There is a growing realization on the part of lawmakers, policy experts and practitioners that cyber risks and threat vectors constitute a critical and strategic challenge for all outer space operations. Stakeholders' professional attention and resources are beginning to focus on measures for mitigating these risks and threats. Space-based activities depend on the reliable functionality of computer systems and the wireless communications connecting them through use of the electromagnetic spectrum resource – all of which constitute parts of the infrastructure of cyberspace both on Earth and in space. Thus, cyber risks and vulnerabilities arise in all aspects of outer space operations: satellite launches and their orbital telemetry, tracking, and control (TTC); operational communications (space-to-space, earth-to-space and space-to-earth); and other spectrum-dependent space transmissions. Additional cyber vulnerabilities are present in the terrestrial systems supporting space operations, including launch systems and supply chains for dedicated equipment and services. The mitigation of such cyber threats and vulnerabilities in the more traditional terrestrial context is a rapidly developing area of law and policy aiming to counter the activities of malicious cyber actors whether they are criminals, States or hostile ideological groups. On the one hand, the threat mitigation aspects of cybersecurity have by no means been resolved, as hostile actors use increasingly sophisticated means to achieve their ends. On the other, progress has been made with respect to measures and best practices recognized as critical to boosting cybersecurity for space activities. This article focuses on one of these: information sharing (IS) among trusted participants in a secure platform designed for sharing actionable cybersecurity data. The primary goal of such sharing is to reduce the informational asymmetry between the attacker and the target, whether the latter is a State, private company, or other entity. Cyber attackers leverage their knowledge of the target's vulnerabilities, and only need to be right on one occasion to cause operational, financial, and/or reputational damage that may impair the long-term functionality of the targeted entity. Yet when a group of potential targets can reliably share data on cyber risks and measures to counter them, the informational asymmetry is reduced, and cybersecurity improved. Several conditions exist for optimizing IS which provides actionable information, and for ensuring that trust is developed and maintained among IS participants. Background: The Mediterranean Sea is a region characterized by high seismic activity, with at least 200 tsunami events recorded from the fourth century to the present twenty-first century. Numerous studies have been conducted to understand past tsunami events, earthquake–tsunami generation, tsunami recurrence periods, tsunami vulnerability zones, and tsunami hazard mitigation strategies. Therefore, gaining insights into future trends and opportunities in Mediterranean Sea tsunami research is crucial for significantly contributing to all relevant aspects. This study aims to assess such trends and opportunities through a scientometric analysis of publications indexed by Web of Science from 2000 to 2023. Results: Based on a selection of 329 publications, including research articles, review articles, book chapters, and conference papers, published between 2000 and 2023, Italy has the highest number of publications and citations in this field. The number of publications has increased significantly, especially after the 2004 Indian Ocean, 2011 Tohoku, and 2018 Palu tsunamis. According to the keyword analysis, the terms "tsunami", "earthquake", "hazard", "wave", "Mediterranean", "coast", and "tectonic" were the most frequently used in these publications. Research themes consist of four classifications: motor themes, such as seismic hazard; specific but well-developed themes, like tsunamiite; emerging or disappearing themes, for example, climate change; and general or basic themes, such as equations and megaturbidite. The number of publications related to the motor theme classification continued to grow throughout 2000–2023. Topics from 2011–2023 are more complex compared to 2000–2010, characterized by the emergence of new keywords such as evacuation planning, risk reduction, risk mitigation, building vulnerability, coastal vulnerability, climate change, probabilistic tsunami hazard assessment (PTVA-3 and PTVA-4). However, topics that were popular in the 2000–2010 period (e.g., paleotsunami deposits, earthquake, and tsunami propagation analysis) also increased in 2011–2023. Conclusions: Research topics with high centrality and density such as seismic hazard will continue to develop and prospect. Earthquakes nucleate when large amounts of elastic energy, stored in the earth's crust, are suddenly released due to abrupt sliding over a fault. Fluid injections can reactivate existing seismogenic faults and induce/trigger earthquakes by increasing fluid pressure. Here we develop an analogous experimental system of simultaneously loaded and wetted absorbent porous paper to quantify theoretically the process of wetting‐induced earthquakes. This strategy allows us to gradually release the stored energy by provoking low intensity tremors. We identify the key parameters that control the outcome of the applied injection strategy, which include the initial stress state, fault segmentation, and segment‐activation rate. Subsequent injections, initiated at high stress levels, can drive the system faster toward its instability point, nucleating a large earthquake. Starting at low stress levels, however, they can reduce the magnitude of the natural event by at least one unit. Here we present a novel analogue fault model using absorbent porous paper, which gives new insights on earthquake mitigation. When scaled to in‐situ conditions, the porous paper model represents a natural seismic rupture of magnitude Mw = 5.9. By progressively wetting it, we simulate fluid injections in the earth's crust and draw analogies to large‐scale industrial projects. In our experiments, each injection is accompanied by tremors, which progressively release energy and modify the energy budget of the system. Without precise knowledge of the fault properties, we risk driving the system faster toward an unexpected large seismic event. However, provided that the model's key parameters–fault segmentation, segment‐activation rate, and stress state–are well known or controlled, the natural rupture can be mitigated by at least one unit. We expect that these results will facilitate risk reduction in current fluid injection projects and inspire earthquake mitigation strategies for real tectonic faults. Strong earthquake geological hazards cause significant social and economic losses. The assessment of post-earthquake socioeconomic development levels is one of the important bases from which to measure the recovery capacity of hazard areas. However, the long-term impact of geological hazards is rarely considered in the assessment of the socioeconomic development level of a mountainous earthquake-stricken area. The purpose of this paper is to study the complex relationship between earthquake geological hazard effects and socioeconomic development in the long-term post-earthquake development and reconstruction of mountainous extremely earthquake-stricken areas, to provide a reference for the study area to achieve regional sustainable development goals and high-quality development. On this basis, using the economic, social, ecological environment and other relevant data from 2008 to 2016, and using unsupervised machine learning algorithms, a socioeconomic development level evaluation model based on spectral clustering was established, and the effects of different kernel function scale parameters on the model were analyzed. The optimal parameters were determined, and the spatiotemporal analysis of the socioeconomic development level of the study area was carried out. The research results show that the performance of the evaluation model is optimal when the output category is 4 and the scale parameter is 0.26, and the scale parameter of the kernel function is an important indicator that affects the accuracy of the model. From 2008 to 2016, the socioeconomic development level of Qingchuan has always been at a very low level, Wenchuan and Beichuan have always been at a low level, Shifang and Mianzhu have always been at a high level, and Pengzhou and Dujiangyan have always been at a very high level. The socioeconomic development level of Anxian, Maoxian and Pingwu fluctuates greatly over time. Another interesting finding is that the socioeconomic development level of the mountainous earthquake-stricken area has a strong correlation with its own industrial structure and landslide hazard effects. The work done in this paper is of great significance for understanding the temporal and spatial effects of hazards and understanding the complexities of regional disaster systems. Disaster governance encompasses the responsibility and management of disaster mitigation, relief and recovery as well as power and politics around these areas of action. Research on disaster governance focuses on various scales of action when examining the implications of disaster governance frameworks for particular populations and there is growing scholarship on the impacts that national politics and programmes have on local efforts. Under-represented in these discussions is an engagement with the relationality of disaster governance within national boundaries, not just vertically (i.e., the local in relation to the national) but horizontally--the local in relation to other locals. Through an examination of Ladakh in relation to neighbouring Kashmir, this article shows how local efforts to enhance disaster governance have been stymied both by the vertical (local-centre) politics of border security and conflict, as well as by the material effects that politics and violence in neighbouring Kashmir Valley have on Ladakh. The mountainous areas of the Loess Plateau in China are crisscrossed with ravines, fragile ecological environment, and frequent landslide hazards. Landslides often cause building collapses and casualties, seriously affecting the sustainability of economic and social development in the region. In order to study the damage of loess landslides to village and town buildings, the paper takes the Xingwang landslide in Fugu County, Shaanxi Province, China as an example, and uses discrete element method and finite element method to study the dynamic process of landslide and its damage to houses. Firstly, the geological characteristics of the landslide were identified by means of investigation, surveying, engineering exploration and geotechnical testing. Secondly, a threedimensional numerical model of the landslide area was established by using the particle flow code system (PFC[sup 3D]). Finally, the entire movement process of the landslide was simulated, and the impact damage to houses induced from landslide was analyzed and predicted. The results show that the whole movement of the landslide lasted a total of 180 s, with a maximum average velocity of 2.01 m/s and a maximum average displacement of 73.7 m. The first and second rows of houses located at the foot of the landslide will suffer serious damage, with most bricks displacement ranging from 0.1 to 2.5 m and a maximum displacement of 10.3 m, posing a serious safety risk to the houses. Only a portion of the third row houses will be damaged, and the fourth row houses will not be threatened by landslide. By comparing with the prediction results of other methods and the current situation of buildings deformation, the results of this paper have a certain credibility. This study provides a numerical method for quantitative assessment of the risk and building damage for loess landslide, which can be used as a reference. Oil palm industries produce an enormous quantity of lignocellulosic biomass; in the form of large leaves of palm tree, pruned fronds (OPF) and oil palm trunks (OPT) at the plantations site. Besides this, the processing of fresh fruit bunches in the oil mills generates empty fruit bunches (EFB), shells, kernel cake and mesocarp fibers. The proper management of this burgeoning waste and its disposal is an ardent task and creates environmental hazards. In order to deal with the biomass residues, the urgent need is that it should be transformed into resources with industrial utility. As the economic development has resulted in the significant increased demand for paper, the industry is looking for eccentric sources to fulfill the requirement. The pulp and paper industry preferred use of coniferous and deciduous trees for papermaking because their cellulose fibers in the pulp make durable paper. With improvements in pulp processing technology, fibers of almost any non-wood of plants species like bamboo, cereal straw, sugarcane, flax, hemp and jute can be used for paper pulp. Substituting this lignocellulosic material can reduce the burden on forest while supporting the natural biodiversity. The present review deals with the possibilities of using oil palm biomass as a raw material for pulp and papermaking, as this would ameliorate its waste management problem. The potential of oil palm biomass and the challenges regarding its use in papermaking are discussed. Sichuan-Tibet Railway spans several watersheds such as Jinsha River and Yalong River, and Potential landslides are frequent along the route, which poses serious hazards to the normal construction and operation of the railroad. The traditional time-series InSAR technology is limited by the number of images and other restrictions, and has a long solution time, making it difficult to obtain information on short-term occurrence of deformation and unable to perform wide-area potential landslides monitor quickly. In this paper, taking a geological hazard-prone area in the Jinsha River basin (or a section of the Sichuan-Tibet line) as an example, based on the Sentinel-1 satellite SAR data provided by the Copernicus program of ESA, the model corrects the interferometric superposition deformation results obtained from a small number of SAR images (less than 7), decodes the corrected rate results, and identifies a total of 13 areas where deformation obviously occurs A total of 13 typical areas with significant deformation were identified. The identified typical areas were time-series solved and their deformation was traced. The method provides a new idea for identification and monitor of Potential landslides in a wide area and further promotes the development of disaster prevention and mitigation. Storm cells that evolve in Mesoscale Convective Systems (MCSs) can be recognised with the use of satellite images. In this study, Meteosat images are used for the early detection and monitoring of the evolution of storm cells associated with MCSs. The developed methodology is based on the estimation of the "Airmass" and "Convective storm" composites, at fifteen minutes intervals. The methodology was applied on a selected four-day case study in February 2013, when a depression was developed over Africa and moved across the Mediterranean resulting in deep convection along its trajectory and in an extreme weather event (heavy rainfall associated with severe flooding) at the wider urban agglomeration of Athens. The produced composites detect potential vorticity (PV) anomaly related to cyclogenesis and increase the potential to detect and monitor storm cells associated with natural hazards. Natural hazard named entity recognition is a technique used to recognize natural hazard entities from a large number of texts. The method of natural hazard named entity recognition can facilitate acquisition of natural hazards information and provide reference for natural hazard mitigation. The method of named entity recognition has many challenges, such as fast change, multiple types and various forms of named entities. This can introduce difficulties in research of natural hazard named entity recognition. To address the above problem, this paper constructed a natural disaster annotated corpus for training and evaluation model, and selected and compared several deep learning methods based on word vector features. A deep learning method for natural hazard named entity recognition can automatically mine text features and reduce the dependence on manual rules. This paper compares and analyzes the deep learning models from three aspects: pretraining, feature extraction and decoding. A natural hazard named entity recognition method based on deep learning is proposed, namely XLNet-BiLSTM-CRF model. Finally, the research hotspots of natural hazards papers in the past 10 years were obtained through this model. After training, the precision of the XLNet-BilSTM-CRF model is 92.80%, the recall rate is 91.74%, and the F1-score is 92.27%. In the context of natural hazard risk quantification and modeling of hazard interactions, some literature separates "Level I" (or occurrence) interactions from "Level II" (or consequence) interactions. The Level I interactions occur inherently due to the nature of the hazards, independently of the presence of physical assets. In such cases, one hazard event triggers or modifies the occurrence of another (e.g., flooding due to heavy rain, liquefaction and landslides triggered by an earthquake), thus creating a dependency between the features characterizing such hazard events. They differ from Level II interactions, which instead occur through impacts/consequences on physical assets/components and systems (e.g., accumulation of physical damage or social impacts due to earthquake sequences, landslides due to the earthquake-induced collapse of a retaining structure). Multi-hazard life cycle consequence (LCCon) analysis aims to quantify the consequences (e.g., repair costs, downtime, casualty rates) throughout a system's service life and should account for both Level I and II interactions. The available literature generally considers Level I interactions – the focus of this study – mainly defining relevant taxonomies, often qualitatively, without providing a computational framework to simulate a sequence of hazard events incorporating the identified interrelations among them. This paper addresses this gap, proposing modeling approaches associated with different types of Level I interactions. It describes a simulation-based method for generating multi-hazard event sets (i.e., a sequence of hazard events and associated features throughout the system's life cycle) based on the theory of competing Poisson processes. The proposed approach incorporates the different types of interactions in a sequential Monte Carlo sampling method. The method outputs multi-hazard event sets that can be integrated into LCCon frameworks to quantify interacting hazard consequences. The evidence for the capacity of mangrove forests for coastal protection gained more importance within the recent decade because of important international agreements, such as the Sustainable Development Goals and Sendai Framework for Disaster Risk Reduction. However, the degree to which researchers agree on the capacity of mangroves to reduce coastal hazards is not fully established. This study employed a multilevel review process that selected 45 peer-reviewed articles for detailed analysis. Significant findings revealed a strong agreement amongst scientific literature on the benefits of mangrove forests in reducing coastal hazards. However, findings also revealed the dominance of single-discipline research, and less representation of countries in Africa and South America. Limitations in sampled studies highlight the limited number of global studies conducted on mangrove forests' effectiveness in attenuating coastal hazards, and the limited representation of development and disaster studies. It is recommended that future research on mangrove forests and their coastal hazard reduction capacity should explore multidisciplinary approaches, and synergies in fieldwork and simulation methods while considering possible future climate change situations. Ensuring food security against climate risks has been a growing challenge recently. Weather index insurance has been pointed out as a tool for increasing the financial resilience of food production. However, the multi-hazard insurance design needs to be better understood. This paper aims to review weather index insurance design for food security resilience, including the methodology for calculating natural hazards' indices, vulnerability assessment, and risk pricing. We searched for relevant research papers in the Scopus database using the Preferred Reporting Items for Systematic reviews and Meta-Analyses (PRISMA) protocol. Initially, 364 peer-reviewed papers from 1 January 2010 to 19 February 2022 were screened for bibliometric analysis. Then, the 26 most relevant papers from the last 5 years were systematically analyzed. Our results demonstrate that despite a significant research effort on index insurance, most papers focused on food production. However, research considering other aspects of food security, such as transportation, storage, and distribution, is lacking. Most research focuses on droughts. Other hazards, such as extreme temperature variation, excessive rainfall, and wildfires, were poorly covered. Most studies considered only single-hazard risk, and the multi-hazard risk studies assumed independence between hazards, neglecting the synergy hypothesis between hazards. Lastly, we proposed a conceptual framework that illustrates design paths for a generalized weather index insurance design and evaluation. Solutions for addressing multi-hazard problems are considered. An illustrative example demonstrates the importance of testing the multi-hazard risk hypothesis for weather-based index insurance design for soybean production in Brazil. [ABSTRACT FROM AUTHOR]

Translation of geoscience research into tangible changes, such as modified decisions, processes, or policy, in the wider world is an important yet notably difficult process. Illustratively, university-based scientists and professionals work on different timescales, seek different insights, and may have a substantial cognitive distance between them. The work on Co-RISK reported in this paper is motivated by an ongoing need for mechanisms to aid this translation process. Co-RISK is an accessible (i.e. open access, paper based, zero cost) toolkit for use by stakeholder groups within workshops. Co-RISK has been developed to aid the co-creation of collaborative inter-organisational projects to translate risk-related science into modified actions. It is shaped to avoid adding to a proliferation in increasingly complex frameworks for assessing natural hazard risk and is given a robust basis by incorporating paradox theory from organisation studies, which deal with navigating the genuine tensions between industry and research organisations that stem from their differing roles. Specifically designed to ameliorate the organisational paradox, a Co-RISK workshop draws up "maps" including key stakeholders (e.g. regulator, insurer, university) and their positionality (e.g. barriers, concerns, motivations) and identifies exactly the points where science might modify actions. Ultimately a Co-RISK workshop drafts simple and tailored project-specific frameworks that span from climate to hazard, to risk, to implications of that risk (e.g. solvency). The action research approach used to design Co-RISK, its implementation in a trial session for the insurance sector, and its intellectual contribution are described and evaluated. The initial Co-RISK workshop was well received so it is envisaged to be applicable to other sectors (i.e. transport infrastructure, utilities, government). Joint endeavours enabled by Co-RISK could fulfil the genuine need to quickly convert the latest insights from environmental research into real-world climate change adaptation strategies. Earthquake-induced rock landslides in the eastern mountains of the Tibetan Plateau, especially landslides with weak interlayers pose a significant threat to major construction projects. Prestressed anchor cable is one of the main reinforcement methods of rock slopes. This paper combines shaking table model tests and numerical simulation to study the reinforcement effect and dynamic response characteristics of prestressed anchor cables applied to rock slopes with weak interlayers under strong earthquakes. The research results show that prestressed anchor cables can effectively reinforce slopes with weak interlayers. A small cable inclination, a small spacing and a high prestress are recommended in the seismic reinforcement design of prestressed anchor cable. In addition, the characteristics of slope progressive damage and prestress loss under the earthquake are found by the shaking table test. The results have been applied in hazard prevention and control of rock slopes on the Chengdu-Lanzhou Railway at the eastern Qinghai-Tibet Plateau. [ABSTRACT FROM AUTHOR]

The co-occurrence of multiple hazards can either exacerbate or mitigate risks. The interrelationships between multiple hazards greatly depend on the spatiotemporal scale and can be difficult to detect from large to local scales. In this paper, we identified coastal regions worldwide where the leading tropical (El Niño-Southern Oscillation, ENSO) and polar (Arctic Oscillation, AO; Southern Annular Mode, SAM) modes of climate variability simultaneously modify the seasonal conditions of multiple hazards, including the near-surface wind speed and swell and wind-sea wave powers. We classified the results at the national and municipal levels, with a focus on multiple hazards simultaneously occurring in space and time. The results revealed that the ENSO modulates multiple hazards, affecting approximately 40% of coastal countries, while the polar annular modes affect approximately 30% of coastal countries. The ENSO induced a greater diversity of multiple hazards, with Asian countries (e.g., Indonesia experienced increases of + 2% in wind and + 7% in swell) and countries in the Americas (e.g., Peru exhibited increases of + 1.5% in wind and + 6% in wind-sea) the most notably affected. The SAM imposed a greater influence on swells in the eastern countries of ocean basins (+ 2.5% in Chile) than in other countries, while the influence of the AO was greater in Norway and the UK (+ 12% for wind-sea and 8% for swell). Low-lying islands exhibited notable variations in pairwise hazards between phases and seasons. Our results could facilitate the interpretation of multihazard interactions and pave the way for a wide range of potential implementations of different coastal industries. [ABSTRACT FROM AUTHOR]

The utilization of baffle structures as a highly effective strategy for mitigating debris flow has attracted significant scholarly attention in recent years. Although the predominant focus of existing research has been on augmenting the energy dissipation capabilities of baffle structures, their deformation behavior under impact load has not been extensively investigated. Addressing this research gap, the current study systematically designs a series of physical model experiments, incorporating variables such as baffle height, shape, and various combinations of baffle types to comprehensively analyze the deformation characteristics of baffles subjected to debris flow impact. The experimental results reveal that the deformation of baffle group structures demonstrates a marked non-uniform spatial distribution and exhibits a latency effect. Additionally, distinct baffle configurations show considerable variations in peak strain, suggesting that combining different baffle shapes can not only optimize energy dissipation but also enhance resistance to deformation. Moreover, the relationship between baffle height and the development of deformation in relation to energy dissipation capacity is inconsistent, indicating that deformation must be a key consideration in the design of baffle structures. With the development of earthquake disaster reduction efforts in China, the content of earthquake disaster reduction policies has become increasingly enriched and improved. Particularly, multiple provincial governments have proposed earthquake disaster reduction planning policies. It is important to explore whether these policies can affect disaster mitigation. Therefore, this paper summarizes the earthquake disaster reduction plans and factors influencing seismic resilience. Panel data from 24 provinces between 2012 and 2021 were collected, and a difference-in-differences approach was used to construct an econometric model to evaluate the policy effects and analyze the enhancement of seismic resilience. The results show that the implementation of earthquake disaster reduction policies has a positive impact on earthquake monitoring, evacuation, and emergency relief capabilities, and the estimated policy effects are statistically significant. Moreover, a series of tests were conducted. The conclusions are as follows: (1) Earthquake disaster reduction policies have a positive impact on the improvement of seismic resilience in provinces. (2) Provinces with a higher number of earthquakes experience more significant effects from earthquake disaster reduction policies. The western region of Sichuan Province, located in the Hengduan Mountains, is one of China's most seismically active zones. Due to limited land resources, many villages in western Sichuan Province are situated in mountainous and valley areas, facing harsh climatic conditions, lagging economic development, and insufficient infrastructure. After experiencing seismic disasters, these villages often encounter challenges, such as cut-off mountain roads, difficulties in delivering relief supplies, and sharply a significant drop in nighttime temperatures due to the high-altitude climate. Consequently, in the case of the economic underdevelopment and limited resources, how to repurpose existing buildings for disaster relief has become a crucial issue for disaster prevention and mitigation in these villages. This paper takes Ganbao Tibetan Village, located in the alpine gorge regions of western Sichuan Province, as a case study. It evaluates the interior space utilization status of different types of existing public buildings during disasters, calculates the effective utilization rate of interior space disaster reduction conversion based on the spatial layout model, and extracts the typical interior space dimensions that are conducive to disaster relief and conversion of public buildings based on the interior space utilization characteristics of disaster relief. This paper aims to highlight the relevance of ancient international adaptation measures of built heritage and how can they be relevant and applied to Norway. Specifically, it will focus on historic measures applied to mitigate extreme hazards (fire and floods) and slow degradation (decay) of built heritage. For this, we used the scientific database Google Scholar (GS) and 20 papers and reports were deemed relevant for our analysis. There is a limited body of literature (in English) addressing decay and fire, but a richer one referring to floods. The analysis highlights the fact that there is a gap between theory and practice within contemporary adaptation measures (which is also highlighted by previous studies). It was also shown that historic climate adaptation measures are passed on through generations and traditions, rather than scientific research, a finding also supported by UNESCO. Extreme events are becoming more frequent and intense, inflating the economic damages and social hardship set-off by natural catastrophes. Amidst budgetary cuts, there is a growing concern on societies' ability to design solvent disaster recovery strategies, while addressing equity and affordability concerns. The participation of private sector along with public one through Public-Private Partnerships (PPPs) has gained on importance as a means to address these seemingly conflicting objectives through the provision of (catastrophic) natural hazard insurance. This is the case of many OECD countries, notably some EU Member States such as the United Kingdom and Spain. The EU legislator has adapted to this new scenario and recently produced major reforms in the legislation and regulation that govern the framework in which PPPs for (catastrophic) natural hazard insurance develop. A Civil Protection Plan has been drafted for a 600 km² mountainous region in NW Italy Consisting of Orco and Soana Valleys. It is a part of the oldest natural park in Italy and attracts several thousand tourists every year. The work is concerned with the analysis of relevant physiographic characteristics of this Alpine landscapehaving extremely variable geomorphology and possess a long history of instability. Thousands of records as well as digital maps (involving overlay and comparison of up to 90 GIS layers) have been analyzed and cross-correlated to find out the details of the events. Background: The world population is still growing. The growing population caused a changes in the trend of selecting settlements location. Due to the limited flat land, people were starting to form settlements in a hilly or mountainous area which is prone to landslide. The community used to move from place to place to avoid landslides, however, it is no longer possible to implement those actions. While a lot of research has been conducted to assess the vulnerability and risk of settlements to disasters, there needs to be more research on developing settlements in landslide-prone area and their impact on disaster management. Results: High social influences can be found in the development of landslide-prone settlements of Giripurno Village. The community shows a high consideration on relatives in deciding their settlement location. Moreover, high consideration of kinship and social activity affects the arrangement of spaces in the house and directly affects the amount of space occupancy. Layout of houses in Giripurno Village were found to have large living room to accommodate family and community gatherings. Although high social dependences of one community can be beneficial in the disaster emergency response and recovery, it can also hinder the disaster mitigation effors by allowing development in an unsafe area, thus increase the risk of disasters. Conclusion: This paper discuss about how the social factors can relate to the disaster management with an emphasis on the development of settlements. This paper also highlight the aspects of space occupancy which is rarely being discussed in the disaster management related research. Modifications to land can serve to jointly reduce risks of floods and droughts to people and to ecosystems. Whether land modifications are implemented will depend on the willingness and ability of a diversity of actors. This article reviews the state of knowledge on land modification use in areas exposed to dual hydrologic risks and the land owners, managers, and users who directly make decisions about action on lands they control. The review presents a typology of land modifications and explains how land modifications interact with the hydrological cycle to reduce risks. It then addresses the roles and perspectives of the land owners, managers, and users undertaking land modifications, summarizing theories explaining motivations for, as well as barriers to and enablers of, land modification implementation. Early warning systems (EWSs) are among the measures adopted for the mitigation of debris flow hazards. EWSs often employ algorithms that require careful and long testing to grant their effectiveness. A permanent installation has been so equipped in the Gadria basin (Eastern Italian Alps) for the systematic test of event-EWSs. The installation is conceived to produce didactic videos and host informative visits. The populace involvement and education is in fact an essential step in any hazard mitigation activity and it should envisaged in planning any research activity. High-voltage transmission lines are susceptible targets for lightning strikes. It is an interesting topic how the trip event of transmission line is related to the area, location, and intensity of thunderstorms occurring at that time and that place. Based on total lightning observation containing intra-cloud and cloud-to-ground lightning, and transmission line trip information from relaying system of power system, 8 thunderstorms associated with the lightning strike trip of local transmission lines were selected in the Pearl River Delta (PRD) region. Analysis was conducted on the total lightning activity of each thunderstorm process, including the characteristics of total lightning counts and density, followed by the variations in total lightning activity before and after lightning strike trips. Further, our investigation encompassed the spatial and temporal evolution, charge structure, and kinematic parameters of thunderstorms. It was revealed that almost all lightning trips in this area emerged in close proximity to bodies of water, accompanied by a discernible reduction in thunderstorm cloud altitude during line trip occurrences. Extreme precipitation of a minimum daily value of >30 mm often initiates natural hazards such as floods, which in turn may not only lead to property damage but also present a danger to people's health and lives. This paper mainly focuses on examining the trends and frequency of extreme daily precipitation (EDPr) in Poland. Also, it determines natural risk zones caused by EDPr of >30 mm, >50 mm, >70 mm, and >100 mm. In Poland, a significant positive trend was found for EDPr > 30 mm, >50 mm, and >70 mm in September, and for EDPr >100 mm in May. The most frequently recorded EDPr in Poland was >30 mm, the frequency of which ranged from 0.04% in February to nearly 3% in July. EDPr of >100 mm was recorded in 4 months, from May to August. An increase in the frequency of monthly EDPr in Poland occurred mainly in the southwestern and western parts. In Poland, three hazard zones of various frequencies of EDPr events were determined. In Zone III, which is in the southwestern and southern parts of the country, EDPr events occurred far more often than in Zone I; on average, four times more in the spring–summer season and slightly more than five times more in the autumn–winter season. The earthquake landslide hazard assessment method is mainly based on the traditional Newmark model. However, when the landslide hazard assessment is carried out along the fault zone, the calculated results are often different from the actual situation because the influence of fault effect is not fully considered. Therefore, how to construct a landslide hazard assessment model suitable for the fault zone is a technical problem to be solved by researchers. Taking the Lixian-Luojiabu fault zone in Gansu Province in China as the study area, this paper put forward the concept of fault effect correction coefficient exploringly, systematically studied the relative distance relationship between the landslide and fault zone, and the relative position relationship between landslide and upper and lower sides of the fault zone. The value table of the fault effect correction coefficient along the Lixian-Luojiabu fault zone was established, and the corresponding distribution map of the fault effect correction coefficient was drawn. Based on this, an improved Newmark model for the landslide hazard assessment along the fault zone was constructed. On the basis of systematic analysis of the slope and engineering geological rock group in the study area, the traditional Newmark model and improved Newmark model considering fault effects were used, respectively, to carry out the earthquake landslide hazard assessment under the condition of 10% exceeding probability in 50 years, and the ROC curve and Kappa coefficient methods were used to compare and analyze the evaluation results. The results showed that the AUC value and Kappa coefficient of the danger area obtained by the improved model with the Newmark model were 0.841 and 0.822, respectively, which were significantly higher than the calculated values of the traditional Newmark model, indicating that the model had a good improvement effect. The Newmark improved model, considering the fault effect, fully considered the influence of distance from the fault zone and fault upper and lower side effects, and the research results can provide a new reference for the landslide hazard assessment along the fault zone. Flood hazard mapping is currently in a transitional phase involving the use of data and methods that were traditionally in the domain of local studies in a regional or nationwide context. Challenges include the representation of local information such as hydrological particularities and small hydraulic structures, as well as computational and labour costs. This paper proposes a methodology of flood hazard mapping that merges the best of the two worlds (local and regional studies) based on experiences in Austria. The analysis steps include (a) quality control and correction of river network and catchment boundary data; (b) estimation of flood discharge peaks and volumes on the entire river network; (c) creation of a digital elevation model (DEM) that is consistent with all relevant flood information, including riverbed geometry; and (d) simulation of inundation patterns and velocities associated with a consistent flood return period across the entire river network. In each step, automatic methods are combined with manual interventions in order to maximise the efficiency and at the same time ensure estimation accuracy similar to that of local studies. The accuracy of the estimates is evaluated in each step. The study uses flood discharge records from 781 stations to estimate flood hazard patterns of a given return period at a resolution of 2 m over a total stream length of 38 000 km. To address the issue of poor accuracy in typhoon wind data, this paper presents a methodology for the calibration of typhoon wind data while conducting an analysis and evaluation of the associated uncertainties. The approach commences with the introduction of two wind field data calculation models. The first model facilitates the correction of buoy attitude, thereby transforming inaccurate buoy wind speed data into real-speed data. In parallel, the second model enables the conversion of buoy-observed true velocity into neutral stable stratified wind parameters, leveraging satellite-derived data for precise calculations. Subsequently, the paper undertakes the task of spatio-temporal alignment between buoy data and satellite observations. Ultimately, a comprehensive comparative analysis is conducted by juxtaposing the ERA5 database with data collected from a moored buoy equipped with the R.M. YOUNG wind monitor. A new simulation method for satellite wind speed data inversion is proposed, and the experimental results demonstrate the effectiveness of the proposed calibration method in enhancing the accuracy of typhoon wind field data. In particular, the maximum wind speeds recorded were 20.15 m s−1 and 13.22 m s−1 during Typhoon "Jangmi (202005)" and "Maysak (202009)," respectively. Furthermore, the mean square errors (MSE) for our method were measured at 0.31 m s−1 and 0.28 m s−1, outperforming the satellite-derived indicators. The expanded uncertainty of measurement results for the two typhoons was calculated at 0.39 m s−1 and 0.34 m s−1, closely aligning with the MSE values. These computational models present a valuable means of enhancing the precision and reducing uncertainty in satellite-derived data. The findings presented in this paper hold great promise for applications in typhoon forecasting, investigations of air-sea interactions, and disaster prevention and mitigation efforts. In highway reconstruction and expansion projects, the impact of the abandoned dreg body produced by the original highway on the new bridge project cannot be ignored. If the abandoned dregs are not handled properly, they will cause great threat to the operation of the new highway as well as to the safety of the surrounding environment and personnel. In this paper, based on a South China highway reconstruction and expansion project, a model of the abandoned dreg body, bridge pile and anti-slide pile is established with the help of finite difference software FLAC3D 5.0. The calculation results show that compared with burying the anti-slide pile, slope cutting is more effective for improving the stability of the abandoned dreg body. Under the action of vertical force intensity, the displacement of the top of the pile increases continuously, and the maximum bending moment of the pile body increases firstly and then decreases. The pile displacement and bending moment of the bridge pile increase significantly in the storm condition compared with the normal condition. In addition, the abandoned dreg body hazard prevention and control technical measures are studied. The impacts of different locations of anti-slide pile burial on bridge piles are analyzed and compared, and it is determined that the optimal location of anti-slide pile burial is the middle of the secondary slope. In recent years, with the acceleration of urbanization and the frequent occurrence of extreme weather globally, the risk of urban flood disasters has gradually increased, and its potential consequences are immeasurable. Therefore, conducting risk assessment of urban flood disasters is of great significance, as it is one of the foundations and decision-making means for Disaster Prevention and Mitigation, and has become a hot topic and trend in current research. This paper starts by exploring the concept and formation mechanism of urban flood disasters, taking Hazard Factors, Disaster-prone Environment sensitivity, Vulnerability of Exposed Bodies, and Disaster Prevention and Mitigation Capabilities as primary indicators. Based on this, a risk assessment index system is established with 14 secondary indicators, such as annual average rainfall, distance to water systems, elevation, and terrain undulation. The spatialization of each indicator data point is processed through ArcGIS10.7, and the importance of hazard and sensitivity indicators is ranked using the Random Forest algorithm. The indicators are then weighted using a combination of the Analytic Hierarchy Process (AHP) and the entropy method, and the combined weights of each assessment indicator are calculated. Taking Wuhan City as the research area, the weights of each indicator are input into the established risk assessment model. ArcGIS spatial analysis techniques and raster calculation functions are utilized to solve the fuzzy comprehensive evaluation of the assessment model, obtaining zoning maps of risk levels for hazard, sensitivity, vulnerability, disaster prevention, and mitigation capabilities, as well as the distribution of comprehensive risk levels. Kerinci Regency is located on the western to the southwestern part of the capital city of Jambi Province, Indonesia. It has interesting geomorphological sites consisting of the physiography of the Barisan Mountain Zone associated with the Sumatran Fault System known as a volcanic-tectonic complex. Geomorphology has an important role in providing information of the landscape in an area. This paper aims to determine the geomorphological characteristics of the area which can provide information regarding disaster mitigation, the direction of land-use innovation, and infrastructure development strategies. This research uses analyses of morphographic, morphometric, morphogenetic, morphoconservation, and morphochronological aspects. Analysis of satellite images and topographic contours is a method used to determine the characteristics of drainage patterns and geological mapping. A significant result of this research is a geomorphological map of Kerinci that divides the area into several geomorphological units, namely volcanic-denudational, karst, structural, volcanic-structural, structural-denudational, and fluvial morphologies. Based on the geomorphological map, the area has a very high potential hazard consisting of volcanic structural landforms, which are Tanco Isolated Hill (TIH), Kerinci Fault Escarpment Undulation (KFEU), Kerinci Fault Escarpment Volcanic Undulation (KFEVU), structural landforms (Alang Structural Valley (ASV), Kumun Fault Hills (KFH), and Pengasih Fault Undulation (PGFU)). The abandonment of inland areas has become a major demographical challenge, causing a condition of local fragility in terms of spatial marginalization. To deal with this issue in Italy, a number of policy actions have been implemented over the time, namely the National Strategy for Inland Areas, established a decade ago, and more recently the Next Generation EU (NGEU) to foster local economic recovery and employment. In this context, RI.P.R.O.VA.RE., a project funded by the former Italian Ministry of the Environment and Protection of Land and Sea (MATTM), was aimed at strengthening the resilience features of communities and territories, focusing on areas within the Matese and Ufita in the Campania region and the Medio Agri in the Basilicata region (southern Italy). Besides the ability to respond to different pressure factors (e.g., of demographic and economic origin), the project also addressed issues concerning seismic and flood risks. This paper synthesizes the methods and tools provided for their analysis and mitigation as a prerequisite for regenerating inland areas. After presenting the developed methods and tools, the results obtained for the Matese study area are presented and discussed. While, on the one hand, the retrieved risk zoning maps allow individuating those municipalities requiring priority structural interventions, on the other hand, the latter are properly individuated based on the peculiar characteristics of urban fabrics. The convergence of cyber and physical systems through cyber–physical systems (CPSs) has been integrated into cyber–physical production systems (CPPSs), leading to a paradigm shift toward intelligent manufacturing. Despite the transformative benefits that CPPS provides, its increased connectivity exposes manufacturers to cyber-attacks through exploitable vulnerabilities. This paper presents a novel approach to CPPS security protection by leveraging digital twin (DT) technology to develop a comprehensive security model. This model enhances asset visibility and supports prioritization in mitigating vulnerable components through DT-based virtual tuning, providing quantitative assessment results for effective mitigation. Our proposed DT security model also serves as an advanced simulation environment, facilitating the evaluation of CPPS vulnerabilities across diverse attack scenarios without disrupting physical operations. The practicality and effectiveness of our approach are illustrated through its application in a human–robot collaborative assembly system, demonstrating the potential of DT technology. In complex mountainous areas where earthquakes are frequent, landslide hazards pose a significant threat to human life and property due to their high degree of concealment, complex development mechanism, and abrupt nature. In view of the problems of the existing landslide hazard susceptibility evaluation model, such as poor effectiveness and inaccuracy of landslide hazard data and the need for experts to participate in the calculation of a large number of evaluation factor weight classification statistics. In this paper, a combined SBAS-InSAR (Small Baseline Subsets-Interferometric Synthetic Aperture Radar) and PSO-RF (Particle Swarm Optimization-Random Forest) algorithm was proposed to evaluate the susceptibility of landslide hazards in complex mountainous regions characterized by frequent earthquakes, deep river valleys, and large terrain height differences. First, the SBAS-InSAR technique was used to invert the surface deformation rates of the study area and identified potential landslide hazards. Second, the study area was divided into 412,585 grid cells, and the 16 selected environmental factors were analyzed comprehensively to identify the most effective evaluation factors. Last, 2722 landslide (1361 grid cells) and non-landslide (1361 grid cells) grid cells in the study area were randomly divided into a training dataset (70%) and a test dataset (30%). By analyzing real landslide and non-landslide data, the performances of the PSO-RF algorithm and three other machine learning algorithms, BP (back propagation), SVM (support vector machines), and RF (random forest) algorithms were compared. The results showed that 329 potential landslide hazards were updated using the surface deformation rates and existing landslide cataloguing data. Furthermore, the area under the curve (AUC) value and the accuracy (ACC) of the PSO-RF algorithm were 0.9567 and 0.8874, which were higher than those of the BP (0.8823 and 0.8274), SVM (0.8910 and 0.8311), and RF (0.9293 and 0.8531), respectively. In conclusion, the method put forth in this paper can be effectively updated landslide data sources and implemented a susceptibility prediction assessment of landslide disasters in intricate mountainous areas. Nowadays, academic research, disaster mitigation, industry, and transportation apply the cooperative multi-agent concept. A cooperative multi-agent system is a multi-agent system that works together to solve problems or maximise utility. The essential marks of formation control are how the multiple agents can reach the desired point while maintaining their position in the formation based on the dynamic conditions and environment. A cooperative multi-agent system closely relates to the formation change issue. It is necessary to change the arrangement of multiple agents according to the environmental conditions, such as when avoiding obstacles, applying different sizes and shapes of tracks, and moving different sizes and shapes of transport objects. Reinforcement learning is a good method to apply in a formation change environment. On the other hand, the complex formation control process requires a long learning time. This paper proposed using the Deep Dyna-Q algorithm to speed up the learning process while improving the formation achievement rate by tuning the parameters of the Deep Dyna-Q algorithm. Even though the Deep Dyna-Q algorithm has been used in many applications, it has not been applied in an actual experiment. The contribution of this paper is the application of the Deep Dyna-Q algorithm in formation control in both simulations and actual experiments. This study successfully implements the proposed method and investigates formation control in simulations and actual experiments. In the actual experiments, the Nexus robot with a robot operating system (ROS) was used. To confirm the communication between the PC and robots, camera processing, and motor controller, the velocities from the simulation were directly given to the robots. The simulations could give the same goal points as the actual experiments, so the simulation results approach the actual experimental results. The discount rate and learning rate values affected the formation change achievement rate, collision number among agents, and collisions between agents and transport objects. For learning rate comparison, DDQ (0.01) consistently outperformed DQN. DQN obtained the maximum −170 reward in about 130,000 episodes, while DDQ (0.01) could achieve this value in 58,000 episodes and achieved a maximum −160 reward. The application of an MEC (model error compensator) in the actual experiment successfully reduced the error movement of the robots so that the robots could produce the formation change appropriately. Compared to the construction phase, the assessment of tunnel safety risks during the operational stage has not been thoroughly conducted, and the related research work is relatively lagging. To deepen the research and application of theoretical methods for assessing operational tunnel safety risks, and to improve the level of hazard investigation and prevention in long and large highway tunnels, this paper establishes a tunnel section assessment index system from four perspectives: tunnel condition, traffic characteristics, operational environment, and operational management. A combined qualitative and quantitative approach is employed, and a practical classification standard for the indicators is proposed. Based on the traditional Analytic Hierarchy Process (AHP) and fuzzy analysis theory, a new form of questionnaire survey, known as the expert system analysis method, is introduced to collect expert opinions. A novel approach for determining fuzzy numbers based on expert opinions is proposed. Consequently, a combined model for assessing operational tunnel safety risks in long and large highways is established by integrating the Fuzzy Analytic Hierarchy Process (FAHP) and the Set Pair Analysis (SPA). This model effectively combines subjective weighting with objective evaluation, thereby enhancing the accuracy of operational tunnel safety risk assessment for long and large highways. The safety risks of three long and large tunnels within the G1523 Yongguan Expressway were assessed using the evaluation method proposed in this paper. A comparative analysis was conducted between the results obtained using the proposed Fuzzy Analytic Hierarchy Process (FAHP) and Set Pair Analysis (SPA) method and the traditional Analytic Hierarchy Process (AHP) evaluation. The results indicate that the operational tunnel safety risk assessment method based on FAHP and SPA exhibits greater rationality and accuracy compared to the traditional AHP approach. The life-cycle inspection of civil infrastructure can guide decisions on structural safety and reliability. This paper proposes a strategy for smartphone-based public participation in the life-cycle inspection of civil infrastructure (SPIC). The SPIC strategy consists of three parts: participants, Urban Brain, and Global View. Next, the feasibility of this strategy is verified by simulation experiments implemented in Unity3D. Civil infrastructure inspection modes include routine inspection, focus inspection, and emergency inspection. The activation and transition of the three inspection modes are tested. Test results show that routine inspection with public participation could timely identify pre-set damaged civil infrastructures. All abnormal civil infrastructures are observed by the Urban Brain. The focus inspection mode is activated when an abnormal civil infrastructure is detected, and the focus inspection provides a detailed and professional assessment of the abnormal civil infrastructure. Then, the inspection of all civil infrastructures in emergency inspection mode is completed in the test. Furthermore, this paper carries out a factor sensitivity analysis of this strategy. The proposed strategy establishes the mechanism for the assign-accept-feedback inspection task. In addition, the simulation performed in Unity3D is one of the next alternatives for large-scale urban disaster prevention and mitigation experiments in the real world. The effective refuge area is a key indicator in the study of emergency shelters. Accurately extracting the effective refuge area and analyzing the effectiveness of emergency shelters are of great significance for site selection, spatial distribution, and the evaluation of suitability. Beijing is one of only three capitals in the world located in a high-seismic-intensity zone of magnitude 8. The fast and accurate monitoring of effective refuge areas and an analysis of the effectiveness of emergency shelters are conducive to evacuation planning and disaster prevention and mitigation, and they promote the construction of a resilient city. However, the extraction of effective refuge areas in existing studies is not only a time-consuming and labor-intensive task but also has accuracy and efficiency problems, resulting in less precise validity analyses. In this paper, a remote sensing monitoring technology system for the effective refuge areas of emergency shelters is proposed based on multi-source data. Different methods were used to extract various land features, such as buildings and collapsed areas, water, dense areas of understory vegetation, and steep slope areas that cannot be evacuated, to obtain the effective refuge area at a detailed scale, in combination with the service radius of emergency shelters, the population distribution, and the actual road network, the criteria for effectiveness analysis were established for the effective open space ratio, capacity, per capita accessible effective refuge area, and population allocation gap. Taking the area within the Fifth Ring Road of Beijing as an example, the effectiveness of emergency shelters was analyzed at both the whole scale and a local scale. The results show that the effective refuge areas of different emergency shelters in Beijing vary significantly, with the smallest effective refuge area being located in Rings 2–3 and the largest one being located in Rings 4–5; between different regions, there are differences in the effectiveness. This study provides a feasible method for the fast, accurate, and detailed extraction of the effective refuge areas of emergency shelters and also provides a reference for emergency planning for disaster prevention and mitigation. In high-temperature wells, annular pressure buildup (APB) caused by temperature increase is a widespread phenomenon in production, especially in offshore thermal recovery wells. It increases the load on the tubing and casing and consequently threatens the wellbore integrity. Hence, research on casing safety evaluation and APB management has great significance for field production. In this paper, the tubing and casing safety evaluation and APB limit determination methods are presented considering the effect of thermal stress and APB. Based on the case study of an offshore thermal recovery well, an APB-management chart and the recommended optimal range of APB are provided. Finally, an analysis of three commonly used mitigation methods is presented. The effect and the recommended parameters of these mitigation methods are further discussed. The research results show that the thermal stress and APB phenomena affect the stress distribution of the casing and may bring great danger to the wellbore integrity. Maintaining the APB in the safety range is necessary for field production. It is recommended that the annular pressure be kept below the critical value given in this paper. Injecting nitrogen in annulus A and installing rupture disks are both effective methods to improve casing safety. In the case study, the APB decrease percentage is more than 75% when nitrogen is injected in annulus A. However, the nitrogen pressure, the rupture pressure and the installation depth of the rupture disk need to be determined via casing safety evaluation. The effect of optimizing the steel grade and thickness of the tubing and casing is not significant. They can be used as assistance methods when other mitigation methods are adopted.
