Son yıllarda artan çevre sorunları karşısında kamusal önlemlerin sürdürülebilir çevre için etkili olup olmadığı tartışması akademik ve politik bir gündem haline gelmiştir. Ciddi çevresel tahribata neden olan plastik poşetlerin kullanımının mali çözüm araçları ile azaltılması bu ilginin bir yansımasıdır. Yakın zamanda ülkemizde de plastik poşet kullanımının azaltabilmesi için ücretli poşet (ücret ve vergi) uygulaması hayata geçirilmiştir. Bu çalışmanın amacı çevresel kaygılar, algılanan tüketici etkinliği ve çevre bilinci ile genişletilmiş sebepli eylem teorisi bağlamında ücretli plastik poşet kullanım niyeti üzerinde etkili olan faktörlerin belirlenmesidir. Araştırmanın örneklemini Gümüşhane ilinde ikamet etmekte olan 434 kişi oluşturmaktadır. Anket yöntemiyle toplanan veriler çok değişkenli istatistiksel analizler ve yapısal eşitlik modeli kullanılarak analiz edilmiştir. Araştırma bulguları şu sonuçları göstermektedir. Uygulama tüketicilerin ücretli poşet kullanımını azaltmıştır. Tüketicilerin çevresel kaygıları, algılanan tüketici etkinliği, çevre bilinci, ücretli plastik poşetlere yönelik tutumu ve sübjektif normları plastik poşet kullanmama niyeti üzerinde pozitif yönde etkilidir. Araştırma sonuçları tüketicilerin plastik poşet kullanımını azalttığını ortaya koymakla beraber bunun sürdürülebilirliği noktasında bazı soru işaretlerinin olduğuna da göstermektedir., The debate on whether public measures are effective for a sustainable environment in the face of increasing environmental problems in recent years has become an academic and political agenda. Reducing the use of plastic bags that cause serious environmental damage by means of financial solution is a reflection of this interest. Recently, in order to reduce the use of plastic bags in also our country, paid bag (fee and tax) application has been implemented. The aim of this study is to determine the factors that affect the intention to use paid plastic bags in the context of theory of reasoned action extended by environmental concerns, perceived consumer effectiveness and environmental consciousness. The sample of the study consists of 434 people residing in Gümüşhane province. The data collected by the survey method were analysed using multivariate statistical analysis and structural equation modelling. The research findings show following results. The measures reduced consumers' use of paid bags. Consumers' environmental concerns, perceived consumer effectiveness, environmental consciousness, attitude towards paid plastic bags and their subjective norms have a positive effect on their intention to not use plastic bags. Research results reveal that consumers reduce the use of plastic bags, but it also shows that there are some question marks regarding its sustainability.

Tezin konusu Türk ceza hukukunda çocuk düşürtme ve düşürme suçları olarak belirlenmiş; Genel Bilgiler başlıklı birinci bölümde cenin, fetüs, embriyo, çocuk, gebeliğin sona erdirilmesi, rahim tahliyesi, kürtaj ve düşük kavramlarının anlamı araştırılmış, ceninin hukuki ve moral statüsü değerlendirilmiş; ilgili suçların hukuk düzenlerince suç oluşturup oluşturmamasına dair görüşler ele alınmıştır. İkinci bölümde ise, 5237 sayılı TCK'da düzenlenen çocuk düşürtme ve düşürme suçları unsurlarına ayrılarak incelenmiştir.TCK'nın 99. ve 100. maddelerinde düzenlenen çocuk düşürtme ve düşürme suçları, kişilere karşı suçlar arasında düzenlenmiştir. Çocuk düşürtme suçları, hem yetkili kişinin işleyebileceği şekliyle özgü suç olarak, hem de yetkisiz kişilerin de işleyebileceği suç olarak düzenlenmiştir. Çocuk düşürme suçu ise, yalnızca gebenin kendisinin işleyebileceği özgü suç olarak düzenlenmiştir. Her iki suç bakımından da 10 haftaya kadar olan gebeliklerin, hukuka uygun koşullar altında sonlandırılması serbest bırakılmıştır. İki suç bakımından da genel kast yeterlidir. The subject of this thesis is determined as `Crimes of Abortion and Miscarriage` and in the first part of it; meanings of the fetus, embryo, child, termination of pregnancy, uterine evacuation, curettage, abortion and miscarriage are examined, legal and moral status of embryo are utilized and the controversial issue of are these crimes have to be regulated in legal systems is analyzed. In the second part, mentioned crimes which are regulated in the Turkish Criminal Code no 5237 (TCC) are examined in its elements.Article 99 and article 100 of TCC have regulated the crimes of abortion and miscarriage below the main title of `Offences Against the Person`. Crimes of abortions are regulated as both authorized person and an unauthorized person can commit. The crime of miscarriage is regulated as only the pregnant women can commit. The common factor of both crimes is that the first 10 weeks period is allowed to terminate the pregnancy if the other conditions are done. There is no special intent is needed to commit both of these crimes. 219

Türkiye’de 4369 Sayılı Kanun ile belge düzenini sağlamak, ticari kazançların vergilendirilmesinde gerçek kazancın esas alınmasını sağlamak, kayıt dışı ekonomiyi azaltmak ve dolayısıyla toplam vergi gelirlerinde bir artış yaratmak amaçlarıyla götürü usulde vergilendirme kaldırılarak yerine 01.01.1999 tarihinde basit usulde vergilendirme getirilmiştir. Yapılan değerlendirmelerde basit usulde vergilendirilen mükellef sayıları ile basit usul vergi gelirlerinin yıllar itibari ile artma eğiliminde olduğu buna rağmen toplam vergi gelirlerindeki artışın beklenen düzeyde gerçekleşmediği görülmüştür. Bu bilgiler doğrultusunda ilerleyen çalışmanın amacı toplam vergi gelirleri artışı ile basit usulde vergileme gelirleri artışı arasında nedensel bir ilişkinin olup olmadığını tespit etmektir. Çalışmanın ampirik kısmında 1988 – 2014 dönemine ait basit usulde vergi gelirleri ile toplam vergi gelirleri arasındaki ilişki Granger nedensellik analizi ile incelenmiştir. Elde edilen bulgulara göre basit usul vergi gelirleri ile toplam vergi gelirleri arasında nedensel bir ilişkinin olmadığı sonucuna varılmıştır. Yani Türkiye’de toplam vergi gelirlerindeki artış basit usulde vergi gelirleri artışından bağımsızdır., In this study, the content of the Basic Procedure Taxation system in Turkey enacted by Law Number. 4369 isdiscussed. Basic Procedure Taxation system was came into force in 01.01.1999. As a result the assessments,while the number of taxpayers taxed basic procedure taxation have tended to increase as the years, the increasein tax revenues has been shown to not occur at the expected level. On the other hands, it has been observedthat basic procedure tax revenues and total tax revenues has increased as the years. In this context, the aim ofthe study is to test whether it is a causal relationship between mentioned tax revenues. In the empirical part ofthe study, the relationship between total tax revenues and the basic procedure tax revenues for period 1988-2014 were examined with Granger causality analysis and Johansen Cointegration analysis. The data used inthe econometric study made real adjusted for inflation. According to the findings, It was concluded that thereis no a causal relationship between total tax revenues and the basic procedure tax revenues. In other words, itcan be said that both types of tax revenues increased independently from each other.

06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır. Türkiye gibi gelişmekte olan ülkelerin kronik sorunlarından biri, tasarrufların yetersiz olmasıdır. Tasarruf oluşturmak ve mevcut tasarruf miktarını artırmak için devlet; faiz oranları, açık piyasa işlemleri, reeskont oranı gibi para politikası araçları ile harcama politikası, borçlanma politikası ve vergisel düzenlemeler gibi maliye politikası araçlarını kullanmaktadır. Bu doğrultudan hareketle çalışmanın amacı 1980 - 2014 döneminde Türkiye'de tasarruflarda meydana gelen değişim ve uygulanan vergi politikalarının tasarruflar üzerindeki etkisini incelemektir. Bu amaçla çalışmada 1980 - 2010 dönemine ait veriler kullanılmıştır. Modelde gelir üzerinden alınan vergiler, harcama üzerinden alınan vergiler ve servet üzerinden alınan vergiler ile kamu tasarrufları, özel tasarruflar ve toplam tasarruf miktarı analiz edilmiştir. Elde edilen bulgular ışığında, Türkiye'de harcamalar üzerinden alınan vergilerin kamu tasarrufları üzerinde etkili olduğu görülmüştür. Özel ve toplam tasarruflar üzerinde ise faiz oranlarının etkili olduğu, vergilerin belirgin bir etkisinin olmadığı söylenebilir. Anahtar Kelimeler: Vergi, Tasarruf, Analiz One of the chronic problems of developing countries such as Turkey is the lack of savings. In order to create saving and to increase the amount of current savings, state employs monetary policy tools such as interest rates, open-market operations and employs the fiscal policy tools such as spending policy, borrowing policy and tax regulations. The aim of the study from this direction of movement is to investigate the changes occurring in the saving and the effects of the implemented tax policy on the saving in Turkey during 1980 and 2014. To this end, panel date belonging to the period between 1980 and 2010 was used in the study. In the model, the taxes on income, expenditures, wealth as well as the amount of private savings, public savings and total savings were analysed. In the light of the findings, the tax on spending in Turkey has been indicated to have an effect on public savings. On other hand, it can be said that, although interest rates have influence on private and total savings, taxes don't have any significant influence on them. Key Words: Tax, Saving, Analysis

Bu çalısmada atık ekmek mayası Saccharomyces cerevisiae'dan -glukanizolasyonu ve saflastırılması amaçlanmıstır. Bu amaçla, atık ekmek mayasına farklıNaOH konsantrasyonları (0.25, 0.50, 0.75, 1.00, 1.50 N), ekstraksiyon sıcaklıgı (65,70, 80, 85, 90°C), süresi (30, 60, 90 dakika) ve yıkama sayıları degistirilerek proteingiderimi en iyi olan yöntem belirlenmis ve taramalı elektron mikroskobu (SEM)görüntüleri çekilmistir. Seçilen yöntemle farklı uygulamaların protein giderimlerikarsılastırılmıs, en düsük protein degerini veren uygulamalar arasında kül, yag veverim degerleri kıyaslanmıstır. Tüm farklı uygulamalar için -glukan degerleri tespitedilmis ve saflık oranları degerlendirilmistir.Sabit sıcaklık ve süredeki hücre parçalanması sonucunda kontrol ve 0.25 N NaOHkonsantrasyonlu gruplar ve digerlerinin protein degerleri arasında istatistiksel olarakanlamlı bir farka rastlanmıstır. Endüstriyel boyutta -glukan eldesinin yapılacagıdüsünüldügünde, maliyet faktörleri de göz önüne alındıgında 0.50 N NaOHkonsantrasyonu en uygun konsantrasyon olarak seçilmistir. Daha fazla proteingiderimi için 0.50 N NaOH konsantrasyonu sabit tutularak farklı sıcaklık, süre veyıkama islemleri uygulanmıstır. Sıcaklık, bekletme süresi ve yıkama sayısı arttıkçaprotein degerinin düstügü görülmüstür. 90°C sıcaklıkta 2 kez yıkanıp 60 dakikabekletilen grubun optimum protein giderimini sagladıgı tespit edilmistir. Farklıuygulamalar sonucunda ise kontrol grubuna göre tüm protein degerlerindeki degisimanlamlı bulunmustur. 0.50 N NaOH konsantrasyonunda 90°C sıcaklıkta 60 dakikabekletilmis grup en yüksek yag (% 13.01) ve verim (%10.29) oranlarına sahipkenpatent prosesi uygulanmıs grubun bu degerlerinin (yag; %4.62 ve verim; %6.29)düsük oldugu tespit edilmistir. Aksine kül miktarındaki en yüksek orana (%5.6)patent prosesi uygulanmıs grupta rastlanmıstır. Kontrolde %20.35 olarak belirlenen-glukan degeri otolizlenmis grup hariç uygulama çesidine göre farklılıkgöstermistir. 0.50 N NaOH konsantrasyonunda otolizlenmis grubun -glukan miktarıen yüksek iken (%57.69) sadece otolizlenmis grupta en düsük (%22.91) olarakgörülmüstür.Ekmek mayasından -glukanın izolasyonunda NaOH konsantrasyonu, ekstraksiyonsıcaklıgı, süresi, yıkama sayısı ve uygulama basamaklarına göre protein içeriginin vedolayısıyla da -glukan saflıgının degistigi tespit edilmistir.Anahtar kelimeler: Saccharomyces cerevisiae, NaOH, protein, yag, kül, -glukan,saflastırma In this study, isolation and purification of -glucan from waste baker?syeast Saccharomyces cerevisiae is aimed. For this purpose, the best method forprotein elimination is determined by altering NaOH concentration (0.25, 0.50, 0.75,1.00, 1.50 N), extraction temperature (65, 70, 80, 85, 90°C), period (30, 60, 90minutes) and the number of elution were determined and the images of scanningelectron microscope (SEM) were taken. With the chosen method, proteineliminations of different applications were compared. Then the ash, lipid and yieldvalues were compared among the applications in which the least protein values wereprovided. For all different applications, -glucan values were determined and purityratios were evaluated.With the result of cell deterioration in stable heat and period, a statistical meaningfulchange is found between control group and the groups with 0.25 N NaOHconcentrations and others? protein values. Considering making -glucan output inindustrial size, and cost factors, 0.50 N NaOH concentration was chosen as the mostsuitable concentration. For more protein elimination , different temperature, periodand elution processes were applied with stable 0.50 N NaOH concentrations. It isseen that when temperature, extraction time and elution numbers were increased,protein values were decreased. The group which was kept 60 minutes after 2 timeselution at 90°C were chosen as the most suitable sample. As the result of differentapplication results, according to control group, the change of all protein values werefound meaningful. The group that were kept 60 minutes at 90°C within 0.50 NNaOH concentrations the highest lipid ratio (13.01 %) and highest yield ratio (10.29%), The value of the groups in which patent process is applied were found low(lipid; 4.62 % and yield; 6.29 %). On the contrary, the highest ratio (5.6 %) in ashquantity is found in the group that patent process was applied. -glucan value thatwas defined as 20.35 % in the control showed differences according to applicationtypes except for autolyzated group. While the -glucan quantity was the highest(57.69 %) in autolyzated group with 0.50 N NaOH concentrations, it was seen as theleast (22.91 %) in only autolyzated group.In the isolation of -glucan from baker?s yeast, it is seen that protein ingredients andtherefore -glucan purity are changed according to NaOH concentration, extractiontemperature , period, and number of elution and application steps.Key words: Saccharomyces cerevisiae, NaOH, protein, lipid, ash, -glucan,purification 117
