There has been a growing focus on uncertainty as a distinct concept in the risk literature. This paper is concerned with how those involved in the design and implementation of climate change policy conceptualize risk and uncertainty. Based on interviews with policy and industry elites in Australia, China and the UK, it finds that participants did not distinguish between "risk" and "uncertainty" in their conceptualization of climate threats. For the majority of them, politics was the most significant source of risk and uncertainty in climate policy, but delegation of otherwise political decisions to the market was seen as the best solution. The conclusion suggests that the conceptual distinction between risk and uncertainty is less important, for policy and industry elites, than the need to develop mechanisms that account for both persistent scientific uncertainties as well as interpretive and moral ambiguities in climate policy design and implementation. Regional climate models (RCMs) are used to dynamically downscale global climate models (GCMs) to provide high-resolution projections of future climate change to better inform policy and decision making at the regional scale. However, biases from GCMs are transferred to RCMs and this can limit the usefulness of the regional climate projections. This paper investigates the influence of bias correcting 4 GCMs from the Coupled Model Intercomparison Project 3, for regional climate simulations over the CORDEX-Australasia domain using Weather Research and Forecasting. The GCM outputs are bias corrected against ERA-Interim reanalysis as a surrogate truth. Results show that over decadal time scales bias correction removes large systematic precipitation and temperature biases. However, bias correction also introduced biases where there were none, introduced biases of the opposite sign, or enhanced existing biases in other regions in some instances. Humans are ‘fire creatures’ that have used fire for millennia to shape local environments to diverse purposes. Our capacity for combustion has also forced global climatic changes and rendered the planet increasingly flammable, creating the conditions for progressively higher impact bushfires now and into the future. Meanwhile, governments in fire-prone countries such as Australia have continued to allow settlements to be established (and re-established) in wildland-urban interfaces. Like other ‘natural hazards’, bushfire is thereby a social phenomenon bound up with human values, practices and decisions. But, while studies of the social dimensions of ‘natural hazards’ are steadily rising, this scholarship has rarely addressed natural hazard management practitioners directly, precisely those authorised and entrusted to intervene in the distribution of hazard probabilities and consequences. This paper seeks to help remediate this research gap, illustrating how cultural, ecological, economic and political factors thoroughly condition hazard management and modes of intervention. Drawing on a case study in the Northern Territory’s Greater Darwin region, this paper suggests not only that examining such sociocultural realities provides new insights into hazards and their distribution, but also that attention to such issues is crucial to understanding our flammable future in the Anthropocene. Tourism is widely acknowledged as a key contributor to climate change, but it remains unclear how the tourism industry has been planning for climate change in practice. This paper conducts the most comprehensive critical review of Australia's tourism policy and planning documents to date. The paper explores the complex challenges posed by climate change to tourism and how tourism policy has been adapting over a 15-year period. Drawing on a longitudinal data-set of 477 Australian tourism policy and planning documents at the national, state, regional and local level, this research analyses the strategic discourse on climate change using content analysis and bibliometrics. The findings reveal opportunities, challenges and strategies for the tourism industry to contribute to the sustainable management of climate change. Opportunities include developing more “green” products, while strategies include establishing and/or participating in collaborative climate change schemes and strengthening dialogue surrounding climate change to aid the implementation of sustainable practices. Future research should consider the broader policy-making environment, such as the stakeholders, power and interest dynamics when analysing tourism strategies in relation to climate change. Australians are one of the world’s highest per capita emitters of greenhouse gases, yet the country’s target for emissions reductions by 2030 remains modest. This paper looks at policy options for Australian cities to deliver faster emissions reductions than the national commitment level. The main focus is on an accelerated reduction in emissions from urban road transport, through technological improvements and behaviour changes. Targets are proposed for improved emissions intensities, to bring Australia much closer to US and EU performance expectations. A range of behaviour change measures is then tested on Melbourne and Sydney, the Sydney analysis using MetroScan-TI, an integrated evaluation framework, to explore how behaviour changes might enhance emissions outcomes. The potential contribution of public transport is a particular focus. The paper concludes that, with sufficient political will, Australia could reduce its 2030 road transport emissions to 40% below 2005 levels. Background and Aims: A region's suitability for viticulture is commonly categorised by thermal‐based bioclimatic indices during the growing season, of which the growing season temperature (GST) is the most widely used. Growing season temperature thresholds, however, were developed for a specific region and therefore may not translate to other established wine regions, including Australia. This paper aims to investigate and refine the application of GST in modelling spatial suitability of existing wine regions in south‐east Australia. Methods and Results: Locations suitable for winegrapes according to traditional GST were mapped and compared with established wine regions. Inconsistencies were identified, and a range of refinements was applied in order to improve the spatial representation. Conclusions: This study highlights the benefit of three improvements to the GST parameter in order to successfully represent Australian wine regions. First, a latitude adjustment was applied to the GST to account for varying day length. Second, significant temporal variability in GST over the last 15–20 years was identified, highlighting the challenge of selecting a period that represents 'average conditions' for such studies. Third, in order to model the spatial extent of Australian wine regions, the inclusion of a 'hot' GST classification (19–22°C) was needed. Significance of the Study: These refinements allow for the successful quantification of climatic conditions for Australian viticulture. Refined GST thresholds can be applied to future climate projections, providing the industry with vital information and guidance on how to react and adapt to the challenges of climate change. Groundwater resources in Queensland (Australia) have been depleting in many aquifers for the last 100 years and natural recharge processes are not replenishing these resources at the rate of extraction. At the same time, the need to address carbon emissions to reach global climate-change targets is becoming increasingly recognised. Plentiful deep fresh groundwater is available but is difficult, and typically uneconomical, to access due to the high costs of borehole drilling and completion. The emerging concept of 'enhanced water recovery' (EWR) hypothesises that carbon dioxide (CO2) injection into the deep aquifers will increase pressure, making groundwater more easily available at shallower depths across a broad region while simultaneously contributing to a reduction in CO2 emissions. One example where this has been proposed is in the Great Artesian Basin's Surat Basin in Queensland. The findings from a series of focus groups held with different stakeholders, including agricultural producers, rural residents, and urban residents, demonstrate how different groups perceived the risks and benefits of injecting CO2 as part of the carbon capture and storage (CCS) process to raise borehole water levels. The paper discusses the trade-offs that the different stakeholder groups found more acceptable. The significance of this research is that it will be the first to publish public responses to an emerging technology that has the potential to provide multiple benefits in terms of climate-change mitigation and groundwater use. Aboriginal People have inhabited the Australian continent before time began, but archaeologists and anthropologists state there is evidence for approximately 51,000 to 71,000 years of continual habitation. During this time, the Australian continent has experienced many environmental and climatic changes, which have contributed to mass animal extinction. The skeletal remains of Aboriginal Australians were examined for evidence, which may be indicative of fast running which would assist survival. The skull and mandible bones of the Kaurna People were examined for signs evolutional traits related to survival. Aboriginal culture, knowledge of medical treatment and traditional medicines were also investigated. Oral storytelling of factual events, passed down unchanged for millennia, contributed to survival. The Kaurna People exhibited evolutionary facial features that would have assisted survival. Kaurna People had excellent knowledge of medicine and the capacity to heal their community members. The process of mobility and relocation may have embedded the need to be mobile in some Aboriginal Australian cultures, and why many Aboriginal tribes did not invest too much time and resources in building permanent structures and dwellings. Navigating these extremely harsh, rapidly changing conditions is an incredible story of survival of Aboriginal Australians. The findings of this investigation suggest that Aboriginal Australians' survival methods were complex and multi-faceted. Although this paper could not examine every survival method, perhaps Aboriginal Peoples' knowledge of flora and fauna, (for nourishment and medicine) living in clans, and avoiding mass cohabitation was paramount to our survival. Given current emissions trends an increase in global temperatures in excess of 2°C is highly likely in the coming century. In this context, it seems increasingly probable that states may consider solar geoengineering as a stop-gap climate response. Solar geoengineering refers to measures that aim to alleviate some measure of global warming by intentionally increasing the amount of the sun's energy that is reflected into space. Currently the two most discussed solar geoengineering techniques involve either marine cloud brightening or dispersing aerosols in the stratosphere. These techniques could be relatively inexpensive, are within the technological capacities (after a brief period of development) of technologically-advanced countries, and could have an almost immediate impact on temperatures. Yet, while solar geoengineering might potentially be utilised to manage some climate-linked security threats, it itself would create new security challenges. Consequently, this paper explores potential international security implications for Australia if a regional state, or group of states, initiates a solar geoengineering program. We conclude that since solar geoengineering is unlikely to become a first-order international issue, disputation over solar geoengineering will likely reflect, or act as a proxy for, wider patterns of state interaction. However, scenarios in which China and the United States take different positions, or in which there are divisions among regional powers, such as Indonesia, Malaysia, India and Singapore would pose the greatest threat to Australia's national security. Global municipal solid waste (MSW) amounts to approximately 1.3 billion tons per year and is expected to increase to approximately 2.2 billion tons per year by 2025. The greenhouse gas (GHG) emissions from landfills contribute to global climate change. Emissions from this sector contribute around 3% of total net emissions in Australia. Although responsible for a minor portion of Australia's emissions, the sector provides the opportunity for low-cost sources of abatement. This research study aimed to identify new opportunities for reducing GHG emissions from the landfill waste stream in public facilities in Blacktown City in New South Wales, Australia. For this purpose, two public facilities of different types were selected, a library and an aquatic center. The results of the study show that removing organic food waste from the landfill stream at 10 public facilities of the Council could reduce GHG emissions compared with landfilling the food waste by about 0.805 tCO2e/year. However, separately transporting that waste would emit 7.13 tCO2e/year. Therefore, the separated food waste would need to be processed on-site, for example, through worm farms. Removing coffee cups from the landfill waste stream could reduce the associated landfill GHG emissions by around 0.275 tCO2e/y for the 10 public facilities. The study also recommended separating plastic bags from the landfill waste stream of these facilities to reduce 1.10 tonnes of plastic bags from landfill each year. Implications: Potential opportunities for general waste reduction and GHG emission mitigation in public facilities has been studied in this paper. Removing coffee cups and organics food from the waste stream are the main potential opportunities for reducing general waste with possible GHG emission reduction of 0.275 tCO2e/y and 0.161 tCO2/y respectively for 10 public facilities. Removing plastic bags from the waste stream would offer another solution for waste reduction by jointing with the large program running in Australia and creating a collection point for them with 1.1 tonne/y mitigation in general waste at 10 studied public facilities. Ocean governance has been portrayed as a challenge since the seas have many resources and valuable environmental features with interested parties across jurisdictions. Different types of ocean governance are recognised worldwide in countries ranging from law-centred practices to planning across set periods of time. Australia coasts and oceans have three layers of government with institutional arrangements across many layers of actors. Trends indicate uncertainty for many listed species, despite improving management in some areas, as reported in the Australian State of the Environment publications. Environmental governance has recently been used as a solution to deal with the scale of environmental problems of oceans and the associated blue economy. Environmental governance has dealt with processes of efficiency, effectiveness, institutional arrangements, social justice and capacity building, but much of this literature focuses on process and lacks an outcome and performance orientation. This paper presents a framework for environmental governance that addressed this lack of outcome and performance orientation. Coastal aquifers provide a source of water for more than one billion people, with island freshwater lenses being some of the most vulnerable coastal groundwater systems due to their susceptibility to saltwater intrusion. Basic hydrogeological and hydrochemical knowledge regarding the recharge and salinisation processes of freshwater lenses is important to ensure sustainable utilisation, especially considering possible climate change effects. This paper makes an assessment of the fate of a freshwater lens in a drying climate through a comparison of current and historic hydrochemical data, which to the author’s knowledge is unique to this study. Fresh groundwater stable isotope signatures (δ 18 O, δ 2 H) reflect local amount weighted rainfall signatures (δ 18 O: −3.8‰; δ 2 H: −15.1‰), and confirm rainfall as the origin of fresh groundwater (δ 18 O: −4.47 to −3.82‰; δ 2 H: −20.0 to −16.6‰). Mixing with seawater was identified through enriched groundwater δ 18 O and δ 2 H signatures (maximum values of −0.36‰ and −1.4‰ respectively) compared to local rainfall and higher salinity (maximum 29,267 mg/L Total Dissolved Solids (TDS)) in a number of monitoring wells around the freshwater lens. Enhanced seawater intrusion detected in the northern section of the lens area was identified through significantly increased TDS values over the last 20–40 years, with increases of up to 3000% observed between 1990 and 2014. A reduction in the extent of freshwater by approximately 1 km 2 was identified since 1977, which was found to be primarily caused by a reduction in recharge to the freshwater lens due to a ∼20% decline in winter rainfall in the south-west Western Australian region since the mid 1960s. Groundwater abstraction was found to equate to between 5% and 9% of the estimated recharge for the island, and is not a significant factor in the reduction of the lens extent compared to the observed decline in rainfall recharge. Interestingly, seawater intrusion into the fresh water lens was found to occur by older seawater (0.03–0.09 TU) in regions of the lens that were previously fresh or slightly brackish, while one sample (0.67 TU) suggests either modern seawater intrusion or mixing of older saline groundwaters (>60 years) with rainfall recharge. The use of tritium dating in this island aquifer was essential in identifying ‘older’ seawater that was previously unidentified until now. The isotopic and hydrochemical tools used in this paper quantify the effects of groundwater abstraction and climate variability on the freshwater lens and have implications for the sustainable management of the groundwater resource on Rottnest Island, and elsewhere. Since its first use in the late 80's, the term chevron has been employed in numerous studies to describe large U- and V-shaped ridges found in or near shorelines worldwide. Most studies have so far focused on Bahamian chevrons that are exclusively of Late Pleistocene age, and on the supposed Holocene chevrons found in S-Madagascar and Australia. In the Bahamas, these deposits have been interpreted as the product of extreme storms at the end of the last interglacial (LIG) warm period. In contrast, the extensive chevrons complex exposed in S-Madagascar and on the western coast of Australia have been associated with a tsunami induced by a meteorite impact. Finally, several authors have also proposed a non-catastrophic (i.e. eolian) origin based on the recognized importance of wind-related processes in these coastal areas, and term such deposits parabolic dunes. In this paper, we collect and synthesize existing data on the morphology, sedimentology and age of these chevrons, and review the different interpretations proposed in the literature with the aim to lay out a consistent database to assist further investigations on these important coastal morphologies. In addition, we generated a synthesis of wind data at the three study areas, which highlights the relationship between present wind regimes and chevrons morphologies. The ubiquity of chevrons (likely actually parabolic dunes) in coastal areas around the globe and their relationship with coastal processes makes them crucial archives for reconstructing past wind regimes. Many montane avian communities are likely to be impacted negatively by future climate change. The ability to monitor these ecosystems effectively is therefore a priority. As species are expected to track their preferred climates by moving upwards in elevation, using indicator species of elevations has been suggested as a climate change monitoring strategy and has been explored for a variety of taxa in eastern Australia. Birds have great potential as vertebrate indicators due to their familiarity, detectability, and well known life histories. We used automated recording units (ARUs) and point counts to sample the avifauna along two elevational gradients in subtropical rainforest in north-eastern New South Wales, Australia. We used the indicator value protocol to identify avian indicators of elevation suitable for long-term monitoring. Pairs of species were more reliable than single species as indicators, and searching for indicators of elevational ranges (e.g. 300–500 m) proved more effective than looking for indicators of single elevations (e.g. 300 m). Point counts and ARUs were equally effective at determining indicators of elevations and ARUs performed particularly well in spring. We present avian indicator sets of lowland and highland sites, which provide a baseline for future monitoring of the effects of climate change on the region's avifauna. The methodology employed here is broadly suitable for similar studies elsewhere. We propose that the use of ARUs to identify indicator species of elevations is an effective strategy for monitoring the effects of climate change on montane avian communities worldwide. The birds of Australia's eastern rainforests are largely confined to mountain ranges, making them vulnerable to climate-change-driven changes in these ecosystems. We identify avian indicators of elevation that are suitable for the long-term monitoring of climate change effects. Research and development programs for improved productivity and profitability in horticulture have focused largely on understanding biophysical factors and production and harvest technologies. By contrast, relatively few studies focus upon the existing status of a rural community in terms of demographics, rationales and motivations underlying current farm management practices. Understanding such factors is increasingly important as pressures from climate change, globalised market forces, land-use competition and ageing workforces intersect on farms and for farmers. This paper explores experiences among macadamia growers in the Northern Rivers region of New South Wales, Australia, with the aim to better understand and improve the targeting of development programs to meet grower needs and aspirations, for improved industry resilience. Results suggest that growers are a diverse, ageing demographic who came into the industry with a variety of skill sets. Noting a lack of previous farming experience for many growers, we highlight the need to consider information transfer and succession planning, along with aspirations to consolidate properties and skills. New engagement approaches are recommended, with tailored extension to different grower groups. The paper describes a risk analysis of the economic impact of damage to metal roofing of a typical contemporary (new) Australian house subject to extreme wind loading. The failure modes considered are roof cladding and batten-to-truss connection failures, with the effect of defective construction also considered. Monte-Carlo simulation and structural reliability methods are used to stochastically model spatially varying pressure coefficients, roof component failure, and load re-distribution across the roof. This spatial reliability analysis enables fragility curves to be developed that relate likelihood and extent of roof cover loss to gust wind speed. The annual economic risk is up to 0.3% of house replacement value. A typical house with construction defects increases economic risk more than sixfold when compared to the defect-free house. There is a 10% chance that a changing climate will increase expected losses for houses in Brisbane and Melbourne by 6–18% over the next 50 years. [ABSTRACT FROM AUTHOR]

A key criterion of successful adaptation to climate change is that it avoids potential inequalities arising from climate impacts or from adaptation strategies themselves. Recent research on adaptation in developing and developed countries argues that the measures of such fairness cannot be captured by standard metrics of vulnerability and should be situated in the milieu of people’s daily lives and temporalities. Yet there is little empirical evidence to support this theoretical argument. This paper describes a method, and presents findings from research that aimed to understand and classify the lived values of four marginal rural communities at risk of sea-level rise in Australia to inform adaptation planning and implementation. Our research finds that there are at least five types of primary residents and second home-owners attached to these four low-lying coastal communities. Some of these residents are more likely to be amenable to relocation if their needs for affordable living and belonging are met. For others, there may be little that can be done to compensate for the loss of place attachment, and implementing a measured approach that provides them time to adapt to the idea of change and form connections to new places is the best that could be achieved. Screening is a critical first stage of the environmental impact assessment (EIA) process, vetting development proposals to determine whether or not they require a full assessment. Inadequately executed significance tests undermine EIA's purpose of environmental protection. There is considerable variation across jurisdictions in terms of prescriptive and discretionary significance tests and the criteria and thresholds within them. Of all aspects of EIA, screening is cited as the most frequent source of actual infringements, yet there is a dearth of research in this area. This paper presents an empirical study from South Australia that investigates the adequacy of its discretionary screening process. The findings suggest that improvements are much needed toward improved consistency and transparency of decision-making and, ultimately better environmental protection. Institutional responses to climate change stresses through planning will require new and amended forms of governance. Institutional framing of change imperatives can significantly condition associated governance responses. This paper builds on scholarly conversations concerning the conceptual role of ‘storylines’ in shaping institutional responses to climate change through governance. I draw on conceptual perspectives of climate change as a ‘transformative stressor’, which can compel institutional transformation within planning. The concepts of storylines and transformative stressors are conceptually linked. The conceptual approach is applied to an empirical enquiry focused on the regional planning regime of South East Queensland (SEQ), Australia. In this paper I report on and examine three institutional storylines of responding to climate change through planning governance in SEQ. I conclude that the manifestation of climate change as a transformative stressor in SEQ prompted institutional transformation, leading to a dominant storyline focused on climate adaptation as an important facet of regional planning governance. Although planning and policy instruments are important for climate change adaptation, the implementation of these measures is critical for success. This paper studies different climate change adaptation strategies by analysing the measures adopted by stakeholders in charge of government policy development and implementation to minimise the impacts of climate change in the northern tropical region of Queensland, Australia. Local government organisations are responsible for taking a leading role in climate change adaptation. State and commonwealth government agencies are primarily responsible for developing climate transition policies and guidelines, as well as providing limited financial aid to help support the local government. Interviews were conducted with local government practitioners identified from different local government authorities in the study region. Although all the government bodies made some progress in developing better climate change adaptation policies, the interview participants identified that a lot more needs to be done, especially in implementation, including devising and the application of relevant action plans, economic assessments, stakeholder participations and engagement. From a local government practitioners' viewpoint, both the water sector and local economy will face the highest immediate impacts if climate change adaptation actions are not adequately implemented at local government level in the study region. There are currently no notable legal bindings to address climate change risks in the region. In addition, financial liability assessments due to climate risks and cost-share mechanisms among different levels of stakeholders and government authorities to face and prepare for climate change impacts hardly exist. Although the interview respondents recognise their high importance. As there are uncertainties in the achievements of climate change adaptation plans, from a local government practitioners' standpoint, the local authorities should take appropriate actions to integrate adaptation and mitigation works to face and prepare for climate risks rather than focusing only on adaptation. The respondents informed that some work has been done to identify flood prone areas and a few policy documents exist that accommodate sea level rise in planning practice, but these are done in fragments with no holistic implementation, monitoring or evaluation plans put in place. • Climate change adaptation actions are urgently needed. • The priorities and perceptions of government professionals are key to success. • Stakeholders needs to be engaged to formulate adaptation strategies. • Holistic implementation, monitoring or evaluation plans are important for success. • Climate change adaptation and mitigation measures are suggested to be integrated. Global climatic change is driving research and development in low emissions technologies. One such technology is the use of charcoal from biomass in steelmaking. This paper adapts social life cycle assessment methodologies to analyse the social dimensions of energy supply alternatives in steelmaking using regionalised production scenarios in Australia. Three energy supply alternatives are investigated: charcoal produced from Radiata pine plantation forestry; charcoal produced from Mallee eucalypt revegetation on agricultural land; and metallurgical coal. Impact indicators analysed include land-use, employment, workplace health & safety and a qualitative analysis of identified stakeholder issues. The research finds that biomass alternatives are significant generators of direct employment at the regional level; have concomitantly higher rates of workplace injuries and represent a significant change in land-use. Charcoal produced from Mallee biomass planted as a conservation measure on farmland, however, has the benefit of representing a shared land-use that provides an additional farm revenue stream and assists dryland salinity management. The paper finds that full substitution of coal by pine or Mallee charcoal does not provide a unique solution for optimising the social performance of the energy supply alternatives across all indicators. In this paper we explore the urban political ecologies ( UPEs) of rental housing through the lens of water to draw attention to the different conditions of access to 'resources for adaptation' in the material relations of public and private rental housing provision in a world of changing climate. Climate change introduces a profound dimension of uncertainty in the socio-material relations of urban life. However, the capacity of urban residents to make changes to their housing is uneven, and this uncertainty is amplified by the limited access of many tenants to 'resources for adaptation' such as gardens, water efficiency, and alternative energy and is exacerbated by regulatory practices, including leases, insurance, and capital investment, that help shape the socio-natural relations of tenure. UPE emphasises the hybrid nature of cities and the flows of people and materials that constitute the built environment. We draw on the insights of UPE alongside an appreciation of the dynamics of normal standards of comfort, cleanliness, and convenience in the home to reveal the complexities of attempts to engage more sustainably with water in rental property. This paper draws on a case study of rental property managers and tenants in Newcastle, NSW, Australia, to explore social and cultural processes that are both shaped by and shape rental housing provision. We reveal a suite of practices, materials, and discourses that assemble to make 'resources for adaptation' and simultaneously render water useful, troubled, or troublesome. [ABSTRACT FROM AUTHOR]

Although voluntary carbon offsets have played a key role in the response to addressing climate change in the aviation sector, little is known about consumer preferences for such offsets and their offsetting behaviour in Australia. This paper developed and applied a choice modelling study to measure the economic values of aviation carbon mitigation and to identify major factors influencing air travellers' voluntary climate action. Results show that respondents have a mean willingness to pay (WTP) of AU$21.38 per tonne of CO2 reduced in the form of voluntary carbon offsets per person. Female travellers might have a higher economic value of carbon mitigation than male counterparts while climate sceptics who are less likely to be carbon offsetters might in fact hold a higher WTP value than non-sceptical travellers. The findings suggest that in terms of WTP the best profile of offset projects might be renewable energy projects in developing countries, of which resulting carbon credits can reduce company legal liabilities. Positive support was found for mitigation measures by airlines, with technological efficiencies more strongly supported than operational practices and biofuels. In the current climate of intense turbulence, tourism must transform to a more sustainable development platform. Yet it remains unclear how the concept of sustainability is embedded at different levels of government policy and planning, and how this has evolved over time. This paper identifies the concept of sustainability as it is articulated in 339 Australian tourism strategic planning and policy documents published between 2000 and 2011. The paper examines the extent to which the concept of sustainable tourism is evident in the discourse of Australian tourism strategic planning documents at the national, state, regional and local levels, as well as the balance of the discourse in relation to sustainability objectives. The results show that the frequency of occurrence of sustainability as a concept has slightly increased in strategies over the past decade. At the same time, there has been a shift in the conceptualisation of sustainability, with thinking evolving from nature-based, social and triple bottom line concepts toward a focus on climate change, responsibility, adaption and transformation. It mentions that people living in rural communities are more likely than their city-dwelling cousins to experience multiple physical and mental health problems; and also mentions that self-management interventions are highly effective at preventing readmission to crisis care.

Various human heat stress indices have been developed to relate atmospheric measures of extreme heat to human health impacts, but the usefulness of different indices across various health impacts and in different populations is poorly understood. This paper determines which heat stress indices best fit hospital admissions for sets of cardiovascular, respiratory, and renal diseases across five Australian cities. We hypothesized that the best indices would be largely dependent on location. We fit parent models to these counts in the summers (November-March) between 2001 and 2013 using negative binomial regression. We then added 15 heat stress indices to these models, ranking their goodness of fit using the Akaike information criterion. Admissions for each health outcome were nearly always higher in hot or humid conditions. Contrary to our hypothesis that location would determine the best-fitting heat stress index, we found that the best indices were related largely by health outcome of interest, rather than location as hypothesized. In particular, heatwave and temperature indices had the best fit to cardiovascular admissions, humidity indices had the best fit to respiratory admissions, and combined heat-humidity indices had the best fit to renal admissions. With a few exceptions, the results were similar across all five cities. The best-fitting heat stress indices appear to be useful across several Australian cities with differing climates, but they may have varying usefulness depending on the outcome of interest. These findings suggest that future research on heat and health impacts, and in particular hospital demand modeling, could better reflect reality if it avoided “all-cause” health outcomes and used heat stress indices appropriate to specific diseases and disease groups. During the late nineteenth and early twentieth centuries the newspaper press was the leading public forum in the protracted debate over the supposed climatological effects of forests. Journalists acted as key intermediaries in the dispute between parliament, science and the public. The press was also a powerful pressure group in its own right. Newspaper reports contextualised the forest influence issue by linking it to three interrelated concerns: the cause of climate variability and change, the environmental impact of humans, and the need for forest conservation. This paper examines the role of the Australasian press in the debate along with the changing nature of the arguments and some aspects of its historical geography. Results are summarised from a systematic longitudinal survey that analysed over 1400 articles relevant to the forest influence debate published in 141 Australian and New Zealand newspapers between the years 1827 and 1956. The study concludes that the press was instrumental in politicising all sides of the debate and later in perpetuating it in popular culture long after both governments and institutional science had dismissed the idea that humans could alter climates by manipulating forests. Abstract: Climate change has been described as the biggest global health threat of the 21st century. The atmospheric concentrations of greenhouse gases, such as carbon dioxide, methane and nitrous oxide, have increased significantly since the start of the Industrial Era around 1750, with much of this increase occurring over just the last 50 years or so. This is resulting in warming of the climate system as well as changes in precipitation and weather and climate extremes. These changes in climate are having wide‐ranging impacts on the Earth’s physical, biological and human systems, including human health. It is these impacts of climate change on human health that are the focus of this paper, particularly the impacts on allergens and allergic diseases. Such impacts are particularly significant in many countries where the prevalence of such diseases is high and/or increasing. There is now compelling evidence that rising air temperatures and carbon dioxide concentrations are, in some plant species, resulting in increased pollen production and allergenicity and advancement and lengthening of the pollen season. Changes in extreme events, such as thunderstorms and tropical cyclones, will also have impacts on allergic diseases, with, for example, the flooding associated with tropical cyclones leading to proliferation of mould growth in damp homes. The article also considers a range of responses to these health threats, including greenhouse gas mitigation, and adaptation strategies, such as enhanced environmental monitoring and health surveillance and adequate planning for the future medical workforce. Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the 'Australian national climate', claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia-in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability-is being exploited by the federal government and hampering climate change mitigation nationally. The Monsoonal North West (MNW) region of Australia faces a number of challenges adapting to anthropogenic climate change. These have the potential to impact on a range of industries, including agricultural, pastoral, mining and tourism. However future changes to rainfall regimes remain uncertain due to the inability of Global Climate Models to adequately capture the tropical weather/climate processes that are known to be important for this region. Compounding this is the brevity of the instrumental rainfall record for the MNW, which is unlikely to represent the full range of climatic variability. One avenue for addressing this issue (the focus of this paper) is to identify sources of paleoclimate information that can be used to reconstruct a plausible pre-instrumental rainfall history for the MNW. Adopting this approach we find that, even in the absence of local sources of paleoclimate data at a suitable temporal resolution, remote paleoclimate records can resolve 25% of the annual variability observed in the instrumental rainfall record. Importantly, the 507-year rainfall reconstruction developed using the remote proxies displays longer and more intense wet and dry periods than observed during the most recent ~ 100 years. For example, the maximum number of consecutive years of below (above) average rainfall is 90% (40%) higher in the rainfall reconstruction than during the instrumental period. Further, implications for flood and drought risk are studied via a simple GR1A rainfall runoff model, which again highlights the likelihood of extremes greater than that observed in the limited instrumental record, consistent with previous paleoclimate studies elsewhere in Australia. Importantly, this research can assist in informing climate related risks to infrastructure, agriculture and mining, and the method can readily be applied to other regions in the MNW and beyond. ABSTRACT Seasonal rainfall forecasts are an important tool for risk management across many sectors. However, significant challenges arise in the development of skilful and practically useful seasonal forecasts for regions where the temporal and spatial variability of rainfall is large and/or knowledge about what causes this variability is in its infancy. This is evident in the state of South Australia ( SA), where seasonal rainfall currently has low predictive skill. The key climate processes have yet to be fully identified in SA and therefore may not be adequately represented in forecast models. The aim of this paper is to identify and quantify relationships between large-scale ocean-atmospheric processes and seasonal rainfall variability across SA. We identify two distinct climate zones: (1) the arid northern region, where rainfall is mostly influenced by climate processes stemming from the tropical Indian and/or Pacific Oceans and (2) southern SA, which is dominated by Southern Ocean processes. The average percent of variability of SA rainfall accounted for by any single large-scale climate process (i.e. linear regression using a single predictor) is 8% in summer, 19% in autumn, 33% in winter and 24% in spring. However, when two or more processes are considered in combination (through multiple linear regression), this rises to 13, 26, 46, and 33%, respectively, highlighting the importance of capturing the interaction among multiple climate processes. Importantly, the findings from this study provide a set of metrics against which existing statistical and dynamical forecasting schemes can be tested and highlight processes that should be focused on in order to improve (or develop new) forecasting schemes. The study also recommends the need for further investigations into non-linear relationships between rainfall and large-scale ocean-atmospheric processes and the development of more objective methods for determining which climate process, or combination of processes, are most important for a certain season or location. Global circulation models (GCMs) provide important insights into future climate change. Bias-correction of downscaled GCM output is integral to any hydrological investigations of climate change due to discrepancies between the statistics of downscaled GCM simulations and observations. Many bias-correction techniques have been developed to support hydrological applications. However, there have been few comparisons of the sensitivity of hydrological simulations to different bias-correction assumptions. This paper investigates the importance of two common assumptions: (i) simultaneously correcting bias at multiple time scales, and (ii) explicitly handling rainfall autocorrelation; in quantile mapping of downscaled GCM rainfall data for hydrological simulation. Four quantile mapping methods are applied to correct bias in dynamically downscaled reanalysis and historical GCM simulations of rainfall for 11 catchments in south-eastern Australia and the performance of bias-corrected rainfall and streamflow simulations is evaluated. All quantile mapping methods investigated can effectively eliminate bias in monthly and annual rainfall totals. Quantile mapping methods that consider differences in the temporal dependence (autocorrelation) structure of downscaled GCM and observed rainfall are most effective in reducing bias in rainfall sequencing statistics, such as probability of consecutive wet or dry days. Streamflow simulations of mean and high streamflow percentiles are underestimated when generated using rainfall that is corrected using quantile mapping methods that do not consider differences in the temporal dependence structure of downscaled GCM and observed rainfall. Future hydrological investigations of climate change should therefore adopt methods that explicitly consider the temporal dependence structures of downscaled GCM and observed rainfall. • We modify a method to assess yield of carryover reservoir with environmental flow. • The method can be applied at large scales, under historic and future climates. • We quantify yield declines due to climate change and environmental flow provision. Protecting freshwater systems to ensure sustainability requires diagnosing threats over a broad range of scales, from local to global. There is growing acceptance that environmental flows must be protected to sustain river channels and floodplain ecosystems downstream of reservoirs. Meeting environmental water requirements has proven difficult because they reduce water yield available for human use – a particular challenge in regions already experiencing declining water availability with climate change. A further challenge is the difficulty of assessing the impact of environmental water requirements on water availability for other purposes. This paper provides a modification of the Gould-Dincer method to assess the yield of carry-over reservoirs subject to environmental water requirements. The method characterizes reservoir inflows using readily available flow characteristics (annual mean and C v). We develop and test the method using ten examples with well-understood environmental water requirements and a range of annual flow C v s. We then demonstrate this method at continental scale, to investigate the impact on yield of providing high-reliability supply including environmental water requirements, under a changing climate. According to our results, considering climate change and environmental flow provision simultaneously, the decline in water yield is projected to be about 27% and 18% respectively for Australia and US (based on hypothetical reservoirs capacity of one times mean annual inflow). Adapting environmental flow demands to future hydrological conditions results in a 2% and 3% increase in Australia and US-wide yield for human use respectively. This paper employs a visceral approach to explore the affective relations between kangaroo meat and home. We concentrate on eating kangaroo as a central political issue. In 2008, kangaroo meat gained prominence in Australia through the proposal in theGarnaut Climate Change Reviewto reduce carbon emissions by changing consumers' red meat diets in an expanded kangaroo meat market. This paper considers why many Australian households choose to avoid eating kangaroo despite market relations and climate policy constituting ‘roo-consumers as ‘environmental citizens’. We draw on taste-driven fieldwork that involved participants plating up kangaroo meat at home. We focus on two participants who never eat kangaroo at home to illustrate how this visceral approach is useful to rethinking climate change policies. We discuss how the intensity of visceral disgust works against incorporating more kangaroo meat into weekly home diets to help mitigate climate change. Eating kangaroo created a domestic space where these participants felt viscerally disconnected with culinary legacies along with particular dimensions of their subjectivities and home. Rather than eating kangaroo being tied to the logic of climate change or capitalism, visceral disgust ruptures boundaries that maintain a socio-spatial political order to things through chicken, beef, lamb and pork. The incidence of major storm surges in the last decade have dramatically emphasized the immense destructive capabilities of extreme water level events, particularly when driven by severe tropical cyclones. Given this risk, it is vitally important that the exceedance probabilities of extreme water levels are accurately evaluated to inform risk-based flood and erosion management, engineering and for future land-use planning and to ensure the risk of catastrophic structural failures due to under-design or expensive wastes due to over-design are minimised. Australia has a long history of coastal flooding from tropical cyclones. Using a novel integration of two modeling techniques, this paper provides the first estimates of present day extreme water level exceedance probabilities around the whole coastline of Australia, and the first estimates that combine the influence of astronomical tides, storm surges generated by both extra-tropical and tropical cyclones, and seasonal and inter-annual variations in mean sea level. Initially, an analysis of tide gauge records has been used to assess the characteristics of tropical cyclone-induced surges around Australia. However, given the dearth (temporal and spatial) of information around much of the coastline, and therefore the inability of these gauge records to adequately describe the regional climatology, an observationally based stochastic tropical cyclone model has been developed to synthetically extend the tropical cyclone record to 10,000 years. Wind and pressure fields derived for these synthetically generated events have then been used to drive a hydrodynamic model of the Australian continental shelf region with annual maximum water levels extracted to estimate exceedance probabilities around the coastline. To validate this methodology, selected historic storm surge events have been simulated and resultant storm surges compared with gauge records. Tropical cyclone induced exceedance probabilities have been combined with estimates derived from a 61-year water level hindcast described in a companion paper to give a single estimate of present day extreme water level probabilities around the whole coastline of Australia. Results of this work are freely available to coastal engineers, managers and researchers via a web-based tool (). Anticipatory governance is emerging in the literature and practice as a form of decision-making which attempts to deal with climate change complexities and uncertainties. Underpinning the anticipatory governance approach to decision-making is a three-step process which includes future analysis, flexibility of strategies and monitoring and action. This paper adopts the anticipatory governance and its three-step approach as a framework to investigate two Australian local government adaptation initiatives. It discusses the challenges local governments face in taking the lead through anticipatory governance to address climate change adaptation in their planning efforts. This paper summarises key issues from papers included in a special issue about the impacts of climate change on Australian wetlands. The papers covered: the assessment of wetlands under climate change, adaptation and engineering responses to climate change, and restoring wetlands under a changing climate. The key issues from these papers were used to indicate areas where the Ramsar Convention could develop guidance as part of its' Handbooks for the Wise Use of Wetlands. These included: (i) assessing changes in the distribution of species and whether these constitute a change in the ecological character of the wetland; (ii) assessing the usefulness of models of wetland response to climate change; (iii) assessing the value in allocating water to protected sites where restoration would be contingent on reallocation of larger volumes of water; (iv) assessing the efficacy of engineering responses with the potential to deliver more water-efficient environmental outcomes for wetlands and (v) determining if the description of the ecological character of a Ramsar site at the time of listing is a suitable reference for management purposes. This is the introduction to the Ecology and Society special feature on "Applying Landscape Science to Natural Resource Management". Primarily drawing upon examples from Australia, the nine papers in the feature illustrate how landscape science seeks to integrate information from diverse sources to generate management solutions for implementation by individual land managers, communities, and governments at different levels. This introduction refers to the genesis of the feature, briefly outlines the nature and content of landscape science, and then summarizes key features of the nine papers. These are organized into two sections: one deals with inputs from human agents in the landscape, and one with the development of models enabling different management scenarios and environmental changes to be envisaged, understood, and applied to policy development. Abstract: Economic analysis of climate scenarios and alternative water policies is critical for development and implementation of appropriate water policies and programs. Mathematical models have been developed to assess water resources policies due to their ability to explicitly represent the biophysical dynamics of natural systems while integrating these within social and economic constraints. These models have been criticised, however, due to the problems of simplification, overspecialisation, plausibility and lack of empirical validation. This paper introduces a mathematical programming model which uses positive mathematical programming method to calibrate and model agriculture and water use in the Murray-Darling Basin of Australia. This paper reviews the theoretical and technical details of the model development including the key steps taken in collating and scaling the biophysical and economic data, and to address model parameterisation issues. The paper summarises results of an application of the model for assessing climate change impacts in the form of reduced rainfall and water allocations and increased crop water use for agricultural production. The results show the degree of variability in gross values under different climate scenarios compared to the base case scenario, especially in very dry years. The results also show how on-farm adaptation options and water markets can mitigate these losses. [Copyright &y& Elsevier]

The recent publication in Current Biology (21:1828-1832) by Wernberg et al. (2011) utilized historical herbarium specimen records sourced from Australia's Virtual Herbarium to suggest that the distribution ranges of numerous seaweed species are shifting southward, purportedly as a response to climate change. We contend that the paper is seriously flawed for several reasons: an inappropriate interpretation of herbarium records, the absence of ground-truthing to confirm actual extirpation, and an incorrect interpretation of collection effort. The major assumptions of the paper are that herbarium records from a particular period are equivalent to a species' distribution in that period, and that the absence of a herbarium specimen from subsequent periods is evidence for the species' local extinction. No effort, however; has been made to validate these assumptions. Herbarium specimens are not collected in a systematic way, geographically or otherwise. Collectors are often selective in their taxonomic coverage, and there has never been a program of extensive seaweed collection over a defined period. Collections are often built up ad hoc as opportunities and funding arise. Thus the absence of a herbarium record is potentially due to any number of factors, the least likely being a local extinction. Moreover, none of the results were tested by revisiting sites and checking for the presence of supposedly locally extinct species. We also suggest that the claimed northwards collection effort bias, used in support of the conclusions, is grossly oversimplified. Abstract: Building adaptive reuse plays a critical role in emissions reduction and supports global climate protection. Thus, the designing of future buildings with embedded adaptive reuse potential is a useful criterion for sustainability. This paper describes the development of a new rating tool known as adaptSTAR, which offers holistic and unified design criteria suitable for assessing the adaptive reuse potential of future buildings. The findings show that criteria can be identified and weighted according to physical, economic, functional, technological, social, legal and political categories to calculate an adaptive reuse star rating. In addition, this paper reports on the first stage of the research methodology used in the initial development of the rating tool and concludes with some preliminary observations from 12 selected successful case studies in New South Wales (NSW) and Melbourne, Australia. The last decades have witnessed a rapid development of green building developments at a global scale, as a measure to deal with various challenges related to climate change especially environmental issues. Australia is no exception. It is not unusual that extra resources such as cost are required for developing green buildings compared to conventional buildings. To justify extra upfront resources required for green building developments, a variety of tools have been developed such as life cycle assessment and life cycle costing. These two tools have been used in some projects in order to evaluate the cost and benefits of green buildings from a life cycle perspective. However, the uptake of life cycle assessment and life cycle costing are generally slow in the construction industry. This paper presents a critical review of green building evaluation from life cycle perspective. In particular, the use of life cycle assessment and life cycle costing in green building evaluation in Australia is reviewed. Knowledge gap is presented and future research agenda is proposed. “Integrated Urban Water Management plans” consider all water services simultaneously to determine optimal infrastructure solutions. They create many benefits, including unlocking opportunities for water reuse. This paper conducts preliminary assessment of nine IUWM plan case studies from Melbourne. It finds inconsistencies between plans in relation to environmental and liveability objectives, and option identification methods, and also that many IUWM options perform worse than conventional water supplies in regards to energy. The most consequential finding is that the plans do not include scenario planning and therefore fail to consider infrastructure performance regarding resilience to future uncertainties around population and climate change. The Pleistocene continent of Sahul was first settled by people who arrived by watercraft from Island South East Asia about 50,000 years ago. Some of the oldest archaeological sites in Sahul are located in the southern Kimberley, in northwest Australia. This area lies within the southern zone of influence of the tropical monsoon and thus has always been highly sensitive to changes in monsoon dynamics over time. How these climatic changes have affected the colonisation and occupation of Australia is an important research theme in Australian archaeology. This paper illustrates the contribution and challenges of micromorphology in deciphering palaeoenvironmental and anthropogenic markers in a still largely unexplored Australian context. Micromorphological analysis of two archaeological sequences in the Napier Range (Carpenters Gap 1 and 3) provides a complementary and comprehensive reconstruction of the human-climate history in this area spanning nearly 50,000 years of Australian human presence. The results demonstrate an opportunistic use of sites by people through time, surprisingly independent of local climatic variation, suggesting highly flexible subsistence strategies. In recent years, there has been growing global recognition of the need to reduce carbon emissions in response to climate change concerns. It is generally acknowledged that the energy efficiency of existing homes can be improved, but there are significant barriers to its uptake. In particular improving the energy efficiency of private rental housing presents unique policy challenges due to a split-incentive problem. This has prompted some governments to introduce programmes that encourage landlords to improve the energy efficiency of their properties. While landlords are responsible for the purchase of many energy-consuming household appliances, tenants are responsible for energy bills. Since the landlord does not reap the immediate benefits of investment in energy-efficient equipment, the incentives motivating such investment are weaker than for homeowners. This paper aims to quantify the magnitude of the split-incentive problem in the Australian private rental housing market by invoking a modelling approach where energy expenditure is estimated as a function of housing tenure, dwelling type, location, climate and other socio-demographic variables. We find no evidence in support of the split-incentive hypothesis in Australia. Abstract: This paper explores how disclosure is used by key bodies in the Australian mining industry as a means to respond to climate change and ensure their social licence to operate. The study utilises a legitimacy theory framework and a multi-case analysis to examine the environmental disclosure practices via a variety of media of two companies and two industry bodies within Australia''s mining industry. It is revealed that a combination of legitimising strategies is undertaken by key bodies in the Australian mining industry, however to differing degrees depending on the organisation. There is also support for the notion that different media plays a critical role in facilitating the legitimacy seeking behaviours of the companies and industry bodies. This study extends existing literature on legitimacy theory by highlighting the value of utilising this perspective to explore contemporary phenomena such as corporate responses to climate change. The findings of this study have practical significance as they are expected to have important policy ramifications. One of the differentiating features of this paper, compared to prior studies utilising a legitimacy theory framework, is the examination of legitimising disclosure strategies at an industry level, which complements a company level analysis. The Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) raised public awareness of the need to consider climate change in coastal management and gained international recognition when it received a joint award of a Nobel Peace Prize in 2007. The raised awareness of climate change surrounding the work of the IPCC was in large part responsible for the focus of the recent Australian national inquiry into coastal management in the context of potential climate change impacts on the coast, conducted by the House of Representatives Standing Committee on Climate Change, Water, Environment and the Arts. In the same year the then Minister of Climate Change, Senator Penny Wong, and the Department of Climate Change released a major government report Climate Change Risks to Australia's Coast and set up a national Coasts and Climate Change Council to provide advice to the government. This paper provides a review and analysis of the extent to which climate change issues, within the context of the broader global change debate, have influenced Australian coastal management through its legislation, policies and practice. In particular, the paper focuses on the impact of recent national reports and state government legislative and policy changes and draws conclusions on future directions for Australian coastal management. The Australian Government's Clean Energy Legislative Package includes the legislative infrastructure for a carbon tax which came into full effect in July 2012. Although the legislation is comprehensive, we argue that it lacks a mechanism that adequately deals with the competing policy objectives of: (a) achieving reductions in greenhouse gas emissions; (b) not impairing national economic growth; and (c) ensuring that international obligations regarding response measures, such as a carbon tax, do not adversely affect developing countries. The potential policy frictions between these objectives might have been reduced had the Government included a well-known trade mechanism which could have provided a more coherent interface for these competing policy objectives. That mechanism is the 'border tax adjustment'. This paper explores a range of misunderstandings surrounding the use of border tax adjustments, which may well explain why they were not implemented. Furthermore, this paper will explain how, if properly understood, border tax adjustments could make a significant contribution to a consistent climate policy that balances the competing concerns of climate change, trade, economic and developmental policy objectives. There has been an increasing investment of taxpayer dollars in revegetation in Australia over the past 20 years, at both federal and state levels. The largest of these, the Australian Government's Biodiversity Fund, will invest A$946 million to revegetate, rehabilitate and restore landscapes to store carbon, enhance biodiversity and build environmental resilience under climate change. The universal challenge for restoration practitioners working within these programmes is species selection for both current and future environmental conditions at a given site. For policy makers, the challenge is to provide guidelines and tools for this process. The first paper in this series of two papers looked at scientific methods that could provide underpinning knowledge to improve the assessment of species vulnerability to climatic and atmospheric change. In this paper, the publically accessible Atlas of Living Australia is used to demonstrate how revegetation project leaders can assess whether the species and provenances used in their revegetation projects are likely to be suitable for changing environmental conditions. Governments across Australia have long been investing in revegetation in an effort to restore biodiversity and, more recently, mitigate climate change. However, no readily available methods have been described to assist project leaders identify species and provenance material likely to be sustainable under the changing climatic conditions of coming decades. Focussing particularly on trees, as trees are important for biosequestration as well as for providing habitat for other native species, Paper 1 of this two part series briefly reviews species distribution models and growth simulation models that could provide the scientific underpinning to improve and refine selection processes. While these previous scientific studies provide useful insights into how trees may respond to climate change, it is concluded that a readily accessible and easy-to-use approach is required to consider the potential adaptability of the many trees, shrubs and ground cover species that may be needed for biodiverse plantings. In Part 2 of this paper, the Atlas of Living Australia is used to provide preliminary information to assist species selection by assessing the climatic range of individual species based on their current distributions and, where available, cultivated locations. While using the Atlas can assist current selections, ways are outlined in Part 2 in which more reliable selections for changing climatic conditions could be made, building on the methods described here.
