Le présent article se propose de reconsidérer le thème de la résolution de problèmes en développant certaines idées du courant de l’action située tirées de l’ethnométhodologie et de la théorie de l’enquête de Dewey. Alors que le cognitivisme définit la résolution de problèmes comme un processus délibératif et computationnel, le courant de l’action située l’envisage comme une enquête en contexte à laquelle les mains, les yeux et l’environnement concourent autant que l’esprit. Le cas étudié est celui du traitement d’une erreur dans l’application d’un logiciel dans le cadre d’un cours d’initiation à l’utilisation de Word. L’article identifie les routines et le savoir-faire mis en œuvre pour comprendre et résoudre le problème. Il met aussi en évidence les principales médiations de l’enquête, depuis les ajustements corporels et langagiers jusqu’aux opérations faites sur l’ordinateur. Il montre à la fois comment de nouvelles habitudes sont ainsi formées, et comment la découverte de la solution permet de comprendre exactement le problème ainsi que de réinterpréter ce qui s’est passé auparavant. How does one solve problems ? This paper tries to give an answer to that question other than cognitivist, and it does so by applying ideas from the situated action approach, inspired by ethnomethodology and Dewey’s theory of inquiry. While for cognitivism, problem solving is a process of deliberation and computation, for situated action approach, it is an inquiry done not only by the mind but also by the eyes and the hands and with the mediation of the environment. The studied case concerns teaching how to use Word in a classroom : the problem to be solved comes from an error done in an application of this software. The paper analyses how routines and knowhow are used in situation to understand and solve the problem, and how new habits are thus acquired. It shows that the inquiry done by participants involves many media – bodily and verbal adjustments, operations on the computer and so on – and how, when it succeeds to identify what exactly the problem was, a new understanding of what has happened is reached.

Les recherches sur l’erreur en sciences sociales ont surtout tenté d’expliquer les biais cognitifs et la formation de croyances fausses (Bronner, 2007). De ce fait, elles ont été enclines à traiter toutes les erreurs comme théoriques, et à ne pas tenir compte de la différence entre faute et erreur, ainsi qu’entre erreur théorique et erreur pratique. Toute explication de l'action met en jeu une régularité des conduites. On peut sans doute la rapporter à une machinerie sous-jacente, mais force est de convenir que les conduites humaines ne manifestent pas la « belle régularité » d'un mécanisme. Elles sont tout à la fois variables, indéterminées, adaptatrices et uniformes, standardisées. Comment rendre compte de cette ambivalence ? L'une des réponses consiste à recourir à des notions apparemment plus adéquates, au moins en apparence, à la plasticité du domaine des pratiques. Elle introduit une série de notions différenciées, mais reliées entre elles par un « air de famille » : tradition, norme, règle, habitude, disposition, routine, capacité, savoir-faire, etc. Peut-on réellement concilier les significations et les fonctions attribuées à de telles notions ? Quel est leur pouvoir explicatif en sciences sociales ? Quelle description de la détermination pratique permettent-elles ? Cet ordre de réponse place une forme particulière de savoir à la source des pratiques ; un savoir non propositionnel, qu'il s'agisse de connaissance pratique, de savoir-faire ou de savoir tacite. Mais peut-on encore parler de savoir dès lors que la distinction vrai/faux ne s'applique plus ? Et comment décrire plus précisément la structure et le fonctionnement de tels modes de connaissance ?

During the late Oligocene to early Miocene the residual Magura Basin was located along the front of the Pieniny Klippen Belt (PKB). This basin was supplied with clastic material derived from a south-eastern direction. In the Małe (Little) Pieniny Mts. in Poland, the late Oligocene/ early Miocene Kremna Fm. of the Magura Nappe (Krynica subunit) occurs both in front of the PKB as well as in the tectonic windows within the PKB. Lenses of exotic conglomerates in the Kremna Fm. contain frequent clasts of Mesozoic limestones (e.g. limestones with "filaments" microfacies and Urgonian limestones) and Eocene shallow-water limestones. Fragments of crystalline and volcanic rocks occur subordinately. The provenance of these exotic rocks could be probably connected with Eocene exhumation and erosion of the SE part of the Dacia and Tisza Mega-Units.

As the available therapies for diabetes and obesity are not effective enough, diabetologists and educators search for new methods to collaborate with patients in order to support their health behaviors. The aim of this review is to discuss perspectives for the development of new empowerment-type therapies in the treatment of diabetes/obesity. Empowerment is a process whereby patients gain the necessary knowledge to influence their own behavior to improve the quality of their lives. It is carried out in five stages: (1) identify the problem, (2) explain the feelings and meanings, (3) build a plan, (4) act, and (5) experience and assess the execution. Although many years have passed since the advent and popularization of the concept of empowerment, the area remains controversial, mainly with regard to the methodology of therapy. Some previous studies have confirmed the positive effect of empowerment on body weight, metabolic control, and quality of life of patients with type 2 diabetes; however, few studies have been conducted in patients with type 1 diabetes. There is still a need to confirm the effectiveness of empowerment in accordance with Evidence Based Medicine by performing long-term observational studies in a large group of patients. In future, empowerment may become part of the standard of care for patients with diabetes and/or obesity.

Zarządzanie w sektorze publicznym w wielu krajach uległo w ostatnich latach zasadniczym zmianom, co wyraża się we wprowadzaniu zasad tzw. New Public Management. Dotyczy to również administracji publicznej w Polsce, w tym administracji skarbowej. W artykule przedstawiono przesłanki zmian wprowadzanych od kilku lat w administracji skarbowej w Polsce. Szczególną uwagę poświęcono zmianom o charakterze prospołecznym, związanym z wprowadzaniem do urzędów skarbowych systemu zarządzania jakością. Zmiany te rozpatrywano w stosunku do dwóch grup klientów urzędów skarbowych, tj. klientów zewnętrznych i klientów wewnętrznych - pracowników urzędów. Zmiany związane były z unowocześnianiem i usprawnianiem metod pracy, eliminowaniem słabych stron w organizacji pracy. Ich efektem miała być poprawa warunków pracy, wzrost zadowolenia pracowników, poprawa jakości obsługi klientów oraz wizerunku tych instytucji. Z przeprowadzonych badań wynika, że takie pozytywne zmiany nastąpiły. Potwierdziły się również opinie wyrażane w literaturze przedmiotu, że głównym czynnikiem stawiającym opór zmianom są ludzie, którzy mają je wdrażać. Public sector management in many countries has been fundamentally changed in recent years. It was expressed in the introduction of New Public Management principles. This phenomenon also concerns public administration in Poland including fiscal administration. The paper presents the reasons of changes put into practice in fiscal administration in recent years. Special attention is drawn to pro-social changes related to the introduction of quality management systems. Research was focused on two groups of clients: external clients, that is, small and medium enterprises and private persons and internal clients, that is, employees of Internal Revenues. Th ese changes have concerned the modernization and rationalization of work methods and elimination of weaknesses of Internal Revenue’s work organization. The main objective of these changes is the improvement of work conditions, growth of work satisfaction what transmits on the quality of services for clients and finally on the improvement of the fiscal administration’s image. Research confirms the positive changes and the findings thoroughly described in literature related to change management, that is, an essential factor which opposes the changes are people. An aversion to changes is caused by the fear of negative results of these changes.

L’expérience humaine est vulnérable. L’erreur y est inévitable. Elle se faufile partout. Si elle est généralement affectée d’une valeur négative - elle est à éviter, à corriger, à réparer -, elle présente aussi un potentiel positif. On apprend de ses erreurs, car les révisions auxquelles conduisent leur découverte et leur examen sont des moments essentiels dans la production du savoir, dans le raisonnement pratique ou dans la détermination des conduites appropriées aux situations. L’étude de l’erreur se développe en grande partie aujourd’hui à partir de travaux de psychologie cognitive, qui traquent les erreurs de raisonnement, les biais cognitifs et la formation de croyances fausses et expliquent causalement ces phénomènes par des mécanismes inconscients ou des inclinations naturelles de l’esprit humain. Le problème est que, pour ce faire, ils doivent présupposer des normes absolues (de vérité ou de rationalité, de raisonnement déductif ou de raisonnement statistique) par rapport auxquelles les erreurs représentent des écarts mesurables. C’est une tout autre approche que propose le présent ouvrage : analyser l’erreur sous l’angle de sa socialité, c’est-à-dire en l’envisageant dans les multiples contextes et dans les dynamiques plurielles où elle se produit, est prévenue, identifiée, relevée, appréciée, attribuée, rejetée, qualifiée, traitée. Des études de cas mettent la thèse de la valeur positive de l’erreur à l’épreuve : elles examinent l’usage de l’erreur aussi bien dans la science que dans l’enseignement de la logique ; dans l’établissement des preuves au tribunal que dans la résolution de problèmes pratiques de la vie courante ; dans la délibération que dans la perception ; dans le diagnostic médical que dans la décision politique.
