Emigration from China has drawn increasing attention from the media and academia. In this paper, we survey the scholarly literature on emigration from China focusing on the post-1949 period. We review policy changes and patterns of emigration over time, and identify possible causes of emigration and impacts for migrant origin communities and China as a whole. To the extent relevant, we also explore how new patterns of emigration from China in the 21st century also impact migrant destination countries. Finally, we discuss potential contributions of the Chinese case to the general area of migration studies and identify future research directions in this field. [ABSTRACT FROM AUTHOR]

We measure selection among high-skilled emigrants from Germany using predicted earnings. Migrants to less equal countries are positively selected relative to nonmigrants, while migrants to more equal countries are negatively selected, consistent with the prediction in Borjas (1987). Positive selection to less equal countries reflects university quality and grades, and negative selection to more equal countries reflects university subject and gender. Migrants to the United States are highly positively selected and concentrated in STEM fields. Our results highlight the relevance of the Borjas model for high-skilled individuals when credit constraints and other migration barriers are unlikely to be binding. [ABSTRACT FROM AUTHOR]

Although immigration debates in the popular press sometimes focus on the perceived negative aspects, immigrants may actually stimulate innovation, thereby promoting job creation and enhancing productivity. Although there is an emerging international literature on the impact of migration on innovation, Australian studies are limited. Given the importance of net immigration to Australian society, this is an oversight. In this article, recent developments in the international literature on the migration-innovation relationship are critically reviewed and their implications for the debate in Australia are considered. The paper focuses on conceptual model that provides a framework for relating results from migration research to policy issues. Its purpose is to identify the policy-relevant content of past, present and future migration research. The framework developed in this article can aid in conceptualization of the types of research needed to provide migration policy makers with more balanced decision-making information. It is appropriate to ask what major gaps exist in our understanding of the migration process. Recognition of linkages and feedback systems between policy variables and migration can help to identify particular linkages and specific variables about which more information is needed. The model, by emphasizing the recursive nature of policy formation and the importance of round-by-round effects, can help reveal the potential and continuing contributions that research results can make in the process. The model can assist multidisciplinary migration research by suggesting a common reference point acceptable to researchers with varying disciplinary backgrounds.

Collective remittances are the money flows sent by hometown associations (HTAs) of migrants from the USA to their communities of origin. In Mexico, the 3 × 1 Program for Migrants matches by three the amounts that HTAs send back to their localities to invest in public projects. In previous research, we found that municipalities ruled by the party of the federal government were more likely to participate in the Program. The political bias in participation and fund allocation may stem from two possible mechanisms: HTAs' decisions to invest in some municipalities but not in others may reflect migrants' political preferences (a demand-driven bias). Alternatively, government officials may use the Program to finance their own political objectives (a supply-driven bias). To determine which of these two mechanisms is at work, we studied a 2 × 2 matrix of statistically selected cases of high-migration municipalities in the Mexican state of Guanajuato. We carried out over 60 semistructured interviews with state and municipal Program administrators, local politicians, and migrant leaders from these municipalities. Our qualitative study indicates that migrant leaders are clearly pragmatic and that the political bias found is driven by elected officials strategically using the Program. The bias in favor of political strongholds is reinforced by the Program's requirements for cooperation among different levels of government. This study casts doubt about the effectiveness of public-private partnerships as valid formulas to reduce political manipulation. Many studies use a Harberger triangle method to estimate the immigration surplus to the native born population and conclude that the benefit of immigration is very small in proportion to the size of the US economy and thus the United States does not to stand to lose much if immigration is further restricted. This calculation neglects the rent seeking costs that the US economy bears when immigration policy is politically determined. This study estimates the rent seeking losses that the US economy could suffer if immigration policy were reformed to further close the borders. [ABSTRACT FROM AUTHOR]
