Background: Libraries in the UK have evolved from traditional book-lending institutions into dynamic community hubs, This study aims to explore the potential of libraries to act as community hubs to promote mental and physical health and wellbeing of community-dwelling adults, drawing on insights from both library users and library staff in England. Design: A mixed-method, cross-sectional study using online survey and interviews with community-dwelling adults and library staff. Methods: We collected data using a 14-item electronic survey and interviews with library users and staff to gauge perceptions. Descriptive statistics and thematic analysis were used to identify key trends and emergent themes. Results: We included 605 respondents from the survey and interviewed 12 library users and staff. Libraries remain popular and are considered a 'safe place by members of the community, regardless of their frequency of service usage irrespective of whether they are frequent users of services. However, a lack of awareness among library users about community-facing services could act as a hurdle to improving community health and wellbeing. Targeted engagement with residents is needed to increase awareness of libraries' services, including community interventions to help tackle loneliness and inequalities in digital and health literacy. Library staff often did not feel involved in important decision-making. Various barriers, drivers and practical recommendations were identified to leverage libraries as hubs to promote community health and wellbeing. Conclusion: Libraries already offer a variety of resources that directly or indirectly support the health and wellbeing of community-dwelling adults and young people. However, public awareness of these services is limited. As we navigate post-pandemic recovery, libraries can serve as platforms for community engagement, fostering resilience, mental health support and reducing social isolation. This research has been conducted to identify and rank factors affecting customer loyalty in public libraries in Iran. This research is applied in terms of purpose and mixed (qualitative-quantitative) for the data type. In the first step, 45 articles on library customers' loyalty were selected and analyzed purposefully using the meta-synthesis method. Then, based on the experts' opinions and the analysis of the research findings, two factors, ten concepts, and 50 codes were identified, and their validity was confirmed using the Kappa-Kaufman test. In the second step, the weight and the ranking of the identified factors were determined by presenting a questionnaire to the experts and using Shannon's entropy method. The statistical population of the research in the quantitative part consisted of 52 specialists in the field of public libraries, who were selected by the purposeful sampling method. Intra-library factors (human resources, service quality, physical space and environment, complaint handling, technical resources and facilities, electronic access, and communication) and external factors (mental image or impression, perceived usefulness, and satisfaction) were identified as factors affecting the loyalty of public library customers. In addition, the results obtained through Shannon's entropy show that human resources, with a weight of 0.13, and mental impression, with a weight of 0.11, are ranked first and second. Moreover, perceived usefulness, technical resources and facilities, physical environment, and satisfaction were ranked third to sixth with a slight difference, with an approximate weight of 0.10. Electronic access, with a weight of 0.9, service quality, with a weight of 0.9. Complaint handling, with a weight of 0.7, and communication, with a weight of 0.6, were ranked seventh to tenth, respectively. The cultivation of customer loyalty in public libraries needs to improve the parameters and factors affecting it, and by prioritizing the most influential factors, customer loyalty will be promoted. The main goal of customer loyalty at public libraries can be achieved by recognizing and reinforcing factors that are essential in the enhancement of customer loyalty, such as growing the specialized, technical, and personal skills of the library staff, improving the social image of the library, providing valuable services for customers, presenting diverse and up-to-date information resources for all groups of society, observing standards in the library design and architecture, providing different electronic resources and types of information, having access to authentic scientific databases, and resolving customer complaints. Book banning predates the United States and has survived and thrived in a splintered twenty-first century political climate. As the fight for the minds of the public continues, state and local governments have ramped up their efforts to ban books in public and school libraries. Public libraries, as limited public forums, must ensure their restrictions on access to information are reasonable and viewpoint neutral. School libraries receive some reprieve under a slightly more deferential Pico test. However, e-book services present a unique set of challenges. Also known as digital libraries, e-book services provide digital access to thousands of books, magazines, and other titles. Frequently, libraries will contract with e-book services, allowing library patrons access to titles beyond what libraries have in physical copy. However, a number of conservative states are attempting to restrict e-book services via legislation or blanket suspensions. This Note aims to make sense of e-book services and book banning against the backdrop of the First Amendment. Part I argues e-book services should be considered extensions of public libraries and public school libraries. It draws analogies from other, more established areas of law to propose e-book services are a part of the library under a nexus theory or another theory of government reliance. Part II argues banning or suspending a full e-book service is comparable to banning or suspending access to a whole section of the library to target one book--a violation of the First Amendment because it is politically motivated viewpoint discrimination. E-book services severely complicate First Amendment doctrine regarding book banning. This Note attempts to clarify the intersection between this new technology and longstanding Supreme Court precedent dictating state officials' right to ban books and patrons' right to read them. This study aimed to evaluate the opinions of the librarians of Semnan public libraries on information consulting and examine the feasibility and requirements of setting up information consulting services (ICSs) in public libraries, which has become even more important during the coronavirus pandemic. The present study adopted a survey method using the interview technique. The research population included all librarians of Semnan public libraries. The findings showed that more than 75% of the librarians of Semnan public libraries were willing to set up the ICSs in the public library. Librarians of Semnan public libraries believed that specialized human resources hardware and software facilities and funding are required to set up the ICSs in public libraries. knowledge and skills, personality traits, and communication and public relations techniques are mentioned as the characteristics of information consultants. According to the librarians, the ICSs increase the users of libraries, improve library services, provide job satisfaction for librarians, and increase income for the library. They considered these factors as the top benefits of setting up information consulting. Given the willingness of young librarians with less experience, who are educated in Library and Information Science (LIS), to set up the ICSs in Semnan public libraries, they have the potential to provide ICSs in libraries by setting up an information consulting desk. Training of these librarians can provide the necessary basis for setting up the ICSs and information consulting clinics, promoting the position of the LIS field in the community, and leading to the employment market for graduates of LIS. In September 2022, the sixth edition of the ISO 2789. Information and documentation. International library statistics standard was published, replacing ISO 2789:2013. This text analyzes the novelties introduced in this new version, which principally have to do with digital resources and services and with the incorporation of data on research support, as well as other aspects. The standard maintains practically the same structure as the previous edition, although the incorporation of an annex regarding the measurement of digital uses is emphasized. The study examined the roles of the public library in promoting reading culture in Rwanda. Case study research design was used, with both qualitative and quantitative approaches. Data were collected using the triangulation method employing questionnaires, interviews, and observation. Quantitative data was analyzed using Microsoft Excel Office 2010. Thematic method of analysis was used to analyze qualitative data. The study findings indicate that the public library was being used by most library users for reading. Whereby, the majority utilized the library for the purposes of gaining knowledge and relaxation. Additionally, the results show that most of the respondents spend more than one hour in the library reading. The findings also show that most of the library users have habits of visiting the library on a weekly basis. Furthermore, the findings show that the major factors that hinder library users from reading in the library included long distances to reach the public library, financial constraints, and addiction to watching Television and other viewing gadgets. Generally, the study concludes that public library helps to promote the reading culture among library users despite the factors that hinder effective reading culture. Thus, the study calls for library management to establish several branches of public libraries or mobile public libraries so that library users will not need to travel a long distance to find a public library. Moreover, the public library should make sure that it equips with reading materials that have titles that relate to users' needs but also with the language that is familiar to most of its users. The integration of digital technologies in libraries represents a transformative move in the way information is accessed, disseminated, and preserved. The main purpose of the study is to examine the impact of digital technologies on resources and services of public libraries in Anambra and Imo States, and five specific objectives were formed to guide the study. Survey method was adopted for the study. The population of the study comprises of all the library staff both professional and para-professional staff of Anambra state and Imo state public library board (Headquarters) and there are fifty-eight (58) in number. The entire fifty-eight (58) was used as sample size, census enumeration was adopted. The instrument for data collection for the study was the four point modified likert rating scale. The researcher administered the questionnaires through the help of research assistant. The data collected was analyzed using descriptive statistics for calculating the mean. Mean score above the expected or criterion mean of 2.5 was accepted while those below the value were rejected. Diffusion of Innovations Theory by Everett Rogers (1962), guided the study. The findings of the study revealed that the overall digital awareness, as indicated by the grand mean, is moderate, with a score of approximately 1.82 and that the extent of digital integration in the two public libraries is on low extent. The study recommends that that effort should be made to enhance awareness and access to online cataloging, digital lending, and library websites/apps to improve the overall digital literacy and engagement of library users. This may include conducting targeted outreach and educational programs to inform users about these services and their benefits. The library should consider investing in improving its computer facilities for public use, ensuring that patrons have access to up-to-date and well-maintained computers and internet connectivity. In today's technological world, information literacy has become essential, which involves the effective and ethical identification, access, evaluation, and utilization of information. Public libraries are significant contributors to the promotion of information literacy, especially in developing countries such as Pakistan, where information access is limited. The aim of study is to identify effects and role of information literacy in public libraries of Pakistan, identify the issues and challenges faced by libraries, and propose recommendations assess in the improvisation of in literacy programs. This study based on, primary, secondary and tertiary data and information was collected from different information sources such as research article, websites, books, ejournals etc. The outcomes of the research are Public libraries in Pakistan do not offer standardized information literacy programs. Students are the main users of public libraries in Pakistan, followed by instructors and researchers. The majority of Pakistani public libraries have modest digital resource holdings. Pakistan's public libraries are not effectively utilizing technology to advance information literacy. Basic computer skills and information searches are the main topics covered in Pakistani public libraries' information literacy programs. There is a need to create more thorough information literacy courses that encompass research techniques, critical thinking, and online behavior. Promoting information literacy in Pakistan is significantly hampered by the absence of skilled workers in public libraries. To increase information literacy, public libraries in Pakistan must work with schools and universities. This descriptive study examined the Shah Abdul Latif Public Library in Shahdadpur, Sindh, Pakistan, with the aim of understanding its features, resources, services, and knowledge dissemination and community engagement. The study used mixed-method approach and collected data was presented in simple tables and charts. Research provided comprehensive description with aim of rules and regulations of library and the literature review explored the significance of public libraries as information centers and their role in community engagement and lifelong learning. The historical background of library may provide the understanding of basic foundation of public libraries in Pakistani cities, like Shahdadpur. During the study data was gathered with deep unbiased based observations and also conducted insights from face-to-face interviews with library staff, including librarian Asadullah Talpur, and also used open ended questionnaire, to understand the library's operations, challenges, and community initiatives. On-site observations assessed the library's physical layout, facilities, and usage patterns. The findings contribute to the existing literature and provide a comprehensive description of the Shah Abdul Latif Public Library. This research revealed the library's available resources and lacking in the services including books and digital materials, availability of technological equipments within library that support users to update from 21st century skills and services such as literacy programs facilities that was provided to the community members in different kind events. Nowadays, individuals tend to seek information about various entities through online platforms where other people share their experiences. Google Maps is one such platform that enables users to rate and review anything, including public libraries. This study aims to investigate the manner in which users of the SPS library utilize Google Maps to express their opinions about the library's services and amenities. This study utilized Google Maps as a source of data, with a data extractor being used to extract reviews. The extracted reviews were then subjected to content analysis to categorize them into different categories. Following this, a sentiment analysis was conducted to identify positive, negative, and neutral opinions about the library. The study found that users of SPS library utilized Google Maps to express their opinions about the library, with most of the reviews coming from local guides. Out of the 220 comments obtained, facilities and general aspects of the library received the most attention. Of these comments, 56% were positive, 26% were negative, and 18% were neutral. The staff and technology were the most criticized categories. None of the reviews received a response from the library authority. The study concludes that the library should actively monitor user reviews on Google Maps and other online platforms to improve their services and facilities. The part of self-efficacy in diverse tasks and learning environment has mainly been emphasized, exclusively in searching for information by the distance learners. The study conducted survey with the distance students of Bangalore University forms the subject matter of this research. Questionnaires were distributed personally during the contact classes at the study centers and postgraduate departments of the university and was able to retrieve maximum quantity i.e., 1445 (93.22%) of the filled in questionnaires from the distributed 1550 questionnaires of the sample population. The Major objective of the study is to identify the needs and address the behavioural pattern of distance learners of this university in connection with information searching, locating and using relevant information from institutional libraries and on the internet for their specific learning and educational needs. Formal and informal sources of information including electronic resources which were utilized by distance learners, the preferred format and also the barriers in seeking required information etc., are identified and examined and the factors that influence seeking information, such as gender, course of study and place of residence are analyzed in this study. It is observed from the study that there were more males i.e., 829 (57.40%) of the 1445 respondents and 616 (42.6%) were females. The results of the survey showed that 1166 (80.7%) of the respondents lived in the urban areas and 279 (19.3%) residing in the rural areas. It is found out from the study that majority of these students are occasional library users and visited the libraries more often during the contact classes. Accordingly, access to information was very much limited, public libraries had considerable impact on the achievement of such students as the results showed that 600 (41.50%) students strongly agree that public library is very much important. Internet was also used as one of the chief information sources as 1318 (91.20%) students daily used it for educational and other related activities. Distance learners' age, educational qualification and the location of residence seem to have an influence on their information seeking behaviour given that first year undergraduate students have a tendency to start with the study materials provided by the university, while older students depend more on library than on the study materials provided by the university. This study sought to understand library users' opinions, attitudes, and needs regarding using artificial intelligence (AI) in libraries. A survey questionnaire was administered to 71 respondents from academic and public libraries throughout the region. This survey examined a range of topics related to AI use in libraries, such as its perceived benefits and drawbacks; ethical and privacy considerations; user demographics; and factors influencing user adoption of and satisfaction with AI-powered services. The survey results revealed a generally positive attitude toward AI use in libraries. However, concerns were raised regarding such decisions' privacy and ethical ramifications. Libraries must consider user needs and expectations when implementing and managing AI-powered systems. The present study highlights the roles of public libraries in the socio-economic development of rural areas in the digital age with special reference to the Government District Library - Ahwa. A total no. of 60 questionnaires were distributed to a library, using a survey to collect data. Out of which 45 users gave their responses. The study found that all respondents indicated that they were using the public library for reading purposes. Followed by 75.56% respondents to prepare competitive exams, 71.11% to improve general knowledge, and very few users using the library for other purposes. The majority 53.33% of users had excellent opinions about the information resources and services available in the public library. The result shows the views of the various users on the benefits of the library for their development. In which the highest 71.11% respondents reported that their general knowledge has increased and very few 28.89% respondents reported their social and cultural values related information has increased. Public libraries play a crucial role in promoting the rural community development of rural areas. Information needs of rural library users (incredibly underdeveloped community people with lower income groups) are different from other library users. To review their need, a survey has been conducted on Shershabadia community at Chachanda and Loharpur Mouza, Samserganj block of Murshidabad district. A structured questionnaire is prepared to gather data from different economically behind library users. This study aims to understand the essential community information needs and knowledge-seeking patterns of Samserganj block, Murshidabad library users. Some case studies even have been incorporated to analyze their condition. The study has clearly shown that it is necessary to form a library in every rural village and make the economically underdeveloped people aware of the necessity and importance of the agricultural library. The purpose of the study is to examine the emergence of Commons in the public libraries in the Free State in South Africa using the Institutional Analysis and Development Framework. The study examined the roles of the libraries and communities, the linkage of the new library with open access to knowledge, level of awareness of both users, and the community and administrators. Also, the study examined the role of library users and their communities in the maintenance of the new library. The study adopted a qualitative research design to study 16 community leaders and 17 library staff using an interview schedule. The interview schedule was developed following the Institutional Analysis and Development Framework, and administered by the researchers. Data analysis was conducted by a narrative approach to highlight the voices of the participants. Knowledge commons is emerging in the communities studied in a serendipitous manner; there is no formal national or regional policy that spells out what knowledge commons is and their entailments. The Japanese describe themselves as a “nation of readers”. This is not incorrect if you look at the history of reading in Japan, which dates back to the 5th century, when the Chinese writing system arrived in this country. The Japanese gradually adapted it to their own language. The creation of the kana syllabic alphabet enabled the flourishing of literature, and thus the copying activities, especially at the Japanese imperial court. The monks in the temples were also engaged in copying Buddhist texts, but they were the first to accept printing with wooden blocks, which arrived from China. Over time, the printing of books of various genres began. Itinerant merchants and numerous bookstores where books were also rented, tried to satisfy the hunger for reading of all social classes. The book market grew more and more, and the real reading revolution came with the period of intensive modernization of the country in the second half of the 19th century, when Japan made all its efforts to reach and overtake Western models. Publishing, as well as the developed library activity of modern society, rest on such foundations. The reading culture of today’s Japan is reflected in the number of published books, but also in the steady growth of the number of libraries, both public and special, as well as libraries within the educational system in Japan. Today, all segments that form that culture, such as education, printing, publishing and library activities, etc., adapt to the new era defined by globalization and digitalization progress. Although the impressive growth of the figures, which illustrate the size of the book and magazine market, has stopped in recent years, they still prove the fact that the Japanese are truly the “nation of readers”. Libraries also manage to keep up with new trends, so digital libraries appear on the Internet, while all others have available digital catalogs and reading materials. If we look back at the centuries-old attachment of the Japanese to books and reading, and if we look at the technologies we are surrounded by, it is clear to us that librarians are constantly faced with new challenges. Just as the copyist at the Japanese court supplied court ladies with the latest readings, the traveling merchant did his best to make the book reach the most remote mountain villages, the modern librarian also does his best to overcome all obstacles and meet the expectations of increasingly demanding library users. (1) Background: The widespread application of ChIP-seq technology requires annotation of cis-regulatory modules through the search of co-occurred motifs. (2) Methods: We present the web server Motifs Co-Occurrence Tool (Web-MCOT) that for a single ChIP-seq dataset detects the composite elements (CEs) or overrepresented homo- and heterotypic pairs of motifs with spacers and overlaps, with any mutual orientations, uncovering various similarities to recognition models within pairs of motifs. The first (Anchor) motif in CEs respects the target transcription factor of the ChIP-seq experiment, while the second one (Partner) can be defined either by a user or a public library of Partner motifs being processed. (3) Results: Web-MCOT computes the significances of CEs without reference to motif conservation and those with more conserved Partner and Anchor motifs. Graphic results show histograms of CE abundance depending on orientations of motifs, overlap and spacer lengths; logos of the most common CE structural types with an overlap of motifs, and heatmaps depicting the abundance of CEs with one motif possessing higher conservation than another. (4) Conclusions: Novel capacities of Web-MCOT allow retrieving from a single ChIP-seq dataset with maximal information on the co-occurrence of motifs and potentiates planning of next ChIP-seq experiments. In life, people form impressions of and make inferences about other people as sovereign personalities which is social perception. This study therefore investigated the impression of and the inferences about public libraries and librarians by the users as a catalyst of transformation. The study adopted a descriptive survey design with users of public libraries in Ebonyi State Nigeria forming the population of the study. The study was guided by 5 research question while one null hypothesis was tested. A sampled population of 762 was drawn using Research Advisor table for selecting samples. The primary instruments used in collecting data for the study are a 4-point Likert scale type of questionnaire and oral interview. Using Cronbach Alpha, the questionnaire pre-tested yielded a reliability coefficient of 0.75 whereas data collected with the aid of SPSS 23.0 were analyzed using percentages, tables, mean and standard deviation and the hypotheses analyzed using Pearson Product moment correlation with a criterion mean of 2.50 used for decision. The outcome of this study reveals that librarians are socially perceived and placed at the lowest ebb of the professional strata and to certain level underestimate the level of training required for one to become a librarian. The crown glory is that the users recognized and appreciated the all important role of the public library and librarians as catalyst of transformation. This study investigated public library services on the literacy level of users in Kenneth Dike ECentral Library, Awka. Five research questions were used for the study. The research method adopted was the survey method and population consisted of 2543 registered users of Kenneth Dike public library. A sample size of 345 users was used. Mean was used for data analysis. Questionnaires and observation checklist were used for data collection. The study found that the available public library services that can promote the literacy level of users are consultancy services, exhibition and displays, book reservation services which have high mean score above 2.50. The extent of use of the available public library services by users to promote their literacy level are reprographic services, library instruction (user education), and inter-library loan which have high mean score above 2.50. The roles of public library in promoting literacy level of users in Kenneth Dike E-central Library in Awka are teaching of literacy skills, promotion of independent learning, education on lifelong learning, organizing library week, story-talk hour, creative activities or creative writing, book exhibition and book talk which have high mean score above 2.50. The challenges that hinder public library in providing effective services towards promoting literacy level are inadequate financial support, insufficient library materials, and poor library infrastructure which have high mean score above 2.50. The solutions to the challenges that hinder public library in providing effective services towards promoting literacy level of users are adequate financial support, sufficient library materials, and low cost of library materials which have high mean score. This study concludes that the impacts of public library services on promoting literacy level are high as they have the tendency of improving the reading culture of users. The study went on to recommend that sufficient and relevant library materials which include electronic resources be made available for users of public libraries as this will go a long way to enhance each user's literacy level. This study assessed the menace of ICT induced deviant acts among library users most especially, undergraduates in public university libraries in South-west, Nigeria. The study looked beyond other reasons of deviance among undergraduates to see what libraries have in respect of their security mechanisms and punishment strategies to reduce deviant acts among undergraduates. Control theory was used as an anchor theory for the study because it gave a proper insight to the effectiveness of security and punishment measures on deviance reduction in the library. Survey research design was used for the study with a population of 352 library personnel in the 16 public university libraries in South-west, Nigeria. Questionnaire was used for data collection; analysis was done using percentage, frequency, standard deviant and Pearson Product Moment Correlation. The results revealed that significant relationship exist between control mechanism and deviant behaviour reduction (N=275, r= -.185, p<0.05). This implies that negative significant relationship exist between control mechanism and deviant behaviour reduction. The result reveals that significant relationship exist between punishment strategies and deviant behaviour reduction (N=275, r= -.124, p<0.05). The District Central Libraries are an important component of the public library system in Andhra Pradesh (A.P). Being located in the district headquarters they stand as models to be emulated by other public libraries in the districts. In this era of information technology, people are quick to gather information using the internet. Therefore, there is a need to study the internet facilities of the District Central Libraries in Rayalaseema Region of Andhra Pradesh state. Because of the importance of the subject matter, the article is titled as, "Use of Internet facility by the users of District Central Libraries in Rayalaseema Region of A.P., India-A Study." The target group of this study includes library users of the central libraries in the 4 districts in Rayalaseema Region of A.P. The respondents selected as samples suggested that many aspects of the library environment are changing due to the improved technology. Data were collected by using questionnaire from 4 District Central Libraries in Rayalaseema Region of A.P. A structured questionnaire was distributed among 612 users, of whom 525 (85.78%) responded. Background. Problem-solving support services in Japan's public libraries offer users' problem-solving support by providing information in business, health and medical, legal, and administrative support. Though such services are quite welldeveloped in Japan's public libraries, there is little research on the information needs of local citizens who make use of these services. Objective. This study investigated the information seeking processes of two groups of library users--aspiring entrepreneurs and cancer patients--who used public libraries to attain their problem-solving goals. This study used an information behavioral grammar model as the theoretical framework. Method. Existing interview data of aspiring entrepreneurs and cancer patients were analyzed using the model, applying a constant-comparative method adopted from the grounded theory approach in order to elicit how problem-solving goal (distal goal) and information needs (proximal sub-goals) are modified in information seeking process. Results. The information behavioral grammar model was found to be useful for characterizing and explaining the change in the distal goal and the information needs for problem solving, together with the emotions of the actor that result in the change. Entrepreneurs and cancer patients use various external services before and after using the public library's problem-solving support service. Practical implications. It is desirable for public libraries to collaborate with external specialized organizations and professionals in offering user-training on library use, Web search, and specialized data base retrieval. The main purpose of this paper is to examine online library resources during the COVID-19 pandemic situation at higher educational institutions in Pakistan. During the current pandemic situations, all the educational activities have been postponed and transformed into online latterly. A cross-sectional study consisting of a sample of 2378 from library patrons of public sector universities in Pakistan. A structured questionnaire has been administered based on different parts using an attitudinal scale of (dis)agreement has been used and pre-tested randomly with the reliability value ranging from .03 to .842. It is pertinent here to mention that during the COVID-19 pandemic, all the educational activities were shifted to online mode and it was not possible to collect information physically. Hence, an online method was opted and the questionnaire was shared through emails and WhatsApp numbers of public sector university library users. The study findings reveal that COVID-19 outbreak, fear of infection, and social distancing have favorable effects on online library information resources. Similarly, the results also support the argument that accessibility of manuscripts, accessibility of periodicals, and accessibility of books have favorable effects on online library resources. The purpose of this paper is to report the result of a study on examining the impact of public library services on educational transformation in Oyo state. Respondents include the student users and librarians of the library. The respondents are engaged through purposive and simple random sampling techniques respectively, the instruments for data collection are self-administered questionnaire and interview. Descriptive survey research design was employed and data was analyzed using statistical package for social science, while the interview was interpreted by listening to the record properly. The result revealed that majority of the respondents patronizes the library occasionally. It was also revealed that the services mainly rendered by the library were lending, reference and user education services, the purpose of using the library were for examination preparations, research, enquiries and educational purposes. Majority of the respondents were satisfied with the services rendered and has impacted their academic activities positively. The major challenges faced are poor funding, epileptic power supply and no internet facilities. The paper therefore offer useful research information that can help public libraries understand what they can do to intensify more in their goal of transforming education positively and what government can do to aid this goal. This study assessed user experiences of a public library in Namibia and non-user attitudes to it. A convenience sample of 586 was employed. Participants in the study were 207 (35.3%) registered library members and 379 (64.7%) non-users. Needs assessment questionnaires, suggestion box forms, interviews and observations were the tools used for the collection of data. The results indicated that the public library is well known to the local community and is mostly accessed by learners from local schools, teachers, and distance-learners from various tertiary educational institutions. Users from different occupations also accessed the library. The library was used for study purposes, research, access to computers and reprographic services. The results also revealed that, although services, resources and usage were found to be satisfactory, some users were not satisfied with the services because of inadequate space, irrelevant resources, attitudes of staff members, untidiness, location, poor internet connectivity, poor ventilation, and noise. In 2018, the Public Library of Budva decided to start building a digital library with the desire to expand the existing offer of online services and meet the needs of the modern audience that is increasingly using digital content. Sometime after launching the Digital Library of Budva (DLB) in November 2019, two issues naturally have raised, asking for evidence-based answers: the effectiveness of invested resources and the direction of the further development. Although the content is locally oriented, the hypothesis was that this new channel of presentation would attract audiences from a far wider geographical area. This hypothesis is confirmed, as well as the empirical observations that there is a direct and high correlation between the number of sessions and presence at social and other media, and that users are inclined to access the DLB via mobile devices, behaving more like sightseers than attentive readers. The analysis of web traffic during one year was performed using Google Analytics. The main aim of the analysis was to get a clear insight into the structure, interests, and behavior of users. It was supposed to be a base for achieving all the defined goals – increasing the number of users, acquiring regular users, extending sessions, and increasing the number of digital unit downloads. Despite limitations in the author’s specific knowledge of webometrics and the possibilities of Google Analytics, and the short period that was being analyzed, the results and conclusions are valuable for determining the main directions of the future DLB development policy. The analysis has shown three main areas as the most important to pay attention to – expanding the offer of digital content with visual materials, a greater presence in the media and on social networks, and popularization of DLB in places of professional and scientific communication. The role of libraries in the lives of users changes depending on the trends encouraged by information technologies. Through cultural and professional development policies, many factors cause the status of public libraries to change, both in relation to normative instances and in relation to the community they serve. Dealing with the opinion of users is the first step in the professionalization of library activities. This paper analyzes the results of the survey Libraries through the Eyes of Users conducted among the users of the public libraries of Montenegro at the end of 2018. The survey is an integral part of the doctoral dissertation New Communication Paradigm in the Network of Public Libraries in Montenegro. According to the available documentation, this is the first survey of this kind conducted among the users of public libraries in Montenegro. The results of the survey indicate clearly that the situation in the public librarianship of the country can be changed only by introducing a new communication paradigm based on the use of modern media and technological achievements. The digital environment has a direct impact on the organization of work in public libraries and the development of new customer services. The aim of the survey is to determine the current situation and give suggestions for improving and affirming the work of public libraries, based on the specific attitude of users about library products. Guidelines for the introduction and integration of modern technological innovations in the work of public libraries must be based on examples of good practice in library and information systems of more developed European countries. The aim of the survey was to measure the level of satisfaction of the users of Montenegrin public libraries with the quality of customer services. By summarizing the results of the research, for the first time, the professional public has gained accurate insight into the views of users on library products, as well as on the infrastructural, personal, and informative qualities of the libraries. The goal of the administrative team of the Milwaukee Public Library (MPL) is to create policies that ensure successful use of the library services and collections on an uninterrupted basis by all the members of their community. The team has pursued strategies over a period of years to address potential barriers to use caused specifically by overdue materials and subsequent fines. The latest of these strategies produced a data set, available to MPL through the shared Milwaukee County Federated Library System, that allowed authorized MPL staff, in partnership with the School of Information Studies of the University of Wisconsin–Milwaukee (SOIS), to engage fine-constricted patrons in a review of library policies. Utilizing a telephone survey and focus groups, MPL/SOIS identified a constellation of issues that affect patrons' use of the library beyond the single question of fines to engage the broader question of the impact of policies. Patrons indicated a desire for more communication strategies initiated by the library and an elimination of the collection agency and the associated fee, as well as a concern about who benefits from the fines that are collected. They also identified an underlying value for the library that supports that use. This dialogue produced a study that extends beyond simply the elimination of "barriers to use" to a more affirmative approach of supporting not just access, but relationship between the library and their patrons. Objective: Inadequate diversity in clinical trials is widely recognized as a significant contributing factor to health disparities experienced by racial/ethnic minorities and other diverse populations in the US. To address this in a scalable way, we sought to develop a web tool that could help enhance underserved minority participation in clinical research. Methods: We used our research literacy support flashcard tool as the initial prototype for human-centered design and usability testing of the web tool Health for All in public library settings. After forming partnerships with leadership from Chicago Public Libraries (CPL), local medical libraries, and the Chicago Department of Public Health, we conducted seven iterative design sessions with focus groups of library patrons and library staff from six CPL branches serving underserved communities followed by two rounds of usability testing and website modification. Results: Based on the qualitative research findings from Design Sessions 1–7, we enacted the design decision of a website that was a hybrid of fact-filled and vignette (personal stories) paper prototypes divided into 4 modules (trust, diversity, healthy volunteers, pros/cons), each with their own outcome metrics. The website was thus constructed, and navigation issues identified in two rounds of usability testing by library patrons were addressed through further website modification, followed by the launch of a beta version of a hybridized single-scrolling and guided module prototype to allow further development with website analytics. Conclusions: We report the development of Health for All, a website designed to enhance racial/ethnic minority participation in clinical trials by imparting research literacy, mitigating distrust engendered by longstanding racism and discrimination, and providing connections to clinical trials recruiting participants. Provision of resources, such as libraries, to communities continues to be a priority for development and public libraries continue with their efforts to serve their users' diverse information needs. This paper describes the information needs of the E'skia Mphahlele library users and how the library meets their needs. The study sought to determine the information services offered by the E'skia Mphahlele library and the relevance of them to the needs of users. It found that barriers to users benefiting from the services include noise, poor internet connection and unavailability of up-to-date information resources, among others. The paper concludes that the information needs of E'skia Mphahlele public library users are not adequately met and, subsequently, their use of and access to information services is limited. The study recommends regular information needs surveys, the introduction of outreach information services to the community, an increased budget allocation for materials, and library staff training for improved service provision. The Public library plays a pivotal role in modern society. Public libraries, by providing free access to the resources, support all groups of users like students, teachers, researchers, physically challenged people, retired people, businessmen, homemakers, etc. The present study investigates the utilization and user satisfaction of public library resources and services at City Central Library, Shimoga, India. The study examines the various resources available and the services rendered by the City Central Library, Shimoga. Questionnaire-based survey was used to collect data for the present study, where 100 questionnaires representing 80% were received out of 125 questionnaires distributed. The data were analyzed and interpreted with the help of SPSS software (version 6.0) and MS-Excel. It was found that majority of the users (50% above) were satisfied with the resources, facilities and services provided by the library.
