Resumo: A ascensão de lideranças autoritárias de extrema direita nas democracias contemporâneas catalisou processos de retrocesso democrático com profundas e diversas implicações políticas. Uma das dimensões menos exploradas desse fenômeno é o impacto das ações desses líderes políticos no funcionamento das burocracias públicas. Nesse sentido, a questão que orienta nossa análise é: como se dá a dinâmica entre controle político e reações burocráticas em contextos de retrocesso democrático? A análise se baseia em 165 entrevistas com burocratas de médio escalão entre dezembro de 2020 e julho de 2021 em 15 organizações diferentes das áreas social, econômica, ambiental e de planejamento do governo federal brasileiro durante o governo Bolsonaro. Os achados sugerem que o controle político e a reação burocrática estabelecem uma dinâmica que envolve interações e um processo de aprendizagem ao longo do tempo. Abstract: The rise of far-right authoritarian leaders in contemporary democracies has catalyzed processes of democratic backsliding, with profound and diverse political implications. One of the least explored dimensions of this phenomenon is the impact of the actions of these political leaders on the functioning of government bureaucracies. The question that guides our analysis is: how does the dynamic between political control and bureaucratic reaction take place in contexts of democratic backsliding? The analysis is based on 165 interviews with mid-level bureaucrats between December 2020 and July 2021 in 15 different social, economic, environmental and planning organizations of the Brazilian federal government during the Bolsonaro government. The findings suggest that political control and bureaucratic reaction is a dynamic relationship that involves interactions and learning over time. Una de las dimensiones menos exploradas de ese fenómeno es el impacto de las acciones de esos líderes políticos en el funcionamiento de las burocracias públicas. En ese sentido, la pregunta que guía nuestro análisis es: ¿cómo se da la dinámica entre el control político y las reacciones burocráticas en contextos de retroceso democrática? El análisis se basa en 165 entrevistas con burócratas de nivel medio entre diciembre de 2020 y julio de 2021 en 15 órganos públicos diferentes de las áreas social, económica, ambiental y de planificación del gobierno federal brasileño durante el gobierno Bolsonaro. Los hallazgos sugieren que el control político y la reacción burocrática es una dinámica que implica interacciones y un proceso de aprendizaje a lo largo del tiempo.

The large and diverse availability of mobility data enables the development of predictive models capable of recognizing various types of movements. Through a variety of GPS devices, any moving entity, animal, person, or vehicle can generate spatio-temporal trajectories. This data is used to infer migration patterns, manage traffic in large cities, and monitor the spread and impact of diseases, all critical situations that necessitate a thorough understanding of the underlying problem. Researchers, businesses, and governments use mobility data to make decisions that affect people's lives in many ways, employing accurate but opaque deep learning models that are difficult to interpret from a human standpoint. To address these limitations, we propose Geolet, a human-interpretable machine-learning model for trajectory classification. We use discriminative sub-trajectories extracted from mobility data to turn trajectories into a simplified representation that can be used as input by any machine learning classifier. We test our approach against state-of-the-art competitors on real-world datasets. Geolet outperforms black-box models in terms of accuracy while being orders of magnitude faster than its interpretable competitors.

Resumo O texto retrata as disputas interpretativas em torno da “natureza jurídica” das medidas protetivas de urgência da Lei Maria da Penha, que se dão na doutrina e nos tribunais. Ao privilegiar o ponto de vista das mulheres na interpretação do direito, chama a atenção para o fato de que uma disputa interpretativa aparentemente anódina de taxonomia conceitual esconde consequências cruciais para a vida e segurança das mulheres. Por meio de entrevistas com atrizes do sistema de justiça e da rede de atendimento às mulheres vítimas de violência, mostra como as interpretações que veem as medidas protetivas como acessórias ao processo impõem ônus injustificado às mulheres para que tenham acesso a um direito conquistado. Além de deixá-las desprotegidas, submetem-nas a procedimentos revitimizadores, limitam as suas alternativas de apoio e suprimem seu espaço de escolha. Abstract This article portraits the interpretative (doctrinal and judicial) disputes concerning the “legal nature” of urgent protective measures, which are prescribed by the Maria da Penha Statute. By giving privilege to the women's point of view regarding the interpretation of law, this work draws attention to the fact that an interpretative dispute about conceptual taxonomy, although seemingly anodyne, hides crucial consequences to women's lives and safety. We utilized interviews with actresses from the justice system and from assistance network to victims of violence to demonstrate how the interpretation which considers the urgent protective measures accessories to the judicial procedure imposes on women an unjustified burden to a conquered legal right. Besides leaving them unprotected, such interpretation submits women to revictimizing procedures, limits the alternatives of support to the victims and suppresses their choices.

All the measurement tasks, f.i. metering, protection and diagnostics, in electricity distribution and trasmission grids need instrument transformers (ITs) to scale voltage and current down to levels compatible with measuring instruments. Inductive voltage and current transformers (VTs and CTs) are still the most used ITs; however, their behaviour in presence of disturbances is not fully assessed. This paper analyses the behavior of CTs in presence of amplitude modulations, which is one of the disturbance under which the performance of Phasor Measurement Units (PMUs) has to be assessed. A measurement setup, able to test current transformers in accordance to the IEEE Std. C37.118.1 about the PMU performance testing, has been realized. The liberalization of the railway market and the aim of fostering the interoperability among European countries makes the monitoring of the quality of the power (PQ) exchanged between trains and supply system even more important. At the moment, definitions, procedures and techniques for DC railway systems are under development. In this contest, the paper proposes a reference generation system able to reproduce the voltage and current waveforms experienced at pantograph by a DC 3 kV locomotive. The system is able to generate simultaneously voltage and current signals up to 10 kV peak and 1.2 kA peak respectively. The AC ripple which can be superimposed has a bandwidth of 30 kHz for the voltage and 600 Hz for the current. Moreover, it is able to reproduce several PQ events both with an accuracy, in the worst case of 1%.

In recent times there has been a growing awareness of the role of agriculture in providing public goods and services, in particular in less favoured areas. However, since agriculture is an economic activity, its permanence implies that it should be able to generate a satisfactory income for farmers. Where this is not possible, due to natural constraints or adverse economic and market conditions, in order to maintain an adequate use of farmland it is necessary to provide public aid to farmers. In this framework, the design of proper interventions aimed to promote rural development in less favoured areas should be based on a deep knowledge at the farm and territorial level. As regards the territorial level, the RDP zoning [art. 11 Reg. Ce 1698/2005] developed by Member States on the base of the guidelines provided by the European Commission is very often not sufficient to adequately define the territorial characteristics of rural areas. The use of GIS techniques may help to handle this issue by providing a better and more detailed knowledge at the territorial level. Farm level is important insofar as aid effectiveness is usually strongly depending on the type of farm that is receiving it. Thus, a careful selection of beneficiaries could determine a more effective and efficient distribution of resources. This paper aims to provide a spatial analysis of natural constraints and types of farming style in Mugello area and to analyse their relations with CAP aid distribution. Both Single Payment Scheme (SPS) and Rural Development Programme (RDP) payments have been taken into account. The paper combines a GIS analysis of terrain features with the theoretical approach of farming styles. For this purpose, the study integrates several sources of data: the 2010 Italian Agriculture Census, the Tuscany Regional Agency for Payments in Agriculture (ARTEA) database, and land cover data from the database Corine Land Cover (CLC-06), as updated to 2007 by LAMMA (Laboratory for Environment Monitoring and Modelling). A geo-referenced database including socioeconomic attributes of farms, land use, and terrain characteristics has been generated in order to merge information at territorial and farm level. The results of this integrated analysis confirm that Mugello is a very heterogeneous area as regards terrain characteristics despite the fact that it is totally included in less favoured areas. On the other side, farm strategies and economic results seem to be related to entrepreneurial characteristics as much as to natural constraints. The analysis of Pillar I payments and RDP payments for farms located in this mountainous area shows a very complex situation where the strategies implemented by farmers of the strongest farming styles may successfully counteract natural constraints. Besides, in the Authors’ opinion, the analyses performed highlight the importance of spatial analysis as a tool for evaluating how public resources are distributed on a territory, thus providing also useful information on the way this distribution could be improved, e.g. for ensuring a higher level of environmental services., Bio-based and Applied Economics, Vol 6 No 1 (2017)

OBJECTIVE: Validating objective, brain-based indices of consciousness in behaviorally unresponsive patients represents a challenge due to the impossibility of obtaining independent evidence through subjective reports. Here we address this problem by first validating a promising metric of consciousness-the Perturbational Complexity Index (PCI)-in a benchmark population who could confirm the presence or absence of consciousness through subjective reports, and then applying the same index to patients with disorders of consciousness (DOCs). METHODS: The benchmark population encompassed 150 healthy controls and communicative brain-injured subjects in various states of conscious wakefulness, disconnected consciousness, and unconsciousness. Receiver operating characteristic curve analysis was performed to define an optimal cutoff for discriminating between the conscious and unconscious conditions. This cutoff was then applied to a cohort of noncommunicative DOC patients (38 in a minimally conscious state [MCS] and 43 in a vegetative state [VS]). RESULTS: We found an empirical cutoff that discriminated with 100% sensitivity and specificity between the conscious and the unconscious conditions in the benchmark population. This cutoff resulted in a sensitivity of 94.7% in detecting MCS and allowed the identification of a number of unresponsive VS patients (9 of 43) with high values of PCI, overlapping with the distribution of the benchmark conscious condition. INTERPRETATION: Given its high sensitivity and specificity in the benchmark and MCS population, PCI offers a reliable, independently validated stratification of unresponsive patients that has important physiopathological and therapeutic implications. In particular, the high-PCI subgroup of VS patients may retain a capacity for consciousness that is not expressed in behavior.

We assessed the validity of an Italian language version of the Epworth sleepiness scale (ESS). The translated ESS was compared to the multiple sleep latency test (MSLT), considered the gold standard for the diagnosis of excessive daytime sleepiness (EDS). Within the context of a multicentric national study on narcolepsy (Gruppo Italiano Narcolessia Studio Epidemiologico Nazionale, GINSEN) involving 17 Italian sleep centres, we compared the two diagnostic tests on 91 prospectively recruited subjects with suspected EDS (34 with narcolepsy, 16 with obstructive sleep apnea syndrome, 19 with idiopathic hypersomnia, and 22 with other sleep, neurologic or psychiatric disorders).
