This paper is among the firsts to investigate the impact of overeducation and overskilling on workers' wages using a unique pan-European database covering twenty-eight countries for the year 2014, namely the CEDEFOP's European Skills and Jobs (ESJ) survey. Overall, the results suggest a wage penalty associated with overeducation. When interacting educational mismatch with skills mismatch into apparent overeducation and genuine overeducation, the results suggest that the highest wage penalty is reached for workers that are both overeducated and overskilled.

As immigrants born in developing countries and their descendants represent a growing share of the working-age population in the developed world, their labour market integration constitutes a key factor for fostering economic development and social cohesion. Using a granular, matched employer-employee database of 1.3 million observations between 1999 and 2016, our weighted multilevel log-linear regressions first indicate that in Belgium, the overall wage gap between workers born in developed countries and workers originating from developing countries remains substantial: it reaches 15.7% and 13.5% for first- and second-generation immigrants, respectively. However, controlling for a wide range of observables (e.g. age, tenure, education, type of contract, occupation, firm-level collective agreement, firm fixed effects), we find that, whereas first-generation immigrants born in developing countries still experience a sizeable adjusted wage gap (2.7%), there is no evidence of an adjusted wage gap for their second-generation peers. Moreover, our reweighted, recentered influence function Oaxaca-Blinder decompositions agree with these findings. Indeed, while the overall wage gap for first-generation immigrants born in developing countries is driven by unfavourable human capital, low-paying occupational/sectoral characteristics, and a wage structure effect (e.g. wage discrimination), the wage gap for their second-generation peers is essentially explained by the fact that they are younger and have less tenure than workers born in developed countries. Furthermore, our results emphasize the significant moderating role of geographical origin, gender, and position in the wage distribution.

We provide first evidence of the impact of over-education, among natives and immigrants, on firm-level productivity and wages. We use Belgian linked panel data and rely on the methodology from Hellerstein et al. (1999) to estimate ORU (over-, required, and under-education) equations aggregated at the firm level. Our results show that the over-education wage premium is higher for natives than for immigrants. However, since the differential in productivity gains associated with over-education between natives and immigrants outweighs the corresponding wage premium differential, we conclude - based on OLS and dynamic GMM-SYS estimates - that over-educated native workers are in fact underpaid to a greater extent than their over-educated immigrant counterparts. This conclusion is refined by sensitivity analyses, when testing the role of immigrants' background (e.g. region of birth, immigrant generation, age at arrival in the host country, tenure).

This paper investigates the potentially non-linear relation between households' indebtedness and their consumption between 2010 and 2014 in Belgium. To do so, we use panel data from the two waves of the Household Finance and Consumption Survey. Unlike previous studies, we find a negative effect of households' indebtedness on their consumption, even in the absence of any negative shock on their assets. Our findings suggest that, without such a shock, it is the day-to-day sustainability of the debt, rather than its overall sustainability, that leads households to reduce their consumption. To explore potential non-linearities in this effect, we perform a threshold analysis, whose results suggest that households should not have a debt-service-to-income ratio greater than 30% as this leads to a substantial reduction of their consumption. This paper provides a comprehensive quantitative assessment of the employment performance of first- and second-generation immigrants in Belgium compared to that of natives. Using detailed quarterly data for the period 2008-2014, we find not only that first-generation immigrants face a substantial employment penalty (up to -36% points) vis-à-vis their native counterparts, but also that their descendants continue to face serious difficulties in accessing the labour market. The social elevator appears to be broken for descendants of two non-EU-born immigrants. Immigrant women are also found to be particularly affected. Among the key drivers of access to employment, we find: i) education for the descendants of non-EU-born immigrants, and ii) proficiency in the host country language, citizenship acquisition, and (to a lesser extent) duration of residence for first-generation immigrants. Finally, estimates suggest that around a decade is needed for the employment gap between refugees and other foreign-born workers to be (largely) suppressed.

This paper examines the relationship between immigration and over-education, taking advantage of access to rich matched employer-employee data for the Belgian private sector for the period 1999-2010. Covering more than 1.2 million workers, the data enable the authors to: i) measure over-education with higher precision, ii) examine the heterogeneous effects of detailed countries of birth, and iii) test the role of key moderating factors. More precisely, this paper is not only the first to investigate the effect of citizenship acquisition and workers' tenure on the nexus between immigration and over-education, but also one of the few to study the moderating roles of gender and education for detailed categories of immigrants. With ordered probit estimates, the authors highlight that immigrant workers are much more likely to be over-educated than their native counterparts, especially when the former originate from the Maghreb or Asia. Over-education also appears to be particularly critical among higher-educated immigrants. Gender-based differences in immigrants' penalties, in contrast, are found to be quite modest overall. Results further show that tenure has a strong moderating effect on the likelihood for immigrants born in developing countries to be over-educated and that citizenship acquisition is also associated with substantially improved job matches.

This paper provides first evidence on the impact of a direct measure of firm-level upstreamness (i.e. the steps before the production of a firm meets final demand) on workers' wages. It also investigates whether results vary along the earnings distribution and by gender. Findings, based on unique matched employer-employee data relative to the Belgian manufacturing industry for the period 2002-2010, show that workers earn significantly higher wages when employed in more upstream firms. Yet, the gains from upstreamness are found to be very unequally shared among workers. Unconditional quantile estimates suggest that male top-earners are the main beneficiaries, whereas women, irrespective of their earnings, appear to be unfairly rewarded. Quantile decompositions further show that these differences in wage premia account for a substantial part of the gender wage gap, especially at the top of the earnings' distribution.

Using a merged employer-employee panel dataset of 13,000 firms for the 1999-2010 period, this paper aims to quantify wage discrimination against migrant workers based on their countries of birth, with workers' tenure and firm product market competition as moderator variables. To do so, we specify a wage-setting equation à la Bartolucci (2014) that includes a direct measure of worker productivity. We control for a wide range of worker and firm characteristics, as well as time-invariant unobserved heterogeneity in firms and potential endogeneity in the composition of the workforce. Our preferred results estimate that wage discrimination against non-EU15 workers in Belgium is in the order of 6.1%. This figure hides large disparities in wage discrimination against foreign-born migrants depending on their countries of birth, as well as the vanishing of wage discrimination against migrants with tenure. Our results also suggest that wage discrimination disappears in highly competitive product market situations.

Measuring the economic impact of coworkers from different countries of origin sparked intense scrutiny in labor economics, albeit with an uncomfortable methodological limitation. Most attempts involved metrics that eliminate most of the economically relevant distances among different countries of origin. The typical examples of such metrics are diversity indicators that divide the firm’s workforce into blacks and whites, foreigners and natives, non-Europeans and Europeans, etc. We propose an entirely novel approach. It is based on the conversion of the qualitative information on individuals’ countries of origin into an aggregate firm-level diversity indicator, built on the United Nations Development Programme’s Human Development Index (HDI), a standard harmonized measure of cross-country variations that is available for virtually all the countries in the world. By resorting to rich matched employer-employee panel data for Belgium, we use this new aggregate measure to estimate state-of-the-art firm-level wage equations, which control for a wide range of observable and time-invariant unobservable factors, including variations in labor productivity between firms and within firms over time. Our results suggest that the majority of firms do not discriminate against foreigners. Yet, we find that firms with high diversity largely discriminate against them. This paper takes advantage of access to detailed matched bank-firm data to investigate whether and how employment decisions of SMEs have been affected by credit constraints in the wake of the Great Recession. Variability in banks’ financial health following the 2008 crisis is used as an exogenous determinant of firms’ access to credit. Findings, relative to the Belgian economy, clearly highlight that credit matters. They show that SMEs borrowing money from precrisis financially less healthy banks were significantly more likely to be affected by a credit constraint and, in turn, to adjust their labour input downwards than pre-crisis clients of more healthy banks. These results are robust across types of loan applications that were denied credit, i.e. applications to finance working capital, debt or new investments. Yet, estimates also show that credit constraints have been essentially detrimental for employment among SMEs experiencing a negative demand shock or facing strong product market competition. In terms of human resources management, credit constraints are not only found to foster employment adjustment at the extensive margin but also to increase the use of temporary layoff allowances for economic reasons. This paper examines social upgrading related to firms' participation in Global Value Chains (GVCs) from a developed countries' perspective. Merging detailed matched employer-employee data relative to the Belgian manufacturing industry with unique information on firm-level upstreamness, we investigate whether workers on the upstream stage of GVCs benefit from higher wages. We also enrich our analysis with a gender dimension. Unconditional quantile regressions and decomposition methods reveal that firms' upstreamness fosters workers' social upgrading. This article takes advantage of access to confidential matched bank-firm data relative to the Belgian economy to investigate whether and how employment decisions of small- and medium-sized enterprises (SMEs) have been affected by credit constraints in the wake of the Great Recession. Variability in banks' financial health following the Great Recession is used as an exogenous determinant of firms' access to credit. Two-stage least squares and bivariate probit estimates suggest that SMEs borrowing money from pre-crisis less healthy banks were significantly more likely to be affected by a credit constraint and, in turn, to adjust their labour input downwards than pre-crisis clients of more healthy banks. More precisely, estimates show that credit-constrained SMEs were ceteris paribus between 40 and 65% more likely to reduce their workforce than their counterparts not facing such constraints. Yet, findings also indicate that employment consequences of credit shortages depend heavily on the environment in which SMEs operate. Results indeed indicate that credit constraints have been essentially detrimental for employment among SMEs experiencing a negative demand shock or facing severe product market competition. Finally, in terms of adjustment channels, results show that credit-constrained SMEs adjusted their workforce significantly more at the extensive margin (through individual layoffs, reduction of temporary employment and early retirement) than their non-constrained counterparts, but also that they relied more intensively on temporary layoff schemes (for economic reasons).

We provide first evidence regarding the direct effect of educational norms and educational mismatch on the bottom line of firms across work environments. To do so, we use rich Belgian linked employer-employee panel data, rely on the methodological approach pioneered by Hellerstein et al. (1999), and estimate dynamic panel data models at the firm level. Our findings show an ‘inverted L’ profitability profile: undereducation is associated with lower profits, whereas higher levels of normal and overeducation are correlated with positive economic rents of roughly the same magnitude. This article provides first evidence on whether corporate social responsibility (CSR) influences the productivity effects of overeducation. By relying on detailed Belgian linked employer-employee panel data covering the period 1999-2010, our empirical results exhibit a positive and significant impact of over-education on firm productivity. Moreover, they suggest that the effect of over-education is positively enhanced when the firm implements a corporate social responsibility process, especially when it aims to have: i) a good match between job requirements and workers’ educational level, ii) a diverse workforce in terms of gender and age, and iii) a long-term relationship with its workers. We study how unemployment affects the over-indebtedness of households using the new European Household Finance and Consumption Survey (HFCS). First, we assess the role of different labor market statuses (i.e. employed, unemployed, disabled, retired, etc.) and other household characteristics (i.e. demographics, housing status, household wealth and income, etc.) to determine the likelihood of over-indebtedness. We explore these relationships both at the Euro area level and through country-specific regressions. This approach captures country-specific institutional effects concerning all the different factors which can explain household indebtedness in its most severe form. We also examine the role that each country’s legal and economic institutions play in explaining these differences. The results of the regressions across all countries show that the odds of being over-indebted are much higher in households where the reference person is unemployed. These odds ratios remain fairly stable across different over-indebtedness indicators and specifications. Interestingly, we find similar results for secured debt only. Turning to country specific results, the role of unemployment varies widely across countries. In Spain, France or Portugal, for example, the odds ratio for the unemployed group is just below 2, whereas in Austria, Belgium, or Italy the odds ratio is higher than 4. Secondly, we situate the analysis in a macro-micro frame to identify households and countries that are especially vulnerable to adverse macroeconomic shocks in the labor market. For the Euro area, we find that the percentage of households plagued by over-indebtedness increased by more than 10%, suggesting that another unemployment shock could have a major impact on the financial solvency of Euro area households. Finally, the impact of this shock on single-headed households is much higher than on couple-headed ones.

This paper is one of the first to estimate how the region in which an establishment is located affects its productivity, wage cost and costcompetitiveness (i.e. its productivity-wage gap). To do so, we use detailed linked employer-employee panel data for Belgium and rely on methodological approaches from both Hellerstein and Neumark (1995) and Bartolucci (2014) to estimate dynamic panel data models at the establishment level. Our findings show that inter-regional differences in productivity and wages are significant but vanish almost totally, both in industry and services, when controlling for a wide range of covariates, establishment fixed effects and endogeneity. International audience; The article explores the link between different institutional features of minimum wage systems and the minimum wage bite. We notably address the striking absence of studies on sectoral-level minima and exploit unique data covering 17 European countries and information from more than 1,100 collective bargaining agreements. Results provide evidence for a neglected trade-off: systems with bargained sectoral-level minima are associated with higher Kaitz indices than systems with statutory floors, but also with more individuals actually paid below prevailing minima. Higher collective bargaining coverage can, to some extent, reduce this trade-off between sharp teeth (high wage floors) and empty mouths (non-compliance/non-coverage).

The labour market situation of low-educated people is particularly critical in most advanced economies, especially among youngsters and women. Policies aiming to increase their employability either try to foster their productivity and/or to decrease their wage cost. Yet, the evidence on the misalignment between education-induced productivity gains and corresponding wage cost differentials is surprisingly thin, inconclusive and subject to various econometric biases. We estimate the impact of education on productivity, wage costs and productivity-wage gaps (i.e. profits) using rich Belgian linked employer-employee panel data. Findings, based on the generalised method of moments (GMM) and Levinsohn and Petrin (2003) estimators, show a significant upward-sloping profile between education and wage costs, on the one hand, and education and productivity, on the other. They also systematically highlight that educational credentials have a stronger impact on productivity than on wage costs. This ‘wage compression effect’, robust across industries, is found to disappear among older cohorts of workers and to be more pronounced among women than men. Overall, findings suggest that particular attention should be devoted to the productivity to wage cost ratio of low-educated workers, especially when they are young and female, but also to policies favouring gender equality in terms of remuneration and career advancement., info:eu-repo/semantics/published

This paper examines the incidence and determinants of overeducation in the Belgian private sector. Two different approaches are used to define overeducation by means of data on characteristics of employees and employers. Using the 1995 Structure of Earnings Survey, it is found that between 22 and 24% of the workforce is overeducated. Results support the idea that labour market experience is treated by employers as a substitute for formal education. They also show that male workers, people employed in state-owned firms and apprentices/trainees are less affected by overeducation. Substantial research has been devoted to the estimation and explanation of the gender wage gap. The effects of work status on wages have been studied somewhat less. This article draws on existing work to generate new estimates of the wage penalty associated with part-time employment in Belgium. Given the fact that women remain the primary caregivers, almost solely in charge of housework, part-time employment has often been presented as an ideal solution for those wanting to combine family and professional responsibilities. However, parttime employment has many flaws, not the least of which is the wage penalty it induces. On the basis of the 1995 Structure of Earnings Survey (SES), we estimate the wage gap between part-time and full-time work for a sample of women only. Based on our results, we advance explanations related to human capital and productivity differences, types of job and industry branches, personal characteristics of part-timers, etc. We also compare the results with earlier results for Belgium based on the European Community Household Panel (ECHP). The unexplained part of the part-time wage gap allows us to assess the degree to which labour markets discriminate against part-timers.
