Researchers, community organizations, and Inuit leaders increasingly question the suitability of methods to assess the prevalence of food insecurity in Inuit Nunangat (the Inuit homeland in Canada). Particularly contentious is the US Department of Agriculture's (USDA) Household Food Security Survey Module (HFSSM). The HFSSM is applied in modified form as part of Health Canada's nationwide Canadian Community Health (CCHS) and Aboriginal Peoples Surveys. The 18-question HFSSM is the primary survey tool used by the Government of Canada to assess food security prevalence. Yet the HFSSM asks only about the affordability of store-bought foods (also termed "market foods" elsewhere in the literature) when collecting data to designate food security status. This is despite communities in Inuit Nunangat having complex dual or mixed food systems, that is, they rely on foods harvested from ancestral lands (country foods) in combination with store-bought foods to sustain mixed cash-subsistence economies and diets. Sourcing country foods requires money for the purchase of equipment and machinery. However, country foods also have numerous access and availability criteria dictated by non-financial factors. In this paper, we explore the problem of the monetary bias (the focus on an individual or household's ability to purchase foods) in the HFSSM and discuss the knock-on effects of using monetary metrics as the sole means of measuring and monitoring food security in dual food environments. We contend that relying on monetary access as a measure presents an incomplete picture of the reality of food insecurity in Inuit Nunangat. Presently, there is little consideration of the nuance of social norms and cultural values that govern dual food systems or the importance of less tangible, non-financial factors that might affect food access (e.g., knowledge of where and how to harvest and of machine maintenance, suitable environmental conditions for travel, conducive harvest regulations, social relationships, ecological stability). Ultimately, this contributes to restricted policy-level understandings of what it means to ensure stable, culturally adequate, and just food systems, and limits self-determination in northern food environments. This paper presents a series of 50 geomorphological maps of the seabed of northeastern Baffin Island fiords and cross-shelf troughs, in eastern Arctic Canada. The mapping was produced using swath bathymetry imagery from multiple bathymetry datasets. A total of 24 types of landform were systematically mapped (>55,000 landforms) and reflect processes linked to subglacial, ice-marginal or paraglacial to postglacial environments. The landforms record the transition of the seabed from being covered by a marine-terminating ice sheet to the establishment of postglacial conditions. The landform assemblages allow the distinction of ice-flows orientation and ice-stream pathways along fiords and cross-shelf troughs. The multiple moraines and grounding-zone wedges indicate that the ice margin stabilized during retreat and that the overall deglaciation occurred by steps. These maps provide a framework for future investigations in northeastern Baffin Island fiords and shelf and can also provide a template for future seabed geomorphological studies in Arctic Canada. Considerable attention has been devoted to the possible effects of global climate change on the environment of the circumpolar world. With regard to the Inuit, the aboriginal culture of Arctic Canada, research interest has focused principally on the vulnerability of the hunting and harvesting component of the traditional food system, otherwise frequently referred to as the subsistence system, if wild terrestrial and marine resources become less available. Although also concerned with the traditional Inuit food economy, this paper concentrates on the customary institutional mechanisms by which the Inuit distribute and share the products obtained from hunting. After analysing this social economy, a review of the data on recent climate-related range changes of a number of Arctic animal populations is carried out, in terms of how projected environmental changes may affect this other aspect of Inuit subsistence. After tentatively concluding that some species substitution and/or replacement will occur, the final aspect of the paper considers the potential for the possible exclusion of these “replacements” as a result of the political aspect of climate change. In the Arctic, seasonal variation in the accessibility of the land, sea ice and open waters influences which resources can be harvested safely and efficiently. Climate stressors are also increasingly affecting access to subsistence resources. Within Inuit communities, people differ in their involvement with subsistence activities, but little is known about how engagement in the cash economy (time and money available) and other socio-economic factors shape the food production choices of Inuit harvesters, and their ability to adapt to rapid ecological change. We analyse 281 foraging trips involving 23 Inuit harvesters from Kangiqsujuaq, Nunavik, Canada using a Bayesian approach modelling both patch choice and within-patch success. Gender and income predict Inuit harvest strategies: while men, especially men from low-income households, often visit patches with a relatively low success probability, women and high-income hunters generally have a higher propensity to choose low-risk patches. Inland hunting, marine hunting and fishing differ in the required equipment and effort, and hunters may have to shift their subsistence activities if certain patches become less profitable or less safe owing to high costs of transportation or climate change (e.g. navigate larger areas inland instead of targeting seals on the sea ice). Our finding that household income predicts patch choice suggests that the capacity to maintain access to country foods depends on engagement with the cash economy. If taken for granted, ideas about nature underpinning nature-based tourism will often obscure or displace human livelihoods existing within a landscape. The result, whether characterised as colonial or ethnocentric, will in the minds of some correspond with injustice, contemporary or historical. In seeking to avoid static and privileging perspectives of ‘nature’, this article illuminates relational enactments of responsibility in the contrasting practices of tourists and Indigenous inhabitants of a Canadian Arctic riverscape. This intention is informed by first, the relevance of thinking ontologically about nature and, second, the aspects of Emmanuel Levinas' responsibility ethics for identifying relationships amid cultural difference. Empirically, the paper draws on participatory and visual research with guided canoeists and Inuit inhabitants of the Thelon River, illuminating that (a) culturally diverse practices contribute to making and remaking Thelon natures contemporaneously and (b) these practices can be understood as expressions of responsibility to and for others connected to personal and social–cultural identity. In addition to situating river tourists and inhabitants at the centre of responsible tourism debates, the article introduces theoretical, conceptual and methodological spaces for understanding and analysing moral engagements with others in creating culturally sensitive tourism natures and enabling transformation. Abstract: This paper considers Frobisher Bay and Inuvik, two Canadian Arctic towns, as examples of the high-modernist planning that swept the globe during the middle decades of the twentieth century, but also Cold War projects reflecting a sudden interest in the Arctic as a region of military significance. Building on the framework provided by James Scott in Seeing like a State (1998), the paper details the connections between modernization theory and Cold War militarism before turning to the strikingly parallel case studies. In each instance, federal officials proposed ambitious urban models designed to simultaneously overcome the hostility of a northern environment and catapult native northerners into conditions of modern living. While the limits and failings of such schemes varied by location, both sites were also laboratories for social scientists employed by the federal government to document and analyze the modernization of the Arctic. The work of these scholars represents a particularly rich and complex record of governmental interventions, tied variously to Cold War imperatives, in northern lives and landscapes at a time of great faith in the transformative power of modern engineering. This paper provides ethnographic and historical evidence for the existence, in time and space, of a network of well-established trails connecting most Inuit settlements and significant places across the Canadian Arctic. The geographic and environmental knowledge relating to trails (and place names associated with the trails) has been orally transmitted through many generations of Inuit. I use historical documents, ethnographic research, and new geographic tools such as GPS, GIS and Google Earth, to show the geographic extent of the network and its historical continuity. I particularly draw on a trip following Inuit along a traditional trail connecting the communities of Iglulik and Naujaat (Repulse Bay). Inuit have made systematic use of the Arctic environment as a whole and trails are, and have been, significant channels of communication and exchange across the Arctic. There are some types of oral history and knowledge that can be accurately transmitted through generations, and I propose that some aspects of Inuit culture are better understood in terms of moving as a way of living. Marine tourism in Arctic Canada has grown substantially since 2005. Though there are social, economic and cultural opportunities associated with industry growth, climate change and a range of environmental risks and other problems present significant management challenges. This paper describes the growth in cruise tourism and pleasure craft travel in Canada's Nunavut Territory and then outlines issues and concerns related to existing management of both cruise and pleasure craft tourism. Strengths and areas for improvement are identified and recommendations for enhancing the cruise and pleasure craft governance regimes through strategic management are provided. Key strategic approaches discussed are: (1) streamlining the regulatory framework; (2) improving marine tourism data collection and analysis for decision-making; and (3) developing site guidelines and behaviour guidelines. This synthesis paper summarizes published proxy climate evidence showing the spatial and temporal pattern of climate change through the Holocene in Arctic Canada and Greenland. Our synthesis includes 47 records from a recently published database of highly resolved Holocene paleoclimate time series from the Arctic (Sundqvist et al., 2014). We analyze the temperature histories represented by the database and compare them with paleoclimate and environmental information from 54 additional published records, mostly from datasets that did not fit the selection criteria for the Arctic Holocene database. Combined, we review evidence from a variety of proxy archives including glaciers (ice cores and glacial geomorphology), lake sediments, peat sequences, and coastal and deep-marine sediments. The temperature-sensitive records indicate more consistent and earlier Holocene warmth in the north and east, and a more diffuse and later Holocene thermal maximum in the south and west. Principal components analysis reveals two dominant Holocene trends, one with early Holocene warmth followed by cooling in the middle Holocene, the other with a broader period of warmth in the middle Holocene followed by cooling in the late Holocene. The temperature decrease from the warmest to the coolest portions of the Holocene is 3.0 ± 1.0 °C on average (n = 11 sites). The Greenland Ice Sheet retracted to its minimum extent between 5 and 3 ka, consistent with many sites from around Greenland depicting a switch from warm to cool conditions around that time. The spatial pattern of temperature change through the Holocene was likely driven by the decrease in northern latitude summer insolation through the Holocene, the varied influence of waning ice sheets in the early Holocene, and the variable influx of Atlantic Water into the study region. Abstract: This paper describes an approach for verifying thermal maturity data in a large historical dataset from the Canadian Arctic Islands. A compilation of more than 6000 maturity measurements (vitrinite reflectance and Rock-Eval Tmax) collected over the span of three decades involved a rigorous assessment of data quality. Some common anomalies in interpreting thermal maturity dataset include: (i) elevated thermal maturity due to Cretaceous igneous intrusion in the region, (ii) reworking of refractory material from older rocks into younger strata during the Triassic period, (iii) suppression of vitrinite reflectance and Tmax in hydrogen-rich samples, (iv) low maturity values due to cross-contamination by the younger sediments during drilling process (caving), and (v) offset maturity values obtained from different maturity measurements. The study discusses various independent checks to verify the obtained maturity parameters. The comparison between thermal maturity data with the sonic velocity of shale resulted in a satisfactory correlation. While such a correlation may vary in different sedimentary basins, it produces a useful independent assessment of thermal maturity. The results indicate that increased heat flow during the Jurassic–Early Cretaceous rifting of the Canada Basin may have caused the elevated maturity beyond the expected burial level as suggested by the discrepancy between thermal maturity and sonic velocity data. Given the fact that vitrinite reflectance records only the maximum temperature to which the enclosing rocks were exposed, deviation of the collected reflectance values from the current depth of burial serves as an indicator for the amount of geological uplift. The cruise tourism industry in Arctic Canada has recently grown rapidly with stable numbers now emerging. While there are many socio-economic opportunities associated with growth, climate change, and environmental, technical and cultural risks also present significant management challenges. To enhance understanding of these opportunities and risks, this study adopted a policy Delphi approach to identify and evaluate potential adaptation strategies to aid decision-makers and policy-makers managing cruise tourism development and its associated impacts. Over 500 ideas were identified. These were distilled down to 65 potential adaptation options, which were evaluated for priority and feasibility by key stakeholders including local residents, tourism operators, and policy-makers. The majority of recommendations were evaluated as of high priority and most options were perceived to be somewhat affordable and implementable. Key needs included disaster management plans, updated technology and ship navigation systems, improved marine resource mapping, and the development of a code of conduct for cruise tourists to guide visitor behaviour and promote a sustainable approach. The research represents the first empirical study to identify and evaluate adaptation strategies for cruise tourism development in Arctic Canada and outlines current priorities, opportunities, and challenges associated with managing socio-economic change in Arctic Canada in sustainable ways. Perceptions and representations of Arctic tourism that reify ‘pristine’ nature can obscure the livelihoods of Arctic Aboriginal inhabitants, thus impeding cooperation among all Arctic tourism stakeholders. The purpose of this article is to illuminate relational, value-based metaphors that may nurture cooperative spaces for just and sustainable Arctic tourism. It draws on case study research of the Thelon River in Arctic Canada and, specifically, the productive tensions and affiliations expressed through diverse practices of canoe tourists and Inuit residents of Baker Lake, Nunavut, documented using mobile ethnography. Empirical substance is interpreted against a backdrop of supporting literatures to flesh out emplacement, wayfaring and gathering as relational metaphors of becoming; that is, in their fluidity, hybridity and indeterminacy, they refuse absolute, universal or divisive expressions of value. These metaphors intend to disrupt the ‘nature’ of Arctic tourism and create opportunities to understand, debate and craft tourism’s intellectual terminology. [ABSTRACT FROM PUBLISHER]

Background Community food programs (CFPs) provide an important safety-net for highly food insecure community members in the larger settlements of the Canadian Arctic. This study identifies who is using CFPs and why, drawing upon a case study from Inuvik, Northwest Territories. This work is compared with a similar study from Iqaluit, Nunavut, allowing the development of an Arctic-wide understanding of CFP use -- a neglected topic in the northern food security literature. Methods Photovoice workshops (n=7), a modified USDA food security survey and open ended interviews with CFP users (n=54) in Inuvik. Results Users of CFPs in Inuvik are more likely to be housing insecure, female, middle aged (35-64), unemployed, Aboriginal, and lack a high school education. Participants are primarily chronic users, and depend on CFPs for regular food access. Conclusions This work indicates the presence of chronically food insecure groups who have not benefited from the economic development and job opportunities offered in larger regional centers of the Canadian Arctic, and for whom traditional kinship-based food sharing networks have been unable to fully meet their dietary needs. While CFPs do not address the underlying causes of food insecurity, they provide an important service for communities undergoing rapid change, and need greater focus in food policy herein. Limited data exist regarding nutrient intakes and overall dietary quality in Canadian Arctic populations. This cross-sectional study determined the frequency of consumption of traditional meats (e.g. caribou, polar bear, seal, char and whale) and non-traditional store-bought foods including non-traditional meats (e.g. beef, pork and chicken), grains, dairy, fruits, vegetables and non-nutrient dense foods (NNDFs) (e.g. butter, chocolate, chips, candy and pop) by Inuvialuit adults (175 women, mean age 44 ± 14 years; 55 men, mean age 41 ± 13 years) in three remote communities in the Northwest Territories. Using a validated quantitative food frequency questionnaire, frequency of consumption over a 30-day period was determined for 141 commonly reported foods. Mean consumption of traditional meats (1.6 times/day), fruits (1 time/day) and vegetables (0.6 times/day) was less frequent than that of NNDFs (5.0 times/day). Nutritional intervention strategies are needed to promote more frequent consumption of nutrient-rich foods and less frequent consumption of NNDFs in these Arctic communities. [ABSTRACT FROM AUTHOR]

Objectives. To describe traditional food (TF) consumption and to evaluate its impact on nutrient intakes of preschool Inuit children from Nunavik. Design. A cross-sectional study. Methods. Dietary intakes of children were assessed with a single 24-hour recall (n=217). TF consumption at home and at the childcare centres was compared. Differences in children's nutrient intakes when consuming or not consuming at least 1 TF item were examined using ANCOVA. Results. A total of 245 children attending childcare centres in 10 communities of Nunavik were recruited between 2006 and 2010. The children's mean age was 25.0±9.6 months (11-54 months). Thirty-six percent of children had consumed at least 1 TF item on the day of the recall. TF contributed to 2.6% of total energy intake. Caribou and Arctic char were the most reported TF species. Land animals and fish/shellfish were the main contributors to energy intake from TF (38 and 33%, respectively). In spite of a low TF intake, children who consumed TF had significantly (p<.05) higher intakes of protein, omega-3 fatty acids, iron, phosphorus, zinc, copper, selenium, niacin, pantothenic acid, riboflavin, and vitamin B12, and lower intakes of energy and carbohydrate compared with non-consumers. There was no significant difference in any of the socio-economic variables between children who consumed TF and those who did not. Conclusion. Although TF was not eaten much, it contributed significantly to the nutrient intakes of children. Fossil diatom assemblages preserved within the sedimentary record in Arctic lakes provide the potential to reconstruct past changes in important limnological variables. During the summers of 1992 and 1993, we examined previously unstudied freshwater ecosystems on Cornwallis Island, Arctic Canada, with the specific objectives of (1) documenting the limnology and modern diatom assemblages from this region, and (2) determining which environmental variables most influence diatom species distributions. The Cornwallis Island study sites displayed the least amount of variance in measured water chemistry variables in comparison to nearly all of our labs’ previous freshwater surveys in the Arctic. The small limnological gradients precluded the development of a statistically robust diatom inference model, but perhaps more importantly, allowed us to explore variations in diatom composition in the absence of marked variations in water chemistry. Diatom species turnover was minimal, with the most common diatom taxa being Achnanthidium minutissima, Nitzschia perminuta, N. frustulum, with lesser percent abundances of Chaemaepinnularia soehrensis, Navicula chiarae, Psammothidium marginulata, and A. kryophila. A small number of study sites differed from the majority with respect to water chemistry (e.g., coastal sites with high specific conductivities) and habitat availability (e.g., ephemeral ponds with extensive moss habitats), and these sites had markedly different diatom assemblages. These data reinforce previous observations that water chemistry and other climate-related factors are the primary environmental controls influencing diatom distributions at high latitudes. Objectives. The objective was to explore some typically understudied characteristics of food security in Arctic Canada: observed changes to traditional food systems, perceived advantages and health benefits of traditional food and traditional food preferences. Study design. Data analysis used a cross-sectional survey of Yukon First Nations, Dene/Métis and Inuit women in 44 Arctic communities. Methods. Open-ended responses to 4 questions were used to qualitatively investigate roles traditional foods play in Arctic food security. Chi-square tests were applied to responses to ascertain differences by age and region. A fifth question explored agreement with cultural responses to harvesting and using traditional food. Results. Traditional food was regarded as natural and fresh, tasty, healthy and nutritious, inexpensive, and socially and culturally beneficial. Between 10% and 38% of participants noticed recent changes in the quality or health of traditional food species, with physical changes and decreasing availability being reported most often. Caribou, moose and seal were among the foods considered particularly healthy and held special values in these populations. The opinion that all traditional food was healthy was also popular. More than 85% of participants agreed with most cultural attributes of traditional food. Conclusions. This study confirms that traditional food remains important to Arctic indigenous women and that food security in the Arctic is contingent upon access to these foods. [ABSTRACT FROM AUTHOR]
