The aim of this paper is to present and discuss the results of a survey of fishers exploiting dam reservoirs to determine the conditions of conducting fisheries associated primarily with climate change. Overall, questionnaires were obtained from 18 enterprises (of which 16 were chapters of the Polish Anglers Association) regarding a total of 30 reservoirs with a combined surface area of 29,666 ha, which is 49% of the total surface are of this type of basin in Poland, the largest country in East-Central Europe. This sample is highly representative of all the fisheries conducted in this basin category in Poland and in other East-Central European regions. The following questions referring to the impact of climate change were defined and analyzed based on the answers obtained from the questionnaires: survival of hatchlings, fry, and adult fish; the spawning success of selected fish species; selected hydrological and biological reservoir parameters, the possibility of using and the effectiveness of fishing gears; the length of the recreational fishing season; the size of recreational and commercial fisheries catches of different fish species. Pluvial flooding is a result of overland flow and ponding before the runoff enters any watercourse, drainage system or sewer, or cannot enter it because the network is full to capacity, usually caused by intense rainfall. River and coastal floods get the most attention since they are largest and last the longest, while pluvial floods are relatively marginalized in research. Therefore, the main goal of this research was to show risk posed by pluvial floods, their connection to current global climate change processes, present effects of flooding in European cities, as well as what we can expect in the future. Furthermore, the aims were to present and get more familiar with scientific projects, strategies, directives and measures devised both on national and international levels, that deal with urban pluvial flood issues across the European continent. Climate change projections indicate that there will be an increase in the frequency and intensity of rainfall events throughout Europe and along with ongoing urbanization, the problem of pluvial flooding will most certainly require more attention, which it is starting to receive. Some countries have already developed their strategies and initiatives and implemented both structural and non-structural measures, such as spatial planning, constructional measures, information systems, reducing land sealing through policies, building codes and standards, on-site improvement of retention, infiltration, evaporation, and rainfall water recycling with the use of green roofs, permeable or porous pavements, rain gardening or urban rainwater harvesting. At the same time, there are numerous research papers, studies, conferences and workshops devoted to the problem of pluvial flooding and its management carried out in an attempt to properly deal with this hazard. Deep learning techniques (in particular convolutional neural networks, CNNs) have recently emerged as a promising approach for statistical downscaling due to their ability to learn spatial features from huge spatio-temporal datasets. However, existing studies are based on complex models, applied to particular case studies and using simple validation frameworks, which makes difficult a proper assessment of the (possible) added value offered by these techniques. As a result, these models are usually seen as black-boxes generating distrust among the climate community, particularly in climate change problems. In this paper we undertake a comprehensive assessment of deep learning techniques for continental-scale statistical downscaling, building on the VALUE validation framework. In particular, different CNN models of increasing complexity are applied for downscaling temperature and precipitation over Europe, comparing them with a few standard benchmark methods from VALUE (linear and generalized linear models) which have been traditionally used for this purpose. Besides analyzing the adequacy of different components and topologies, we also focus on their extrapolation capability, a critical point for their possible application in climate change studies. To do this, we use a warm test period as surrogate of possible future climate conditions. Our results show that, whilst the added value of CNNs is mostly limited to the reproduction of extremes for temperature, these techniques do outperform the classic ones for the case of precipitation for most aspects considered. This overall good performance, together with the fact that they can be suitably applied to large regions (e.g. continents) without worrying about the spatial features being considered as predictors, can foster the use of statistical approaches in international initiatives such as CORDEX. Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. Biscuits are a major product category in the global confectionary sector. Despite this, their environmental impacts are poorly characterised. Therefore, this paper sets out to evaluate the life cycle environmental sustainability of the following widely-consumed types of biscuit, both at the product and sectoral levels: crackers, low fat/sugar, semi-sweet, chocolate-coated and sandwich biscuits with chocolate or vanilla cream. The results obtained through life cycle assessment demonstrate that, in addition to being healthier, low fat/sugar biscuits have the lowest impacts across most of the 18 categories considered. Chocolate-coated biscuits are environmentally the least sustainable. The most significant life cycle stage for all types is the raw materials production, causing 41%–61% of the total impacts, with flour, sugar and palm oil being the key hotspots. Replacing palm with rapeseed oil would improve five impacts but worsen another five, including a 34% increase in agricultural land occupation and marine eutrophication. Therefore, the cultivation and production of palm oil, rather than its replacement, should be targeted for improvements. The second most crucial stage is manufacturing, contributing up to 54% of the impacts, followed by transport with up to 35%. Reducing energy consumption by 25% in manufacturing would reduce primary energy demand by 8%–12%, fossil fuel depletion by 9%–12% and global warming potential by 6%–9%. The latter would increase by 55% if land use change related to cocoa was involved, despite a very small amount of cocoa in the biscuits (∼1%). The analysis at a sectoral level in the UK, the leading consumer of biscuits in Europe, reveals that biscuits contribute 7.4% of primary energy demand and 0.5% of greenhouse gas emissions of the whole UK food sector. Climate change is progressing and is already visible to the naked eye around the world. Hydrological events associated with climate change, i.e. floods and droughts, have reached extreme levels in recent years. Researchers warn that these phenomena will continue to intensify. According to recent reports, the number of extreme weather events, including hydrological phenomena, has increased by 60% in Europe over the last three decades. Both water shortages and water surpluses affect the soil environment and its functions. This in turn has a direct impact on crops and agriculture. For example, in the US alone, droughts and floods were responsible for more than 70% of the decline in cereal yields in 2011 alone. However, the soil environment is a complex ecosystem that is not yet fully understood, making it difficult to predict the impact of climate change on its quality and functioning. In this paper, we discuss the effects of floods and droughts on the soil microbiome and the implications of these changes for agriculture. [Display omitted] Energy transitions are at the top of global agendas in response to the growing challenges of climate change and international conflict, with the EU positioning itself as playing a pivotal role in addressing climate risks and sustainability imperatives. European energy transition policies identify 'smart consumption' as a key element of these efforts, which have previously been explored from a predominantly technical perspective thus often failing to identify or address fundamental interlinkages with social systems and consequences. This paper aims to contribute to interdisciplinary energy research by analysing a forward looking 'Horizon Scan' research agenda for smart consumption, driven by the Social Sciences and Humanities (SSH). Reflecting on an extensive systematic Delphi Method exercise surveying over 70 SSH scholars from various institutional settings across Europe, we highlight what SSH scholars see as future directions for smart consumption research. Building from seven thematic areas (under which are grouped 100 SSH research questions), the study identifies three key 'shifts' this new smart research agenda represents, when compared to previous agendas: (1) From technological inevitability to political choice , highlighting the need for a wider political critique, with the potential to open up discussions of the instrumentalisation of smart research; (2) From narrow representation to diverse inclusion , moving beyond the shortcomings of current discourses for engaging marginalised communities; and (3) From individual consumers to interconnected citizens , reframing smart consumption to offer a broader model of social change and governance. Social Sciences and Humanities scholarship is essential to address these shifts in meaningful (rather than tokenistic) ways. Purpose This paper deals with the experiences of three European universities that have implemented transition initiatives, using the Transition Network’s methodology to promote their sustainability plans. The Transition Communities’ model for change is presented from a socio-educational perspective as an effective methodology for encouraging university environmental sustainability processes. In this context, the purpose of this paper was to analyze Transition Communities at universities using an environmental–educational approach in three different scenarios: the Universidade de Santiago de Compostela (USC), the University of Edinburgh (UEd) and the Universidade do Minho (UMinho).Design/methodology/approach The authors engaged in a comparative analysis of multiple case studies in the Transition “phenomenon”, looking for convergences and divergences among them.Findings The comparative analysis revealed three very different scenarios, which ironically shared an absence of explicit theoretical–methodological references in the design, execution and evaluation of the educational actions that were implemented. Examination of the impact and continuity of these initiatives uncovered the existence of a “glass ceiling” in university environmental sustainability strategies. Even the innovative Transition methodology was unable to subvert the established academic, corporate, organizational and cultural structures and dynamics that perpetuate unsustainability.Originality/value This study was carried out from an innovative perspective with few precedents in the Transition context. The authors’ educational–environmental approach provides insight for articulating educational strategies for environmental sustainability at universities and for constructing a Transition model for education. Countries all over the world face increasing flood risks because of urbanization and the effects of climate change. In Europe, flooding is the most common of all natural disasters and accounts for the largest number of casualties and highest amount of economic damage. The current scientific debate on how urban agglomerations can be made more resilient to these flood risks includes a discussion on how a diversification, coordination, and alignment of flood risk management strategies (FRMSs), including flood risk prevention through proactive spatial planning, flood defense, flood risk mitigation, flood preparation, and flood recovery, can contribute to flood resilience. Although effective implementation of FRMSs can be considered a necessary precondition for resilience, efficient and legitimate flood risk governance can enhance this societal resilience to flooding. Governance and legal research has the potential to provide crucial insights into the debate on how to improve resilience. Yet the social sciences have only looked into this issue in a fragmented manner, often without a comparative scope. This special feature addresses this knowledge gap by focusing on the scope and workings of FRMSs, but also on cross-cutting topics such as uncertainties, distributional effects, solidarity, knowledge management, and citizen participation. The papers included in this feature are written by both policy analysts and legal scholars. The above-mentioned issues are thus approached via a multidisciplinary perspective. All papers convincingly show that one-size-fits-all solutions for appropriate and resilient flood risk governance arrangements do not exist. Governance arrangements should be tailored to the existing physical, socio-cultural, and institutional context. This requires an open and transparent debate between scientists and practitioners on the normative starting point of flood risk governance, a clear division of responsibilities, the establishment of connectivity between actors, levels, and sectors through bridging mechanisms, and adequate knowledge infrastructures, both nationally and internationally. This paper investigates how former hunter-gatherers living along the southern North Sea coast in NW Europe adapted to long-term and short-term climatic and environmental changes at the beginning of the Holocene. It is argued that contemporaneous hunter-gatherers repeatedly changed their hunting equipment in response to changing climate and environment, not just for functional reasons but mainly driven by socio-territorial considerations. Based on a Bayesian analysis of 122 critically selected radiocarbon dates a broad chronological correlation is demonstrated between rapid changes in the design and technology of stone projectiles and short but abrupt cooling events, occurring at 10.3, 9.3 and 8.2 ka cal BP. Combined with the rapid sea level rises and increased wildfires these climatic events probably impacted the lifeways of hunter-gatherers in such a way that they increasingly faced resource stress and competition, forcing them to invest in the symbolic defense of their social territories. Climate change also affects food production. However, what will be the response of agricultural crops to future climate conditions across Europe is one of the key issues for the development, implementation and proper implementation of the new European agricultural policy. This paper addresses the potential response of selected European agricultural crops (wheat [Triticum aestivum L.], maize [Zea Mays L.], potato [Solanum tuberosum L.] and olive [Olea europaea L.]) to climate scenarios (RCP2.6, RCP4.5 and RCP8.5) in the second half of the 21st century (2070) by considering different global climate models (CC, HE and MP). Bioclimatic data from the ECOCROP database (temperature and precipitation ranges) for each considered crop and the WorldClim climatic database for Europe were used to develop maps showing the future potential crop climate suitability. The results confirm existing assumptions that, in general, the optimal climatic conditions for the production of selected crops will shift towards higher latitudes or altitudes. Aim: Poleward range shifts of species are among the most obvious effects of climate change on biodiversity. As a consequence of these range shifts, species communities are predicted to become increasingly composed of warm‐dwelling species, but this has only been studied for a limited number of taxa, mainly birds, butterflies and plants. As species groups may vary considerably in their adaptation to climate change, it is desirable to expand these studies to other groups, from different ecosystems. Freshwater macroinvertebrates, such as dragonflies (Odonata), have been ranked among the species groups with highest priority. In this paper, we investigate how the occurrence of dragonflies in Europe has changed in recent decades, and if these changes are in parallel with climate change. Location: Europe. Methods: We use data from 10 European geographical regions to calculate occupancy indices and trends for 99 (69%) of the European species. Next, we combine these regional indices to calculate European indices. To determine if changes in regional dragonfly communities in Europe reflect climatic warming, we calculate Species Temperature Indices (STI), Multi‐species Indicators (MSI) and Community Temperature Indices (CTI). Results: 55 of 99 considered species increased in occupancy at European level, 32 species remained stable, and none declined. Trends for 12 species are uncertain. MSI of cold‐dwelling and warm‐dwelling species differ in some of the regions, but increased at a similar rate at European level. CTI increased in all regions, except Cyprus. The European CTI increased slightly. Main conclusions: European dragonflies, in general, have expanded their distribution in response to climate change, even though their CTI lags behind the increase in temperature. Cities are major drivers of environmental change at all scales and are especially at risk from the ensuing effects, which include poor air quality, flooding and heat waves. Typically, these issues are studied on a city-by-city basis owing to the spatial complexity of built landscapes, local topography and emission patterns. However, to ensure knowledge sharing and to integrate local-scale processes with regional and global scale modelling initiatives, there is a pressing need for a world-wide database on cities that is suited for environmental studies. In this paper we present a European database that has a particular focus on characterising urbanised landscapes. It has been derived using tools and techniques developed as part of the World Urban Database and Access Portal Tools (WUDAPT) project, which has the goal of acquiring and disseminating climate-relevant information on cities worldwide. The European map is the first major step toward creating a global database on cities that can be integrated with existing topographic and natural land-cover databases to support modelling initiatives. Growing season length (GSL) indices derived from surface air temperature are frequently used in climate monitoring applications. The widely used Expert Team on Climate Change Detection and Indices (ETCCDI) definition aims to give a broadly applicable measure of the GSL that is indicative of the duration of the mild part of the year. In this paper long‐term trends in that index are compared with an alternative measure calculated using a time series decomposition technique (empirical ensemble mode decomposition [EEMD]). It is demonstrated that the ETCCDI index departs from the mild‐season definition as its start and end dates are determined by temperature events operating within the synoptic timescale; this raises the inter‐annual variance of the index. The EEMD‐derived index provides a less noisy and more realistic index of the GSL by filtering out the synoptic‐scale variance and capturing the annual‐cycle and longer timescale variability. Long‐term trends in the GSL are comparable between the two indices, with an average increase in length of around 5 days/decade observed for the period 1965–2016. However, the results using the EEMD index display a more coherent picture of significant trends than has been previously observed. Furthermore, the EEMD‐derived growing season parameters are more closely related to variations in seasonal‐mean hemispheric‐scale atmospheric circulation patterns, with around 57% of the inter‐annual variation in the start of the growing season being connected to the North Atlantic Oscillation and East Atlantic patterns, and around 55% of variation in the end of the growing season being associated with East Atlantic/west Russia‐type patterns. Long‐term trends and inter‐annual variability of the thermal growing season length across Europe are compared by comparing two indices: the ETCCDI definition and a new index calculated using a time series decomposition technique (EEMD). Long‐term trends are comparable between the two indices. However, the EEMD index displays a much more coherent picture of significant trends than has been previously observed, and a much closer relationship to hemispheric modes of atmospheric circulation variability. Lightning is one of the leading causes of weather-related fatalities worldwide and also has a strong impact on atmospheric chemistry (i.e., NOx production). Lightning can also lead to power system breakdowns, ignite forest fires, damage wind turbine and lead to perturbation of transportation, in particular to aviation. Thus, knowing when, where lightning strike and which atmospheric environments are more frequently associated with lightning is important. Furthermore, given the increase in the population density in recent decades (i.e., more people are exposed to lightning) and the increased urbanization (i.e., cities are getting larger and thus are more exposed to lightning) is essential to understand the spatial and temporal distribution of storm producing lightning and their environments in the current climate and their changes in the past and coming decades. To address these issues, in this study we analyze the changes in the number of days with atmospheric conditions leading to lightning over southeastern Europe. Here we consider the non-inductive charging mechanism as the main mechanism for cloud electrification. We search for ingredients supporting for this cloud electrification mechanism using a series of parameters (e.g., convective available potential energy, total precipitable water, heights of various isotherms) obtained from vertical profiles collected from radiosonde sites over southeastern Europe (e.g., Romania, Hungary, Bulgaria). The Mediterranean basin is the richest biodiversity region in Europe and a global hotspot of biological diversity. In spite of that, anthropogenic climate change is one of the most serious concerns for nature conservation in this region. One of the climatic threats is represented by shifts of the Mediterranean climate and expansion of the arid climate. In this paper, we present an assessment of changes in the spatial range of the Mediterranean climate in Europe and the conversion into arid climate under different greenhouse gas forcings, namely RCP4.5 and RCP8.5. We used 11 simulations in two future 30-year periods of state-of-the-art regional climate models from EURO-CORDEX. Our results indicate that by the end of the century under RCP8.5 the present Mediterranean climate zone is projected to contract by 16%, i.e. an area (~ 157,000 km2) equivalent to half the size of Italy. This compares with the less severe scenario RCP4.5 that projected only a 3% reduction. In addition, the Mediterranean climate zone is projected to expand to other zones by an area equivalent to 24 and 50% of its present extent under RCP4.5 and RCP8.5, respectively. Our study indicates that expansion of the arid zone is almost always the cause for contraction of the Mediterranean zone. Under RCP8.5 the arid zone is projected to increase by more than twice its present extent, equivalent to three times the size of Greece. Results of this study are useful for identifying (1) priority zones for biodiversity conservation, i.e. stable Mediterranean climate zones, (2) zones requiring assisted adaptation, such as establishment of new protected areas, implementation of buffer zones around protected areas and creating ecological corridors connecting stable Mediterranean zones. The present paper discusses issues related to the three major problems of the built environment in Europe and in particular, the energy consumption of buildings, the energy poverty and the local climate change. The article introduces the idea of a zero concept world where the global impact of the three specific sectors will be diminished. The paper analyses the actual status of each sector and identifies the main problems. It discusses and sets a road map to satisfy this objective, involving future quantitative and qualitative targets for the three considered sectors while it investigates the major technological, economic and social forces and policies that have to be employed in order to minimize the energy consumption of buildings, eradicate the energy poverty and mitigate the local climate change. The links, synergies and impacts between them are analysed in a comprehensive way and the interrelated nature and characteristics of the three sectors is highlighted. The mechanisms to transform the actual problems into opportunities and appropriate drivers for future development are identified and analysed. A road map involving a full estimation of the necessary investments to fulfil the defined targets is presented. The major medium and long term benefits for the society, including the impact on the economy, employment, the environment and health are fully quantified and analysed. [ABSTRACT FROM AUTHOR]

Climate-smart agriculture (CSA) is one response to the challenges faced by agriculture due to climate change. As with other sustainability transitions, technological innovation is highlighted as playing a critical role, however, the adoption and diffusion of technological innovations in OECD countries is slow. The aim of this paper is to identify key socio-economic barriers, in terms of supply and demand, that inhibit the adoption and diffusion of CSA technological innovations in Europe. To achieve this aim, a theoretical framework is constructed based on a literature review of socio-economic barriers effecting adoption and diffusion. This framework is explored with data from semi-structured interviews with CSA technology providers and members of agricultural supply chains, such as farmers associations and consumer goods producers (the end-users of the technology). Data was collected on the barriers they experienced, with interviews conducted in the Netherlands, France, Switzerland and Italy. This data was thematically coded and categorised to identify key barrier typologies. The results demonstrate that barriers exist on both the demand (user) and supply (technology provider) sides. The paper provides recommendations for increasing the adoption and diffusion of CSA technological innovations, as well as implications for the CSA and innovation literature. [ABSTRACT FROM AUTHOR]

The present paper presents a data-driven method for assessing the resilience of the European passenger transport network during extreme weather events. The method aims to fill in the gap of current research efforts regarding the quantification of impacts attributed to climate change and the identification of substitutability opportunities between transport modes in case of extreme weather events (EWE). The proposed method consists of three steps concerning the probability estimation of an EWE occurring within a transportation network, the assessment of its impacts and the passengers’ flow shift between various transport modes. A mathematical formulation for the proposed data-driven method is provided and applied in an indicative European small-scale network, in order to assess the impacts of EWE on modal choice. Climate change impacts are already happening through the world, and it is now clear that there is the need for an adaptive response from global institutions down to the local level. Reducing vulnerability to cope with climate variability might be more challenging in tropical countries than in North America or Europe. The ten papers of this special issue were presented during the Adaptclim conference that was held by the Sinergia Project, the CLARIS LPB project, and the GeoData Institute in Asunción, Paraguay, in 2010. All papers, except one regarding the Brahmaputra Basin in South Asia, present studies from South America. These studies are first contextualized geographically and then are related one to another by a simplified vulnerability concept linking climate stress to sensitivity and adaptive capacity of natural and human systems. One half of the papers focus on actual or future climate change and the present-day causes of the vulnerability of natural and agrosystems. Droughts are and will be the main source of stress for agriculture in South America. Increasing fragmentation of forest of the center of this continent is aggravating their vulnerability to dry spells. Another half of the studies of this special issue deal with the adaptive capacity human populations to system perturbations produced or enhanced by climate change. The studies point out inclusion of traditional knowledge and involvement of local actors in their own vulnerability assessment to increase adaptive capacity. These elements of climate justice, giving voice to those less responsible for carbon emissions but bearing their most severe consequences, allow the particular needs of a community to be considered and can direct adaptation policy toward preserving or rebuilding their specific capabilities under threat from climate change. The special issue also made clear that a basin analysis of the climate change problem could provide information, results, and methods more readily of use for the local population and decision makers. The European Marine Board recently published a position paper on linking oceans and human health as a strategic research priority for Europe. With this position paper as a reference, the March 2014 Cornwall Oceans and Human Health Workshop brought together key scientists, policy makers, funders, business, and non governmental organisations from Europe and the US to review the recent interdisciplinary and cutting edge research in oceans and human health specifically the growing evidence of the impacts of oceans and seas on human health and wellbeing (and the effects of humans on the oceans). These impacts are a complex mixture of negative influences (e.g. from climate change and extreme weather to harmful algal blooms and chemical pollution) and beneficial factors (e.g. from natural products including seafood to marine renewable energy and wellbeing from interactions with coastal environments). Integrated approaches across disciplines, institutions, and nations in science and policy are needed to protect both the oceans and human health and wellbeing now and in the future. Charcoal rot of the sunflower roots and stems is present worldwide in all the areas with arid climate where is determining major loses. The etiologic agent of this disease is the fungus Macrophomina phaseolina considered as invasive due to its great range of host plants (over 500 species) and the very high harvest loses of the cultivated crops, mostly sunflower. The present climate changes are favouring the spread of the disease in areas where it wasn't present before. The climatic simulations realised until now in Europe shows the adaptation trend of the fungus in areas from Central and Southern Europe. The survival of the pathogen Macrophomina phaseolina in soil for long time periods makes its control almost impossible. In this work it was brought to attention the state of the art of the researches regarding the symptomatology, pathogeny, epidemiology and the control of this pathogen in conjunction with the climate change. The control strategies should highlight the prevention methods and the biological ones and less attention to be addressed to the chemical ones. Road authorities, freight, and logistic industries face a multitude of challenges in a world changing at an ever growing pace. While globalization, changes in technology, demography, and traffic, for instance, have received much attention over the bygone decades, climate change has not been treated with equal care until recently. However, since it has been recognized that climate change jeopardizes many business areas in transport, freight, and logistics, research programs investigating future threats have been initiated. One of these programs is the Conference of European Directors of Roads’ (CEDR) Transnational Research Programme (TRP), which emerged about a decade ago from a cooperation between European National Road Authorities and the EU. This paper presents findings of a CEDR project called CliPDaR, which has been designed to answer questions from road authorities concerning climate-driven future threats to transport infrastructure. Pertaining results are based on two potential future socio-economic pathways of mankind (one strongly economically oriented “A2” and one more balanced scenario “A1B”), which are used to drive global climate models (GCMs) producing global and continental scale climate change projections. In order to achieve climate change projections, which are valid on regional scales, GCM projections are downscaled by regional climate models. Results shown here originate from research questions raised by European Road Authorities. They refer to future occurrence frequencies of severely cold winter seasons in Fennoscandia, to particularly hot summer seasons in the Iberian Peninsula and to changes in extreme weather phenomena triggering landslides and rutting in Central Europe. Future occurrence frequencies of extreme winter and summer conditions are investigated by empirical orthogonal function analyses of GCM projections driven with by A2 and A1B pathways. The analysis of future weather phenomena triggering landslides and rutting events requires downscaled climate change projections. Hence, corresponding results are based on an ensemble of RCM projections, which was available for the A1B scenario. All analyzed risks to transport infrastructure are found to increase over the decades ahead with accelerating pace towards the end of this century. Mean Fennoscandian winter temperatures by the end of this century may match conditions of rather warm winter season experienced in the past and particularly warm future winter temperatures have not been observed so far. This applies in an even more pronounced manner to summer seasons in the Iberian Peninsula. Occurrence frequencies of extreme climate phenomena triggering landslides and rutting events in Central Europe are also projected to rise. More than 130 million microwaves are affected by European Union (EU) legislation which is aimed at reducing the consumption of electricity in the standby mode (‘Standby Regulation’) and at more sustainable management of end-of-life electrical and electronic waste (‘WEEE Directive’). While legislation focuses on these two life cycle stages, there is little information on the environmental impacts of the entire life cycle of microwaves. To address this gap, this paper presents a comprehensive life cycle assessment of microwaves and assesses the environmental implications of the Standby Regulation and the WEEE Directive at the EU level. The impacts are first considered at the level of individual appliances and then at the EU level, with the aim of evaluating the potential environmental implications of the full implementation of the above two EU regulations by 2020. The effects of the electricity decarbonisation and the expected increase in the number of microwaves in use have also been considered. The results suggest that implementation of the EU regulation by 2020 will reduce the environmental impacts considered by 4%–9% compared to the current situation. The majority of these reductions is due to the Standby Regulation, with the contribution of the WEEE Directive being small (~ 0.3%). However, the expected decarbonisation of electricity will result in much higher reductions (6%–24%) for most impact categories. The results also show that the materials used to manufacture the microwaves, the manufacturing process and end-of-life disposal are environmental hot-spots for several impacts, including depletion of abiotic elements. Therefore, efforts to reduce the environmental impacts of a future electricity mix should be combined with the development of specific eco-design regulations for microwaves that stipulate optimisation of resource consumption. Two mega-trends are rapidly emerging to reshape the European energy system: decarbonisation and digitalisation. Based on strong public policies, decarbonisation is already transforming the European energy mix, while industry-driven technological innovation is progressively opening-up new and potentially disruptive opportunities for evolving energy systems. These trends will transform the European energy system from a static, unidirectional and centralised model into a dynamic, multidimensional and more decentralised one. In this framework, the governance of the European energy system will also need to change. Traditional top-down energy and climate policy dynamics will need to be complemented by more bottom-up dynamics, and increasing interaction between local, national and EU policies will be essential. Sustainable development as a concept that aims to enhance the quality of life without affecting environment has been in focus in European policies since the last decade of 20th century. The objectives of EU Sustainable Development Strategy (EU SDS) are grouped into ten thematic areas, where almost each theme has at least one headline and several operational sustainable development indicators (SDIs). A large number of SDIs is needed to evaluate all EU SDS goals, which imposes the use of multivariate data mining techniques. This paper presents an empirical study carried out to assess the sustainability performance of European countries using the differential multi criteria analysis (DMCA) technique. The PROMETHEE (Preference Ranking Organization MeTHod for Enrichment Evaluations) was applied on 38 headline and operational SDIs defined under the EU SDS. This DMCA was applied to 30 European countries over a 10-year period (2004–2014) with the aim to determine the theme specific, as well as, overall sustainability progress. The DMCA reveals that the majority of European countries have made progress in sustainability in the studied period, where Czech Republic, Germany, Hungary and Sweden, have enhanced their sustainability performance concerning all themes. There are only two countries, namely Greece and Ireland, which have not made overall progress in this period. Also, above the average progress has been made concerning social inclusion, sustainable transport, and climate change and energy, while in all other themes additional efforts should be made in order to ensure sustainable performance progress in future years. Renewable energy has a crucial role in facing climate change. One promising strategy is the creation of energy communities that require active involvement from a bottom-up perspective. Their implementation is difficult, as they currently rely on local policies, community readiness, and technological availability. The objective of this paper is to provide a qualitative overview of energy community concepts and strategies at the European level. The aim is to identify common approaches that are framing the development of energy communities, and to understand the most successful steps leading to their creation and growth. To achieve this objective, a threefold methodology is provided: (1) an updated review on policies dealing with energy communities at the European and Italian level; (2) a qualitative overview of European-funded projects under the Horizon 2020 work program; and (3) a qualitative overview of some of the most successful existing energy communities in Europe. The results outline a series of considerations and lessons learned that are useful for implementing this transition pathway in a real case, which is also presented in the paper. The concept of territoriality and its relationship to the focus and substance of spatial planning is the subject of much interest at the present time and this paper seeks to contribute to the debate by stepping into the sea. The first part of the paper establishes a framework for considering the spatial planning implications of changing conceptions of territoriality, outlining key sources of territorial innovation and their implications in terms of the development of new units and styles of governance, new challenges for planning practice, and the potential for feedback informing the development of planning theory. The application of the framework is then illustrated in the second part of the paper with reference to the emerging field of maritime spatial planning and in particular to the pioneering work that is being undertaken in Europe. This work is testing established notions of territoriality by highlighting the strong and growing connections between the land and the sea. Here some of the key implications for future spatial planning practice are identified. These indicate that there is a growing recognition of the need for innovation in the territorial units of governance in maritime regions and in the themes, processes and methods of spatial planning in these areas. Recent winter seasons have evidenced that global warming does not exclude the occurrence of exceptionally cold and/or snowy episodes in the Northern mid-latitudes. The expected rarefaction of such events is likely to exacerbate both their societal and environmental impacts. This paper therefore aims to evaluate model uncertainties underlying the fate of wintertime cold extremes over Europe. Understanding why climate models (1) still show deficiencies in simulating present-day features and (2) differ in their responses under future scenarios for the twentyfirst century indeed constitutes a crucial challenge. Here we propose a weather-regime approach in order to separate the contributions of large-scale circulation and non-dynamical processes to biases or changes in the simulated mean and extreme temperatures. We illustrate our methodology from the wintertime occurrence of extremely cold days in idealized atmosphere-only experiments performed with two of the CMIP5 climate models (CNRM-CM5 and IPSL-CM5A-LR). First we find that most of the present-day temperature biases are due to systematic errors in non-dynamical processes, while the main features of the large-scale dynamics are well captured in such experiments driven by observed sea-surface temperatures, with the exception of a generalized underestimation of blocking episodes. Then we show that uncertainties associated with changes in large-scale circulation modulate the depletion in cold extremes under an idealized scenario for the late twentyfirst century. These preliminary results suggest that the original methodology proposed in this paper can be helpful for understanding spreads of larger model-ensembles when simulating the response of temperature extremes to climate change. Policy makers are still struggling to find a rational and effective way to handle adaptation to climate change. This paper discusses a more strategic, economic approach to public adaptation and compares it with adaptation practice in Europe. An economic approach to adaptation involves setting priorities, both spatially ( where to adapt) and inter-temporally ( when to adapt). The paper reviews what we know about Europe's geographic adaptation priorities. On inter-temporal priorities, it recommends fast-tracking two types of action: Win-win measures that yield an immediate return, such as water efficiency, and strategic decisions on infrastructure and spatial planning that have long-term consequences for Europe's vulnerability profile. An economic approach to adaptation involves careful project design to ensure adaptation measures are cost-effective and flexible in the light of climate uncertainty ( how to adapt). The final element of an economic approach to adaptation is the division of labour between the state and private actors ( who should adapt). The paper argues that the traditional functions of the state-the provision of public goods, creation of an enabling environment and protection of the vulnerable-also apply to adaptation. Abstract: This paper is a synthesis of the previously published and unpublished materials dealing with the stratigraphy of the Upper Pleistocene (Upper Neopleistocene according to the Russian stratigraphic scheme) of the Southern Urals. It is the second review about the characteristics of the Pleistocene deposits of the easternmost part of Europe. It follows a previous paper concerning the biostratigraphy of the Late Middle Pleistocene of this region. The deposits which constitue the regional stratigraphic units are characterized. The results of the mammalian, malacological and palynological investigations as well as the radiocarbon data provide the basis for the stratigraphical subdivision and the reconstruction of the palaeoenvironments. The main geological and biotical events of the Southern Urals region which took place during Late Pleistocene are characterized in the paper. Erosional processes became active at the beginning of Kushnarenkovo time when uplift took place in the Urals and when the Late Chosarian regression began on the Caspian Sea basin territory. Fluvial deposits can be observed at the base of the second terrace which developed above the floodplain. A soil was formed on the subhorizontal surfaces. Forest-steppe and steppe landscapes characterized this interval. The climate was warm and humid. The Saigatka horizon formed under cold conditions. Slope processes and solifluction were the main relief-forming processes and fluvial erosion processes became weaker. Floodplain sediments accumulated in the river valleys and formed the upper parts of the second terraces above the floodpain which were intensively eroded. The plains were covered by steppe and the mountainous areas were occupied by tundra and forest–tundra landscapes. The next erosional cycle began during the following Tabulda period, because of the lowering of base level of the erosion and increased uplift of the territory. The fluvial sediments now form the lower parts of the first terraces above the floodplain. A soil was formed on the watersheds. Sites contain Late Palaeolithic artifacts. The floral association was close to Southern Uralian flora of the present-day. The climate was moderately warm in the plains and drier and cooler in the mountains. The subsequent Kudashevo event can be correlated with the Late Glacial when the climate became colder. Loess-like sediments and floodplain deposits form the upper parts of the first terrace above the floodplain and cover the watersheds, where they contain cryogenic structures. The climate was moderately cold. Late Palaeolithic sites attributed to the Kudashevo time are known in the Southern Urals region. The stratigraphical positions of the main Upper Neopleistocene localities of the Southern Urals are discussed. The projected climate change signals of a five-member high resolution ensemble, based on two global climate models (GCMs: ECHAM5 and CCCma3) and two regional climate models (RCMs: CLM and WRF) are analysed in this paper (Part II of a two part paper). In Part I the performance of the models for the control period are presented. The RCMs use a two nest procedure over Europe and Germany with a final spatial resolution of 7 km to downscale the GCM simulations for the present (1971-2000) and future A1B scenario (2021-2050) time periods. The ensemble was extended by earlier simulations with the RCM REMO (driven by ECHAM5, two realisations) at a slightly coarser resolution. The climate change signals are evaluated and tested for significance for mean values and the seasonal cycles of temperature and precipitation, as well as for the intensity distribution of precipitation and the numbers of dry days and dry periods. All GCMs project a significant warming over Europe on seasonal and annual scales and the projected warming of the GCMs is retained in both nests of the RCMs, however, with added small variations. The mean warming over Germany of all ensemble members for the fine nest is in the range of 0.8 and 1.3 K with an average of 1.1 K. For mean annual precipitation the climate change signal varies in the range of −2 to 9 % over Germany within the ensemble. Changes in the number of wet days are projected in the range of ±4 % on the annual scale for the future time period. For the probability distribution of precipitation intensity, a decrease of lower intensities and an increase of moderate and higher intensities is projected by most ensemble members. For the mean values, the results indicate that the projected temperature change signal is caused mainly by the GCM and its initial condition (realisation), with little impact from the RCM. Studies on the last interglacial (LIG) can provide information on how our environment behaved in a period of slightly higher global temperatures at about 125 ± 4 ka, even if it is not the best analogue for the Holocene. The available LIG climate proxy records are usually better preserved and can be studied at a higher resolution than those of the preceding interglacials, allowing detailed comparisons. This paper presents complex stable hydrogen, carbon and oxygen isotope records obtained for carbonate (δ 13 C and δ 18 O carb ) and fluid inclusion hosted water (δD and δ 18 O w ) of a stalagmite from the Baradla Cave system in Central Europe that covers most of the LIG, as proven by U-Th dates. Comparing its C and O isotope data with records reported for other speleothem (cave-hosted carbonate) deposits from Europe revealed the complex behavior of these climate proxies, with a concerted relative increase in 18 O of carbonates from 128 to 120 ka and synchronized shifts in the opposite direction after 119 ka. The hydrogen isotope analyses of inclusion-hosted water extracted from the BAR-II stalagmite also correspond to the regional climate proxy records, with meaningful deviations from global temperature trends. Beside following the general paleotemperature pattern from the climate optimum (high δD values up to −64‰ around 120 ka) to the subsequent cooling starting at about 119 ka (low δD values down to −90‰ at about 109 ka), a period between 126.5 and 123 ka with low δD values (down to −81‰) is detected in the BAR-II stalagmite. Although the isotope shifts are muted in the C-O isotope data of carbonate due to competitive fractionation processes, the δ 13 C data show a positive relationship with the δD pattern, indicating humidity – and possibly temperature – variations. The periods with low δD values fit well to temperature and humidity changes inferred from proxy records from western Europe to the eastern Mediterranean. Spatial distributions of these variables show, that at about 125 ± 2 ka the Mediterranean region was characterized by warm, humid conditions and enhanced seasonality with elevated winter precipitation. The combined interpretation of stable isotope data revealed that the Alpine and Mediterranean regions behaved differently during Greenland Stadial 26 (GS26, ∼119 to 116.2 ka). While the Alpine records fluctuated in close agreement with the Central Greenland ice core δ 18 O data, the BAR-II stalagmite show a positive δ 18 O carb anomaly. The Baradla data indicate enhanced aridity and seasonality for a part of GS26, with the relative dominance of summer precipitation and Mediterranean moisture contribution. Following the GS26 event, the effect of long-term global cooling becomes dominant in the Baradla isotope records and leads to glacial inception at about 109 ka. [ABSTRACT FROM AUTHOR]

Coupled atmosphere-ocean general circulation models (GCMs) simulate different realizations of possible future climates at global scale under contrasting scenarios of land-use and greenhouse gas emissions. Such data require several additional processing steps before it can be used to drive impact models. Spatial downscaling, typically by regional climate models (RCM), and bias-correction are two such steps that have already been addressed for Europe. Yet, the errors in resulting daily meteorological variables may be too large for specific model applications. Crop simulation models are particularly sensitive to these inconsistencies and thus require further processing of GCM-RCM outputs. Moreover, crop models are often run in a stochastic manner by using various plausible weather time series (often generated using stochastic weather generators) to represent climate time scale for a period of interest (e.g. 2000 ± 15 years), while GCM simulations typically provide a single time series for a given emission scenario. To inform agricultural policy-making, data on near- and medium-term decadal time scale is mostly requested, e.g. 2020 or 2030. Taking a sample of multiple years from these unique time series to represent time horizons in the near future is particularly problematic because selecting overlapping years may lead to spurious trends, creating artefacts in the results of the impact model simulations. This paper presents a database of consolidated and coherent future daily weather data for Europe that addresses these problems. Input data consist of daily temperature and precipitation from three dynamically downscaled and bias-corrected regional climate simulations of the IPCC A1B emission scenario created within the ENSEMBLES project. Solar radiation is estimated from temperature based on an auto-calibration procedure. Wind speed and relative air humidity are collected from historical series. From these variables, reference evapotranspiration and vapour pressure deficit are estimated ensuring consistency within daily records. The weather generator ClimGen is then used to create 30 synthetic years of all variables to characterize the time horizons of 2000, 2020 and 2030, which can readily be used for crop modelling studies. Non-perennial rivers and streams (NPRS) cover > 50% of the global river network. They are particularly predominant in Mediterranean Europe as a result of dry climate conditions, climate change and land use development. Historically, both scientists and policy makers underestimated the importance of NRPS for nature and humans alike, mainly because they have been considered as systems of low ecological and economic value. During the past decades, diminishing water resources have increased the spatial and temporal extent of artificial NPRS as well as their exposure to multiple stressors, which threatening their ecological integrity, biodiversity and ecosystem services. In this paper, we provide a comprehensive overview of the structural and functional characteristics of NPRS in the European Mediterranean, and discuss gaps and problems in their management, concerning their typology, ecological assessment, legislative and policy protection, and incorporation in River Basin Management Plans. Because NPRS comprise highly unstable ecosystems, with strong and often unpredictable temporal and spatial variability – at least as far as it is possible to assess – we outline the future research needs required to better understand, manage and conserve them as highly valuable and sensitive ecosystems. Efficient collaborative activities among multidisciplinary research groups aiming to create innovative knowledge, water managers and policy makers are urgently needed in order to establish an appropriate methodological and legislative background. The incorporation of NPRS in EU-Med River Basin Management Plans in combination with the application of ecological flows is a first step towards enhancing NPRS management and conservation in order to effectively safeguard these highly valuable albeit threatened ecosystems. Abstract: Carbon accounting has evolved rapidly over the past twenty years and now encompasses a wide range of activities with significant financial implications. This paper examines how competence in carbon accounting is being defined and claimed by different actors and communities. Specifically, it focuses on the role of the accountancy profession in carbon accounting, charting its engagement over time and its relationship with other communities involved in carbon accounting. The paper builds on recent work showing that multiple framings and activities are associated with carbon accounting, leading to conflicting views on what it means, how it should be done, and who should be involved. It draws on the concepts of epistemic communities and boundary-work to help explain the role of professions and the emergence of new institutions that mediate between different communities to achieve policy change. We find that, while accountants have undisputed authority in the field of financial reporting of rights and liabilities created under emissions trading schemes (’financial carbon accounting’), their claims to competence in other aspects of organisational carbon accounting overlap with those made by several other communities. Although the accountancy profession’s interest in organisational carbon accounting can be traced back at least as far as 2001, the introduction of emissions trading in Europe in 2005 coincided with the start of a new, as yet largely un-scrutinised, initiative to extend its claims of relevant expertise, through a variety of methods including the promotion of standards for disclosure of physical and strategic climate-related information. The Climate Disclosure Standards Board provides an example of a boundary organisation that has been established by different communities with an interest in carbon accounting, with mutually beneficial results, which has nevertheless resulted in the production of a new Climate Change Reporting Framework that is heavily aligned towards the existing competence of accountancy professionals. This paper analyses the energy and economic performance of roof and/or façades Building Integrated flat-plate PhotoVoltaic and Thermal (BIPVT) collectors for residential applications. Aim of the analysis is to assess the active and passive effects due to the building integration of solar technologies on the building energy consumptions. In particular, a comparison among innovative building-plant system configurations, based on BIPVT collectors for the simultaneous production of electricity, thermal energy, and domestic hot water, is carried out. The simulation models of the proposed system layouts are designed and implemented in TRNSYS simulation environment for the dynamic assessment of their energy and economic performance. By means of the developed simulation model, the occurring summer and winter building passive energy effects due to the PVT building integration are also analysed. Several case studies are developed by modelling a representative multi-storey residential building and by taking into account different European climates. For such case studies a suitable energy parametric analysis is performed by varying the thermal resistances and capacitances of the building envelope. By the simulation results interesting design and economic feasibility guidelines are obtained. In particular, by varying the weather location and the building-plant configuration, the adoption of BIPVT panels produces a decrease of the primary energy demands from 67% to 89%. The passive effects of the BIPVT system in both the winter and summer season are also assessed for all the investigated climate zones. The calculated economic profitability resulted slightly better for roof BIPVT panels than for roof and façade applications. Sustainable development has become one of the burning issues on a global, local and individual levels as a result of climate changes, pollution, rapid development and changes in the global information, economic, industrial and business sectors and value systems. In this sense, education for sustainable development, as part of lifelong learning, has become one of the most important strategic and educational policy issues in Serbia. The aim of this paper is to highlight the potential of geography as a school subject, with special reference to the role of the subject matter of geoheritage and geodiversity in education for sustainable development. The aim of pointing the benefits of integrated and out-of-classroom approaches in teaching geography, which favour an active, experiential and exploratory approach to learning about geodiversity and geoheritage, is that students can acquire competencies in sustainable development. As outcomes of geography classes, competencies also represent a basis for raising awareness and increasing accountability and responsibility in individuals for preserving geoheritage and geodiversity as part of the Serbian national treasure. Satellite services benefit civil society by helping tackle challenges such as climate change, the digital divide, etc. They have the potential to deliver concrete benefits to European society through innovative services supporting economic, societal and environmental policies. Such benefits can trigger increased public support for space in Europe. However, this potential has yet to be achieved. This paper argues that technological bias, the diversity of interests and initiatives among stakeholders and their individual actions do not always serve their collective objective to ensure wide diffusion of satellite services. It draws on theories of diffusion of innovation and on its authors' participatory work with the space and the user communities and at their interface in an effort to help diffuse satellite services within civil society. One of the major causes of insufficient service diffusion is the weakness of the interface between the space and user communities; some of factors that currently contribute to this state of affairs are the space community's over-reliance on publicly financed, technical demonstration projects as solutions to service diffusion; insufficient coordination by public authorities of innovation policies and programmes with other public policies and objectives; and an insufficient integration of satellite services within users' culture, traditional tools and services. The discussion allows for conclusions to be drawn on how the system of stakeholders could function better in order for satellite services to be successfully diffused in Europe. Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. Abstract: This paper investigates the effect of future sea-level rise (SLR) on the tides of the northwest European Continental Shelf. The European shelf tide is dominated by semidiurnal constituents. This study therefore focuses primarily on the changes in the M2 tidal constituent and the spring and neap tidal conditions. The validated operational Dutch Continental Shelf Model is run for the present day sea-level as well as 2 and 10m SLR scenarios. The M2 tidal amplitude responds to SLR in a spatially non-uniform manner, with substantial amplitude increases and decreases in both scenarios. The M2 tidal response is non-linear between 2 and 10m with respect to SLR, particularly in the North Sea. Under the 2m SLR scenario the M2 constituent is particularly responsive in the resonant areas of the Bristol Channel and Gulf of St. Malo (with large amplitude decreases) and in the southeastern German Bight and Dutch Wadden Sea (with large amplitude increases). Changes in the spring tide are generally greater still than those in the M2 or neap tides. With 2m SLR the spring tidal range increases up to 35cm at Cuxhaven and decreases up to −49cm at St. Malo. Additionally the changes in the shallow water tides are larger than expected. With SLR the depth, wave speed and wave length (tidal resonance characteristics) are increased causing changes in near resonant areas. In expansive shallow areas SLR causes reduced energy dissipation by bottom friction. Combined these mechanisms result in the migration of the amphidromes and complex patterns of non-linear change in the tide with SLR. Despite the significant uncertainty associated with the rate of SLR over the next century, substantial alterations to tidal characteristics can be expected under a high end SLR scenario. Contrary to existing studies this paper highlights the importance of considering the modification of the tides by future SLR. These substantial future changes in the tides could have wide reaching implications; including for example, correctly calculating design level requirements for flood defences, the availability of tidal renewable energy and dredging requirements. ABSTRACT Aim This paper describes a set of integrative scenarios developed in the ALARM (Assessing LArge-scale environmental Risks for biodiversity with tested Methods) project. The ultimate aim of ALARM was to develop and test methods and protocols for the assessment of large-scale environmental risks to biodiversity and to evaluate mitigation options. Scenarios provide a tool for exploring such risks and the policy options to mitigate them; therefore they play a central role within the ALARM project. Methods Three integrative scenarios (liberalization, business as might be usual, sustainability) were developed and illustrated using the econometric model described in a subsequent paper. They are contextualized with projections from climate models and provide the input for model-based assessments of biodiversity trends. Additionally, three shock scenarios were developed (Gulf Stream collapse, peak oil, pandemic) to demonstrate the limits of linear extrapolation. As these extend beyond model capabilities, they are discussed semi-quantitatively based on modelling insights. Results Although the policy impacts on biodiversity are different for different pressures, biomes and species groups, some general trends could be identified. An extension of current EU policies will act as a brake on current trends by slowing down the loss of biodiversity in many cases and in most biomes, but it will be capable of neither halting nor of reversing the loss. Liberalization has the effect of accelerating biodiversity loss across the board, with few exceptions. A coherent sustainability scenario is clearly the most effective at preserving biodiversity, but the variant tested here still does not halt losses in all cases. Main conclusions Current EU policies for protecting biodiversity appear to be insufficient to reverse ongoing losses. Coherent sustainability strategies are effective at conserving biodiversity, but in order to assess losses and then reverse them, measures would need to be introduced that extend beyond the steps tested in the ALARM sustainability scenario. In this paper, we investigate changes in the wave climate of the west-European shelf seas under global warming scenarios. In particular, climate change wind fields corresponding to the present (control) time-slice 1961-2000 and the future (scenario) time-slice 2061-2100 are used to drive a wave generation model to produce equivalent control and scenario wave climate. Yearly and seasonal statistics of the scenario wave climates are compared individually to the corresponding control wave climate to identify relative changes of statistical significance between present and future extreme and prevailing wave heights. Using global, regional and linked global-regional wind forcing over a set of nested computational domains, this paper further demonstrates the sensitivity of the results to the resolution and coverage of the forcing. It suggests that the use of combined forcing from linked global and regional climate models of typical resolution and coverage is a good option for the investigation of relative wave changes in the region of interest of this study. Coarse resolution global forcing alone leads to very similar results over regions that are highly exposed to the Atlantic Ocean. In contrast, fine resolution regional forcing alone is shown to be insufficient for exploring wave climate changes over the western European waters because of its limited coverage. Results obtained with the combined global-regional wind forcing showed some consistency between scenarios. In general, it was shown that mean and extreme wave heights will increase in the future only in winter and only in the southwest of UK and west of France, north of about 44-45° N. Otherwise, wave heights are projected to decrease, especially in summer. Nevertheless, this decrease is dominated by local wind waves whilst swell is found to increase. Global climate change has necessitated a co-ordinated response from policy-makers across the world. Though the imperative for action has been much discussed in policy circles, actions at the implementation level remain somewhat less well-developed. The European Commission through its Framework Programmes has taken the lead in the development of a set of innovative services that are geared towards monitoring of the environment for the benefit of European citizens. These services are, at present, rapidly moving towards an operational phase. This paper provides a critical appraisal of the effort of the European Union to develop a portfolio of operational and sustainable environment- monitoring services. It also identifies key stakeholders and discusses their role in order to raise the issue of appropriateness of a system of innovation to support this type of initiative. The paper views these services as global public goods in nature, having dynamics of innovation that are qualitatively different from that witnessed in private goods and services. This paper examines the tight coupling between European climate science and policy. Drawing upon the analytical idiom of co-production it examines how knowledge-making practices are incorporated into European climate policy-making, and more importantly, how EU climate policy has influenced the funding, making and interpretation of useful European climate policy research. The paper identifies a tension between the critical/reflexive ambition built into the co-production idiom, and the more utilitarian interpretation of the term. Whereas the former sets out to expose and interrogate the ontological assumptions underpinning public policy, the latter seeks to be useful by responding to the knowledge needs of societal decision-makers. This tension is analysed through a case study of the integrated research project ADAM (Adaptation and Mitigation Strategies: Supporting European Climate Policy) funded under the 6th Framework Programme of the EU. Abstract: Soil is one of the most important and most complex natural resources, but current developments (urbanisation, erosion and climate change) increasingly threaten this valuable resource in Europe and worldwide. The main objective of this paper is to introduce how changes in soil quality were modelled in the SENSOR project through two indicators: soil carbon content and soil water erosion. Indicators were calculated using state variables and model variables that were mainly derived from the CLUE model which predicts land use change in response to policy scenarios. In the case of erosion, accuracy of the calculations was evaluated by comparing GIS data with the results of the PESERA project. The PESERA and SENSOR models predicted comparable soil loss for the first year in the NUTS-X regions of Europe that were analysed. The higher resolution national soil-loss prediction USLE map largely overestimated the amount of soil loss compared to the PESERA and the SENSOR models in the NUTS-X regions of Hungary. This discrepancy may result from technical or methodological differences such as the spatial reference framework (NUTS-X regions), spatial resolution or levels of data aggregation. The soil organic carbon loss predictions for the NUTS-X regions of Europe are displayed on maps and background data are given in tables. The greatest decreases in soil carbon content may be expected in some regions of Poland, Latvia, Lithuania, south-eastern UK and eastern Germany. The greatest increases in soil carbon content may be expected in central and eastern parts of the UK, in Ireland, in northern and central Sweden and Estonia, in Greece, in central and southern Italy, in the island of Sardinia and in some regions of Spain. As erosion strongly reduces soil productivity these predictions have not only environmental but also socio-economic implications. Climate change is already with us. It is the greatest emerging humanitarian challenge of our time. The effects of changing weather patterns and more extreme climate events can be seen around the world. Examining the scale of the global challenge through the threats posed by a changing climate across Europe and in the UK, this paper indicates that leadership and policy responses are needed at all levels - international, European national and local. The urban environment amplifies the impacts of climate change and adaptation of our towns and cities is essential to accommodate this change. Regional and local planning can make a major contribution to tackling climate change by shaping decisions that reduce carbon dioxide emissions and positively build community resilience to problems such as extreme temperatures or flood risk. Looking to examples of best practice across local authorities in Europe, the EU-funded green and blue space adaptation for urban areas and eco-towns (GRaBS) project is showcased. This paper presents the case for climate change adaptation and, in particular, argues that people or places facing poverty and disadvantage must not be disproportionately affected by climate change, or by policy or practice responses to it. Abstract: Energy demand continues to increase in turn raising concerns about energy supply. In this paper, the author has tried to systematize the role of the energy sector in South Eastern (SE) Europe in the context of the European energy policy process. This should make the energy sector in SE Europe more visible and open to substantial activities and appropriate funding. This is important to assure its full alignment with the European energy policy process, and in so doing, make it less fragile. According to the SE European Energy Community Treaty, parties to the Treaty are obliged to implement reforms in the energy and environmental sector in accordance with the European Union''s respective policy. This paper raises awareness of the environmental requirements that have been set, of renewable energy and its implementation, at the same time pointing out that the response in SE Europe has been at a low level. It is believed that this paper could draw attention to the existing problems and could contribute to the establishment of a common integrated energy market in SE Europe and the EU. Abstract: The main aim of this paper is to offer a brief evaluation of recent transport geography research and publication. It examines critical observations on the sub-discipline from the past two decades, and endeavours to illustrate how the engagement of transport geography belies at least some criticisms. Arguing that both ‘positivist’ and ‘new mobilities’ approaches have validity in a transport geography research agenda, the paper goes onto exemplify this through brief discussions of areas where transport geography could gain a higher profile and where clear mutual benefit would result from greater engagement, notably, at the interface between transport and tourism, focusing on mobilities in post-transition Central and Eastern Europe and climate change issues. Finally, conclusions are drawn and suggestions are made to inform a transport geography research agenda. [Copyright &y& Elsevier]

This paper presents a comparison of principal component (PC) regression and regularized expectation maximization (RegEM) to reconstruct European summer and winter surface air temperature over the past millennium. Reconstruction is performed within a surrogate climate using the National Center for Atmospheric Research (NCAR) Climate System Model (CSM) 1.4 and the climate model ECHO-G 4, assuming different white and red noise scenarios to define the distortion of pseudoproxy series. We show how sensitivity tests lead to valuable “a priori” information that provides a basis for improving real world proxy reconstructions. Our results emphasize the need to carefully test and evaluate reconstruction techniques with respect to the temporal resolution and the spatial scale they are applied to. Furthermore, we demonstrate that uncertainties inherent to the predictand and predictor data have to be more rigorously taken into account. The comparison of the two statistical techniques, in the specific experimental setting presented here, indicates that more skilful results are achieved with RegEM as low frequency variability is better preserved. We further detect seasonal differences in reconstruction skill for the continental scale, as e.g. the target temperature average is more adequately reconstructed for summer than for winter. For the specific predictor network given in this paper, both techniques underestimate the target temperature variations to an increasing extent as more noise is added to the signal, albeit RegEM less than with PC regression.
