Examining the entanglement of democracy and social justice in education and the relationship to social mobility, this paper critiques the individualising nature of social mobility in policy discourse as inimical to human flourishing and education as a public good. The rhetoric of social mobility which responsibilises individuals for their success, without due regard to the systemic changes needed to enable this and the societal barriers to social mobility experienced disproportionately by some groups in society, is detrimental to social justice. A conception of education as a pathway to social mobility must be located in a wider vision of civic engagement in a more inclusive and fairer society. Yet civic engagement in education at the local level has been eroded, as illustrated in this paper by the example of an evolving model of school governance in England. As a corporatist, market driven reform, this model exemplifies how local democratic ties between schools and engagement with their communities can be undermined. Social mobility to enable opportunities, access and participation in democratic civic society becomes a fantasy when society is riven with systemic inequalities, lacks the necessary conditions to enable human flourishing and links to community engagement in education for democratic renewal are downplayed. This paper re-considers some of the evidence for low and declining social mobility in Britain, showing that one study based on a re-analysis of cohort figures appears to have had an impact on policy-makers out of all proportion to its scale and rigour. The study claimed to show that the income of parents and children were more closely related for sons born in 1970 than in 1958, and that therefore social mobility was declining. It also claimed to show that the incomes of fathers and sons were more closely related in Britain than in countries such as Norway. However, a reconsideration of the same results in this paper leads to very different conclusions. This example is considered in detail here to illustrate the point that it is not always a good thing for research to have influence. The article examines upward social mobility in England in the eighteenth century with reference to the Whitbread family of Bedfordshire, England. Among those families often cited as notably successful in using wealth from trade to found a landed family are the Whitbreads of Bedfordshire, who in the eighteenth century took the circuitous route from Bedfordshire lesser gentry, to London brewers, and finally back to Bedfordshire as great landowners. The Whitbreads provide a good opportunity for studying upward social mobility in the eighteenth century from the viewpoint of one family's experience over several generations. Their rise is analyzed by applying to eighteenth-century England the five scales of the social hierarchy: the ideological, economic, social status, legal, and political. The article examines both the particular combination of these scales that was important to the rise of the Whitbreads and the height to which they climbed each of them. By the seventeenth century the social status of the Whitbreads was already well advanced.

The paper uses data from a sample of 1 percent of the male population of England and Wales to examine the contribution of social mobility between the censuses of 1971 and 1981 to socioeconomic differences in health. Compared to others in their social class of origin, men who had been downwardly mobile were more likely, and the upwardly mobile were less likely, to report a limiting long-term illness. However, when compared to others in their classes of destination, those who moved down reported less illness, and the upwardly mobile reported more. Prevalence of ill health in mobile men was somewhere between that in the group they left and the group they joined. Social mobility was a common event and, combined with existing socioeconomic differences in health, it acted to constrain rather than to increase these differences.

This article explores the question: can the variation that have been observed in class mobility rates in England, France and Sweden be in fact attributed entirely to differences in the evolution of the class structures of these societies - or in other factors affecting the demand and supply conditions attending mobility; or is it rather the case that there are, in addition to such structural sources of variation, differences also among the three societies in the pattern of what we would term their social fluidity or, in other words, in mobility considered independently of structural influences? To use the conceptual language that has been conventional in mobility research- but from which we would wish to depart -- the issue could then be alternatively posed as that of whether the cross-national variation that we have demonstrated is confined simply to structural mobility, or whether it extends to exchange mobility as well. The source of mobility data in England, France and Sweden have been fully described in previous paper of these authors. Here it will be sufficient to say that the data derive from nationally-based sample survey inquiries undertaken in the three countries during the early 1970s.

This paper analyzes trends of social mobility in England and Wales. Speculations about trends of social mobility have been prominent in contemporary commentaries on the condition of England, and on the changing structures of highly industrialized societies. Empirical research has given little support to expectations that definite changes would be observable when rates of social mobility were compared over time. The theory that in the U.S. the closing of the frontier and the consolidation of corporate capitalism must have reduced movement up and down the social scale has been questioned by recent research. And the contrasting notion, common in Western Europe, that economic, political and educational changes must have increased chances of social ascent and descent has also been empirically challenged. These studies have made little impact on the general debate about contemporary social stratification. But such evidence has also been only partly relevant to some major issues of the debate. For while the data relate to patterns of social mobility prevailing yesterday, the debate has often in effect centered on those patterns which may prevail tomorrow. It is possible that the occupational experience of those who are still only children or adolescents today will follow new lines–in consequence particularly, it has been suggested, of recent changes in educational policy.

• Disadvantaged students are more likely to be exposed to academic undermatch. • Academic undermatch is much more prevalent among the highest achieving students. • The main drivers of SES inequality in academic match are geography and school composition. • Academic undermatch has detrimental effects on university participation and labour market returns. The paper investigates socio-economic gaps in the match between student quality and upper-secondary qualification quality using detailed individual-level linked administrative data from schools, colleges and tax authorities in England. Academic match is identified using a continuous measure defining undermatched, matched and overmatched students based on the distance between each student's attainment in age 16 high-stake examinations and the median attainment of students who achieved a similar academic or vocational qualification. Students from socially disadvantaged backgrounds are found to be more likely to be exposed to academic undermatch compared to their more advantaged peers and this effect is greater among the highest achieving students. The paper demonstrates that among the highest achieving students, 20% of the identified socio-economic gap in academic match can be explained by geographic differences, such as district deprivation and local Further Education opportunities. Further, the dominant 60% of the gap can be explained by differences in the school composition that students from differing backgrounds attend, such as the proportion of high achieving students and the proportion of disadvantaged students. Finally, although the effect of academic match in upper-secondary education on important individual outcomes, including university participation and labour market performance, in terms of earnings and employment probabilities at age 25, is imprecise, there are clear indications about the detrimental effect of academic undermatch on all these outcomes. This study examines the intergenerational transmission of family resources (class, education and income) on people's educational and occupational attainment in their early career life. It asks whether parental resources remain effective or fall into insignificance. It also asks whether the resources operate in a similar way for the ethnic minorities as for the majority. Drawing on data from the Longitudinal Study of Young Persons in England, the study focuses on resource transmission in degree attainment, access to elite class position, unemployment rates, labour market earnings, and continuous income. In each aspect, we test not only the net effects of parental resources, but also the differential transmission between the majority and ethnic minority groups. The analysis shows strong effects of parental resources on educational and occupational attainment for whites but rather weak effects for the ethnic minorities. Ethnic minority children tend to grow up in poor families, yet even those whose parents manage to achieve socio-economic parity with whites do not enjoy similar benefits. Reducing inequality in family socio-economic conditions and inequality in labour market opportunities is key to achieving social justice. [ABSTRACT FROM AUTHOR]

Governments around the world have enforced strict guidelines on social interaction and mobility to control the spread of the COVID-19 virus. Evidence has begun to emerge which suggests that such dramatic changes in people's routine activities have yielded similarly dramatic changes in criminal behavior. This study represents the first 'look back' on six months of the nationwide lockdown in England and Wales. Using open police-recorded crime trends, we provide a comparison between expected and observed crime rates for fourteen different offence categories between March and August, 2020. We find that most crime types experienced sharp, short-term declines during the first full month of lockdown. This was followed by a gradual resurgence as restrictions were relaxed. Major exceptions include anti-social behavior and drug crimes. Findings shed light on the opportunity structures for crime and the nuances of using police records to study crime during the pandemic. This is a report of the main findings of a reliability study carried out in association with the 1972 Oxford Social Mobility inquiry. The original sample consisted of some 10,000 men interviewed in England and Wales. The reliability study involved re-interviewing a representative 10 per cent of the sample after a lapse of two years. After initially exploring the reliability of occupation (position on the Hope-Goldthorpe scale) and distinguishing this from its stability over a period of two years, the analysis proceeds to examine the basic set of stratification variables. The raw correlations tot the full 1972 sample are adjusted in the light of the reliability findings, and the adjusted values are employed in path analyses. The main substantive conclusion of the paper is that education is more a disrupter than a transmitter of the influence of paternal social standing on respondent's occupation. The main conclusion of the reliability analysis, apart from the estimates of the reliability coefficients, is that measurement errors are not entirely independent of one another. The article presents a paper which aims to document the impact of the plague-induced demographic crisis of the second half of the fourteenth and first half of the fifteenth centuries on the succession patterns of the English landed aristocracy. The figures suggest that there was a high rate of failure of families in the direct male line even in stable demographic conditions and thus, assuming common-law rules of inheritance, a significant degree of land transmission through heiresses. This expansion in the percentage of common-law heiresses must, however, be viewed against the background of the control that landowners could exert over the descent of their inheritances. In the use and the entail they had a potential solution to the problem of natural wastage of male lines. The later medieval period was one of developed and developing avenues of wealth acquisition outside land. The ready convertibility of new money into land was given added significance in the period of demographic crisis and beyond by the connection between the acquisition of land by purchase and its acquisition by marriage.

Objective: To assess the association of having been breast fed with social class mobility between childhood and adulthood. Design: Historical cohort study with a 60-year follow-up from childhood into adulthood. Setting: 16 urban and rural centres in England and Scotland. Participants: 3182 original participants in the Boyd Orr Survey of Diet and Health in Pre-War Britain (1937–39) were sent follow-up questionnaires between 1997 and 1998. Analyses are based on 1414 (44%) responders with data on breast feeding measured in childhood and occupational social class in both childhood and adulthood. Main outcome: Odds of moving from a lower to a higher social class between childhood and adulthood in those who were ever breast fed versus those who were bottle fed. Results: The prevalence of breast feeding varied by survey district (range 45-86%) but not with household income (p=0.7), expenditure on food (p=0.3), number of siblings (p=0.7), birth order (p=0.5) or social class (p=0.4) in childhood. Participants who had been breast fed were 41% (95% CI 10% to 82%) more likely to move up a social class in adulthood (p=0.007) than bottle-fed infants. Longer breastfeeding duration was associated with greater odds of upward social mobility in fully adjusted models (p for trend=0.003). Additionally controlling for survey district, household income and food expenditure in childhood, childhood height, birth order or number of siblings did not attenuate these associations. In an analysis comparing social mobility among children within families with discordant breastfeeding histories, the association was somewhat attenuated (OR 1.16; 95% CI 0.74 to 1.8). Conclusions: Breast feeding was associated with upward social mobility. Confounding by other measured childhood predictors of social class in adulthood did not explain this effect, but we cannot exclude the possibility of residual or unmeasured confounding. This article describes the way in which a unique new quantitative data resource and evidence base has been used to relate historic measures of U.K. migration flows to the contemporary socioeconomic patterning of neighborhoods. The resource enables generalized analysis of the regional origins of British and Irish people from their family names, and makes it possible to relate the current regional distribution of names in the United States, Great Britain, and other English-speaking countries to equivalent information from the Great Britain Census of 1881. In this article we develop a number of indices of the historic origins of English and Irish family names, as a prelude to detailed microscale analysis of late twentieth century surname patterns. We illustrate the usefulness of these various indices through case study analysis of Middlesbrough and East Cleveland, an area of the United Kingdom that attracted large numbers of economic migrants during its rapid nineteenth century industrialization. We use our quantitative evidence of the historical distributions of different family names in order to characterize the social mobility of descendants of Scottish, Irish, and Cornish migrants, and to evaluate the practice of ascribing family names to particular localities in historical GIS. The case study thus illustrates the ways in which our data resource may be used to substantiate existing thinking about historic migration and residential structure, as well as to generate and investigate new hypotheses that might guide future work. Duncan's model of status attainment in the U.S. used as a point of comparison for analyzing the process of educational attainment, using several American and English data sets. The overall amount of father-to-son mobility is very similar in the two countries, and so are the relative contributions of social origin and ability to the son's attainment. Although the two educational systems differ greatly, their division of pupils into academic and non-academic segments reflects almost identically the effects of social origin and ability. These findings are interpreted in relation to Lipset's analysis of the two countries' value systems and Turner's contrast between "sponsored" and "contest" mobility patterns. This article presents findings about English, French, and Swedish mobility tables from the early 1970s. The reanalysis shows that the vertical dimension of mobility is stronger and more autonomous than one would conclude from earlier analyses. It is necessary to introduce several parameters for class inheritance in order to fit the data, and such parameters account for more of the association between class origins and destinations than does the vertical aspect of mobility, but income and occupational prestige do not help to explain it. The findings suggest complementarities between vertical and non-vertical models of class mobility. The data for England and Wales and Sweden were rendered comparable in terms of a nine-category class schema developed by the classification of English occupations. Social Fluidity in Industrial Nations developed models of class mobility that assumed nominal measurement, while Vertical and Nonvertical Class Mobility combined a model of vertical mobility. The constriction of the English, French, and Swedish classifications initiated a round of comparative mobility analysis, based upon national surveys of the early 1970s. Such tables were constructed from unit record data, yielding greater detail and stronger claims to comparability than many cross-national comparisons.

Theories about change in social mobility regimes have been difficult to test because of a lack of genuinely comparable data for multiple time-points. This problem is overcome for two European nations, Sweden and England, by making use of eleven different data-sets with closely matched social class-codings, covering the period between the late 1960s and the late 1980s. Data on both men and women are used to investigate whether these two societies have become more open over the decades considered. A `generic' hybrid linear-by-linear/topological log-linear model is introduced. It corroborates earlier findings that fluidity is higher in Sweden. When change in mobility parameters is tested for, some evidence of increased fluidity is detected, particularly for Swedish women in the late 1970s. Several important differences between the American and English systems of social control and of education reflect a divergence between the folk norms governing modes of upward mobility in the two countries. Under the American norm of contest mobility, elite status is the prize in an open contest, with every effort made to keep lagging contestants in the race until the climax. Sponsored mobility, the English norm, involves controlled selection in which the elite or their agents choose recruits early and care fully induct them into elite status. Differences between the American secondary school and the British system, in the value placed upon education, the content of education, the system of examinations, the attitude toward students working, the kind of financial subsidy available to university students, and the relation of social class to clique formation may be explained on the basis of this distinction.
