This paper examines the consideration of climate change in environmental assessment (EA) in the liquefied natural gas (LNG) sector, British Columbia, Canada. Based on an analysis of recent EA applications, results show that climate change is considered, to some extent, in all phases of EA for most LNG projects. However, stakeholders indicate a dissatisfaction with practice – often based on expectations about EA that exceed what it can deliver as a project-based tool, and sometimes based on an incomplete understanding of existing climate change legislation and targets. Results also indicate inconsistent application of existing climate change requirements across project EAs. Notwithstanding proponents often addressing climate change in their EA applications, climate change tends to receive little attention in project decision and approval conditions. The paper concludes with recommendations for better practice climate change consideration in EA that is commensurate with the scope and scale of project-level issues, complemented by more strategic EA and economic instruments. Storm surges and waves are key climate-driven parameters affecting the design and operation of ports and other infrastructure on the coast. Reliable predictions of future storm surges and waves are not yet available for the west coast of Canada, and this data gap hinders effective climate risk assessment, planning and adaptation. This paper presents numerical simulations of storm surges and waves in British Columbia coastal waters under a future climate (Representative Concentration Pathway) scenario (RCP8.5). The numerical models were first forced by wind and surface pressure fields from the ERA-5 global reanalysis, and calibrated and validated using historical wave and water level records. The models were then driven by atmospheric data from four regional climate models (RCMs) to investigate potential changes in the frequency and magnitude of storm surges and extreme waves over the 21st century. The model outputs were analyzed to determine the potential impacts of climate change on storm surges and wave effects at key ports and transportation assets in western Canada. The study is the first of its kind to utilize unstructured, computational models to simulate storm surges and waves for the entire western Canada coastal region, while maintaining the high spatial resolution in coastal sub-basins needed to capture local dynamic responses. Aim The spatial extent of western Canada’s current epidemic of mountain pine beetle, Dendroctonus ponderosae Hopkins (Coleoptera: Curculionidae, Scolytinae), is increasing. The roles of the various dispersal processes acting as drivers of range expansion are poorly understood for most species. The aim of this paper is to characterize the movement patterns of the mountain pine beetle in areas where range expansion is occurring, in order to describe the fine-scale spatial dynamics of processes associated with mountain pine beetle range expansion. Location Three regions of Canada’s Rocky Mountains: Kicking Horse Pass, Yellowhead Pass and Pine Pass. Methods Data on locations of mountain pine beetle-attacked trees of predominantly lodgepole pine ( Pinus contorta var. latifolia) were obtained from annual fixed-wing aircraft surveys of forest health and helicopter-based GPS surveys of mountain pine beetle-damaged areas in British Columbia and Alberta. The annual (1999–2005) spatial extents of outbreak ranges were delineated from these data. Spatial analysis was conducted using the spatial–temporal analysis of moving polygons (STAMP), a recently developed pattern-based approach. Results We found that distant dispersal patterns (spot infestations) were most often associated with marginal increases in the areal size of mountain pine beetle range polygons. When the mountain pine beetle range size increased rapidly relative to the years examined, local dispersal patterns (adjacent infestation) were more common. In Pine Pass, long-range dispersal (> 2 km) markedly extended the north-east border of the mountain pine beetle range. In Yellowhead Pass and Kicking Horse Pass, the extension of the range occurred incrementally via ground-based spread. Main conclusions Dispersal of mountain pine beetle varies with geography as well as with host and beetle population dynamics. Although colonization is mediated by habitat connectivity, during periods of low overall habitat expansion, dispersal to new distant locations is common, whereas during periods of rapid invasion, locally connected spread is the dominant mode of dispersal. The propensity for long-range transport to establish new beetle populations, and thus to be considered a driver of range expansion, is likely to be determined by regional weather patterns, and influenced by local topography. We conclude that STAMP appears to be a useful approach for examining changes in biogeograpical ranges, with the potential to reveal both fine- and large-scale patterns. [ABSTRACT FROM AUTHOR]

This paper provides an analysis of radiocarbon dates acquired during earlier and recent field seasons at the Keatley Creek site, southern British Columbia. Results indicate that early occupations predating 1900 cal. B.P. occurred, but were not likely associated with population aggregation and large housepits. The aggregated village appears to have emerged by approximately 1700 cal. B.P. and was abandoned at approximately 800 cal. B.P. A break in the occupational sequence is recognized at 1450-1350 cal. B.P. and one other short break may have occurred shortly after 1250 cal. B.P. Peak socioeconomic complexity appears to have been achieved between 1350 and 800 cal B.P. Climatic warming may have provided a selective environment favoring population aggregation and intensification during this time. The final abandonment of the Keatley Creek village appears to have been part of a regional phenomenon suggesting the possibility that climatic factors were important in this case as well.
