This paper presents the Positive Energy District Database (PED DB), a pivotal web tool developed collaboratively by the COST Action 'PED-EU-NET', in alignment with international initiatives such as JPI Urban Europe and IEA EBC Annex 83. The PED DB represents a crucial step towards sharing knowledge, promoting collaboration, reinforcing decision-making, and advancing the understanding of Positive Energy Districts (PEDs) in the pursuit of sustainable urban environments. The PED DB aims to comprehensively map and disseminate information on PEDs across Europe, serving as a dynamic resource for sustainable urban development according to the objective of making the EU climate-neutral by 2050. Indeed, PEDs imply an integrated approach for designing urban areas—the districts—where a cluster of interconnected buildings and energy communities produce net zero greenhouse gas emissions, managing an annual local/regional overflow production of renewable energy. The paper describes the collaborative step-by-step process leading to the PED DB implementation, the current results and potentials of the online platform, and introduces its future developments towards a more user-friendly and stakeholders-tailored tool. The interactive web map offers a customizable visualizations and filters on multiple information related to PED case studies, PED-relevant cases, and PED Labs. Users can access detailed information through a table view, facilitating comparisons across different PED projects and their implementation phase. The paper offers insights and detailed analysis from the initial dataset that includes 23 PED cases and 7 PED-related projects from 13 European countries, highlighting the key characteristics of surveyed PEDs. China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. Clarifying the pattern of the urban greenhouse gas (GHG) budget and its influencing factors is the basis of promoting urban low-carbon development. This paper takes Beijing and Shenzhen—the capital city and the most rapidly developing city in China, respectively—as case studies, comprehensively accounts their GHG budgets from 2005 to 2020, and investigates and compares the factors affecting their GHG budgets. The total GHG emissions in Beijing were lowest in 2005 (160.3 TgCO2 equivalents) and peaked at 227.7 TgCO2 equivalents in 2019, and then decreased to 209.1 TgCO2 equivalents in 2020. Meanwhile, the total GHG emissions in Shenzhen gradually increased from 36.0 TgCO2 equivalents in 2005 to 121.4 TgCO2 equivalents in 2019, and then decreased to 119.1 TgCO2 equivalents in 2020. The energy activity sector was the greatest contributor to GHG emissions in this period, accounting for 82.5% and 76.0% of the total GHG emissions in Beijing and Shenzhen, respectively. The carbon sink of the ecosystems of these two cities could absorb only small parts of their emissions, and the neutralization rates of sinks ranged from 1.7% to 2.3% in Beijing and from 0.3% to 1.5% in Shenzhen. The enhancement of population, economic product, and consumption increased the greenhouse gas emissions in both cities. A 1% increase in population size, per capita GD (gross domestic product), and residential consumption level would increase total GHG emissions by 0.181%, 0.019%, and 0.030% in Beijing, respectively. The corresponding increases in Shenzhen would be 0.180%, 0.243%, and 0.172%, respectively. The household size had opposite effects on the two cities, i.e., a 1% increase in household size would increase GHG emissions by 0.487% in Shenzhen but reduce them by 2.083% in Beijing. Each 1% increase in secondary industry and energy intensity would reduce GHG emissions by 0.553% and 0.110% in Shenzhen, respectively, which are more significant reductions than those in Beijing. The current and increasingly intensive technocratic drift recognises the indiscriminate power of techniques in solving several problems, including the struggle against climate change and its impact on cities. One of the future challenges concerns the effective and conscious application of KETs for the creation of smart environments in historical heritage, which plays a strategic role for its conservative values, but also in the broader strategy for limiting greenhouse gas emissions. The proposed paper reports some preliminary results of a research aimed at investigating and acknowledging these technologies as an enabling medium to undertake more informed deterministic choices in the field of CH. Projecting future urban CO 2 emissions is of paramount importance in comprehending and addressing climate change, as well as evaluating the impact of various policies on future greenhouse gas emissions. While previous studies on projecting CO 2 emissions have primarily focused on large administrative scales, fine-resolution mapping of CO 2 emissions is also vital for identifying CO 2 emission hotspots and delineating emission reduction responsibilities. In this paper, we projected the future CO 2 distribution at a fine-resolution (1 km) under the shared socioeconomic pathways (SSPs) scenario framework, based on which we assessed the peak time, peak volume, spatial distribution, and CO 2 emission intensity (emissions per unit building volume) for cities in the Pearl River Delta (PRD) region. We first simulated the future three-dimensional (3D) spatial patterns of cities by using the FLUS-3D model, and then projected fine-resolution CO 2 emissions by combining the 3D information and socioeconomic factors. Results show that the total CO 2 emissions in the PRD region will reach 180–345 million tons (Mt) by 2030, and 67% of cities in the PRD region will peak CO 2 emissions before 2030 under all five SSP scenarios. Three cities (Jiangmen, Zhongshan and Foshan) will witness a continual rise in CO 2 emissions after 2030 under the SSP5 scenario. Additionally, we found that the time (2010) to reach maximum CO 2 emission intensity of different urban functional types precedes the peak time (2010−2030) of city-level CO 2 emissions. This suggests that the escalation in CO 2 emissions since 2010 will be primarily driven by urban expansion and population growth, rather than an increase in the CO 2 emission intensity of buildings. Consumption of appliances in the residential sector in Peru has been growing continuously during the last 20 years. Although social benefits due to this growth are evident, there are also some related environmental impacts in the use and end‐of‐life (EoL) phases (e.g., inadequate handling or disposal at the EoL stage). Nevertheless, there is also a hidden potential in the growing stock of household appliances, such as their potential exploitation as resources of industrial materials found in urban areas. Thus, the aim of this research paper is to analyze the evolution of the adoption of electronics in Peruvian households and estimate the stock of electrical and electronic equipment and related materials in the residential sector from 2001 to 2019, and greenhouse gases (GHG) emissions due to its use. Material flow analysis is the main methodology used in this research and its application relies on different strategies and the integrated use of official sources. Moreover, a Peruvian input–output table and associated environmental matrices were used to calculate GHG emissions. Results indicate that, in 2019, an average household possessed between 86 and 121 kg of appliances, which means the total stock of household appliances in Peru was in the range of 805,000 to 1,134,000 metric tons, an increase in mass of 70–95% by 2019 compared to 2001. These results will be useful to estimate the urban stock of appliances in the residential sector to help policy‐makers design and implement an adequate e‐waste management system that comprehends the potential of secondary materials embedded in these products. Cities feature prominently in debates over the existential threat of climate change. Research on urban sustainability, however, has too long been based on national studies from data-rich regions of the world. Fortunately, that is changing as globally harmonized datasets enable new comparative analysis of urban areas. This paper uses new data to address the question - how does urban land policy relate to urban form and greenhouse gas emissions? We use the administration of property registration as a proxy for regulation and test the connection for 431 urban areas in nearly 40 countries. Our findings confirm that dense, compact urban areas, with built-up downtowns and shorter roadway segments have lower per capita carbon emissions. Places with more time-consuming property bureaucracy are denser and have lower emissions. This finding deviates from the common association between regulations and sprawl in part because it does not measure restrictions on density, thus highlights the need for a more nuanced understanding of the role of regulations in urban form and sustainability and better global data on different types of regulation. • We ask how urban land policy relates to urban form and carbon emissions. • We use data for 431 urban areas in nearly 40 countries. • Dense, compact urban areas with fewer roads have lower per capita carbon emissions. • Urban areas with more onerous bureaucracy are denser and have lower emissions. • Findings reveal need for better global data on regulations and emissions. To address global climate change, achieving carbon peak and carbon neutrality has become a global consensus. However, the means to simultaneously achieve carbon reduction and promote green economic development, particularly in developing countries, require further investigation. This study evaluates the impact of e-commerce on CO 2 emissions. Through an examination of the effects of the National E-Commerce Demonstration City (NEDC) policy from 2006 to 2017, this paper reveals that e-commerce growth facilitated by the NEDC policy resulted in a 7.89% reduction in total CO 2 emissions and a per capita reduction of 1.1146 tons in the pilot cities. Mechanism analysis demonstrates that the upgrading of industrial structure, development of digital finance, and the growth of innovation and entrepreneurship serve as primary pathways for this impact. The robustness of the findings is supported by parallel trend tests, placebo tests, and additional sensitivity analyses. Furthermore, the research reveals that the NEDC policy exhibits a more significant reduction in CO 2 emissions in cities with higher levels of economic development and non-resource-based cities. Welfare analyses show that the NEDC policy has significant socio-economic effects. Waste diversion targets are a common characteristic of municipal climate change mitigation plans because about two-thirds of residential waste sent to landfills is degradable and thus contributes to greenhouse gas (GHG) emissions. This paper focuses on the challenge of achieving waste diversion targets in multi-residential buildings because their diversion rates are much lower than those for single-family homes. A case study of 15 high-rise condominium and cooperative housing buildings compares modes of governance by the City of Toronto and by multi-residential buildings to address waste diversion challenges. City responses to the challenges included mandatory building standards making waste diversion as convenient as garbage disposal, voluntary standards for in-suite storage of recyclables and organics, phase-in of organics collection and pay-as-you-throw collection fees, and delivery of promotion and education programs. For buildings, the responses were fines for poor-quality sorting, conversion of the garbage chute to an organics chute, the delivery of education material to residents, and monitoring bin capacity. Despite these initiatives, Toronto is very unlikely to meet its target of diverting 70% of residential waste away from disposal in landfill by 2030. Although many municipalities have climate action plans with targets and goals, effective climate action still faces significant implementation gaps. Implementation can falter due to barriers for the deployment of low-carbon solutions, as well as the lack of cultural, systemic, and psychological support for such solutions. Cultural drivers and perceptions shape citizens' behaviors and can perpetuate carbon-intensive lifestyles. This paper focuses on measures in climate action planning in the Metro Vancouver region of Canada regarding transportation, which remains the largest single source of greenhouse gas emissions and has a low chance of reaching its emissions-reductions targets. Shifting towards greater sustainability will entail a challenge of transformative change, involving shifts in systems, behaviors, worldviews, and cultures. In implementation, the full complexity of the climate action challenge becomes most evident. A scoping review of climate action documentation and semi-structured interviews are used to examine (1) barriers to effective implementation, (2) socio-cultural perceptions and approaches to public engagement and (3) novel areas for transformational action. The study found a need to reweight the focus of climate action, which is predominantly set on techno-managerial efforts, also to include communication, narratives and broader systems change, which are the key barriers to low-carbon urban mobility. It is central for climate policy to understand, monitor and forecast greenhouse gas (GHG) emissions, generating insights on the key factors and actions with a greater impact to mitigate and adapt to global warming. Focusing on the leading role of cities, it is relevant to build robust and reliable GHG emissions prospects for every city committing to mitigate and adapt to climate change. In this paper, a novel methodology is proposed to build those prospects, presenting a case study with 6231 EU-27 cities and local municipalities taken from the Global Covenant of Mayors (GCoM). Key GHG emissions predictors for the target years of 2020 and 2030 refer to the baseline energy consumption and associated GHG emissions, as well as the population and the national emissions per capita trend. Additionally, other informative predictors are the baseline inventory year, the reduction target, the disaggregated baseline emissions by type of fuel (fossils or renewables), the heating and cooling degree days and the NUTS urban/rural categorization. The proposed methodology allows assessing the cities' achievements based on their expected performance, and it could be further implemented to support new cities willing to commit to a significant reduction of their GHG emissions. • A robust methodology is proposed to predict GHG emissions for cities committing to climate change mitigation and adaptation. • Key predictors refer to local, regional and national sources of information. • A case study is performed with 6231 European cities: 2030 commitments are expected to achieve a 40 % GHG emissions reduction. • The models described in this paper provide useful information to urban policy makers in the climate action planning process. • The results are replicable in the context of transnational initiatives involving cities in the fight against climate change. In this paper, we present the design of a laser heterodyne radiometry instrument that combines, for the first time, frequency comb calibration and a remarkably high level of portability. A design that can, therefore, be more than capable of addressing the current need for accurate ground-based greenhouse gases monitoring in urban areas and other emission hot spots. Indeed, the compact, battery-powered system allows the acquisition of atmospheric spectral characterizations, at any location, without restrictions. As its most prominent feature, the system is equipped with an electro-optic frequency comb reference that provides a set of calibration ticks from which an accurate characterization of the absorption line shape can be obtained. Besides this, the spectrometer has been designed to promptly switch between traditional operation and wavelength modulation, so the performance of future inversion models may benefit greatly by this complementary data. The system has been tested in different locations in the Madrid region (Spain), where measurements have been carried out under a wide variety of conditions. Forecasting the future emission trajectories and the relating sensitive driving factors of emissions for cities is of great significance to formulate realizable CO 2 mitigation policies. To proceed the forecasting, studies on peak prediction and quantification of reduction potential at the city level are essential. However, the studies in the area are very limited. Selecting the Beijing-Tianjin-Hebei urban agglomeration (BTH) as the study region, this paper aims to contribute to the research area and provides implications for other cities or urban agglomerations. The Kaya identity and multi-scenario simulation were employed to predict the dynamic evolution pathways of CO 2 emissions from 2021 to 2035 and explore the differential CO 2 peak time, peak value, and reduction potential for 13 cities in BTH. Monte Carlo simulation, Mann-Kendall trend test and Sen's slope estimation method are jointly used to reduce uncertainties in estimation. The Monte Carlo simulation results show that most cities in BTH have already reached their CO 2 emissions peak, while Tianjin, Langfang, Cangzhou and Tangshan are expected to reach their peaks between 2025 and 2030. Among them, 5 and 8 cities have the risk of not reaching their peak before 2035 in the high consumption scenario (HCS) and extensive development scenario (EDS) respectively. Comparative analysis reveals that low-carbon scenario (LCS) and sustainable development scenario (SDS) have significant effects on emissions reductions. The top three cities in terms of accumulative emission reduction in 2021–2035 are Tianjin, Tangshan and Cangzhou, estimated as 117.82–250.75 Mt CO 2 in LCS and 217.77–454.10 Mt CO 2 in SDS, respectively. The results of sensitivity analysis reveal that the most critical driver of CO 2 emissions in Beijing is population, while that is GDP per capita for Tianjin. Langfang and Hengshui showed the highest sensitivity to energy intensity. Food action plans in many global cities articulate interest in multiple objectives including reducing in‐ and trans‐boundary environmental impacts (water, land, greenhouse gas (GHG)). However, there exist few standardized analytical tools to compare food system characteristics and actions across cities and countries to assess trade‐offs between multiple objectives (i.e., health, equity) with environmental outcomes. This paper demonstrates a streamlined model applied for analysis of four cities with varying characteristics across the United States and India, to quantify system‐wide water, energy/GHG, and land impacts associated with multiple food system actions to address health, equity, and environment. Baseline diet analysis finds key differences between countries in terms of meat consumption (Delhi 4; Pondicherry 16; United States 59, kg/capita/year), and environmental impact of processing of the average diet (21%, 19%, <1%, <1% of community‐wide GHG‐emissions for New York, Minneapolis, Delhi, and Pondicherry). Analysis of supply chains finds city average distance (food‐miles) varies (Delhi 420; Pondicherry 200; United States average 1,640 km/t‐food) and the sensitivity of GHG emissions of food demand to spatial variability of energy intensity of irrigation is greater in Indian than US cities. Analysis also finds greater pre‐consumer waste in India versus larger post‐consumer accumulations in the United States. Despite these differences in food system characteristics, food waste management and diet change consistently emerge as key strategies. Among diet scenarios, all vegetarian diets are not found equal in terms of environmental benefit, with the US Government's recommended vegetarian diet resulting in less benefit than other more focused targeted diet changes. The way urban development will be shaped during the next decade will have a decisive impact on our ability to limit global temperature increase. The goal of this paper is to develop a better understanding of the relationship between carbon dioxide (CO2) emissions and the spatial expansion of cities to inform how urban planning can help shape low-carbon urban systems. To this end, a new methodology is proposed: cities are delineated based on a population-based clustering approach; and spatially disaggregated fossil fuel CO2 emissions are used to systematically evaluate the CO2 emissions of 635 cities across seven Latin American countries for the years 2000 and 2015. City spatial expansion is then characterized through the evolution of two indicators: population density, which is used to proxy city compactness; and the suburban ratio, which captures suburban sprawl and potential relocation effects. Using a spatial panel model, results unveil that a 1 % increase in density reduces CO2 emissions by 0.58 %, while a 1 % growth in the suburban ratio boosts emissions by 0.41 % ceteris paribus. These coefficients imply opposite CO2 effects for most Latin-American cities, which have experienced a concomitant increase in density and suburban ratio. Finally, city-level emissions are projected until 2030 using these elasticities and the growth rates associated with the three major spatial expansion patterns identified during the period 2000–2015. The findings are important for future planning purposes given that the 'compact expansion' model generates a 12 percentage points smaller increase in emissions than its passive counterpart. Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change. Worldwide, cities collaborate in the global effort to manage climate change mitigation. As cities are highly spatially and socially diverse entities, any city encompass a wide range of 'GHG emissions lifestyles' and therefore GHG mitigation strategies should reflect the urban diversity. Advancing sub-urban analysis can improve GHG mitigation by relating efforts and limited resources to the unique characteristics and functioning of different parts of the city. This paper emphasizes the need to relate the unique characteristics of key emissions categories at the residential neighbourhood level to its potential mitigation. It analyses the carbon footprint of households in residential neighbourhoods in the city of Tel Aviv-Jaffa, Israel, focusing on three major direct and indirect emissions categories: electricity, transportation, and food consumption. While the average city scale emissions found to be 4.6 ton of CO 2 e per capita, different neighbourhoods emissions ranged between 3.1 tons and 6.8 tons. Exploring the linkages to various explanatory, socio-spatial drivers found range of emissions related characteristics of different neighbourhoods. Finally, examining the potential contribution of implementing various GHG mitigation measures, revealed that the integration of technological, policy and behavioural measures may result with range of footprint reduction in different parts of the city due to the neighbourhoods' socio-spatial characteristics. • As diverse entities, cities encompass a wide range of GHG 'emissions lifestyles'. • It presents an integrated framework for studying and managing urban neighborhoods GHG emissions. • It explores the linkages between neighbourhoods' footprint, drivers, and potential GHG mitigation. • It could help advancing an efficient urban climate mitigation management. Abstract: Low carbon cities. What, exactly, are we talking about? Are we talking about lifestyles, activities, or enterprises? Are we talking about individual or group voluntary behavior change or a policy framework that seeks to encourage behavior change by regulatory force? Faced with an enormous literature that mixes related topics like sustainable development/climate change/energy conservation/low carbon, it is not surprising to hear about local governments’ or planners’ “climate change initiatives”. This paper describes/reflects on how officials in Broward County, Florida, are dealing with issues of awareness, governance, measurement, and instruments for challenges arising from the combined threats of energy depletion and climate change. The overriding objective of this paper is to provide some pith for the discussion of planning for low carbon cities. To this end, we describe and reflect on the planning management responses of Broward County, Florida, USA – as an illustrative local government – in dealing with climate change challenges (CCC), energy conservation (EC) and greenhouse gas reduction (GHG). Both description and reflection are important as it is primarily the latter that provides the critical perspective necessary for assessing both potential and effect. The paper is organized into five sections. The first two sections address the “contextual” questions raised above: what is the level of knowledge and/or awareness among the collection of planners and/or local governments; and, what are/is appropriate responses of different levels of government. In the next section, we review overall levels of knowledge and awareness of basic science and policy dimensions, with particular attention paid to (a version of the) US planning profession. This is followed by a discussion of “theoretical” prescriptions for actions at different levels of government. The third and fourth sections focus on Broward County. The third section describes the county and presents a current measurement of its carbon footprint (at least at the level to which it can be measured). The fourth section describes the operational response of Broward County government. The final section returns to the original questions of knowledge and appropriate types of responses and argues that while the Broward response is generally effective in certain aspects, the current policy paradigm contains both strengths and weaknesses, which are generally outlined and discussed. The realization of national climate change commitments, as agreed through international negotiations, requires local action. However, data is still insufficient to make accurate statements about the scale of urban emissions (UNHABITAT, 2011). The need of comparable emission inventories at city level, including smaller cities, is widely recognized to develop evidence-based policies accounting for the relation between emissions and institutional, socio-economic and demographic characteristics at city level. This paper presents a collection of harmonized greenhouse gases (GHG) emission inventories (the "CoM sample 2013") at municipal level directly computed by the cities and towns that participate in the EU Covenant of Mayors initiative. This is the mainstream European movement of local and regional authorities who voluntarily commit to reduce GHG emissions by 20% or more by 2020. Abstract: In a world where resources are scarce and urban areas consume the vast majority of these resources, it is vital to make cities greener and more sustainable. A smart city is a city in which information and communications technology are merged with traditional infrastructures, coordinated and integrated using new digital technologies. The increasing amount of waste generated, and the collection and treatment of waste poses a major challenge to modern urban planning in general, and to smart cities in particular. To cope with this problem, automated vacuum waste collection (AVWC) uses air suction on a closed network of underground pipes to transport waste from the drop off points scattered throughout the city to a central collection point, reducing greenhouse gas emissions and the inconveniences of conventional methods (odours, noise, etc.). Since a significant part of the cost of operating AVWC systems is energy consumption, we have developed a model with the aim of applying constraint programming technology to schedule the daily emptying sequences of the drop off points in such a way that energy consumption is minimized. In this paper we describe how the problem of deciding the drop off points that should be emptied at a given time can be modeled as a constraint integer programming (CIP) problem. Moreover, we report on experiments using real data from AVWC systems installed in different cities that provide empirical evidence that CIP offers a suitable technology for reducing energy consumption in AVWC. This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries. This paper proposes the use of decomposition analysis to assess the effect of local energy-related actions towards climate change mitigation, and thus improve policy evaluation and planning at the local level. The assessment of the impact of local actions has been a challenge, even from a strictly technical perspective. This happens because the total change observed is the result of multiple factors influencing local energy-related greenhouse gas (GHG) emissions, many of them not even influenced by local authorities. A methodology was developed, based on a recently developed decomposition model, that disaggregates the total observed changes in the local energy system into multiple causes/effects (including local socio-economic evolution, technology evolution, higher-level governance frame and local actions). The proposed methodology, including the quantification of the specific effect associated with local actions, is demonstrated with the case study of the municipality of Malmö (Sweden) in the timeframe between 1990 and 2015. The role of cities and their stakeholders in creating a sustainable low carbon society is becoming increasingly critical. Cities and their supply chains are responsible for almost 80% of the global energy consumption and over 60% of greenhouse gas emissions (GHG). It is expected that 70% of the global population will be living in urban areas by 2050. However, in general cities still quantify and report only their production-based GHG emissions and fail to account for their supply chains. There has been much less focus on the GHG emissions associated with consumption in cities, including household and government consumption. This paper compares the production-based GHG accounting method with the consumption-based method for ten European cities. This is performed for a base year (2010) and two divergent future scenarios for 2050, a business-as-usual (BAU) scenario and a post carbon (PC 2050) scenario. The PC2050 scenario was created by city stakeholders in the framework of the European research project POCACITO in (2014–2016). Consumption-based emissions are calculated using the EXIOBASE multi-regional input-output model. Compared to 2010, both BAU and PC2050 scenarios show significant decreases for production-based emissions, falling 31% and 68% respectively. However, during this period consumption-based emissions increase for eight cities, rising 33% and 35% respectively. This occurs despite the modelled improvements in global production efficiency for 2050 and the significant production-based reductions under the PC2050 scenarios. The increase in consumption-based emissions is primarily linked to rising GDP and a corresponding increase in spending and consumption, which override the local and global efficiency improvements. Hence the results highlight a notable disparity between the traditional focus on production-based accounting and consumption-based accounting. This suggests that future city actions should extend their focus on addressing the impact of consumption in addition to local energy production and emissions. Stockbreeding industries are increasing rapidly in rural areas around big cities in China. This increase carries high risks to the environment due to emissions of large amounts of water pollutants and greenhouse gases. On the other hand, stockbreeding wastes are a typical biomass resource and can be used as an energy source by advanced technologies. In this study, we selected Miyun County and focused on analysing the synthetic environmental policies as endogenous variables by computer simulation including the introduction of advanced technologies to improve the environment and provide more biomass energy. The model considered both the total ecological system and the socio-economic situational changes. The purpose of our research is to establish effective utilization methods for biomass resources as well as co-ordinate resource reutilization, environmental preservation and economic development, and finally realize sustainable development of the society.
