This article advocates the transgression of incumbent theoretical divisions between rural and urban abodes of production and draws on new analyses of contemporary spaces of capital and labour antagonisms in Brazil. It does so to articulate a broadening of the definition of class and class struggle towards an emancipatory praxis that does not necessarily prioritise industrialised workers. The study has a particular focus on the reconfiguration of socio-spatial arrangements linked to 21st century commodity cultivation, extraction and trade and subsequent class tensions on the material and epistemological frontier between (hydro, agro and mineral) mega projects and the autonomous territories of rural subjects. The renewed degradation of conditions for a labour force that has always been precarious, the dissolving dichotomy between proletarianised and peasant labour, and the ongoing resistance to corporate capture by communities is evoked to contrast distinct metabolic relations within rural territories with the objectification of labour and nature under capitalism. The analysis reveals new configurations of class domination, tension and counter movements. Many critical scholars, particularly those in the Global South, have been attentive to alternate readings of the world by indigenous, African descendent, peasant and agro-extractivist communities that may be unfamiliar yet underpin vociferous, and often fatal, resistance to capital accumulation. The task to effectively situate these struggles within a theory of broader, heterogeneous class struggle and integrate this 'wealth' of collective struggle and knowledge towards societal transformation remains important work in progress. In this spirit, the paper offers some possibilities for making new conceptual and material connections between rural and urban productive spaces and across currently fragmented class formations and identities. Peacekeepers are seen as a UN tool for promoting domestic changes in host countries, but little is known about the political consequences when officers return home. During the last 10 years, Brazilian presidents appointed a significant number of former peacekeepers to key political functions. How and why do former peacekeepers end up so involved in government affairs? To answer this question, this paper focuses on the array of skills acquired by peacekeepers in domestic missions and reinforced abroad. Drawing on a set of semi-structured interviews and questionnaires to military, former political decision-makers, and researchers, as well as other primary and secondary sources, this paper details how political articulation, experience in conflict management, and prestige empowered Brazilian military officers to resume their tradition of intervention in politics. Perspectives on the Environmental Implications of Sustainable Hydropower gathers scientific papers from three of the worlds most important hydropower producers to discuss aspects of sustainable hydropower and the means by which it can be studied and achieved. The papers examine the application and use of new technologies and protocols for studying hydropower, adaptive management and the implications and use of long-term data sets for minimizing hydropower impacts on fish populations. The papers include a cross section of biological and hydrological experts. The implicit among country comparisons highlight a number of common hydropower themes, particularly the need to expand from single species studies to include broader consideration of the ecosystem, the importance of maintaining habitat, trait and species diversity and the need for consistently collected long-term data sets. Fast-growing developing countries have emerged as an important destination and source of trade, investments and technology. Furthermore, trade between developing countries has grown rapidly over the last decades, and is becoming more diversified, where exchange includes from primary commodities to manufactures and high-end services. Effective mitigation of greenhouse gas (GHG) emissions in the buildings sector requires a full understanding of the factors influencing emissions over the life-cycle of buildings, particularly in places where large additions to the building stock are expected. Currently, little is known about what affects the GHG emissions of buildings located in warmer climates, a typical situation for many emerging economies. This paper presents a study of emissions from Brazilian office buildings using building archetypes. A sensitivity analysis explores possible parameter ranges, various contributions to life-cycle impacts and their key drivers. For each of the 1000 building variations in the sample, the emissions were calculated using a life-cycle assessment. Multivariate regression analysis enabled the study of the results' sensitivity to 10 parameters, influencing building operation, design and others. The emissions ranged from 20 to 106 kg CO2-eq/m² gross floor area and year. Electricity mix, climate and cooling efficiency were the most impactful parameters, but building component service time was also significant. [ABSTRACT FROM AUTHOR]

Did Latin American privatisation policies fail because of flawed implementation of fundamentally sound policies or because privatisation policies were themselves seriously flawed? Using the Brazilian electric power reforms as a narrative tool, this paper examines the causal chain assumed by large-scale privatisation policies that were implemented as part of structural reform and adjustment programmes. The paper concludes that many privatisation policies and the economic stabilisation programmes within which they were embedded were not mutually reinforcing in the way that policymakers had expected, and that in their application much of what privatisation theories had claimed was lost in translation. Throughout the 1970s in South Asia and Latin America, there was a surge of experiences of offering small loans through innovative practices. Following these successes, the dissemination of microfinance institutions is seen all over the globe. Brazil stands out for being a pioneer in this field, having developed a microcredit program even before Grameen Bank, from Bangladesh, the main institution responsible for the spread of microfinance worldwide. This paper aims to understand the social practices, power relations and institutional infrastructure surrounding microfinance, taking the Global South as a starting point and focusing on Brazil. In so doing, it looks at the policy mobility of microfinance, shining light on how policy diffusion and transfer are entangled in the practices and processes of different institutions, actors and networks. It identifies two approaches within the formulation and practice of microfinance historically. Four illustrative cases are discussed in order to present the mobility of microfinance policies in Brazil drawing from the international scenario. The paper's point of departure for the analysis of the mobility of microfinance is that policy trajectories are fraught with ambivalence and contradiction. During the last years, the new science of cities has been established as a fertile quantitative approach to systematically understand the urban phenomena. One of its main pillars is the proposition that urban systems display universal scaling behavior regarding socioeconomic, infrastructural and individual basic services variables. This paper discusses the extension of the universality proposition by testing it against a broad range of urban metrics in a developing country urban system. We present an exploration of the scaling exponents for over 60 variables for the Brazilian urban system. Estimating those exponents is challenging from the technical point of view because the Brazilian municipalities’ definition follows local political criteria and does not regard characteristics of the landscape, density, and basic utilities. As Brazilian municipalities can deviate significantly from urban settlements, urban-like municipalities were selected based on a systematic density cut-off procedure and the scaling exponents were estimated for this new subset of municipalities. To validate our findings we compared the results for overlaying variables with other studies based on alternative methods. It was found that the analyzed socioeconomic variables follow a superlinear scaling relationship with the population size, and most of the infrastructure and individual basic services variables follow expected sublinear and linear scaling, respectively. However, some infrastructural and individual basic services variables deviated from their expected regimes, challenging the universality hypothesis of urban scaling. We propose that these deviations are a product of top-down decisions/policies. Our analysis spreads over a time-range of 10 years, what is not enough to draw conclusive observations, nevertheless we found hints that the scaling exponent of these variables are evolving towards the expected scaling regime, indicating that the deviations might be temporally constrained and that the urban systems might eventually reach the expected scaling regime. Open innovation is the systematic integration of collaborative, sourcing and revealing practices into a firm's business strategy. Its implementation does not happen at once, but through a journey. This paper investigates this subject in an emergent economy context, the Brazilian aerospace industry, presenting the critical analysis of a questionnaire-based survey performed by means of personal in-company interviews in 22 firms. It comprises a wide range of practices associated with open innovation, connected to a conceptual model. We find open innovation elements in the sample, with no open business strategy behind them, though. Deficiencies regarding funding, R&D maturity and intellectual property protection prevent the cluster from being fully open innovator. Nevertheless, the culture company in the sample is very prone towards openness. From that, we conclude that open innovation in the cluster is still "unfreezing", but with great potential to emerge, once these problems are solved. [ABSTRACT FROM AUTHOR]

The increasing dispute between the United States of America and China finds a main area of competition around 5G, which will enable a substantial improvement in the capacity for vehicle auto-guidance, remote operations, robotics, artificial intelligence and other dual-use applications. While 5G is still emerging, the global shaping of the network infrastructure, regulations, patents and standards involves the Global South. It is an eminently global dispute for markets, but also for national security, which has gained a central place on the foreign policy agenda of most of the countries around the globe. In this context, the objective of this text is to analyze the emergent conditions of 5G in two of the main countries of the Global South, India and Brazil, within the dispute between the US and China. Through the contextualization of this dispute and its implications in India and Brazil, we seek to extract a series of preliminary reflections for other countries of the Global South. Thus, this paper contributes to a key area understanding the emergent conditions of a new phase of the mobile telecommunications paradigm developing two main cases still unexplored systematically by the literature in Spanish. Purpose The purpose of this paper is to investigate the relationship between educational mismatch and labor earnings in Brazil, taking into account individual fixed effects.Design/methodology/approach The empirical analysis employs longitudinal data and information provided by job analysts about the schooling required for each occupation. The latter of which is used to classify workers as undereducated, overeducated, or adequately matched. Estimates include individual fixed effects to control for time-invariant unobserved heterogeneity.Findings Evidence indicates that one more year of overeducation increases labor earnings, but only half as strong as one more year of required schooling. The estimated effects on years of undereducation are negative, but undereducated workers earn more than adequately matched workers with the same level of education. Although, in particular, the incidence of undereducation in Brazil is much higher than reported for developed countries, the impact of over- and undereducation does not differ.Research limitations/implications The fixed effects approach only controls for unobservable factors that are time-invariant. Also, much lower impacts using fixed effects may be due in part to attenuation bias as a consequence of measurement errors.Originality/value This study contributes to the scarce literature on the consequences of overeducation and undereducation for labor earnings in developing countries, providing estimates that take into account individual fixed effects. Many factors drive land desertification, especially in arid and semi-arid regions. However, the sheer number of these driving factors of desertification makes analyses computer-intensive. Cloud computing offers a solution to address this problem, especially in developing countries. The objective of this work was to assess the sensitivity of the East Atlantic Basin, Brazil, to desertification using the Mediterranean Desertification and Land Use (MEDALUS) model and Google Earth Engine (GEE). The model is composed of four environmental Quality Indices (QIs) associated with soil (SQI), vegetation (VQI), climate (CQI), and management (MQI), each encompassing factors that influence the desertification process. Digital databases corresponding to these factors were pre-processed and uploaded to GEE for analysis. We report Environmentally Sensitive Areas (ESAs) and Environmentally Critical Factors (ECF) maps of the East Atlantic Basin, which show that most of the basin is in either a critical (49.4%) or fragile (35.7%) state of sensitivity. In contrast, only a smaller portion of the area is unaffected (5%) or potentially affected (10.1%). The analysis also revealed an inverse correlation between desertification sensitivity and the presence of vigorous vegetation. A joint evaluation of ESAs and ECF shed light on the importance of each factor in the sensitivity to desertification. The East Atlantic Basin shows a high degree of sensitivity to desertification, thereby demanding more attention and the establishment of measures to mitigate the negative impacts of the desertification process. Innovation plays a crucial role in the economy of nations worldwide. In Latin America, countries foster competitiveness through public and private incentives to support innovation. Moreover, entrepreneurship incentives seek to improve countries' performance, although factors such as low business growth rates and informality can compromise it. Despite the efforts, there are several difficulties in achieving competitiveness, and few studies in developing countries. Therefore, the article explores the relationship between the factors that influence competitiveness, especially the role of innovation and entrepreneurship in Brazil and Peru. The research uses quantitative-qualitative methodology through modeling and simulation and a case study. The authors use the Affinities Theory to verify the relationship between the indicators that make up the competitiveness landscape and its most significant and attractive factors, adapting the methodology established by the International Institute for Management Development (IMD) World Competitiveness ranking. As a result, this algorithm allows us to know the relationships between five factors of economic attractiveness and four competitiveness indicators. As its main contributions, the study advances the frontier of knowledge about innovation and entrepreneurship, as few studies explore competitiveness in developing countries. Also, it offers a detailed explanation of the application of this algorithm, allowing researchers to reproduce this methodology in other scenarios. Practically, it might support policymakers in formulating development strategies and stimuli for business competitiveness. In addition, academic and business leaders can strengthen university-business collaboration with applied research in innovation and entrepreneurship. • Very few transdisciplinary approaches are found in nexus research in the Brazilian context. • Quantitative methods are predominantly used over qualitative and hybrid methods. • Natural scientific, engineering and economic fields prevail in Brazilian research on the nexus. • The technocratic water-energy nexus in the hydropower and biofuels sectors is dominant. • The Brazilian research agenda overlooks the effect of rapid urbanization and poverty on the nexus. The water-energy-food nexus has gained particular momentum in the fields of sustainable development and resource security in the last years. However, some scholars critically question the nexus by arguing that research is strongly shaped by western knowledge with a bias towards natural scientific, engineering and economic perspectives; whereas there is a lack of attention on local socio-political aspects and little contribution from social sciences. This paper provides a critical analysis of studies focused on the nexus in the Brazilian context or by Brazilian institutions. The main objectives are to assess whether research on the nexus in the Brazilian context shares common features with the international research; to identify the main nexus topics in this geographic context; and to examine if socio-economic challenges are considered, specifically regarding urbanization and poverty. Through a quantitative and qualitative analysis, the results show that Brazilian institutions lead research on the nexus in the Brazilian context, however the contribution from the social sciences remains marginal. Furthermore, quantitative methods are predominantly used over qualitative and hybrid methods. The research largely focuses on connections between water and energy in the hydropower and biofuels sectors, and it is based on discourses of efficiency, optimization, modelling and technological innovation. Using competitive intelligence (CI) can help developing countries to increase their competitiveness. This paper compares the CI activities between two retail banks in Brazil and South Africa. An e-mail survey in a sample of 2550 employees in a retail bank in Brazil and 847 employees in a retail bank in South Africa was carried out in which CI practices were measured. Respondents in both countries were not very effective to conduct effective CI analysis. Respondents from Brazil consider information on operational risks as the most important while for South African respondents the most important information was on changing regulatory requirements. Although there is a culture of competitiveness in both organizations, it is recommended that if they want to compete effectively in the global economy, they should create CI awareness by organizing CI training sessions for employees. Abstract: Climate change is one of the main challenges faced by mankind in this century. Although developing countries have little historical responsibility for climate change, they are likely to be most affected by it since they lack resources to cope with or to adapt to its effects. Studies show that the semi-arid northeast region of Brazil – where the country''s poorest populations are concentrated – is one of the most vulnerable to climate change and thus likely to suffer its impacts more severely. The present paper addresses these problems by presenting a concrete initiative for strengthening adaptive capacity in the rural community of Pintadas as a first step in the development of a comprehensive methodology to help smallholder farmers in the region adapt to climate change. Based on the project results this paper highlights the integration of development, adaptive capacity and adaptation strategies. Furthermore, the necessity of vulnerability studies and concrete local experiences is highlighted in order to develop adaptation strategies that can alleviate poverty and minimize climate change impacts for the poor. This paper offers a critical look at how energy security-, food and agriculture-, and climate change-oriented international organizations frame biomass energy production in developing countries, in particular, ethanol production in Brazil. Using the world-economy system as a theoretical lens, the paper raises a concern as to whether the way these global institutions frame bioenergy's role in developing regions manifests energy and ecological inequalities between the core and the periphery, as well as creates internal contradictions that perpetuate unequal exchange embedded in the system. Simultaneously, these organizations frame Brazil as a semi-peripheral state that, while successful in finding a niche concurring with the core's demand for cheap energy and cost-effective decarbonization strategies, is not necessarily a suitable role model for the periphery's socio–economic development. While sustainability standards promise better labor and environmental conditions, changes in actual practice occur inconsistently. Existing literature has explained this mainly through focusing on structures and mechanisms that originate from outside producers' organizations. This paper instead examines the intraorganizational process by which rules turn into practices on the ground. It offers an inside-out approach that draws on data from an eight-month participant observation study of certified agricultural commodity producers in Brazil. The key finding of this paper is that rules get turned into practices through discovering and cultivating a practice ecosystem in which certified producers in the Global South learn to implement new practices through a self-guided, two-step discovery process. First, they must discover how to build and integrate the elements of a practice; second, they must discover how to support the internalization of this practice. Further, adjacent practices—those alongside the ones that need to be integrated—are pivotal in determing whether producers succeed in building new practices. This paper contributes to the literature on sustainable commodity governance and to organizational theories of practice adaptation. It shows that sustainable commodity governance depends not only on external structures and mechanisms, but also, equally importantly, on the internal organizational mechanisms for new practices to take hold. Understanding the causes of growing carbon transfers between developing countries is likely to be the first step in their mitigation. With this in mind, the current paper uses multi-regional input-output analysis to investigate CO 2 emissions and value-added embodied in China-Brazil trade. We propose the use of value-added exports, rather than gross exports, to more accurately estimate the economic benefits of trade. We find enormous increases in both CO 2 emissions and value-added embodied in exports for China and Brazil between 2000 and 2014. During this period, China's position as a net CO 2 emissions and net value-added exporter vis-à-vis Brazil deepens. Major sources of increasing embodied CO 2 exports for China were the basic materials and electricity industries and for Brazil were the basic materials, agriculture and mining industries. Estimates of net carbon intensities reveal advantages for China in electronics and for Brazil in agriculture and mining. Structural decomposition analysis shows that the changing consumption in China and Brazil as well as the changing structure of intermediate exports from China to Brazil were important sources of increasing embodied CO 2 emissions. This latter finding was possible due to the method proposed in this paper of decomposing the production structure into the domestic, export and import production structures. Economic activity is becoming increasingly globalised. Multinational enterprises, which are the main drivers of that process, are reconsidering the role of their subsidiaries. In countries where the industrialisation process was heavily dependent on multinationals, such as Brazil, these changes are intrinsically relevant, as they influence the operations of local companies as well as the definition of economic and industrial policies. This paper, based on longitudinal studies of 21 leading Brazilian companies (11 subsidiaries and 10 local), identifies the different roles performed by the subsidiaries in the global competitive strategies chosen by distinct TNCs as well as the strategic and organisational changes adopted by local companies aiming to participate in global productive chains and networks. The final picture reveals that the transition to a globalised competition logically requires the development of new concepts of production systems for developed and developing countries. Global South perspective rarely reaches the academic vanguard. While they represent over 80% of the world population, the voices from less developed regions often are ignored in academic debate. This fact produces an important disequilibrium in relation to the dissemination of knowledge, sharing of experiences and exchange of thoughts and, consequently, undermines and hinders the development of scientific disciplines. Forensic anthropology is no exception in this trend. The present article brings up the subject of the context of forensic anthropology in Brazil to demonstrate the interconnection of the professional situation of this discipline, its structural and bureaucratic limitations and their effect on the perpetuation of human rights violation. Various aspects of daily practice of forensic anthropology in a context devoid of basic resources generate a setting that affects both the victims and their families. Despite an outstanding performance and dedication of professionals, structural limitations often substantially affect the effectiveness of their service. The present article discusses these aspects in a conceptual framework of the relation between the practice of forensic anthropology and human rights violation. In this research, Brazil serves as a case-study, an intensively studied subject that brings interpretations that can be applied in a broader context. The article aims at opening a broader, international debate that would increase the visibility of the relationship between the practice of forensic anthropology and the structure generating and/or maintaining violence in a specific economic and legislative context especially present in the countries of the so-called global South. The vigorous growth of the Chinese economy together with its increasingly successful role in international trade may have profoundly impacted developing countries. This study examines the large increase in the international trade exposure of the Brazilian economy during 2000–2012 to assess the impacts of import competition on its manufacturing formal and informal labor markets. In this period, import penetration grew by more than 20 percent in Brazil, and the share of the import penetration originating in China increased from 3 to 20 percent. At the same time, the share of informal workers in manufacturing declined from 27 to approximately 15 percent. Employing a switching regression model and Brazilian household survey data, this study finds that a greater industry-level Chinese and 'rest of the world' import penetration increases the likelihood of jobs becoming informal at different intensities, and these effects are smaller in unskilled-labor intensive industries and manufacturing states. Additionally, both types of import penetration positively impact the average informal wage. In contrast, the estimates suggest that a larger Chinese import penetration reduces average formal wages, while imports from elsewhere have the opposite effect. The results also indicate that the magnitude of the effects on wages are moderated by the unskilled labor intensity of the industry and whether the worker is located in a manufacturing state. Abstract: This paper investigates the environmental sustainability and competitiveness perceptions of small farmers in a region in northern Brazil. The main data collection instruments included a survey questionnaire and an analysis of the region's strategic plan. In total, ninety-nine goat and sheep breeding farmers were surveyed. Data analysis methods included descriptive statistics, cluster analysis, and chi-squared tests. The main results relate to the impact of education, land size, and location on the farmers' perceptions of competitiveness and environmental issues. Farmers with longer periods of education have higher perception scores about business competitiveness and environmental sustainability than those with less formal education. Farmers who are working larger land areas also have higher scores than those with smaller farms. Lastly, location can yield factors that impact on farmers' perceptions. In our study, farmers located in Angicos and Lajes had higher perception scores than Pedro Avelino and Afonso Bezerra, despite the geographical proximity of these municipalities. On the other hand, three other profile variables did not impact on farmers' perceptions, namely: family income, dairy production volume, and associative condition. The authors believe the results and insights can be extended to livestock farming in other developing countries and contribute generally to fostering effective sustainable development policies, mainly in the agribusiness sector. Abstract: This paper evaluates the contribution of 75 Clean Development Mechanism (CDM) projects for technology transfer initiatives and for promotion of adoption of cleaner technologies. A documentary content analysis model was developed to acquire secondary data from the 75 Project Design Documents. Technology transfer as a benefit has only 28% share and not more than 21% of the projects led to implementation of cleaner technologies. Abstract: This paper presents an overview of the current status of the main CCS initiatives in the major emerging economies: China, India, Brazil, Mexico, Russia, and South Africa. This study first covers all six countries as a group and describes their natural resources. The second part of this study embraces each country individually and includes current initiatives and current legal and technological status of CCS. At the end, this study summarizes the main findings in the emerging economies and the potential of including CCS as part of the CDM. [Copyright &y& Elsevier]

Abstract: How big a threat is global warming to climate-sensitive and economically important sectors such as agriculture in developing countries? How well will farmers be able to adapt to the threats of global warming? This paper attempts to shed light on these two important questions. A cross-sectional analysis is employed to estimate the climate sensitivity of agriculture in Brazil and India. Using panel data from both countries, the study measures how net farm income or property values vary with climate, and consequently, how farmers in India and Brazil react and adapt to climate. The estimated relationships are then used to predict the consequence of alternative climate scenarios. Global warming by the end of the next century could cause annual damages in Brazil between 1% and 39% and between 4% and 26% in India, although some of this effect may be potentially offset by carbon fertilization. Capital stock is possessing pivotal importance in stimulating the economic growth and development of any country. Inward FDI is considered as one of the important catalysts of economic development particularly for the resource and capital poor countries. In this article we have examined the relationship between inward FDI and economic growth in case of one of the emerging economies of Latin America i.e., Brazil. We took annual time series data for the dependent and independent variables like inward FDI, per capita Gross Domestic Product (GDP), employment, capital formation, and exports for the period ranging from 1996 to 2019. We ran Ordinary Least Square Regression and Random Effect Regression Analysis for gauging the nature of relationship between the variables as well as for testing the robustness of the results. We found that FDI has a positive and significant relationship with GDP and the exports. Whereas, FDI has insignificant relationship with the employment and capital formation. The article holds an important policy implication for the other developing countries of Latin America; they need to attract good amount of inward FDI to achieve the robust economic growth and development. Due to the rapid and unrestrained growth of urbanization worldwide since the second half of the twentieth century, the global community is confronted with a broad spectrum of challenges. In response, the request for more sustainable cities developed in recent decades. Urban agenda setting, like the foundation of the UN-Habitat, emerged subsequently in the public policy process to countervail the negative impacts of the progress, especially in developing countries. The article wants to provide the reader with a brief introduction to global urban agendas in general and the New Urban Agenda (NUA) in specific, especially how they approach urban challenges. The analysis offers an overview of the context of the implementation of urban agendas and definitions of sustainability in its setting. Furthermore, it is examined, how non-binding doctrinaire documents like the NUA should be implemented on the regional and national levels. The challenges in implementing these urban agendas, the definition of sustainable urban agendas, and common international challenges are deconstructed and compared with the guiding principles of the NUA. The research question highlights potential approaches, how to improve the implementation of these agendas, and contributes to reducing the research gap of the global south in this regard. Therefore, as a case study, a closer look at the exemplary situation of the developing country Brazil, the local urban evolution, planning policies, and the local challenges are undertaken. To conclude, the challenges of the new urban era identified will be briefly reflected and possible pathways through alternative mechanisms, recommended by the NUA and other international guidelines, pointed out to foster implementation to the detriment of traditional local hard policy mechanisms. Contributing to research on digital platform labor in the Global South, this research surveyed 149 Brazilian workers in the Amazon Mechanical Turk (AMT) platform. We begin by offering a demographic overview of the Brazilian turkers and their relation with work in general. In line with previous studies of turkers in the USA and India, AMT offers poor working conditions for Brazilian turkers. Other findings we discuss include: how a large amount of the respondents affirmed they have been formally unemployed for a long period of time; the relative importance of the pay they receive to their financial subsistence; and how Brazilian turkers cannot receive their pay directly into their bank accounts due to Amazon restrictions, making them resort to creative circumventions of the system. Importantly, these "ghost workers" (Gray & Suri, 2019) find ways to support each other and self-organize through the WhatsApp group, where they also mobilize to fight for changes on the platform. Purpose – The goal of this article is to conduct macro-level analysis of human capital (HC) development strategies, pursued by four countries commonly referred to as BRICs (Brazil, Russia, India, and China). Design/methodology/approach – This analysis is based on comparisons of macro indices of human capital and innovativeness of the economy and a review of related academic literature and government publications. Findings – The study results suggest that in terms of present human capital capacity Russia and Brazil are ahead of China and India. However, during the last decade the governments of the latter two countries have initiated impressive national programs of HC development, which include significant investment and targeted government regulation in such areas as primary and secondary education, vocational education and training, and higher education, especially in science and technology fields. Russia and Brazil have targeted programs in some of the above areas, but lack comprehensive long-term strategies, covering all the above areas and coordinating effort of various agencies and constituencies. Research limitations/implications – It is recommended to expand the scope of analysis to include other fast growing developing economies (e.g. Mexico, Indonesia, and Turkey). Originality/value – The article provides, for the first time, a comparison of human capital development indices and strategies of the four largest developing economies. At the end of the 1990s, Brazil was faced with a potentially explosive HIV/AIDS epidemic. Through an innovative and multifaceted campaign, and despite initial resistance from multinational pharmaceutical companies, the government of Brazil was able to negotiate price reductions for HIV medications and develop local production capacity, thereby averting a public health disaster. Using interview data and document analysis, the authors show that the exercise of corporate social responsibility can be viewed in practice as a dynamic negotiation and an interaction between multiple actors. Action undertaken in terms of voluntary CSR alone may be insufficient. This finding highlights the importance of a strong role for national governments and international organizations to pressure companies to perform better. [ABSTRACT FROM AUTHOR]

Using regional gross product data for Argentina and Brazil over the period 1961–2000, we find that business cycle synchronization within countries is substantially larger than across them. Factors such as monetary policy and large country-specific shocks play a significant role in explaining this observed border effect. Furthermore, our GMM single and multiple equation estimates based on Brazilian states and Argentinean national data provide indicative evidence that the higher level of trade among regions within a country is an important factor that accounts for differences in output correlations across countries.
