As we are submitting this report in December 2020, COVID-19 has had a complex and multifaceted effect on public transport (PT) and its use. The emergence of the virus altered both who used PT and how these users experienced their journeys. This study complicates the fear-focused narrative that often framed PT during the COVID-19 crisis. It highlights diverse experiences of PT, which yet are often socially unequal. This report details the design and outcome of a multi-sited study investigating PT during the initial months of the COVID-19 pandemic. The study began in March 2020 as part of PUTSPACE, an international research project supported by the Humanities in the European Research Area (HERA). It consisted of an online survey (n=1095) and series of semi-structured follow-up interviews (n=49). The survey and interviews solicited information about PT users’ mobility behaviour after the outbreak of COVID-19 as well as their experiences on and perceptions of PT during the initial months of the pandemic. Responses came from four geographical regions; Estonia (Tallinn), Sweden (Stockholm), Belgium (Brussels) and Germany (Berlin, Dresden, Munich). It is significant that most of our insights produced in the survey and interviews echoed similar observations across the studied regions.

Die Dissertation baut auf Henri Lefebvres Theorie einer sozialen Produktion des Raums auf und bietet eine ethnographisch fundierte Untersuchung der Komplexität urbaner Phänomene in der nordtadschikischen Stadt Khujand. Die drei Bestandteile einer sozialen Produktion des Raums – Konzeptualisierung, Wahrnehmung und Anpassung – stehen nicht isoliert voneinander, denn die Produktion von Raum erfolgt im Prozess ihres Zusammenwirkens. Die vorliegende Arbeit ist, vor diesem Hintergrund, die erste Monographie, welche die komplexen Zusammenhänge der Raumproduktion in einer peripheren zentralasiatischen Stadt zum zentralen Forschungsgegenstand nimmt. Nach einer Einführung in Theorie und Methoden wende ich mich der Produktion des mentalen Raums in Khujand zu. Ich erläutere unterschiedliche Ideologien von Raum und Urbanität, welche für Khujand relevant waren – etwa die „Islamisch-orientalische“, „sowjetische“ sowie „westliche“ – und untersuche ihre Bedeutung für aktuelle Raumproduktionsprozesse. Im zweiten Teil wende ich mich dem physischen Raum zu und arbeite zentrale Elemente der urbanen Topographie von Khujand heraus. Nach einer Analyse städtischer Mobilität präsentiere ich vier Fallstudien, welche einen Querschnitt von Khujands physischem Raum darstellen und eine breite Vielfalt urbaner Erfahrungen abdecken. Im dritten Teil zeige ich, wie die soziale Produktion des Raums durch einen Fokus auf Anpassungen des Raums erfasst werden kann. Ich analysiere Beispiele auf der Staats-, Nachbarschafts- und Haushalts-Ebene im Hinblick auf Lefebvres Konzept der Transduktion, also einer Praxis vor dem Hintergrund von Einschränkungen und Wünschen. In diesem Teil stelle ich die zentrale Rolle von remont und obodi heraus – zwei kulturell eingebetteten kreativen Konzepten, welche maßgeblich an der Produktion des sozialen Raums in Khujand mitwirken., The dissertation builds upon Henri Lefebvre's theory of a social production of space in order to provide an anthropologically founded account, grasping the complexity of the urban phenomenon in the northern Tajik city of Khujand. The three parts of a social production of space – conceptions, perceptions, and adaptations of space – are not isolated from each other. In the process of their interaction, space is being produced. In this regard, the present work is the first monograph which explores the intertwined contemporary urban space in a regional city of Central Asia. After delving into theory and methodology, I address in a first part the production of mental space in Khujand. I present different ideologies of space and urbanity which were at work in Khujand: inter alia, the 'Islamic-Oriental', and the 'Soviet' and 'Western' ideologies of urbanity, and assess their relevance to Khujand today. In the second part, I work out the defining elements of Khujand's physical space. After an examination of urban mobility, I proceed to presenting four case studies which provide a cross-section of Khujand's physical space, covering a wide range of urban experiences. In the third part I show how the production of social space can be seen through the lens of adaptations. I analyse cases on the state, the neighbourhood and the household levels, with regard to Lefebvre's concept of transduction, that is, action taken within a framework of constraints and desire. In this part, I emphasise two crucial notions which permeate the social production of space in Khujand: remont and obodi, which stand out as culturally embedded creative concepts.

“Post-modernism” and “post-socialism” are two frames that have been widely applied to account for urban changes over the past decades. It is a common statement to consider socialist urbanism as the pivotal embodiment of modernist thinking. The transformation to post-socialism consequentially appears as an instance of post-modernization. This overview article challenges such identification, arguing that modernist endeavours and the experience of the modern have been more diverse and complex than such periodization imply. In the present paper, we want to make the distinction between a narrow and broad conception of modernism. In the first part, we begin by discussing the “high modernist” approach, often conflated with modernism in toto. In such a narrow understanding, “modernism” amounts to a particular style in architecture and approach in urban planning and governance. Next, we present a broad conception of modernism as a cultural response to the experience of modernity and the yearning for being modern. We argue for the necessity of addressing the complexity and breadth of modernist visions. In conclusion, we pinpoint the major themes addressed by the contributors to this special issue and highlight how we think this volume contributes to scholarly debates about the merit of revisiting and resurrecting modernist urbanism in twenty-first century post-socialist urban contexts and beyond. "Postmodernismus" und "Postsozialismus" sind zwei Rahmenkonzepte, die häufig verwendet werden, um während der letzten Jahrzehnte aufgetretene städtische Veränderungen zu erklären. Es ist eine weit verbreitete Auffassung, dass das sozialistisches Städtewesen als zentrale Verkörperung einer modernistischen Denkweise zu betrachten sei. Die Transformation des Postsozialismus erscheint folgerichtig als Beispiel für Postmodernisierung. Dieser Überblicksartikel hinterfragt eine solche Festlegung und argumentiert, dass modernistische Bestrebungen und die Erfahrungen der Moderne vielfältiger und komplexer waren, als eine solche Periodisierung beinhaltet. In der vorliegenden Arbeit möchten wir zwischen einem enger und einem weiter gefassten Modernismus-Begriff unterscheiden. Im ersten Teil erfolgt eine Diskussion des "hochmodernistischen" Ansatzes, der häufig mit dem Modernismus als Ganzem in Verbindung gebracht wird. In einem solchen begrenzten Verständnis steht "Modernismus" für einen besonderen architektonischen Stil und einen entsprechenden Ansatz im Hinblick auf Stadtplanung und städtische Verwaltung. Im Anschluss daran präsentieren wir ein weiter gefasstes Konzept des Modernismus: Modernismus als kulturelle Erwiderung auf die Erfahrungen der Moderne und als Streben danach, modern zu sein. Dabei argumentieren wir, dass es notwendig ist, die Komplexität und die Vielfältigkeit modernistischer Ideen ebenfalls zu thematisieren. Abschließend benennen wir die wichtigsten Themen, die von den beitragenden Autoren hinsichtlich dieser besonderen Fragestellung behandelt werden. Zudem heben wir hervor, warum wir denken, dass dieser Band einen wichtigen Beitrag zur wissenschaftlichen Debatte über den Wert, die städtebauliche Moderne in postsozialistischen urbanen Kontexten des 21. Jahrhunderts und darüber hinaus erneut aufzugreifen und wiederzubeleben, darstellt.

The proposed paper deals with multiple facets of the notion of remont, exploring urban space production in contemporary Tajikistan. Remont has come to bear in the post-Soviet Tajik context a wide range of meaning, in some way parallel to a Lefebvrian tripartite understanding of the production of space: Remont as perception refers to a good or a bad state of upkeep. Remont as conception refers to the desire to attain a certain remont status. Remont as adaptation refers to the activity being undertaken to reach this status. In this regard, remont is not only about attending to shortcomings, but is an active engagement with space, and a culturally embedded creative practice, aimed at reaching a normative set of spatial morality. I argue that the measure against which the need for remont is weighted, is obodi – beauty and habitability created by men’s hands. By means of remont, obodi is being enacted in Tajikistan’s urban space. Being a vector of spatial morality, remont is intimately tied to life-cycle rituals such as circumcisions, weddings and funerals, and thus takes part in projections and negotiations of modernity in post-Soviet urban Central Asia. Die vorliegende Arbeit behandelt die verschiedenen Facetten des Begriffs "remont" und befasst sich in diesem Zusammenhang mit der Schaffung von urbanem Raum im modernen Tadschikistan. "Remont" hat im postsowjetischen tadschikischen Kontext eine Reihe von Bedeutungen erlangt, die auf gewisse Weise eine Parallele zum lefebvrianischen dreigeteilten Verständnis bei der Schaffung von Raum aufweist: "Remont" als Wahrnehmung bezeichnet einen guten oder schlechten Zustand bei der Instandhaltung. "Remont" als Konzept bezieht sich auf den Wunsch, einen bestimmten "remont"-Zustand zu erlangen. "Remont" als Anwendung steht für eine Aktivität, die unternommen wird, um diesen Zustand zu erreichen. In dieser Hinsicht geht es bei "remont" nicht ausschließlich darum, sich mit Mängeln zu beschäftigen, "remont" ist vielmehr eine aktive Auseinandersetzung mit dem Raum, eine kulturell eingebettete kreative Vorgehensweise, die darauf abzielt, einen normativen Rahmen für räumliche Tugendhaftigkeit zu erreichen. Ich argumentiere dahingehend, dass das Konzept, an welchem sich "remont" messen lassen muss, "obodi" ist: von Menschen geschaffene Schönheit und Bewohnbarkeit. "Obodi" wird im urbanen Raum Tadschikistans erst durch "remont" ermöglicht. Als Vektor einer räumlichen Tugendhaftigkeit ist "remont" eng mit den Ritualen des Lebenszyklus wie beispielsweise Beschneidungen, Hochzeiten und Bestattungen verbunden und damit Teil von Modernitäts-Projektionen und -Verhandlungen im postsowjetischen urbanen Zentralasien.

This chapter explores the relationship between spatial and temporal variations in the incidence of energy poverty across the European Union, emphasizing the vulnerabilities faced by Central and Eastern Europe (CEE). We argue that European energy transitions – understood as processes of systemic change in the energy sector – have deepened existing regional inequalities at the macro-scale. The evidence presented in this chapter is based on a comprehensive review of Eurostat datasets. We highlight the persistence of energy poverty in CEE, while arguing that the systemic forces driving this phenomenon need to be seen within the context of deeper regional disparities.
