This paper reports the study which explored the learning and teaching of the topics of climate change, sustainability and disaster risk reduction in secondary-level teacher education programs in England and Japan. Through interviewing teacher educators, the study particularly probed how teacher education programs used local knowledge and collaboration in discussing the above topics. Geography tends to be the main subject area for these global agendas, but its crammed curriculum is "an ongoing challenge" for teacher education. Some researchers demonstrate that university-based initial teacher education has "ignored" training teachers on how to implement environmental and sustainability education at schools. Besides, the inquiries into how initial teacher education equips geography teachers for the learning and teaching of disaster risk reduction are still scarce. This paper aims to fill this gap by bringing together the fields of geography education, climate change and sustainability education, disaster risk reduction education and initial teacher education. Background: The National Health Service Diabetes Prevention Programme (NHS DPP) was commissioned by NHS England in 2016 and rolled out in three 'waves' across the whole of England. It aims to help people with raised blood glucose levels reduce their risk of developing type 2 diabetes through behaviour change techniques (e.g., weight loss, dietary changes and exercise). An independent, longitudinal, mixed methods evaluation of the NHS DPP was undertaken. We report the findings from the implementation work package: a qualitative interview study with designated local leads, responsible for the local commissioning and implementation of the programme. The aim of the study was to explore how local implementation processes were enacted and adapted over time. Methods: We conducted a telephone interview study across two time-points. Twenty-four semi-structured interviews with local leads across 19 sampled case sites were undertaken between October 2019 and January 2020 and 13 interviews with local leads across 13 sampled case sites were conducted between July 2020 and August 2020. Interviews aimed to reflect on the experience of implementation and explore how things changed over time. Results: We identified four overarching themes to show how implementation was locally enacted and adapted across the sampled case sites: 1. Adapting to provider change; 2. Identification and referral; 3. Enhancing uptake in underserved populations; and 4. Digital and remote service options. Conclusion: This paper reports how designated local leads, responsible for local implementation of the NHS DPP, adapted implementation efforts over the course of a changing national diabetes prevention programme, including how local leads adapted implementation during the COVID-19 pandemic. This paper highlights three main factors that influence implementation: the importance of facilitation, the ability (or not) to tailor interventions to local needs and the role of context in implementation. Connecting to and extending recent debates around more-than-human thinking, this paper explores how porous boundary treatments and plot layouts might encourage ecological exchanges within new urban and peri-urban developments. This study therefore responds to suggestions for innovative plot designs that facilitate positive trans-species interactions, especially considering wider anxieties surrounding biodiversity loss and recognition of the need for climate-resilient garden spaces. Focusing on a recent example of a large-scale residential development in the English midlands, this paper outlines the socio-economic, cultural and ecological significance of embedding different hedgerow designs into early planning considerations; revealing the need to move beyond current models. The discussion then turns to how such ambitions might encourage sustainable land use, particularly through creating potentially scalable urban agricultural systems that sustain healthy food choices. Background: Equitable access to healthcare is a priority of many healthcare systems, aiming to ensure access is driven by need and not minority groups such as those defined by sexual orientation. However, there are healthcare areas where inequity in access across sexual orientation groups is found that are not justified based on need. Mandated LGBTQ+-specific training of the healthcare workforce may help address some barriers of access for these groups. The study aims to understand the potential economic implications for mandated LGBTQ+-specific healthcare training on the healthcare system in England, UK to inform commissioning of training provision. Methods: Cervical cancer screening was used as an exemplar case where there appears to be inequity in access for different sexual orientation groups. A decision model was developed and analysed that considered the impacts of greater uptake of screening for lesbian and bisexual women due to LGBTQ+ training. Costs took the perspective of the healthcare system and outcomes modelled were cancer cases averted in a timeframe of 5 years. Results: Based on cervical cancer screening alone, where training costs are fully attributed to this service, training would likely result in fewer cancer cases detected in the lesbian and bisexual populations, though this comes at a modest increase in healthcare sector costs, with this increase largely reflecting a greater volume of screens. Training costs do not appear to be a major component of the cost implications. Conclusions: In resource-constrained systems with increasing pressures for efficiency savings, the opportunity cost of delivering training is a realistic component of the commissioning decision. The findings in this paper provide a signal that mandated LGBTQ+ training in healthcare could lead to potentially greater outcomes and in breaking down barriers of access and could also enable the healthcare system to provide more equitable access to healthcare. Climatic changes can cause unpredictability in flood regimes that traditional flood risk management (FRM) approaches may struggle with. Therefore, flood resilience is seen as a supplementation to these approaches, putting a larger emphasis on flood acceptance and minimising consequences. An (emergent) group contributing towards flood resilience is civil society. This paper examines how civil society contributions can be furthered and guided in the Netherlands as well as exploring potential limitations in doing so. To achieve this, England is used as a good practice example due to a more developed and defined role for civil society being present here. Data were collected on both actual (England and the Netherlands) and potential (The Netherlands) civil society contributions. These were compared to identify potential avenues for Dutch civil society contributions to flood resilience that can be further investigated. The research shows that the most promising avenues are improving advocacy from citizens, improving local flood awareness and developing relationships between FRM authorities and existing citizen groups that can be harnessed and mobilised to support flood resilience. Additionally, the research also provides insights into potential limitations for transferring resilience approaches from one context to another beyond the cases discussed in this publication. Purpose: The purpose of this commentary paper is to analyze the burst of joy experienced by global football fans when England lost the final match during the Euro 2020 against Italy. Design/methodology/approach: The author worked with netnography (Internet ethnography), gathering material from the internet. Findings: The author would consider the emotional explosion as a creative expression that was possible to happen through football. Football is not only a part of popular culture, it also creates it. It acted as a platform allowing for emotional engagement and covering different issues connected to global politics. Research limitations/implications: It is just a small study based on very limited material (Internet sources). However, it highlights every-day use of Internet and the possible amplification of certain sentiments if allowed. Practical implications: Methodologically, it shows how Internet sources might be used when connected to football. It also provides an insight how Internet users can exchange opinions using sports (e.g. football) as a background. Social implications: This text highlights that football can be used as a platform do express/discuss difficult issues and that average citizens can be heard just because the platform is football. This paper seeks to identify significant trends in mathematics curricula and teaching approaches in two education systems: the United States (a highly decentralised education system) and England (a highly centralised education system), with focus on 16-to-19-year-olds. The paper adopts a two-fold perspective: an historical overview, and comparison of the areas of convergence and divergence across both education systems. The trajectory of mathematical development is expressed through timelines of core concepts and ideas which chronicle the sequence of events and philosophies that have shaped the development of mathematics teaching and learning. By tracing the trajectory of mathematics through history, the paper provides a greater awareness of how different factors influence how mathematics is taught across two disparate educational jurisdictions. The paper affords opportunities to reflect on and draw conclusions about what constitutes meaningful mathematics teaching and curriculum approaches for 21st century learner. [ABSTRACT FROM AUTHOR]

The present paper deals with the short history of the English jury in the modern age. The main goal of the author is completing a historical research and finding the most important features concerning legal institutions of the Anglo-Saxon type of lay jurisdiction in England and Ireland. The historical perspective gives a chance to examine the institutions of the jury as a court of citizens integrated into the jurisdiction of the state for a brief period of time. The author takes the view in several periods from the early 19th century up to the end of the 20th century. It is not the procedure but the organisational rules which are under discussion here with special attention to the conditions which determined the role of the jury as a part of county courts and sessions as well as the central tribunals in London. Austerity policies have affected local government for over a decade challenging their financial resilience to cope with further financial shocks. Using a financial resilience framework, this paper examines whether lower tier authorities behave in the same way as their higher tier counterparts when it comes to financial resilience to shocks. From a detailed field study of three lower tier (district) authorities in English local government, it is concluded that they do not have the capacity to 'Bounce Forwards'. This paper considers how the longstanding liberal principle of freedom of religion in education in England was recontextualised within a marketised system of school choice. First, the potential conflict between the right to freedom of belief and to education is outlined. The notion of neoliberal legalism is explored, first in identifying and defining neoliberalism as a model of regulation by market forces, then in outlining 'neoliberal legality', as the manifestation of this approach in law. Next, the paper presents a narrative account of the development in England of the principle of religious freedom in education up to the Education Act 1944. The neoliberal turn is considered, in the 1988 Education Reform Act and subsequent legislation, showing how while the provision remains, religion is effectively one marker of school choice and strategic school selection, rather than purely a fundamental personal freedom. Postmodernist aesthetics has imposed itself as demanding a deconstructive approach of the concept of identity in which the paradigm of continuous fragmentation operates as a powerful tool. In 'England, England', Julian Barnes addresses the concept through irony, constant questioning of previously established values and use of clichés as a form of mockery. The purpose of the paper is to determine the way in which the nation as a concept is being imagined and created in the dynamics of the book in order to determine the pattern according to which it imprints the perception of what Englishness means and entails. By following the path in which the construction of Englishness is related to the mechanism of identity formation, through an analytical approach, the paper aims to unravel the elements of the aforementioned relationship, in order to offer an instrument for accurately understanding a part of the present concerns regarding the issue. The concept of resilience, loosely defined as the ability to withstand or to bounce back from adversity and disruption, is attracting increasing attention within the social sciences. Within the policy arena, local and community based resilience strategies are playing an important part in responses to the challenge of unpredictable and disruptive events. This short exploratory paper looks to add to the literature on community resilience by exploring the work of the Local Resilience Forums in England. The Local Resilience Forums are multi-agency partnerships made up of a range of agencies including the police authority, local authorities, the fire and rescue services, the National Health Service and the Environment Agency, that serve communities defined by the boundaries of police areas. The paper outlines definitions of resilience and of community resilience, provides an exploratory review of the characteristics and workings of the Local Resilience Forums and offers some concluding reflections on the employment of the concept at the community level and by the LRF's. Non-stationary methods of flood frequency analysis are widespread in research but rarely implemented by practitioners. One reason may be that research papers on non-stationary statistical models tend to focus on model fitting rather than extracting the sort of results needed by designers and decision makers. It can be difficult to extract useful results from non-stationary models that include stochastic covariates for which the value in any future year is unknown. We explore the motivation for including such covariates, whether on their own or in addition to a covariate based on time. We set out a method for expressing the results of non-stationary models as an integrated flow estimate, which removes the dependence on the covariates. This can be defined either for a particular year or over a longer period of time. The methods are illustrated by application to a set of 375 river gauges across England and Wales. We find annual rainfall to be a useful covariate at many gauges, sometimes in conjunction with a time-based covariate. For estimating flood frequency in future conditions, we advocate exploring hybrid approaches that combine the best attributes of non-stationary statistical models and simulation models that can represent changes in climate and river catchments. In this paper we investigate the "Young Farmer Problem" in Europe with a specific focus on how it applies in England. The paper is intended as a discussion paper and represents a forerunner to a more comprehensive study of the raw Farm Business Survey data conducted through a Phd. Recent reforms of the European Union's (EU) Common Agricultural Policy (CAP) have specifically targeted young farmers for increased support; with young farmers being seen as more innovative, entrepreneurial and amenable to change. Furthermore, the EU has stated that the "generational renewal" of agriculture is critical for the long term viability of the sector. This paper investigates the business performance and entrepreneurial behaviour of younger farmers in England through empirical analysis of Farm Business Survey (FBS) data, and finds some evidence to support the notion of higher levels of performance among younger farmers. Farmers in the 35 - <45 years age group showed consistently higher levels of overall productivity, profitability and investment. Additionally, the results show that younger farmers demonstrate consistently higher levels of engagement with agri-environment schemes. This study concurs with the findings of Zagata and Sutherland (2015) in the need to improve targeting on the basis of age specifically in order to isolate the under 40 age group which is the focus of European policy and in the need to separate new entrants from inheritors in the assessment of young farmers; an objective which necessitates the analysis of raw data and the conduction of original research within the topic area. This paper and, importantly, the original research which will be conducted through the accompanying Phd will address the fifth research objective of the Research platform proposed by Zagata and Sutherland (2015) to test the characterisation of young people and new entrants tofarming, as entrepreneurial innovators sympathetic to and amenable with the goals of the CAP. The boundaries addressed in Medieval England are of various kinds. They include not only the socio-cultural, political and geographical frontiers that romance of medieval England imagine and imply, but also demarcations of metaphors, such as the boundary between factuality and fictionality; boundaries between different genres of literature; and boundaries between different kinds of experience such as magic, miracles, supernatural and divine. Particularly tangible manifestations of divine favour abound in the romances of medieval England. In this sense, La Estoire de Seint Aedward le rei is an intensely body-conscious text, and this paper looks into the boundaries of the king’s body and the body politics in this hagiographical romance. The aim of this paper is to explore how the boundaries of Edward will be reshaped and how each Edward is erased in turn to make a room for the next Edward, where both the manuscript and his body are re-inscribed with a new agenda. Prisons offer policymakers an opportunity to address the pre-existing high prevalence of physical and mental health issues among prisoners. This notion has been widely integrated into international and national prison health policies, including the Healthy Prisons Agenda, which calls for governments to address the health needs of prisoners and safeguard their health entitlement during imprisonment, and the Sustainable Development Goals 2030 concerning reducing inequality among disadvantaged populations. However, the implementation of the austerity policy in the United Kingdom since the re-emergence of the global financial crisis in 2008 has impeded this aspiration. This interdisciplinary paper critically evaluates the impact of austerity on prison health. The aforementioned policy has obstructed prisoners' access to healthcare, exacerbated the degradation of their living conditions, impeded their purposeful activities and subjected them to an increasing level of violence. This paper calls for alternatives to imprisonment, initiating a more informed economic recovery policy, and relying on transnational and national organizations to scrutinize prisoners' entitlement to health. These systemic solutions could act as a springboard for political and policy discussions at national and international forums with regard to improving prisoners' health and simultaneously meeting the aspirations of the Healthy Prisons Agenda and the Sustainable Development Goals. Both England and the Netherlands have seen efforts to liberalise their audit markets for local government in recent decades. According to economic theory, these should benefit buyers as increased competition produces lower prices and improved quality. Increasing the number of competing audit firms in markets traditionally dominated by few large firms is widely seen as a key ingredient to this process. However, liberalisation has taken different paths in England, compared to the Netherlands. In England, a national‐level collaborative purchasing arrangement has seen a small number of large firms competing, whilst in the Netherlands, a free market has led to the withdrawal by Big‐4 firms and rapidly growing market share by mid‐tier and small firms. In this paper, we analyse contrasting market developments in local public audit in England and the Netherlands and accordingly analyse the underlying factors through applying an established framework for market analysis from industrial economics, Porter's five forces framework, together with an institutional logics approach to further understand the factors involved. We find the Porter framework a useful tool to identify structural differences between markets but one that requires further analysis to explain underlying dynamics, which in the case of Dutch and English local public audit markets is effectively provided by the use of concepts from institutional logics including a historical contingency analysis. The issues of crime among youth are included in the citizenship education in England. The multi-facet understanding of crime is developed especially on the Key Stage 3. The citizenship education may be perceived - to some extend - as a transmitter of crime prevention among the youth. Thus, the author wanted to analyze how crime and crime prevention is presented in the strategic governmental documents on citizenship education. The aim of the paper is to analyze crime prevention among the youth in citizenship education in England. Moreover, in order to gain a broader perspective on the subject in question, the selected textbooks for citizenship education were analyzed in the context of crime. This paper reflects on the needs of early career, pre-service and newly qualified teachers (NQTs) in the English education system, specifically the contested place of what we term the academic dimension within their preservice professional formation. This largely theoretical paper begins with a philosophical review of an established debate concerning the relationship between theory, research, and professional knowledge in teaching, arguing that the discussion is irreducibly normative. Hogan's notion of teaching as "heart work" is extended to include "head work" and the case made for teachers developing a conceptual map as part of their professional formation to guide them in making good judgements in classrooms. From this, a pedagogical problem follows, in developing new approaches to engage teachers with theory given this is relatively absent in the English context. Four themes are identified from a brief review of existing studies concerned with engaging teachers in the academic dimension of pre-service teacher education which we relate to illustrative comments we have gathered informally from our own students which suggest they may appreciate the value of critical reflection on practice promoted by universities more than some policy makers in this context recognise. We conclude by suggesting ways in which one innovation in ITE in England with which we have been involved, Philosophy for Teachers (P4T), integrates the academic dimension and developing practice which relate to the four themes found in the review of existing literature, while focused on educational theory specifically. P4T fosters, we maintain, characteristically humanistic and relational reflection that is otherwise under-represented in professional formation for pre-and in-service teachers in England. Transnationalism as a perspective that scrutinizes localities in more than one nation-state has helped to illuminate those aspects of lives of migrants that remain hidden when migration is seen through the lens of conventional migration theory. Social connectivity provides a context in which effects of migration can be studied. Yet reducing transnationalism to connectivity is unproductive for understanding current-day sociality as possibly distinct from a national one. This paper proposes to consider how nationalism is embedded in migrants' 'deep stories', and how these stories are altered in migration. It exemplarily analyses narrations from interviews with Polish migrants in England. The paper argues that connectivity and social context are equally important for transnationalism, but transnationalism cannot be reduced either to one or the other. This paper presents a comprehensive overview of the recording, reporting, and use of data pertaining to school attendance and absence in England. To establish a foundation, we outline the educational context in England, alongside an explanation of the legal framework guiding the collection and use of attendance and absence data. Subsequently, we elucidate the definition and documentation of various types of absence in England, the methodologies employed for data collection and dissemination, as well as the utilisation of this data for benchmarking purposes. Notably, attendance serves as a key performance indicator for schools, Trusts, and Local Authorities, aiming to improve the educational outcomes of young people. Through a critical examination of the current policy and practice in England concerning data on school attendance and absence, we identify strengths and weaknesses. Based on our findings, we propose additional actions to improve the consistency of data collection and foster the effective reporting and use of data to support prompt responses as needed. Through these suggestions, our endeavour is to drive continuous improvement and optimise outcomes for young people in England. [ABSTRACT FROM AUTHOR]

Background: Expectant parents worldwide have experienced changes in the way they give birth as a result of COVID-19, including restrictions relating to access to birthing units and the presence of birthing partners during the birth, and changes to birth plans. This paper reports the experiences of women in England.Methods: Data were obtained from both closed- and open-ended responses collected as part of the national COVID in Context of Pregnancy, Infancy and Parenting (CoCoPIP) Study online survey (n = 477 families) between 15th July 2020 - 29th March 2021. Frequency data are presented alongside the results of a sentiment analysis; the open-ended data was analysed thematically.Results: Two-thirds of expectant women reported giving birth via spontaneous vaginal delivery (SVD) (66.1%) and a third via caesarean section (CS) (32.6%) or 'other' (1.3%). Just under half (49.7%) of the CS were reported to have been elective/planned, with 47.7% being emergencies. A third (37.4%) of participants reported having no changes to their birth (as set out in their birthing plan), with a further 25% reporting COVID-related changes, and 37.4% reporting non-COVID related changes (e.g., changes as a result of birthing complications). One quarter of the sample reported COVID-related changes to their birth plan, including limited birthing options and reduced feelings of control; difficulties accessing pain-relief and assistance, and feelings of distress and anxiety. Under half of the respondents reported not knowing whether there could be someone present at the birth (44.8%), with 2.3% of respondents reporting no birthing partner being present due to COVID-related restrictions. Parental experiences of communication and advice provided by the hospital prior to delivery were mixed, with significant stress and anxiety being reported in relation to both the fluctuating guidance and lack of certainty regarding the presence of birthing partners at the birth. The sentiment analysis revealed that participant experiences of giving birth during the pandemic were predominately negative (46.9%) particularly in relation to the first national lockdown, with a smaller proportion of positive (33.2%) and neutral responses (19.9%).Conclusion: The proportion of parents reporting birthing interventions (i.e., emergency CS) was higher than previously reported, as were uncertainties related to the birth, and poor communication, leading to increased feelings of anxiety and high levels of negative emotions. Applying tenets of legal origin theory, this paper traces the origins of banking financial accountability resting behind paragraphs 78 to 82 of the First Schedule of the Companies Act 1862 (UK), where the timely disclosure of a balance sheet and statement of income and expenditure to stakeholders are scrutinised. Comparative legal analysis of 503 banking enactments of the US, Canada and England during the eighteenth and nineteenth centuries reveals that expectations of formal accounts raised by the Companies Act 1862 (UK) were informed by the Colombia Banking Act 1817 (CO) in the US, the Canadian Mauritius Regulations 1830 and the Joint Stock Banks Act 1844 (UK). Coastal communities and their environments are facing unprecedented changes, with climate change driving rising global mean sea level, exacerbating extreme sea level events, and increasing hazards. Whilst adaptations to change have been central to coastal life for millennia, climate change brings a speed and intensity of change not previously experienced. Researchers are noting that adaptations are needed that are large scale and systemic with significant changes to lives and livelihoods – Transformational Adaptations – yet there is little evidence of this in practice, and there remains an operationalisation gap between ambitions and actions. This paper uses a qualitative case study method to assess how existing policy may enable and inhibit local stakeholder involvement in transformational adaptation in English coastal flood and erosion risk management. Through twenty interviews with coastal management stakeholders, the capacity for local coastal management stakeholders to initiate transformational adaptation and the perceived involvement of residents are analysed. The results indicate that transformational adaptation remains a distant aspiration in the English coastal management system, with local stakeholders possessing limited capacity to initiate it. The perceived role for residents in adaptation processes is often focused on their being recipients of adaptation interventions, and there are a range of barriers to their further involvement. This paper considers the unevenness of the 2007–08 crisis by examining the literature of England's North–South divide. From the 1980s this longstanding divide was exacerbated as a result of promoting London as a global financial hub, so when the crisis hit many expected some regional economic convergence as redundancies spread throughout the financial sector. This has, however, not taken place and previous patterns of uneven development have rather been reinforced. Attempts have been made to explain this deepening of established geographical patterns as the result of different regions’ degrees of economic resilience, but this approach is, however, problematic because it naturalizes crises, downscales responsibility and neglects politics. Inspired by Martin Jones’s concept of the ‘spatial selectivity of the state’, the paper will rather argue that to understand the uneven geography of the economic crisis, one has to look beyond localized resilience to how the state’s austerity policies have displaced the crisis’s impacts away from its origins in a London-centred financial sector. In recent years, substantial changes have been implemented to the audit regimes for local authorities in several countries. Following the abolishment of the Audit Commission, a unique regime for the audit of local authorities has emerged in England, with external audit now fully conducted by private sector audit firms. Auditor appointments for the vast majority of local authorities are now managed by a new organisation, Public Sector Audit Appointments Limited (PSAA). Drawing on the determinants of audit credibility developed by Funnell, Wade and Jupe (2016), this paper examines how local authority stakeholders in the transformed landscape of local public audit in England perceive audit credibility, including the role of PSAA and other audit stakeholders. Findings show that the impact of current arrangements is positively perceived by stakeholders in relation to auditors' technical competence and independence, at least in the short term, however significant concern is found amongst stakeholders regarding the usefulness of local public audits. Compared to Funnell et al. (2016), we ascribe these differences to the different context of audit in English local government and suggest the relative weighting of determinants of audit credibility are contingent. This paper identifies the key determinants of spatial variability of productivity, focusing on small and medium-sized enterprises (SMEs) in the service sector across England. Due to the hierarchically structured data, multilevel analysis is applied to distinguish the effects of a firm's internal variables and (sub)regional factors on productivity. Using cross-sectional data for 10,400 SMEs from the UK government's Small Business Survey, 2015, the results show that firm-specific determinants significantly influence productivity. The findings also indicate that location, local enterprise partnerships (LEPs) and where firms operate play a pivotal role in determining SME productivity. In particular, at the LEP level, increasing labour supply, promoting local funding and improving broadband speed potentially enhance firm productivity. [ABSTRACT FROM AUTHOR]

This paper makes use of data on origin to destination migration by postcode derived from a large biannual consumer survey, Acxiom’s Research Opinion Poll, to measure distances of migration within England in the mid-2000s. These data provide an opportunity to evaluate conventional methods of centroid-based estimation of inter-zonal distance and area-based estimation of intra-zonal distance, and demonstrate how the latter in particular generates problematic estimates. A new regression-based approach for generating intra-zonal distance is presented, resulting in significantly improved goodness-of-fit statistics when used in doubly constrained spatial interaction modelling of migration flows for local authority districts in England from the 2001 and 2011 Censuses. In the 1580s and 1590s, the English state required that all subjects of the crown attend the Protestant state church. Those who refused (called recusants) faced imprisonment as part of the government's attempt to bring them into religious conformity. Those imprisonments forced involuntary marital separation onto Catholic couples, the result of which was to disrupt traditional gender roles within Catholic households. Separated wives increasingly fulfilled the work their husbands performed in addition to their own responsibilities as the matriarch of a landed estate. Gentlewomen were practiced at estate business since they worked in partnership with their husbands, but a spouse's imprisonment often meant that wives wrote more petitions and settled more legal and financial matters than they did when their husbands were at liberty. The state also imprisoned Catholic wives who undermined the religious conformity of their families and communities. Spousal imprisonment deprived couples of conjugal rights and spousal support and emphasized the state's power to interfere in marital relationships in early modern England. [ABSTRACT FROM AUTHOR]

This paper looks at factors influencing the development of information literacy (IL) teaching within UK Higher Education (HE). It includes a review of recent literature on the current HE climate, curricula developments and the scope and breadth of IL. Using the experience at Leeds University Library as a case study, the paper outlines the development of a new strategy to deliver IL teaching and support to students. It describes the process of developing an academic skills strategy, which places IL within a broader range of academic skills, with the aim of contributing to the overall learning development of students. The case study describes the implementation of the strategy and the key stakeholders involved in this, including faculty team librarians , academic skills development officers and academic staff. The paper concludes that there were significant external and internal developments which had an impact on the direction taken by the strategy, specifically in embedding IL within an academic skills framework. In looking at the broad picture and by providing a case study from one of the few UK HE libraries to have progressed the academic skills agenda, it is hoped that the issues raised in the paper allow for reflection of the position of IL at the current time by all those involved in ensuring the acquisition of these skills by students. This paper evaluates critically the validity of the competing conceptualizations of informal employment that variously read such work as a leftover of a previous mode of production, a by-product of, alternative or complement to formal employment. Until now, the common tendency has been for commentators to universally privilege one conceptualization over the others. Reporting data collected through 861 face-to-face interviews in 11 deprived and affluent urban and rural English localities, the finding is that each conceptualization is a valid portrayal of particular types of informal employment, and that only by combining and using them all is it possible to achieve a finer-grained and comprehensive understanding of the complex and diverse nature of informal employment as a whole. Purpose - The aim of this paper is to move beyond the market/non-market divide and to recognise the plurality of labour practices in societies by adopting a variant of what Glucksmann calls "a total social organisation of labour" approach. Design/methodology/approach - To transcend the conventional depiction of separate market and non-market spheres, this paper adopts a total social organisation of labour approach which recognises a multiplicity of labour practices existing on a spectrum from market to non-market practices crosscut by another spectrum from wholly monetised to wholly non-monetised practices. This conceptual lens is employed to analyse the results of 861 face-to-face interviews on the labour practices used in affluent and deprived urban and rural English localities. Findings - The outcome is to reveal the multifarious labour practices in these English localities along with how both work cultures and the nature of individual labour practices vary socio-spatially. While affluent and rural populations draw more on an array of market-oriented and monetised labour practices, deprived populations and urban localities are found to rely more on a range of non-market and non-monetised labour practices, and all labour practices are more likely to be conducted out of necessity in deprived and urban populations and out of choice in affluent and rural populations. Research limitations/implications - The paper only provides a snapshot survey. It does not show the changes taking place over time. Practical implications - It reveals how it is mistaken to privilege the development of labour practices in the formal market economy and displays the feasibility of, and possibilities for, alternative futures beyond market hegemony. Originality/value - The paper transcends the market/non-market dualism and proposes an alternative conceptual framework to capture the multifarious labour practices in societies. The endangered Eurasian Otter (Lutra lutra) became a protected species in England and Wales in 1978. The gradual recovery of the species coincides with the rise in specimen fishing on stillwater fisheries and increased concerns about predation. Although otter-proof fencing has been identified as the most effective medium-long term solution, the lack of a formalised legal mechanism to remove otters from fenced fisheries compromised livelihoods and otter welfare. Recognising this, the UK Wild Otter Trust (UKWOT) successfully lobbied for a licence to humanely trap and remove them. This paper examines the initial media and stakeholder responses to Natural England introducing the CL36 'Class Licence' to live capture and transport Eurasian otters (Lutra lutra) that are trapped in fenced fisheries to prevent further damage. The paper analyses the UKWOT 'Interventions Spreadsheet' for the three years of the CL36 licence (November 2016 to June 2019) and the AT Fishery Management Advisors (FMA) 'Otter Log' (March 2017 to March 2019), to trace otter-related enquiries. Purpose: The purpose of this paper is to analyse the current nature and content of biodiversity reporting practices adopted by English local councils. By adopting a multi-theoretical framework that relies on economic and social theories such as agency, stakeholder, legitimacy and institutional theories, this study also aims to investigate the factors that explain the extent of biodiversity disclosure provided by local councils. Design/methodology/approach: This study uses a self-constructed disclosure index to analyse the biodiversity-related information published in the official websites of 351 English local councils. A multivariate analysis was conducted to analyse the association between local councils' characteristics and biodiversity disclosure. Findings: This study shows that the information disclosed on local biodiversity is limited and does not allow the interested stakeholders to get a comprehensive picture of the current status of local biodiversity. It also provides evidence that the level of biodiversity disclosure is significantly associated with the level of local council's population, the presence of councillors from environmentally oriented parties and environmental non-governmental organisations operating in the local council area, poor biodiversity management practices and local councils' visibility. Originality/value: This study is one of the few accounting studies that provides a comprehensive analysis of biodiversity disclosure by analysing its nature and content and investigating the factors associated with such disclosure. It extends agency, stakeholder, institutional and legitimacy theories, by showing that local councils use voluntary disclosures to satisfy the informational needs of the main stakeholders and to assure that their strategies and practices conform to the values and expectations of the community they represent. Purpose - The aim of this paper is to examine the significance and the implications of efforts to institute workforce modernization within the police service in England and Wales. Design/methodology/approach - The approach taken uses an analysis of the modernization proposals advanced by Her Majesty's Inspectorate of Constabulary as its starting point. Findings - The development of workforce modernization in the police service would appear to have eroded the hitherto "reform-resistant" nature of policing, however political factors continue to impede reform. Research limitations/implications - Although more evidence concerning the scale and the outcomes of the reform process would be desirable, the main implication of this paper is that workforce modernization in the police is viable, but constrained by political factors. Originality/value - Empirically, the paper focuses on developments in a sector--the police service--that has been neglected by the existing literature on workforce modernization; theoretically, it demonstrates the important influence often exercised by political contingencies over public sector workforce reform. This paper examines the challenges facing English flood risk management (FRM) policy and practice when considering fair decision-making processes and outcomes at a range of spatial scales. It is recognised that flooding is not fair per se: the inherent natural spatial inequality of flood frequency and extent, plus the legacy of differential system interventions, being the cause. But, drawing on the three social justice models – procedural equality, Rawls’ maximin rule and maximum utility – the authors examine the fairness principles currently employed in FRM decision-making. This is achieved, firstly, in relation to the distribution of taxpayer's money for FRM at the national, regional and local levels and, secondly, for non-structural strategies – most notably those of insurance, flood warnings and awareness raising, land use control, home owner adaptation and emergency management. A case study of the Lower Thames catchment illustrates the challenges facing decision-makers in ‘real life’: how those strategies which appear to be most technically and economically effective fall far short of being fair from either a vulnerability or equality perspective. The paper concludes that if we are to manage flood risk somewhat more fairly then a move in the direction of government funding of nationally consistent non-structural strategies, in conjunction with lower investment decision thresholds for other local-level FRM options, appears to offer a greater contribution to equality and vulnerability-based social justice principles than the status quo. Typologies of government–voluntary sector relations mostly categorize nation-level situations, and omit consideration of intra-national differences. They are also rarely subject to empirical testing and subsequent theoretical development. This paper reports on research to apply Kuhnle and Selle's (2002) relational typology, which characterizes the experience of “Britain,” to a study of Scottish and English voluntary organizations' relations with government. Contrary to Kuhnle and Selle, the paper demonstrates — through survey data — a divergence between Scotland and England, within the “British” context, and advances the case for further testing of such conceptual typologies. The methodological challenges in moving from a theoretical framework to a research design capable of field application, using survey methods, are illustrated and discussed. There are many different forms and interpretations of rewilding: the concept and its practice vary from country to country, with distinct interpretations according to its geographical location. Despite the term rewilding having been present in the lexicon for three decades, the concept of rewilding in England has experienced a prolonged developmental stage. This paper argues that a unique form of English rewilding is now emerging, which is distinct from rewilding in other parts of the world. Compared to other locations rewilding in England operates at smaller spatial scales; its ambitions to increase biodiversity, restore ecosystem functioning and increase natural autonomy are somewhat curtailed; it involves higher levels of human intervention; and, perhaps most tellingly of all, it goes by another name – ‘wilding’, ‘wild’ or ‘wilder’ with little mention of the much-maligned prefix ‘re’. This conclusion has been developed following a comparative case study of two English ‘rewilding’ sites (the Avalon Marshes and Wild Ennerdale) involving 49 semi-structured interviews: twelve expert interviews and nineteen and eighteen stakeholder/practitioner interviews at the Avalon Mashes and Wild Ennerdale respectively. Recent debate has highlighted the Important significance of social partnership in further education for developing new approaches to English vocational education and training (VET). There is international evidence of the contribution that well-established social partnerships between employers, unions and government can make to deliver VET effectively. It is argued that in England VET can benefit from adopting and embedding social partnership models, especially ones in which further education (FE) colleges have a local and regional anchoring role. However, to date, England has persistently failed to implement any kind of significant social partnership for various reasons - a crucial one being government reliance on an employer-led approach to VET. A prerequisite for developing social partnership in further education is to identify and garner support for promising governance and cooperation structures. Such identification foregrounds a conception of a rich civil society and economy, with local and regional partnerships being essential enablers. An examination of FE colleges as part of a VET system reviews the benefits of establishing a coordinated skills system providing coherent local, regional and national pathways for vocational, technical and skilled work. For pilot or experimental employment programme results to apply beyond their test bed, researchers must select ‘clusters’ (i.e. the job centres delivering the new intervention) that are reasonably representative of the whole territory. More specifically, this requirement must account for conditions that could artificially inflate the effect of a programme, such as the fluidity of the local labour market or the performance of the local job centre. Failure to achieve representativeness results in Cluster Sampling Bias (CSB). This paper makes three contributions to the literature. Theoretically, it approaches the notion of CSB as a human behaviour. It offers a comprehensive theory, whereby researchers with limited resources and conflicting priorities tend to oversample ‘effect-enhancing’ clusters when piloting a new intervention. Methodologically, it advocates for a ‘narrow and deep’ scope, as opposed to the ‘wide and shallow’ scope, which has prevailed so far. The PILOT-2 dataset was developed to test this idea. Empirically, it provides evidence on the prevalence of CSB. In conditions similar to the PILOT-2 case study, investigators (1) do not sample clusters with a view to maximise generalisability; (2) do not oversample ‘effect-enhancing’ clusters; (3) consistently oversample some clusters, including those with higher-than-average client caseloads; and (4) report their sampling decisions in an inconsistent and generally poor manner. In conclusion, although CSB is prevalent, it is still unclear whether it is intentional and meant to mislead stakeholders about the expected effect of the intervention or due to higher-level constraints or other considerations. Here, we investigate whether England's 152 local flood risk management strategies (LFRMSs) satisfy minimal legislative criteria and address the growing surface water flood (SWF) risk caused by climate change. A systematic audit was used to assess the alignment of the LFRMSs with national climate change legislation and other relevant national strategies. An objective method to identify inclusion of a range of factors that good strategies should include was applied. LFRMSs are mostly meeting their minimum statutory requirements. However, there is a widespread issue across most LFRMSs regarding inadequate consideration of increasing SWF risk from climate changes, which highlights the need for enhanced LFRMSs by improved planning and climate change adaptation plans. There is some evidence of good practice within the LFRMS portfolio, which is discussed in the context of the ongoing LFRMS update process. Beyond England, there are implications for developing FRM processes at a local level that can be objectively assessed against national requirements. Communities in England face inadequately managed SWF risk in the future because of the range in plan quality across the LFRMSs. This research contributes to the ongoing examination of the full suite of 152 LFRMSs and, therefore, builds towards a complete assessment of the SWF management approach in England.
