Drought has affected much of the western United States since about the year 2000, including the Upper Colorado River Basin (UCRB). Using a time series of UCRB streamflow derived from a tree‐ring based reconstruction of UCRB streamflow for the years 1 CE through 1905 CE, together with naturalized UCRB streamflow values for 1906 CE through 2021 CE, we identify 51 drought events, including the 2000–2021 drought. Although the recent 2000–2021 drought has been relatively severe, it is not the most severe of the UCRB drought events we identified. Results also indicate that natural variability combined with projected climate warming can result in UCRB drought events that are more severe than any drought since 1 CE. Plain Language Summary: A long and severe drought has affected much of the western United States since about the year 2000 CE, including the Upper Colorado River Basin (UCRB). Comparing this drought to past UCRB droughts (during 1 CE through 2021 CE), we find that the 2000–2021 drought is not the most severe UCRB drought. Recent severe droughts, extreme floods, and increasing differences between seasonal high and low flows on the Amazon River may represent a twenty-first-century increase in the amplitude of the hydrologic cycle over the Amazon Basin. These precipitation and streamflow changes may have arisen from natural ocean-atmospheric variability, deforestation within the drainage basin of the Amazon River, or anthropogenic climate change. Tree-ring reconstructions of wetseason precipitation extremes, substantiated with historical accounts of climate and river levels on the Amazon River and in northeast Brazil found in the Brazilian Digital Library, indicate that the recent river-level extremes on the Amazon may have been equaled or possibly exceeded during the preinstrumental nineteenth century. The "Forgotten Drought" of 1865 was the lowest wet-season rainfall total reconstructed with tree-rings in the eastern Amazon from 1790 to 2016 and appears to have been one of the lowest stream levels observed on the Amazon River during the historical era according to firsthand descriptions by Louis Agassiz, his Brazilian colleague Joao Martins da Silva Coutinho, and others. Heavy rains and flooding are described during most of the tree-ring-reconstructed wet extremes, including the complete inundation of "First Street" in Santarem, Brazil, in 1859 and the overtopping of the Bittencourt Bridge in Manaus, Brazil, in 1892. These extremes in the tree-ring estimates and historical observations indicate that recent high and low flow anomalies on the Amazon River may not have exceeded the natural variability of precipitation and streamflow during the nineteenth century. DOI: 10.1111/j.1752-1688.2010.00435.x Climate-based streamflow forecasting, coupled with an adaptive reservoir operation policy, can potentially improve decisions by water suppliers and watershed stakeholders. However, water suppliers are often wary of straying too far from their current management practices, and prefer forecasts that can be incorporated into existing system modeling tools. This paper presents a simple framework for utilizing streamflow forecasts that works within an existing management structure. Climate predictors are used to develop seasonal inflow forecasts. These are used to specify operating rules that connect to the probability of future (end of season) reservoir states, rather than to the current storage, as is done now. By considering both current storage and anticipated inflow, the likelihood of meeting management goals can be improved. The upper Delaware River Basin in the northeastern United States is used to demonstrate the basic idea. Physically plausible climate-based forecasts of March-April reservoir inflow are developed. Existing simulation tools and rule curves for the system are used to convert the inflow forecasts to reservoir level forecasts. Operating policies are revised during the forecast period to release less water during forecasts of low reservoir level. Hindcast simulations demonstrate reductions of 1.6% in the number of drought emergency days, which is a key performance measure. Knowledge gain in the characteristics and mechanisms of drought propagation is indispensable for timely drought early warning and risk reduction over the grassland eco-region. This study focused on the Xilin River basin, which is a typical inland river basin located in the Inner Mongolia temperate steppe, China. The characteristics of meteorological and hydrological drought were assessed by applying the standardized precipitation index and standardized streamflow index. The propagation relationship between meteorological and hydrological droughts was then investigated from both static and dynamic perspectives, and the possible reasons for its temporal dynamics were discussed by considering environmental factors. Our results showed that the Xilin River basin has suffered from more serious meteorological drought than hydrological drought during the past 60 years, with a stationary evolution of meteorological drought but an overall drying trend in hydrological drought. The propagation from meteorological to hydrological droughts exhibited obvious seasonality, characterized by stronger intensity and shorter response time in the wet season. Nonstationary behaviors were identified for the temporal patterns of drought propagation time, especially showing a significant trend in April, May, and August. The dynamic changes in propagation time affected by regional forces were principally ruled by the precipitation variation positively and strongly, and they were moderately controlled by temperature, vegetation cover, and deep-layer soil moisture, with season-dependent effects. The effects of low-frequency atmospheric anomalies on drought propagation will be further investigated in future studies, which are expected to provide a better understanding of the physical mechanism of the large-scale climate forcing on local drought condition. In the propagation from meteorological to hydrological drought, there are time-lag and step-abrupt effects, quantified in terms of propagation time and threshold, which play an important role in hydrological drought early warning. However, seasonal drought propagation time and threshold and their dynamics as well as the corresponding driving mechanism remain unknown in a changing environment. To this end, the standardized precipitation index (SPI) and standardized runoff index (SRI) were used respectively to characterize meteorological and hydrological droughts and to determine the optimal propagation time. Then, a seasonal drought propagation framework based on Bayesian network was proposed for calculating the drought propagation threshold with SPI. Finally, the seasonal dynamics and preliminary attribution of propagation characteristics were investigated based on the random forest model and correlation analysis. The results show that 1) relatively short propagation time (less than 9 months) and large propagation threshold (from −3.18 to −1.19) can be observed in the Toxkan River basins (subbasin II), especially for spring, showing low drought resistance; 2) drought propagation time shows an extended trend in most seasons, while the drought propagation threshold displays an increasing trend in autumn and winter in the Aksu River basin (subbasins I–II), and the opposite characteristics in the Hotan and Yarkant River basins (subbasins III–V); and 3) the impacts of precipitation, temperature, potential evapotranspiration, and soil moisture on drought propagation dynamics are inconsistent across subbasins and seasons, noting that reservoirs serve as a buffer to regulate the propagation from meteorological to hydrological droughts. The findings of this study can provide scientific guidelines for watershed hydrological drought early warning and risk management. Significance Statement: The aim of this study is to better understand how the delayed and step-abrupt effects of propagation from meteorological drought to hydrological drought can be characterized through propagation time and threshold. These response indicators determine the resistance of a catchment to hydrological droughts and meteorological droughts. They can help water resources management agencies to mitigate hydrological droughts by taking measures such as water storage, increasing revenue, and reducing expenditure. The major tributary of the lower Colorado River, the Gila River, is a critical source of water for human and natural environments in the southwestern United States. Warmer and drier than the upper Colorado River basin, with less snow and a bimodal precipitation regime, the Gila River is controlled by a set of climatic conditions that is different from the controls on upper Colorado River flow. Unlike the Colorado River at Lees Ferry in Arizona, the upper Gila River and major Gila River tributaries, the Salt and Verde Rivers, do not yet reflect significant declines in annual streamflow, despite warming trends. Annual streamflow is dominated by cool-season precipitation, but the monsoon influence is discernable as well, variable across the basin and complicated by an inverse relationship with cool-season precipitation in the Salt and Verde River basins. Major multiyear streamflow droughts in these two basins have frequently been accompanied by wet monsoons, suggesting that monsoon precipitation may partially offset the impacts of a dry cool season. While statistically significant trends in annual streamflow are not evident, decreases in autumn and spring streamflow reflect warming temperatures and some decreases in spring precipitation. Because climatic controls vary with topography and the influence of the monsoon, the impact of warming on streamflow in the three subbasins is somewhat variable. However, given relationships between climate and streamflow, current trends in hydroclimate, and projections for the future, it would be prudent to expect declines in Gila River water supplies in the coming decades. Significance Statement: This research investigates the climatic controls on the Gila River and its major tributaries, the Verde and Salt Rivers, to gain insights on how trends in climate may impact future water supply. The Gila River is the major tributary of the lower Colorado River, but, unlike the situation for the upper Colorado River, no significant decreasing trends in annual streamflow are evident despite warming temperatures. Climate–streamflow relationships are more complex in this part of the Colorado River basin, and several factors may be buffering streamflow to the impact of warming. However, given the key climatic controls on streamflow, current and emerging trends in climate, and projections for the future, declines in streamflow should be expected in the future. The Delaware River Basin (DRB) supplies water to approximately 15 million people and is essential to agriculture and industry. In this study, a monthly water balance model is used to compute monthly water balance components (i.e., potential evapotranspiration, actual evapotranspiration, and runoff [R]) for the DRB for the 1901 through 2015 period. Water-year R is used to identify drought periods in the basin and seven drought periods were identified. All but one of the drought periods occurred before about 1970; after this date, precipitation increased in the DRB and droughts were infrequent. The seven droughts were largely driven by precipitation deficits, rather than by unusually warm temperatures. For six of the seven droughts, the precipitation deficits were associated with atmospheric pressure patterns that resulted in northerly wind anomalies (i.e., conditions that deviate from the long-term mean) over the basin that indicate an anomalous flow of dry air from the North American continent into the DRB. An examination of drought events estimated from a tree ring-based reconstruction of the Palmer Drought Severity Index for the 490 through 2005 time period indicates that although there were some DRB droughts that were longer and more severe during previous centuries, the DRB droughts during 1901 through 2015 were comparable in duration and severity to most drought events during previous centuries. The El Niño Southern Oscillation (ENSO) climate-variability phenomenon greatly affects water availability in the Southeast United States. For example, it is well known that La Niña conditions bring drought to this region. In the past decade, several severe droughts have adversely impacted the water resources of many communities in this region, especially those that rely on surface-water systems. Because small- to mid-size communities are most vulnerable to climate variability, this study was undertaken to develop a climate variability-based community water deficit index (CWDI) for use by water managers in these communities. Although currently available drought indices can be useful tools for monitoring and forecasting purposes, they are not suitable for use in water-supply systems for small- to mid-size communities. The CWDI was conceptualized keeping in mind that it should (1) forecast hydrologic drought, (2) operate at a high spatial resolution, and (3) address both water supply and demand during droughts. The system dynamics-modeling software Structured Thinking Experiential Learning Laboratory with Animation was used to develop the modeling framework to estimate CWDI by evaluating differences in a community water supply and demand, and thus help forecast the severity of an impending drought. Another important feature of the CWDI is its ability to evaluate how drought-management policies can affect the severity of drought. The CWDI was tested in two small- to mid-size communities of this region (Auburn, Alabama, and Griffin, Georgia). The results indicate that the index not only can monitor drought in the studied water-supply systems, but can also forecast ENSO-induced hydrologic droughts in the region and can be used in drought planning.
