Background, Aims and Scope. The traditional method of using Global Warming Potentials (GWPs) to assess the effects of climate change in Life Cycle Assessment (LCA) does not account for indirect atmospheric effects like saturation effects and emissions of ozone precursors. The aim of this paper is to provide GWP values for LCA purposes of the most important climate related gases including indirect effects and assess whether these values are dependent of different background conditions and size of change in emissions fluxes. Methods. In order to reflect atmospheric interactions between direct and indirect greenhouse gases, an atmospheric climate and chemistry model needs to be used to determine GWP values. Here, the IMAGE model is used to determine GWP values for a time horizon of 100 years. Different runs were performed to test the outcomes against various background emission scenarios and various sizes in emission fluxes. Results and Discussion. The GWP values for CO2, N2O and CH4 depend on the chosen scenario and are lower under scenarios with higher background emissions. The GWPs of Halons, PFCs and SF6 are scenario and emission flux independent. The GWPs of HFCs increase with higher background emissions and higher additional emission fluxes, whereas GWPs of CFC are scenario independent, but change when other emission fluxes are applied. Finally, GWPs of HCFCs are higher in scenarios with higher background emission scenarios, and decrease when larger emission fluxes are applied. The GWP values calculated with IMAGE with direct effects only are comparable with IPCC values. Inclusion of the indirect atmospheric effects changes some of the values positively or negatively. For CFCs this results in a value up to 70% lower. For Halons this results in a value up to 1000% lower, resulting in a strong negative GWP. Inclusion of indirect effects increases the GWP of CH4 by 50%. Newly introduced greenhouse gases which have only indirect effects are given here a GWP. SO2 has a negative GWP which depends on both the flux size and the chosen background scenario. CO and NMVOC have a positive flux-and-scenario dependent GWP. The GWP of NOx can, dependent on de chosen conditions, be positive or negative. Conclusions. The GWP values of this paper are a first attempt to provide a consistent set of GWP values for all direct and indirect greenhouse gases, including differences in GWP values per background scenario and flux size. The inclusion of indirect effects in GWP values causes large differences in some important greenhouse gases, which should not be ignored in LCA- analyses. We suggest for LCA purposes to use GWPs including indirect effects for marginal change and for the most realistic background scenario. It is clear that much more drastic and early actions than those that are presently being undertaken are needed to limit the average global temperature increase to 1.5 °C above pre-industrial levels. The Asian region, accounting for a significant portion of global greenhouse gas emissions and growing at a rapid economic pace, has a major role to play in the world's transition to a low carbon society (LCS). To design leapfrog pathways to low carbon and sustainable development, it is important to have a scientific tool that can develop LCS pathways and analyze the effectiveness of policies to achieve them under different scenarios. The Asia-Pacific Integrated Assessment Model (AIM) is an effective tool to support these analyses. It has been developed by researchers in Asia and used in policymaking processes in Asia. It can provide comprehensive and consistent assessment of various policies, including macro-economic policies and technological measures. It can analyze trade-offs between rapid economic growth in Asia and its environmental impact and assess sustainable development policies. This paper presents the processes of designing LCS policies and how modeling tools can support the analyses of the leapfrog pathways to a LCS. As a modeling tool, the family of AIM models is explained and their applications in Asia are presented. Procedures to design and implement low carbon policies together with the Plan-Do-Check-Act cycle are also presented. [ABSTRACT FROM AUTHOR]

The detection and attribution of climate change in the observed record play a central role in synthesizing knowledge of the climate system. Unfortunately, the traditional method for detecting and attributing changes due to multiple forcings requires large numbers of general circulation model (GCM) simulations incorporating different initial conditions and forcing scenarios, and these have only been performed with a small number of GCMs. This paper presents an extension to the fingerprinting technique that permits the inclusion of GCMs in the multisignal analysis of surface temperature even when the required families of ensembles have not been generated. This is achieved by fitting a series of energy balance models (EBMs) to the GCM output in order to estimate the temporal response patterns to the various forcings. This methodology is applied to the very large Challenge ensemble of 62 simulations of historical climate conducted with the NCAR Community Climate System Model version 1.4 (CCSM1.4) GCM, as well as some simulations from other GCMs. Considerable uncertainty exists in the estimates of the parameters in fitted EBMs. Nevertheless, temporal response patterns from these EBMs are more reliable and the combined EBM time series closely mimics the GCM in the context of transient forcing. In particular, detection and attribution results from this technique appear self-consistent and consistent with results from other methods provided that all major forcings are included in the analysis. Using this technique on the Challenge ensemble, the estimated responses to changes in greenhouse gases, tropospheric sulfate aerosols, and stratospheric volcanic aerosols are all detected in the observed record, and the responses to the greenhouse gases and tropospheric sulfate aerosols are both consistent with the observed record without a scaling of the amplitude being required. The result is that the temperature difference of the 1996–2005 decade relative to the 1940–49 decade can be attributed to greenhouse gas emissions, with a partially offsetting cooling from sulfate emissions and little contribution from natural sources. The results support the viability of the new methodology as an extension to current analysis tools for the detection and attribution of climate change, which will allow the inclusion of many more GCMs. Shortcomings remain, however, and so it should not be considered a replacement to traditional techniques. This paper examines different concepts of a 'warming commitment' which is often used in various ways to describe or imply that a certain level of warming is irrevocably committed to over time frames such as the next 50 to 100 years, or longer. We review and quantify four different concepts, namely (1) a 'constant emission warming commitment', (2) a 'present forcing warming commitment', (3) a 'zero emission (geophysical) warming commitment' and (4) a 'feasible scenario warming commitment'. While a 'feasible scenario warming commitment' is probably the most relevant one for policy making, it depends centrally on key assumptions as to the technical, economic and political feasibility of future greenhouse gas emission reductions. This issue is of direct policy relevance when one considers that the 2002 global mean temperatures were 0.8 ± 0.2°C above the pre-industrial (1861-1890) mean and the European Union has a stated goal of limiting warming to 2°C above the pre-industrial mean: What is the risk that we are committed to overshoot 2°C? Using a simple climate model (MAGICC) for probabilistic computations based on the conventional IPCC uncertainty range for climate sensitivity (1.5 to 4.5 °C), we found that (1) a constant emission scenario is virtually certain to overshoot 2°C with a central estimate of 2.0°C by 2100 (4.2°C by 2400). (2) For the present radiative forcing levels it seems unlikely that 2°C are overshoot. (central warming estimate 1.1 °C by 2100 and 1.2°C by 2400 with ∼10% probability of overshooting 2°C). However, the risk of overshooting is increasing rapidly if radiative forcing is stabilized much above 400 ppm CO2 equivalence (1.95 W/m²) in the long-term. (3) From a geophysical point of view, if all human-induced emissions were ceased tomorrow, it seems 'exceptionally unlikely' that 2°C will be overshoot (central estimate: 0.7°C by 2100; 0.4°C by 2400). (4) Assuming future emissions according to the lower end of published mitigation scenarios (350 ppm CO2eq to 450 ppm CO2eq) provides the central temperature projections are 1.5 to 2.1 °C by 2100 (1.5 to 2.0°C by 2400) with a risk of overshooting 2°C between 10 and 50% by 2100 and 1-32% in equilibrium. Furthermore, we quantify the 'avoidable warming' to be 0.16-0.26°C for every 100 GtC of avoided CO2 emissions - based on a range of published mitigation scenarios. [ABSTRACT FROM AUTHOR]

This article examines the efficacy of national climate programmes (packages of policies introduced by governments to meet emissions reduction targets set out in the Kyoto Protocol) by considering emissions trends before and after their implementation. Analysis reveals that only four of 21 countries with defined programmes demonstrate improved emissions trends following their inception and in only one is the change statistically significant. The reasons for this are manifold but serendipity appears to play as large a part as strategy in determining national emissions trends in the early years of climate programmes. We review the explosion of commentary that has followed the release of the Stern Review: The Economics of Climate Change, and agree with most of what has been written. The Review is right when it argues on economic grounds for immediate intervention to reduce emissions of greenhouse gases, but we feel that it is right for the wrong reasons. A persuasive case can be made that climate risks are real and increasingly threatening. If follows that some sort of policy will be required, and the least cost approach necessarily involves starting now. Since policy implemented in 2007 will not ‘solve’ the climate problem, near term interventions can be designed to begin the process by working to avoid locking in high carbon investments and providing adequate incentives for carbon sequestration. We argue that both objectives can be achieved without undue economic harm in the near term by pricing carbon at something on the order of $15 per ton as long as it is understood that the price will increase persistently and predictably at something like the rate of interest; and we express support for a tax alternative to the usual cap-and-trade approach. Climate records over the last millennium place the twentieth-century warming in a longer historical context. Reconstructions of millennial temperatures show a wide range of variability, raising questions about the reliability of currently available reconstruction techniques and the uniqueness of late-twentieth-century warming. A calibration method is suggested that avoids the loss of low-frequency variance. A new reconstruction using this method shows substantial variability over the last 1500 yr. This record is consistent with independent temperature change estimates from borehole geothermal records, compared over the same spatial and temporal domain. The record is also broadly consistent with other recent reconstructions that attempt to fully recover low-frequency climate variability in their central estimate. High variability in reconstructions does not hamper the detection of greenhouse gas–induced climate change, since a substantial fraction of the variance in these reconstructions from the beginning of the analysis in the late thirteenth century to the end of the records can be attributed to external forcing. Results from a detection and attribution analysis show that greenhouse warming is detectable in all analyzed high-variance reconstructions (with the possible exception of one ending in 1925), and that about a third of the warming in the first half of the twentieth century can be attributed to anthropogenic greenhouse gas emissions. A global chemical transport model of the atmosphere [the Model for Ozone and Related Tracers, version 2 (MOZART-2)] driven by prescribed surface emissions and by meteorological fields provided by the ECHAM5/Max Planck Institute Ocean Model (MPI-OM-1) coupled atmosphere–ocean model is used to assess how expected climate changes (2100 versus 2000 periods) should affect the chemical composition of the troposphere. Calculations suggest that ozone changes resulting from climate change only are negative in a large fraction of the troposphere because of enhanced photochemical destruction by water vapor. In the Tropics, increased lightning activity should lead to larger ozone concentrations. The magnitude of the climate-induced ozone changes in the troposphere remains smaller than the changes produced by enhanced anthropogenic emissions when the Special Report on Emission Scenarios (SRES) A2P is adopted to describe the future evolution of these emissions. Predictions depend strongly on future trends in atmospheric methane levels, which are not well established. Changes in the emissions of NOx by bacteria in soils and of nonmethane hydrocarbons by vegetation associated with climate change could have a significant impact on future ozone levels. So far, climate change mitigation pathways focus mostly on CO2 and a limited number of climate targets. Comprehensive studies of emission implications have been hindered by the absence of a flexible method to generate multi-gas emissions pathways, user-definable in shape and the climate target. The presented method 'Equal Quantile Walk' (EQW) is intended to fill this gap, building upon and complementing existing multi-gas emission scenarios. The EQW method generates new mitigation pathways by 'walking along equal quantile paths' of the emission distributions derived from existing multi-gas IPCC baseline and stabilization scenarios. Considered emissions include those of CO2 and all other major radiative forcing agents (greenhouse gases, ozone precursors and sulphur aerosols). Sample EQW pathways are derived for stabilization at 350 ppm to 750 ppm CO2 concentrations and compared to WRE profiles. Furthermore, the ability of the method to analyze emission implications in a probabilistic multi-gas framework is demonstrated. The probability of overshooting a 2°C climate target is derived by using different sets of EQW radiative forcing peaking pathways. If the probability shall not be increased above 30%, it seems necessary to peak CO2 equivalence concentrations around 475 ppm and return to lower levels after peaking (below 400 ppm). EQW emissions pathways can be applied in studies relating to Article 2 of the UNFCCC, for the analysis of climate impacts, adaptation and emission control implications associated with certain climate targets. Today's climate policy is based on the assumption that the location of emissions reductions has no impact on the overall climate effect. However, this may not be the case since reductions of greenhouse gases generally will lead to changes in emissions of short-lived gases and aerosols. Abatement measures may be primarily targeted at reducing CO2, but may also simultaneously reduce emissions of NOx, CO, CH4 and SO2 and aerosols. Emissions of these species may cause significant additional radiative forcing. We have used a global 3-D chemical transport model and a radiative transfer model to study the impact on climate in terms of radiative forcing for a realistic change in location of the emissions from large-scale sources. Based on an assumed 10% reduction in CO2 emissions, reductions in the emissions of other species have been estimated. Climate impact for the SRES A1B scenario is compared to two reduction cases, with the main focus on a case with emission reductions between 2010 and 2030, but also a case with sustained emission reductions. The emission reductions are applied to four different regions (Europe, China, South Asia, and South America). In terms of integrated radiative forcing (over 100 yr), the total effect (including only the direct effect of aerosols) is always smaller than for CO2 alone. Large variations between the regions are found (53-86% of the CO2 effect). Inclusion of the indirect effects of sulphate aerosols reduces the net effect of measures towards zero. The global temperature responses, calculated with a simple energy balance model, show an initial additional warming of different magnitude between the regions followed by a more uniform reduction in the warming later. A major part of the regional differences can be attributed to differences related to aerosols, while ozone and changes in methane lifetime make relatively small contributions. Emission reductions in a different sector (e.g. transportation instead of large-scale sources) might change this conclusion since the NOx to SO2 ratio in the emissions is significantly higher for transportation than for large-scale sources. The total climate effect of abatement measures thus depends on (i) which gases and aerosols are affected by the measure, (ii) the lifetime of the measure implemented, (iii) time horizon over which the effects are considered, and (iv) the chemical, physical and meteorological conditions in the region. There are important policy implications of the results. Equal effects of a measure cannot be assumed if the measure is implemented in a different region and if several gases are affected.
