Europe accounts for 51% of international tourist arrivals and the tourism industry provides about 10% of workplaces in Europe. Tourism will be impacted by climate change in a diverse number of ways. At the same time, tourism is also a significant contributor of greenhouse gas emissions. The aim of this article is, therefore, to provide an assessment of climate and carbon risks for the European tourism industry based on a systematic literature review. Climate risk is the dominant category with 313 papers (74%), while 110 papers (26%) were on carbon risks. The following gaps were identified: geographical gaps, especially in countries of the former Soviet Union and former Yugoslavia; a lack of coherent studies on national tourism's and its sub-sectors' emissions; research addressing how climate policies might affect tourism demand; assessments of the integrated carbon and climate risks; lack of evidence on the link between tourism climate indicators and tourism demand; lack of climate change and tourism studies addressing policy and institutional tools for adaptation and implementation of adaptation measures in destinations; and research on rising sea levels and coastal erosion and its impacts on tourism destinations and demand. Starting from the relationship between urban planning and mobility management, TeMA has gradually expanded the view of the covered topics, always remaining in the groove of rigorous scientific in-depth analysis. This section of the Journal, Review Notes, is the expression of continuously updating emerging topics concerning relationships between urban planning, mobility and environment, through a collection of short scientific papers written by young researchers. The Review Notes are made of four parts. Each section examines a specific aspect of the broader information storage within the main interests of TeMA Journal. In particular, the Urban Practices section aims at presenting recent advancements on relevant topics that underline the challenges that the cities have to face. This note provides an overview of the challenges that global warming poses and the risks in terms of climate change that it generates for territories and cities. The challenges that adaptation to climate change commonly faces are outlined, and a brief review of European case studies is carried out. Finally, the results of the review are discussed highlighting some key threads of climate adaptation practices and three significant examples of climate change adaptation in urban areas are reported, within a perspective of integration and sharing of know-how on the topic. Agricultural adaptation to climate change is indispensable. However, the degree of adaptation depends on adaptive capacity levels and it only takes place if the appropriate resources are present. Cross-sectional climate response models ignore this requirement. This paper adapts the Ricardian method to control for a generic territorial adaptive capacity index. The results for a sample of over 60.000 European farms show a significant non-linear positive relationship between adaptive capacity and climate responsiveness and that some regions in Europe can increase their climate responsiveness significantly. As climate change impacts increase, there are growing calls for strengthening relationships between researchers and other stakeholders to advance adaptation efforts. Participation and co‐production are widely held to be key to such relationships, both intended to open substantive engagement in science and research to non‐experts. Gains commonly attributed to participation and co‐production include improved understanding of user needs and contexts, enhanced trust, creating actionable knowledge for adaptation planning and decision‐making, and other new outcomes and practices supporting adaptation progress. At the same time, scrutiny of existing efforts to use participation and co‐production reveals limits and gaps in understanding the conditions and processes required to undertake them in meaningful, appropriate, and effective ways. This review assesses such limitations and gaps across the growing volume of research focused on adapting coastal and island communities within Europe. We systematically reviewed 60 peer‐reviewed papers, drawing on a novel meta‐method review approach to synthesize patterns in participation and co‐production implementations, types of outcomes, and the latter's associations with study research designs. We identify a propensity toward using more simplistic definitions of community, more conventional, extractive research methods in working with study communities, and emphasizing knowledge generation over other outcomes. These issues are all limits on participation and co‐production effectiveness, and we make recommendations to reduce them. We also recommend further recourse to systematic review methods to aid the development of participation and co‐production knowledge for adaptation. Risk-based insurance is a commonly proposed and discussed flood risk adaptation mechanism in policy debates across the world such as in the United Kingdom and the United States of America. However, both risk-based premiums and growing risk pose increasing difficulties for insurance to remain affordable. An empirical concept of affordability is required as the affordability of adaption strategies is an important concern for policymakers, yet such a concept is not often examined. Therefore, a robust metric with a commonly acceptable affordability threshold is required. A robust metric allows for a previously normative concept to be quantified in monetary terms, and in this way, the metric is rendered more suitable for integration into public policy debates. This paper investigates the degree to which risk-based flood insurance premiums are unaffordable in Europe. In addition, this paper compares the outcomes generated by three different definitions of unaffordability in order to investigate the most robust definition. In doing so, the residual income definition was found to be the least sensitive to changes in the threshold. While this paper focuses on Europe, the selected definition can be employed elsewhere in the world and across adaption measures in order to develop a common metric for indicating the potential unaffordability problem. This paper explores how deliberative workshops might enhance social learning about climate change adaptation among land managers in northwest Europe (Scotland). To date, methods for enhancing social learning in the context of adaptation and climate change have been neglected. In this study, location specific agro-meteorological indicators for both observed and future climate data were produced. The indicators were used as a basis for discussion in four deliberative workshops. The workshops sought to raise awareness of climate change issues, ensure the validity and utility of the indicators, stimulate thinking about adaptive responses and increase land managers' capacity to adapt. Land managers' adaptations to climate change fell into four broad categories: changing what they do, how they do it, when they do it or the frequency with which they do it. This paper therefore reflects on the use of deliberative workshops as an effective technique to enhance social learning regarding adapting to climate change. Over the past decade, efforts to move towards a low carbon economy have been increasingly coupled with the acknowledgement that we also need to develop climate resilient economies, capable of adapting and responding to changes in climate. To shift society in these directions we need to quantify impacts in relation to these objectives and develop cost-effective interventions. Techniques for quantifying greenhouse gas emissions are relatively well established and enable identification of hotspots where there is emissions reduction potential. However, there are no established techniques to assess and quantify adaptation vulnerability issues and identify hotspots for intervention. This paper presents work undertaken at a European level with the objective of identifying potential hotspots where ecosystem services may be vulnerable to climate change and thus where intervention may be required under the European Rural Development Programme. A pragmatic and relatively simple approach is presented, based on data that is readily available across Europe. The vulnerability assessments cover: Water (quality: dilution and filtration, regulation: flooding and provision); soils (erosion and organic matter); and biodiversity (forest fires, migration and pollination). The framework and assessments presented are considered fit for purpose (at a basic level) and they are potentially valuable tools for targeting limited resources to achieve desirable outcomes. They also contribute towards providing a better understanding of the climate change challenges we face and support the formulation of solutions to optimally address those challenges. The Mediterranean basin is the richest biodiversity region in Europe and a global hotspot of biological diversity. In spite of that, anthropogenic climate change is one of the most serious concerns for nature conservation in this region. One of the climatic threats is represented by shifts of the Mediterranean climate and expansion of the arid climate. In this paper, we present an assessment of changes in the spatial range of the Mediterranean climate in Europe and the conversion into arid climate under different greenhouse gas forcings, namely RCP4.5 and RCP8.5. We used 11 simulations in two future 30-year periods of state-of-the-art regional climate models from EURO-CORDEX. Our results indicate that by the end of the century under RCP8.5 the present Mediterranean climate zone is projected to contract by 16%, i.e. an area (~ 157,000 km2) equivalent to half the size of Italy. This compares with the less severe scenario RCP4.5 that projected only a 3% reduction. In addition, the Mediterranean climate zone is projected to expand to other zones by an area equivalent to 24 and 50% of its present extent under RCP4.5 and RCP8.5, respectively. Our study indicates that expansion of the arid zone is almost always the cause for contraction of the Mediterranean zone. Under RCP8.5 the arid zone is projected to increase by more than twice its present extent, equivalent to three times the size of Greece. Results of this study are useful for identifying (1) priority zones for biodiversity conservation, i.e. stable Mediterranean climate zones, (2) zones requiring assisted adaptation, such as establishment of new protected areas, implementation of buffer zones around protected areas and creating ecological corridors connecting stable Mediterranean zones. This paper presents a quantitative assessment of adaptation options in the context of forest fires in Europe under projected climate change. A standalone fire model (SFM) based on a state-of-the-art large-scale forest fire modelling algorithm is used to explore fuel removal through prescribed burnings and improved fire suppression as adaptation options. The climate change projections are provided by three climate models reflecting the SRES A2 scenario. The SFM's modelled burned areas for selected test countries in Europe show satisfying agreement with observed data coming from two different sources (European Forest Fire Information System and Global Fire Emissions Database). Our estimation of the potential increase in burned areas in Europe under 'no adaptation' scenario is about 200 % by 2090 (compared with 2000-2008). The application of prescribed burnings has the potential to keep that increase below 50 %. Improvements in fire suppression might reduce this impact even further, e.g. boosting the probability of putting out a fire within a day by 10 % would result in about a 30 % decrease in annual burned areas. By taking more adaptation options into consideration, such as using agricultural fields as fire breaks, behavioural changes, and long-term options, burned areas can be potentially reduced further than projected in our analysis. Is heat becoming a major threat to cities? Following the heat wave in Europe in 2003, which is estimated to have caused the deaths of 70,000 people, municipal authorities began to develop adaptation and mitigation plans and programs. Legal obligations to consider climate change within various development projects have been defined, e.g. by the latest amendment of the EU EIA (Environmental Impact Assessment) Directive (2014/52/EU) and the Federal Building Code (BauGB §1a (5)). However, urban heat hazards have not yet received as much attention as, for example, carbon dioxide emissions as drivers of global warming. Dense urban structures, high buildings, dark surfaces, and high population densities trigger urban heat effects. With about 3/4 of Europeans living in cities, measures to reduce heat-related impacts are needed. This paper evaluates how German cities have implemented measures towards climate change adaptation. The results show that 24 out of 30 cities have developed mitigation and/or adaptation plans, with a majority focusing on mitigating 2, indicating less awareness of urban heat hazards. Moreover, we found elaborate and comprehensive examples which might serve as blue-prints for adaptation strategies. Based on the inhomogeneous scope of the different plans and programs, there remains a need for guidance and more knowledge exchange among the cities on mitigation/adaptation options and preferably information on their effectiveness, to further assist cities in tackling heat stress. Global climate change will affect road networks during this century. The effects will be different in various parts of the world due to differences in local climate change and in the structure and properties of roads. In this paper, climate change projections are presented for climate variables that are most likely to affect the long-term performance of road networks in Europe. We apply four regional climate simulations up to the year 2100 using two plausible future emission scenarios. The results show that the changing climate will require significant adaptation measures in the near future in order to maintain the operability of the European road network. Climate change impacts in one country can lead to impacts in distant locations, for example, via internationally traded crops. Previous work has highlighted a need to include cross-border climate change impacts in climate risk assessments, to describe the exposure and transmission of cross-border climate risk across actors, and understand options for managing this risk. In a case study of the Brazil-Europe soy supply chain, this paper aims to explore how stakeholders perceive past and future shocks, how climate change impacts affect stakeholders differently, and how they might respond. Soy is a key internationally traded commodity and Europe relies on imports for the majority of its soy consumption, used widely in livestock feed. Via 96 semi-structured expert interviews, we found different stakeholder groups are vulnerable to different types of weather shocks, experience different price and supply consequences, and have different capacities to respond. While some responses can reduce risk of impacts across the supply chain (e.g. new soy cultivars, improving transport infrastructure), we also identified examples where responses exacerbate risk for other stakeholders (e.g. export bans, changing demand). A holistic cross-border approach to analysing risk in the soy supply chain can help avoid maladaptation and offer opportunities for more collaborative adaptation. [ABSTRACT FROM AUTHOR]

This paper presents an assessment scheme that should help local conservation management in their adaptation to potential effects of climate change. It can be used for the identification of robust adaptation options at site level. The assessment scheme was applied to the management of Europe's largest population of wild mountain reindeer ( Rangifer tarandus tarandus) living in the arctic-alpine plateau of Hardangervidda in south-western Norway. At first, the last four decades (1964-2004) were analysed to identify climate- and non-climate-related driving forces affecting the population. In addition, regional projections of climate change were used to build scenarios for the potential effects on these driving forces until 2050. In the second step, the potential effects of climate change were classified according to the risk they pose to the conservation of reindeer in Hardangervidda. Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder 'lay insight' and facilitate a two-way iterative process of exploration of 'what if's' to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the 'right' answers. Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. Climate change, involving changes in mean climate and climatic variability, is expected to severely affect agriculture and there is a need to assess its impact in order to define the appropriate adaptation strategies to cope with. In this paper, we projected a scenario of European agriculture in a +2°C (above pre-industrial levels) world in order to assess the potential effect of climatic change and variability and to test the effectiveness of different adaptation options. For this purpose, the outputs of HadCM3 General Circulation Model (GCM) were empirically downscaled for current climate (1975-2005) and a future period (2030-2060), to feed a process-based crop simulation model, in order to quantify the impact of a changing climate on agriculture emphasising the impact due to changes in the frequency of extreme events (heat waves and drought). The same climatic dataset was used to compare the effectiveness of different adaptations to a warmer climate strategies including advanced or delayed sowing time, shorter or longer cycle cultivar and irrigation. The results indicated that both changes in mean climate and climate variability affected crop growth resulting in different crop fitting capacity to cope with climate change. This capacity mainly depended on the crop type and the geographical area across Europe. A +2°C scenario had a higher impact on crops cultivated over the Mediterranean basin than on those cultivated in central and northern Europe as a consequence of drier and hotter conditions. In contrast, crops cultivated in Northern Europe generally exhibited higher than current yields, as a consequence of wetter conditions, and temperatures closer to the optimum growing conditions. Simple, no-cost adaptation options such as advancement of sowing dates or the use of longer cycle varieties may be implemented to tackle the expected yield loss in southern Europe as well as to exploit possible advantages in northern regions. Flood damages have exhibited a rapid upward trend, both globally and in Europe, faster than population and economic growth. Hence, vigorous attempts of attribution of changes have been made. Flood risk and vulnerability tend to change over many areas, due to a range of climatic and nonclimatic impacts whose relative importance is site-specific. Flooding is a complex phenomenon and there are several generating mechanisms, among others intense and/or long-lasting precipitation, snowmelt, ice jam. Projected climate-driven changes in future flood frequency are complex, depending on the generating mechanism, e.g., increasing flood magnitudes where floods result of heavy rainfall and possibly decreasing magnitudes where floods are generated by spring snowmelt. Climate change is likely to cause an increase of the risk of riverine flooding across much of Europe. Projections of flood hazard in Europe based on climatic and hydrological models, reviewed in this paper, illustrate possible changes of recurrence of a 100-year flood (with probability of exceedance being 1-in-100 years) in Europe. What used to be a 100-year flood in the control period is projected to become either more frequent or less frequent in the future time horizon of concern. For a large part of the continent, large flooding is projected to become more commonplace in future, warmer climate. Due to the large uncertainty of climate projections, it is currently not possible to devise a scientifically-sound procedure for redefining design floods (e.g. 100-year flood) in order to adjust flood defenses. Climate change is already being felt in Europe, unequivocally affecting the regions' geo-structures. Concern over this is rising, as reflected in the increasing number of studies on the subject. However, the majority of these studies focused only on slopes and on a limited geographical scope. In this paper, we attempted to provide a broader picture of potential climate change impacts on the geo-structures in Europe by gathering the collective view of geo-engineers and geo-scientists in several countries, and by considering different geo-structure types. We also investigated how geo-structural concerns are being addressed in national adaptation plans. We found that specific provisions for geo-structural adaptation are generally lacking and mainly come in the form of strategies for specific problems. In this regard, two common strategies are hazard/risk assessment and monitoring, which are mainly implemented in relation to slope stability. We recommend that in future steps, other geo-structures are likewise given attention, particularly those assessed as also potentially significantly affected by climate change. Europe’s climate change vulnerability pushes for initiatives such as the European Adaptation Strategy and the associated Covenant of Mayors for Climate and Energy. What are the triggers and barriers, for which sectors and for which risks and how is adaptation funded? This paper examines 147 Local Adaptation Strategies in Europe. Key triggers were incentives via research projects, implementation of EU policies and the increasing frequency of extreme climate events. Insufficient resources, capacity, political commitment and uncertainty were the main barriers. Prioritized sectors reflected the main local vulnerabilities - flood protection and water management, built environment and urban planning. Differing patterns of adaptation planning and adaptive capacity were identified among different regions in Europe. Large municipalities generally fund adaptation locally, whereas international and national funding appears to be more important for adaptation in less urban or densely populated territories. The database of LAS described in the present study can be expanded and used to increase the understanding of and promotion of local adaptation action in Europe and beyond. [ABSTRACT FROM AUTHOR]

Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. Urban areas are increasingly experiencing extreme weather events, especially related to water (e.g., droughts, heatwaves, floods), which are devastatingly impacting infrastructure and human lives. Compact cities, conceived to create more robust, effective, and sustainable environments, are under pressure to increase their resilience by co-producing adaptive strategies mainly focused on the urban public space. However, public space design tends to face environmental challenges without sufficiently exploring their intersection with social issues (citizens living conditions and vulnerability) and political structures (governance). This contribution delves into how urban public space interventions are (not) moving towards achieving urban resilience in an integrated way instead of sectoral. A triple-loop approach has been developed and tested in ten urban public spaces in European compact cities in the last 25 years. The results report how most projects reinforce the social dimension by promoting citizen well-being through new quality standards in public spaces, excluding some citizenry's vulnerable segments (immigrants, women, and disabled). The political dimension reinforces hard adaptation measures to manage water resources, although increasing attention is put on nature-based solutions, and most projects ensure participation processes. Finally, the environmental dimension is the most transversal by increasing land conversion, ensuring flooding mitigation, and enhancing adaptive capacity. [ABSTRACT FROM AUTHOR]

Abstract: In the last two decades we witnessed a progressive shift in the approach towards the reduction of the impact of natural hazards. From a general reactive approach, focusing on strengthening disaster response mechanisms, we have moved to proactive approaches. There has been recognition that each element of society, from public institutions to private sector, from community-based organizations to every single individual, can make a difference by acting before disasters strike to reduce the associated risks of human and economic losses. This proactive approach can be summarized in three words: Disaster Risk Reduction (DRR). Today, DRR is an approach used in several sectors and research areas. In the Development sphere, DRR is considered a key feature for sustainability of economic and development gains – especially for developing countries. Significantly, the is titled “Risk and poverty in a changing climate” highlighting the importance of DRR in reducing poverty while being a means to address the challenges posed by adaptation to climate change. This paper, which serves as an introduction to the special issue of Environment Science & Policy on climate change impact on water-related disasters, intends to provide readers with an overview of the main policy frameworks addressing DRR internationally and in Europe. Further, it aims to offer some “food for thought” on the underlying opportunities we have to enhance the resilience of our communities towards the risks posed by weather-related hazards. It stresses the importance of governance of risks, which starts from an effective dialogue between the scientific community and the policy makers: those who have the responsibility to decide on the most cost-effective interventions to address climate change adaptation and risk reduction. Abstract: Climate change impacts on the hydrological cycle, e.g. leading to changes of precipitation patterns, have been observed over several decades. Higher water temperatures and changes in extremes hydrometeorological events (including floods and droughts) are likely to exacerbate different types of pressures on water resources with possible negative impacts on ecosystems and human health. In addition, sea-level rise is expected to extend areas of salinisation of groundwater and estuaries, resulting in a decrease of freshwater availability for humans and ecosystems in coastal areas. Furthermore, climate-related changes in water quantity and quality are expected to affect food availability, water access and utilisation, especially in arid and semi-arid areas, as well as the operation of water infrastructure (e.g. hydropower, flood defences, and irrigation systems). This paper serves as an introduction to the special issue of Environment Science & Policy dealing with climate change impacts on water-related disasters. It provides a brief background about relevant EU water policies and examples of EU-funded research trends which illustrate on-going efforts to improve understanding and modelling of climate changes related to the hydrological cycles at scales that are relevant to decision making (possibly linked to policy). Abstract: Climate change induces various direct and indirect impacts. Among the direct effects are the likely rise in the frequency of heat waves and droughts in Europe. These immediate effects of climate change, in turn, cause downstream effects. Drought-induced water scarcity and lack in water supply affect further sectors and critical infrastructures. A lack in water supply for cooling purposes, for example, will negatively affect the electricity generation in power plants. In this paper we analyze the consequences of climate-change related impacts on such interplays between climate-change affected sectors. More specifically, we investigate how electricity exchanges between countries in Europe are affected and threatened by climate change because of the higher risk of water supply shortages due to more frequent drought and heat-wave incidences. 1. Climate change has forced species to shift distribution, alter migration behaviour, or change phenology. One of these adaptation strategies is aestivation to overcome hot, dry summers. For example, the abundance of the Great Banded Grayling Brintesia circe Fabricius (Lepidoptera, Nymphalidae) in Southern Germany used to show one flight peak between June and August, while now, a bimodal phenological record suggests 3–4 weeks of aestivation during the driest summer weeks. 2. To study this new phenomenon, a capture‐mark‐recapture study was performed in two nature reserves in Southern Germany during 92 days in 2019 and 2020. Gender, wing condition, and exact location of individuals of B. circe were recorded. These data show that in June (first flight period), 76%, 481 of 635 captured individuals were males, while in late August and September (second flight period), ≥95%, 452 of 462 were females. No individual marked during the first flight period was recaptured during the second flight period. 3. The results imply that mating takes place during the first flight period only, especially females aestivate, probably to avoid oviposition during the hottest and driest parts of the summer and that an unknown part of the population may disperse out or into the investigated habitats. This behaviour appears to have changed during the last decades probably as an adaptation to climate change. Females of B. circe are forced to oviposit later in summer as earlier eggs laid during hotter and drier times are less likely to develop successfully. [ABSTRACT FROM AUTHOR]

This paper reviews the knowledge on effects of climate change on agricultural productivity in Europe and the consequences for policy and research. Warming is expected to lead to a northward expansion of suitable cropping areas and a reduction of the growing period of determinate crops (e.g. cereals), but an increase for indeterminate crops (e.g. root crops). Increasing atmospheric CO2 concentrations will directly enhance plant productivity and also increase resource use efficiencies.In northern areas climate change may produce positive effects on agriculture through introduction of new crop species and varieties, higher crop production and expansion of suitable areas for crop cultivation. Disadvantages may be an increase in the need for plant protection, the risk of nutrient leaching and the turnover of soil organic matter. In southern areas the disadvantages will predominate. The possible increase in water shortage and extreme weather events may cause lower harvestable yields, higher yield variability and a reduction in suitable areas for traditional crops. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification in the Mediterranean and southeastern parts of Europe.Policy will have to support the adaptation of European agriculture to climate change by encouraging the flexibility of land use, crop production, farming systems etc. In doing so, it is necessary to consider the multifunctional role of agriculture, and to strike a variable balance between economic, environmental and social functions in different European regions. Policy will also need to be concerned with agricultural strategies to mitigate climate change through a reduction in emissions of methane and nitrous oxide, an increase in carbon sequestration in agricultural soils and the growing of energy crops to substitute fossil energy use. The policies to support adaptation and mitigation to climate change will need to be linked closely to the development of agri-environmental schemes in the European Union Common Agricultural Policy.Research will have further to deal with the effect on secondary factors of agricultural production, on the quality of crop and animal production, of changes in frequency of isolated and extreme weather events on agricultural production, and the interaction with the surrounding natural ecosystems. There is also a need to study combined effects of adaptation and mitigation strategies, and include assessments of the consequences on current efforts in agricultural policy to develop a sustainable agriculture that also preserves environmental and social values in the rural society. Forestry professionals' attitudes towards risk and uncertainty under climate change, together with their perception about suitability of adaptation strategies, were investigated in Central Europe. We applied an original methodology based on lottery choices to quantify their risk and uncertainty attitude, combined with a questionnaire study about the adaptation to climate change. We tested the hypothesis that the higher the risk and uncertainty aversion of respondents, the higher the trend towards changing business-as-usual to adaptive decisions. The result falsifies the research hypothesis since uncertainty aversion has no effect, whereas risk aversion has a negative impact on the decision to adapt. We argue that risk of any change in the business-as-usual is higher than the expected risk of climate change impact in Central European forestry. We conclude that having access to novel information about expected impacts of climate change, taking into account institutional challenges and supportive experiences about useful adaptation strategies, may convince forestry professionals to adapt in the future. Viticulture and winemaking are important socioeconomic sectors in many European regions. Climate plays a vital role in the terroir of a given wine region, as it strongly controls canopy microclimate, vine growth, vine physiology, yield, and berry composition, which together determine wine attributes and typicity. New challenges are, however, predicted to arise from climate change, as grapevine cultivation is deeply dependent on weather and climate conditions. Changes in viticultural suitability over the last decades, for viticulture in general or the use of specific varieties, have already been reported for many wine regions. Despite spatially heterogeneous impacts, climate change is anticipated to exacerbate these recent trends on suitability for wine production. These shifts may reshape the geographical distribution of wine regions, while wine typicity may also be threatened in most cases. Changing climates will thereby urge for the implementation of timely, suitable, and cost-effective adaptation strategies, which should also be thoroughly planned and tuned to local conditions for an effective risk reduction. Although the potential of the different adaptation options is not yet fully investigated, deserving further research activities, their adoption will be of utmost relevance to maintain the socioeconomic and environmental sustainability of the highly valued viticulture and winemaking sector in Europe. The complex challenges arising from climate change that exceeds the +2 °C target (termed 'high-end climate change') in Europe require new integrative responses to support transformations to a more sustainable future. We present a novel methodology that combines transition management and high-end climate and socioeconomic change scenarios to identify pathways and move Europe closer to sustainability. Eighteen pathways have been co-created with stakeholders through a participatory process. The pathways support Europe in moving towards a desirable future vision, through top-down and bottom-up actions that lower greenhouse gas emissions, reduce impacts of and vulnerabilities to climate and socioeconomic changes and enhance well-being. Analysis shows that the pathways that are robust to future scenario uncertainty are those that shift Europe towards sustainable lifestyles, support and strengthen good governance for sustainability and promote adaptive resource management for water, agriculture and energy. The methodology can support the design of the urgent actions needed to meet the requirements of the Paris Agreement and to transform Europe, in preparation for an uncertain future. The within-species diversity in response to weather and the gaps in the response diversity in the modern set of forage crop cultivars were determined using an approach that assessed the adaptive capacity under global climate change. The annual dry matter (DM) yields were recorded in multi-location MTT (Maa- ja elintarviketalouden tutkimuskeskus) Agrifood Research Official Variety Trials in Finland for modern forage crop cultivars from 2000 to 2012, as a response to agroclimatic variables critical to yield based on the year-round weather data. The effect and interaction of cultivars and agroclimatic variables were analysed using mixed model. The relatively low adaptive capacity of timothy ( Phleum pratense L.) and meadow fescue ( Festuca pratensis Huds.) indicates that diversification of the breeding material is warranted, particularly for resistance to high temperatures during primary growth and to high temperature sum 7 days after the first cut. All red clover cultivars ( Trifolium pratense L.) suffered from both low and high accumulation of warm winter temperatures. Except for the red clover cultivars, cold stress during winter and lack of warm winter temperatures consistently reduced the yields of all species and cultivars. All tall fescue ( Festuca arundinacea Schreb.) cultivars suffered from low precipitation during the fall hardening period. Although the set of festulolium ( Festulolium pabulare) cultivars was also sensitive to low precipitation during the fall, festulolium was a good example of enhanced capacity to adapt to climate change with high response diversity because the cultivar germplasm base was diversified. Foreign origin in a cultivar pool was apparently not sufficient or necessary to ensure added value for a diversity of responses to climate change. Similar analyses to those used in this study, applied as practical tools for breeders, farmers and public actors, are important to secure the adaptive capacity of crops worldwide under global climate change. Aim The aim was to assess the sensitivity of butterfly population dynamics to variation in weather conditions across their geographical ranges, relative to sensitivity to density dependence, and determine whether sensitivity is greater towards latitudinal range margins. Location Europe. Time period 1980-2014. Major taxa studied Butterflies. Methods We use long-term (35 years) butterfly monitoring data from > 900 sites, ranging from Finland to Spain, grouping sites into 2° latitudinal bands. For 12 univoltine butterfly species with sufficient data from at least four bands, we construct population growth rate models that include density dependence, temperature and precipitation during distinct life-cycle periods, defined to accommodate regional variation in phenology. We use partial R2 values as indicators of butterfly population dynamics' sensitivity to weather and density dependence, and assess how these vary with latitudinal position within a species' distribution. Results Population growth rates appear uniformly sensitive to density dependence across species' geographical distributions, and sensitivity to density dependence is typically greater than sensitivity to weather. Sensitivity to weather is greatest towards range edges, with symmetry in northern and southern parts of the range. This pattern is not driven by variation in the magnitude of weather variability across the range, topographic heterogeneity, latitudinal range extent or phylogeny. Significant weather variables in population growth rate models appear evenly distributed across the life cycle and across temperature and precipitation, with substantial intraspecific variation across the geographical ranges in the associations between population dynamics and specific weather variables. Main conclusions Range-edge populations appear more sensitive to changes in weather than those nearer the centre of species' distributions, but density dependence does not exhibit this pattern. Precipitation is as important as temperature in driving butterfly population dynamics. Intraspecific variation in the form and strength of sensitivity to weather suggests that there may be important geographical variation in populations' responses to climate change. Climate change affects social systems and economic productivity with direct and indirect outcomes. Comparable indicators for the EU 27 are required to identify the local systems affected by the variability in the climate. The EU 27 integration requires a common policy to collect information in the lower territorial unit to assess local productions and to plan adaptation and mitigation options. However, due to different cultural and economic backgrounds, identifying the main socio-economic sectors at the local level for related climate change effects is a difficult exercise. Many social systems in Europe are, in fact, locally based (e.g. certain agriculture productions and tourism across the alpine arch and Mediterranean area are affected by the climate change, and climate change affects these sectors differently from one context to another). Context: Future patterns of European ecosystem services provision are likely to vary significantly as a result of climatic and socio-economic change and the implementation of adaptation strategies. However, there is little research in mapping future ecosystem services and no integrated assessment approach to map the combined impacts of these drivers. Objective: Map changing patterns in ecosystem services for different European futures and (a) identify the role of driving forces; (b) explore the potential influence of different adaptation options. Methods: The CLIMSAVE integrated assessment platform is used to map spatial patterns in services (food, water and timber provision, atmospheric regulation, biodiversity existence/bequest, landscape experience and land use diversity) for a number of combined climatic and socio-economic scenarios. Eight adaptation strategies are explored within each scenario. Results: Future service provision (particularly water provision) will be significantly impacted by climate change. Socio-economic changes shift patterns of service provision: more dystopian societies focus on food provision at the expense of other services. Adaptation options offer significant opportunities, but may necessitate trade-offs between services, particularly between agriculture- and forestry-related services. Unavoidable trade-offs between regions (particularly South-North) are also identified in some scenarios. Conclusions: Coordinating adaptation across regions and sectors will be essential to ensure that all needs are met: a factor that will become increasingly pressing under dystopian futures where inter-regional cooperation breaks down. Integrated assessment enables exploration of interactions and trade-offs between ecosystem services, highlighting the importance of taking account of complex cross-sectoral interactions under different future scenarios of planning adaptation responses. Economic risks for livestock production are caused by volatile commodities and market conditions, but also by environmental drivers such as increasing uncertainties due to weather anomalies and global warming. These risks impact the gross margin of farmers and can stimulate investment decisions. For confined pig and poultry production, farmers can reduce the environmental impact by implementing specific adaptation measures (AMs) to reduce heat stress. A simulation model driven by meteorological data was used to calculate indoor climate for 1981 to 2017. This dataset was extrapolated for a projection in the year 2030. The heat stress was calculated for a business-as-usual livestock building and for several AMs. For 2030, the expected value of the reduction of the gross margin was calculated by EUR 3.98 a−1 per animal place for the business-as-usual scenario. The results show that only energy-saving adaptation measures to reduce the inlet air temperature are appropriate to reduce the economic risk to the level of the year 1980 between EUR 0.03 a−1 and EUR 1.02 a−1 per animal place. The efficiency of other AMs to reduce heat stress is distinctly lower (between EUR 2.62 a−1 and EUR 3.80 a−1 per animal place). The results in this study can support the decision making of farmers concerning adaptation management and investments. It can inform agricultural policy design as well as technological development. Climate change adaptation strategies are emerging across Europe as societies attempt to adapt to the challenges of a changing environment. Social constructivist analyses of environmental policy - especially those emphasising 'framing' - can be very useful in teasing out the framings of policy problems such as adaptation. They can also shed light on the underlying assumptions that steer and guide public and environmental policy. Using the theoretical concept of framing to analyse adaptation policies across different scales of governance in four European countries - Sweden, Finland, the United Kingdom and Italy - and drawing on policy documents from those countries, as well as semi-structured interviews with practitioners, the development of adaptation policy processes and especially how adaptation has been defined within these processes are examined. Four major framings of adaptation are identified: 'planning', 'economic risk', 'vulnerability' and 'existing measures'. Risks can generally be described as the combination of hazard, exposure and vulnerability. Using this framework, we evaluated the historical and future development of risk of fire and wind damage in European forestry at the national level. Fire risk is expected to increase, mainly as a consequence of an increase in fire hazard, defined as the Fire Weather Index in summer. Exposure, defined as forest area, is expected to increase slightly as a consequence of active afforestation and abandonment of marginal agricultural areas. Adaptation options to fire risk should therefore aim to decrease the vulnerability, where a change in tree species from conifers to broadleaves had most effect. Risk for wind damage in forests is expected to increase mainly as a consequence of increase in exposure (total growing stock) and vulnerability (defined by age class and tree species distribution). Projections of future wind climate indicate an increase in hazard (storminess) mainly over Western Europe. Adaptation options should aim to limit the increase in exposure and vulnerability. Only an increase in harvest level can stop the current build-up of growing stock, while at the same time it will lower vulnerability through the reduction of the share of old and vulnerable stands. Changing species from conifers to broadleaves helps to reduce vulnerability as well. Lowering vulnerability by decreasing the rotation length is only effective in combination with a high demand for wood. The increasing interconnectedness of the world that characterizes the process of globalization compels us to interlink local, national, and transnational phenomena, such as environmental risks, in both journalistic and academic discourse. Among environmental risks of global scope climate change is probably the one receiving the most attention at present, not least in the media. Globalization notwithstanding, national media are still dominated by a national logic in the presentation of news, and tensions arise between this media logic and the transnational character of environmental risks that call for a collective responsibility transcending the borders of the nation-states. This article presents results from studies of the construction of global climate change in three Swedish newspapers. It discusses the media's attribution of responsibility for collective action along an axis ranging from local to national to transnational, and highlights the media's reluctance to display any kind of scientific uncertainty that would undermine the demand for collective action. The results underline the media's responsiveness to the political setting in which they operate and the growing relevance of the transnational political realm of Europe for the construction of news frames on global climate change in European national media. In order to assess agricultural adaptation to climate impacts, new methodologies are needed. The translog distance function allows assessing interactions between different factors, and hence the influence of management on climate impacts. The Farm Accountancy Data Network provides extensive data on farm characteristics of farms throughout the EU15 (i.e. the 15 member states of the European Union before the extension in 2004). These data on farm inputs and outputs from 1990-2003 are coupled with climate data. As climate change is not the only change affecting European agriculture, we also include effects of subsidies and other changes on inputs and outputs of farms throughout Europe. We distinguish several regions and empirically assess (1) climate impacts on farm inputs and outputs in different regions and (2) interactions between inputs and other factors that contribute to the adaptation to these impacts. Changes in production can partly be related to climatic variability and change, but also subsidies and other developments (e.g. technology, markets) are important. Results show that impacts differ per region, and that 'actual impacts' cannot be explicitly separated into 'potential impacts' and 'adaptive capacity' as often proposed for vulnerability assessment. Farmers adapt their practices to prevailing conditions and continuously adapt to changing conditions. Therefore, 'potential impacts' will not be observed in practice, leaving it as a mainly theoretical concept. Factors that contribute to the adaptation also differ per region. In some regions more fertilizers or more irrigation can mitigate impacts, while in other regions this amplifies impacts. To project impacts of future climate change on agriculture, current farm management strategies and their influence on current production should be considered. Research Highlights: Data of advanced-age provenance tests were reanalyzed applying a new approach, to directly estimate the growth of populations at their original sites under individually generated future climates. The results revealed the high resilience potential of fir species. Background and Objectives: The growth and survival of silver fir under future climatic scenarios are insufficiently investigated at the xeric limits. The selective signature of past climate determining the current and projected growth was investigated to analyze the prospects of adaptive silviculture and assisted transfer of silver fir populations, and the introduction of non-autochthonous species. Materials and Methods: Hargreaves' climatic moisture deficit was selected to model height responses of adult populations. Climatic transfer distance was used to assess the relative drought stress of populations at the test site, relating these to the past conditions to which the populations had adapted. ClimateEU and ClimateWNA pathway RCP8.5 data served to determine individually past, current, and future moisture deficit conditions. Besides silver fir, other fir species from South Europe and the American Northwest were also tested. Results: Drought tolerance profiles explained the responses of transferred provenances and predicted their future performance and survival. Silver fir displayed significant within-species differentiation regarding drought stress response. Applying the assumed drought tolerance limit of 100 mm relative moisture deficit, most of the tested silver fir populations seem to survive their projected climate at their origin until the end of the century. Survival is likely also for transferred Balkan fir species and for grand fir populations, but not for the Mediterranean species. Conclusions: The projections are less dramatic than provided by usual inventory assessments, considering also the resilience of populations. The method fills the existing gap between experimentally determined adaptive response and the predictions needed for management decisions.
