The combination of anaerobic digestion and pyrolysis technologies could be a novel energy-biochar production system to maximize energy and nutrient recovery from pulp and paper mill sludge. Herein, the life-cycle energy production and emissions reduction of sludge treatment from a typical pulp and paper mill were investigated, in which alternative uses of biogas for industrial or household application, in different regions of the world, were assessed. The three scenarios considered for different end-uses of biogas are: (A) biogas for vehicle fuel in the transportation sector in Sweden, (B) biogas for heat and electricity in the power sector in Brazil, and (C) biogas for cooking in households in China. The results of Environmental Life-Cycle Assessment (E-LCA) show that for all these three scenarios, the use of biogas and pyrolysis gas contributes most to emissions mitigation, while the dewatering and drying processes carried out on the sludge, contribute the most to the environmental emissions. Addition of biochar to the soil, contributes significantly to a reduction in global warming by sequestering carbon in the soil. Compared to scenarios B and C, Scenario A, in which biogas substitutes gasoline in transportation, and heat from combusted pyrolysis gases is used for district heating in Sweden, demonstrates the highest environmental performance for all the evaluated impact categories. However, ethanol production only increased significantly with the National Program of Ethanol implementation in 1975. This program was another action taken by the Brazilian government aiming to provide conditions for the development of the ethanol industry in the country. With the program, it was possible to achieve significant progress; however, it finished in the mid-1980s. Currently, ethanol is produced on a large scale by more than 300 sugarcane mills all over the country. In 2016, the Brazilian government provided another incentive for ethanol production by creating the RenovaBio Program, which aimed to reduce greenhouse gas emissions. Besides the environmental aspect, Brazil's ethanol industry needs to develop to supply future biofuel demand. According to the forecast provided in this paper, and considering technical, economic, and environmental aspects regarding the Brazilian ethanol industry, the current and only feedstock used is likely to be insufficient. This paper documents the experience of teaching environmental impact assessment (EIA) to undergraduate students at Escola Politécnica, an engineering school in Brazil, where EIA was first introduced as a graduate course in 1990, evolving to be taught as an undergraduate course. Learning objectives, course contents and teaching approaches are described. The courses have always sought to prevent a "legal trap" in teaching EIA, i.e. shaping the contents and the approach upon the applicable legal requirements, as it is assumed that, ultimately, EIA is not practiced because of laws, but because society calls for environmentally and socially responsible decision-making. Given the limited literature on EIA education, the paper also hopes to stimulate further reflection and debate on the role of teaching in enhancing environmental assessment practice and in improving its effectiveness and disseminating best practices. The principal aim of environmental impact assessment (EIA) is to foster sustainable development. Sustainability can be conceived along a 'weak' and 'strong' continuum, in which the latter holds that substitution of natural capital is severely limited, and evidence suggests that weak sustainability prevails in decision-making supported by EIA. Therefore, based on the assumption that strong sustainability is the required goal to protect biodiversity and mitigate future climate change, the aim of this paper is to establish the concept of transformative effectiveness to better evaluate how EIA can foster the transformation of stakeholders' frames of references towards strong sustainability. The EIA systems of the US, EU, and Brazil were analyzed to identify the implicit and explicit drivers towards transformative change to a strong sustainability goal. A literature review of transformative change within impact assessment was used for identifying the necessary changes that need to come from both within policy actor networks and from the wider social-ecological-technological system in which EIA operates. This special volume of the JCLP is mainly built upon articles presented at the 6th International Workshop Advances in Cleaner Production held in São Paulo, Brazil, in 2017. The event had provided a progressive interdisciplinary meeting for knowledge advance and information trade. Papers in this issue cover a broad range of perspectives of cleaner production strategies and practices, and a special focus was placed upon the type of contribution – practical, conceptual/practical, conceptual - and the scale of their coverage – local, regional and global. The papers provide understanding on the research intended to systematically include cleaner production in the path sustainability, and identifies the extent to which cleaner production practitioners directly and indirectly provide local, regional and global solutions. Key results of this introductory article include research on: efficient and responsive use of energy and resources; the search for reduced emissions, the role of managerial support and environmental assessments, and the implementation/analysis of closed-loop systems of materials. After the first applications in the early 1990's, the practice of SEA in Brazil has been going through a slow, but important evolution. In this paper we elaborate on the main aspects of this evolution, based on the findings of a comparative study that put the practice of SEA in different contexts into perspective. SEA systems considered included consolidated (UK, Spain and Portugal) and unconsolidated (South Africa, Mexico, Angola and Mozambique) systems. The Brazilian system is characterised by a disperse structure and a low level of self-organisation, which makes integration with plan making difficult while, at the same time, stimulating "flexible" and "adaptive" SEA processes. We suggest that the lack of both, institutional drivers and a clear procedural framework are hindering further development of the Brazilian system. [ABSTRACT FROM AUTHOR]

An introduction is presented in which the editor discusses various reports within the issue about environmental impact analysis and environmental protection in Latin American countries including Brazil, Mexico and Chile.

One of the requirements for a good Strategic Environmental Assessment (SEA) is its capacity to adjust itself to the planned decision-making process. This paper presents recent experiences involving the application of SEA in Brazil in three different contexts. In the first case, an SEA was conducted to meet a request of the Ministry of Tourism for information to prepare the Development Plan for Sustainable Tourism in the North Coast. The second case is an initiative undertaken by the Secretary of Environment of the State of Bahia for the construction of a seaport-industrial complex in the region of Ilhéus (Bahia). Finally, an SEA commissioned by a group of environmental NGOs to assess options for the development of a mining-metal and chemical-gas complex in the Pantanal Region near the Bolivian and Paraguayan border is presented. The paper highlights the differences in the contexts of the three studies (responsibilities in the decision-making process, stages of the planning process, etc.) as well as in their methodological approaches. Pressures are mounting for the simplification of environmental impact assessment (EIA). This phenomenon is drawing increasing scholarly attention, but studies have not gone far beyond speculating what could happen as a result of recently implemented or proposed regulatory changes. This paper takes a more longitudinal look at simplified EIAs. The main objective was to analyze the perceived outcomes of a number of simplified EIA processes, using Brazil as the empirical context. More specifically, this paper aimed at understanding: 1) how simplified EIAs have been conceptualized and implemented in southeastern Brazil; and 2) how developers and civil servants in that region perceive the outcomes of simplified EIAs. This study adopted a sequential mixed method research approach. Data was collected through literature reviews, 261 telephone-based interviews and 10 face-to-face interviews. Degrees of EIA simplification can vary significantly within and across jurisdictions. In any case, simplification is often framed as a win-win solution to EIA ineffectiveness, through which regulatory and procedural changes are made to ease the process, while, at the same time, maintaining or providing better environmental protection. This approach is more frequently applied to potentially low-impact processes. Chi-square tests of the data collected through telephone interviews in the Brazilian state of Minas Gerais indicated that developers tend to perceive EIA processes as difficult and slow regardless of how simplified it is. Most civil servants, who were directly involved in the implementation of simplified EIAs in state environmental agencies, argued that simplified EIAs are driven mostly by environmental agencies, as these institutions have long been unable to cope with an ever-increasing load of license applications. Policy outcomes of simplified EIAs in the territory are not sufficiently monitored by state agencies. Civil servants revealed concerns about the potential long term effects of EIA simplification on the ground, as they have had limited resources for audits and inspections. [ABSTRACT FROM AUTHOR]

In mid-2018, several neighbourhoods in Maceió, Brazil, were affected by soil subsidence in the region. Since then, unprecedented developments and consequences have been observed in the affected areas. Against this backdrop, the study aims to analyses the socio-environmental impacts suffered by the five neighbourhoods affected by subsidence from rock salt extraction in the municipality of Maceió, Alagoas, Brazil. We collected secondary data from documents (Geological Survey studies, information made available by the Federal Public Prosecutor's Office, Compensation Plan, Terms of Agreement, Socio-urban Action Plan, Environmental Impact Study, Study of the Economic Impact of the Disaster) to assess the socio-environmental impacts caused by the socio-environmental disaster. These data were analysed using Checklist, Interaction Matrix, and Delphi. The results highlight the complexity of the effects since they were observed from a multidisciplinary approach. In addition, it is clear that these impacts were relevant and important from the specialists' point of view and, when analysed quantitatively and qualitatively,such as impacts on identity and cultural aspects, change in standard of living, and overload in the provision of public facilities, which had a high degree of impact when evaluated in this study. The study also concluded that it is pertinent to take measures to mitigate the impacts indicated as possible through integration between public authorities and the mining company. Upon its completion, a technical product in the form of a document containing the identified mitigation measures was submitted to the competent authorities. This study undertakes a Life Cycle Assessment (LCA) of red and white wine production in Brazil, focusing on a leading winery in the Serra Gaúcha region. Given the notable lack of similar research in this area, our study employs LCA methodologies to evaluate the environmental impacts associated with the winery stage. Our results indicate that although white wine generally exhibits a lower environmental impact than red wine, the specific impacts differ substantially across various environmental categories, highlighting the necessity for context-specific assessments. We also find that electricity consumption, sugar usage, and liquid CO2 production are the primary drivers of environmental impacts, especially in toxicity-related categories. Moreover, our research critically examines the suitability of the Product Environmental Footprint Category Rules (PEFCR) within the Brazilian context and proposes a revised set of impact categories. This revision enhances the accounted impacts from 55% in the existing PEFCR 2.0 to 80% in our recommended framework, suggesting the need for more tailored environmental impact assessment tools in regional settings. Through these findings, our study not only addresses a significant gap in LCA research within the Brazilian wine industry but also sets the stage for improved environmental management practices across Brazilian wine industries. These enhancements are crucial for aligning local production processes with global sustainability standards and advancing the environmental stewardship of the wine sector in Brazil. Strategic Environmental Assessment (SEA) is assumed to be an important instrument to support decision-making in Brazil. Although not mandatory, nearly 35 SEAs, of which one third are devoted to energy plans and programmes (oil, gas, hydroelectricity and biofuel), have been prepared over the past 15 years in Brazil. The effectiveness of SEA, however, has not been studied in detail. This paper reports on the application of a procedural effectiveness analysis to 9 SEAs prepared for energy planning in Brazil, of which 5 deal with renewable energy plans and programmes. The results indicate no significant difference between renewable and non-renewable energy in terms of procedural effectiveness, with adequate performance in screening, baseline and description of mitigation actions, but serious deficiencies in the definition of SEA objectives, identification of strategic alternatives, description of public participation and follow-up strategies. The variability in the performance to each effectiveness criteria is taken as evidence that Brazil has not achieved consistency in SEA procedures, reinforcing the need for improvements in the current system. Teaching Impact Assessment (IA) is both important and challenging. In this context, international literature presents a set of Best Practice Principles for IA Teaching and Training. This paper proposes and applies a framework of 14 indicators to analyse the content of IA teaching. It focuses on the Brazilian Environmental Engineering Programs, and the methodological process involved examining the literature as well as content analysis. The framework application showed to be practical and objective. Results indicate that the capacity to incorporate the specifics of the IA system is a strength of IA teaching in Brazil. On the other hand, the results highlight many weaknesses, e.g. the focus on teaching only IA applied to projects (in spite of the many IA types present in IA literature and international practice), focus on impact assessment statement (instead of the whole IA process) and gaps related to study of alternatives, cumulative impacts and public participation. The fundamental differences between the dimensions of sustainable development have been identified by researchers and many assessment tools have been developed in several countries. This paper introduces the development of a methodology for determining the weight of each dimension employed in sustainable construction assessment through the use of assessment tools that use the Brazilian indicators of sustainable development in accordance with the Commission on Sustainable Development, and also through the utilization of a database provided by the Brazilian Geography and Statistics Institute (IBGE). Firstly, the Sustainability Panel tool was employed to reveal separately the status of dimensions in sustainable development (environmental, social and economic) and then it was made a statistical analysis of the results for each region in Brazil (north, northeast, midwest, southeast and south). The solution presented in this paper aims to reduce the inconsistencies found in the adjustments of the assessment tools considering regional differences based on political actions included in governmental agencies. A significant increase in wind-power generation has occurred since 2008 in coastal regions of northeastern Brazil. Many wind farms have been erected on territories claimed by traditional communities, which have suffered changes in how they obtain resources as a consequence. Here we study the Xavier community, a settlement of 20 families and 66 people, located in the Camocim municipality of Ceará state. Xavier residents subsist on extractive activities such artisanal (non-mechanized) fishing, shellfish collection, and crop cultivation. But in 2009 one of Ceará's largest wind farms was established approximately 200 meters from the settlement. Although some may see these projects as low impact, wind farms in Ceará are being implemented in areas that are environmentally unstable, located within territories claimed by traditional communities, negatively affecting their livelihoods. This paper analyzes the social impacts caused by the establishment of the wind farm through participant observation, group workshops, and analysis of textual materials. Several problems are described, including the absence of basic infrastructure and employment; road blockages; privatization of common resources; noise from turbines; constant fear of accidents involving turbines; internal conflicts among Xavier residents caused after the implementation of the wind farm; and burial of lakes. Both open pit mine and smelter projects can have significant impacts on a variety of environmental resources. Among these, air quality of the surroundings is a key issue. Additionally, the environmental assessment of projects demands integrated approach taking in account all pollution sources. Therefore, specific focus has been put on the methodology for assessing impacts on air quality. This paper proposes an integrated index of environmental impact aiming to quantify the air quality impact of industrial operations around an urban area, in case of scarcity of in situ acquired data. This proposed pollution index is demonstrated by a case study conducted in the municipality of Congonhas, Brazil, in which contributions of five open pit mines and two smelters were studied. To achieve the pollution index, the wind rose and distances from the centroids of effective areas to the urban nucleus itself were considered, taking into account the wind projection areas from windward impacting sources on the leeward impacted urban site. The proposed index also includes the squared wind speed (proportional to the kinetic energy transferred in uplifting dust from ground surface). The method proposed is considered suitable for impact assignment for each one of the air pollution sources in the neighborhood of studied area. Deforestation in the Brazilian Amazon has dropped substantially after a peak of over 27 thousand square kilometers in 2004. Starting in 2008, the Brazilian Ministry of the Environment has regularly published blacklists of critical districts with high annual forest loss. Farms in blacklisted districts face additional administrative hurdles to obtain authorization for clearing forests. In this paper we add to the existing literature on evaluating the Brazilian anti-deforestation policies by specifically quantifying the impact of blacklisting on deforestation. We first use spatial matching techniques using a set of covariates that includes official blacklisting criteria to identify control districts. We then explore the effect of blacklisting on change in deforestation in double difference regressions with panel data covering the period from 2002 to 2012. Multiple robustness checks are conducted including an analysis of potential causal mechanisms behind the success of the blacklist. We find that the blacklist has considerably reduced deforestation in the affected districts even after controlling for the potential mechanism effects of field-based enforcement, environmental registration campaigns, and rural credit. This paper provides an overview of current IA research in Brazil, considering its extension, lessons learned and the quality of its practice, as well as barriers to research, current gaps and future research endeavours. Despite the big effort devoted to IA research in the country, there is a small number of groups dedicated to the systematic research of IA instruments, its procedures and methods, the assessment of its effectiveness and the evidence to support good practice, the study of the organization of IA systems and their influence on decision-making. In our opinion, the lack of a well structured and distinct field of training and research is one of the major barriers to IA research. Similar to other countries, IA research is not recognised by scientific agencies/committees as a proper field of research, which means the majority of IA research grants is being evaluated/approved by committees with a small or no background in IA. There is, however, a significant contribution to be offered by research to foster IA development in Brazil. Besides the systematic assessment of IA effectiveness and the definition of procedures, methods and approaches to fill the currently well-described gaps, future research efforts should include the study of learning processes through IA practice and their influence in decision-making, the connections between IA and planning, and the benchmarks to environmental governance coming from IA practice. Large-scale photovoltaic (LSPV) may cause significant changes in the environment and lead to detrimental impacts on the natural and anthropic environments. First, this paper reviews the scholarly literature to collect data regarding the different environmental impacts occurring during LSPV installation and operation. Secondly, methods used in the Environmental Impact Assessment (EIA) for LSPV are evaluated through a sample of 20 EIAs. This shows that there are flaws in the methodology used in the EIAs that support environmental licensing of LSPV. In this context, this work proposes a multicriteria approach that aims to convey the main environmental and socio-economic aspects of LSPV and assess impact magnitude and importance. The method is built on the needs to improve EIA for the licensing of solar projects in Brazil. The model offers a structured approach that incorporates detailed criteria that reflect direct and indirect impacts of both terrestrial and floating PV and is designed to provide the assessment magnitude and estimate scenarios according to different stakeholder's views. The objective of this paper is to analyze a tiering scoping approach developed to identify critical multidimensional sustainability issues and impacts of a large infrastructure project: the land transport project linking northern Brazil with a new port on Guyana's coast. The Inter-American Development Bank awarded a technical assignment to develop the terms of reference of a country environmental assessment, a strategic environmental and social assessment and an environmental and social impact assessment of the project(s). The complexity of the issues at stake lead to the design of a tiered assessment process supported by wide-ranging participative sessions involving 170 individuals from Guyana and Brazil and from diverse sectors. The process identified ex ante conditionalities, critical factors for decision-making and valued socioenvironmental and governance components. Such complex and determinant planning initiatives for the future of a country need to be supported by comprehensive, well-sequenced scoping processes. [ABSTRACT FROM AUTHOR]

Sustainability indicators (SIs) are important elements in Strategic Environmental Assessment (SEA) processes. By means of Content Analysis, the documentary study underlying this paper aimed to characterise and analyse the use of SIs in the final reports of 32 SEAs conducted in Brazil. The results are that 30 SEAs utilise SIs, aiming to make the baseline of the study (all of them), anticipate and monitor the effects of the plan or program (73.3%), compare scenarios (46.7%) and/or alternatives (26.7%). Reports have shortcomings in addressing the SIs, such as insufficient description of the selection process, no reference to the selection criteria adopted, and the use of vague and poorly formulated SIs, that are often expressed in the form of impact or objective. Other aspects related to SIs are analysed, with the quantification of their occurrence. The study also highlighted good practices identified in SEAs, which may improve the management of SIs in future processes. [ABSTRACT FROM AUTHOR]

Historical records of socio-environmental impacts related to large-scale iron ore development in Brazil are driving different planning approaches in the burgeoning iron mining and smelting complex of Corumbá, located at the border of the Pantanal ecosystem in the Brazilian state of Mato Grosso do Sul. Among the most relevant efforts are two strategic environmental assessments (SEA): one was led by a mining company and the other by a civil society committee. This paper assesses to what extent these SEAs can contribute to the mitigation of negative socio-environmental impacts of the Corumbá Complex. It also evaluates if the SEA methodologies meet a number of SEA Performance Criteria. The analyses, which were based on literature reviews and content analysis of the SEA documents, reveal that the two SEAs represent an important effort to incorporate environmental variables into more strategic levels of the Pantanal region's planning. With the growing demands for food and biofuel, new technologies and crop management systems are being used to increase productivity and minimize land-use impacts. In this context, estimates of productivity and the impacts of agriculture management practices are becoming increasingly important. Numerical models that describe the soil-surface-atmosphere interactions for natural and agricultural ecosystems are important tools to explore the impacts of these agronomical technologies and their environmental impacts. However, these models need to be validated by considering the different soil and environmental conditions before they can be widely applied. The process-based terrestrial agricultural version of the Integrated Biosphere Simulator (IBIS) model (Agro-IBIS) has only been calibrated and validated for North American sites. Here, the authors validate the Agro-IBIS results for an experimental soybean site in southern Brazil. At this site, soybean was grown under two different management systems: no tillage (NT) and conventional tillage (CT). The model results were evaluated against micrometeorological, soil condition, and biomass observations made during the soybean growing season. The leaf area index (LAI) was underestimated, approaching the values obtained in the CT crop system, with higher error in the leaf senescence period. The model shows higher skill for daily averages and the diurnal cycle of the energy balance components in the period of high LAI. The soil temperature and moisture were robustly simulated, although the latter is best correlated with the observations made at the CT field. Brazil is the second largest producer of genetically modified crops (GM crops) and the National Technical Commission on Biosafety (CTNBio) the decision making agency on this matter. The country uses Risk Analysis (RA) and project EIA as tools for biosafety evaluation. This paper aims to review the appropriateness of these tools for evaluating the environmental impacts of GM crops, also considering institutional aspects. An overview of the process of release of GM crops in Brazil along with important operational and institutional aspects is provided. The results indicate that project EIA could be applied to GM crops in specific sites and RA could give support to the evaluation of GM crop itself. Empirical research dedicated to Strategic Environmental Assessment (SEA) is mostly grounded on SEA systems guided by legal requirements, clearly stated procedures and systematic use of SEA to policy- and plan-making. Nevertheless, a considerable parcel of SEA practice is currently occurring in countries with no specific legislation or guidance to be followed, i.e. non-regulated SEA systems. Therefore, it is important to understand how SEA is performing in these countries and to establish whether related SEA systems are subject to the same premises and perspectives of effectiveness that have been reported in literature so far. The paper provides a comprehensive analysis of the state-of-practice in Brazil, based on best practice analysis of SEA reports and interviews, reporting empirical evidence regarding the use of SEA and its related timing, procedural performance and key players involved. Main findings reveal an isolated instrument, embroidered in a disperse and unclear framework, poorly coordinated and highly sensitive to circumstances. Provision of a structured system, indicating clear purposes of SEA, systematic procedures and stakeholder's responsibilities are suggested as potentially relevant measures to balance current system's flexibility, thus fostering SEA effectiveness. This paper presents the distributions of the investigation of trace metals geochemistry in surface sediments of the Sergipe river estuary, northeast Brazil. Analyses were carried out by Flame or electrothermal atomic absorption spectrometry (FAAS or ETAAS). Principal component analysis was applied to results to identify any groupings among the different sampling sites. In order to determine the extent of contamination, taking into account natural variability within the region, metal concentrations were normalized relative to aluminium. Cr, Cu, Ni and Zn contamination was observed in sediments from the area receiving highest inputs of domestic wastes, while cadmium contamination occurred in sediments from the region affected by highest inflows of industrial effluents. Possible toxicity related to these metals was examined using the relationship simultaneously extracted metals/acid volatile sulfide and by comparing sediment chemical data with sediment quality guidelines ERL-ERM values. Results obtained using the two methods were in agreement and indicated that adverse effects on aquatic biota should rarely occur. [ABSTRACT FROM AUTHOR]

Public policies encouraging the insertion of large industrial and commercial developments near highways, associated to exclusionary housing policies, have shaped over the past decades a new urbanization phenomenon; the sprawl. This is largely characterized by discontinuous and fragmented occupation, with random population densities. This phenomenon brings environmental and social impacts to the urban and rural population, in addition to a great burden for the Government. In line with this and considering the lack of discussion about the topic, this paper discusses some of those impacts observed in Londrina -- PR, Brazil. The influence of urban sprawl in this city has shown to impact traffic, waterproofing rates and green areas, in addition to under-utilizing the infrastructure due to large urban voids and vacant lots. With the data presented here, it is hoped that debates emerge on the importance of rethinking the plan, so that everyone can have legal access to the city (endowed with infrastructure), as well as the importance of developing strategies to contain urban sprawl. Abstract: There is a move towards large-scale planting of perennial bioenergy crops in many countries to help reduce Green House Gas emissions, whilst still meeting energy demand. However, the implications of such wholesale land use change have yet to be fully understood which raises some concerns over the strategy. This paper identifies, through literature review, that significant social, economic and environmental impacts might be expected from land use change in two different parts of the world, São Paulo, Brazil, where sugarcane is the predominant perennial biomass crop, and England where miscanthus and short rotation coppice are likely to predominate. In order to examine the extent to which these impacts can be addressed in decision-making, the paper develops a framework for testing the effectiveness of environmental assessment practice in these two regions, and applies it to both. The conclusion is that, whilst tools which can address sustainability impacts in decision-making exist, the legal framework in England precludes their application for the majority of land use change, and in Brazil there is incomplete consideration of social and economic impacts at the strategic level. Material waste has been recognized as a major problem in the construction industry that has important implications both for the efficiency industry and for the environmental impact of construction projects. Moreover, waste measurement plays an important role in the management of production systems since it is an effective way to assess their performance, allowing areas of potential improvement to be pointed out. This paper describes the main results of two research studies carried out in Brazil that investigated the occurrence of material waste at 74 building sites located in different regions of that country. Some typical figures for the waste of some key construction materials are provided, and the main causes of waste in the sector are discussed. The results indicate that the waste of materials in the Brazilian building industry is fairly high and that a large variability in waste incidence is found across different projects. Most of this waste can be avoided by implementing inexpensive preventive measures, mostly related to managerial improvements. [ABSTRACT FROM AUTHOR]

Brazil's Tucuruí Dam provides valuable lessons for improving decision-making on major public works in Amazonia and elsewhere. Together with social impacts, which were reviewed in a companion paper, the project's environmental costs are substantial. Monetary costs include costs of construction and maintenance and opportunity costs of natural resources (such as timber) and of the money invested by the Brazilian government. Environmental costs include forest loss, leading to both loss of natural ecosystems and to greenhouse gas emissions. Aquatic ecosystems are heavily affected by the blockage of fish migration and by creation of anoxic environments. Decay of vegetation left in the reservoir creates anoxic water that can corrode turbines, as well as producing methane and providing conditions for methylation of mercury. Defoliants were considered for removing forest in the submergence area but plans were aborted amid a public controversy. Another controversy surrounded impacts of defoliants used to prevent regrowth along the transmission line. Mitigation measures included archaeological and faunal salvage and creation of a “gene bank” on an island in the reservoir. Decision-making in the case of Tucuruí was virtually uninfluenced by environmental studies, which were done concurrently with construction. The dam predates Brazil's 1986 requirement of an Environmental Impact Assessment. Despite limitations, research results provide valuable information for future dams. Extensive public-relations use of the research effort and of mitigation measures such as faunal salvage were evident. Decision-making was closely linked to the influence of construction firms, the military, and foreign financial interests in both the construction project and the use of the resulting electrical power (most of which is used for aluminum smelting). Social and environmental costs received virtually no consideration when decisions were made, an outcome facilitated by a curtain of secrecy surrounding many aspects of the project. Despite improvements in Brazil's system of environmental impact assessment since the Tucuruí reservoir was filled in 1984, many essential features of the decision-making system remain unchanged. In Brazil, the Cadastro Ambiental Rural (CAR) is currently being implemented. This policy aims to geo-reference all properties and promote monitoring of, and compliance with, natural vegetation conservation requirements. Scholarly efforts and policy attention have so far concentrated on possible environmental impacts hereof, while the attention devoted to how the CAR might affect farmers' livelihoods has been limited. In this paper, we evaluate potential livelihood impacts of the CAR and programs that facilitate CAR registration. We do so by developing a conceptual framework and using evidence from semi-structured interviews with key stakeholders including farmers, governments, and funding agencies. We find that while the CAR and programs facilitating CAR do not have explicit livelihood impact goals, they nonetheless affect livelihoods, both positively and negatively, depending on the initial amount of natural vegetation on farmers' properties, farmers' access to credit and infrastructure, and changing market conditions. We argue that environmental interventions and policies need to consider potential livelihood impacts, especially if the policy intervention area has high poverty rates. [ABSTRACT FROM AUTHOR]

Over the past few decades, companies have shown growing concerns in relation to the environmental impact of their manufacturing activities. Green supply chain management (GSCM) has been considered by the manufacturers as a feasible option to reduce the environmental impact of operations while simultaneously improving their operational performance. The literature suggests that further research on institutional pressures, performance, and environmental practices are needed, especially in the case of developing countries. The present paper explores the GSCM pressures, practices, and performance observed in suppliers of a Brazilian automotive supply chain. The data were treated using partial least squares structural equation modeling (PLS-SEM) provided by SmartPLS software. The results show that the economic and environmental performance of the studied supply chain is positively related to the adoption of GSCM practices. In addition, the present research also identified the institutional pressures that influence this supply chain to pursue green supply chain management practices. The results of this study provide managerial and theoretical approaches for different industries in Brazil to focus on environmental awareness by adopting GSCM practices. Life Cycle Assessment (LCA) is the main technique for evaluate the environmental impacts of product life cycles. A major challenge in the field of LCA is spatial and temporal differentiation in Life Cycle Impact Assessment (LCIA) methods, especially impacts resulting from land occupation and land transformation. Land use characterization modeling has advanced considerably over the last two decades and many approaches have recently included crucial aspects such as geographic differentiation. Nevertheless, characterization models have so far not been systematically reviewed and evaluated to determine their applicability to South America. Given that Brazil is the largest country in South America, this paper analyzes the main international characterization models currently available in the literature, with a view to recommending regionalized models applicable on a global scale for land use life cycle impact assessments, and discusses their feasibility for regionalized assessment in Brazil. The analytical methodology involves classification based on the following criteria: midpoint/endpoint approach, scope of application, area of data collection, biogeographical differentiation, definition of recovery time and reference situation; followed by an evaluation of thirteen scientific robustness and environmental relevance subcriteria. The results of the scope of application are distributed among 25% of the models developed for the European context, and 50% have a global scope. There is no consensus in the literature about the definition of parameters such biogeographical differentiation and reference situation, and our review indicates that 35% of the models use ecoregion division while 40% use the concept of potential natural vegetation. Four characterization models show high scores in terms of scientific robustness and environmental relevance. These models are recommended for application in land use life cycle impact assessments, and also to serve as references for the development or adaptation of regional methodological procedures for Brazil. Two Brazilian hydropower plants (Jupiá and Porto Primavera) located in the same watershed were explored in terms of the global resources needed to support these enterprises using a donor-side approach. Emergy theory and methods although commonly used by environmental scientists, may seem difficult to interpret for policy and decision-makers. Because of this, the possibility of transforming emergy flows and indices into money and area measures is explored in the present paper. Both hydropower plants deliver the same power and rely on practically the same infrastructure but involve very different flooded areas. Indirect areas calculated in terms of emergy show the different spatial distribution of resources. Some realistic alternatives for development were explored from both environmental and economic perspectives by using the emergy investment ratio and taking into account the matching between the enterprises emergy flows and the regional ones. Green and grey stormwater management infrastructures, such as the filter, swale and infiltration trench (FST), can be used to prevent flooding events. The aim of this paper was to determine the environmental and economic impacts of a pilot FST that was built in São Carlos (Brazil) using Life Cycle Assessment (LCA) and Life Cycle Costing (LCC). As a result, the components with the greatest contributions to the total impacts of the FST were the infiltration trench and the grass cover. The system has a carbon footprint of 0.13 kg CO 2 eq./m 3 of infiltrated stormwater and an eco-efficiency ratio of 0.35 kg CO 2 eq./USD. Moreover, the FST prevented up to 95% of the runoff in the area. Compared to a grey infrastructure, this system is a good solution with respect to PVC stormwater pipes, which require a long pipe length (1070 m) and have a shorter lifespan. In contrast, concrete pipes are a better solution, and their impacts are similar to those of the FST. Finally, a sensitivity analysis was conducted to assess the changes in the impacts with the varying lifespan of the system components. Melamine-urea-formaldehyde (MUF) resin is commonly used in the production of wood-based panels. It can replace urea-formaldehyde (UF) resin particularly to improve wood panel properties under high humidity conditions. This paper presents a life cycle assessment (LCA) study of the production of MUF resin through a case study conducted in Brazil. The assessment of 1 kg of MUF resin included two main stages: raw material supply and MUF resin manufacturing. A detailed inventory of MUF resin was obtained from technical visits to a Brazilian producer (foreground system), as well as from literature reviews (mainly background systems). The potential environmental impact assessment phase was assessed by applying two methods and seven impact categories: CML (abiotic depletion, acidification, global warming, eutrophication and photochemical oxidation) and USEtox (ecotoxicity and human toxicity). The raw material supply stage was responsible for most of the impacts, except for the toxicological impact categories. Nearly all of the raw material supply hotspots are related to the production of melamine (9–61% of impacts) and urea (3–72% of impacts). The MUF manufacturing stage was significantly more important for ecotoxicity (84% of impacts) and human toxicity (72% of impacts) due to local formaldehyde emissions. Improvement scenarios were developed and the addition of up to 10% of melamine was suggested for the production of MUF resins. MUF resin was compared with UF resin and the results showed that MUF can replace UF resin because of its lower contribution to photochemical oxidation, ecotoxicity and human toxicity. The urgent need to curb climate change calls for an energy transition to cleaner, more resilient and sustainable solutions. Combined designs of energy storage systems and demand management strategies are becoming more frequent in the literature. However, are these solutions really sustainable from a multi-dimensional approach and in real-world applications? To answer this question, this work performs a local and scaled-up field-based evaluation of the social and environmental impacts of a pilot project in Brazil, which consists of replacing diesel generators with a Battery Energy Storage System (BESS) in a peak power plant of a Medium Voltage (MV) commercial load. For this, the combined RCPA-LCI method is applied, which allows characterizing both energy alternatives jointly considering the Life Cycle Inventory (LCI) and the multi-dimensional evaluation perspective of the Resource Complete Potential Assessment (RCPA). Then, the scalability of this commercial solution at the national level is analyzed through two main lenses: GHG emissions reduction and job generation. The benefits are estimated at a potential 15.4 million tons of CO 2 avoided and 113 new job opportunities per year. Abstract: Choose an environmentally End-of-Life (EoL) strategy is not an easy task. From a Life Cycle Assessment (LCA) point of view, depending on the processes and destinations applied after use, the entire life cycle is affected, even earlier steps, such as the acquisition of raw materials and manufacturing. This paper aimed to assess the environmental impacts of an air compressor in Brazil, from cradle to the grave, with focus on the comparison of three waste management alternatives. We defined a Remanufacturing, Recycling and Landfilling scenarios following European Directive on waste management hierarchy. LCA methodology was applied to evaluate the potentials impacts on Global Warming, Abiotic Resource Depletion, Total Cumulative Energy Demand and Land Occupation based on primary data collected by the Original Equipment Manufacturer (OEM). The case study indicates that the hotspot of this product system occurs in the use phase due the high demand of energy during its long life span. This predominance is such that it overcomes the differences among the three EoL scenarios. Removing this phase in LCA's result interpretation we found that for all categories Remanufacturing has the best environmental performance followed by Recycling and Landfilling. Remanufacturing was able to reduce the environmental impact by more than 40% compared to Landfilling through a reduced consumption of raw materials, manufacturing processes and environmental gains of avoided products. The number of environmental licence applications for projects affecting Indigenous peoples in Brazil has increased since the implementation of a major infrastructure program (Programa de Aceleração do Crescimento) in 2007. This increase has caused problems for Brazilian agencies involved in environmental licensing procedures (IBAMA, FUNAI and others). We analyze the Brazilian environmental licensing procedure for situations involving Indigenous peoples, Maroons (Quilombolas) or other traditional communities in order to identify potential improvements for Brazil and potentially other countries. Although Brazilian procedures are consistent with international best practice in environmental licensing, in practice social impacts are inadequately addressed, mitigation measures are poorly implemented, and there is a lack of enforcement and compliance. The paper is based on document analysis and interviews with key actors in governmental and non-governmental organizations and Indigenous leaders. We suggest that Free, Prior and Informed Consent (FPIC) processes need to be conducted at the earliest stages of project planning, and that Indigenous peoples should actively participate in impact assessment, monitoring and evaluation processes. In order to achieve a social licence to operate, there needs to be full recognition of traditional knowledge and acceptance of Indigenous values and concepts. We also recommend increased involvement of social experts and mediators as well as improved accountability, enforcement and grievance mechanisms in the licensing process. [ABSTRACT FROM AUTHOR]

This paper investigates the implementation and enforcement of environmental licensing and environmental impact assessment (EIA) regulations and decisions in the context of the Rio 2007 Pan American Games in Brazil. The methodology includes detailed case study analysis involving document analysis and interviews with key stakeholders. The results demonstrate that implementation and enforcement of EIA and environmental licensing still have a long way to go in terms of being fully effective in Brazil. Despite this, in the scope of the case study, the results showed that implementation and enforcement of environmental licensing and EIA regulations and decisions seem to be undertaken according to relevant regulations in the context of the Pan American Village. Finally, recommendations for major sports events and for the Brazilian context to strengthen its regulatory framework for environmental licensing and EIA are developed. [ABSTRACT FROM AUTHOR]

In recent years, industries have been demanded for better disposal methods of byproducts. In addition, civil construction in Brazil has been steadily growing, necessitating the development of new resources and the use of new materials. Thus, to reduce the environmental impact and costs, the use of byproducts in civil construction plays an important role. This study presents experimental results on the development of cementitious material-based plates for the construction system of panel slabs using powder technology to reduce the amount of concrete in the slab. In this study, sand was partially (58.1% by weight, C3) and totally (C1) replaced by basalt powder, a byproduct of the basaltic rock beneficiation process. Cementitious plates were obtained by uniaxial pressing at different compaction pressures. The moulded plates (M) using sand and cement were obtained as references. The bending strength at 28 days of curing was 2.50±0.10 MPa , which is higher than that of the moulded plates (1.94±0.11 MPa). It was concluded that pressing and sand substitution by basalt reduced the linear expansion from 0.059%±0.003% (M) to 0.042%±0.007% (C3), reducing the risk of cracking. The evaluation of the environmental impact showed the potential of replacing sand with basalt, thus reducing the cost of the material. Therefore, pressed plates with the total substitution of sand by basalt achieved better results related to the moulded plates and demonstrated considerable potential for application in the civil construction industry. Abstract: The Brazilian government has started up a large social housing program for low-income families. Considering the large investment for this program, it is important to analyse the environmental impact to create a base for further improvement assessment. The goal of this paper is to visualise the energy use (embodied and operational) during the life cycle of case study for a house in the social housing program. The case study showed that the embodied energy (EE) is 7.2GJ/m2 or 30% of the total energy from the life cycle, the operational energy is 17.5GJ/m2. Half of the Embodied Energy is due to material use for maintenance and around 57% of the embodied energy is used in the wall construction. Compared to other international studies (5.8GJ/m2 per 50 years), the embodied energy is relative high (7.2GJ/m2 per 50 years) whereas the operational energy is only the half (17.5 compared to 36GJ/m2 per 50 year). The study indicates that the largest improvement potential for reducing the embodied energy is connected to the walls trough choosing materials and systems with less Embodied Energy and higher durability to decrease the need for maintenance and substitution of materials.
