This paper proposes a computational game-theoretic model for the international negotiations that should take place at the end of the period covered by the Kyoto protocol. These negotiations could lead to a self-enforcing agreement on a burden sharing scheme given the necessary global emissions limit that will be imposed when the real extent of climate change is known. The model assumes a non-cooperative behavior of the parties except for the fact that they will be collectively committed to reach a target on total cumulative emissions by the year 2050. The concept of normalized equilibrium, introduced by J.B. Rosen for concave games with coupled constraints, is used to characterize a family of dynamic equilibrium solutions in an m-player game where the agents are (groups of) countries and the payoffs are the welfare gains obtained from a Computable General Equilibrium (CGE) model. The model deals with the uncertainty about climate sensitivity by computing an S-adapted equilibrium. These equilibria are computed using an oracle-based method permitting an implicit definition of the payoffs to the different players, obtained through simulations performed with the global CGE model GEMINI-E3.

In this two-part paper we evaluate the effect of “endogenizing” technological learning and strategic behavior of agents in economic models used to assess climate change policies. In the first part we show the potential impact of R&D policies or demonstration and deployment (D&D) programs in the context of stringent stabilization scenarios. In the second part we show how game-theoretic methods can be implemented in climate change economic models to take into account three types of strategic interactions: (i) the market power of the countries benefiting from very low abatement costs on international markets for CO2 emissions, (ii) the strategic behavior of governments in the domestic allocation of CO2 emissions quotas, and (iii) the non-cooperative behavior of countries and regions in the burden sharing of CO2 concentration stabilization. The two topics of endogenous learning and game-theoretic approach to economic modeling are two manifestations of the need to take into account the strategic behavior of agents in the evaluation of climate change policies. In the first case an R&D policy or a demonstration and deployment (D&D) program are put in place in order to attain a cost reduction through the learning effect; in the second case the agents (countries) reply optimally to the actions decided by the other agents by exploiting their strategic advantages. Simulations based on integrated assessment models illustrate the approaches. These studies have been conducted under the Swiss NCCR-Climate program.

The concept of normalized equilibrium, introduced by J.B. Rosen for concave games with coupled constraints, is used to characterize a family of dynamic equilibrium solutions in an m-player game where the agents are groups of countries and the payoffs are the welfare gains evaluated through a Computable General Equilibrium (CGE) model. The equilibrium is computed by implementing an oracle-based optimization method using the implicit definition of the payoffs to the different players obtained in simulations performed with the global CGE model GEMINI-E3. The simulation runs and the manifold of equilibria obtained when the weighting of players varies are discussed and interpreted in economic terms.

Le présent travail du mémoire a comme objectif d’étudier les principales caractéristiques du régime climatique international actuel et son évolution vers les scénarios les plus probables au-delà de Kyoto. Ceci permettra de fournir aux pays en voie de développement des éléments substantiels pour faire face aux négociations climatiques dans le futur. On expose le travail en quatre chapitres, le premier est dédié aux principaux évènements autour de la construction du régime climatique actuel. Dans le chapitre II, on fait une analyse critique de celui-ci, ainsi qu’une évaluation de son probable évolution au-delà de Kyoto. Tandis que le chapitre III donne les liens entre politiques environnementales, climat et développement, ainsi qu’une exposition des critères standards pour juger les politiques climatiques, ce qui est fait en détails dans le chapitre IV. Entre les principales conclusions, on trouve que les évidences scientifiques autour du changement climatique jouent un rôle très important dans la construction du régime climatique et continueront à l’être à l’avenir, ainsi que la Convention Cadre des Nations Unies sur le Changement Climatique est reconnue comme le cadre légal approprié pour établir les négociations internationales sur le changement climatique. D’ailleurs, les Conférences annuels des parties de la Convention permettent au régime climatique d’évoluer et de s’adapter aux nouvelles conditions internationales. Mais cette évolution dépendra des acteurs internationaux présentes à l’heure actuelle, ceux-ci sont : l’Union Européenne, le Groupe des huit pays les plus industrialisés, les principaux pays en voie de développement et les pays membres du « pacte de charbon ». En ce qui concerne le régime climatique futur, il sera plutôt orienté vers une approche non quantitative. L’analyse, en détail, des quatorze approches au-delà de Kyoto montre que malgré une grande diversité entre ces approches post–Kyoto, certains thèmes deviennent récurrents: il faut des cibles de réduction plus modérées ; augmenter la participation des pays en voie de développement dans le temps ; implémenter des politiques climatiques pour toutes les parties ; utiliser des instruments basés sur le marché et la nécessité de voies nouvelles pour la participation et l’accomplissement. La mise en œuvre de différents types de compromis pour l’ensemble des pays sera une tâche difficile, même si ceux-ci sont peu contraignants pour certains groupes de pays comme l’approche Bottom-Up de Reinstein (2004). Des accords focalisés sur la recherche et le développement de technologies climatiques, similaires à celui proposé par Barrett (2003) devront être très liées aux priorités de développement des pays en voie de développement et aux mécanismes du marché. Ce point de vue est fortement défendu par Winkler et Randall (2002). Les approches sur l’efficacité énergétique comme celui de Ninomiya (2003) ont une faisabilité élevée à l’heure actuel, bien qu’elle n’assure pas une réduction forte des émissions des gaz à effet de serre au niveau global.

This paper deals with an oracle method to couple economic and climate models. The approach permits a dialogue between two models pertaining to two different scientific domains, the climate module being a fully-coupled ocean-atmosphere-sea ice model, whereas the economic module is an adaptation of the neo-classical optimal economic growth paradigm. The paper explains how the Analytic Center Cutting Plane Method (ACCPM) is implemented to integrate in the optimal economic growth model a constraint on climate change that is computed from the climate model runs. Several experiments show the usefulness of the approach to build new types of integrated assessment meta-models.
