India's cooperation with International Space faring nations has a long legacy of cooperation. As India moves towards realizing its space aspirations, its co-operation for outreach and capacity building with international partners will increase. This cooperation is reflected in all spheres of national development, security and space exploration of both the primary as well as partnering nation. Policy considerations and directives acts as a key to define the future course of action for such cooperation. The paper attempts to present parameters for evaluating policy options of India's international space cooperation with an example of India-Israel space cooperation. The paper uses fuzzy logic modeling for scoring parametric valuation for pursuing cooperation. This valuation can assist in making feasibility analysis for a collaborative mission or project with a partnering nation. These parameters include the erstwhile and ongoing collaborations and cooperation, economics of the collaborative project, security considerations, technical considerations & space ambitions. In the 21st century, global waste challenges worsen in developing nations relying on manual sorting. This improper waste disposal poses significant threats to human health and the environment, necessitating the adoption of Artificial Intelligence-Based Solid Waste Segregation Technology (AIBSWST). In this context, the advanced Frank t-norm captures nuanced relationships in fuzzy logic, crucial in scenarios where fuzzy set order matters. Building on these principles, the complex q-rung picture fuzzy set (Cq-RPFS) becomes instrumental in representing decision-makers preferences in a two-dimensional manner, enhancing the handling of vague information in real-world scenarios. Expanding on these foundational principles, the paper introduces innovative Frank operations grounded in Frank t-norms within the context of Cq-RPFS. Leveraging these operations, the paper proposes four robust aggregation operators (AOs) under Cq-RPFS: complex q-rung picture fuzzy Frank weighted average (Cq-PFFWA), complex q-rung picture fuzzy Frank weighted geometric (Cq-PFFWG), complex q-rung picture fuzzy Frank ordered weighted average (Cq-PFFWOA), and complex q-rung picture fuzzy Frank ordered weighted geometric (Cq-PFFWOG). These AOs exhibit essential properties such as idempotency, monotonicity, and boundedness. A Multi-Criteria Decision-Making (MCDM) method based on the proposed AOs is suggested to validate these strategies. A real-life case study on India's adoption of AIBSWST serves as a practical application, with thorough analyses, including sensitivity, comparative, and superiority assessments, evaluating the performance of the approaches. A thoughtful discussion of the pros and cons of the proposed AOs accompanies the analysis, emphasizing the significance of the approach in ensuring the cleanliness and health of developing nations. Participatory modelling is an emerging approach in the decision-making process through which stakeholders contribute to the representation of the perceived causal linkages of a complex system. The use of fuzzy cognitive maps (FCMs) for participatory modelling helps policy-makers develop dynamic quantitative models for strategising development interventions. The aggregation of knowledge from multiple stakeholders provides consolidated and more reliable results. Average aggregation is the most common aggregation method used in FCMs-based modelling for weighted interconnections between concepts. This paper proposes a new aggregation method using learning OWA (ordered weighted averaging) operators for aggregating FCM weights assigned by various stakeholders. Besides, we report a comparative analysis of 'OWA learning aggregation' with the conventional average aggregation method, while evaluating the theory of change for the world's most extensive poverty alleviation programme in India. The results of the FCMWizard web-based tool show that the proposed method provides an opportunity to policy-makers for evaluating outcomes of proposed policies while addressing social resilience and economic mobility. The contrivance of this paper is two-dimensional. The first is to formulate an extended Dombi-Hamy mean operator in an interval-valued neutrosophic environment for assembling inter-related multiple parameters. The second one is to develop a new ranking procedure named as GLF ranking by introducing the concept of Gaussian likelihood function for solving multi-criteria decision-making problems in an interval-valued neutrosophic circumstance. Also, we have proposed a novel algorithm named Gaussian likelihood function based algorithm or GLF algorithm in solving multi-criteria decision-making problem from the field of medical science to find out the vital cause responsible for the occurrence of cancer in India. Rural healthcare is one of the most challenging areas for Government of India. Although several organizations are coming together for improvements in health care and technology plays a crucial role to facilitate this. In this article we have tried to solve a practical health care MADM problem through the quadripartitioned single valued neutrosophic (QSVN) Z-numbers (QSVNZN) and QSVN Z-number sets. For this purpose we have studied QSVN Z-weighted aggregation operator (QSVNZWAA) and QSVN Z-weighted geometric aggregation operator (QSVNZWGA). In resolving multicriteria decision-making (MCDM) problems, it is observed that the solution process is frequently affected by the available vague information together with intra-personal uncertainties associated with expert's opinion. In most of the time fuzzy set or its existing variants fail to capture such uncertainties for making reasonable balance in decision making processes. To reduce the effects of uncertainties, this paper introduces a new variant of fuzzy set, viz., type-2 Pythagorean fuzzy set (T2PFS). The main advantage of using T2PFS in MCDM is that the membership and non-membership values of each argument are presented by Pythagorean fuzzy numbers rather than using fuzzy number or intuitionistic fuzzy number. In model formulation process, at first, T2PFS is explicitly formulated and some basic operations are defined. Subsequently, four aggregation operators are constructed to aggregate the arguments, and their properties are verified. Afterwards, two information measures and a score function are defined. Moreover, two MCDM algorithms based on the developed aggregation operators and TOPSIS are framed. To show the application potentiality of the proposed method, a case study relating to the selection of sustainable transport system in India is considered and solved. In the case study five different fuel-based vehicles, mostly used in India in recent times, are evaluated by the experts as transport alternatives with the consideration of thirteen sustainability related criteria. From the achieved result it is found that in future electric cars would become the most sustainable vehicle in India. Sensitivity analysis of the developed models and comparative study with existing fuzzy and non-fuzzy MCDM methods establish effectiveness of the developed models.
