The genesis and spread of COVID-19 around the world since 2020 have caused severe impacts in every aspect of people's lives, from work life to recreation, social activities to physical health. Higher education has not been excluded. Universities have altered curriculum, changed delivery methods, provided more counseling, purchased new technology, and altered attendance policy for classroom, athletic, social and artistic events (Hamlin, 2021). To assess the impacts of these changes on college students, the authors created a questionnaire to ask students about their perceptions of these COVID-related impacts on their own personal lives. The survey had 56 questions about how the virus affected their academic, social, financial, physical and emotional lives. Over 800 students responded with objective input and subjective comments. Due to the volume of data, the authors have split the study into two parts. The survey results for the first part, academic and social aspects of the survey, were published in "Understanding the Impact of Covid-19 on College Student Academic and Social Lives," Research in Higher Education Journal Volume 41 (see http://www.aabri.com/manuscripts/213347.pdf). It will sometimes be referred to herein to provide clarity to the reader. The actual survey itself can also be found at that site. This paper focuses on the impact of the coronavirus on student financial and physical well-being, which have become major stressors to this age group and have contributed to higher levels of anxiety and depression. It also examines how the virus has affected their social and emotional well-being. Lastly, recommendations are made to help educators understand the severity of the problem, and to take action to provide assistance for those students who have been adversely affected.

Purpose: This paper aimed to examine moderate-to-vigorous physical activity (MVPA) levels in physical education. Method: A review of reviews was conducted in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines. The screening process, data extraction, assessment of the risk of bias, and analysis of the results were carried out independently by two reviewers. A total of eight systematic reviews from six databases, which included 224 studies, involving more than 80,000 students (elementary, middle, and high school), enrolled in more than 450 schools worldwide were unpacked. Results: Students fail to meet the 50% recommendation of MVPA lesson time, irrespective of country, school stage, gender, or MVPA measures. Physical education-based interventions increased students' MVPA during lessons (range 14.3%-24%) compared with control groups. Conclusion: Physical education is uniquely positioned to provide physical activity opportunities for students, but teachers must target the provision of adequate MVPA levels, which is not currently happening.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

The Changing Academic Profession (CAP) international survey was designed in part to consider the effects of globalization on the work context and activities of academics in 19 countries or regions around the world. This paper draws from a subset of these data to explore the extent to which academics are globally connected in their research and teaching, and the ways this connectedness relates to global migration. Across multiple measures, immigrant academics (i.e., academics working in countries where they were not born and did not receive their first degree) were more globally connected than national academics (i.e., those working in the countries of their birth and first degree). Global migration by academic staff is clearly a major contributor to the internationalization of higher education institutions, yet there was no evidence these contributions led to enhanced career progress or job satisfaction for immigrant academics relative to national academics. The international expertise and experience of immigrant academics may not be sufficiently recognized and valued by their institutions.

The academic programs at the graduate level are increasingly interested about the enrollment management challenges in terms of international student mobility. Understanding fundamental enrollment concepts to attract international students provides the essential key to consider the competitive environment concerning university resources, academic program potential, complex cultural dynamics, and workplaces among others. Based on a six-year quantitative and descriptive statistical study, this paper addresses the trends of first-time graduate enrollment and patterns of international student mobility by faculty at the University of Puerto Rico at Mayaguez. Results revealed the sustained trend of graduate enrollment of international students mainly from South America, Central America, and the Caribbean among others. Moreover, the presence of international graduate students adds a dimension of diversity to UPRM between teaching and research undertakings that enhance the Colleges of Engineering, Arts and Sciences, Agricultural Sciences, and Business Administration. The international student mobility has a consistent tendency mainly in the Colleges of Engineering, Arts and Sciences, and Agricultural Sciences. This consistency resembles the quality and reputation recognized by educational institutions and organizational world rankings. In-depth, understanding the trends related to international graduate enrollment and mobility should be considered by institutional leaders and administrators at UPRM to make knowledgeable decisions and to effectively set priorities to recruit highly qualified international students.

The paper reports from a comparative study on systems of quality assurance in 19 countries around the globe, and how these systems function as accountability mechanisms. Based on a theoretical framework for assessing how accountability mechanisms can contribute to build trust in the higher education sector, the analysis of the quality assurance systems underline the dominant role of quality assurance systems as the prime accountability mechanism in the sector, often accompanied by semi-autonomous agencies emphasising various forms of accreditation. Based on an assessment of the quality assurance systems it is still suggested that the current forms of accountability are not stimulating the up-building of trust in and of the sector. In the conclusion, some reflections are offered as alternatives to the current situation.

Based on data from 700 companies in 20 countries, this paper records the research that investigates the contribution of organisational and technological practices to speed up New Product Development (NPD). The organisational practice is found positively correlated with the speed of NPD. However, no significant direct relationship was found between technology practice and the speed of NPD. The organisational and technological practices are found to be in balance, which may be a new input to explain how technology helps NPD. The implication is that organisational practices such as team, continuous improvement and Total Quality Management (TQM) philosophy are needed in order to implement technologies successfully. This result supports the simultaneous theory on innovation, which is especially important in developing countries. (Contains 1 figure and 4 tables.)

This paper analyses the display of the power relations involved in the trajectory of China's land grabbing in Argentina. Through a study of the failed agri-food project of Beidahuang Group in Rio Negro, it shows the centrality of the dynamic configurations of material, discursive and institutional power surrounding Chinese investments to both facilitate land grabbing and condition its outcomes. Drawing on a neo-Gramscian approach, three configurations of power are identified in interaction with a logic of agricultural accumulation with hegemonic aspirations: the alignment of power relations; the challenges and the misalignment of these forces. Consequently, the project suspension results from a change in power relations caused by reactions from 'below' and 'above', although this does not affect the global primacy of agribusiness. Based on China's multilevel engagement strategy in Latin America and the Caribbean, this paper seeks to investigate Argentina's subnational strategies towards the Asian giant in terms of energy transition in two areas: the production of renewable energies and the production of lithium as a storage medium. The perspectives of asymmetric interdependence and structuralism are used to explain the pattern of links between the two countries; and studies of paradiplomacy are used to understand the international actions of Argentina's provinces. The analysis focuses on energy initiatives between 2014 and 2023, using a qualitative methodology with case studies. The initial argument maintains that the development of clean energy is a complementary interest between the Argentine provinces and China, as the Asian country builds its leadership in the field of energy transition, and the provinces diversify their local production matrices. This paper investigates the relationship between Maoism and psychiatry in the work of the Argentine psychiatrist Gregorio Bermann (1894-1972). As a result of the cultural diplomacy deployed by the People's Republic of China since 1949 and of specific institutional networks, the author produced knowledge regarding China, its practices and institutions of mental health as an expert-traveler. Those works were a dissemination of the "mass science" promoted by this country, applied to the field of psychiatry, though not without tensions. The relevance that China had for rethinking psychiatric practice in the case studied is evaluated, and it is argued that Gregorio Bermann's interest in largescale psychiatry and the international political commitment that he held were decisive in it. Lastly, this article studies the spaces where those works circulated and shows the variety of existing knowledge regarding China based on the political positions that were held towards it. China has entered the new millennium with the goal of returning to the club of the great world powers and is running as the clearest candidate to dispute the hegemonic power of the United States. The "Chinese dream of revitalization of the great Chinese nation" and the "community of destiny" have become two of the main foreign policy purposes of the current president, Xi Jinping. In both concepts, the economic arena occupies a priority place. In this context, the economic statecraft, understood as the manipulation of international economic activities by a State to achieve strategic objectives (Norris, 2010) becomes a fundamental tool for Beijing in the framework of consolidation of its global power. It has also become an effective means to attract Latin American countries, rich in the natural resources that China needs to sustain its economic growth rates. In this regard, the Asian giant has established strategic partnerships aimed at strengthening ties with Beijing, which focus on trade, investment and finance (priority areas of action in the economic statecraft). This paper intends to analyze the economic statecraft that China deploys in Latin America and its link with the establishment of strategic associations in the region, in order to understand if they contribute to give an institutional framework to the economic policy of power that China deploys in the region. For this, we will take the case of the Argentina-China relationship at the beginning of the 21st century, analyzing its process of approach and evolution of bilateral political-diplomatic relations until the signing of the 2014 Comprehensive Strategic Partnership. Developing industrial-scale nuclear energy projects requires substantial technical expertise, access to complex fuel supply chains and long-term financial capital. For developing countries investing in civil nuclear energy programmes, securing external support is crucial. However, the nuclear technology trade market is heavily regulated and rather thin. Exporter states must balance commercial opportunity with security interests, given nuclear technology's dual use. Because of this, incumbent exporters bear responsibility in crafting and enforcing market regulations. As highlighted by the budding Chinese-Argentinian relationship, newly capable market entrants, particularly the People's Republic of China (PRC), have the potential to challenge international nonproliferation norms by fulfilling market demand where other, predominately Western, states have demurred. The strength of nuclear markets' non-proliferation-oriented regulatory structures hinges on nascent relationships between entrepreneurial exporters and participating Global South states. One of the most decisive ways in which the global economy and power relations were transformed at dawn of the twenty-first century was the rise of China as a major power, as well as the consequent influence the country has been able to exercise over peripheral nations. Although the majority of administrations in Latin America have rejected the policies once hailed by the Washington Consensus, it is striking that they have largely accepted a new system of asymmetrical relations with another major world power, which is fostering the reprimarization of the productive structure in Latin American economies. Thus, beginning with the case of Argentina, this paper explores the path to what is now known as the Beijing Consensus, with an emphasis on a characterization based on the analysis provided below. Abstract: Sino-Latin American space cooperation has grown in the past several years, contributing to debates over China’s rising influence in the region. Much of what has been written about this phenomenon is overly simplistic and denotes a lack of understanding of the interplay between the domestic and the international when decisions of international cooperation are taken. This paper argues that calculations of both domestic and international interest are important in Sino-Latin space relationships, with the former of particular importance to Latin American countries. It explores these interests as demonstrated in the cooperative programs of four Latin American countries. It concludes that, while the US relationship is not a major factor in their decisions to cooperate or not with China, the USA could benefit from a greater understanding of this phenomenon to expand its relationships with the emerging space nations of the region to its benefit. Abstract: The Massachusetts’ Toxics Use Reduction Act (TURA) of 1989 set an important milestone in the roadmap to Clean Production. The Act’s focus on a clear definition, methodology, and mandatory planning requirements have proved successful in getting companies in Massachusetts to reduce their use of toxic chemicals in manufacturing processes. Such results are inspirational for government officials and advocacy groups attempting to reduce toxic emissions in their communities and set progressive chemicals use policies. This paper will summarize three initiatives where TURA was a catalyst and continues to impact international chemicals policy: the Sewer Use By-law in Toronto, Canada; the European Union’s REACH chemicals legislation and the international campaign by Greenpeace in Asia and Latin America to achieve zero discharge of hazardous substances into rivers. The example of Toronto and REACH show how one or more essential aspects of TURA were incorporated into legislation. In the case of REACH TURA’s requirement of mandatory planning became an important example and NGO demand during the formation of Europe’s new chemicals regulation and resulted in the first substitution assessment planning requirement in EU wide legislation. Work is now ongoing to promote TURA type legislation in Latin America and Asia. However the ability to transfer the TURA framework to regions with inadequate government oversight and cheap disposal costs is seriously hampered. Although NGO campaigns in Asian and Latin America advocate zero discharge of hazardous emissions through toxics use reduction and elimination, much training and accountability will be needed within government and companies to understand the benefits of toxics use reduction and actually implement all or parts of the TURA framework. The Toxics Use Reduction Act came into force in 1989 with high environmental awareness, an engaged citizenry and a responsive government entity. This article explores the political economy of Chinese outward foreign direct investment (FDI) in Argentina during the reign of Nestor Kirchner and Cristina Fernandez. Among other things, it contemplates possible links between Chinese outward FDI (OFDI) volumes and Argentina's domestic and foreign policies. It also analyses a mixture of successful and unsuccessful Chinese investment cases in the agricultural, chemical, and banking sectors in order to engage the debate about the drivers of Chinese OFDI (COFDI), with some stressing business and economic factors and others emphasizing the primacy of political factors. In regards to the former, my study shows that Argentine policymakers did not offer special accommodations to Chinese investors despite the pro-China proclivities of Argentine leaders and their country's economic and political need for China. Moreover, at the local level, Argentine politics actually proved to be an obstacle to successful Chinese deals. As for the latter issue, Chinese companies were not inclined to invest in Argentina because of the China stance of the Argentine government, but rather because they saw opportunities to exploit fertile agricultural soil, special tax regimes for investors, and opportunities to integrate into global value chain. The article examines the implications of global power redistribution processes for Argentina's foreign relations, focusing on the relative loss of centrality of the United States in the Southern Cone, the ongoing consolidation of a South American system with Brazil as the main power, and the re-emergence of China and its growing interest in South America. The period studied extends from the turn of the century until 2012. Argentina responded to these changes in a complex and distinct manner. A strategy of ‘coupling’ with the United States was replaced with that of ‘limited opposition’. Towards Brazil Argentina has pursued a strategy of accommodation, seeking to maximize benefits while retaining as much autonomy as possible. Finally, with China Argentina has practiced a strategy of ‘reliable engagement,’ which has provided clear dividends, but appears to be reaching exhaustion.
