Green Public Procurement is currently a voluntary instrument to promote Sustainable Consumption and Production and Sustainable Industrial Policy. Surveys in this field help to understand how individual States, Public Authorities and Organizations, are approaching this voluntary instrument and thus how far they support Eco-Innovations and Sustainable Economy. Our survey focuses on mapping of units of local self-governments in the Slovak Republic that carried out Green Public Procurement in the category of paper products through the Electronic Contracting System (ECS) in 2017. We consider local self-government units to be major consumers of paper products, especially because of their extensive administration, what makes them a target group to promote the use of Green Public Procurement in a given category in practice. The total number of contracts awarded through the ECS in 2017 was 471. As the results show, the share of Green Public Procurements in the total number of Public Procurements in the Slovak Republic in 2017 was not satisfactory. In order to improve the situation, it is necessary to further deepen the targeted dissemination of examples of good practice in Green Public Procurement.

Abstract SETAC has a long-standing history of supporting students and early career scientists in the fields of ecotoxicology and environmental chemistry. The Student Advisory Council (SAC) advocates for the diverse interests of young SETAC members offering guidance to peers and serving as a resounding voice for aspiring scientists in dialogues with the SETAC Europe Council. Founded and shaped by a rewarding liaison between SETAC Europe and its German Language Branch, the SAC now has a strong international representation, with its members being distributed all over Europe. With this publication, we want to build upon the relationship between the SETAC Europe students and the SETAC German Language Branch. The Young Environmental Scientists (YES) Meeting, which was first held as a regular conference 14 years ago, is a keystone event organized by the students of SETAC and the SAC. This year, in 2023, the 12th YES meeting took place in Landau in der Pfalz, Germany. Not only has it been the first European in-person YES Meeting since the COVID-19 pandemic, but with this year’s iteration, the YES meeting returned to its roots in Landau, where 2009 the very first YES meeting was hosted. From August 28th to September 1st, 107 participants from 37 countries and five continents had the opportunity to showcase their research in seven thematic sessions, engage in four workshops, listen to six expert/career talks, and two keynotes from established scientists. In reference to the meeting-motto science through crises, this comment pays special emphasis on topical program points in touching the ongoing multiple crises. We are convinced that sharing our experience from hosting this conference will underline the importance of continuing this unique meeting format and hopefully inspire future scientific events organized by students for students.

Abstract: Environmental problems caused by recycling wasted paper at a board paper mill provide the material of this study. Two scenarios have been investigated: The first being the treatment of the end-of-pipe, and the second being the control and management of pollution problems through the application of in-plant control and pollution prevention measures. Comparison between the two alternatives, based on a cost-benefit analysis and compliance with National Environmental Laws was done. From this study it was apparent that the implementation of the pollution prevention measures such as the recovery of fiber, reduction of fresh water consumption, and optimization of white water usage proved to be very cost effective. All the implemented solutions have short payback periods and resulted in great savings compared with the treatment of the end-of-pipe. [Copyright &y& Elsevier]

Production of sludge as waste in pulp and paper plants can be considered as one of the serious environmental problems that have to be solved. While landfilling is not a suitable solution from the environmental point of view, thermal treatment proved to be the most appropriate one.This paper describes an efficient way of processing sludge including waste-to-energy aspects. A thermal treatment unit with a capacity of more than 100 tons of wet sludge per day had been built in a large pulp and paper plant some years ago. This pulp and paper plant is located in a mining area. When built, this unit was quite modern. However, because of more and more sweeping environmental laws affecting the process industry, the unit needed a complete retrofit. The retrofit has been realised in three stages.A brief description of the unit for the thermal treatment of sludge is as follows: the waste sludge (after transport from a sludge storage system) is burnt in a multiple hearth incinerator with a fluidised-bed chamber. Then, the flue gas enters a secondary combustion chamber (afterburner chamber). During the first stage of retrofit, only a part of heat from flue gas was utilised for heat recovery (pre-heating air for combustion and fluidisation) and a contact cooler was involved in the unit. The second stage of retrofit can be characterised as a “waste-to-energy” one. The contact cooler was replaced by a system for preheating water for steam generation. Off-gas cleaning system consists of a filter for particulate removal and a three-stage scrubber system. California's Low Carbon Fuel Standard (LCFS) is an ambitious, innovative, and controversial policy that controls greenhouse-gas emissions associated with transport fuels – a large emissions source mostly neglected by prior climate policies, with unique technical challenges of uncertainty, long time-horizons, and network effects, that hinder its response to economy-wide emissions-pricing policies. The LCFS was introduced in 2011 as one measure to pursue the goal of California's landmark 2006 climate law, returning emissions to 1990 levels by 2020. LCFS regulations were revised in 2015 and further changes are now proposed for 2019, under a new statutory target for state emissions 40 percent below 1990 by 2030.Now in effect for seven years, the LCFS is a major element of California's climate policy. It has survived early legal challenges suffering only some implementation delays, and has generated large expansions of alternative fuel supply and significant reductions in overall carbon intensity in California's fuel markets. Yet the policy remains controversial and faces continuing legal challenges and policy critiques of its effectiveness, cost, and legality.This paper provides a critical review of the LCFS, particularly regarding challenges likely to arise in pursuing deeper cuts after 2020. It is based in part on discussions at a 2015 workshop held at the Emmett Institute at UCLA School of Law, which sought to bring the LCFS to broader attention among environmental law scholars and identify key legal and policy design challenges moving forward. The paper draws on the workshop's background paper and discussions, but is substantially extended based on more recent developments and further research.

The California Coastal Commission is a state agency whose mission is to preserve and manage the state's coast. Its decisions regarding planning and development implement core state policies and determine individual legal rights. Both the perception and the reality of a fair, just, and accessible process is crucial to maintaining public confidence in the Commission's decision-making.This Pritzker Brief analyzes the processes and procedures that the Commission utilizes in making certain types of important decisions, called "quasi-judicial decisions." The Commission makes these types of decisions often, for example in reviewing coastal development permit applications, certifying local coastal programs, and reviewing the activities of the federal government to assess whether those activities are consistent with California law. The article identifies opportunities and recommends strategies to improve the transparency and fairness of the Commission's processes and procedures.

The article discusses the California's Supreme Court case Save the Plastic Bag Coalition v. City of Manhattan Beach, wherein it was held that the City of Manhattan Beach acted within its discretion in order to approve the plastic bag ban on the basis of a Negative Declaration (ND), rather than a full Environmental Impact Report (EIR). The court sided with the plaintiff, Save the Plastic Bag Coalition, on the issue of corporate standing under the California Environmental Quality Act (CEQA).

We test whether environmental regulation affects investment decisions, using Census data for individual paper mills. New mills in states with strict environmental regulations choose cleaner production technologies, with differences in air and water pollution regulation also influencing technology choice. Examining investment allocation across existing plants, we find that abatement and productive investment tend to be scheduled together. However, plants with high abatement investment over the entire period spend significantly less on productive capital. This seems lo reflect both environmental investment 'crowding out' productive investment within a plant, and firms shifting investment towards plants facing less stringent abatement requirements. Economic effects of public policy alternatives often are analyzed with simulation models. The value of simulation is enhanced when model parameters can credibly be estimated econometrically. But unrestricted estimation can be expected to result in problematic estimates, for example, estimated parameters contrary in sign to what economic theory dictates. The information contract curve (ICC), developed by Leamer, provides a flexible means to impose regularity on estimated parameters at minimum-likelihood cost. We extend the ICC methodology, using conically uniform priors, and apply it to measuring the welfare costs of environmental regulations in the U.S. pulp, paper, and paperboard industry. The marine economy has become an increasingly important contributor to the global economy due to advancements in science and technology and humans' growing ability to manipulate nature. As a country with a vast marine territory, China has the important responsibility of utilizing marine resources rationally and promoting sustainable development of the marine economy. Since the introduction of the Marine Environmental Protection Law of the People's Republic of China (MEPL) in 1982, China has made significant progress in strengthening the legal framework for marine environmental protection. MEPL has undergone several revisions to improve its legal content under the guidance of national policies. On October 24, 2023, the Standing Committee of the National People's Congress revised and adopted MEPL again. This paper analyzes the changes in the contents of the new law and the legal background at home and abroad while integrating the domestic and international legal backgrounds. This paper provides an in-depth analysis of the changes made in the new law, summarizes the revision ideas, and examines the new law in the context of domestic and international laws. The bioeconomy model provides an alternative view of global economic systems by putting sustainable practices combined with digital approaches at the forefront to tackle issues such as climate change. To address this new business trends, financial institutions began to set up the environmental, social, and governance (ESG) business units to evaluate their business strategies. This paper is aimed at examining the nonfinancial effect created by the digital transformation (DT) activities, highlighting the role of enterprise heterogeneity after the implementation of Environmental Protection Law (EPL) in China. We employ the panel data of A-share listed companies from 2010 to 2020, selecting DT and ESG indicators as the important representations of "Industry 5.0." Our empirical results demonstrate a positive impact of EPL on the ESG performance in sight of resource enterprises (REs), environmental enterprises (EEs), and polluting enterprises (PEs), but a negative impact of EPL on the DT indicators among those environmental related industries. Additional causal relationship regression reveals that enterprise DT has an intrinsic promoting effect on the ESG performance, emphasizing on the high risk of digitization process being the shock transmitters to enterprise nonfinancial indices. Notably, the connectedness of environmental policy illustrates dynamic patterns by parallel trend test and propensity score matching (PSM) DID regression. This paper is prone to benefit lawmakers, regulators, and firm executives responsible for analyzing and assessing enterprise digitization behavior by exploring the influence of macrolevel environmental policy. Empirical work regarding the impact of environmental regulations on firm behavior has been developed under the assumption that emissions of pollutants are deterministic. The implication is that the regulation is effective only when the constraint is exactly satisfied. In real life, however, it is seldom the case that emission constraints are exactly satisfied. The purpose of this paper is to find out whether regulation schemes are ineffective, or whether the structure is an optimal reaction to random fluctuations in emissions.
