Introduction: Climate change is among the most renowned concerns of the current century, endangering the lives of millions of people worldwide. To comply with the United Nations Climate Change Conference (COP21), hospitals should be on track to reduce greenhouse gas emissions. Although hospitals contribute to climate change by emitting greenhouse gases, they are also affected by the health consequences of climate change. Despite all the guidance provided, hospitals need more radical measures to confront climate change. The current study was carried out to examine the components of hospitals' adaptation to climate change and to review measures to confront climate change in hospitals. Method: This systematic review was designed and carried out in 2020. The required information was collected from international electronic databases including Scopus, PubMed, Web of Science, EMBASE, and Google Scholar. Moreover, Iranian datasets such as Scientific Database (SID), Irandoc, Magiran, and IranMedex were reviewed. No restriction was considered in the methodology of the study. For the relevant thesis, the ProQuest database was also explored. The related sources were examined and the Snowball method was applied to find additional related studies. The research team also reviewed other accessible electronic resources, such as international guidelines and academic websites. The checklist of the Joanna Briggs Institute (JBI, 2017) was employed in order to evaluate the quality of the included papers. The studies published until June1, 2020, were included in the study. Results: Of 11,680 published documents in the initial search, the full-texts of 140 were read after evaluating the titles and abstracts, of which 114 were excluded due to lack of sufficient information related to countermeasures in hospitals. Finally, the full-texts of 26 studies were reviewed to extract the required components. Two strategies were found, including climate change mitigation and climate change adaptation, with 13 components including water, wastewater, energy, waste, green buildings, food, transportation, green purchasing policy, medicines, chemicals and toxins, technology, sustainable care models, and leadership in hospitals were identified as affecting these measures and strategies. Conclusion: Considering the significance of climate change and strategies to confront it as one of the current challenges and priorities in the world, it is necessary to develop a framework and model to reduce the effects of climate change and adapt to climate changes in hospitals and other health centers. The identification and classification of the measures and components, influencing hospital adaptability and solutions for reducing the climate change impacts could be the first stage in developing this strategy. This is because it is impossible to create this framework without identifying these factors and their mutual impacts at the first. In the present study, through a systematic review using a comprehensive approach, the related components were explored and divided into two categories, including measures to reduce the effects and measures to adapt to climate change. Green infrastructure is being recognized as one of the main strategies for climate emergency mitigation and adaptation in urban contexts. However, there are still very few initiatives in Latin America. This paper explores the Chilean case, in particular the "Stgo+ Green Infrastructure" project, to understand how the climate emergency has been included in green infrastructure planning and the level of priority it has among various types of stakeholders. The research was conducted through a review of planning documents and a participatory methodology, involving institutional, academic, and civil society stakeholders. Chilean urban regulations and territorial planning instruments do not offer much opportunity for the development of green infrastructure systems to face the climate emergency, but there are several indicative instruments that contribute in that sense. On the other hand, there is growing recognition by stakeholders of the importance of green infrastructure, but the climate emergency is an aspect that is still given low priority. This paper empirically explores the linkage between the economic opportunities and climate adaptation and other antecedents in cities. Our dependent variable includes the economic opportunities identified by the cities; our independent variables are the adaptation plans, adaptation actions, climate change risks, incentive types, and incentivized stakeholders. To explore the effects of climate change risks, adaptation plans, adaptation actions, incentive types, and incentivized stakeholders, we used polychoric factor analysis and logistic regression analysis. The results show that a city's climate change adaptation plan and GDP have significant positive relationships with the economic opportunities present in the cities. Meanwhile, climate change risks also have a positive relationship with economic opportunities. Furthermore, economic opportunities present in cities have a negative relationship with three variables: one group of climate actions and two groups of stakeholders. The agricultural and livestock sector has caused approximately 24% of total greenhouse gas emissions (GEE) in Brazil in 2017. In 2009, the Brazilian administration established sectorial plans for the mitigation of climatic changes. The Agricultural Plan for Low Carbon (ABC) and the ABC Program are responsible for target projections to mitigate climatic changes and financial incentives for their implementation. Current paper investigates whether available credit for this public policy is being used in technological processes with great potential for the mitigation of GEEs. Secondary sources of data on the amount of credit of ABC program and GEE emissions have been researched. The historical series of emissions revealed that, within agricultural activities, enteric fermentation of animals and the use of agricultural soil are the main causes of GEEs, with almost 86% of emissions. Results also demonstrated that, within seven priority areas, one has specially received highest investment rates, or rather, the recovery of degraded pastureland, with approximately 30% of investments. The Paris Agreement aims to limit global mean temperature rise this century to well below 2 °C above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial greenhouse gas emissions. This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type A1, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. Finally, local climate plans produced for international climate networks (A3) are mostly found in the many countries where autonomous (type A1) plans are less common. This is the most comprehensive analysis of local climate planning to date. The findings are of international importance as they will inform and support decision-making towards climate planning and policy development at national, EU and global level being based on the most comprehensive and up-to-date knowledge of local climate planning available to date. Although planning and policy instruments are important for climate change adaptation, the implementation of these measures is critical for success. This paper studies different climate change adaptation strategies by analysing the measures adopted by stakeholders in charge of government policy development and implementation to minimise the impacts of climate change in the northern tropical region of Queensland, Australia. Local government organisations are responsible for taking a leading role in climate change adaptation. State and commonwealth government agencies are primarily responsible for developing climate transition policies and guidelines, as well as providing limited financial aid to help support the local government. Interviews were conducted with local government practitioners identified from different local government authorities in the study region. Although all the government bodies made some progress in developing better climate change adaptation policies, the interview participants identified that a lot more needs to be done, especially in implementation, including devising and the application of relevant action plans, economic assessments, stakeholder participations and engagement. From a local government practitioners' viewpoint, both the water sector and local economy will face the highest immediate impacts if climate change adaptation actions are not adequately implemented at local government level in the study region. There are currently no notable legal bindings to address climate change risks in the region. In addition, financial liability assessments due to climate risks and cost-share mechanisms among different levels of stakeholders and government authorities to face and prepare for climate change impacts hardly exist. Although the interview respondents recognise their high importance. As there are uncertainties in the achievements of climate change adaptation plans, from a local government practitioners' standpoint, the local authorities should take appropriate actions to integrate adaptation and mitigation works to face and prepare for climate risks rather than focusing only on adaptation. The ambitious goals to limit global warming can only be reached with a broad acceptance and participation of the general public. This paper relies on surveys among citizens in China, Germany and the U.S. and investigates the determinants of the acceptance of national and international adaptation and mitigation efforts. The empirical findings indicate that specific beliefs and environmental awareness are important drivers in all three countries, while political attitudes and socio-economic characteristics are the main sources of cross-country heterogeneity. The dissemination of tourism is a recent phenomenon that became particularly important in the 1960s and the systematic study of its relation to climate is even more recent. When included in the theoretical approaches to tourism motivation the climate, seen as an asset or service, becomes a resource that can be evaluated. This paper looks into various attempts to quantify the "climate resource" in the determination of the tourism potential of a given region and summarizes the importance of climate on tourists' motivation. Tourism is one of the economic sectors where climate change is expected to have a substantial impact due to climate alterations in tourist locations. Conversely, tourism activities contribute to intensify climate changes due to an increase in greenhouse gas emissions. Adaptation to climate change: so ambiguous. The paper consiçlers the meaning of the increasing importance given to adaptation to climate change. First it examines the theoretical challenge of the concept from the systems theory standpoint. Paradoxically this leads to focussing attention on the values and structural features specific of the system considered rather than on the features of its environment. This outcome justifies the introduction of a key distinction between those features and components touching the identity of the system and those that are purely instrumental. The status of adaptation is then scrutinized both in the discourse of economic experts and in international negotiations that aim to set up a new climate agreement. Beyond the need to take account of the inescapable part of climate change over the next thirty years, the paper shows how in the past the notion of adaptation has been mobilized to downsize the pressing need to take immediate vigorous mitigation policies. At present, its seems that the rise of adaptation is the sign and vector of an implicit abandonment of the goal of containing climate change within the 2°C increase range from pre-industrial levels. This meaning finds an appropriate vehicle in the economic mode of representation that considers mitigation and adaptation as two alternative means towards the same end, i.e. maximization of an intertemporal social utility function. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. Many cities around the world are increasingly developing plans and policies for mitigation and adaptation to climate change. These plans and policies are often focused on either mitigation or adaptation. This dichotomized approach can be problematic and result in trade-offs. In other words, efforts aimed at enhancing mitigation (adaptation) may hinder achieving adaptation (mitigation) objectives. Additionally, conflicts may arise as there might be inconsistencies between some mitigation and adaptation measures. Since trade-offs and conflicts between adaptation and mitigation measures can undermine effectiveness and efficiency of municipal activities, efforts should be made to avoid or minimize them. This study aims to provide a better understanding of potential trade-offs and conflicts through reviewing literature on the interactions between urban adaptation and mitigation measures. This is done through bibliographic analysis and detailed content analyses of selected papers. Results of this review show that research on trade-offs and conflict has gained traction since the publication of the fourth assessment report of The Intergovernmental Panel on Climate Change. However, there is still a lack of empirical studies. In particular, limited research exists on the Global South cities. Also, according to the findings, existing research is mainly focused on trade-offs associated with measures related to energy, land use, transport, water, building, green infrastructure, and waste sectors. It is found that mitigation measures may have negative impacts on adaptation by increasing exposure to risks such as the urban heat island effect and flooding and/or by eroding livelihood options of poor and marginalized groups and causing equity concerns. In contrast, adaptation measures may increase greenhouse gas emissions by, among other things, reducing efficiency and increasing energy demand. It is discussed that integrated assessment frameworks should be utilized to deal with trade-offs and conflicts.
