By broad consensus, data security laws have failed to stem a rising tide of data breaches. Lawmakers and commentators blame these failures on some combination of underenforcement and the laws failure to recognize the full range of data breach harms. Proposed solutions would augment or expand existing data security laws. These proposed solutions share a fatal flaw: they are rooted in traditional theories of deterrence by punishment. Data security laws come in three forms: duties to protect data, duties to notify consumers after a breach, and post-breach remedies. Almost every data security law is enforced through sanctions, most of which are applied after a company discovers a data breach. In theory, companies increase their data security efforts to avoid sanctions. While appropriate for companies that purchase software, this approach is ineffective when applied to companies that build and provide software as an online service. In the cloud context, improving cybersecurity practices increases expected sanctions. And the cloud context matters. Online data security implicates almost all personal data; online services hold the lion's share of personal data and offline firms rely heavily on cloud software to operate their businesses. This Article calls for a new approach to data security regulation, founded on a systemic view of data security practice. With the in-depth development of economic globalization and the increasingly close ties between countries in the world, how to train international talents has become an important topic. Cross-cultural learning is conducive to broadening the horizons of learners and cultivating international talents. An effective network support environment and the design of cross-cultural learning activities are the keys to the success of cross-cultural learning. As an emerging network software with rich functions, simple development and convenient use, the WeChat Mini Program (WMP) can serve as a network support platform for cross-cultural learning activities. This study developed a cross-cultural learning platform based on the WeChat mini program. Under the guidance of activity theory, this study builds a WMP-based design model of cross-cultural learning activities, including the components of learners, resources, cross-cultural learning community, WMP, rules, role division and activity process. Under the guidance of this model, we designed, implemented and evaluated WMP-based cross-cultural learning activities for Chinese students and international students at Lanzhou University. The research results show that the cross-cultural learning activities designed and implemented under the guidance of the model have a positive impact on learners’ knowledge, abilities and literacies. Protein kinase function and interactions with drugs are controlled in part by the movement of the DFG and ɑC-Helix motifs that are related to the catalytic activity of the kinase. Small molecule ligands elicit therapeutic effects with distinct selectivity profiles and residence times that often depend on the active or inactive kinase conformation(s) they bind. Modern AI-based structural modeling methods have the potential to expand upon the limited availability of experimentally determined kinase structures in inactive states. Here, we first explored the conformational space of kinases in the PDB and models generated by AlphaFold2 (AF2) and ESMFold, two prominent AI-based protein structure prediction methods. Our investigation of AF2's ability to explore the conformational diversity of the kinome at various multiple sequence alignment (MSA) depths showed a bias within the predicted structures of kinases in DFG-in conformations, particularly those controlled by the DFG motif, based on their overabundance in the PDB. We demonstrate that predicting kinase structures using AF2 at lower MSA depths explored these alternative conformations more extensively, including identifying previously unobserved conformations for 398 kinases. Ligand enrichment analyses for 23 kinases showed that, on average, docked models distinguished between active molecules and decoys better than random (average AUC (avgAUC) of 64.58), but select models perform well (e.g., avgAUCs for PTK2 and JAK2 were 79.28 and 80.16, respectively). Further analysis explained the ligand enrichment discrepancy between low- and high-performing kinase models as binding site occlusions that would preclude docking. The overall results of our analyses suggested that, although AF2 explored previously uncharted regions of the kinase conformational space and select models exhibited enrichment scores suitable for rational drug discovery, rigorous refinement of AF2 models is likely still necessary for drug discovery campaigns. Author summary: Greater abundance of kinase structural data in inactive conformations, currently lacking in structural databases, would improve our understanding of how protein kinases function, and expand drug discovery and development for this important family of therapeutic targets. Modern approaches utilizing artificial intelligence and machine learning, like AlphaFold2 and ESMFold, have potential for efficiently capturing novel protein conformations. We provide evidence for a bias within AlphaFold2 and ESMFold to predict structures of kinases in their active states, similar to their overrepresentation in the PDB. We show that lowering the multiple sequence alignment depth used in the AlphaFold2 algorithm can help explore the kinase conformational space more broadly. Through a series of quantitative and visual analyses of the models, we also offer a critique of AlphaFold2-generated models, highlighting their potential utility in drug discovery, but also underscoring the need for further refinement to enhance their suitability for rational drug design. An important hiring criterion maintained by some school districts is that school counselors possess a teaching certificate and prior teaching experience. The present study examined the actual job performance of novice school counselor (interns) in relation to whether they had teacher certification and at least two years of teaching experience, or entered the school counseling profession as non-teachers. Results showed that standardized supervisors' evaluations of counselor interns' performance in four main skill areas (Professional Behavior, Clinical Skills, Teaching Skills, Hireability) were not associated with prior teacher training and/or experience. However, male, novice counselors were rated somewhat lower on the domain of Professional Behavior than female counselors. The methodological advantages of studying the teacher-counselor question using novice counselors and expert supervisor-evaluators are discussed. The implications for graduate program training, and hiring practices are summarized. (Contains 2 tables.)

In a movement toward workforce development as an academic entity, the identity of adult education as projects for inquiry is troubled. In some academic programs, adult education has been termed adult learning in the service of promoting teaching and learning for the workplace. However, adult education's inquiry, its projects, might be more than just teaching adults or researching how adults' learn. This paper presents an argument that adult education projects might have a social justice focus. Adult education might serve as a critique of social, educational, and political policies concerning work and the workplace.

Both the accounts of Abraham’s three visitors (Gen 18:1-15) and of Jacob’s nighttime intruder (32:23- 33) are famous interpretive cruxes. This article shows why the plain sense is that both Abraham and Jacob recognize right away that the newly introduced figures represent their deity. It does this by: (1) accounting for the place of messengers in the mental life of ancient Israel; (2) recovering an under-appreciated yet cognitively based narrative convention regarding messengers; (3) setting the starting point of each narrative with care; (4) attending to the semantics and pragmatics of the main noun in both accounts; and (5) emulating the online processing of language that an audience’s mind automatically employs, which is incremental and prediction-driven. In the emulation exercise, the audience’s mental parser arrives at a “recipient recognition” (RR) construal quickly-already before the end of 18:2, and by the end of 32:25. Furthermore, handling 32:25 in this manner resolves a third crux at the same time (32:2-3). An RR construal is cognitively favored because it yields a coherent and informative text, unlike the “obscured origin” (OO) construal that theologians presently favor. Meanwhile, the emulation validates a previously proposed hypothesis that the noun אִישׁ ’îš functions as the generic label for designating an “agent”-that is, someone who is representing the interests of another party. All told, this article employs a variety of cognitive factors as keys to plain-sense interpretation. Finally, it touches upon the theological implications of the RR construal of the two passages under study.

Advancements in sequencing and screening technology have made monoclonal antibodies more accessible, cost-effective, and precise. These drugs effectively target pathogens and cancer cells and even regulate metabolic pathways by focusing on specific intermediates. Monoclonal antibodies play a key role in mitigating a rise in occupation-related cancers, neurodegenerative disorders, and multidrug-resistant organisms. This exploratory study examined the effect of a coaching and feedback intervention in teaching presence and social presence on higher-order thinking in an online community of inquiry. Coaching occurred before each chat, and feedback was provided immediately afterwards. The findings suggest that over time, the frequency of higher-order thinking will increase more in a group that receives coaching and feedback than in a group that does not receive coaching and feedback. In addition, the findings suggest that the Community of Inquiry framework has benefits beyond its use in course design, facilitation, and assessment to include serving as a guide to coaching. This study analyzed the content of college and university Web site home pages to determine the frequency of marketing messages that might persuade adult learners to enroll at the institution. The findings suggest that colleges and universities in this study do not have adult-oriented marketing messages and are giving scant attention to the decision-making needs of prospective adult learners on their Web sites. The marketing generally appeals to career prospects rather than helping adults make decisions about their futures. The potential of Web marketing to help adults is not being realized. As a result, Web marketing presents the promise of higher education without helping prospective adult learners take the first steps down the pathway. Suggested Web site message improvements include designing messages that appeal to the needs and interests of adult learners; welcoming adult learners through textual content, visual displays, and ease of access to information; demonstrating how an institution will address adult learners' issues and interests; and convincing prospects that they will achieve their goals by completing their education at the institution. This study investigated the process by which shared understanding develops in a chat learning space. It used a practical inquiry model to assess the development of cognitive presence. The study also explored how the pattern of conversation in synchronous discussion supports cognitive presence and how cognitive presence changes over time. Results show that there is a pattern among group members that involves reacquainting themselves through social presence and orienting themselves to the cognitive task through teaching presence. Individual meaning contributed by each member of the group through triggering events and exploratory statements is transformed as members see the text on the screen and respond to it through questioning and collective exploration. This group exploration enables the transition to shared understanding.

Ferroelectrics have recently attracted attention as a candidate class of materials for use in photovoltaic devices, and for the coupling of light absorption with other functional properties (1-7). In these materials, the strong inversion symmetry breaking that is due to spontaneous electric polarization promotes the desirable separation of photo-excited carriers and allows voltages higher than the bandgap, which may enable efficiencies beyond the maximum possible in a conventional p-n junction solar cell (2,6,8-10). Ferroelectric oxides are also stable in a wide range of mechanical, chemical and thermal conditions and can be fabricated using low-cost methods such as sol-gel thin-film deposition and sputtering (3,5). Recent work (3,5,11) has shown how a decrease in ferroelectric layer thickness and judicious engineering of domain structures and ferroelectric-electrode interfaces can greatly increase the current harvested from ferroelectric absorber materials, increasing the power conversion efficiency from about [10.sup.-4] to about 0.5 per cent. Further improvements in photovoltaic efficiency have been inhibited by the wide bandgaps (2.7-4 electronvolts) of ferroelectric oxides, which allow the use of only 8-20 per cent of the solar spectrum. Here we describe a family of single-phase solid oxide solutions made from low-cost and non-toxic elements using conventional solid-state methods: [[Knb[O.sub.3]].sub.1-x][[Ba[Ni.sub.1/2][Nb.sub.1/2][O.sub.3-δ].sub.x] (KBNNO). These oxides exhibit both ferroelectricity and a wide variation ofdirect bandgaps in the range 1.1-3.8 electronvolts. In particular, the x= 0.1 composition is polar at room temperature, has a direct bandgap of 1.39 electronvolts and has a photocurrent density approximately 50 times larger than that of the classic ferroelectric (Pb,La)(Zr,Ti)[O.sub.3] material. The ability of KBNNO to absorb three to six times more solar energy than the current ferroelectric materials suggests a route to viable ferroelectric semiconductor-based cells for solar energy conversion and other applications., The wide bandgap of typical ferroelectric perovskites (with AB[O.sub.3] composition) is due to the fundamental characteristics of the metaloxygen A-Oand B-O bonds. Historical reviews suggest that tanning first became fashionable in the 1920s or 1930s. To quantitatively and qualitatively examine changes in tanning attitudes portrayed in the popular women's press during the early 20th century, we reviewed summer issues of Vogue and Harper's Bazaar for the years 1920, 1927, 1928, and 1929. We examined these issues for articles and advertisements promoting skin tanning or skin bleaching and protection. We found that articles and advertisements promoting the fashionable aspects of tanned skin were more numerous in 1928 and 1929 than in 1927 and 1920, whereas those promoting pale skin (by bleaching or protection) were less numerous.
