As humanity reaches the 5.0 industrial revolution, education plays a critical role in boosting the quality of human resources. This paper reports bibliometric research on emerging TiP during 1993-2022 in the educational field to analyse its development on any level of education during the last three decades. This study employed a Scopus database. The findings are that the trend of TiP publication in educational fields has tended to increase every year during the past three decades and conference paper became the most published document type, the USA is the country which produces the most publications; "Students" being the most occurrences keyword and total link strength. The publication of the TiP is ranked to the Quartile 1, which implies that a publication with the cited performance is a publication with credibility because the publisher has a good reputation. Researchers can find the topics most relevant to other metadata sources such as Web of Science, Publish, and Perish.

This paper draws attention to the current and possible effects of COVID-19 on the mobility trajectories of mainland Chinese students studying in Asia. By drawing on 35 biographical interviews, this paper focuses on their decision to study in Asian countries and regions. Particularly, it calls for more attention to Asia in global student mobilities and discusses whether COVID-19 has changed the position of Asia in the global landscape of student mobility. Results show that even if COVID-19 provides an opportunity for Asian universities to embrace more international students, Asia still lacks the capability to attract great numbers of them. Finally, the study argues that college students' choice of mobility destinations is shaped by their perception of the central-periphery structure of higher education, which is hard to be shaken by the pandemic.

By reviewing regulative documents and extant literature, this paper explores the realities and trends of international students in East and Southeast Asia (ESA). It also shows motivation and strategies of four new players in the international higher education sector in East and Southeast Asia i.e., China, Hong Kong, Taiwan and Malaysia. Apart from showing that intraregional students have not predominated the overall international student population in the region anymore, the paper highlights that ESA region has become an established hub of international students rather than a new emerging destination as it was in previous years. The overall net flow of international students in this region was still deficit prior to 2010s, but the deficit in 2017 is still less than that of 2010?s. This is probably the first study of its kind to examine the trends of international students as well as of higher education policies of countries in the ESA region. The findings of this study shall provide an insight into international higher education trends among the ESA countries for stakeholders, including policymakers, university managers, faculty, students, and parents.

This paper is a complete student-led, student-edited collective writing project (CWP) conducted virtually in Spring 2022 throughout the course Knowledge Socialism taught by professor Michael Peters for the Faculty of Education, Beijing Normal university. The CWP involves 4 international, 5 domestic Ph.D. students, and 2 senior Western scholars as reviewers, revealing their thoughts, arguments, understanding, and criticisms towards the creative economy status in East Asian countries (Japan and China mostly) higher education as reflected in the knowledge socialism narratives. Xiyuan as the lead author, co-editing with Woraport and Stefan, assigned each section to other authors and successfully devoted themself to organizing, proofreading, and revising the paper. Through a month of collective work, the final version of the paper elaborates on the contribution of East Asian creative universities and the economy as a whole to the knowledge socialism through co(labor)ation, with implications to the creative labors cultivation and shifted roles of students.

Explores the process of workplace learning and problem solving by examining Western and local enterprises in South China. Discusses whether the managerial concepts embedded in Chinese culture help or impede collective learning and concludes that new ways of working and learning are emerging through the interaction of Western and Chinese culture. This paper introduces a relatively novel theoretical approach to investigate cross border student mobilities in East Asia, a region growing in importance as a provider of international education. It does so by bringing Sara Ahmad's writings on the sociality of emotions, with Jacques Derrida's analyses of hospitality. We draw on empirical data from a cross national study to explore the emotions that shape student decisions to choose East Asian study destinations. By problematising the gift of the scholarship, using Derridean understandings of hospitality, we reveal the limits of contemporary forms of international education. Reflecting on histories of Asia-focused student mobilities, the paper highlights the entanglements of hostility and hospitality, and the inseparability of hosts and guests. It is this realisation that will enable ethical, non-exploitative forms of education.

Each year, multitudes respond to the demand for native English speakers to teach English as a Foreign Language (EFL) in Asian countries, particularly China, Japan, and South Korea. These EFL transnationals are often young, new to living abroad, and inexperienced as educators. When they arrive, they often find a community, and an identity waiting for them: that of the expatriate. In this paper, I draw on research on EFL expatriates to produce a figuration, a way of engaging with and highlighting contradiction and disjuncture in the narrative identity of EFL expat taken up by some transnational EFL teachers. This figuration serves as a nexus to which I bring two bodies of theory with which to think. These are the Borderlands Thought of Gloria Anzaldúa and Chen Kwan-Hsing's articulation of Asia as Method. Separately, I bring these into conversation with the figuration of the EFL expat, then consider what emerges when all three are brought together. In doing so, I highlight how the figuration of the EFL expat is outlined by privileged and constrictive colonial, racial, professional, and linguistic dichotomies. The theories of Anzaldúa and Chen help to unravel these binaries, suggesting ways in which transnational English teachers can move on from such constraints to become something more than in-but-not-of their local world. I also consider what it means for Western scholars to work respectfully in theoretical spaces that were not developed by and for them, proposing that such researchers can think of themselves as theoretical expatriates.

Recently there has been an increase in the number of students learning Mandarin Chinese (in mainland China and internationally). This increase has led to speculation that Mandarin Chinese is becoming a mainstream global language to the point of becoming a "lingua franca." This paper utilizes research findings from different regions and focal points and argues that Mandarin Chinese could be accepted as a "lingua franca" within some contexts, but is unlikely to do so in others. It argues that Mandarin Chinese is generally accepted as the "lingua franca" of China and a possible "lingua franca" within the East Asian region, while unlikely to become a "lingua franca" globally. The paper compares a number of different reasons for studying Mandarin Chinese by different stakeholders (i.e. governments, school boards, individual students) as well as comparative numbers of language learners. This paper also examines if Mandarin is the dominant and undisputed form of global Chinese. It concludes by demonstrating that there is a greater need for further research into Mandarin Chinese as a "lingua franca."

Widespread use of the Internet in 21st century society is not risk-free. This paper studies the comorbidity of some problematic uses of Internet with depression in order to assess their correlation. With that aim, a meta-analysis of 19 samples obtained from 13 different studies (n=33,458) was carried out. The subjects of these studies are adolescents between the ages of 12 and 18 years ([mu]=15.68) from different cultures and continents (Europe, Euro-Asia, America and Asia). The effect size obtained from the use of a random-effects model (r=0.3, p<0.000) is significant, moderate and positive, thus confirming the relation between pathologic uses of the Internet and depression. Moreover, meta-regression test results showed that 9% of the variance (R2=0.09) is associated with the male gender, while age and culture are not significant variables. The variability rate of the studies is high (I2=87.085%), as a consequence of heterogeneity rather than publication bias, as Egger's regression test shows (1-tailed p-value=0.25; 2-tailed p-value=0.50, and [sigma]=1.57). Therefore, the need for specific interventions in secondary education dealing with this issue is evident to ensure that it does not extend into adult life.

Due to global attention on student employability, employers are expected to be involved in institutional governance in higher education and quality assurance (QA). Due to the difficulties in recruiting motivated employers to participate in external QA governance and process, this has become a challenging issue in many Asian nations. The paper aims to explore employer legitimacy in Asian national higher education regulations and EQA system according to a four-dimensional diagram of institutional governance model. There are two major findings. First, Asian governments developed QA policies with a focus on employer engagement but the emerging practice is still ineffective. Second, approaches of employer engagement in QA governance vary context to context, such as HK and Malaysia in the excellence mode; Taiwan, Indonesia, Australia, New Zealand belong to advanced type; and China, Thailand, and Vietnam fall in the intermediate category.

Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

Like all organisations, good governance is a fundamental requirement for the responsible and accountable management of universities in general and open universities in particular. This is to ensure that these (open) universities remain relevant to their mission of facilitating unfettered access to higher education for citizens and at the same time continue being reliable contributors to personal and institutional developments, the vital ingredients to maintaining sustained national development. While several studies have, in the past, been conducted on governance of universities, almost all of them have centred around conventional, face-to-face institutions. Not much published literature is in evidence on the governance of Open Universities. This paper, drawing from a study on the governance of a few open universities in Asia, tries to discuss the nature of their challenges, and the lessons that can be drawn from their practices and experience. The study focused on aspects relating to institutional autonomies such as curriculum, budgeting and financial management, admission standards, conferment of qualifications, academic staff appointments, development and promotions and research policies. Our findings indicate that, similar to conventional systems, the state plays a crucial role in many aspects of governance both in publicly funded and privately supported institutions. Recent attempts at governance transformation towards greater institutional autonomies is beginning to show limited changes in some but not all jurisdictions studied.

This study investigated the places of origin of international students and their distribution in the United States higher education. The data concerning the population of international students were obtained from the official website of International Institution of Education (IIE), and transferred into three maps using geographic information systems (GIS) software so that a more direct view of the data was available. The results of the study showed that (1) A larger proportion of international students come from Asian countries; (2) California, New York, and Texas are the top three states hosting international students; (3) most of the universities enrolling international students are located in the eastern part of the country; and (4) the states with already large international student populations experienced a faster growth in the population of international students over the past five years. Some implications for policy planning are discussed at the end of this paper.

The use of flipped learning as a pedagogical approach has increased in the 21st century. While there is an existing survey of literature regarding the development in American educational institutions--and fewer in an Asian context--there are some unique cultural considerations that may need to be examined regarding flipped learning's adoption and adaptation in Asia. This paper serves as a literature review focusing on several Asian nations with respect to three major considerations in comparison to the United States: geographical, educational, and cultural. After the comprehensive review, which comments on the number of relevant publications available per nation, this paper concludes that there is no significant barrier to the implementation of flipped learning in Asia beyond the existing considerations apparent in the United States (access, time, and institutional support). Additionally, the prevalence of flipped learning in Asia, and the purposes of various studies surveyed, indicate that cultural barriers, at least in this area, are becoming less notable or authoritative as national or historical distinctions are diminishing through Millennials' tendencies toward globalization.

How much is hegemony and how much is self-determination in the higher education systems in Southeast Asia? This paper argues that while the question of centre and periphery is still relevant to the analysis of international university systems, the analytical frameworks from which it has arisen may lose viability in the long term. Southeast Asian states are making use of higher education to act in ways that will contribute to the altering of their peripheral position in the global economic and political system. While changes in Southeast Asian higher education are closely tied to global markets and follow what sometimes appears to be a dependent pattern of adaptations driven by Western developed economies, the paper argues that there is also a significant amount of resistance. As Southeast Asian countries adapt in ways that help embed economic globalisation within their national landscape, the manner in which the adaptation occurs is more selective, open, and democratic than before. Moreover, while global communication with core (centre) university systems has been more open and transparent, the system is closed to direct intervention from the outside, making hegemony a less plausible explanation for the manner in which the system is reacting within the new global environment of financial interdependency.

Purpose: The purpose of this paper is to explore the push-pull factors and motivations of African and Asian international students in Chinese universities. Design/methodology/approach: Concurrent mixed methods (qualitative and quantitative) design was used. The quantitative component included 537 Africans and Asians from five notable universities, while the qualitative aspect consisted of 30 participants in Wuhan and few other cities in China. Findings: Findings revealed availability of scholarship opportunities, China's flexibility (visa and program entry) and perception of better education quality as important push-pull factors. It also discovered several new pull factors, including citizens' attitude and good report, development potential and hospitality and receptiveness, while career development and entertainment were found to be the most and least significant motivational factors, respectively. The study also found a significant relationship between push-pull factors and study abroad motivation (SAM) as well as cross-cultural differences between African and Asian students. Research limitations/implications: Most of the participants were drawn from Wuhan city. Hence, the findings cannot be outrightly generalized to other contexts. Practical implications: This research provides valuable knowledge for policy makers, higher education institutions, international students and other stakeholders in China to inform better student experience. Originality/value: There was no study found that combines push-pull factors and SAM or comparatively investigates African and international students in China. Knowledge about sojourners push-pull factors and motivations, their relationship and cross-cultural differences is essential for evidence-based interventions.

Purpose: This paper aims to explore the holistic picture of sustainability curricula in Asian higher education. Design/methodology/approach: Content analysis was conducted based on Asian management education for sustainability in higher education. Online courses arrangement, teaching methods, instructors' educational background and cross-referencing data between triple bottom line and sustainability courses have been investigated. Findings: The paper provides empirical insights about the current state of sustainability education in Asia. The results show that there is an opportunity for interdisciplinary integration, as there are imbalanced sustainability courses offered by business, science and engineering schools. It also suggests that Asian universities should add an international connection and active promotion of sustainability education on their Web sites. Research limitations/implications: Findings are based on web-based sustainability-related courses. Future research could apply method of case study to do a deeper study. Practical implications: The paper provides an overview of Asian management education for sustainability and curricula analysis through our research, and that this will further assist in the development of interdisciplinary integration in Asian management education for sustainability. Originality/value: This paper is the first attempt to gain better understanding of sustainability-related courses offered in leading business/management colleges in Asia.

This paper explores the identity of teachers in international schools who are embarking on postgraduate studies in education. Based on semi-structured interviews with 20 teachers starting an international qualification, it establishes key aspects of their identity and notes that they feel distinct from teaching professionals in their passport countries. From this discussion, a tool-box of concepts for understanding the identity of international school teachers is suggested, together with a typology of international school teachers echoing Hayden & Thompson's (2013) typology of international schools. It is suggested that these concepts require further exploration and empirical substantiation in order both to understand their implications for addressing teacher shortages and to understand the knowledge, skills and attitudes that teachers with non-conventional qualifications and backgrounds may offer to schools.

This paper presents a perspective on the capacity of colleges and universities during past and present economic shocks. The main argument is that the environment of the global recession--an Asia far more economically integrated than during past economic shocks, with more unified aspirations to be globally competitive and socially responsible--no longer delay reforms in higher education. In fact, the global recession has become an opportune time for higher education in Asia, specifically developing countries in eastern (East and Southeast) Asia, to continue reforming governance and administration, access and equity, internal and external efficiency, and regional collaboration. Economic shocks have accelerated reforms in higher education, especially those for promoting innovation in their economies, though more is needed in improving governance and access for underserved populations. This paper examines the cases of China, Mongolia, and Vietnam as examples of how the global recession and regional integration are growing forces in shaping their higher education reform and development. The paper also identifies a series of measures for increasing the resilience of higher education systems in serving poor and vulnerable populations during economic recessions. Responses to the global economic recession by nations in eastern Asia are likely to improve the global shift in economy and human capital. (Contains 1 footnote and 1 table.)

Purpose: This paper aims to review and analyze the functions, strategies and related issues of developing a regional education hub in the trends of education development in China as well as the Asian Pacific region. Design/methodology/approach: Taking Hong Kong as an emerging case, it examines through literature and international comparison the relationship between education hub development and higher education development as well as the strategic functions of an education hub to the future development of Hong Kong. Findings: The development of an education hub was found closely linked to the demand for higher education in the Asian Pacific region as well as the internal dynamic of higher education and society in Hong Kong. The mode of education hub development in Hong Kong should be driven by soft-power building instead of industrialization. The requirements for successful implementation include the huge demands for higher education in the region, the strengths of the higher education sector, the supporting policies and measures for international students and education service providers, and the leadership and support of central agencies. Originality/value: This paper provides a new typology of higher education developments and a new mode of education hub development to analyze the strategic functions and requirements of developing education hub in the context of Asia-Pacific Region. The discussion and analysis in this paper will contribute to the related literature, policy development and initiative implementation in the areas of education hub and higher education not only in Hong Kong but also other parts of the world. Purpose: The purpose of this paper is to present an exploratory survey as part of a presentation for the Bridging Worlds 2008 conference. It seeks to understand how library institutions in the South East Asia (SEA) region have implemented Web 2.0 technologies--blogs, RSS feeds, wikis, or the use of services like Flickr, YouTube, de.lici.ous. Design/methodology/approach: Libraries surveyed were in: Hong Kong, India, Indonesia, Japan, Malaysia, People's Republic of China, Philippines, Singapore and Taiwan. The survey relied on references in published papers, internet searches and personal contacts. Findings: The survey found that more academic libraries than public libraries were using Web 2.0. technologies. Blogs and RSS feeds were the most common. Blogs were used mainly as web publishing tools rather than as a means to engage library users. Research limitations/implications: The survey is not comprehensive. The search relied mainly on English publications and keywords, while the native language of most countries surveyed was non-English. Future research could comprehensively cover each country, by the type of library or language. Practical implications: The paper contends that Web 2.0 does not rely on technology, but more on practice and participation. The emphasis should be on relationships rather than transactions. Suggestions are offered on how libraries can adopt a Library 2.0 mindset without focusing on technology. A call is made to establish an East Asian Librarians 2.0 directory. Originality/value: The paper offers a non-technological perspective to institutions and practising professionals who are reviewing their Web 2.0 implementation.

The past decade has seen the emergence, predominantly in Thailand and mainland China, of a form of educational institution that has had little scholarly attention or generic identification. This paper shows how the ad hoc and opportunistic franchising of elite English private schools, beginning with the hyper-capitalist exportation of the Dulwich College "brand" to Phuket in 1996, led to the emergence of a quasi-market involving the "satellite college". This paper charts the development of this educational experiment and shows how a distinct "second wave" is beginning to appear: The Charities Act of England and Wales 2006 has put pressure on charitable-status elite private schools in England to subsidise places for low-income students. As a result, the satellite college model looks set to appear in a more systematic manner and beyond Asia. This paper discusses this model of hyper-capitalism as it enters a seemingly more problematic and controversial phase of development.

Purpose: The purpose of this paper is the investigation of Chinese students' learning styles through managed learning environments. Despite the diversity of cultures in the world and the implications of it within the teaching strategies and learning styles, knowledge transfer across cultures has been one of the most challenging tasks for the academic institutions. Design/methodology/approach: The paper discusses a case study of Asian undergraduate students in terms of their learning styles and the on-line delivery of courses from western academics. A review of relevant research is presented and certain issues of the multicultural character of education are discussed. Findings: Learning styles is the only information available to western academics, so that they can adjust the teaching strategy, enhance students' imagination and challenge them to the new for them "student-centered" teaching strategy. On-line managed learning environments can bridge the gap between the east and west academic pedagogies. Practical implications: It is hoped that the growing interest of on-line delivery of courses will be of particular value for courses delivered from western academics to Asia. The awareness of students' learning styles will provide the opportunity for the teachers from the western institutions to substantially contribute to global knowledge transfer across cultural borders. Originality/value: The diversity will always exist in the classroom and the success of teaching is based on the ability to use the awareness of differences, and facilitate skills to make these differences benefit the students and the class as a whole. Background: Media education is the study of the media with the aim of cultivating people's media literacy. In the past four decades, media education has rapidly developed in school systems and communities all over the world. Each country has its own developmental trajectory. With the rise of the interactive new media, media education is going to have a paradigm shift, bringing media education study into a new era. Goals: This paper discusses the rationales, definitions and approaches of media education. It also provides an overview about the global development of media literacy training. Results: Although different countries define media education in different ways, they share the common goal of training media literate people to deal with the media in an intelligent and responsible way. Media education has been well developed in the West but in recent years Asia regions such as Hong Kong, Taiwan, Mainland China and Japan are gaining their momentum. With the emergence of various new media devices, media education is regarded as playing a more important role in cultivating wise prosumers in the 21st century.

The Association of Southeast Asian Nations (ASEAN) has led the way in constructing the East Asian region with China, Japan, and South Korea, and an inter-regional entity with the European Union (EU)--known as the Asia-Europe Meeting (ASEM). The initial aims were security and trade. Recently, however, higher education has been brought into these regionalising processes, largely as a response to the globalising of neoliberalism. The paper argues that regions are social, economic, and political constructions shaped by both material forces and cultural factors. It emphasises the importance of the latter and explains three mechanisms at work: "harmonisation" to build intra-ASEAN higher education cooperation; "socialisation" to create the ASEAN+3 region; and "mutual learning" to engage with the EU in shaping an "ASEM Education Area". These mechanisms influence the ways in which regional actors form new conceptions of self and other, negotiate norms, and (re)construct their identities and interests, thus creating new forms of cooperation and community. Particularly, "mutual learning" generates the outcome of a deeper negotiation for an equal partnership between the "Asia" and the "Europe" in ASEM. Hence, higher education regionalism emerges as a way to reposition Southeast Asia.

This paper takes advantage of the Taiwan Assessment of Student Achievement data set to empirically evaluate whether the test score differentials between pupils with immigrant and native mothers are substantial across subjects, grades and years. Our results show that there exist test score differentials between the two groups after controlling for the students' individual characteristics and family background. The Chinese, Maths and English subjects exhibit larger test score gaps relative to Science and Society. We also find that the academic gaps between native students and pupils with mothers from Southeast Asian countries tend to widen, while the students' performance is about the same as that for native students if their mothers are from mainland China, confirming that the language proficiency of immigrant mothers significantly affects pupils' learning. Our empirical results may suggest that remedial teaching (or an equivalent preferential policy) for the lower-grade pupils with immigrant mothers might be required to create a fair environment for learning, and such a policy should take the nationality of those foreign mothers into account.

This article synthesises findings from two systematic reviews that examined evidence of the link between large-scale assessments (LSAs) and education policy in economically developing countries and in countries of the Asia-Pacific. Analyses summarise evidence of assessment characteristics and policy goals of LSAs that influence education policy, when LSAs are used in the policy-making cycle and types of education policies impacted, and factors that influence the use of LSAs in policy-making. Results show national assessments conducted at both primary and secondary school levels to have an impact on education policy. LSAs are used more often for monitoring education quality and equity purposes followed by accountability purposes. International assessments are more often used to leverage policy priorities than other assessment types. LSAs feature mainly at the monitoring and evaluation stage of the policy cycle. The education policies impacted by LSAs relate considerably more to curricular reforms and performance standards as well as assessment bodies and activities and far less to resource allocation and teaching and learning policies. Finally, whereas the quality of assessment programmes facilitate impact, financial constraints and uncertainty as well as weak assessment bodies hinder the impact of LSAs on education policy.

Background: China exhibits remarkable diversity of the spider genus Belisana Thorell, 1898, with 62 species recorded to date. However, the largest number of Belisana species was found in Yunnan Province (23 ssp.), while only seven species were found in Guizhou Province. Empirical evidence of Asian students' traditional citizenship values was provided in the Asian Regional Module (ARM) of the International Civic and Citizenship Study. This paper is based on a secondary analysis of the ARM data. Three issues are addressed. First, a theoretical analysis of the ARM constructs contributes to their construct validity. Second, the endorsement of these constructs by students from five Asian societies is compared indicating that some of the differences between societies were statistically significant, although effect sizes were generally weak or moderate. Third, the predictive validity of the constructs was examined. They had a small but differential effect on students' civic knowledge and a generally negligible effect on school participation. Variance at school and individual level accounted for by the ARM constructs differed across societies. The implications of these results for civic education and future research in the field are discussed. (Contains 5 tables.)

This paper aims to demonstrate the impact of coal enterprises’ vertical integration on the performance of innovation corporate social responsibility (ICSR) and to elaborate its specific transmission path through financing structure and market power. This paper takes the data of A-share listed coal company from 2008 to 2017 as samples, uses input-output table method to measure the degree of vertical integration, and explores the relationship between the four factors through multiple linear regression and Bootstrap method. We found that: (1) the vertical integration of coal enterprises has positive incentives for the promotion of ICSR. The Ministry of Industry and Information Technology (MIIT) universities are important bases for science and technology research and play a critical role in China’s National Innovation System. Based on the Web of Science (WoS), this article analyzes the statistics of paper published by MIIT universities and universities from across China including MIIT universities. The results are as follows: (1) Both the MIIT universities and universities nationwide in China have increased their international academic publications, and MIIT have shown a greater increase for the past decade. (2) In terms of U-I-G interaction, for UG relations, the Tug value of MIIT universities has remained stable, while that of universities in China has become declined. For UI relations, the Tui value of both MIIT universities and universities in China has shown steady growth. For UIG relations, MIIT universities have a greater synergistic effect of Triple Helix relationship than universities in China. (3) For more details in seven MIIT universities, universities elected into “Project 985”, including HIT, BUAA, BIT and NPU, have published more papers, and been more synergistic with government and industry (UIG relations) than other three universities, including NUAA, NUST and HEU. Based on the empirical results, we discuss our findings, and make certain suggestions regarding policy incentives, reasonable administrative system and U-I-G interaction mode, which is significant not only for Chinese universities but also for universities in other developing countries. In the context of open-access (OA) academic publishing, the mounting pressure cross global academe to publish or perish has spawned an exponentially growing number of dodgy academic e-journals charging high fees to authors, often US$300-650, and even triple that amount, promising super-fast processing and publication open-access (OA) online. Jeffrey Beall (Scholarly Open Access, http://scholarlyoa.com) has characterized this phenomenon as "predatory OA publishing," since it is oriented largely to extorting a high fee from authors. This exponential growth in start-up cyber-journals galore of questionable quality and dubious upstart origin is driven largely by the globalization of Euro-Atlantic research cultures into the Global South and lower-income economies everywhere, part of the now rapid internationalization of scientific research (Jha 2011) and "researching under the audit" (Illner 2011: 70), and is potentially a form of "academic racketeering." It tends to attract and exploit lesser-privileged academics, often on "knowledge production peripheries." They are a segment of a hugely expanding global constellation of researchers, in some ways a "research proletariat" (Harvie 2000), many of whom can can least afford the "cyber-services" of these start-up, fee-gouging OA journals. Yet researchers anywhere, including doctoral students and others in an "academic precariat," may be lured to publish there, given a turnaround time of three weeks from submission to acceptance and publication often offered and implemented (Stratford 2012). A certain kind of "market cynicism" (Power 2010) may take hold, where young academics are forced to think of themselves largely in economic terms and the "price" of quick dubious publication. In essential ways, the phenomenon of predatory academic journals is also part of the largely ex-colonial and subalternized "academic periphery striking back" against that Eurodominance of research cultures, involving basic contestations about asymmetrical power and representation and the geopolitics of hegemonic and subaltern knowledge production and dissemination on a global scale, the "coloniality of power/knowledge" (Quijano 2000; Grosvoguel 2008; Jaramillo 2012) within the changing face of biopolitical production and the emergence of a new "common" (Hardt 2010; Hardt & Negri 2009) inside globalized immaterial capitalist production. Racist subtexts about "academic scams based in Africa and South Asia" need to be confronted and avoided. In resisting trends toward corporate, high-cost Western-dominated academic publication, cost-free OA knowledge publication paradigms need to be expanded in the (re)appropriation of a "knowledge commons" under late capitalism. These include arXiv.org, journals like JCEPS, the Forum Qualitative Sozialforschung/Qualitative Social Research (bit.ly/xjc0mD), and more than 7,000 others associated with the Directory of Open Access Journals (www.doaj.org) -- in the spirit of the Imaginary Journal of Poetic Economics (bit.ly/zPYYFJ) and the work of the Public Knowledge Project (http://pkp.sfu.ca), Open Journal Systems (tinyurl.com/2ydklr), SciELO (http://socialsciences.scielo.org/) in Latin America--and other initiatives for "Green OA" in open-access repositories elsewhere. These OA needs to be reconceived in the struggle for a "communism of the common" (Hardt 2010: 140). That re appropriation and its self-organization should become a main goal in confronting and dismantling the regime of monopolistic knowledge control today by giant "knowledge enclosure" corporations like Thomson-Reuters, Springer and Wiley. A key aim of the present paper is to spotlight these "predatory" journals and urge further empirical research. Despite the huge amount of largely bourgeois analysis of OA, there is very scant critical inquiry into such academic journals and their burgeoning conglomerates.

Great Books programs and Western civilization courses have understandably emphasized the Greco-Roman and Hebraic origins of Western civilization, while moving on to a European focus, with some material relating to the Western Hemisphere usually brought in for good measure. After all, people have the ancient Greeks to thank for such landmark inventions as democratic thought and Euclidean geometry, while the ancient Romans have inspired much of law and architecture. Yet people have done this in a context in which they rely every day upon the decimal system in mathematics that was first developed in India and a paper and printing technology invented in China. This article suggests how the two leading civilizations in Monsoon Asia--India and China--may be smoothly incorporated into a Great Books or world civilization program, and moves on to propose how a two-semester course on Chinese civilization might be optimally organized. Amidst emerging trends in transnational migration via globalization, an increasing number of families have gone abroad to help their school-aged children and youth gain international education credentials and provide them an opportunity to acquire English as a global language as early as possible. This early study abroad before college (ESA) has been very popular in traditional Expanding Circle countries, especially with middle class families in East Asia such as Chinese and Korean families. Recent research has just begun to emphasize the role of education in driving migration flows. However, there is little research on this topic in the field of language learning and teacher education while the number of ESA students has been increasing rapidly in certain regions. Therefore, it is imperative to begin discussing the general areas of implications for language teacher education regarding the impact of the rapidly growing ESA learner population on the educational and linguistic landscape in their source and host countries. In this article, the author introduces issues relevant to this emerging group and discusses implications for both English as a second language (ESL) and EFL teacher education.

This study examines generalized trust and trust in institutions in Confucian Asia, covering six countries namely, China, Japan, Singapore, South Korea, Taiwan and Vietnam, and one dependent region, Hong Kong. Using data from the 2006 AsiaBarometer Survey, our study affirms the reliability and validity of using a two-item scale to measure generalized trust. Our analysis suggests that due to demographic differences, there are variations in the level of generalized trust of countries in Confucian Asia, despite the fact that these societies share a similar background in Confucian philosophy. The relationships between generalized trust and political trust, and between generalized trust and trust in public institutions, are weak but positive. The positive relationship between generalized trust and trust in economic institutions is only significant for some of the economies, while trust in international institutions has the weakest relationship with generalized trust for all societies. We conclude the paper with research implications.

It has been widely acknowledged that an important indicator of a successful sojourn for international students is social integration into the host community. Despite seemingly regular opportunities to integrate, many international students report that their interactions with local residents remain superficial. The "Community Connections" programme at The University of Newcastle in Australia has aimed to address this issue over the past 13 years by engaging a broad range of volunteers from the host community to welcome, befriend, and support international students. In 2009, the opportunity arose to conduct a small pilot project within "Community Connections," the aim of which was to focus specifically on facilitating relationships between international and domestic students. Thirty domestic students and a similar number of international students volunteered to participate in this pilot project. This paper describes the steps involved to develop this project, outlines the evaluation process, and discusses the impact of participation in the programme on student experience.

The paradiplomatic activities carried out by maritime cities in Asia through diverse practices is the core essence of this paper. Asia’s prominence over the global maritime trade has set out an extensive foreign engagement of maritime cities and coastal regions in maritime affairs that deems maritime paradiplomacy as an emerging dimension in Asia. The paper attempts to identify how practice of maritime paradiplomacy among Asian countries is unconventional yet an innovative practice. In an attempt to study Asia’s maritime paradiplomatic practice with a specific focus on China, Singapore, Japan and India, the paper addresses multidimensional approach of maritime cities and coastal regions in Asia. Some pronunciation features that are not found in Inner Circle varieties of English are shared by the Englishes of Singapore, the rest of ASEAN, and China, and in some cases they serve to distinguish pairs of words which are no longer differentiated by many speakers in Britain. As these features of pronunciation do not interfere with comprehension and in some cases they actually enhance intelligibility, they can be promoted as part of the standard English that is emerging in Southeast Asia. However, there is likely to be less agreement about some other features, as for example, it may be argued that the relative absence of reduced vowels and the use of syllable-based rhythm do have an impact on intelligibility, so whether these features are encouraged as part of the regional standard English will remain more controversial. In addition to considering these features, this paper discusses the status of final consonants that are commonly deleted in British and American English, specifically whether the regular omission of these sounds by speakers in Southeast Asia should be encouraged.

The last three decades has witnessed a burgeoning comparative education as a field of study in Asia. In China comparative education has taken a phenomenal course from a small and relatively low-key field in search of an identity in the late 1970s to a vibrant one today with a sizable group of scholars across the country, seeking to integrate Western knowledge to the Chinese knowledge system for advancement and enhancement of Chinese education. In this paper we analyze the features of foreign knowledge adaptation in China and the strategies adopted to turn it from submissive transfer to integrated knowledge, which would then be presented as autonomous Chinese knowledge to the world for interaction on an equal footing with the countries of origin of the knowledge in a diverse, global world. The process involves socio-cultural adaptation and a change in ownership of knowledge. We conducted a two-tier investigation. First, we studied the development and nature of comparative education in China. Second, we conducted a bibliometric analysis of the entries in the last nine years (2001-2009) of "Comparative Education Review" ("Bijiao jiaoyu yanjiu"), which is the most prominent journal in the field in China, to chart the evolving nature of the field. We then discuss the discourse on the issues and directions in the field, which signifies an attempt to move away from knowledge transfer to knowledge interaction in the development of comparative education in China. In this study, we have found that comparative education is China-centric in the way that it is regarded a a means of knowing what happens in "foreign countries". However, the process has become almost exclusively a "look West" approach, especially looking towards the United States in its comparisons. Yet this approach is far from uncontested and there are strenuous efforts made by Chinese scholars to reconstruct comparative education with Chinese characteristics, at least moving comparative studies from knowledge transfer to knowledge interaction for the benefit of the development of education in China. The review of this development is therefore itself a case study of the process of adaptation of foreign knowledge to a particular cultural context interplayed with transplantation, indigenization and integration. In this paper we describe the development and evaluation of two activities for delivery in first year B.Sc. and M.Chem. degree courses, in which we introduced an international context representing either a linguistic or a cultural modification to the previously developed case studies. The case studies focus on an industrial and an environmental scenario. The industrial scenario was recast within a site based in India, whilst the environmental scenario introduced material in several European languages. Evaluation of student attitudes before and after the engagement with the activities suggest that their attitudes towards working in a non-UK environment and towards language learning had become more positive.

Hofstede's model of cultural difference has been used widely for exploring aspects of culture in educational settings. In this paper, we review Hofstede's model and explore some of its limitations, particularly in relation to the field of higher education. These limitations include an oversimplification of cultural differences, inconsistencies between his categories, lack of empirical evidence from educational settings and overall a model of culture as static (instead of dynamic). We argue that educationalists interested in the field of students' experiences in internationally diverse settings ought to treat Hofstede's model more critically. Other models are recommended that take into account flexible notions of culture, based on research evidence from a range of educational settings, which can be critically and explicitly examined against different educational theories. In recent years, local and global for-profit e-learning providers have expanded in Asia. A combination of factors has encouraged such development: The accelerating roll-out of technology, the availability of sophisticated learning management systems, and the high growth rates of Internet usage by the 510 million or so Asians who now represent 39% of the world's users (Internet usage in Asia, 2007) is leading to the belief that there is a huge un- or under-exploited market for e-learning. The General Agreement on Trade in Services (GATS), a treaty of the World Trade Organization (WTO) that entered into force in 1995, has created increasing pressure for augmented efforts in opening up the existing education market (Jung, 2005a). Many Asian governments are eager to introduce market principles, constrain expenditures, widen access to higher education and professional development, and improve quality via competition. It is recognized that for-profit providers may better meet rapidly changing educational needs. This paper examines the emergence of new for-profit e-learning providers in Asia. The previous literature suggests that citizens calculate the benefits of immigrants by assessing their impact on economic prospects. This paper argues that a type of social demand–the demand for marriage–also induces support for more liberal immigration policies. We conducted a survey experiment with 3,000 adults in China, where the population faces a shortage of women in the marriage market. The respondents were assigned to four groups, namely, a control group, a group with low-skilled worker shortage cues, a group with high-skilled worker shortage cues, and a group with marriage market crisis cues. We found that the marriage crisis treatment was effective to male respondents but not to female respondents. A supplementary examination of cross-national survey data showed that a gender imbalance at birth can elicit citizens' higher support for immigration in 13 Asian countries/regions. The results show that, other than economic considerations, citizens' concerns about marriage market competition can also stimulate immigration support. [ABSTRACT FROM AUTHOR]

This paper analyses how countries in UNICEF's East Asia and Pacific Region (EAPR) have engaged in the Early Learning and Development Standards (ELDS) process. ELDS has been developed by the governments of Cambodia, China, Fiji, Lao PDR, Mongolia, Philippines, Thailand, and Vietnam over the last 3 years with technical and financial support from UNICEF. The ELDS process allowed each country to define its own domain framework, using terminology and defining dimensions and domains in ways that reflected national perspectives and culture while ensuring holistic child development. No two national frameworks are exactly the same, yet they all include aspects of physical development, socio-emotional development, cognitive development and language development. Moral-spiritual and cultural development, creativity and approaches towards learning were also included by some countries. Regarding the purpose and objectives for undertaking the ELDS process, there were also commonalities and differences between countries. ELDS is being applied as the basis for curriculum revision, for instructional improvement and teacher training, for programme evaluation, for parenting education, for public advocacy and for national alignment of standards. Lessons learned in terms of factors for success include the need for conceptual clarity on holistic child development and ELDS processes amongst key stakeholders and decision makers from the outset, the necessity of national leadership and shared stakeholder responsibility, and the importance of technical assistance, follow-up and exchange between countries. Looking to the future, recommendations are made to use advanced countries to support countries just starting the process, to hold a follow-up regional workshop on application and use of ELDS, to develop publications, studies and reports on using ELDS in Asian countries, and to develop a more standardized Asian ELDS model based on validated indicators from the region, to allow countries to use Asian validated standards for specific purposes or research. Will our Christian colleges in Asia serve as possible venues for the cultivation of communication and understandings among people of different cultures? This is the issue addressed in this paper and the author attempts to give a report of the work of Chung Chi College overall, with special reference to her distinctive contribution as a Christian college in Hong Kong, China, and its Asian contexts. As a Christian college, Chung Chi College has found herself serving not only as a light to the gentiles but also as "a bridge" between the Eastern and Western cultures, between Christianity and other religious traditions. East Asia differs significantly from the West, with the main contributing factor being culture. The article traces the differences from their beginnings and offers reasons for the differences, presents Western conceptualizations of moral leadership, discusses leadership in light of Chinese intellectual traditions, and argues that the construct of moral leadership has a strong grounding in East Asian intellectual traditions.
