The UK has the highest rate of cannabis use among young people worldwide. Dr. Alan Leshner, Director of the National Institute of Drug Abuse reports, "Every year more than 100,000 people, most of them adolescents, seek treatment for their inability to control their marijuana use." According to the Scottish Drug Misuse Statistics in Scotland 2002, 51% of individuals under 20 years have used cannabis. Cannabis use is not limited to youth; it is also the single-most used illicit drug among adults. Because of their widespread negative impact, illicit drugs have become a focus of the agenda of the English Parliament and there is ongoing debate on how to combat this problem. As the research assistant of Michael Matheson (MSP), the author compiled this report to gather information on cannabis and to assess approaches that would form the most effective cannabis policy. This research explores whether or not the recent change toward decriminalization is adequate, or if it needs further revising.

Background: Specific treatment and interventions for individuals with Autism Spectrum Conditions who display harmful sexual behaviour have yet to be widely evaluated. This review aims to consolidate and assess the quality of research exploring non-pharmacological interventions for individuals with Autism Spectrum Conditions who display harmful sexual behaviour. Method: A systemic search of electronic databases was conducted. Articles were considered for inclusion, according to identified inclusion and exclusion criteria. At the end of the search, ten papers were deemed suitable for inclusion. Results: Ten studies were considered eligible for review, including a study of follow-up data of one of the original studies. Quality assessment indicated that the majority of papers provided weak research evidence, with only two papers receiving an "adequate" rating. A consistent methodological flaw was the lack of control groups for group interventions. Conclusions: There is currently a very small research base exploring non-pharmacological interventions for individuals with Autism Spectrum Conditions who display harmful sexual behaviour. The current research is littered with methodological flaws, however reveals some useful information regarding the use of functional behaviour assessment and individualised treatment planning, as well as some of the limitations of using adapted group CBT interventions. Suggestions for future research include; studies evaluating the effectiveness of behavioural interventions for individuals with Autism Spectrum Conditions who display harmful sexual behaviour, studies which include female participants, studies which utilise control groups where appropriate, and an evaluation of interventions for those with Autism Spectrum Conditions without Intellectual Disabilities.

The main threats to world order are terrorist and extremist activities. On the world stage, countries unite into a coalition with the aim to increase the efficiency of the fight against terrorism. At the local level, the terrorist threat is fought by the security services. In order to prevent global human victims, which may arise as a result of terrorist attacks, the government is taking a number of normative legal acts, which prevent the activities of militants. The main problem that arises in the preparation of the law is the lack of a clear understanding of what the "terrorism" and "extremism" are. Therefore, in this paper, a complete analysis of these terms will be made on the basis of normative legal acts of some countries such as the USA, Russia, Kazakhstan, and scientists specialized in the subject. Research of the terms "extremism" and "terrorism" has shown that these concepts are different, but at the same time interconnected. This relationship is expressed in the fact that terrorism is a continuation of extremism, its next step. The disengagement of these concepts will allow the legislator to create more specific laws, that will cover the entire field of criminal activities.

An increase in interest in crimes against people with developmental disabilities (PWDD) has been observed in the past decade. However, little attention has been given to intrafamilial homicides of PWDD. This paper provides a preliminary description of these types of homicides as they affect PWDD. Content analysis of media accounts of intrafamilial homicides of PWDD describes the characteristics of those involved and the circumstances of the homicides. This study examined a subset of data of 1967 homicides of PWDD and found 308 cases of intrafamilial homicide representing the deaths of 314 PWDD. These homicides represented 15.96% of overall homicides of PWDD obtained in the original study. A similar number of homicides of male and female victims were reported. Compared to other family members, biological parents were most frequently implicated in the deaths of PWDD, with biological mothers, acting alone, implicated most often. Biological mothers were most frequently implicated in the deaths of daughters, while biological fathers were most frequently implicated in the deaths of sons. The majority of PWDD who were killed were four years of age or younger. Beating, shooting, neglect, asphyxia, burns, and poisoning were the most common causes of death. The ten scholarly papers in Sex, Drugs and Body Counts explore the generation and propagation of numbers that drive policy decisions in the U.S. government regarding human trafficking, drug trade, and armed conflict (including the war on terror). Each of these papers, written by different authors, provides an illuminating insight into how some of the numbers we hear or read in the news are derived. While the general message of the papers tends to be depressing, namely that the numbers driving U.S. policy vary from being slightly suspect to clearly fabricated, the book does provide positive examples of how accurate numbers can be obtained and how the numbers that are being used can be interpreted. As a teaching resource, the book provides instructors an opportunity to deepen their understanding of how quantitative data are used in U.S. policy, allowing them to explore these issues in class. Individual papers from the book could be used in a general education course (either in mathematics or in a field related to the topics) as a way to introduce students to reading quantitatively dense material. In a course more focused on the topics of the book and with a more quantitatively literate audience, the entire book could probably be assigned as reading. [ABSTRACT FROM AUTHOR]

Contemporary North American insecurities and fears are the focus of this article. In the first section, the inter-related concepts of insecurity, fear and vulnerability are theorised, and the argument put forward that these have come to constitute a dominant discourse in contemporary North American society. In the second section of the paper, the components of this discourse are presented by reviewing what North Americans fear, including terrorism, crime and violence, and the "Other". Comparisons and local manifestations of this discourse in Canada, Mexico and the US are described. The final section turns to the educational implications (effects) of this discourse as it has been taken up across the three nations. While other comparativists have focused on phenomena such as globalisation and neo-liberalism to explain contemporary education reform, the author argues that it is the discourse of fear and insecurity that now underpins educational reform. Introduction: The epidemic of gun violence in the United States (US) is exacerbated by frequent mass shootings. In 2021, there were 698 mass shootings in the US, resulting in 705 deaths and 2,830 injuries. This is a companion paper to a publication in JAMA Network Open, in which the nonfatal outcomes of victims of mass shootings have been only partially described. Methods: We gathered clinical and logistic information from 31 hospitals in the US about 403 survivors of 13 mass shootings, each event involving greater than 10 injuries, from 2012-19. Local champions in emergency medicine and trauma surgery provided clinical data from electronic health records within 24 hours of a mass shooting. We organized descriptive statistics of individual-level diagnoses recorded in medical records using International Classification of Diseases codes, according to the Barell Injury Diagnosis Matrix (BIDM), a standardized tool that classifies 12 types of injuries within 36 body regions. Results: Of the 403 patients who were evaluated at a hospital, 364 sustained physical injuries—252 by gunshot wound (GSW) and 112 by non-ballistic trauma—and 39 were uninjured. Fifty patients had 75 psychiatric diagnoses. Nearly 10% of victims came to the hospital for symptoms triggered by, but not directly related to, the shooting, or for exacerbations of underlying conditions. There were 362 gunshot wounds recorded in the Barell Matrix (1.44 per patient). The Emergency Severity Index (ESI) distribution was skewed toward higher acuity than typical for an emergency department (ED), with 15.1% ESI 1 and 17.6% ESI 2 patients. Semi-automatic firearms were used in 100% of these civilian public mass shootings, with 50 total weapons for 13 shootings (Route 91 Harvest Festival, Las Vegas. 24). Assailant motivations were reported to be associated with hate crimes in 23.1%. Conclusion: Survivors of mass shootings have substantial morbidity and characteristic injury distribution, but 37% of victims had no GSW. Law enforcement, emergency medical systems, and hospital and ED disaster planners can use this information for injury mitigation and public policy planning. The BIDM is useful to organize data regarding gun violence injuries. We call for additional research funding to prevent and mitigate interpersonal firearm injuries, and for the National Violent Death Reporting System to expand tracking of injuries, their sequelae, complications, and societal costs. The purpose of this paper is to highlight some implications of the creation of closed, culturally alien communities and the possible consequences of their functioning from a criminological and victimological perspective. Various processes emerging since about the second half of the 20Thcentury, in Europe as well as in the United States of America, have caused cultural transformations leading to the emergence of cultural pluralism (polyculturalism, multiculturalism) in various forms. This represents one of the greatest challenges of the modern world on many levels, including prophylaxis and crime prevention. Of particular concern is the issue of assessing the behaviour of an offender belonging to a closed, culturally different group. variants of such a situation can be considered - when the perpetrator and the victim belong to culturally different communities or the same one, and depending on whether the perpetrator's behaviour constitutes an act judged negatively in the closed group to which they belong or whether it fulfils the characteristics of a crime in the legal system of the external community. A case of admitted scientific fraud has shed new light on the system that ensures the integrity of the scientific literature. Certain lapses from generally accepted standards of research may be more frequent than is commonly believed.

Despite the potential importance of crime rates in investments, there are no indices dedicated to evaluating the financial impact of crime in the United States. As such, this paper presents an index-based insurance portfolio for crime in the United States by utilizing the financial losses reported by the Federal Bureau of Investigation. The objective of our paper is to introduce new risk hedging financial contracts for crime, consistent with dynamic asset pricing. Underlying the index, we hedge the investments by issuing marketable European call and put options and providing risk budgets. These budgets show that real estate, ransomware, and government impersonation are the main risk contributors in our index. Next, we evaluate the performance of our index via stress testing to determine its resilience to economic crisis. Of all the factors considered in this study, unemployment rate has the potential to demonstrate the highest systemic risk to the portfolio. Our portfolio will help investors envision risk exposure in the market, gauge investment risk based on their desired risk level, and hedge strategies for potential losses due to economic crashes. In conclusion, we provide a basis for the securitization of insurance risk from certain crimes that could forewarn investors to transfer their risk to capital market investors. Background & Methods: National protests in the summer of 2020 drew attention to the significant presence of police in marginalized communities. Recent social movements have called for substantial police reforms, including "defunding the police," a phrase originating from a larger, historical abolition movement advocating that public investments be redirected away from the criminal justice system and into social services and health care. Although research has demonstrated the expansive role of police to respond a broad range of social problems and health emergencies, existing research has yet to fully explore the capacity for health insurance policy to influence rates of arrest in the population. To fill this gap, we examine the potential effect of Medicaid expansion under the Affordable Care Act (ACA) on arrests in 3,035 U.S. counties. We compare county-level arrests using FBI Uniform Crime Reporting (UCR) Program Data before and after Medicaid expansion in 2014-2016, relative to counties in non-expansion states. We use difference-in-differences (DID) models to estimate the change in arrests following Medicaid expansion for overall arrests, and violent, drug, and low-level arrests., Results: Police arrests significantly declined following the expansion of Medicaid under the ACA. Medicaid expansion produced a 20-32% negative difference in overall arrests rates in the first three years. We observe the largest negative differences for drug arrests: we find a 25-41% negative difference in drug arrests in the three years following Medicaid expansion, compared to non-expansion counties. We observe a 19-29% negative difference in arrests for violence in the three years after Medicaid expansion, and a decrease in low-level arrests between 24-28% in expansion counties compared to non-expansion counties. Our main results for drug arrests are robust to multiple sensitivity analyses, including a state-level model., Conclusions: Evidence in this paper suggests that expanded Medicaid insurance reduced police arrests, particularly drug-related arrests. Combined with research showing the harmful health consequences of chronic policing in disadvantaged communities, greater insurance coverage creates new avenues for individuals to seek care, receive treatment, and avoid criminalization. As police reform is high on the agenda at the local, state, and federal level, our paper supports the perspective that broad health policy reforms can meaningfully reduce contact with the criminal justice system under historic conditions of mass criminalization., Competing Interests: The authors have declared that no competing interests exist.

This paper examines the impact of intellectual property rights (IPR) infringement on the input (R&D spending) and output (patents) of the research process. The extant literature proxies IPR enforcement via composite indices or indicators of institutional quality, whereas this paper employs a direct (hard) measure of IPR crimes. Using data across U.S. states, results show that IPR crimes reduce research spending but do not impact patenting. Upon comparison with a broader measure of weak institutional quality (corruption), we find that greater corruption has a robust negative effect on patenting, but not on R&D spending. Quantitatively, the elasticities of R&D spending with respect to IPR crimes are greater than those of patents with respect to corruption, suggesting that studies that proxy IPR crimes via other measures are likely underestimating their impacts on technological change. Background: The majority of gun violence in the United States does not result in physical injury and therefore cannot be completely measured using hospital data. To measure the full scope of gun violence, the nation's crime reporting systems that collect police reports of crimes committed with a firearm are vital. However, crime data reporting conventions may underestimate gun violence in the U.S. This paper compares crime data sources to assess underestimation of gun violence. Findings: The Federal Bureau of Investigation's Summary Reporting System (SRS) and National Incident Based Reporting System (NIBRS) measures of gun violence were compared in 2019 for states comprehensively reporting data to both systems. Gun violence is underestimated in the SRS compared to NIBRS. Within the sample, 18.8% more aggravated assaults with a firearm are recorded and 2.1% more robberies with a firearm are recorded in NIBRS. The proportion of assaults and robberies committed with a firearm measured in both sources did not differ. If the additional gun violence events recorded in the NIBRS sample are consistent with national crime reporting, the number of additional gun violence events per year captured using NIBRS totals approximately 65,071 additional events, or an additional 178 gun violence events per day. Of the additional gun violence events, approximately 31% are due to omitted crime categories, with the remaining variation driven mostly by aggravated assaults with a firearm. Conclusions: Police data are important data sources for estimating the full scope of gun violence. Comparisons between police data sources suggest that the proportion of crimes committed with a firearm is unchanged. Due to crime reporting conventions, however, the number of gun violence events may be substantially understated. Despite advantages in measuring gun violence, agency participation in NIBRS is alarmingly low and jeopardizes accurate and reliable national crime data. [ABSTRACT FROM AUTHOR]

The article is a comment on John Hagan's reply to the author's paper about Hagan's theory of Canadian-American difference in homicide rates. According to the author, Hagan seems to have fundamentally misconstrued his argument. Hagan's misunderstanding begins with the title of his reply: he focuses on crime and criminalization in general, while the author focuses on the rate of homicide. This difference is important because Hagan proposes different types of explanations for different types of crime. Indeed, The Disreputable Pleasures is organized around that distinction. Oddly, in his critique of the author's paper Hagan blurs the distinction he has himself established by claiming that he has offered a theory of Canadian-American differences in homicide rates that fuses structural and cultural themes. However, reviewing Hagan's work on Canadian-American differences in crime rates in general and in homicide rates in particular, the author fails to discover the structural component. Instead, Hagan attributes Canadian-American differences to dissimilarities in the way values were forged out of unique historical experiences on the respective frontiers of the two countries.

Mugshot websites have become popular -- and controversial -- across the United States as news outlets seek more Web traffic and the advertising revenue that accompanies it. Proponents argue that online photo galleries showing recent arrests in the community are a modern incarnation of a practice that newspapers and television stations have done for years and provide a valuable public service. However, critics contend such sites may demonize innocent people, perpetuate racial stereotypes, and permanently brand individuals with a digital scarlet letter. As the national conversation on criminal justice shifts following the police killing of George Floyd, newsrooms are beginning to reevaluate their mugshot galleries and several have decided to discontinue them. With the law providing little, if any, help, according to First Amendment scholars, the issue is primarily an ethical one. This paper analyzes the controversy through the lens of the Society of Professional Journalists' Code of Ethics. It concludes that, while mugshot sites are not an inherently unethical journalism practice, many news outlets present mugshots utilizing ethically dubious methods that urgently need to be reformed. Purpose – The paper aims to study the effect of the unemployment rate and its volatility on crime in the USA. It proposes that not only the unemployment rate, but also its volatility affect the crime. Design/methodology/approach – First, the volatility of the unemployment rate is calculated using ARCH models. Next, using the results from the first stage the ARDL approach to cointegration is used to examine the link between the unemployment rate and its volatility on the crime. Findings – The cointegrated or long-run relationships are found only for burglary and motor-vehicle theft. The results indicate that the unemployment rate has a significant effect on burglary and motor-vehicle theft only in the short run and the unemployment volatility has a negative effect on motor-vehicle theft regardless of time span. However, it has a positive effect on burglary in the short run and no effect in the long run. Originality/value – The effect of unemployment rate on crime is documented in the literature. This paper describes several dimensions of the cost of the U.S. response to the threat of terrorism. Following an evaluation of the nature and magnitude of the threat of terrorism against the United States, the paper describes the restrictions on our civil liberties, the fiscal and other costs of the major homeland security measures, the fiscal cost of programs that make no contribution to the defense against terrorism but are rationalized on that ground, and the effects on our language and the potential for civil discourse of an extended defense against terrorism. Abstract--The labor market prospects of young, unskilled men fell dramatically in the 1980s and improved in the 1990s. Crime rates show a reverse pattern: increasing during the 1980s and falling in the 1990s. Because young, unskilled men commit most crime, this paper seeks to establish a causal relationship between the two trends. Previous work on the relationship between labor markets and crime focused mainly on the relationship between the unemployment rate and crime, and found inconclusive results. In contrast, this paper examines the impact of both wages and unemployment on crime, and uses instrumental variables to establish causality. We conclude that both wages and unemployment are significantly related to crime, but that wages played a larger role in the crime trends over the last few decades. These results are robust to the inclusion of deterrence variables, controls for simultaneity, and controlling for individual and family characteristics. [ABSTRACT FROM AUTHOR]

One of the most basic predictions of almost any model of crime is that individual time preferences matter. However, empirical evidence on this fundamental property is essentially nonexistent. To our knowledge, this paper provides the first pieces of evidence on the link between time discounting and crime. We use a unique dataset that combines a survey-based measure of time discount rates (at age 13) with detailed longitudinal register data on criminal behavior spanning over 18 y. Our results show that individuals with short time horizons have a significantly higher risk of criminal involvement later in life. This paper addresses the issue of whether cultural differences between communities of varying degrees of urbanism are declining in modern society, taking as a case in point acts of Violent crime. I will contend that, contrary to "massification" theories, between 1955 and 1975 differences in rates of criminal behaviour between large and small communities actually increased, and further more, the pattern of changes is consistent with a specific alternative theory about urban-rural differences. This theory holds that cultural change is continually generated in major urban centers, diffuses to smaller cities and thence to the rural hinterland. Part 1 of this paper presents the empirical material on criminal behavior, largely consisting of national crime data aggregated to the level of categories of communicating and of California crime data aggregated to the level of specific Counties. Part 2 of the paper turns to more speculative concerns, discussing the extent to which crime is a cultural phenomenon and presenting more fully a theory of urban-to-rural diffusion, a theory suggesting cyclical patterns that are hinted at--but by no means proven--in the crime data. This study addresses how participation in the Federal crop insurance program influences agricultural loan delinquencies. To achieve this objective, we use 1994–2015 county‐level panel data for corn production in the Midwestern United States (US). Traditional linear fixed effect (FE) models, instrumental variable‐based FE estimation, and several robustness checks are used in the empirical analysis. Estimation results suggest that counties with higher levels of crop insurance participation tend to have statistically lower rates of agricultural loan delinquency. This is evidence that the US crop insurance program helps reduce financial stress and facilitates the continued viability of the agricultural credit system. [ABSTRACT FROM AUTHOR]

The hypothesis that the legalisation of abortion contributed significantly to the reduction of crime in the United States in 1990s is one of the most prominent ideas from the recent "economics- made-fun" movement sparked by the book Freakonomics. This paper expands on the existing literature about the computational stability of abortion-crime regressions by testing the sensitivity of coefficients' estimates to small amounts of data perturbation. In contrast to previous studies, we use a new data set on crime correlates for each of the US states, the original model specifica-tion and estimation methodology, and an improved data perturbation algorithm. We find that the coefficients' estimates in abortion-crime regressions are not computationally stable and, therefore, are unreliable. [ABSTRACT FROM AUTHOR]

This paper, which uses data on National Park visitors between 1979 and 1998 and every county in the United States, is the most exhaustive examination to date of how visitors affect crime. After controlling for many other factors that influence crime, the county-level regressions consistently indicate that national park visitors have no effect on either property or violent crime. These results are true for a variety of different measures of park visitors, for different empirical specifications, and for different regression formats. We therefore conclude that some visitor types have no impact on crime. This conclusion sheds light on the empirical issue of whether only some types of recreational visitors increase crime or whether visitors, regardless of their type, necessarily increase crime. Purpose -- The purpose of this paper is to explore the impact of fear of crime on consumer shopping intentions at a secondary business district in the USA. Design/methodology/approach -- Qualitative methodologies are used to first develop factors associated with fear of crime. These factors are then tested quantitatively with a sample of residents from a community bordering an established secondary shopping district. The model, which also includes behavior and subjective social norms as explanatory variables, is tested using multiple ordinary least square regression. Findings -- Only a single factor associated with fear of crime (which includes measures of vagrancies, lighting, and cleanliness) is found to be significantly related to shopping intentions. The findings do not differ between males and females. The remaining five factors associated with fear of crime are not significantly related to shopping intentions. Research limitations/implications -- The paper is limited to a single location and measures shopping intentions but not actual shopping activity. Future research can build in these two areas. Practical implications -- Retailers located in older shopping districts are challenged to renew interest among shoppers. This paper suggests that by focusing on a few key environmental characteristics, retailers can reduce the fear of crime and improve consumers' shopping intentions. Originality/value -- Given the many older, secondary shopping districts, this paper is one of a few to link specific shopping district characteristics to fear of crime and shopping intentions. Sex offenders are currently a major focus of crime control policies at the local, regional, state and federal levels throughout the United States. In part, the perceived threat of offender recidivism has motivated legislators to launch stringent community notification programs and to establish spatial restriction zones (SRZs) around schools, daycare facilities and public parks. The purpose of these restriction zones is to help protect children and minimize their exposure to convicted sex offenders living in the community. In addition to the concern that the implementation of SRZs dramatically reduces viable housing options for registered sex offenders, there are concerns that offenders will be forced to reside in socially disorganized areas that may encourage recidivism. The purpose of this paper is to explore the demographic and socioeconomic differences between areas inside and outside SRZs. Implications of these results for sex offender policies are discussed. There is much work on the relationships between crime, unemployment and inequality. At the turn of the millennium, 2.1 million people in the U.S. were in prison or jail, rising to 6.3 million if we include those on probation or parole. A key finding is that introducing criminal activity into otherwise standard models of the labor market can significantly affect the predictions of these models. The first section of this paper presents the worker's problem taking wages as given. This provides a natural extension to the textbook job search model to incorporate crime. Section II analyzes wage setting. This shows how various types of equilibria with different crime rates can arise for different parameter values, and how sometimes multiple equilibria coexist, with different amounts of crime, inequality and unemployment. This paper has developed a search equilibrium framework that can be used to analyze the interrelations between crime, unemployment and inequality. The model is essential to analyze feedbacks that can lead to multiplicity.

The construction of commuter rail stations is the centerpiece of many metropolitan areas' overall strategies for dealing with worsening air pollution, automobile congestion, and urban sprawl. Neighborhood groups have frequently opposed new stations on the grounds that stations increase crime. If fears of station-induced neighborhood crime are justified, building new stations may make the problems they are supposed to address even worse, because crime is a cause of employment and population decentralization. This paper first demonstrates theoretically that transit's impact on neighborhood crime can be either positive or negative. Some rare evidence is then provided on the link between transit and crime. Using a unique panel of neighborhood crime data for Atlanta, the results from estimating fixed effects and random effects models show that transit's impact on crime depends on certain characteristics of the neighborhood. The mix of these characteristics found within central city neighborhoods has resulted in transit increasing crime there, whereas in the suburbs crime has been reduced by transit. This paper considers the relationship between inequality and crime using data from urban counties. The behavior of property and violent crime are quite different. Inequality has no effect on property crime but a strong and robust impact on violent crime, with an elasticity above 0.5. By contrast, poverty and police activity have significant effects on property crime, but little on violent crime. Objective: Heroin use in the United States has reached epidemic proportions. The objective of this paper is to estimate the annual societal cost of heroin use disorder in the United States in 2015 US dollars. Methods: An analytic model was created that included incarceration and crime; treatment for heroin use disorder; chronic infectious diseases (HIV, Hepatitis B, Hepatitis C, and Tuberculosis) and their treatments; treatment of neonatal abstinence syndrome; lost productivity; and death by heroin overdose. Results: Using literature-based estimates to populate the model, the cost of heroin use disorder was estimated to be $51.2 billion in 2015 US dollars ($50,799 per heroin user). One-way sensitivity analyses showed that overall cost estimates were sensitive to the number of heroin users, cost of HCV treatment, and cost of incarcerating heroin users. Conclusion: The annual cost of heroin use disorder to society in the United States emphasizes the need for sustained investment in healthcare and non-healthcare related strategies that reduce the likelihood of abuse and provide care and support for users to overcome the disorder. This paper analyzes the link between rising city crime rates and urban flight. Each additional reported crime is associated with a roughly one-person decline in city population. Almost all of the crime-related population decline is attributable to increased out-migration rather than a decrease in new arrivals. Households that leave the city because of crime are much more likely to remain within the Standard Metropolitan Statistical Area (SMSA) than those that leave the city for other reasons. Migration decisions of highly educated households and those with children are particularly responsive to changes in crime. Causality appears to run from rising crime rates to city depopulation. The recent controversy over the age relationship with criminal behavior can be traced to Hirschi and Gottfredson's (Am. J. Sociol 89, 552-584, 1983) failure to define "invariance." In this paper, I distinguish two types of invariance--parametric and mathematical form--that explains both the pattern of stability claimed by Hirschi and Gottfredson and the pattern of variability observed in more recent research. I then directly test for each type of invariance using age-specific arrest data for index offenses in the United States from 1952 to 1987. The results are largely consistent with recent research showing variability in the characteristics (i.e., parameters) of the age distribution of crime, but at the same time, the results provide evidence for a persistent, underlying mathematical form to the age distribution of crime, regardless of year or offense type. This paper examines the social context in which gang violence occurs in a Mexican American community. We argue that gang violence arises in situations where one party impugns the honor of his adversary. This sort of conduct violates the norms of interpersonal etiquette and constitutes, in Goffman's terminology, a violation of "personal space." Gang members fluctuate uneasily between conventional and honor bound responses to these kinds of insults. This paper compares police, newspaper, television, and public images of crime trends for the seven FBI index crimes over time, the relative frequency of occurrence of these offenses, and the characteristics of persons committing them. Media presentations of crime trends over time are found generally unrelated to trends in police statistics. Newspaper presentation of the relative distribution of crimes approximates police figures more closely than does the television presentation. Public views of the relative distribution of crimes but not of crime trends more closely approximate media presentations than police presentations. Television's impact on public views of crime is apparently minor. Reasons for these findings and their implications for crime news reporting are discussed. [ABSTRACT FROM AUTHOR]

New York's Juvenile Offender (JO) Law of 1978 is a significant step away from separate systems of justice for adults and juveniles. The law requires that juveniles accused of violent offenses be tried in criminal court, and it provides penalties comparable to those for adults. This paper evaluates the impact of the JO Law on violent juvenile crime rates in New York City and in upstate New York. Analyzing arrest data through the use of an interrupted time series model, we conclude that the JO Law has not been effective in reducing juvenile crime. [ABSTRACT FROM AUTHOR]

In this paper we describe document and interpret a contemporary movement to legitimate as a social problem crime by the elderly in America. The movement draws support front productions by mass media, academic scholars, and criminal justice agencies and experts. Although the objective of the large study of which one facet is here reported was to test certain hypotheses with respect to causal factors in integration, this paper is not concerned with causes. But something must be said on this subject in order to make clear why the data concern only four cities. The studies through 1946 indicated that there was great variation among large American cities in integration as measured positively by welfare effort and negatively by crime, and that more than three-fifths of the variance was attributable to two causal factors—degree of heterogeneity of the population in terms of nationality and race, and in- and out-migration of the population. It was also found that the residual, unexplained variance in integration was much greater for some cities than for others. It was presumed that other causal factors were working strongly in the cities whose integration scores could be predicted least accurately from their population composition and mobility scores.
