With the rise of cultural and creative industries, cultural creativity has gradually become an important factor to promote the value of design in the future, and it is also a trend to integrate "cultural elements" into the design of products. At present, the cultural and creative industries in Western countries and Taiwan are the mainstay of their economic development. We should actively absorb their successful experiences and, with the support of national policies, carry out effective and lasting development of them, as well as continuously improve the quality of cultural and creative products. In today's steady economic development, the emotionalization of cultural and creative consumption has gradually formed a new consumption trend. When cultural and creative consumers buy stationery, they will inevitably have three situations: purchasing instinct, purchasing behavior, and reflection. Therefore, this paper adopts the method based on machine learning to conduct in-depth research on the users of cultural and creative products of "Forbidden Day and Night Set Gift Box." Through the research on the cultural and creative consumption intention of "Forbidden Day and Night Set Gift Box," it can effectively promote the development of domestic cultural and creative enterprises, and then promote the customer satisfaction of cultural and creative enterprises. This paper makes a detailed analysis of it from the perspectives of data processing, feature engineering, classification prediction models, and future development directions. By studying the cultural and creative behavior of users, a deep learning model based on neural network is established. The feature extraction, feature preprocessing, feature selection, and asymmetric data collection in the process of data processing are discussed in depth. In order to further improve the prediction accuracy and conduct more in-depth research, this paper establishes a deep learning prediction model based on depth. This model is experimentally validated and it can be observed that the model is 10% more efficient than the traditional model, so the model can learn data better from the user's behavior in several aspects, and the proposed and practice of this model has good practical significance. Due to the increasing cost of health insurance, for decades, many countries have endeavored to constrain the cost of insurance by utilizing a DRG payment system. In most cases, under the DRG payment system, hospitals cannot exactly know which DRG code inpatients are until they are discharged. This paper focuses on the prediction of what DRG code appendectomy patients will be classified with when they are admitted to hospital. We utilize two models (or classifiers) constructed using the C4.5 algorithm and back-propagation neural network (BPN). We conducted experiments with the data collected from two hospitals. The results show that the accuracies of these two classification models can be up to 97.84% and 98.70%, respectively. According to the predicted DRG code, hospitals can effectively arrange medical resources with certainty, then, in turn, improve the quality of the medical care patients receive. To achieve successful prevention of fire incidents originating from human activities, it is imperative to possess a thorough understanding. This paper introduces a machine learning approach, specifically utilizing deep neural networks (DNN), to develop predictive models for fire occurrence in Keelung City, Taiwan. It investigates ten factors across demographic, architectural, and economic domains through spatial analysis and thematic maps generated from geographic information system data. These factors are then integrated as inputs for the DNN model. Through 50 iterations, performance indices including the coefficient of determination (R2), root mean square error (RMSE), variance accounted for (VAF), prediction interval (PI), mean absolute error (MAE), weighted index (WI), weighted mean absolute percentage error (WMAPE), Nash–Sutcliffe efficiency (NS), and the ratio of performance to deviation (RPD) are computed, with average values of 0.89, 7.30 × 10−2, 89.21, 1.63, 4.90 × 10−2, 0.97, 2.92 × 10−1, 0.88, and 4.84, respectively. The model's predictions, compared with historical data, demonstrate its efficacy. Additionally, this study explores the impact of various urban renewal strategies using the DNN model, highlighting the significant influence of economic factors on fire incidence. Purpose: Taiwan experiences frequent seismic activity. Major earthquakes in recent history have seriously damaged the school buildings. School buildings in Taiwan are intended to serve both as places of education and as temporary shelters in the aftermath of major earthquakes. Therefore, the seismic performance assessments of school buildings are critical issues that deserve investigation. Design/methodology/approach: This paper develops a methodology that uses principal component analysis to generalize the seismic factors from the basic seismic parameters of school buildings, uses data mining to cluster different school building sizes and uses grey theory to analyze the relationship between seismic factors and the seismic performance of school buildings. Additionally, this paper employs the Artificial Neural Network (ANN) to deduce the seismic assessment model for school buildings. Finally, it adopts support vector machine to validate the ANN's deductive results. Findings: An empirical study was conducted on 326 school buildings in the central area of Taichung City, Taiwan, to illustrate the effectiveness of the proposed approach. Results show that thickness of wall and width of middle-row column relate significantly with school-building seismic performance. Originality/value: This paper provides a model that structural engineers or architects may use to design school buildings that are adequately resistant to earthquakes as well as a reference for future academic research. Falling is one of the causes of accidental death of elderly people over 65 years old in Taiwan. If the fall incidents are not detected in a timely manner, it could lead to serious injury or even death of those who fell. General fall detection approaches require the users to wear sensors, which could be cumbersome for the users to put on, and misalignment of sensors could lead to erroneous readings. In this paper, we propose using computer vision and applied machine-learning algorithms to detect fall without any sensors. We applied OpenPose real-time multi-person 2D pose estimation to detect movement of a subject using two datasets of 570 × 30 frames recorded in five different rooms from eight different viewing angles. The system retrieves the locations of 25 joint points of the human body and detects human movement through detecting the joint point location changes. The system is able to effectively identify the joints of the human body as well as filtering ambient environmental noise for an improved accuracy. The use of joint points instead of images improves the training time effectively as well as eliminating the effects of traditional image-based approaches such as blurriness, light, and shadows. This paper uses single-view images to reduce equipment costs. We experimented with time series recurrent neural network, long- and short-term memory, and gated recurrent unit models to learn the changes in human joint points in continuous time. The experimental results show that the fall detection accuracy of the proposed model is 98.2%, which outperforms the baseline 88.9% with 9.3% improvement. [ABSTRACT FROM AUTHOR]

Featured Application: This work will be materialized into the Bioimage Diagnostic system in Kaohsiung Branch of Chang Gung Hospital, Taiwan. Image recognition through the use of deep learning (DL) techniques has recently become a hot topic in many fields. Especially for bioimage informatics, DL-based image recognition has been successfully used in several applications, such as cancer and fracture detection. However, few previous studies have focused on detecting scaphoid fractures, and the related effectiveness is also not significant. Aimed at this issue, in this paper, we present a two-stage method for scaphoid fracture recognition by conducting an effectiveness analysis of numerous state-of-the-art artificial neural networks. In the first stage, the scaphoid bone is extracted from the radiograph using object detection techniques. Based on the object extracted, several convolutional neural networks (CNNs), with or without transfer learning, are utilized to recognize the segmented object. Finally, the analytical details on a real data set are given, in terms of various evaluation metrics, including sensitivity, specificity, precision, F1-score, area under the receiver operating curve (AUC), kappa, and accuracy. The experimental results reveal that the CNNs with transfer learning are more effective than those without transfer learning. Moreover, DenseNet201 and ResNet101 are found to be more promising than the other methods, on average. According to the experimental results, DenseNet201 and ResNet101 can be recommended as considerable solutions for scaphoid fracture detection within a bioimage diagnostic system. Machine learning approaches are increasingly being employed to forecast the key characteristics of strong ground motions, including the challenging classification of Pulse-Like (PL) ground motions. The PL ground motions are characterized by their impulsive nature and have the potential to cause significant damage to structures. The classification of PL ground motions continues to be a significant challenge due to the absence of consensus on their definition and categorization. This paper investigates the potential benefits of several Machine Learning Classifiers (MLCs) algorithms such as decision tree, random forest, logistic regression, naive Bayes, support vector machine, K-nearest neighbor, ensemble model, and artificial neural network models for predicting PL and Non-Pulse-Like (NPL) ground motions. In this regard, a dataset comprising 200 near-fault ground motions records compiled from active tectonic regions like Taiwan, Turkey, Iran, and Japan, was divided into 2 portions, with 75% used to train the model and the remaining 25% used for testing. Plots of performance metrics, confusion matrix, and receiver operating curve indicate that the ensemble classifier outperforms the other classifier with 86.2% accuracy and the lowest misclassification of PL and NPL ground motions. Additionally, the trained MLC has been compared with the existing ground motion classification models to further assess the accuracy of the different classifiers in the present study. Research background: The global financial crisis from 2007 to 2012, the COVID-19 pandemic, and the current war in Ukraine have dramatically increased the risk of consumer bankruptcies worldwide. All three crises negatively impact the financial situation of households due to increased interest rates, inflation rates, volatile exchange rates, and other significant macroeconomic factors. Financial difficulties may arise when the private person is unable to maintain a habitual standard of living. This means that anyone can become financially vulnerable regardless of wealth or education level. Therefore, forecasting consumer bankruptcy risk has received increasing scientific and public attention. Purpose of the article: This study proposes artificial intelligence solutions to address the increased importance of the personal bankruptcy phenomenon and the growing need for reliable forecasting models. The objective of this paper is to develop six models for forecasting personal bankruptcies in Poland and Taiwan with the use of three soft-computing techniques. Methods: Six models were developed to forecast the risk of insolvency: three for Polish households and three for Taiwanese consumers, using fuzzy sets, genetic algorithms, and artificial neural networks. This research relied on four samples. Two were learning samples (one for each country), and two were testing samples, also one for each country separately. Both testing samples contain 500 bankrupt and 500 nonbankrupt households, while each learning sample consists of 100 insolvent and 100 solvent natural persons. Findings & value added: This study presents a solution for effective bankruptcy risk forecasting by implementing both highly effective and usable methods and proposes a new type of ratios that combine the evaluated consumers' financial and demographic characteristics. The usage of such ratios also improves the versatility of the presented models, as they are not denominated in monetary value or strictly in demographic units. In the semiconductor industry, the testing section has always played an important role. The testing section often requires engineers to judge the defect, which wastes a lot of time and cost. The accurate classification can provide useful information for engineers through neural networks. In this paper, we present a method for wafer map data augmentation and defect classification. Data augmentation is based on CNN encoder-decoder and the classification is based on depthwise separable convolutions. There are two datasets used, one is open dataset WM-811K and the other is built with a Taiwan company. We train two models with mobilenetV1 and V2 for the different datasets. The light-weight deep convolution can reduce model parameters and calculations, which is very efficient for the testing house with large production volumes. On two different data sets, our proposed method can reduce the number of parameters by 30% and 95%, and reduce the amount of calculation by 75% and 25%, respectively. The test accuracy of the first dataset is 93.95%. The second dataset test accuracy is 87.04%. After the data augmentation, accuracy is increased to 97.01% and 95.09%, respectively. Product delivery time is as vital as the yield rate for semiconductor manufacturing companies since the industry has become highly competitive and more dynamic nowadays. In the manufacturing process, appropriate parameter settings can shorten the machine cycle time and in turn the product delivery time. This paper presents the application of 'IF-THEN' rules extracted from a multilayer perceptron (MLP) artificial neural network to tune moulding machine parameters to improve the machine cycle time. We can extract the 'IF-THEN' rules by scrutinising the connecting weights inside the MLP network. Historical genuine operating data of a moulding machine input parameters and cycle time were collected from an integrated circuit packaging company in Taiwan. The data were fitted in with an MLP network, and the 'IF-THEN' rules were extracted afterwards. The 'IF-THEN' rules not only indicate which input parameters dominate the machine cycle time but also explain how to tune them. We have applied the extracted rules to tune the moulding machine parameters. Missing values are common in the Internet of Things (IoT) environment for various reasons, including regular maintenance or malfunction. In time-series prediction in the IoT, missing values may have a relationship with the target labels, and their missing patterns result in informative missingness. Thus, missing values can be a barrier to achieving high accuracy of prediction and analysis in data mining in the IoT. Although several methods have been proposed to estimate values that are missing, few studies have investigated the comparison of interpolation methods using conventional and deep learning models. There has thus far been relatively little research into interpolation methods in the IoT environment. To address these problems, this paper presents the use of linear regression, support vector regression, artificial neural networks, and long short-term memory to make time-series predictions for missing values. This paper investigates the power load composition of an isolated power system using a load survey and estimates wind power generation with a probabilistic network. The typical load pattern of various customer classes is derived, which are then used to derive the total power consumption of all customers within each class. A probabilistic neural network is used to solve the win power generation based on the wind speed for an offshore island in Taiwan. With the hourly wind speed and load composition, the power generation of diesel generators was obtained. Results of this paper demonstrate that wind power generation can economically and effectively replace the power generation of the island's diesel power plant and provide partial power-supply capability for the net peak load requirement. Energy efficiency and renewable energy are the two main research topics for sustainable energy. In the past ten years, countries around the world have invested a lot of manpower into new energy research. However, in addition to new energy development, energy efficiency technologies need to be emphasized to promote production efficiency and reduce environmental pollution. In order to improve power production efficiency, an integrated solution regarding the issue of electric power load forecasting was proposed in this study. The solution proposed was to, in combination with persistence and search algorithms, establish a new integrated ultra-short-term electric power load forecasting method based on the adaptive-network-based fuzzy inference system (ANFIS) and back-propagation neural network (BPN), which can be applied in forecasting electric power load in Taiwan. The research methodology used in this paper was mainly to acquire and process the all-day electric power load data of Taiwan Power and execute preliminary forecasting values of the electric power load by applying ANFIS, BPN and persistence. The preliminary forecasting values of the electric power load obtained therefrom were called suboptimal solutions and finally the optimal weighted value was determined by applying a search algorithm through integrating the above three methods by weighting. In this paper, the optimal electric power load value was forecasted based on the weighted value obtained therefrom. Liquefaction is one of the disasters caused due to earthquake. In 1999, Chi-Chi, Taiwan, earthquake is an example of liquefaction prone disasters induced due to Mw 7.6 earthquake. This becomes major cause for prediction of the liquefaction in the soil with respect to geotechnical property. In this paper, we have use Artificial Neural Networks (ANN) model based on Resilient Back propagation (Rprop), Decision tree model (DT) and classifier are C 4.5 and Random Forest is done for comparing the performance and evaluation of liquefaction potential based on the obtained field CPT data (Juang et al. [1]) consisting 125 datasets over the simplified procedures that are being traditionally use for the classification of liquefaction of the soil by different researchers. It is observe that Resilient Back propagation Algorithm prediction is 100% whereas C 4.5 algorithm and Random forest Algorithm are 97.6% and 98.4% accurate for the evaluation of seismic soil liquefaction potential. Globally, the incidence rate for breast cancer ranks first. Treatment for early-stage breast cancer is highly cost effective. Five-year survival rate for stage 0–2 breast cancer exceeds 90%. Screening mammography has been acknowledged as the most reliable way to diagnose breast cancer at an early stage. Taiwan government has been urging women without any symptoms, aged between 45 and 69, to have a screening mammogram bi-yearly. This brings about a large workload for radiologists. In light of this, this paper presents a deep neural network (DNN)-based model as an efficient and reliable tool to assist radiologists with mammographic interpretation. For the first time in the literature, mammograms are completely classified into BI-RADS categories 0, 1, 2, 3, 4A, 4B, 4C and 5. The proposed model was trained using block-based images segmented from a mammogram dataset of our own. A block-based image was applied to the model as an input, and a BI-RADS category was predicted as an output. At the end of this paper, the outperformance of this work is demonstrated by an overall accuracy of 94.22%, an average sensitivity of 95.31%, an average specificity of 99.15% and an area under curve (AUC) of 0.9723. When applied to breast cancer screening for Asian women who are more likely to have dense breasts, this model is expected to give a higher accuracy than others in the literature, since it was trained using mammograms taken from Taiwanese women. Objective. The Fugl-Meyer assessment for upper extremity (FMA-UE) is a measure for assessing upper extremity motor function in patients with stroke. However, the considerable administration time of the assessment decreases its feasibility. This study aimed to develop an accumulative assessment system of upper extremity motor function (AAS-UE) based on the FMA-UE to improve administrative efficiency while retaining sufficient psychometric properties. Methods. The study used secondary data from 3 previous studies having FMA-UE datasets, including 2 follow-up studies for subacute stroke individuals and 1 test-retest study for individuals with chronic stroke. The AAS-UE adopted deep learning algorithms to use patients' prior information (ie, the FMA-UE scores in previous assessments, time interval of adjacent assessments, and chronicity of stroke) to select a short and personalized item set for the following assessment items and reproduce their FMA-UE scores. Results. Our data included a total of 682 patients after stroke. The AAS-UE administered 10 different items for each patient. The AAS-UE demonstrated good concurrent validity (r =0.97-0.99 with the FMA-UE), high test-retest reliability (intra-class correlation coefficient=0.96), low random measurement error (percentage of minimal detectable change=15.6%), good group-level responsiveness (standardized response mean=0.65-1.07), and good individual-level responsiveness (30.5%-53.2% of patients showed significant improvement). These psychometric properties were comparable to those of the FMA-UE. Conclusion. The AAS-UE uses an innovative assessment method, which makes good use of patients' prior information to achieve administrative efficiency with good psychometric properties. Impact. This study demonstrates a new assessment method to improve administrative efficiency while retaining psychometric properties, especially individual-level responsiveness and random measurement error, by making good use of patients' basic information and medical records. The ultimate goal of an electric utility is to create maximum profit while maintaining reliability and security of the power supply. The operation and control of power system is sensitive to system demand. Therefore, improvements in load-forecasting accuracy will lead to cost savings and enhance system security. Due to Taiwan's distinct climate characteristics, it is difficult to obtain satisfactory load-forecasting results by treating the whole island as a single region. In addition, weather factors, such as temperature, relative humidity, and the Heat Index (HI) (a human-perceived equivalent temperature) may also affect load-consumption patterns. This paper proposes a multiregion short-term load-forecasting methodology, taking into account the HI to improve load-forecasting accuracy in Taiwan Power Company's (Taipower's) system. The results show that adopting the HI as a parameter can effectively improve the accuracy if the temperature of the region under investigation is above 27 ^\circ\C (80 ^ \circ\F). Seismic early warning has been very important and has become feasible in Taiwan. Perhaps because of the lack of quick and reliable estimations of the induced structural response, however, the triggering criteria of almost all of the existing earthquake protection or early warning systems in the world are merely based on the collected or estimated data of the ground motion, without any information regarding the structural response. This paper presents a methodology of generating quick seismic response estimations of a prestressed concrete (PC) bridge using artificial neural networks (ANNs), which may be incorporated in a seismic early warning system for the bridge. In the methodology ANNs were applied to model the critical structural response of a PC bridge subjected to earthquake excitation of various magnitudes along various directions. The objective was to implement a well-trained network that is capable of providing a quick prediction for the critical response of the target bridge. The well-known multilayer perception (MLP) networks with back propagation algorithm were employed. A simple augmented form of MLP that can be quantitatively determined was proposed. These networks were trained and tested based on the analytical data obtained from the nonlinear dynamic finite fiber element analyses of the target PC bridge. This study presents a novel financial performance forecasting method that combines the threshold technique with Artificial Neural Networks (ANN). It applies the threshold regression method to identify the factors within the board of directors that influence the financial performance of traditional industries in Taiwan. The findings indicate that the ANN method effectively predicts financial performance by using relevant board structure data. Furthermore, the empirical results suggest that boards with more members demonstrate increased profitability. Additionally, a more significant presence of board members with accounting expertise contributes to more consistent profits. Introduction: This study used artificial intelligence and strategic management to predict sports industry development in Taiwan. Through public government information, we aimed to determine the dynamics of the sports industry and analyze the current situation of domestic sports industries and sports industry sectors. We also explored national sports policies and development issues to construct a Taiwan Sports Industry Gross Domestic Product Forecasting Model that aligns with the requirements of government agencies and the sports industry. Methods: This study explored time series data for 12 sports industries and 40 sports industry sectors from 2009 to 2018. We used artificial neural networks to predict future gross domestic product (GDP). We also used the moving average method to calculate the trend direction and used strategic management and brand positioning analysis to analyze industry positioning and trend development. Results: Only one sports industry, Sports Venue or Facility Construction, had an optimistic forecast for growth, while the GDP of the remaining 11 sports industries was predicted to decline. The average GDP forecasting accuracy for the sports industry was 94% in 2017 and 97.2% in 2018. Among the 40 sports industry sectors, eight had growth forecasts, while the GDP of the other 32 sectors was predicted to decline. The average GDP forecasting accuracy for sports industry sectors was 99.5% in 2017 and 99.4% in 2018. In the strategic matrix analysis, all 12 sports industries showed a growth trend. All sports industries showed a consistent upward trend in the GDP time series, indicating overall continuous growth in the sports industry. Similarly, among the 40 sports industry sectors, the Star and Cash Cow sectors showed growth trends and trend lines in the strategic positioning matrix and GDP time series. In contrast, the Question Marks and Dogs sectors showed declining trends and trend lines. Conclusion: This study makes six specific recommendations: (1) Seek solutions for the sports industry through prediction and estimation, (2) use strategic management to chart the course for developing the sports industry, (3) explore and propose future trends in the sports industry, (4) explore and propose future trends in the various sports industry sectors, (5) define the scope of the sports industry and address significant data management and its implications, and (6) foster research and development in technology management and its academic applications. Taiwan is highly susceptible to global warming, experiencing a 1.4 °C increase in air temperature from 1911 to 2005, which is twice the average for the Northern Hemisphere. This has potentially led to higher rates of respiratory and cardiovascular mortality. Accurately predicting maximum temperatures during the summer season is crucial, but numerical weather models become less accurate and more uncertain beyond five days. To enhance the reliability of a forecast, post-processing techniques are essential for addressing systematic errors. In September 2020, the NOAA NCEP implemented the Global Ensemble Forecast System version 12 (GEFSv12) to help manage climate risks. This study developed a Hybrid statistical post-processing method that combines Artificial Neural Networks (ANN) and quantile mapping (QQ) approaches to predict daily maximum temperatures (Tmax) and their extremes in Taiwan during the summer season. The Hybrid technique, utilizing deep learning techniques, was applied to the GEFSv12 reforecast data and evaluated against ERA5 reanalysis. The Hybrid technique was the most effective among the three techniques tested. It had the lowest bias and RMSE and the highest correlation coefficient and Index of Agreement. It successfully reduced the warm bias and overestimation of Tmax extreme days. This led to improved prediction skills for all forecast lead times. Compared to ANN and QQ, the Hybrid method proved to be more effective in predicting daily Tmax, including extreme Tmax during summer, on extended-range time-scale deterministic and ensemble probabilistic forecasts over Taiwan. Developing on-site earthquake early warning systems has been a challenging problem because of time limitations and the amount of information that can be collected before the warning needs to be issued. A potential solution that could prevent severe disasters is to predict the potential strong motion using the initial P-wave signal and provide warnings before serious ground shaking starts. In practice, the accuracy of prediction is the most critical issue for earthquake early warning systems. Traditional methods use certain criteria, selected through intuition or experience, to make the prediction. However, the criteria thresholds are difficult to select and may significantly affect the prediction accuracy. This paper investigates methods based on artificial intelligence for predicting the greatest earthquake ground motion early, when the P-wave arrives at seismograph stations. A neural network model is built to make the predictions using a small window of the initial P-wave acceleration signal. The model is trained by seismic waves collected from 1991 to 2019 in Taiwan and is evaluated by events in 2020 and 2021. Storm surges are one of the most devastating coastal disasters. Numerous efforts have continuously been made to achieve better prediction of storm surge variation. In this paper, we propose a parametric cyclone and neural network hybrid model for accurate, long lead-time storm surge prediction. The model was applied to the northeastern coastal region of Taiwan, i.e., Longdong station. A total of 14 historical typhoon events were used for model training and validation, and the results and questions associated with this hybrid approach carefully discussed. Overall, the proposed method reduced the complexity of network structure while retaining the important typhoon indicators. In particular, local pressure and winds estimated from the storm parameters through physically-based parametric cyclone models allow for inferring the possible future influence of a typhoon, unlike the simple collection and direct usage of observation data from local stations in earlier works. Meanwhile, the error-tolerance capability of the neural network alleviated some discrepancy in the model inputs and enabled good surge prediction. Further, the proposed method showed better and faster convergence thanks to the retention of storm information and the reduced dimensions of the search space. The hybrid model presented excellent performance or maintained reasonable capability for short lead-time and long lead-time storm surge prediction. Compared with the pure neural network model under the same network dimensions, the present model demonstrated great improvement in accuracy as the prediction lead time increased to 8 h, e.g., 33–40% (13–21%) and 32–37% (18–29%) RMSE and CE, respectively, in the training/validation phase. Financial constraints necessitate the tradeoff among proposed railroad projects, so that the project priorities for implementation and budget allocation need to be determined by the ranking mechanisms in the government. At present, the Taiwan central government prioritizes funding allocations primarily using the analytic hierarchy process (AHP), a methodology that permits the synthesizing of subjective judgments systematically and logically into objective consensus. However, due to the coopetition and heterogeneity of railway projects, the proper priorities of railroad projects could not be always evaluated by the AHP. The decision makers prefer subjective judgments to referring to the AHP evaluation results. This circumstance not only decreased the AHP advantages, but also raised the risk of the policies. A method to consider both objective measures and subjective judgments of project attributes can help reduce this problem. Accordingly, combining the AHP with the artificial neural network (ANN) methodologies would theoretically be a proper solution to bring a ranking predication model by creating the obscure relations between objective measures by the AHP and subjective judgments. However, the inconsistency between the AHP evaluation and subjective judgments resulted in the inferior soundness of the AHP/ANN ranking forecast model. To overcome this problem, this study proposes the data preprocessing method (DPM) to calculate the correlation coefficient value using the subjective and objective ranking incidence matrixes; according to the correlation coefficient value, the consistency between the AHP rankings and subjective judgments of railroad projects can be evaluated and improved, so that the forecast accuracy of the AHP/ANN ranking forecast model can also be enhanced. Based on this concept, a practical railroad project ranking experience derived from the Institute of Transportation of Taiwan is illustrated in this paper to reveal the feasibility of applying the DPM to the AHP/ANN ranking prediction model. Streamflow forecasting is significantly important for planning and operating water resource systems. However, streamflow formation is a highly nonlinear, time varying, spatially distributed process and difficult to forecast. This paper proposes a nonlinear model which incorporates improved real-coded grammatical evolution (GE) with a genetic algorithm (GA) to predict the ten-day inflow of the De-Chi Reservoir in central Taiwan. The GE is a recently developed evolutionary-programming algorithm used to express complex relationships among long-term nonlinear time series. The algorithm discovers significant input variables and combines them to form mathematical equations automatically. Utilizing GA with GE optimizes an appropriate type of function and its associated coefficients. To enhance searching efficiency and genetic diversity during GA optimization, the macro-evolutionary algorithm (MA) is processed as a selection operator. The results using an example of theoretical nonlinear time series problems indicate that the proposed GEMA yields an efficient optimal solution. GEMA has the advantages of its ability to learn relationships hidden in data and express them automatically in a mathematical manner. When applied to a real world case study, the fittest equation generated through GEMA used only a single input variable in a reasonable nonlinear form. The predicting accuracies of GEMA were better than those of the traditional linear regression (LR) model and as good as those of the back-propagation neural network (BPNN). Abstract: This paper proposes a new algorithm to construct the optimal radial basic function (RBF) neural network for fast restoration of distribution systems with load variations. Service restoration of distribution systems is to restore power to the blacked out but unfaulted area. Basically, it is a stressful and urgent task that must be performed by system operators. In this paper, a new algorithm which combines orthogonal least-squares (OLS) and enhanced differential evolution (EDE) methods is developed to construct the optimal RBF network that shall further achieve the fast restoration of distribution systems. The proposed scheme comprises training data creation phase and network construction phase. In the training data creation phase, a heuristic-based fuzzy inference (HBFI) method is employed to build the restoration plans under various load levels. Then an optimal RBF network is constructed by OLS and EDE algorithms in the network construction phase. Once the RBF network is constructed properly, the desired restoration plan can be produced as soon as the inputs are given. The proposed method was tested on a typical distribution system of the Taiwan Power Company (TPC). This study describes two machine learning techniques applied to predict liquefaction susceptibility of soil based on the standard penetration test (SPT) data from the 1999 Chi-Chi, Taiwan earthquake. The first machine learning technique which uses Artificial Neural Network (ANN) based on multi-layer perceptions (MLP) that are trained with Levenberg-Marquardt backpropagation algorithm. The second machine learning technique uses the Support Vector machine (SVM) that is firmly based on the theory of statistical learning theory, uses classification technique. ANN and SVM have been developed to predict liquefaction susceptibility using corrected SPT [(N1)60] and cyclic stress ratio (CSR). Further, an attempt has been made to simplify the models, requiring only the two parameters [(N1)60 and peck ground acceleration (αmax/g)], for the prediction of liquefaction susceptibility. Abstract: This paper is aimed at creating an empirical model for assessing failure potential of highway slopes, with a special attention to the failure characteristics of the highway slopes in the Alishan, Taiwan area prior to, and post, the 1999 Chi-Chi, Taiwan earthquake. The basis of the study is a large database of 955 slope records from four highways in the Alishan area. Artificial neural network (ANN) is utilized to “learn” from this database. The developed ANN model is then used to study the effect of the Chi-Chi earthquake on the slope failure characteristics in the Alishan area. Significant changes in the degrees of influence of several factors (variables) are found and possible reasons for such changes are discussed. The novelty of this paper lies in the fact that the developed ANN models are used as a tool to investigate the slope failure characteristics before and after the Chi-Chi earthquake. This paper aims to develop a stochastic model (SM_EID_IOT) for estimating the inundation depths and associated 95% confidence intervals at the specific locations of the roadside water-level gauges, i.e., Internet of Things (IoT) sensors under the observed water levels/rainfalls and the precipitation forecasts given. The proposed SM_EID_IOT model is an ANN-derived one, a modified artificial neural network model (i.e., the ANN_GA-SA_MTF) in which the associated ANN weights are calibrated via a modified genetic algorithm with a variety of transfer functions considered. To enhance the reliability and accuracy of the proposed SM_EID_IOT model in the estimations of the inundation depths at the IoT sensors, a great number of the rainfall induced flood events as the training and validation datasets are simulated by the 2D hydraulic dynamic (SOBEK) model with the simulated rain fields via the stochastic generation model for the short-term gridded rainstorms. According to the results of model demonstration, Nankon catchment, located in northern Taiwan, the proposed SM_EID_IOT model can estimate the inundation depths at the various lead times with high reliability in capturing the validation datasets. Moreover, through the integrated real-time error correction method integrated with the proposed SM_EID_IOT model, the resulting corrected inundation-depth estimates exhibit a good agreement with the validated ones in time under an acceptable bias. In order to determine the optimal hourly releases from reservoirs under the estuary tidal effects during typhoon periods, this paper develops a generalized multipurpose multireservoir optimization model for basin-scale flood control. The model objectives include: preventing the reservoir dam and the downstream river embankment from overtopping, and meeting reservoir target storage at the end of flood. The model constraints include the reservoir operations and the neural-based linear channel level routing. The proposed channel level routing developed from the feed-forward back-propagation neural network is employed to estimate the downstream water levels. The developed optimization model has been applied to the Tanshui River Basin system in Taiwan. The results obtained by the optimization model, in contrast to historical records, demonstrate successfully the practicability in solving the problem of flood control operations. Abstract: This paper uses linear and nonlinear statistical models, including artificial neural network (ANN) methods, to investigate the influence of the four economic factors, which are the national income (NI), population (POP), gross of domestic production (GDP), and consumer price index (CPI) on the electricity consumption in Taiwan and then to develop an economic forecasting model. Both methods agree that POP and NI influence electricity consumption the most, whereas GDP the least. The results of comparing the out-of-sample forecasting capabilities of the two methods indicate the following. (1) If given a large amount of historical data, the forecasts of ARMAX are better than the other linear models. (2) The linear model is weaker on foretelling peaks and bottoms regardless the amount of historical data. (3) The forecasting performance of ANN is higher than the other linear models based on two sets of historical data considered in the paper. This is probably due to the fact that the ANN model is capable of catching sophisticated nonlinear integrating effects through a learning process. To sum up, the ANN method is more appropriate than the linear method for developing a forecasting model of electricity consumption. This paper discusses the time-series cross-sectional (TSCS) regression and the prediction ability of the artificial neural network (ANN) by examining the panel data of debt ratios of the high tech industry in Taiwan. We build models with these two methods and eight determinants of debt ratio and compare the forecast performances of five models, two ANN nonlinear models and three traditional TSCS linear models. The results show that the sign of each determinant in linear models is the same as that in ANN models. In addition, the insignificant determinants in linear models have low relative sensitivities in ANN models. It seems that these two methods show consistent results for the capital structure determinants. Researchers and practitioners can employ either ANN or traditional statistical model to analyze the important determinants of the capital structure of their firms. The results of comparing the out-of-sample forecasting capabilities of the two methods indicate that: (1) the proposed ANN with 1-year lag model shows better forecast performance than the other three linear models in spite of high or low debt ratio; (2) the debt ratios of the present year are highly related to those of the previous year; and (3) the ANN model is capable of catching sophisticated nonlinear integration effects. Patient safety is a paramount concern in the medical field, and advancements in deep learning and Artificial Intelligence (AI) have opened up new possibilities for improving healthcare practices. While AI has shown promise in assisting doctors with early symptom detection from medical images, there is a critical need to prioritize patient safety by enhancing existing processes. To enhance patient safety, this study focuses on improving the medical operation process during X-ray examinations. In this study, we utilize EfficientNet for classifying the 49 categories of pre-X-ray images. To enhance the accuracy even further, we introduce two novel Neural Network architectures. The classification results are then compared with the doctor's order to ensure consistency and minimize discrepancies. To evaluate the effectiveness of the proposed models, a comprehensive dataset comprising 49 different categories and over 12,000 training and testing sheets was collected from Taichung Veterans General Hospital. In recent years, the technology of artificial intelligence (AI) and robots is rapidly spreading to countries around the world. More and more scholars and industry experts have proposed AI deep learning models and methods to solve human life problems and improve work efficiency. Modern people's lives are very busy, which led us to investigate whether the demand for Bento buffet cafeterias has gradually increased in Taiwan. However, when eating at a buffet in a cafeteria, people often encounter two problems. The first problem is that customers need to queue up to check out after they have selected and filled their dishes from the buffet. However, it always takes too much time waiting, especially at lunch or dinner time. The second problem is sometimes customers question the charges calculated by cafeteria staff, claiming they are too expensive at the checkout counter. Therefore, it is necessary to develop an AI-enabled checkout system. The AI-enabled self-checkout system will help the Bento buffet cafeterias reduce long lineups without the need to add additional workers. In this paper, we used computer vision and deep-learning technology to design and implement an AI-enabled checkout system for Bento buffet cafeterias. The prototype contains an angle steel shelf, a Kinect camera, a light source, and a desktop computer. Six baseline convolutional neural networks were applied for comparison on food recognition. In our experiments, there were 22 different food categories in a Bento buffet cafeteria employed. Experimental results show that the inception_v4 model can achieve the highest average validation accuracy of 99.11% on food recognition, but it requires the most training and recognition time. AlexNet model achieves a 94.5% accuracy and requires the least training time and recognition time. We propose a hierarchical approach with two stages to achieve good performance in both the recognition accuracy rate and the required training and recognition time. The approach is designed to perform the first step of identification and the second step of recognizing similar food images, respectively. Experimental results show that the proposed approach can achieve a 96.3% accuracy rate on our test dataset and required very little recognition time for input images. The operations of power systems are becoming increasingly challenging due to the high penetration of renewable power generation, which is uncertain and stochastic. Highly accurate day-ahead renewable power forecasting helps operators in a dispatch center schedule power generations for conventional thermal generators. Efficient day-ahead renewable power forecasting requires information from widely separated locations. This paper proposes a novel day-ahead spatiotemporal wind speed forecasting method based on a convolutional neural network (CNN), which is an image-based deep learning method. This paper exploits a robust design based on Taguchi's orthogonal array to determine the numbers of cascade/parallel layers, convolutions in each layer, kernels and hidden layers, as well as the kernel size, zero-padding and dropout ratio in the proposed CNN to ensure that the proposed CNN is insensitive to the seasonal characteristics of wind speeds while retaining high accuracy. In this paper, the day-ahead forecasting of wind speed at an offshore wind farm (Fuhai) near Taiwan is performed using historical wind speeds at seven sites in Taiwan, China, South Korea and the Philippines. The high utilization of renewable energy to manage climate change and provide green energy requires short-term photovoltaic (PV) power forecasting. In this paper, a novel forecasting strategy that combines a convolutional neural network (CNN) and a salp swarm algorithm (SSA) is proposed to forecast PV power output. First, the historical PV power data and associated weather information are classified into five weather types, such as rainy, heavy cloudy, cloudy, light cloudy and sunny. The CNN classification is then used to determine the prediction for the next day's weather type. Five models of CNN regression are established to accommodate the prediction for different weather types. Each CNN regression is optimized using a salp swarm algorithm (SSA) to tune the best parameter. To evaluate the performance of the proposed method, comparisons were made to the SSA based support vector machine (SVM-SSA) and long short-term memory neural network (LSTM-SSA) methods. The proposed method was tested on a PV power generation system with a 500 kWp capacity located in south Taiwan. This paper proposes a new method termed backward modeling approach (BMA) to achieve optimal chiller loading (OCL) for reducing energy consumption in industries running multiple-chillers with different efficiency. The developed OCL regulator (OCLR) based on novel BMA approach is composed of conditional generative network (cGAN) and deep neural network (DNN). Most works on the optimal chiller loading problem are to find out the setting of partial load rate (PLR) for each chiller. However, PLR for each chiller cannot be controlled directly and can only be achieved through setting chilled water supply temperature. A novel feedback control framework was developed to identify the relationship between chilled water supply temperature and the PLR. In light of this, the control instruction for chilled water supply temperature can be set to achieve the desired energy saving. The practical feasibility of loading optimization based on developed OCLR was evaluated by conducting field validation for 1 year in a reputed panel manufacturing factory based in Taiwan running multiple-chiller system. From the experimental results, it is evident that the developed data-driven OCLR based on BMA has very high performance and was able to conserve significant energy in the range of 81.9 MWh to 198 MWh per year. Total electron content (TEC) precursors of the Chi-Chi Earthquake, which occurred in Taiwan at 01:47:15 on September 21, 1999 (Taiwan Standard Time, TST), with its epicenter at 23.85° N and 120.82° E, a Richter magnitude (ML) of 7.3 (a moment magnitude (Mw) of 7.6), and a focal depth of 8.00 km, were detected 1, 3, and 4 days before the earthquake using two back-propagation neural network (BPNN) models. These results are consistent with the analysis results of Liu et al. (2001) and Lin (2010). Another TEC precursor was detected on May 13, 2003 (TST), 2 days before the earthquake on May 15, 2003 (TST), with an ML of 5.21. Their precursors might be induced by the variations of the geomagnetic and electric fields near their hypocenter. The two BPNN models were to be verified for stability and reliability after performing cross-validation and evaluating the variance in the learning process. For this, the result of the analyzed method can serve as a real-time TEC predicted system for giving any future time as inputs of the two BPNN models. Construction projects are associated with risks, which influence projects' performance and quality. To ensure the on-time completion of construction projects, project managers often use risk assessment and management methods to reduce risks in the project life cycle. Identifying risk factors and the relationship between major risk factors and the quality of construction projects facilitates construction management. In this study, 948 project records of construction inspection from 1993 to 2020 were collected from the Public Construction Management Information System (PCMIS) of the Taiwan central government to conduct an expert survey to identify five risk dimensions and 19 major risk factors associated with Taiwanese construction projects. The hybrid analytic hierarchy process (AHP) and an artificial neural network (ANN) were employed to develop a model for predicting major risk factors and construction quality. The AHP was used to calculate the weight of major risk factors to verify their influence on construction. The ANN was adopted to extract the features of major risk factors to predict the quality of a construction project. The accuracy of the prediction model was 85%. The project managers can reference the prediction results obtained with the proposed method to perform effective risk management and devise decision-making strategies for construction management. Manual titration of positive airway pressure (PAP) is a gold standard to provide an optimal pressure for the treatment of obstructive sleep apnea-hypopnea syndrome (OSAS). Since manual titration studies were costly and time-consuming, many statistical models for predicting effective PAPs were reported. However, the prediction accuracies of the models associated with nocturnal parameters still remain low. This study proposes a fuzzy neural prediction network (FNPN) with input candidate variables, selected among easily available measurements (e.g., body mass index (BMI), waist circumstance (WC), and body composition) and OSAS related questionnaires, to rapidly predict an optimal PAP. The FNPN comprises fuzzy rules and is characterized with the ability of automatic rule growing and pruning from training data. A total of 147 participants from April 2018 to April 2019 were enrolled in Taichung Veterans General Hospital, Taiwan. After two selection processes for feature extraction, WC and BMI were the significant variables for entering the FNPN to predict optimal PAP. Experimental results showed that the average successful prediction rate of the proposed method was 71.8%. This study also found that Epworth sleepiness scales (ESS) and body composition, such as visceral fat area and percent body fat, were excluded in the final prediction model. Defects on thin film transistor liquid crystal display (TFT-LCD) panel could be divided into either macro- or microdefects, depending on if they are easy to be detected by the naked eye or not. There have been abundant studies discussing the identification of macrodefects but very few on microones. This study proposed a multicategory classification model using a convolutional neural network model to work with automatic optical inspection (AOI) for identifying defective pixels on the TFT-LCD panel. Since the number of nondefective pixels outnumbered the defective ones, there exists a very serious class-imbalanced problem. To deal with that, this study designed a special training strategy that worked with data augmentation to increase the effectiveness of the proposed model. Actual panel images provided by a mobile manufacturer in Taiwan are used to demonstrate the efficiency and effectiveness of the proposed approach. After validation, the model constructed by this study had 98.9% total prediction accuracy and excellent specificity and sensitivity. Abstract: Stock price variation predictions are at the core of many research issues, and neural networks (NNs) are widely applied and were proven to be more efficient than time series forecasting for stock price forecasting. However, this type of research always determines the parameter settings of the NNs rationally through a trial-and-error methodology. This paper integrates design of experiment (DOE), Taguchi method, and back-propagation NN (BPNN) to construct a robust engine to further optimize the prediction accuracy under a robust DOE-based predictor. Adopting data from Taiwan Stock Exchange (TWSE), the technical analytical indexes and β value of the listed stocks of TWSE were computed. Abstract: Site classification is an important procedure for a reliable site-specific seismic hazard assessment. On the other hand, the site conditions at strong-motion stations are essential for accurate interpretation and analysis of the recorded ground motion data obtained from different regions of the world. For some countries with insufficient data on the subsurface geological settings, the required site condition information is not available. This paper presents a new and efficient approach for site classification based on artificial neural networks (ANN) along with a selected set of representative horizontal to vertical spectral ratio (HVSR) curves for four site classes. The nonlinear nature of ANN and their ability to learn in a complex environment make it highly suitable for function approximation and solving complicated engineering problems. Two types of radial basis function (RBF) neural networks, namely, probabilistic neural networks (PNN) and generalized regression neural networks (GRNN) were chosen in this study, as no separate training phase is required, rendering them particularly suitable for site classification. The proposed approach has been tested using data of the Chi-Chi, Taiwan, earthquake (Mw=7.6) recorded from 87 stations at which the site conditions are known. Abstract: This paper establishes a simulation model for the supply chain of the hospital logistic system (SCHLS) based on the dynamic Taguchi method. The model derives optimal factor level combinations in the SCHLS setting when establishing adjustable contracting capacity between SCHLS and the pharmaceutical company. To attempt the goal, this study adopts the SCHLS case in the North Alliance of the Department of Health of Taiwan. The data collection uses a simulation based on Taguchi’s L 18 orthogonal table for SCHLS. This work also proposes an optimal approach, including the neural network (NN) and genetic algorithm (GA), to obtain an optimal robust design in achieving optimal SCHLS multi-performance. Abstract: This paper describes a business intelligence application of neural networks in analyzing consumer heterogeneity in the context of eating-out behavior in Taiwan. We apply a neural network rule extraction algorithm which automatically groups the consumers into identifiable segments according to their socio-demographic information. Within each of these segments, the consumers are distinguished between those who eat-out frequently from those who do not based on their psychological traits and eat-out considerations. The data set for this study has been collected through a survey of 800 Taiwanese consumers. Demographic information such as gender, age and income were recorded. In addition, information about their psychological traits and eating-out considerations that might influence the frequency of eating-out were obtained. The results of our data analysis show that the neural network rule extraction algorithm is able to find distinct consumer segments and predict the consumers within each segment with good accuracy. Abstract: Outsourcing manufacturing is a trend in today’s global business operations. Vendor selection is an essential factor affecting outsourcing operations performance and has been determined as a multiple criteria decision making (MCDM) problem. The purpose of this paper is to propose a novel hybrid MCDM technique to cope with the complex and interactive vendor evaluation and selection problem which can determine the structural relationships and the interrelationships amongst all the evaluation’s dimensions and support the Analytic Network Process (ANP) method to arrange appropriate weightings to each dimension and criterion in the evaluation model by summarizing the opinions of the experts. Finally, the overall performance ranking of all alternatives can be obtained to assist the decision making. Taiwan semiconductor industry is the largest provider in worldwide market. It is vertically disintegrated and outsourcing is a main stream practice. Wafer-testing is a critical manufacturing step in the semiconductor supply chain that distinguishes whether the IC can meet the specifications. Consequently, it’s crucial to establish a thorough model for selecting the wafer-testing vendors in order to achieve the success of the outsourcing operation. A case study of a Taiwan semiconductor company in selecting its wafer-testing outsourcing vendor by using the proposed MCDM technique is demonstrated to enhance the decision making quality. The results and proposed solution can be referred to by not only the semiconductor companies, but also other industries so that they can improve the vendor selection process in order to achieve a higher performance and satisfaction level. Abstract: In this paper, we elaborate a neural network model to predict innovation performance with fuzzy rules, as well as implement an adaptive neuro-fuzzy inference systems (ANFIS) to measure the innovation performance through technical information resource and innovation objective. Building on the findings from fuzzy neural network approach, using Sugeno ANFIS, we also compared the artificial neural network with statistical techniques. We found strong support for ANFIS method has better results than the neural network and statistical techniques with regards to forecast performance. Finally, on the basis of our analysis, our results hold an important lesson for decision makers who may clearly picture the rules and adjust the resource allocation to meet their innovation objectives. Abstract: One of the costs of Taiwan''s massive economic development has been severe air pollution problems in many parts of the island. Since vehicle emissions are the major source of air pollution in most of Taiwan''s urban areas, Taiwan''s government has implemented policies to rectify the degrading air quality, especially in areas with high population density. To reduce vehicle pollution emissions an on-road remote sensing and monitoring system is used to check the exhaust emissions from gasoline engine automobiles. By identifying individual vehicles with excessive emissions for follow-up inspection and testing, air quality in the urban environment is expected to improve greatly. Because remote sensing is capable of measuring a large number of moving vehicles in a short period, it has been considered as an assessment technique in place of the stationary emission-sampling techniques. However, inherent measurement uncertainty of remote sensing instrumentation, compounded by the indeterminacy of monitoring site selection, plus the vagaries of weather, causes large errors in pollution discrimination and limits the application of the remote sensing. Many governments are still waiting for a novel data analysis methodology to clamp down on heavily emitting vehicles by using remote sensing data. This paper proposes an artificial neural network (ANN), with vehicle attributes embedded, that can be trained by genetic algorithm (GA) based on different strategies to predict vehicle emission violation. Results show that the accuracy of predicting emission violation is as high as 92%. False determinations tend to occur for vehicles aged 7–13 years, peaking at 10 years of age. Abstract: Accurate predictions of storm surge and surge deviation are essential for industrial activities in coastal areas. Usually numerical hydrodynamic models or empirical methods are used to estimate the storm surge. This paper proposes an alternative back-propagation neural network (BPN) approach to forecast the storm surge and surge deviation. The prediction of storm surge from a previous typhoon is used as a training set to form predictions for the next event. Wind velocity, wind direction, atmospheric pressure and astronomical tide were selected as inputs in the neural network. The observations obtained during three typhoons from four stations in Taiwan were used to illustrate performance of the BPN model. Comparisons with numerical methods indicate that the storm surge and surge deviation can be efficiently predicted using BPN. [Copyright &y& Elsevier]
