnish farmers. The study is based on a bottom-up process in which a farmer panel of 20 farms defined their views of the future in a semi-structured thematic interview. The views were turned into statements in a structured survey sent to the second panel, which comprised all Finnish farmers who had received agricultural subsidies in 2016, with 4401 respondents. The results were analyzed using quantitative factor analysis, which produced five future images for Finnish agriculture. The images were shown to the original farmer panel for reflection. They considered the probability of each future image and their own role in it. Technology solves as a future image was most favored by farmers, followed by Ecological and specializing small-scale production image. Business-as-usual was the least likely future images according to the interviewed farmers. COVID-19 brought new marketing disruptions in the tourism sector amid global traction and action towards carbon neutrality, following the Paris Agreement of 2015 and the Glasgow Pact of achieving NetZero emissions by 2050. Drawing from the Ad Net Zero Guide 10-Point Plan for businesses to infuse climate action (SDG 13) into their operations, this study utilizes a qualitative approach through annual and other company reports, interviews, observations, and Question Pros from Sun City hotels to examine the progress of the hospitality industry. The results reveal that the four hotels, Cabanas Hotel, Sun City Hotel, The Palace Hotel, and Cascades Hotel have green initiatives that improve water, waste, and energy efficiency. There is a slow pace to enforce saving the environment at a faster pace in the resort. The findings reveal that marketing communication strategies employed by Sun City Resort in exhibiting green initiatives were moderately successful. The findings reveal that the four hotels in Sun City generally harnessed the 10-Point Plan, although this may not be explicitly credited to the 2020 Ad Net Zero Initiative. The paper recommends that the entities under consideration keep improving their commitment to the Climate Action SDG and market on-the-ground initiatives widely for peer learning and to save the environment, lives, and livelihoods. Since 2015, the intended climate actions of the Paris Agreement signatories have been reported as nationally determined contributions (NDC). These climate actions are fully aligned with the 13th Sustainable Development Goal (SDG) which calls for urgent action to combat climate change. The same, however, cannot be said for their relation to the other 16 SDGs of the 2030 Agenda for Sustainable Development, since climate action can either enhance or compromise the prospects for SDG implementation. In light of this challenge, this paper proposes a simple method for quantifying the synergies and trade-offs between national climate actions and the SDGs. The method, referred to as Q-SCAN, makes use of a seven-step scale and the SDG Climate Action Nexus tool. The effectiveness of the method has been demonstrated on a case study of North Macedonia, a non-Annex I, Western Balkan country with a coal-intensive energy system. Based on the experience in the preparation of the country's enhanced NDC, the paper elaborates how the method can be used to contribute to the alignment of the national climate actions with the SDGs and how it can be used to improve stakeholder engagement. Efforts such as the Glasgow United Nations Climate Change Conference of the Parties 26, the Paris Agreement (Paris agreement, United Nations, Paris, 2015) and the United Nations Sustainable Development Goals are supporting the drive to protect the planet from global warming by ensuring sustainable development. The oil and gas industry, as key contributor to greenhouse gas emissions, must transition to more sustainable energy solutions and play their part in reducing these emissions. Currently, oil and gas companies are implementing technical solutions to achieve net zero carbon emissions. The energy transition from fossil fuel reliance has also happened by exploiting alternative renewable energy sources to meet global energy demand such as wind, solar, biogas and bioderived feedstocks. This net zero energy transition will require a fair and just transition for all in society, and to implement this, it is crucial for those working in the oil and gas industry to understand the technologies needed, the importance of carbon policies and their roles. This research presents a modified Delphi study of employees in Malaysia's national oil and gas company to understand their perceptions towards a net-zero carbon future. The paper briefly reviews Malaysia's low-carbon policy plans, its current carbon dioxide accounting balance, and identifies potential technologies for decarbonisation to set the scene for the modified Delphi study. The results indicated that the national oil and gas company has both the capabilities and the financial resources to significantly contribute towards Malaysia transitioning to a carbon neutral nation. This can be achieved by implementing advanced technologies complementing with nature-based solutions to realise net zero carbon emissions. This study also portrays the confidence that the portfolio of solutions should be executed through a coordinated effort to maximise the outcome and minimise the financial impact in terms of economical sustainability. Implementation of activities towards this energy transition will require significant social commitment, and hence, gauging their perception towards this journey is key objective of this paper. The Paris Agreement presents new fields of research related to the adaptation strategies to climate change. A challenge for future research consists in developing context-specific guidelines to support adaptation. This Special Issue on "Adaptation strategy to climate change for water resources" is born in this context. It contains 15 scientific studies facing a diversity of issues inherent to the adaptation strategies for water resources. This editorial analyses how the authors of this collection of papers decided to develop and present their research in order to identify criteria to contribute defining, in a near future, standardized approaches and practices for adaptation studies. Papers have been categorized in two major fields: "Studies for the development of adaptation scenarios" and "Studies for the development of adaptation solutions". Papers belonging to both categories are generally found missing to treat the 'uncertainty' issues arising and the implementation of the proposed adaptation strategies. Studies investigating future adaptation scenarios are generally found to be unbalanced in favor of the assessment of future impacts on water resources and less towards the provision of adaptation scenarios. When these studies do not provide elements to manage the specific uncertainty related to the proposed adaptation solutions, at least exploring the uncertainty related to the climatic and impact scenarios is strongly recommended. Studies providing methodological and/or procedural examinations on adaptation solutions are recommended to suitably report the climatic, environmental, and social context for which the action has been developed. Who can fight against climate change and global warming? Who ought to fight? What is the role of the human rights-based climate change litigation? The paper tries to answer these questions, having as a starting point the definition of a "minimum content" of the fight against climate change and global warming. Acting against climate change and global warming firstly means carrying out a global collective action involving actors (individuals, States, enterprises, generations) with different levels of awareness and responsibility. Given the above, the paper focuses on the "climate legal obligation" whose source is rooted in the International (United Nations Framework Convention on Climate Change, Kyoto Protocol, Paris Agreement) and EU climate law, with the aim to point out the legal duties of every single State. Consequently, the paper underlines how the climate obligation specifically requires the adoption of mitigation measures in order to reduce greenhouse gas emissions. Addressing climate change and protecting the environment have become the key global challenges and priorities and requires a whole-of-society approach. Many countries are increasing their commitments to meet the Paris Agreement's goals, introducing green budgeting among them. The goal of the paper is to understand how public participation in public budgeting with green objectives is being effectuated in the Russian Federation, and to look at what governments can do to facilitate it. The author explores the relevance of environmental problems for Russians, and analyses public participation in environmental policy-making with a focus on budgeting in Russia. The paper provides examples of green participatory budgeting practices of global interest, highlights the potential of participatory budgeting encouraging pro-environmental behaviour, potentially enriching the repertoire of climate-friendly actions and fostering the growing interest in green budgeting. The paper identifies the links between transnational municipal networks and international agreements in the environmental arena. It is taken for granted that transnational municipal networks support global environmental action and the process of sustainable development, in particular giving access to resources, with technical support and knowledge, but to what extent international agreements such as the United Nations Framework Convention on Climate Change, the Paris Agreement, or the Convention on Biological Diversity guide the action of these networks? The research resorts to content analysis to examine the goals, mission, and published documents of two networks in particular, ICLEI and Mercosur, in the search for clear connections with the intergovernmental level. The paper contributes to the understanding of the role of transnational municipal networks in environmental governance, identifying through abductive reasoning the diffusion of norm from the international to the local level and underlining the importance of the role of international, national and local actors. The paper discusses existing trends and prospects for decarbonization in the Commonwealth of Independent States (the CIS), an international organization that regroups Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, and Uzbekistan. The CIS occupies a significant share of Eurasia, representing a large share of global energy consumption and production with a corresponding carbon footprint. These countries and their decarbonization prospects are rarely discussed in the English-language scientific literature. This paper fills in this gap by offering a comprehensive analysis based on statistical data, policy documents, and scenario-based future projections. The results underline that revisiting Nationally Determined Contributions, increasing energy efficiency, and decoupling GDP growth from greenhouse gas emissions are essential to the implementation of the Paris Agreement. The future energy mix should include larger shares of renewable energy, hydrogen, fossil fuels (highly efficient with carbon capture), and nuclear energy to achieve energy security and decarbonize the economy of the region in the long term. Nature-based Solutions (NbS) are integral to efforts to keep global warming below 2°C in accordance with the United Nations' 2015 Paris Agreement on Climate Change. Yet the transboundary governance dimensions of NbS remain unclear and largely undocumented. In Southeast Asia, NbS have emphasised the conservation and/ or sustainable commodification of carbon sinks found in terrestrial and mangrove forests, seagrass meadows, peatlands and agricultural soils. Mostly project-driven and fixed-term, these "solutions" have often failed to meet their social and ecological objectives. Increasingly, they have added to cross-border problems of: (1) displaced carbon emissions; and (2) economic migration and societal dispossession. This perspective paper delineates a transboundary governance research agenda to mitigate these trade-offs and enhance the co-benefits of NbS in carbon sinks. Building on NbS literature, it identifies cross-sector, multi-scalar and interdisciplinary pathways to improve transboundary cooperation, inclusion and equity in carbon sink governance in varying Southeast Asian contexts. Morocco's commitment to the Marrakech and Paris Agreements' sustainability goals necessitates the implementation of Net Zero Energy Building (NZEB) initiatives to mitigate climate change and promote sustainable development for the built environment industry. Utilizing Morocco's abundant solar resources, NZEBs aim to minimize energy use and carbon emissions in buildings, aligning with global climate objectives and enhancing economic stability through reduced energy costs. This approach aids Morocco in adapting to climate change and achieving international financial and environmental targets. This paper explores Morocco's energy strategy and the regulatory framework for Nearly Zero Energy Buildings, providing a NZEB definition, assessment metrics, and performance indicators, while addressing the challenges posed by existing laws on energy-efficient buildings. Due to the challenge of global warming, the European Union (EU) signed the Paris Agreement (2015) to diminish total Greenhouse Gas (GHG) emissions. This paper addresses the conflict that EU member states face when they want to follow the target of the Paris Agreement for the period 2021–2030 which is a 55% GHG emission reduction by 2030 (compared with GHG emission in 1990). EU member states have to emit at a level that is lower than their emission needs. To solve this problem, we implement the claims problems approach as a method for distributing insufficient resources among parties with greater demands. We use several well-known division rules to divide the emission budget among EU member states. We define a set of principles that should be satisfied by division rules to select the most optimal allocation method. To diminish the effect of countries' preferences on the allocation we use equity and stability criteria to examine the fairness of the rules. Moreover, we allocate the emission budget in two ways: First, we apply division rules to allocate the total emission budget for 2021–2030 among countries. Second, we allocate the emission budget annually from 2021 to 2030. We propose that Constrained Equal Awards (CEA) is an appropriate division rule to meet the target of 2030. [ABSTRACT FROM AUTHOR]

This paper demonstrates an influence of the anthropogenic Carbon Dioxide (CO2) emission trend on climate talks aimed to reduce greenhouse gas emissions. The influence of commitments to reduce greenhouse gas emissions, undertaken by the largest emitter countries within the framework of international treaties (the Kyoto Protocol and the Paris Agreement), on the fossil energy consumption and CO2 emissions from the combustion of various types of fuel by these countries has been analyzed. Emissions from the European Union (EU), as well as consumption of renewable and alternative energy sources by countries are beyond the subject of this paper. The paper focuses on the obligations that the largest emitters of greenhouse gas emissions are ready to undertake in order to achieve carbon neutrality by 2050. The impact of the country's choice of the base year on its ambitious climate action to reduce emissions has been evaluated. Challenges that the countries may face in the implementation of the Net Zero by 2050: A Roadmap for the Global Energy Sector, developed by the International Energy Agency (IEA), have been identified. Combating climate change by reducing greenhouse gas (GHG) emissions has become an obligation for countries that ratified the Paris Agreement. Saudi Arabia, as a member of the Paris Agreement, pledged to achieve net zero emissions (NZE) by 2060. This endeavor is challenging for all countries. This paper provides an analysis and assessment of the Saudi measures to achieve NZE by 2060. The analysis reveals that Saudi Arabia will reduce the total net emissions to 49.67 Mt of CO2eq, whereas under a business-as-usual scenario, the emissions would reach 1.724 million tons (Mt) of CO2 equivalent (CO2eq). The study reveals that sectors conducting environmental, social, and governance ratings (ESG) and those where the government is a stakeholder are on the right track and will facilitate the government's efforts in reaching NZE. Fashion Industry Charter for Climate Action is consequence of a long-term international meeting chain, called the COP-Conference of Parties. The COP is an international climate conference that unites the signatory countries (195 countries + the European Union) of the United Nations Framework Convention on Climate Change (UNFCCC) since 1995. The goal of the consecutive meeting chain is to manage the interiorization of the Convention and negotiate new commitments. Fashion Industry Charter for Climate Action is prepared and launched by the patronage of UN Climate Change at COP24 in Katowice, Poland, in December 2018 and renewed at COP26 in Glasgow, UK, in November 2021. The stakeholder of the charter is the global fashion stakeholders including textile, apparel and clothing industries with a holistic commitment. The charter contains the vision to achieve net zero emissions by 2050 in line with keeping global warming below 1.5°C from pre-industrial levels defined in the COP 21 of Paris Agreement in 2015. In line with the launched charter, planned tasks of global fashion industry are focused on decarbonisation, reduction of greenhouse gas emission (GHG), renewable electricity utilisation across supply chains, implementation of tools and measures about broadening climate actions. In striving to achieve the Paris Agreement and the 2030 Agenda, governments have the opportunity to implement their climate and sustainability goals more coherently. Such coherence requires the coordination of interdependent policies across different policy fields, sectors and actors. This paper explores how governments design and implement synergic solutions to concomitantly achieve both international agendas. With the empirical cases of Germany and South Africa, we investigate two independent approaches to the synergic solution of a just energy transition, whereby countries aim to phase out coal as a means to tackle climate change while also ensuring that the achievement of other Sustainable Development Goals (SDGs) is not hindered. Methodologically, we apply a deductive qualitative approach consisting of literature review, semi-structured interviews, and content analysis. To that end, we examine relevant policies and institutional arrangements by applying a combined conceptual framework of energy justice and just transition in both countries. We find major challenges in overcoming environmental, economic and social burdens of the coal phase-out, especially related to jobs and inequality (SDGs 8, 10) and the Water-Energy-Food-Land nexus (SDGs 2, 6, 7, 15). Through the selection of Germany and South Africa, we illustrate how countries with different political, social and economic backgrounds strive to manage such a transition. Our developed framework and case-studies' findings point towards important considerations when designing just energy transition pathways, such as ensuring inclusiveness in decision-making, thoroughly assessing social, economic and environmental impacts, and adequately coordinating across different actors and the local, provincial and national levels. Biomass use for energy and materials is, on the one hand, one of the key mitigation options to reach the 1.5 °C GMT target set in the Paris Agreement, as highlighted by the IPCC and many other key analyses. On the other hand, particularly in parts of the EU, a strong negative connotation has emerged in public debate and EC policy, with a particular emphasis on the (presumed) displacement effect in markets and land use. This is a remarkable contrast because the reasons to use sustainable biomass, on the one hand, and the possibilities and synergies for supplying sustainable biomass, on the other, are underpinned with strong evidence, also providing insights on how displacement issues can be avoided. Sustainable biomass supplies can contribute 20–30% of the future global and European energy supply, leading to reduced overall mitigation costs, including realizing the net CO2 removal from the atmosphere using BECCS concepts. This paper highlights which options, pathways and preconditions are key to achieving such a substantial contribution of sustainable biomass in future (2050) energy and material supply (with a focus on the European setting). By pinpointing how "biomass can be done right" and how important synergies can be achieved via better agricultural methods, the restoration of marginal and degraded lands and the adaptation of climate change, a different policy agenda emerges in sharp contrast to how a biobased economy has been framed in recent years. It is recommended that future policy priorities, particularly at the EU level, take a more integral view on the synergy between the role of biomass in the energy transition, climate adaptation and mitigation, better agriculture and the better use of land in general. Strategies to achieve such positive results typically require an alignment between renewable energy, and agricultural, environmental, mitigation and adaptation policies, which is a largely missing nexus in different policy arenas. This paper identifies which topics of negotiation are providing momentum for climate negotiations after the Paris Agreement and to what extent. To do so, it examines the main requests that developing countries have expressed through different negotiation groups between 2017 and 2023. To measure the progression of climate negotiations, the paper identifies whether those requests have been translated into COP decisions. This is done through discourse analysis contained in numerous daily reports of COPs, summaries, and official decisions. In this research, COP decisions are defined as the expression of collective negotiations in the UNFCCC system, and as decisions with political consequences. The paper identifies advancements on twenty-nine issues in areas like gender, loss and damage, facilitative dialogue, adaptation, and the acceleration of finance flows to small-island developing states. Eighteen issues have been identified as acknowledged in COP decisions, but not fully addressed. These correspond mainly to finance-related items and the commitment to contributing US$100 billion to climate mitigation. Sixteen issues have been identified as ignored in the COP decisions examined. The conclusions suggest that there is agreement on creating new frameworks to allow further discussions on important topics brought to the table by developing states, but there is no real agreement on increasing funding in a significant way. Also, conclusions underline that despite the lack of sufficient funding, commitment to fighting climate change has not declined over time, and states continue to prefer multilateral negotiations to working outside the United Nations Framework Convention on Climate Change mandate. • States prefer multilateralism to other forms of cooperation to face climate change. • Climate negotiations remain a key forum for countries' coordination despite the slowness in decision-making. • There has been progress in climate negotiations in the areas of loss and damage, gender or adaptation. • Funding remains a key issue in climate negotiations, being critical to increase trust among parties. Agriculture and water resource are highly threatened due to climate change, increasing the probability of backsliding on almost every aspect of sustainable development worldwide. For instance, water resource distribution throughout the Peruvian territory is not homogeneous. Hydrometeorological phenomena also threaten it, so it is crucial for the agriculture sector and water management to increase resilience against climate change. The study aims to understand the Peruvian conduct under the United Nations Framework Convention on Climate Change (UNFCCC) regime. Its influence in the Peruvian adaptation regulation and public institutions over the years and the interaction with the latest commitment to the UNFCCC related to climate change agriculture - water resources. The methodology used for the study was qualitative, delivered throughout a documentary analysis, and narrative design among scientific papers, UNFCCC documentation, and Peruvian regulation to weave the experience occurred and the sequences of the events to set up a general narrative. The results show that Peru has active participation in the UNFCCC, particularly under a neoliberalism approach. The convention pushed institutional and regulatory development of the Peruvian Government constantly. Also, after the Paris Agreement, one of the most important influences was the implementation of Law N° 30754 on climate change, which articulates all the regulations related to it, providing a national, more substantial legally-binding commitment. Finally, it is important for Peru to analyze the achievement of current adaptation actions and keep studying the impacts of climate change at a local level to develop a bottom-up approach for an effective policy formulation-implementation. The following paper aims to reconstruct the evolution of this dynamic by tracing the interpretations and reinterpretations of the norm done by Brazilian state actors through the process of localization of the norm in the domestic discourse on climate change in Brazil from 2005 to 2010. The theoretical perspective is based on the literature about norms internalization that attempts to specify the conditions under which international norms find salience in particular domestic contexts. Two main interpretations coexist within the Brazilian political arena in the period within the entry into force of the Kyoto Protocol until the signature of the Paris agreement that influenced the climate politics in Brazil in that period. The first stand around the norm was a traditional interpretation of the principle defending a position of historical responsibilities that implies that Brazil did not have to take greenhouse gas reduction measures. The second position is a more progressive interpretation of the norm that argues that Brazil, as an emergent country, can and must adopt emissions reductions. Climate change is now clearly recognised as a source of financial risk for private sector actors. In Anglo-American jurisdictions like Australia, corporate law and prudential regulatory frameworks contain obligations to identify, disclose and manage material financial risks that can be applied to climate-related risks. These legal frameworks have served as a foundation for the emergence of a range of private regulatory initiatives which seek to develop and apply best practice standards for climate risk disclosure and management, and which involve a range of different actors in driving the uptake of, and seeking to enforce, these standards. This paper explores the body of emerging private climate risk regulation, focusing particularly on the central organising theme of these initiatives: aligning private climate risk management to the climate mitigation goals of the international Paris Agreement. It outlines the way in which Paris-alignment and net-zero emissions are emerging as new norms guiding private sector approaches to climate change and explores how this interacts with and builds on essentially climateneutral, risk-based corporate law and prudential regulatory frameworks. While there is considerable potential in Australia for Paris-aligned private risk management to contribute meaningfully to achieving international climate mitigation goals, there are also well-founded concerns about the effectiveness of these private measures that require further investigation. The Paris Agreement signed in 2015 basically established the post-2020 international climate system. The agreement no longer emphasizes the differences between countries of the North and South. It requested each country to outline and communicate their post-2020 climate actions, which were legally termed as "nationally determined contributions" (NDCs). However, in the process of negotiating the implementation rules and regulations, there is still a big divide between developing and developed countries. Thus it is important to evaluate countries' responsibilities, obligations and capacities for addressing climate change in the post-Paris era. By adopting the Delphi method, this paper establishes a more comprehensive index system to quantitatively evaluate countries' capacities for addressing climate change, and to further identify and determine their capacities under the Paris Agreement. According to the evaluation results, there is still a large gap between developed and developing countries in their capacities for addressing climate change. Developing countries with weak capacities fall behind mainly in terms of the industrialization process, Human Development Index (HDI) and urbanization rate. Developed countries with strong capacities lack commitments and actions in terms of helping developing countries to mitigate and adapt to climate change. This paper, by expanding the use of the Delphi method with a multi-dimensional evaluation system that includes a historical responsibility index, attempts to provide a reference for differentiating countries' capacities and responsibilities in global climate governance, and to promote a more equitable and reasonable global climate governance system. This research undertakes a Life Cycle Analysis (LCA) to determine the climate change potential of a typical newly built steel detached dwelling in Palmerston North, New Zealand (NZ) and assesses its results concerning the 2 °C and 1.5 °C 2050 Paris Agreement targets. The proposed, upcoming policy and actions of the NZ government relating to its residential building and construction sector, which are set with an overarching aim to allow NZ to progress towards meeting the 2050 Paris Agreement targets, are also discussed in this paper. The results of the LCA demonstrate that the projected stock of steel-framed detached houses significantly exceeds the calculated climate budget and eventual 2050 Paris Agreement targets. For both the 2 °C and 1.5 °C scenarios, the magnitude of exceedance of the climate budget is 5.2 and 7.3 times more than the acceptable limit, correspondingly. These findings suggest that the sector will need to undergo a significant transition in order to fulfil the 2050 Paris Agreement targets. In all matters regarding climate change, the modern world presents complex challenges which highlight how investments in infrastructure have as of yet been inconclusive. The emission percentages calculated by relevant studies demonstrate the need for long-term investments in infrastructures, to ultimately reduce the impact on the environment and our health. To this end, in alignment with the principles expressed in the Paris Agreement - reducing global warming and incentivising a zero-emission transportation system - and the Sustainable Development Goals (SDGs), these new infrastructures will require a structural change that can be guaranteed by multilateral development banks (MDBs), given their nature, especially within developing countries. MDBs play an important role in supporting local governments, on the one hand creating a prosperous environment for sustainable infrastructures and, on the other, providing innovative financial instruments that could increase the financial sector's participation. In this paper, after a brief excursus on the Paris Agreement's role in the global climatic crisis, there will be an evaluation of the relations between MDBs and climate finance, with a focus on green bonds. Rewetting is the most effective way to reduce greenhouse gas (GHG) emissions from drained peatlands and must significantly contribute to the implementation of the Paris Agreement on Climate within the land sector. In 2010-2013, more than 73 thousand hectares of fire-prone peatlands were rewetted in the Moscow Region (the hitherto largest rewetting program in the Northern Hemisphere). As the Russian Federation has no national accounting of rewetted areas yet, this paper presents an approach to detect them based on multispectral satellite data verified by ground truthing. We propose that effectively rewetted areas should minimally include areas with wet grasslands and those covered with water (cf. the IPCC categories "rewetted organic soils" and "flooded lands"). In 2020, these lands amounted in Moscow Region to more than 5.3 and 3.6 thousand hectares, respectively. Assuming that most rewetted areas were former peat extraction sites and using IPCC default GHG emission factors, an overall GHG emission reduction of over 36,000 tCO2-eq year-1 was calculated. We furthermore considered the uncertainty of calculations. With the example of a 1535 ha large rewetted peatland, we illustrate the estimation of GHG emission reductions for the period up to 2050. A key goal of the Paris Agreement (PA) is to reach net-zero Greenhouse Gasses (GHG) emissions by 2050 globally, which requires mitigation efforts from all countries. Africa's rapidly growing population and GDP makes this continent important for GHG emission trends. In this paper, we study the emissions of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) in Africa over three decades (1990-2018). We compare bottom-up approaches including UNFCCC national inventories, FAO, PRIMAP-hist, process-based ecosystem models for CO2 fluxes in the Land Use, Land Use Change and Forestry (LULUCF) sector, and global atmospheric inversions. Our database is available from Zenodo at: https://doi.org/10.5281/zenodo.7347077 (Mostefaoui et al., 2022). For inversions, we applied different methods to separate anthropogenic CH4 emissions. The bottom-up (BU) inventories show that over the decade 2010-2018, less than ten countries represented more than 75% of African fossil CO2 emissions. With a mean of 1373 MtCO2 yr-1, total African fossil CO2 emissions over 2010-2018 represent only 4% of global fossil emissions. Yet, these emissions grew by +34% from 1990-1999 to 2000-2009 and by +31% over 2000-2009 to 2010-2018, more than doubling in 30 years. This growth rate is more than twice faster than the global growth rate of fossil CO2 emissions. The anthropogenic emissions of CH4 grew by 5% from 1990-1999 to 2000-2009 and by 14.8% from 2000-2009 to 2010-2018. The N2O emissions grew by 19.5% from 1990-1999 to 2000-2009; and by 20.8% from 2000-2009 to 2010-2018. When using the mean of estimates from UNFCCC reports (including the land use sector), with corrections from outliers, Africa was a mean source of greenhouse gasses of +2622 $%&' ($() MtCO2e yr-1 from all bottom-up estimates (sub- and superscript indicating min-max range uncertainties), and of +2637%,'% -&,(MtCO2e yr-1 from top-down methods, during their overlap period from 2001 to 2017. Although the mean values are consistent, the range of top-down estimates is larger than the one of bottom up, indicating that sparse atmospheric observations and transport model errors do not allow us to use inversions to reduce the uncertainty of bottom-up estimates. A main source of uncertainty comes from CO2 fluxes in the land-use sector (LULUCF) for which the spread across inversions is larger than 50%, especially in Central Africa. Moreover, estimates from national UNFCCC communications differ widely depending on whether the large sinks in a few countries are corrected to more plausible values using more recent national sources following the methodology of Grassi et al. (2022) The median of CH4 emissions from inversions based on satellite retrievals and in situ surface networks are consistent with each other within 2% at continental scale. The inversion ensemble also provides consistent estimates of anthropogenic CH4 emissions with bottom-up inventories such as PRIMAP-hist. For N2O, inversions systematically show higher emissions than inventories, on average about 4.5 times more than PRIMAP-hist, either because natural N2O sources cannot be separated accurately from anthropogenic ones in inversions, or because bottom-up estimates ignore indirect emissions and under-estimate emission factors. Future improvements can be expected thanks to a denser network for monitoring atmospheric concentrations. This study helps to introduce methods to enhance the scope of use of various published datasets and allows to compute budgets thanks to recombinations those data products. Our results allow to understand uncertainty and trends of emissions and removals in a region of the world where few observations exist and most inventories are based on default IPCC guidelines values. The results can therefore serve as a support tool for the Global Stocktake (GST) of the Paris Agreement. Background and objectives: Heat related mortality is of great concern for public health, and estimates of future mortality under a warming climate are important for planning of resources and possible adaptation measures. Papers providing projections of future heat-related mortality were critically reviewed with a focus on the use of climate model data. Some best practice guidelines are proposed for future research. Methods: The electronic databases Web of Science and PubMed/Medline were searched for papers containing a quantitative estimate of future heat-related mortality. The search was limited to papers published in English in peer-reviewed journals up to the end of March 2017. Reference lists of relevant papers and the citing literature were also examined. The wide range of locations studied and climate data used prevented a meta-analysis. Results: A total of 608 articles were identified after removal of duplicate entries, of which 63 were found to contain a quantitative estimate of future mortality from hot days or heat waves. A wide range of mortality models and climate model data have been used to estimate future mortality. Temperatures in the climate simulations used in these studies were projected to increase. Consequently, all the papers indicated that mortality from high temperatures would increase under a warming climate. The spread in projections of future climate by models adds substantial uncertainty to estimates of future heat-related mortality. However, many studies either did not consider this source of uncertainty, or only used results from a small number of climate models. Other studies showed that uncertainty from changes in populations and demographics, and the methods for adaptation to warmer temperatures were at least as important as climate model uncertainty. Some inconsistencies in the use of climate data (for example, using global mean temperature changes instead of changes for specific locations) and interpretation of the effects on mortality were apparent. Some factors which have not been considered when estimating future mortality are summarised. Conclusions: Most studies have used climate data generated using scenarios with medium and high emissions of greenhouse gases. More estimates of future mortality using climate information from the mitigation scenario RCP2.6 are needed, as this scenario is the only one under which the Paris Agreement to limit global warming to 2°C or less could be realised. Many of the methods used to combine modelled data with local climate observations are simplistic. Quantile-based methods might offer an improved approach, especially for temperatures at the ends of the distributions. The modelling of adaptation to warmer temperatures in mortality models is generally arbitrary and simplistic, and more research is needed to better quantify adaptation. Only a small number of studies included possible changes in population and demographics in their estimates of future mortality, meaning many estimates of mortality could be biased low. Uncertainty originating from establishing a mortality baseline, climate projections, adaptation and population changes is important and should be considered when estimating future mortality. • On paper Zimbabwe has promising targets of reducing emissions targets by 2030. • Renewable energy policy for mandatory fuel blending, renewable energy and electric cars on course for decarbonization. • Lack of policy harmonisation results in policy conflicts and contradictions. • Establishment of national climate financing mechanisms enables reaching 2030 reduction targets. Zimbabwe intends to build resilience mechanisms against climate change while at the same time ensuring sustainable development in recognition of its climate change vulnerability and national circumstances, in line with the demands of the Paris Agreement of reducing emissions by 2030. The study examined the consistency of government policies in reducing emissions by 1278GgCO 2 by 2030. The study reviewed government policies and environmental projects intended at reducing carbon emissions. The results indicated that, on paper, the government has promising targets; but in reality, there are inconsistencies indicating the release of more greenhouse gases into the atmosphere. The inconsistencies include the commissioned Hwange thermal power station and fossil fuel-powered locomotives. The study found that there is strategic coherence between policy objectives, aimed at building resilient and low-carbon human settlement, and objectives of international policies such as the 2030 Agenda for Sustainable Development, Paris Agreement and SENDAI Framework. The compulsory mixing of petrol and ethanol and the introduction of electric cars in the transportation sector demonstrated the limited but commendable efforts by the government in embracing renewable energy to reduce carbon emissions. The study established that poor policy implementation and lack of policy harmonisation have led to the failure of the Zimbabwean government to have policy consistency in terms of the decarbonisation roadmap resulting in policy conflicts and contradictions. An example of policy duplication is in, the Environmental Management Act and Forestry Act which can have sections dealing with climate change harmonised into the Climate Change Policy. Annual balances of eight alpine glaciers were slightly negative for 1961–90 and highly negative for 1991–2018. We explain this by changes in positive degree-day sums and summer temperatures extrapolated to the median altitudes of the glaciers. We test a new way of calculating degree-day sums that performs better than the traditional method which used daily mean temperatures. Annual degree-day sums are highly correlated with May–September temperatures as suggested in 1866 by Karl von Sonklar. We find moderate correlations between annual balances and degree-day sums, and with May–September temperatures. Calculated degree-day factors for the eight glaciers cover the reported range for snow and ice ablation, while the temperature sensitivity of annual balance is from −0.4 to −1.0 m w.e. for a +1°C temperature change. We accurately predict mean balances for 1991–2018 using May–September temperatures in regression models calibrated for 1961–90. May–September temperatures in the Alps have already increased ~+3°C since 1880 and, if temperatures continue to rise, these glaciers will shrink rapidly. As annual balances are already negative for present-day temperatures, these glaciers will not be 'safe' under the further temperature increase permitted by the Paris Agreement. COP28 aimed to make essential progress on the climate transition following a year marked by unparalleled climatic extremities. A spectrum of extreme weather phenomena, including droughts, floods, and wildfires, inflicted considerable devastation across various global locales. 2023 was identified as the warmest on record, with mean global temperatures surpassing those of the pre-industrial era by 1.4°C by the WMO. Given the current trajectory of temperature escalation, it is projected that global temperatures will surpass the preindustrial baseline by 1.5°C circa 2026, significantly ahead of the target year 2100 established during the 21st Conference of the Parties (COP21) in Paris, 8 years prior according to UNEP. The international community has committed to achieve 169 Sustainable Development Goal (SDG) targets by 2030 and to enhance climate adaptation under the Paris Agreement. Despite the potential for synergies, aligning SDG and climate adaptation efforts is inhibited by an inadequate understanding of the complex relationship between SDG targets and adaptation to impacts of climate change. Here we propose a framework to conceptualise how ecosystems and socio-economic sectors mediate this relationship, which provides a more nuanced understanding of the impacts of climate change on all 169 SDG targets. Global application of the framework reveals that adaptation of wetlands, rivers, cropland, construction, water, electricity, and housing in the most vulnerable countries is required to safeguard achievement of 68% of SDG targets from near-term climate risk by 2030. We discuss how our framework can help align National Adaptation Plans with SDG targets, thus ensuring that adaptation advances, rather than detracts from, sustainable development. Without targeted climate adaptation, impacts of climate change threaten achievement of all 169 SDG targets.
