This article addresses the issue concerning the potential approval of a civil rights bill in the U.S. based on quotas and preferences in 1991. The article cited the case of Resolution Trust Corp., an agency set up to sell off the assets of companies with failed savings and loans, in which a Democratic proposal by Henry Gonzalez allegedly insisted that the company shall gain 25 percent for all contracting activities to be entered into with minority individuals or women. The article criticizes the trading off of quotas to reduce civil rights lawsuits citing the 1866 Civil Rights Act where racial minorities can collect monetary damages for discrimination as basis for justification.
