The integration or segmentation of regional carbon prices implies that barriers may hinder prices from adjusting efficiently and impede linkages between regional carbon markets. Past studies have found that crossregional carbon prices in China tend to diverge, indicating unbalanced regional markets and that carbon cap-and-trade policies may be insufficiently effective. China's carbon trading pilots opened in 2013. Is the integration efficient? This is the research question addressed in this study. This paper uses the carbon prices of four carbon-trading pilot regions in China (i.e. Beijing, Shanghai, Tianjin, and Guangdong) over the period of January 1, 2014, to March 23, 2021, to explore whether prices are correlated across three dimensions: long-term convergence, short-term correlation, and volatility transmission by adopting a vector error correction model with heterogeneous variances. And by using longer-term daily data and empirical tests that can account for the multiple-faceted correlations, this paper provides evidence showing that long-term convergence and risk transfer between the four regional carbon prices exist, which indicates significant regional integration. The results indicate that the price behavior of the Beijing pilot is efficient and that the Shanghai pilot has the lowest volatility. The paper also documents an information transfer pattern. For example, the Beijing pilot is shown to be the leading risk transfer market, whereas the Shanghai pilot is shown to be the market where most risk is transferred. Contrary to findings elsewhere, our main results demonstrate that China's carbon markets exhibit integration efficiency and no imbalance between regions. This may be because the efficiency of China's carbon markets has improved over time. The evidence also implies that if a multi-dimensional correlation has not been considered, it may underestimate the efficiency of regional carbon prices' integration. [ABSTRACT FROM AUTHOR]

The fluctuation of the carbon price and its related components can effectively reflect the overall economy. This paper explores the fluctuation of the carbon price and its influencing factors. First, the ensemble empirical mode decomposition (EEMD) method is used to decompose the carbon price series of eight pilot projects at multiple timescales. Second, according to the historical trading records in the eight pilot projects, this paper constructs a national carbon price under a variety of scenarios. Finally, based on the average of the eight pilot market daily trading datasets, the national carbon price is constructed, and a short-term prediction is made. The results show that: (1) the pilot projects in Beijing and Hubei are susceptible to short-term external factors, and Beijing's pilot internal market mechanism has a large impact on the carbon price; (2) in most scenarios, the national price fluctuates, with the highest carbon price approaching 70 CNY/tCO2 and the lowest falling below 10 CNY/tCO2; and (3) China's carbon price is still has ample room to rise in the future. As the primary source sector of carbon emissions, the power industry's green innovation is an indispensable component of China's low-carbon transformation. This paper took China's Carbon Emission Trading Scheme as a quasi-natural experience and adopted the synthetic control method to evaluate the impact of Carbon Emission Trading Scheme pilot policy on power industry's green innovation based on the provincial industrial level data. Furthermore, this paper examined the impact mechanisms of Carbon Emission Trading Scheme on the power industry's green innovation through policy comparison, moderating and mediating effect analyses. The research findings show that: 1) there is heterogeneity in Carbon Emission Trading Scheme's effectiveness in inducing green innovation in China, the power industry only in Beijing and Guangdong has been significantly promoted, while other pilots have not; 2) the success of Beijing and Guangdong can be attributed to distinctive features of their carbon market and power industry, including the refined quota accounting mechanism, the application of paid quota allocation, the larger enterprise scale and more research and development investment; 3) enterprise scale and research and development investment have positive moderating effect and mediating effect in the promotional effect of the Carbon Emission Trading Scheme on green innovation respectively. Finally, some policy recommendations are put forward to promote the power industry's green innovation and carbon market construction. • Evaluate the impact of China's CETS on the power industry's green innovation in each pilot. • The CETS effects among pilots are heterogeneous, only significant in Beijing and Guangdong. • Rational CETS mechanism design could improve the power industry's green innovation. • Enterprise scale and R&D investment positively moderate and mediate the CETS effect. As a basic structural unit of the city, the community plays a crucial role in decreasing carbon emissions and creating a low carbon city. This paper selects a classic and official low carbon community named Min'an Community in Beijing as a case to illustrate the governance mechanism of the low carbon community in China from the perspective of polycentric governance. The paper summarizes the government mechanism, market mechanism, and public participation mechanism in Min'an Community and analyzes the provision, monitoring, and enforcement of each mechanism. We find that unlike the low carbon governance at the city or industry park levels, China's low carbon governance at the community level lacks a dominant mechanism. Even though it involves community-wide governance, the public participation mechanism is also inadequate. For improving low carbon governance at the community level, the government should broaden finance channels to strengthen the incentive mechanisms, make active use of new technologies, such as mobile Internet, encourage innovation of public participation mechanism, and employ various publicity and education measures to cultivate the low carbon culture.
