Purpose: The paper aims to respond to three questions: Are Canadian organizations committed to sustainability? Are there any links between sustainability and records management and archives programs? And, to what extent are records managers, archivists and technologists engaged in climate action? The paper also provides background on climate change in the Canadian and global contexts, defines relevant terminology, and presents a literature review that positions sustainability, adaptation and mitigation in relation to records management and archives. Design/methodology/approach: The paper is based on qualitative participatory research involving expert interviews in 24 government agencies, universities and businesses located in 10 Canadian cities. Findings: The organizations in the study are committed to sustainability and have developed significant programs and activities in support of this aim. Although the records managers, archivists and technologists interviewed are involved in related activities, there is a gap between what they are doing as a matter of course and the wider sustainability efforts of their parent organizations. As resources are tight, sustainability measurement entails more work and there are no real incentives to add sustainability components to programs, the participants are focused on delivering the programs they are hired to do. As a result, there is a sense of serendipity around outcomes that do occur – "sometimes, green is the outcome". Research limitations/implications: This paper presents the results of research conducted at 24 organizations in 10 Canadian cities, a small but meaningful sample that provides a springboard for considering climate action in records and archives. Based on the discussion, there is a need for a records and archives agenda that directly responds the United Nation's climate action targets: strengthening resilience and adaptive capacity to climate-related hazards and natural disasters; integrating climate change measures into policies, strategies and planning; and improving education, awareness-raising and human institutional capacity on climate change mitigation, adaptation, impact reduction and early warning. In support of this aim, the paper charts possible material topics from the literature and compares these with research findings. Practical implications: From a top-down perspective, organizations need to expand sustainability programs to address all business areas, including records and archives. From a bottom-up perspective, records managers and archivists should include adaptation in disaster planning and consider the program benefits of developing economic, environmental and social sustainability initiatives to mitigate climate change. Nature based tourism (NBT) is becoming increasingly popular, particularly following the COVID-19 pandemic as people began to sought outdoor activities. Accompanying the projected rise in NBT demand in a post COVID-19 era are increasing challenges associated with climate change, particularly in mountain regions. However, there is limited local knowledge documented to date from those who are intricately involved in mountain NBT activities and have experienced the impacts of climate change first hand. Using an online survey (n = 169), this research is the first to present the intimate knowledge of mountain guides in Canada, offering novel insight into climate change risks and opportunities for NBT in mountain regions, including strategies to contend with risk and adaptation. From this survey, 99% of guides indicated that they have experienced change in the mountain environment throughout the course of their career and due to the adaptive nature of guides, many have already implemented strategies to adapt to the impacts of climate change. While findings presented in this paper offer practical knowledge to plan for a future threatened with rapid climatic change, further research is required to explore effectiveness of adaptation strategies, scope of adaptive capacity, changes in natural infrastructure, and guides' roles as educators. Adaptation to climate change impacts is a key research topic in business ethics that poses substantial implications on the good lives of human beings. The commercial port sector is a highly relevant study focus with its pivotal roles in supply chains and international trade. Hence, it is important to investigate whether the port planning system and practice is appropriate in tackling climate change impacts. But beforehand, we must thoroughly understand the attitude and behaviors of port planners and operators on ports’ climate adaptation planning. Through a survey towards 21 ports (seaports and dry ports) in Canada, the paper investigates the attitude and behaviors of port planners and operators on ports’ climate adaptation planning. Towards the end, we propose a new approach so as to enable port stakeholders to carry out climate adaptation planning effectively. The Climate Change and Health Adaptation Program (CCHAP) is a program within the First Nations Inuit Health Branch of Indigenous Services Canada (which was previously under the responsibility of Health Canada). The CCHAP supports Inuit and First Nation communities in mitigating and adapting to the health impacts of climate change. The impacts of climate change on Indigenous health can be observed in multiple areas including, but not limited to, food security, cultural medicines, mental health and landbased practices. This program seeks to address the needs of climate change and health in First Nation and Inuit communities to support resiliency and adaptation to a changing climate both now and in the future through its emphasis on youth and capacity building. The commentary is based on the Program's eleven years of experience working with and for Indigenous communities and provides an overview of the CCHAP model and the work it has and continues to support. This paper demonstrates three examples of community-based projects to mitigate and adapt to the health impacts of climate change to demonstrate climate change resiliency within Indigenous communities. Climate is an important component of the operating environment for the Canadian mining sector. However, in recent years mines across Canada have been affected by significant climatic hazards, several which are regarded to be symptomatic of climate change. For the mining sector, climate change is a pressing environmental threat and a significant business risk. The extent to which the mining sector is able to mitigate its own impact and adapt to climate change will affect its long-term success and prosperity, and have profound economic consequences for host communities. This paper draws upon case studies conducted with mining operations in Canada involving in-depth interviews with mining professionals and analysis of secondary sources to characterize the vulnerability of the Canadian mining industry to climate change. Five key findings are discussed: i) mines in the case studies are affected by climate events that are indicative of climate change, with examples of negative impacts over the past decade; ii) most mine infrastructure has been designed assuming that the climate is not changing; iii) most industry stakeholders interviewed view climate change as a minor concern; iv) limited adaption planning for future climate change is underway; v) significant vulnerabilities exist in the post-operational phase of mines. This paper argues for greater collaboration among mining companies, regulators, scientists and other industry stakeholders to develop practical adaptation strategies that can be integrated into existing and new mine operations, including in the post-operational phase. Scientific evidence gathered over the past five years suggests that northern Canada and the Arctic have undergone, and are undergoing, formidable environmental changes linked to global climate change. Environmental change in the north is expected to persist and intensify over the course of the next century. When large-scale environmental changes take place, they inevitably affect people, especially when the cultures and livelihoods of those people depend on their relationship with the environment. Managing the local impacts of these changes is a matter of adaptation. This paper discusses some of the policy implications of adaptation--government interventions aiming to build communities' and regions' capacities to adapt to environmental changes. Three arguments for adaptive capacity building interventions in the north are discussed, and these arguments are augmented by a comparative review of government reactions to the collapse of the cod fishery in Atlantic Canada. Reactive and proactive policy approaches are discussed, and it is suggested from the comparison that proactive approaches to intervention are desirable for building adaptive capacity. Climate change will have a significant impact on the hydrological cycle. This paper presents the results of a pilot project for the Yamaska River in Québec. The objective of this project is to evaluate the river's vulnerability to low flows attributable to climate change and to analyze a no-regrets adaptation strategy at locations identified as vulnerable. The vulnerability was evaluated using statistical indicators (low flow indices) based on long-term observations at four locations in the basin. A distributed physically-based hydrological model in use in Québec was calibrated and validated against observed streamflow data to properly represent low flows. Hydrological simulations used seven climate projections provided by the north american regional climate change assessment program (NARCCAP) s project. Also, five members of the canadian regional climate model (CRCM), nested with the coupled global climate model (CGCM) under the special report on emission scenarios (SRES) A2 emission scenario, were run for a reference (1971-2000) period and a future (2041-2070) period. Streamflow simulations indicate a degradation of future low flow conditions, particularly in June and August, when compared to the reference period. In addition, the 7-day low flow value with a 2-year return period (7Q2) and the 7-day low flow value with a 10-year return period (7Q10) decrease by 16-64% and 18-45% respectively. A no-regrets adaptation strategy allowing stakeholders to reduce withdrawal according to alert levels was implemented. Simulations of the application of the no-regrets adaptation strategy reduced the number of days where streamflows are below the Crisis level in the future period by at least 20%. Northern boreal forests are characterized by accumulation of accumulation of peat (e.g., known as paludification). The functioning of northern boreal forest species and their capacity to adapt to environmental changes appear to depend on soil conditions. Climate warming is expected to have particularly pronounced effects on paludified boreal ecosystems and can alter current forest species composition and adaptation by changing soil conditions such as moisture, temperature regimes, and soil respiration. In this paper, we review and synthesize results from various reported studies (i.e., 88 research articles cited hereafter) to assess the effects of climatic warming on soil conditions of paludified forests in North America. Predictions that global warming may increase the decomposition rate must be considered in combination with its impact on soil moisture, which appears to be a limiting factor. Local adaptation or acclimation to current climatic conditions is occurring in boreal forests, which is likely to be important for continued ecosystem stability in the context of climate change. The most commonly cited response of boreal forest species to global warming is a northward migration that tracks the climate and soil conditions (e.g., temperature and moisture) to which they are adapted. Yet, some constraints may influence this kind of adaptation, such as water availability, changes in fire regimes, decomposer adaptations, and the dynamic of peat accumulation. In this paper, as a study case, we examined an example of potential effects of climatic warming on future paludification changes in the eastern lowland region of Canada through three different combined hypothetical scenarios based on temperature and precipitation (e.g., unchanged, increase, or decrease). An increase scenario in precipitation will likely favor peat accumulation in boreal forest stands prone to paludification and facilitate forested peatland expansion into upland forest, while decreased or unchanged precipitation combined with an increase in temperature will probably favor succession of forested peatlands to upland boreal forests. Each of the three scenarios were discussed in this study, and consequent silvicultural treatment options were suggested for each scenario to cope with anticipated soil and species changes in the boreal forests. We concluded that, despite the fact boreal soils will not constrain adaptation of boreal forests, some consequences of climatic warming may reduce the ability of certain species to respond to natural disturbances such as pest and disease outbreaks, and extreme weather events. For over two decades, municipal climate progress has been inventoried and analysed using a common reporting framework. While useful for highlighting the extent of municipal engagement in greenhouse gas mitigation efforts, we know little about how comprehensive this reporting framework is. Are municipal governments engaging in mitigation activities outside this framework? And what about climate adaptation activity for which no long-standing milestone reporting framework has existed? Based on results from a national survey of municipal governments in Canada, the paper reveals that municipal governments are engaged in many climate activities and processes that common inventories and reporting systems do not capture. The paper argues that these ‘in between activities’ – the not-yet counted climate actions that take place between and outside of milestone initiation and completion – have practical importance for future climate action and theoretical importance by complementing growing evidence about the nature of municipal climate activities and climate governance. This paper discusses the application of qualitative scenarios to understand community vulnerability and adaptation responses, based on a case study in the Slave River Delta region of the Northwest Territories, Canada. Three qualitative, graphic scenarios of possible alternative futures were developed, focusing on two main drivers: climate change and resource development. These were used as a focal point for discussions with a cross-section of residents from the community during focus groups, interviews and a community workshop. Significant overlap among the areas of perceived vulnerability is evident among scenarios, particularly in relation to traditional land use. However, each scenario also offers insights about specific challenges facing community members. Climate change was perceived to engender mostly negative livelihood impacts, whereas resource development was expected to trigger a mix of positive and negative impacts, both of which may be more dramatic than in the 'climate change only' scenario. The scenarios were also used to identify adaptation options specific to individual drivers of change, as well as more universally applicable options. Identified adaptation options were generally aligned with five sectors-environment and natural resources, economy, community management and development, infrastructure and services, and information and training-which effectively offer a first step towards prioritization of 'no regrets' measures. From an empirical perspective, while the scenarios highlighted the need for bottom-up measures, they also elucidated discussion about local agency in adaptation and enabled the examination of multi-dimensional impacts on different community sub-groups. An incongruity emerged between the suite of technically oriented adaptation options and more socially and behaviourally oriented barriers to implementation. Methodologically, the qualitative scenarios were flexible, socially inclusive and consistent with the Indigenous worldview; allowed the incorporation of different knowledge systems; addressed future community vulnerability and adaptation; and led to the identification of socially feasible and bottom-up adaptation outcomes. Despite some caveats regarding resource requirements for participatory scenario development, qualitative scenarios offer a versatile tool to address a range of vulnerability and adaptation issues in the context of other Indigenous communities. Abstract Local public health authorities often lack the capacity to adapt to climate change, despite being on the 'front lines' of climate impacts. Upper-level governments are well positioned to create an enabling environment for adaptation and build local public health authorities' capacity, yet adaptation literature has not specified how upper-level governments can build local-level adaptive capacity. In this paper we examine how federal and regional governments can contribute to enabling and supporting public health adaptation to climate change at the local level in federal systems. We outline the local level's self-assessed adaptive capacity for public health adaptation in Canadian and German comparative case studies, in terms of funding, knowledge and skills, organizations, and prioritization, drawing upon 30 semi-structured interviews. Based on interviewees' recommendations and complemented by scientific literature, we develop a set of practical measures that could enable or support local-level public health adaptation. We find that adaptive capacity varies widely between local public health authorities, but most report having insufficient funding and staff for adaptation activities. We propose 10 specific measures upper-level governments can take to build local public health authorities' capacity for adaptation, under the interrelated target areas of: building financial capital; developing and disseminating usable knowledge; collaborating and coordinating for shared knowledge; and claiming leadership. Federal and regional governments have an important role to play in enabling local-level public health adaptation, and have many instruments available to them to fulfill that role. Selecting and implementing measures to enable local public health authorities' adaptive capacity will require tailoring to, and consideration, of the local context and needs. Recent interest in sustainable forest management planning in the Yukon has coincided with growing public awareness of climate change, providing an opportunity to explore how forestry plans are incorporating climate change. In this paper, the Strategic Forest Management Plans for the Champagne and Aishihik First Nations Traditional Territory (CATT) and the Teslin Tlingit Traditional Territory (TTTT) are examined for evidence of adaptation to climate change. For each plan, management policies and practices that are also recognized as ways to adapt to climate change are identified to provide information on the incremental costs and benefits of additional adaptation efforts. A typology for classifying sustainable forest management plans according to how they address climate change is proposed and applied to the CATT and TTTT plans. This typology, which may be useful to any future retrospective assessments on how successful these or other sustainable forest management plans have been in addressing and managing the risks posed by climate change, consists of a matrix that categorizes plans into one of four types; (1) proactive-direct, (2) proactive-indirect, (3) reactive-direct, and (4) reactive-indirect. Neither of the plans available for the southern Yukon explicitly identifies climate change vulnerabilities and actions that will be taken to reduce those vulnerabilities and manage risks. However, both plans have incorporated some examples of 'best management practices' for sustainable forest management that are also consistent with appropriate climate adaptation responses. Even in a jurisdiction facing rapid ecological changes driven by climate change, where there is a relatively high level of awareness of climate change and its implications, forestry planning processes have yet to grapple directly with the risks that climate change may pose to the ability of forest managers to achieve the stated goals and objectives of sustainable forest management plans. Coastal fishery systems in the Arctic are undergoing rapid change. This paper examines the ways in which Inuit fishers experience and respond to such change, using a case study from Pangnirtung, Canada. The work is based on over two years of fieldwork, during which semi-structured interviews (n = 62), focus group discussions (n = 6, 31 participants) and key informant interviews (n = 25) were conducted. The changes that most Inuit fishers experience are: changes in sea-ice conditions, Inuit people themselves, the landscape and the seascape, fish-related changes, and changes in weather conditions, markets and fish selling prices. Inuit fishers respond to change individually as well as collectively. Fishers' responses were examined using the characteristics of a resilience-based conceptual framework focusing on place, human agency, collective action and collaboration, institutions, indigenous and local knowledge systems, and learning. Based on results, this paper identified three community-level adaptive strategies, which are diversification, technology use and fisheries governance that employs a co-management approach. Further, this work recognised four place-specific attributes that can shape community adaptations, which are Inuit worldviews, Inuit-owned institutions, a culture of sharing and collaborating, and indigenous and local knowledge systems. An examination of the ways in which Inuit fishers experience and respond to change is essential to better understand adaptations to climate change. Abstract: Given the known and potential impacts of climate change on ecosystem composition, structure, and function, some recent studies question the efficacy and relevancy of current protected area policies and management objectives. For example, in a rapidly changing climate is it practical to continue to identify and protect ‘representative’ samples of the natural heritage estate? This paper examines a number of climate-related issues that now confront agencies and organizations responsible for the protection of natural heritage areas, including the roles of protected areas, representation targets, ecological integrity, protected area design, management techniques, research and monitoring needs, and agency capacity to respond. Potential avenues for adaptation are proposed in light of these issues. The development and implementation of a cross-jurisdictional landscape-scale strategic conservation framework focused on protecting, connecting, and restoring ecosystems will be fundamental to enhancing ecological resilience to climate change. We conclude that even though climate change presents unprecedented and significant challenges, the protected area contribution to ecosystem function and human health and well-being will remain an essential and worthwhile investment in the 21st century. Abstract: Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed. Abstract: This paper develops a vulnerability-based approach to characterize the human implications of climate change in Arctic Bay, Canada. It focuses on community vulnerabilities associated with resource harvesting and the processes through which people adapt to them in the context of livelihood assets, constraints, and outside influences. Inuit in Arctic Bay have demonstrated significant adaptability in the face of changing climate-related exposures. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in seasonal hunting cycles, some modern technologies, and economic support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity, and have resulted in emerging vulnerabilities in certain sections of the community. The global human influence on the climate is growing at an alarming pace. This trend appears doomed to continue. Polar regions are feeling the effects first. This means that if the impacts of climate change serve to motivate effective policies, polar regions could be a good place to look for climate policy innovation. It is within this context that this article considers Arctic climate policy in Russia and Canada. The basic question posed is whether the unique and immediate threat climate change presents in the Arctic is reflected in progressive laws and policies with respect to four key areas: mitigation, adaptation, impacts and vulnerability, and development. Parks and other forms of protected areas worldwide face significant threats from rapid climatic and associated ecological change. While the need to adapt to the impacts of climate change on biodiversity is widely acknowledged, and the extant literature has identified numerous adaptation options, much less is known about the institutional preconditions that enable or inhibit adaptation in resource management systems. We address this gap by presenting a framework that assesses the readiness of protected area organizations to adapt to climate change. Specifically, using a mixed methods approach including a literature review, online survey, and workshop, we: (1) adapt a framework to assess organizational adaptation readiness in protected areas organizations; (2) use the framework to assess organizational adaptation readiness in Bruce Peninsula National Park (BPNP) and Fathom Five National Marine Park (FFNMP) in Ontario, Canada, and (3) identify ways to strengthen the readiness of protected area organizations to respond to climate change. Results indicate that BPNP/FFNMP have low to moderate overall organizational adaptation readiness, with higher readiness in terms of understanding social-ecological systems (e.g., mapping and monitoring social and ecological values) and lower readiness in terms of collaboration, knowledge management and exchange. Recommendations to increase the organizational adaptation readiness of protected area organizations include increasing collaboration and knowledge exchange with partners, local residents, and Indigenous communities, and educating staff and visitors about climate change impacts. Overall, framework outcomes can be used to assess organizational strengths, weaknesses, and most importantly identify areas for resource allocation or re-allocation to enhance readiness and ensure that adaptation planning is translated into on-the-ground action. Urban flooding is a significant climate change risk for cities. Stormwater management (SWM) has emerged as a key policy response to reduce urban vulnerability to flood risk, and it offers an ideal case study for analyzing the governance of climate change adaptation. This article focuses on SWM policy in the Province of Ontario, Canada, with the broader objective of assessing the nature and dynamics of adaptation governance arrangements. The evolution of SWM policy is examined longitudinally to understand how the interaction of policy ideas, actors and institutions have mobilized adaptation principles. The results reveal that, despite consensus on key ideas among policy actors, the institutionalization of adaptation principles into SWM policy lags behind. This finding raises questions about the capacity of regional governments to strengthen local adaptation and underpins the need for further research on the interaction between evolving adaptation priorities and established policy regimes. Many rural communities across Canada are experiencing or anticipating climate change effects. Our study, a contribution to the limited social science research on adaptation in rural regions in this country, focused on a rural, forest-dependent, francophone region of New Brunswick on unceded Wolastoqiyik territory. In collaboration with a regional governance organization, we developed and administered a survey to gather the perspectives and experiences of rural community leaders on climate change adaptation. The study results are intended to provide a basis for discussion to support regional adaptation planning. They may also be used as a baseline for measuring future advances in climate adaptation efforts. Theories of new social movements, Indigenous resurgence, and organizational leadership informed our investigation and analysis. Our study focuses on three themes identified in the literature review critical to supporting environmental action: leadership, communication processes, and relationships. Our core research question is: To what extent are community leaders in the rural study region engaging in these functions? In this article, we argue that evidence-based advocacy for climate change action should be a core competency of professional planners. However, data from our case study in Metro Vancouver, Canada, suggests that municipal-level climate change practitioners have conflicting views regarding their professional responsibility to advocate for action on climate change. We contend these tensions stem from twentieth-century planning debates, which oscillate between rational-comprehensive planning versus calls to advocate, in one form or another, for various public interests. Can better-functioning science-policy relationships (SPRs) address the seeming discrepancy between the scientific consensus on climate change and the insufficient ensuing policy outcomes? Certain scholarly works on science-policy interfaces and evidence-based policy are optimistic, while the literature on research utilization is pessimistic. The field of science, technology, and society and the concept of co-production advance a broader view, suggesting that more holistic (i.e., institutional or systemic) changes may offer a way forward. This article synthesizes causal claims from such literatures into an analytical framework of potential pathways from co-productive SPR characteristics to policy action. It then investigates, through expert interviews, three climate SPRs in Canada: a municipal-level case between the Pacific Climate Impacts Consortium and local communities, a provincial-level case between the Pacific Institute for Climate Solutions and the Climate Action Secretariat, and a national-level case between the Canadian Foundation for Climate and Atmospheric Sciences and the federal government. In light of the analytical framework, the cases suggest a theoretical hierarchy of function for SPRs: incidental interaction (at the bottom), basic partnership, interactive dialogue, and true co-production (at the top), each of which can be coupled with a supplementary network (to the side). This template is presented as the Science-Policy Relationship Hierarchy model. Collectively, the cases and the model reveal causal pathways that may explain why any given SPR ends up functioning the way it does (e.g., external political conditions are important), implying prescriptions for improvement. Besides the analytical framework and model, the main contribution is the finding that co-productive strategies are unlikely to lead to concrete policy changes on their own, but are crucial for cultivating soft policy influences and side benefits. We develop and apply a synthetic framework for understanding potential adaptations to climate change in the Canadian agriculture sector through a case study of irrigated agriculture in the Oldman River Basin. Our framework examines the incremental, transitional, and transformational elements of climate change adaptation (the Adapt IT framework, for short), and we apply our framework to focus group discussions around hypothetical hydro-climatic variability and extremes to identify past and potential future adaptations. By applying our framework, we uncover the nuanced interplay between incremental and transformation adaptation and develop the related concept of transition. Our work provides insights into the interactions between the different types of adaptation processes, and our findings indicate that: (1) There are interdependencies between and among actions and actors across various scales and (2) one type of adaptation can set boundaries for the other. This work also identifies thresholds that, when perceived to be surpassed by actors, may facilitate transformation. The Arctic is a global hotspot of climate change, which is impacting the livelihoods of remote Inuit communities. We conduct a longitudinal assessment of climate change vulnerability drawing upon fieldwork conducted in 2004 and 2015 in Ikpiarjuk (Arctic Bay), Nunavut, and focusing on risks associated with subsistence harvesting activities. Specifically, we employ the same conceptual and methodological approach to identify and characterize who is vulnerable, to what stresses, and why, assessing how this has changed over time, including re-interviewing individuals involved in the original study. We find similarities between the two periods, with many of the observed environmental changes documented in 2004 having accelerated over the last decade, exacerbating risks of land use: changing sea ice regimes and wind patterns are the most widely documented at both times, with new observations reporting more frequent sighting of polar bear and orca. Socio-economic and technological changes have altered the context in climate change impacts are being experienced and responded to, both exacerbating and moderating vulnerabilities compared to 2004. The adoption of new technology, including GPS and widespread use of the internet, has helped land users manage changing conditions while sharing networks remain strong, despite concern noted in the 2004 study that they were weakening. Challenges around access to financial resources and concern over the incomplete transmission of some environmental knowledge and land skills to younger generations continue to increase sensitivity and limit adaptive capacity to changing climatic conditions. Transport infrastructure is particularly vulnerable to climate impacts as it is designed for long operational lives, and both episodic and seasonal conditions contribute to deterioration, disruption and unsafe incidents. There are some examples of adaptation in transportation design, but many communities do not have the capacity to incorporate climate change considerations into infrastructure planning and management. Researchers worked closely with the City of Prince George, in Central British Columbia, Canada, to build on existing work and explore how the City could plan, design, and maintain roads and other structures to account for climate change. A local steering committee was formed, and created and evaluated 23 potential research topics. Two focus areas were selected for further investigation and explored during a workshop with practitioners, researchers, consultants and other representatives. The workshop precipitated an investigation of projected impacts of climate change on road maintenance and road safety, and plans to explore alternative paving techniques. Outcomes of the case study provide insights regarding climate change and local transportation infrastructure, including: how researchers can engage with local experts to explore adaptation; issues local governments perceive as important; and barriers communities face as they attempt to address vulnerabilities. Adaptation is situated within multiple, interacting social, political, and economic forces. Adaptation pathways envision adaptation as a continual pathway of change and response embedded within this broader sociopolitical context. Pathways emphasize that current decisions are both informed by past actions and shape the landscape of future options. This research examines how adaptation actors in Grand County, Colorado perceive adaptation in the context of environmental change and uncertainty. Grand County residents drew on experiences of past change to suggest they had a high capacity to respond to future change, in particular a significant outbreak of mountain pine beetle. While residents and land managers characterized adaptation as gradual and incremental, they also recognized the ways that powerful cross-scale processes related to federal land management and water diversions challenged local adaptation. Further, Grand County residents identified multiple uncertainties in addition to those associated with climate projections, suggesting that addressing uncertainty extends beyond developing strategies robust across different climate scenarios. The challenges of uncertainty and cross-scale governance require more than increased adaptive capacity; they demand that we understand how local and extra-local structures shape the adaptation envelope that enables and constrains local decisions and implementation. Within this envelope, local actors pursue particular adaptation pathways and exercise agency to influence the structures shaping their options. Drawing on empirical insights, we argue that the concepts of pathways and envelopes together provide theoretical space for understanding the dynamic interplay between structure and agency in the context of adaptation. Background: Wine regions throughout the world are experiencing climate change characterized by the gradual alterations in growing seasons, temperature, precipitation, and the occurrences of extreme weather events that have significant consequences for quality wine production. Adapting to these new challenges depends largely on the present and future adaptive capacity of the grape growers, winemakers, and supporting institutions in order to minimize the impacts of climate change on grape yield and wine quality. Accordingly, the objective of this study was to develop a conceptual framework for assessing the adaptive capacity of a grape or wine region and apply it in the context of the Ontario wine industry. The framework consists of a three tiered structure, comprising eight operational and strategic determinants (financial, institutional, technological, political, knowledge, perception, social capital, and diversity). A comprehensive questionnaire was created from this framework consisting of 26 statements to which participants indicated their level of agreement. A total of 42 Ontario wine industry members completed the questionnaire via an on line survey. Results: The determinants related to perception, diversity, and knowledge have the highest degree of capacity, while political and technological determinants show the least. Overall, stakeholders are aware of both negative and positive impacts climate change could have on wine production. Results are discussed to explore opportunities to enhance adaptive capacity in the grape/wine community. Many stakeholders have already incorporated new adaptive technologies into present practices and are interested in learning new skills to assist in future adaptation. [ABSTRACT FROM AUTHOR]

With growing attention on formulating the “right” policies and programs to address climate change, the contribution that policy work will make in fostering adaptive capacity needs to be examined. Policy capacity is crucial to policy formulation and should be at the heart of climate mainstreaming. There are six hypotheses about the nature of climate-based policy work based on a survey conducted of Canadian federal and provincial government employees in the forestry, finance, infrastructure, and transportation sectors. To measure the simultaneous effects on perceived policy capacity, an Ordinary Least Squares regression was conducted. Among the key findings was that the increased demand for climate change science within an organization resulted in a decreased perception of policy capacity. Policy work was largely focused on procedure activities rather than on evaluation. The model found that networking was critically important for perceived policy capacity. Effective policy formulation will involve the participation of others normally not associated with traditional policy work. Constitutional and institutional legacies were combined to create a very decentralized forest policy sector in Canada. Where coherent policy requires a national response-as is the case with adaptation to climate change-the critical challenge is to locate the relevant decentralized policy capacity and steer it toward meeting national objectives. While there is some evidence that significant policy capacity exists in provincial forest and resource management departments, climate change adaptation has led to an expansion of departmental mandates that is not being addressed by better coordination of the available policy capacity. The relevant federal agencies are not well represented in information networks and forest policy workers report lower levels of internal and external networking than workers in related policy subsectors. This article examines policy capacity in relation to climate change adaptation in the Canadian finance sector. Through a meso-level analysis focused on the level of integration of the finance policy network and a survey of policy professionals in the area regarding climate change issues, the article illustrates both challenges to operationalizing the concept of 'policy capacity' and limitations to effective policy capacity on climate change in this policy domain. Coping or adaptation following large-scale disturbance may depend on the political system and its preparedness and policy development in relation to risks. Adaptive or foresight planning is necessary in order to account and plan for potential risks that may increase or take place concurrently with climate change. Forests constitute relevant examples of large-scale renewable resource systems that have been directly affected by recent environmental and social changes, and where different levels of management may influence each other. This article views disturbances in the forest sectors of Sweden and Canada, two large forest nations with comparable forestry experiences, in order to elucidate the preparedness and existing responses to multiple potential stresses. The article concludes that the two countries are exposed to stresses that indicate the importance of the governing and institutional system particularly with regard to multi-level systems including federal and EU levels. While economic change largely results in privatization of risk onto individual companies and their economic resources (in Canada coupled with a contestation of institutional systems and equity in these), storm and pest outbreaks in particular challenge institutional capacities at administrative levels, within the context provided by governance and tenure systems. gricultural production in the Canadian Prairies is expected to be negatively affected as climate change projections for the region indicate warmer temperatures, greater incidence and severity of extreme weather events, and reduced water availability and soil moisture. To understand climate change adaption, it is important to explore the learning process that underlies farmer's adaptation practices in the region. Prairie farmers' learning was analyzed using Transformative Learning Theory whereby learning is categorized into three types: instrumental, communicative, and transformative. All producers learned instrumentally to some degree, but farmers who placed less emphasis on maximizing economic returns generally showed secondary learning outcomes correlating economic and environmental benefits. Communicative learning was mainly limited to producer-producer dialogue to the exclusion of other organizational and institutional players in the agricultural system. Critical reflection was explored as an important precursor to transformative learning. Strong evidence of transformative learning was rare (observed in 11% of farmers), but indicators of transformative learning were diverse and was observed in 43% of farmers. Transformative learning is believed to be important for flexible decision-making and autonomous thinking, making it advantageous for responding to changing environmental conditions. The analysis shows that a large number of information sources, and communication of information in an experiential and observable way, is conducive to transformative learning. Adaptation to environmental uncertainty, resulting from changing climatic conditions, may be most effectively dealt with when individual farmers undergo transformative learning whereby underlying assumptions that govern actions, values, and claims to knowledge are questioned. This study examined critical impacts of climate change on Inuit diet and nutritional health in four Inuit communities in the Inuvialuit Settlement Region, Western Arctic, Canada. The first objective was to combine data from community observation studies and dietary interview studies to determine potential climate change impacts on nutritional quality. The second objective was to address the scale of data collection and/or availability to compare local versus regional trends, and identify implications for adaptation planning. Information was compiled from 5 reports (4 community reports and 1 synthesis report) of climate change observations, impacts and adaptations in 12 Inuit communities (2005-2006), and from a dietary report of food use from 18 Inuit communities (1997-2000). Changing access to, availability of, quality of, and ability to use traditional food resources has implications for quality of diet. Nutritional implications of lower traditional food use include likely reductions in iron, zinc, protein, vitamin D, and omega-3 fatty acids, among others. The vulnerability of each community to changing food security is differentially influenced by a range of factors, including current harvesting trends, levels of reliance on individual species, opportunities for access to other traditional food species, and exposure to climate change hazards. Understanding linkages between climate change and traditional food security provides a basis for strengthening adaptive capacity and determining effective adaptation options to respond to future change. A survey documenting how climate change is perceived, experienced, and responded to in the Canadian mining sector was administered to industry practitioners at the Prospectors & Developers Association of Canada annual meeting. Nine key findings from the survey are discussed: (1) The Canadian mining sector is sensitive to climate-related conditions. (2) Climate change is perceived to be having a negative impact on mining operations. (3) Companies are taking action to manage the current impacts. (4) Cost and uncertainty are commonly identified barriers to adapting to current climate change. (5) Future climate change is expected to have impacts for the industry. (6) Climate change projections are perceived as threats by the majority of respondents. (7) Despite the perceived threat, companies are not currently taking action to plan for future impacts. (8) Cost and uncertainty are commonly identified barriers to adapting to future climate change impacts. (9) The mining sector is currently making efforts to reduce greenhouse gas emissions. A simple meta-model was used to examine how climate warming and stresses due to other human activities might affect the productive capacity of fisheries in all of Canada's lakes. Recent estimates of lake resource characteristics by secondary watershed and area size-class provided the basis for the model. Potential fishery productivity was estimated using a variant of the Schlesinger and Regier (1982) model which had lake mean depth, total dissolved solids concentration, and mean annual air temperature as inputs. A business-as-usual climate change scenario (SRES A2) was used to estimate worst case future temperature increases (4.5-8.3°C by the 2080s). The stress index from Chu et al. (2003) was used as a proxy for the impact on fisheries of other human activities. Projected populations for the SRES A2 scenario were used to scale future stress index levels. Potential biotic responses to warming were represented in two ways; the first as potential biotic displacement of currently dominant species when temperature rose beyond their preferred range and the second as potential biotic adaptation of other species, particularly in species rich areas, replacing displaced species. Potential productive capacity of fisheries in all Canadian lakes was 361,000 tonnes for the baseline climate norms period of 1961-1990. Climate warming increased productivity by 80.7% in the 2080s but stress reduced levels by 19.4% in the norms period and held the increase to 10.3% in the 2080s. Biotic displacement alone resulted in large decreases in productivity, by 65.2% in the 2080s and, when stress was added, by 79.5%. Biotic adaptation largely offset displacement. Applying stress and both biotic responses productivity was reduced by 31.4% in the 2080s from the unstressed norms baseline or 12% with stress added. Further investigations are needed to better establish the likely extent of stress impacts and potential biotic responses to climate warming in Canada's lakes. [ABSTRACT FROM AUTHOR]

This study involves the assessment of the potential impacts of greenhouse gas climate change and changing ambient carbon dioxide (CO2) levels on crop yields in Quebec, Canada. The methodology involves coupling the transient diagnostics of two Atmosphere-Ocean General Circulation Models, namely the Canadian CGCM1 and the British HadCM3, to the Decision Support System for Agrotechnology Transfer (DSSAT) 3.5 crop models to simulate current (1961-1990) and future (2040-2069) crop yields and changes. This is done for four different crop species, namely spring wheat, maize, soybean, and potato, and for seven agricultural regions of Southern Quebec. The results of this study focus on the main causative factors influencing crop yields, namely the direct CO2 fertilization effect, the influence of the increase in growing season temperature, including optimal thermal conditions and acceleration in crop maturation, soil moisture availability, as influenced by precipitation and evapotranspiration, and nitrogen uptake by crops. Our results show that crop yield changes may vary according to climate scenario, crop species, and agricultural region. Consistent with other similar research, it would seem that these multiple causative factors very often seem to cancel each other out and dilute the impacts of climate change on crop yields. Climate change poses significant challenges for the Canadian water sector. This paper discusses issues relating to the selection of proactive, planned adaptation measures for the near term (next decade). A set of selection criteria is offered, and these are used in three cases to illustrate how stakeholders can identify measures appropriate for the near term. Cases include municipal water supply in the Grand River basin, Ontario; irrigation in southern Alberta; and commercial navigation on the Great Lakes.
