The existing body of research into the environmental and socio-economic benefits of green infrastructure supports the case for it to be positioned as a form of critical infrastructure, particularly in urban settings. It is broadly recognized that extreme weather and climate change pose significant risks to critical infrastructure systems linked to the provision of services, including electricity, water, communications, and transport, and consequently risk assessments and associated adaptation strategies are common practice. However, although green infrastructure is also at risk from extreme weather and climate change, threatening the realization of benefits that it can deliver in urban settings, associated risks to green infrastructure are not widely understood or assessed in practice. This paper discusses the status of existing research on this topic and uses this as a foundation for a Greater Manchester (UK) case study that assesses the risk of low water availability to grassed areas, which represent a key element of the city-region's green infrastructure. In doing so, the paper demonstrates how risks linked to extreme weather and climate change can be assessed spatially to inform green infrastructure planning. In summary, this paper aims to raise awareness of extreme weather and climate change risk to urban green infrastructure, present an empirical case study and associated methodological approach on this topic, and ultimately support efforts to enhance the resilience of urban green infrastructure to extreme weather and climate change. Decarbonising heat is critical for achieving climate change targets and reducing CO2 emissions. The U.K. Government has outlined actions to support the decarbonisation of heat, emphasising the importance of a place-based approach and undertaking action at localised scales. This paper focuses on Greater Manchester, a city region in North West England, with a strategic vision of achieving carbon neutrality by 2038. To support the achievement of this vision, Local Area Energy Plans (LAEPs) have been developed for the city region's 10 local authorities with this providing a useful case study for understanding the challenges of implementing localised, place-based domestic heat decarbonisation actions. Drawing upon 34 semi-structured interviews with stakeholders associated with Greater Manchester's low-carbon agenda, this paper discusses the disjuncture between Greater Manchester's vision for domestic heat decarbonisation and the implementation of the actions outlined. Three sites have been identified where the disjuncture between the strategic vision and its implementation materialises. Each of these sites of disjuncture – priorities and needs, procurement, and shifting heating expectations and practices – are discussed in turn. The disjuncture present is shown to exclude certain members of society from engaging in decarbonisation practices, and acts as a barrier to the achievement of Greater Manchester's vision for domestic heat decarbonisation. This paper advances understandings on the barriers to achieving place-based decarbonisation visions, and furthers the conceptualisation of 'just transitions'. Increasingly at the scale of cities, strategies and plans to respond to the challenges of climate change and constrained resources are being developed. A range of climate change plans, low-carbon strategies, peak oil preparations and so on have been developed, often with ambitious aspirations. At the same time, new and reconstituted “intermediary” organizational forms are working between the priorities of these plans and the contexts of their “application”. This is the movement between the “what” of the plans, strategies and preparations and the priorities they embody and the “how” of attempts at their accomplishment. Drawing on research in Greater Manchester, in this paper we examine the organizational contexts constituted for such a purpose and ask fundamental questions about whose priorities are being advocated, where and how this is organized and what the implications of this are for forms of urban transition. This paper seeks to understand how the UK government's headline climate change targets are translated into action at the local level in the transport sector drawing on the findings of research in two English regions. In doing so, these headline targets are identified as a symbolic meta-policy that results in little action on the ground and which challenges established conceptions of policy implementation. Both the 'meta' and 'symbolic' aspects of the policy offer part of the explanation for the lack of substantive action on the ground. As a meta-policy, the headline targets across government require the elaboration of other policies at other levels such as targets for government departments and local authorities, but these are largely absent, leaving the meta-policy without teeth. The urgent need to address the current climate crisis has highlighted the need to shift from planning to implementing decarbonisation strategies. Despite the importance of shifting towards the implementation of strategic plans and the increasing ubiquity of place-based approaches to decarbonisation, few studies have considered the dynamic of how place is mobilised and the scales at which narratives are translated into action. The aim of the article is to understand the ways in which place and scale are incorporated into the governance of place-based decarbonisation visions by drawing upon a relational framing. Based on semi-structured interviews with key stakeholders and a document review, the article focuses on how place is used to develop and justify two different approaches for supporting localised decarbonisation, Local Area Energy Plans and the Energy Innovation Agency in Greater Manchester, UK, a city region aiming to achieve carbon neutrality by 2038. The findings reveal that achieving localised decarbonisation ambitions is contingent upon the interaction between multiple places and scales, as well as the need for an overarching guiding framework. The authors conclude that Greater Manchester's decarbonisation ambitions incorporate both absolute and imagined understandings of place, with place being both created and mobilised to achieve decarbonisation ambitions.
