Background: Basic palliative care teaching should be included in training curricula for health care providers (HCPs) at all levels of the health service to ensure that the goal set by the South African (SA) National Policy Framework and Strategy for Palliative Care, to have an adequate number of appropriately trained HCPs in South Africa, is achieved. Furthermore, palliative learning objectives for nurses and doctors should be standardised. Many SA medical schools have integrated elements of Palliative Medicine (PM) teaching into undergraduate medical training programmes for doctors; however, the degree of integration varies widely, and consensus and standardisation of the content, structure and delivery of such PM training programmes are not yet a reality. Aim: This joint position paper aims to describe the current state of undergraduate medical PM teaching in South Africa and define the PM competencies required for an SA generalist doctor. Setting: Palliative Medicine programme leads and teachers from eight medical schools in South Africa. Methods: A survey exploring the structure, organisation and content of the respective medical undergraduate PM programmes was distributed to PM programme leads and teachers. Results: Responses were received from seven medical schools. Through a process of iterative review, competencies were defined and further grouped according to suitability for the preclinical and clinical components of the curriculum. Conclusion: Through mapping out these competencies in a spiralled medical curriculum, the authors hope to provide guidance to medical curriculum designers to effectively integrate PM teaching and learning into current curricula in line with the goals of the SA National Policy Framework and Strategy on Palliative Care (NPFSPC). In this article we argue that in South Africa the current format of legitimised participation and practice in the examination papers for Mathematical Literacy restricts successful apprenticeship in the discipline of scientific mathematics and limits empowered preparation for real-world functioning. The currency of the subject, then, is brought into question. We further argue that the positioning of the subject as a compulsory alternative to Mathematics and the differential distribution of these two subjects to differing groups of learners facilitates the (re)production and sustainment of educational disadvantage. We draw on Dowling's theoretical constructs of differing domains of mathematical practice and positions and focus analysis on a collection of nationally set exemplar Grade 12 examination papers to identify legitimised forms of participation in the subject. We conclude by arguing for a reconceptualised structure of knowledge and participation in Mathematical Literacy and make preliminary recommendations in this regard. [ABSTRACT FROM AUTHOR]

Epidemics of non-communicable diseases (NCDs) are presently emerging and on the increase in South Africa. It is increasingly recognized that the occurrence of adult chronic disease are influenced by factors operating from childhood, which are sustained throughout the individual's life course. Increased risk may start in infancy or even before birth and will continue to be influenced by health related behavior during adulthood. The academic level of people in the community influence the level of their health status. Commitment to the promotion of health through prevention, education, and suitable management is the building block for creating a healthy society. The community must make strides to shift from traditional knowledge and medication, and seek new innovative ways of addressing issues facing the population with regard to obesity, overweight, hypertension health, smoking cessation, alcohol abuse, and low physical activity in line with a healthy living lifestyle. The NCDs pose health problems in South Africa and deserve more attention. Poor control of obesity, hypertension, and diabetes, to name just a few, only adds to the current problems. The South African government and the business sector of South Africa should provide safe walking/riding trails in the cities and in rural area to combat emerging NCDs that are killing our community members indiscriminately without considering race, gender, age, and place of residence. Compulsory introduction of physical education lessons to all public schools cannot be over emphasized in the current escalating NCD situation in South Africa. [ABSTRACT FROM AUTHOR]

Public perception of "declining standards" in school-leaving examinations often accompanies increases in pass rates in schoolleaving examinations. "Declining standards" to the public means easier examination papers. The present study evaluates a South African attempt to estimate the level of difficulty, as distinct from cognitive demand, to exit-level examination papers in Life Sciences. A team of four expert raters assigned a level of difficulty ranging from 1 (easy) to 4 (very difficult). Invalid items were assigned a difficulty level of 0. The reference point was "the ideal average South African learner." Discussion and practice was conducted for 12 examination papers, followed by individual analysis of four examination papers. Inter-rater agreement for the final four papers was low. Raters assigned most items to difficulty levels 1 and 2, indicating that unreliability may be caused by the instrument having too many levels. Raters' predictions of levels of difficulty supported the actual mark distribution for private school candidates, but not for public school candidates. The "ideal average South African learner" is an unsuitable reference point in the unequal educational landscape of the public school system. We recommend that the instrument be modified by reducing the number of levels of difficulty and removing the hypothetical reference point. [ABSTRACT FROM AUTHOR]

Taxonomies of cognitive demand are frequently used to ensure that assessment tasks include questions ranging from low to high cognitive demand. This paper investigates inter-rater agreement among four evaluators on the cognitive demand of the South African National Senior Certificate Life Sciences examinations after training, practice and revision. The taxonomy used was based on the cognitive dimension of the Revised Bloom's Taxonomy, with analysis, evaluation and synthesis combined into one category. Descriptors from the Revised Bloom's taxonomy were slightly modified to suit Life Sciences. Inter-rater agreement was poor to fair, but pairwise percent agreement did not reach acceptable levels. Evaluators found it difficult to assign cognitive demand to examination items, and constantly referred to the descriptors. We question the usefulness of a taxonomy of cognitive demand when individuals differ in their interpretations of the levels of cognitive demand. The results indicate that standards of Life Sciences examination papers cannot reliably be assessed by evaluating cognitive demand using Bloom's Taxonomy [ABSTRACT FROM AUTHOR]

This paper investigates the intergovernmental transfer systems in South Africa, more specifically, the underlying determinants and formula of the unconditional grants of the education component of the Provincial Equitable Share (PES). The PES formula is a weighted shares formula that depends on the demographic shares of the provinces (population) to determine the equitable share outcomes to be transferred to individual provinces. We find that the variables used have two main weaknesses: Firstly, the enrolment variable, which could be contaminated with school repeats and dropouts, is too broad to be an effective measure for representing the real beneficiaries of the transfers. Secondly, infrequent updates about the school-age cohort population variables render the desired PES grant transfers for education outdated as well as serially inconsistent. The paper also provides an analysis of the PES formula's mathematical construct, followed by a few suggested variables to improve the relevance and accuracy of the formula of the revenue transfer. One such improvement is demonstrated by the inclusion of the Enrolment Survival Measure (ESR). More research and data are required to extrapolate nuanced results and to understand the socio-economic impacts of adopting these new variables in the PES formula going forward. Background: Female entrepreneurs often take on a role as "social change agents", and yield innovative solutions to the social problems in the communities where they live and/or work. Entrepreneurial women in developing contexts are often challenged with limited resources when they attempt to solve these social problems in their communities. The paper focuses on the role education plays (if any) in women's ability to solve complex problems and create social value. Research objectives: The primary aim of this paper is thus to explore the influence that education has on social entrepreneurial women in Africa's social value creation. Research design and methods: For this study, we followed a quantitative research method. The population consists of all female social entrepreneurs (FSEs) from Africa that are Ashoka Fellows (142 persons). Data were analysed in the SPSS). We made use of descriptive statistics and correlation analysis. Results: This insight enables us to make recommendations for the social entrepreneurial realm in terms of the importance of education and training programmes for social entrepreneurs but in addition make recommendations based on the good practice of social entrepreneurs. Conclusions: We argue such social entrepreneurial women have to apply their knowledge in innovative ways in an attempt to solve complex problems in communities in order to create social value. Background: Educational games have been proven to support the teaching of various concepts across disciplines. Plagiarism is a major problem among undergraduate and postgraduate students at universities. Objective: In this paper, we propose a game called Plagi-Warfare that attempts to teach students about plagiarism. Methods: To do this at a level that is beyond quizzes, we proposed a game storyline and mechanics that allow the player (or student) to play as a mafia member or a detective. This either demonstrated their knowledge by plagiarizing within the game as a mafia member or catching plagiarists within the game as a detective. The game plays out in a 3D environment representing the major libraries of the University of Johannesburg, South Africa. In total, 30 students were selected to evaluate the game. Results: Evaluation of the game mechanics and storyline showed that the student gamers enjoyed the game and learned about plagiarism. Conclusions: In this paper, we presented a new educational game that teaches students about plagiarism by using a new crime story and an immersive 3D gaming environment representing the libraries of the University of Johannesburg. The indigenous sub-Saharan African philosophy of ubuntu that comes down to the expression: "I am a human being because of being with other human beings", developed over centuries. This philosophy, embodying the notion of deep respect for all human beings, is rooted in a humane inclination towards kindness and sound relationships among all people. Before its adoption as a principle in the South African Interim Constitution of 1993, ubuntu had never been referred to, or codified in any statutory format. Since then, however, although not mentioned in the final Constitution of 1996, the humane undertones of the ubuntu philosophy have often surfaced in South African jurisprudence, particularly in cases involving citizens' Constitutional right to human dignity (section 10). This paper examines the phenomenon that the actual modern-day practical, day-to-day life in South Africa does not seem to attest to application of the ubuntu ideal of maintaining and improving the human condition. After examining a number of possible reasons for this phenomenon, ubuntugogy is presented as a possible remedy for this condition. This paper reports on an interdisciplinary analysis involving philosophical, societal, anthropological, legal and pedagogical perspectives. The purpose of the study was to examine the challenges of remote learning that were faced by students in four rural institutions of higher learning amid the COVID-19 pandemic. It is well documented that in South Africa as well as globally, the COVID-19 pandemic has disrupted the teaching and learning in higher institutions of education. A call was made by the Department of Higher Education and Training that mandated universities to adopt remote learning to save the academic year. That call was a blanket statement that did not consider the context of different universities, given the inequalities that existed prior to the outbreak of COVID-19 between the historically disadvantaged universities and the well-established ones. The study adopted a qualitative approach that made use of a desktop research methodology, as well as the media (Television, radio and newspapers), and social media as sources of data gathering to document the challenges. One of the key findings was that some students studying at rural institutions of higher learning experienced challenges of limited skills as well as the convenience of and access to technology and other tools of trade. The paper concludes that such students were proposing that, 'we are together but not together". The root of such grievance is that they were grossly affected by the geographical and historical position of the universities they were enrolled at and the situation was deepened and exposed by the COVID-19 pandemic. The paper recommends the equal redistribution of resources especially to previously disadvantaged Black universities. The paper further recommends that the Department of Education introduce online learning to students from as early as high school so that there will be continuity and ease in remoting learning. In line with United Nations Sustainable Development Goal (SDG) 4.2, South Africa's National Development Plan commits to providing high-quality early childhood education to all children by 2030 to drive improved child outcomes. Prior to 2016, South Africa lacked reliable, locally standardised, valid, and cross-culturally fair assessment tools for measuring preschool quality and child outcomes, suitable for use at scale within a resource-constrained context. In this paper we detail the development and evolution of a suite of early learning measurement (ELOM) tools designed to address this measurement gap. The development process included reviews of literature and other relevant assessment tools; a review of local curriculum standards and expected child outcomes; extensive consultation with government officials, child development experts, and early learning practitioners, iterative user testing; and assessment of linguistic, cultural, functional, and metric equivalence across all 11 official South African languages. To support use of the ELOM tools at scale, and by users with varying levels of research expertise, administration is digitised and embedded within an end-to-end data value chain. ELOM data collected since 2016 quantify the striking socio-economic gradient in early childhood development in South Africa, demonstrate the relationship between physical stunting, socio-emotional functioning and learning outcomes, and provide evidence of the positive impact of high-quality early learning programmes on preschool child outcomes. To promote secondary analyses, data from multiple studies are regularly collated into a shared dataset, which is made open access via an online data portal. We describe the services and support that make up the ELOM data value chain, noting several key challenges and enablers of data-driven change within this context. These include deep technical expertise within a multidisciplinary and collaborative team, patient and flexible capital from mission-aligned investors, a fit-for-purpose institutional home, the appropriate use of technology, a user-centred approach to development and testing, sensitivity to children's diverse linguistic and socio-economic circumstances, careful consideration of requirements for scale, appropriate training and support for a non-professional assessor base, and a commitment to ongoing learning and continuous enhancement. Practical examples are provided of ways in which the ELOM tools and data are used for programme monitoring and enhancement purposes, to evaluate the relative effectiveness of early learning interventions, to motivate for greater budget and inform more effective resource allocation, to support the development of enabling Government systems, and to track progress towards the attainment of national and global development goals. This leading article to this special issue on "COVID-19: Opportunity to rethink and to restructure education in the world" is an overarching position paper, drawing on contributions made in papers in this issue, to argue the case that there is a compelling need to overhaul education research, in South Africa in particular, and that the COVID-19 pandemic has created an opportunity to do so. The South African education scene is surveyed and the survey reveals enormous challenges along all three dimensions of education supply: quantitative, qualitative and equality. The education sector in South Africa is clearly in need of guidance from the education research community. Education research activity, globally and in South Africa in particular, is surveyed and found to be seriously wanting in terms of the lack of theory, autochthonous and a unified, coherent theory, the small scale and fragmented nature of many research projects, the lack of practical impact, education scholars eschewing subscription to and building a normative superstructure in their research and the concrete problems of the education faculty regarding heavy teaching loads and difficulty in attracting funding for education research. The outbreak of the COVID-19 pandemic and the ravages it has brought to education have created the need and the opportunity to urgently and enthusiastically attend to these desiderata in Education scholarship. Inclusive education has featured strongly in the South African education landscape since it was first incorporated into policy in 2001. Although parents are key stakeholders in the successful implementation of inclusive education, there has not been much research exploring parents' understanding within this space. Therefore, this study aimed to explore parents' understanding of inclusion and exclusion in education from seven primary schools in the Johannesburg area. This paper is based on the qualitative data drawn from a larger mixed methods study where 559 written responses exploring parents of primary school learners' understanding were analysed and 13 semi-structured interviews were conducted. Thematic analysis was used to analyse the results. Four core themes were identified, namely, inclusion/exclusion criteria, levels of inclusion and exclusion, effects of exclusion and the effects of inclusion. Sub-themes of interpersonal and extra-personal characteristics emerged for the theme of inclusion/exclusion criteria, while further analysis of levels of inclusion/exclusion resulted in the sub-themes of formal and epistemological access. It was clear that parents' understanding of inclusion and exclusion was grounded more in the practices of inclusion/exclusion as opposed to a more abstract, theoretical understanding. These results are discussed within the context of the SASA and Education White Paper 6 policy within South Africa, as well as literature around the types of educational access. Despite agriculture being the largest employer of young people, South Africa faces a youth unemployment crisis. The youth are increasingly disinterested in agriculture and often view it as a last resort in the absence of alternative employment opportunities. This paper explores strategies to change these negative perceptions and attract young people to agriculture. Drawing on twenty-two studies conducted over the past decade, national grade 12 statistics, University enrolments, yearbook reviews, and twenty job advertisements, I identify five key areas for intervention. First, the youth interested in agripreneurship need support to access financial and physical resources. They also need training offered jointly by tertiary institutions and the government. Second, agricultural education in primary and secondary schools will likely attract and retain youths to agriculture. Third, we need to reform the education system at all levels to ensure holistic student development opportunities, including the technical and soft skills required by agricultural sector employers. Fourth, our marketing strategies need reform; collaboration with the media is necessary to increase awareness and change youths' perceptions about agriculture and agricultural careers. Five, we need to strengthen the role of agricultural associations to bridge the gap between the agricultural sector and secondary and tertiary education institutions. [ABSTRACT FROM AUTHOR]

This paper was motivated by the anecdotal experiences of the lead author on the views of middle-class Black African parents who did their schooling under apartheid and who were parents of high school learners in contemporary post-apartheid South Africa. In this paper narrative inquiry was used to engage with ten purposively selected Black African parents. In the process their narratives of schooling under apartheid and the parental choices they made on the subjects their children studied were constructed. As a theoretical lens Critical Race Theory was used to allow the parents to tell their counter-stories. These parents were adamant that their children should not study history. This was partially rooted in their own apartheid-era schooling experiences. For the most part the Black African parents tried to live their unfulfilled dreams and ambitions through their children by getting them to study science and mathematics as this was directly linked to upward-mobility, middle-classness, prosperity and success. While school history in the post-apartheid context was lauded and appreciated, the prevailing sentiment was that their children should steer clear of it. [ABSTRACT FROM AUTHOR]

This paper interrogates the relationship between South Africa's most important piece of educational policy, the South African Schools Act (SASA) (Republic of South Africa, 1996b), and learner identity. It seeks to understand how this central piece of South African educational legislation foreshadows, intersects with, foregrounds, prescribes and/or disturbs dominant notions of South African learner identity. What does the SASA say about the South African learner and particularly about what it expects the learner to be? The perspective used in this paper is that identity is constructed from history, memory, social and cultural institutions and power apparatuses. The specific interest of the paper is not to look so much at the mediation of identity in its practical forms, as in actual interchanges between subjects in the classroom, but to develop an understanding of the symbols and signifiers that are privileged in the formal and legal prescripts that surround the process of mediation. The school system in South Africa has only in recent years begun to more deeply grapple with issues of power and privilege along a number of axes of oppression including race, gender, class and recently, sexual and gender diversity. As a result, learners who embody sexual and gender diversity experiences spaces of belonging and exclusion in school settings. As a result, this paper asks: What needs to be done in the school system to reconstruct the "African child" to include sexual and gender diversity? Possibilities include inclusive policy implementation; inclusive learning and teaching resource materials; teacher preparedness to teach about and affirm sexual and gender diversity in the classroom and a clear rejection of homophobic and transphobic violence. The lessons learnt through the process of challenging racism in the school system - such as around essentialising, othering and systemic violence - have yet to be fully applied to sexual and gender diversity in schools. Language policy debates in South Africa concern only Black African language speaking children rather than White English and Afrikaans speaking children. These debates construct Black African children as learners with deficits and fail to acknowledge their language resources. At the same time, policy makers fail to critique the unjust system to which they are subjected and of which they are victims. In this paper, I present a brief case study of children belonging to the Stars of Today Literacy Club to show the possibilities and ways in which these children are positioned as competent multilinguals and, in so doing, can resist the prevailing deficit view. The paper has three key aims: 1) to bring to light the racist ideology behind the current implementation of language policy, showing the specific ways in which, it constructs African language speaking children as inherently different from English and Afrikaans speaking children, evidenced by the fact that English and Afrikaans language speakers' medium is not even debated: eventually, English becomes the preferred language of instruction from Grade 4 onwards. 2) To describe how inequality is thus created and entrenched through undifferentiated language in education policies, curriculum, textbooks, and assessments, all of which are based on the unexamined idea of the child being a middle-class English-speaking child. 3) to demonstrate how bilingual children can be positioned as capable, rather than deficient, through hybrid language and literacy practices. Background: Participation in activities of daily living (ADL), education, leisure and play in children living with cerebral palsy (CP) may be affected by various factors, as outlined in the International Classification of Functioning, Disability and Health Framework (ICF). The aim of this study was to describe the participation patterns of a group of these children. Objectives: This study aimed to describe participation patterns in ADL, education, leisure and play activities of children living with CP in Modimolle. Method: An exploratory-descriptive qualitative (EDQ) study design was used. A researcher-constructed bio-demographic data sheet and a semi-structured interview schedule were used to collect data from the primary caregivers of children (5–17 years) living with CP in Modimolle. Interviews were transcribed verbatim, translated from Sepedi to English and analysed using the content analysis approach and NVivo software. Results: The findings of this study indicated that children living with CP in Modimolle require set-up and assistance to participate in various ADL such as self-care, family and community activities. They also participate in formal and informal educational programmes as well as active and passive leisure and play activities. However, at the moment, they have limited opportunities to participate because of resource constraints and inaccessible infrastructure. Conclusion: Although children with CP in Modimolle perform some ADL, and participate in educational, leisure and play activities, they are not fully integrated into their community. Legislative support and policy implementation are required to improve participation and integration of children living with CP. Further studies on community-specific integrative strategies to enhance participation among children living with disabilities are recommended. Contribution: This paper provides valuable information on the participation patterns of children with CP living in a rural area of South Africa. The findings can assist with development and implementation of community-specific, integrative health and social care strategies to enhance participation among children living with disabilities. This paper aims to explore the pathways to mitigate challenges of learner academic (LAP) performance in a Grade 10 economics class in South Africa. The challenge of poor LAP has ushered a myriad of predicaments in schools globally. These predicaments include lack of teacher inclusion in decision making, inability to work cooperatively together, and lack of professional development opportunities geared towards LAP. The study was qualitative, with 15 participants chosen through purposeful sampling from one rural school in the Thabo-Mofutsanyane education district. This paper is couched in critical emancipatory research with emphasis on the emancipation of the teachers regarding pathways they can self-develop to mitigate the challenges of LAP. The focus group discussions were used to gather information regarding pathways to mitigate the challenges of LAP in schools. The study revealed that teachers possess a very equivocal and varying experience regarding the pathways to use to mitigate the challenges of LAP. The findings suggest that for successful implementation of pathways to mitigate the challenges of LAP, schools need to invest in training teachers for teamteaching and avail the necessary resources (both human and physical) to ensure effective quality teaching and learning exist in the school. The article recommends that schools should develop policy frameworks, together with relevant stakeholders, to guide novice teachers on the strategies they can use to mitigate the challenges of LAP in their classes. Background: The Asenze study has the long-term goal of promoting better physical, cognitive and psychosocial functioning of children in a rural area in KwaZulu-Natal, 50 km from Durban, with a view to planning interventions to promote growth and development for very young children. The specific objective in this paper was to provide information for the Child Health and Development project of the Valley Trust to assist with intervention planning. The broader goal was to assess developmental delays in communities ravaged by the HIV epidemic. The Asenze study was designed in two phases from 2008 and 2012. The current paper reports on 1 581 4–6-year-old children in the baseline phase (2008–2010) in the five adjacent tribal areas in the study area. Method: The participants included all the 4–6-year-olds whose parents had consented to inclusion in the project and their caregivers. Data were derived from a brief questionnaire administered in the homes of participants, and subsequently from medical and psychological assessments of the children and their caregivers at the Asenze clinic. The association between child factors and other factors (geographic area, socioeconomic status (SES), parental level of education, the child's preschool education) on the one hand, and the child's cognitive performance (as measured by the Grover Counter and subtests of the KABC-11) were analysed. Linear regression models were employed to determine which predictor variables of interest in a model were associated with the children's cognitive scores as the dependent variables. Results: Based on the data, the principal factors associated with children's cognitive outcomes were height-for-age z-score (HAZ), preschool education and the area of residence. Generally children who had low cognitive scores were more often stunted (as defined by the WHO anthropometric tables), had not had preschool education, and came from areas less favourable in terms of local infrastructure and access to employment opportunities and arable land. Conclusion: The finding from this cross-sectional analysis of baseline data showed that in addition to height for age and preschool education, which are commonly thought to impact on cognition, the local authority area where the children lived was associated with their scores on cognitive tests. This has implications for intervention planning. Teaching English with digital technology has exacerbated the process of teaching and learning. In youth leisure, computers are more than information devices: they convey stories, images, identities, and fantasies through providing imaginative opportunities for play, and as cultural and ideological forms. In this paper, I report on a project conducted with teacher education students at a university in Johannesburg, South Africa. The focus of the project is to examine how students construct their identities digitally through the multimodal narratives they create in the English classroom. To do this I report on two narratives, as well as a recurring theme, decolonisation. The latter theme is significant because it was during the time of this project that South African universities found themselves in the grip of decolonisation and free education protests. Decolonisation of education is understood in this paper as a means of formalising indigenous culture and knowledge within the formal school system. The focus of this paper is to see how the School Governance Body (SGB) can bring about decolonised education for sustainable development. The African societal culture and traditions seem to be misunderstood and side-lined today because of the privilege enjoyed by western values in formal education used to develop African children. The involvement of people at the grass roots who are still endowed with vast knowledge on this cultural heritage should be considered as an option. The South African school system gave room for community participation in the administration and management of schools under the system of School Governing Bodies (SGBs). These bodies have the potential of being a good source of indigenous knowledge and culture to the school system that will make the education more relevant and functional; hence, leading to sustainable development, if it is properly planned and tapped into. For this to happen, there is the need to examine the relevance of the body through close analysis of its composition and strength to assist in the decolonisation of education. This study adopted an ethnography approach of qualitative research. Three rural-based Eastern Cape communities were used where 18 parents participated in the study. Data were gathered through key informant interviews (KII) and focus group discussions (FGD). One of the results is that traditional leaders are part of the SGB, which makes it a good source of indigenous knowledge and traditions. It was recommended that the composition of the members of SGBs should statutorily include a recognised knowledgeable individual (RKI) in the community to make the body a good source of indigenous knowledge. South Africa over the years has been losing a considerable number of teachers and this has become a growing concern among policymakers. Therefore, the objective of this paper is to identify the factors that are responsible for enticing teachers to migration out of South Africa. Using a strict textual analysis of the relevant literature, this paper reveals that South Africa has failed to reduce the emigration of teachers due to poor salaries and working conditions, subsequently, this has seen as agents from developed countries (recently Asian countries) aggressively recruiting teachers from the country. Other factors include poor infrastructure and limited career progression opportunities. The study showed that the brain drain of teachers results in a shortage of teachers in rural areas and increased inefficiency in the public educational system. It is therefore suggested that the government should make the retention of teachers a priority through incentives such as promotion, better salaries and the upgrading of infrastructure. The study concluded that teacher emigration has been a long-existing issue in South Africa and the mere fact that there has been no clear cut plan on how to deal with it is deeply worrying, moreover, today in South African schools, the issue of security has become a focal point, the failure to guarantee the safety of teachers in schools has been seen as a new factor encouraging migration either within the country or abroad. In South Africa, up to 70% of children of school-going age with disabilities are out of school. Of those who do attend, most are still in separate, "special" schools for learners with disabilities. This situation prevails despite the push for the educational inclusion of learners with disabilities over twelve years ago by the South African policy document, the Education White Paper 6. In this article, we take a primarily top-down theoretical approach to policy implementation and focus on two main factors that hinder the implementation of inclusive education. Firstly, we focus on what we regard as the most significant constraint, namely, the apparent lack of clarity in the policy, i.e. ambiguity about the goals for inclusion and the means through which they can be achieved and, secondly, various issues around the poor implementation of the policy. We argue further that the primary means by which the divide between inclusive policy and practice will ultimately be closed is through the implementation and enforcement of education policy by the South African Department of Education. This paper interrogates the complexity of language use at the Grade Three-Four transition, using the South African context as a microcosm of similar educational systems. The paper describes the complex nature of the transition, particularly within a second language (L2) instructional context. It explores the dissonance between and among theory, policy or curriculum, and practice; which aggravates an already complex transition. It draws on Cummins' Basic Interpersonal Communication Skills (BICS) and Cognitive Academic Language Proficiency (CALP) theory, the Linguistic Interdependence Hypothesis (LIH) and the Linguistic Threshold Hypothesis (LTH). Theory is considered in relation to the South African policy and curriculum ideals as espoused in the Language in Education Policy (LiEP) and the Curriculum and Assessment Policy Statement (CAPS) respectively, as well as in relation to the reality of the classroom instructional context. The paper argues for extensive research, which delineates the linguistic needs and thresholds second language learners need for the transition, a consideration of learners' attainment of the requisite linguistic thresholds as a condition for the use of a First Additional Language (FAL) as Language of Learning and Teaching (LoLT), and deliberate teaching for transfer in the Foundation Phase, among other recommendations. TB is rated as one of the world’s deadliest diseases and South Africa ranks 9th out of the 22 countries with hardest hit of TB. Although many pieces of research have been carried out on this subject, this paper steps further by inculcating past knowledge into the model, using Bayesian approach with informative prior. Bayesian statistics approach is getting popular in data analyses. But, most applications of Bayesian inference technique are limited to situations of non-informative prior, where there is no solid external information about the distribution of the parameter of interest. The main aim of this study is to profile people living with TB in South Africa. In this paper, identical regression models are fitted for classical and Bayesian approach both with non-informative and informative prior, using South Africa General Household Survey (GHS) data for the year 2014. The governance of teachers during apartheid in South Africa was characterised by high levels of disparity in teacher distribution and in conditions of labour. In the postapartheid context policies and interventions that govern teachers are critical, and teachers can be seen to be placed in a central role as actors whose distribution, employment, recruitment and deployment can serve to redress the past, promote equity and build trust for social cohesion. In this context, this paper examines several teacher governance mechanisms and interventions, namely the post provisioning norm and standards (PPNs), the Funza Lushaka Bursary Programme (FLBP), and the South African Council of Educators. The analysis suggests that undifferentiated policy frameworks for teacher governance result in measures that weakly account for differing contextual realities and persistent inequality. Additionally, the emphasis on technocratic measures of accountability in teacher governance interventions constrains teachers' agency to promote peace and social cohesion. [ABSTRACT FROM AUTHOR]

The future of South Africa's economic growth rests on addressing critical scarce-skills labour shortages. Matriculants are called on to break the cycle of poverty by entering the scarce-skills workforce. The demonstration of a high level of mathematics, science, and technology competency is viewed as a gateway towards achieving this goal. The South African Department of Basic Education has invested much effort towards improving mathematics, science and technology competencies among learners by implementing various mathematics improvement strategies in public schools. The existing research, however, shows that these initiatives have yielded little success among learners from impoverished schooling contexts. Reasons for this limitation were explored by means of the systematic review reported on in this paper. The review focused on literature relating to mathematics improvement strategies in public schools implemented by the South African Department of Basic Education. The limitations of these initiatives were critically evaluated and gaps in various documented strategies were identified. The findings highlight an evident need for a shift in focus of future interventions if the national goal to address scarce-skills labour demands through educating the impoverished South African youth is to be successfully realised. Purpose – The purpose of this paper is to examine the causal relationship between research publications and economic growth – using time-series data from South Africa. The paper attempts to answer two critical questions: is there a long-run relationship between research publications and economic growth in South Africa? Do research publications from South African researchers Granger-cause economic growth? Design/methodology/approach – Unlike some of the previous studies, the current paper uses a trivariate ECM-based Granger-causality model to examine this linkage. Specifically, the study incorporates education as an intermittent variable between research and economic growth. In addition, the paper uses the recently developed autoregressive distributed lag (ARDL)-bounds testing procedure, which has numerous advantages, especially when the sample size is small. Findings – The results of this study show that there is a long-run relationship between research publications and economic growth in South Africa. The results also show that there is a distinct causal flow from research publications to economic growth in South Africa. This applies both in the short-run and in the long-run. Other results also show that: there is a short-run bidirectional causality between research publications and education; and there is a short-run bi-directional causality between education and economic growth, but a long-run unidirectional causal flow from education to economic growth. Practical implications – The findings of this paper underscore the crucial role that research plays in economic growth and development. Overall, the findings of this study show that research in South Africa is pro-growth. This implies that the recent significant increase in government expenditure on research and innovation, which is aimed at increasing the country’s scientific research outputs, is likely to pay off. Originality/value – To the best of the authors’ knowledge, this paper is the first of its kind to examine in detail the dynamic causal relationship between research outputs and economic growth in South Africa – using the recently developed ARDL-bounds testing approach within a trivariate setting. Initial teacher education (ITE) is a key focus in current policy particularly in respect to shaping student teachers' dispositions and capabilities to effect change within the systems they will work, and for the learners they will teach. Teachers' pedagogic strategies also mediate inequalities and continuities within the education system, linked to the schooling system and society they operate within. In South Africa, contextually relevant pedagogical strategies that address diversity, reconciliation, and promote social cohesion are crucial to enable initial teacher education to prepare teachers in this way (Sosibo, 2013). This paper draws on data from a case study of an ITE programme at one higher education institution (HEI) in South Africa. The data was collected through semi-structured interviews with students and lecturers, focus groups, documentary analysis, and a survey of initial teacher educators, and was part of a large-scale study that focused on teachers as agents of social cohesion in South Africa (Sayed et al., 2015). Specifically, it considers how student teachers are prepared to enact social cohesion in the classroom. The paper concludes by discussing several implications of the research for ITE in South Africa. While the practice of inclusive education has recently been widely embraced as an ideal model for education, the acceptance of inclusive education practices has not translated into reality in most mainstream classrooms. Despite the fact that education policies in South Africa stipulate that all learners should be provided with the opportunities to participate as far as possible in all classroom activities, the implementation of inclusive education is still hampered by a combination of a lack of resources and the attitudes and actions of the teachers in the classroom. The main purpose of this paper was to develop a deeper understanding of a group of South African teachers' personal understanding about barriers to learning and how their understanding relates to their consequent actions to implement inclusive education in their classrooms. A qualitative research approach placed within a cultural-historical and bio-ecological theoretical framework was used. The findings, in this paper, indicate that the way in which teachers understand a diversity of learning needs is based on the training that they initially received as teachers, which focused on a deficit, individualised approach to barriers to learning and development, as well as contextual challenges, and that both have direct and substantial effects on teachers' classroom practices. As a result, they engage in practices in their classrooms that are less inclusive, by creating dual learning opportunities that are not sufficiently made available for everyone, with the result that every learner is not able to participate fully as an accepted member of their peer group in all classroom activities. This paper aims to introduce into the literature a competing risks methodology that can be used to help identify some student-specific and/or institutional factors which may be influencing the type of outcome experienced by a student when they leave the university system. Focusing on the length of time that it takes students to graduate or drop out from their studies, this new methodology was applied to a database comprising all students enrolled for a degree at the University of KwaZulu-Natal between the years 2004 and 2012. Financial aid and residence-based accommodation were found to help students who will eventually graduate to do so quicker in terms of the number of credit points that they have to repeat. These same factors, however, also cause someone who will eventually be excluded on academic grounds to linger longer in the system. By focusing on the number of extra credit points that it takes to reach a particular exit point, this paper introduces into the literature a new measure whose use will help to overcome some of the more obvious problems that can occur when one uses calendar time to measure the length of time that it takes to reach a particular exit point. Promoting teacher professionalism is regarded as a strategy to address the disparate quality of learning in South African classrooms. Through a qualitative analysis of initial teacher education (ITE) programmes offered by five universities, this paper analyses the messages of teacher professionalism transmitted to pre-service teachers. Findings show that professionalism in teaching is variously conveyed to pre-service teachers as being located in their personal appearance and attributes; within their personal morals and shared ethical imperatives; in the kinds of workplace relationships they build, and in their use of formal knowledge for reasoned judgment in practice. The Specialisation Dimension of Legitimation Code Theory (LCT) (Maton, 2014) is used to show that when teacher professionalism is presented as highly individualised traits, the possibilities of developing shared knowledge-based teaching practices is reduced, and the importance of conceptuallyinformed judgments is obscured. This shuts down possibilities for systemic improvement. Conversely, if teacher professionalism is primarily located in what teachers know and can do with that knowledge, the social, moral and affective dimensions of teaching are underemphasised. Ideally, approaches to teacher professionalism ought to introduce students to teaching as a communally-owned practice, based on shared knowledge that enables reasoned judgment. The paper draws on the conceptual tools offered by LCT to suggest how social and epistemic relations can be weakened and strengthened to enhance the construct of teacher professionalism offered to prospective teachers through their ITE programmes. Although parent involvement is fundamental for school functioning, the nature and extent of such involvement is debatable and contested amongst stakeholders. A qualitative based study underpinned by the interpretive paradigm was undertaken to explore the voices of educators regarding parent non-involvement and its implications for learner experiences and performance in a disadvantaged community in South Africa. Data was gathered through individual and focus group interviews, involving 3 principals and 12 teachers respectively. The paper is buttressed by Epstein's model of school-family-community partnerships that advocates for genuine collaboration between stakeholders. The findings show that educators' perceptions concerning parent non-involvement do not take into consideration the contextual realities that restrict involvement, and this serves to alienate parents further. The paper also reveals the gap that exist between policy and practice in terms of school-parent relationships. Existing relations, especially in disadvantaged communities emphasizes the need for schools to initiate and implement strategies that are context friendly, taking into consideration challenges experienced by parents. In this regard, empowering teachers on school-parent relationships is a vital ingredient to ensure the initiation and implementation strategies towards a sustainable parent involvement. General legislation as well as legislation specifically regulating education in South Africa is aimed at the protection and advancement of the best interests of children (learners). Developments in the school education sector during the COVID-19 pandemic, which reached the shores of South Africa in March 2020, starkly underscored that not only the interests of the learners were at stake but also those of a variety of other stakeholders such as the parents (-in-organisation), the teachers (-in-organisation), the wider community (civil society) and the state (in the form of, for instance, the Departments of Basic Education and of Cooperative Governance and Traditional Affairs). An examination of the situation in the schooling sector reveals that decisions had to be taken about the opening and reopening of schools in a context of great complexity. This paper examines this complexity from two vantage points, a societal-theoretical and a pedagogicalethical perspective. The societal-theoretical perspective might help all the role-players to gain a deeper understanding of what their respective roles should be during a crisis: does a situation such as this indeed require a nanny-state (based on the notion of an external locus of control) or should the state allow all those involved to just muddle through the crisis; how should the different role-players interact with one another while confining themselves to their own spheres of competence and respecting those of other parties? The pedagogical-ethical perspective, in turn, might assist the various role-players to understand the ethical dilemmas that tend to surface during a pandemic. The aim of the investigation was to derive guidelines for role-players to find their way through the complexity brought about by a crisis such as a pandemic that seemed to threaten the very fibre of civil life1. The paper examines the extent to which sub-national public officials are efficient in delivering basic education services and argues that technical inefficiencies, especially in the management of public funds for education, could potentially contribute to poor education service delivery in South Africa. A conceptual framework is proposed to show the underlying mechanisms by which these technical inefficiencies can adversely affect education outcomes. The analysis is based on two micro-level surveys that were applied at 175 public primary schools and 13 district education offices (DEOs) in two provinces in South Africa: the North-West Province and Gauteng. The analysis reveals that South Africa has a well-planned decentralised structure to administer education. However, districts have significant human resource constraints. Capacity is often lacking and record-keeping, particularly of financial information, is very poor. Lack of technical efficiency has resulted in misappropriation of funds (leakage) and extensive delays in remitting funds to schools. The paper concludes that these inefficiencies potentially affect education outcomes and therefore should be given due consideration when designing and implementing education policy reforms. Purpose: This paper examines the dynamic causal relationship between education and economic growth in South Africa using annual time-series data from 1986 to 2017. The study attempts to answer one critical question: Does education, which is one of the priority sectors in South Africa, drive economic growth? Design/methodology/approach: The study uses the ARDL bounds testing approach and ECM-based Granger causality model to examine this linkage. The study also uses three proxies to measure the level of education. In addition, the study uses two variables: investment and labour, as intermittent variables between the various proxies of education and economic growth, thereby creating a system of multivariate Granger-causality models. Findings: The study finds that the causal relationship between education and economic growth in South Africa is dependent on the variable used to measure the level of education. In addition, the causality tends to change over time. Overall, the study finds the causal flow from economic growth to education to supersede the causal flow from education to economic growth. Originality/value: Unlike some previous studies, the current study uses three proxies of education in South Africa and two intermittent variables in a multivariate setting. To our knowledge, this may be the first study of its kind to examine in detail the dynamic causal relationship between education and economic growth in South Africa – using the ARDL bounds testing approach and a multivariate Granger causality model. Voluntary medical male circumcision is an integral part of the South African government’s response to the HIV and AIDS epidemic. Following circumcision, it is recommended that patients abstain from sexual activity for six weeks, as sex may increase the risk of female-to-male HIV transmission and prolong the healing period. This paper investigates the resumption of sexual activity during the healing period among a cohort of school-going males in the KwaZulu-Natal province of South Africa. The analysis for this paper compares two groups of sexually active school-going males: the first group reported having sex during the healing period (n = 40) and the second group (n = 98) reported no sex during the healing period (mean age: 17.7, SD: 1.7).The results show that 29% (n = 40) of young males (mean age: 17.9, SD: 1.8) who were previously sexually active, resumed sexual activity during the healing period, had on average two partners and used condoms inconsistently. In addition, those males that engage in sexual activity during the healing period were less inclined to practice safe sex in the future (AOR = 0.055, p = 0.002) than the group of males who reported no sex during the healing period. These findings suggest that a significant proportion of young males may currently and in the future, subject themselves to high levels of risk for contracting HIV post circumcision. Policy and research have been advocating the importance of teachers in achieving equity and teachers are called to act as agents of social justice. This issue remains central to the development of a post-apartheid South Africa, where a need for reconciliation and healing still dominates the society. Such a landscape requires adequate support through transformative professional development. In this paper we analyse the design of the intervention 'Teaching Respect for All' that aims to empower teachers in South Africa to act as agents of social justice. Based on the literature review, content analysis of the intervention's manual and resource book, and interviews with stakeholders we explore if the intervention outline can support teachers in becoming agents of social cohesion. The qualitative content analysis of the data unearthed four aspects of the intervention: the what, the how, the why, and the so what. We argue that while the intervention enables an alteration of teaching practice, altering teachers' beliefs is a long-lasting and more challenging task. We conclude the paper with recommendations for transformative professional development programmes and the value of such for socially just education in South Africa. [ABSTRACT FROM AUTHOR]

This paper measures the interdependent between economic growth and human development in South Africa. Therefore, the objective of this paper is to examine if interdependence exists between economic growth represented by GDP and the variables of human development (life expectancy, standard of living and education). This paper is inclined on the theory of economic welfare, which advocates the measuring of economic growth by including the wellbeing of all and not to concentrate on GDP alone which is somewhat asymmetry. Data on South Africa’s economic growth and human development index were collected from the World Bank archives of economic indicators and from the United Nations Development Programme. Data were analysed using the vector auto-regression (VAR) and the Granger causality Wald tests. Findings show that economic growth in South Africa is dependent on the achievement of human development variables namely health or life expectancy, standard of living or GNI and education. provides insight toward improving the constituents of human development to ensure a combination of economic growth and wellbeing; the paper provides a teaching case for the academia. In 2019 a South African university adapted its program for initial teacher training to substitute school-based workintegrated learning in the first year with a non-placement campus-based program called Professional Orientation Program (POP). This paper deals with the rationale, aims and conceptualization of the program. It furthermore shares data collected from participating students regarding their expectations and experiences of the POP, their views on the contribution of the program to raising awareness of professional teacher identity, and suggestions to improve the POP. The findings in this article suggest that this non-placement WIL program positively influenced the development of students' personal and pre-professional identities and created an awareness of the challenges posed by the profession, laying a solid foundation for teacher training. The focus on reflective practice promoted personal growth and invited students to self-directed learning and critical thinking that can bridge the gap between theory and practice. Children as early as Foundation Phase are unable to solve mathematical problems. The problem of poor Foundation Phase learner performance in mathematics is of international concern. One of the critical concerns noted by Annual National Assessment (ANA) is the concern about the understanding of teaching mathematics content in Foundation Phase. The aim of the paper is to examine the barriers experienced by Grade 3 children in mathematics computation in previously disadvantaged schools in South Africa. The study employed a qualitative study approach-using semi -- structured interviews with three teachers in three schools. All the teachers consented to participate. The main findings of this study suggest that all the barriers to learning relate to poor mathematical language proficiency. Therefore, based on the findings, the methods of teaching mathematics should change, by including for example concrete objects. In this paper it is argued that language policy can play a central role in enabling citizens of a country to participate in the political, educational, social and economic life of that country. Or it can deny them that right. In discussions on the role of African languages, there is a tendency to confine the discussion to language in education. I argue that unless we locate the discussion in a broader context, we are not going to make much progress in extending the use of African languages beyond the home domain. The paper therefore consists of three sections. The first section looks broadly at the domains where language has an impact. The second section briefly outlines a process underway in South Africa to develop a framework for a national language policy, whilst the final section looks at the implications of this for education. Here I look at language in Education Policy in Practice. I give examples from a piece of primary research that I have conducted with Xhosa -speaking Grade 4 and Grade 7 learners who have been given pictures to describe first in Xhosa and then in English. To begin with, Sustainable Development Goals are of tremendous importance in all areas, being seen as vital aims in all domains, which makes them indispensable when it comes to addressing the particularities of the labour market these days. Subsequently, human resources occupy a distinctive and unique position when referring to the implications derived from targeting Sustainable Development Goals, especially in the context represented by the period specific to the COVID-19 pandemic and the international events that followed immediately after that. This study investigates the work motivation of individuals, and whether they would be willing to work more hours if they are paid. Motivation and attitudes towards working more hours might be affected by several factors, and they are important contributors to business performance. Not only business performance is to be affected, but this is also a part of Sustainable Development Goals where labour market conditions and productivity concerns are addressed, along with several other factors. Using the Quarterly Labour Force Survey from 2017 to 2022 that is conducted by Statistics South Africa, this study attempts to shed light on individual preferences for working more hours in the case of South Africa. Considering the dichotomous dependent variable, a binary response model is utilised to explore the determinants of such behaviour. Findings of the probit model reveal that socio-demographic factors such as gender, marital status, education level, and work experience are important indicators to explain this preference. More precisely, being female increases the likelihood of willingness to work more hours if paid by 1.1 percentage points, and being never married increases that probability by 2.7 percentage points. Within education categories, the highest coefficient in magnitude, having tertiary education decreases the probability of willingness to work more hours by 8.2 percentage points. As an important labour market indicator, one more year to commence working increases the probability of willingness to work more hours by 0.4 percentage points. [ABSTRACT FROM AUTHOR]
