Management of the South China Sea disputes must consider the "hedging" behavior of the claimant and non-claimant countries. This behavior is characterized by an insistence on not aligning with any of the competing powers, through intentionally contradictory actions to offset multiple risks, or through a continuous effort to maintain a fallback position. Indeed, in the face of China's increasingly assertive actions and U.S. Indo-Pacific strategy, nearly all the states in the region have avoided "balancing" (fully aligning with the U.S. to check China) and none of them have adopted "bandwagoning" (fully aligning with China for economic reasons but at the expense of autonomy and other national interests). Instead the Southeast Asian states have insisted on hedging. This paper argues that this proclivity to hedge is a result of both structural and domestic factors. Structurally, the high uncertainties surrounding China's intentions, U.S. commitment, and future U.S.-China ties have compelled the smaller states to avoid putting all their eggs in either power's basket. Domestically, for their political legitimation, the ruling elites in the states hedge to offset multiple risks and pursue mixed policies. [ABSTRACT FROM AUTHOR]

The strategic competition between the United States and China is often seen as a rivalry confined to the two great powers alone, in which secondary states such as those in Southeast Asia have little influence and will inevitably end up “choosing sides”. However, this assumption overlooks how the domestic politics of Southeast Asian states shape their foreign policies. Furthermore, if the United States or China is to attain a leadership role and legitimacy in the region, it requires the validation, support, and deference of smaller states, none of which can be achieved without consideration of domestic politics. Thus, this Special Issue—including case studies of Indonesia, Malaysia, Singapore, Laos, Thailand and the Philippines—underscores the domestic determinants of the foreign policy of Southeast Asian states, identifying how their concerns about economic security, political legitimacy and regional stability mediate their engagement with the United States and China. The article focuses on security developments of the Southeast Asia region. Topics include foreign relations between the U.S. and China, the dispute between countries in the region over the disputed territory of the South China Sea, and an increase in U.S. relations with other countries such as Vietnam, Cambodia, and Malaysia. It is suggested that the U.S.-Chinese relations can challenge the unity of the Association of Southeast Asian Nations (ASEAN).
