Worldwide, floodplains have been alienated from river channels for flood protection and water resource development, but several recent programs have restored connectivity, generating considerable ecological and , socio-economic benefits. In Australia, under the Murray-Darling Basin Plan, water purchased from irrigators is used to restore wetlands. Maximising ecological benefits with limited water requires constraints relaxation, whereby high flow volumes for ecologically effective floods are released from headwater dams and allowed to flood public and private land en route to wetlands downstream, requiring infrastructure works and rights to inundate private land. We examined five focal areas in the Basin Constraints Management Strategy to determine ecosystem services benefits generated by floods on land between dams and target wetlands We found multiple examples where significant co-benefits could be realised but had not been identified. Accordingly, the assessment of costs and benefits was primarily focussed on costs. We categorised ecosystem services for each focal area as of low, medium or high importance andassigned monetary values where possible. Regulating and cultural services, rather than provisioning services, ranked highest across all focus areas, including groundwater recharge, regulation of riparian habitat quality, aesthetic appreciation, recreation and tourism, Indigenous and community values. The business cases seek to maximise costs and thus the transfer of public funds in compensation to landholders. However, there are important public policy considerations of equity, accountability and transparency, including proof of damage prior to compensation, as well as offsetting losses against ecosystem services benefits. We consider that an ecosystem services approach could greatly improve acceptance of constraints relaxation amongst landholders and the development of novel policy options and instruments that can help advance the implementation of the Basin Plan. Ecosystem services (ES) have become an important focus of the conservation movement but have yet to be mainstreamed into environmental policy and management, especially at the state and federal levels. Adoption of an ES approach requires agency personnel to have knowledge or experience in implementing an ES approach and metrics that link potential actions to impacts on ES. We characterize the degree to which ES considerations are taken into account in setting priorities for conservation acquisitions in the U.S. state of Minnesota. We assess two core dimensions of an ES approach: (1) multiobjective targeting and (2) measuring program benefits in terms of increases in human well-being. We assess the degree to which these two dimensions occur in statute and in conservation program decision making. We find that state statute provides clear support for an ES approach in conservation funding mechanisms. However, we find that many of the programs funded through those mechanisms have more traditional habitat-centric approaches. In contrast to statutory emphasis, water quality related metrics were not prominent. We recommend expanding current prioritization systems to include a broader suite of metrics that are linked to human well-being to further mainstream ES in Minnesota. Rapid urbanization has altered many ecosystems, causing a decline in many ecosystem services, generating serious ecological crisis. To cope with these challenges, we presented a comprehensive framework comprising five core steps for identifying and managing hotspots of critical ecosystem services in a rapid urbanizing region. This framework was applied in the case study of the Yangtze River Delta (YRD) Region. The study showed that there was large spatial heterogeneity in the hotspots of ecosystem services in the region, hotspots of supporting services and regulating services aggregately distributing in the southwest mountainous areas while hotspots of provisioning services mainly in the northeast plain, and hotspots of cultural services widespread in the waterbodies and southwest mountainous areas. The regionalization of the critical ecosystem services was made through the hotspot analysis. This study provided valuable information for environmental planning and management in a rapid urbanizing region and helped improve China's ecological redlines policy at regional scale. In this paper, we reflect on the implications for science, policy and practice of the recently introduced concept of Nature-Based Solutions (NBS), with a focus on the European context. First, we analyse NBS in relation to similar concepts, and reflect on its relationship to sustainability as an overarching framework. From this, we derive a set of questions to be addressed and propose a general framework for how these might be addressed in NBS projects by funders, researchers, policy-makers and practitioners. We conclude that: (1) NBS need to be developed and discussed in relation to existing concepts to clarify their added value; (2) When considering and implementing NBS, the ‘relabelling’ of related concepts and the misuse of the concept have to be prevented in order to avoid misunderstanding, duplication and unintended consequences; (3) NBS as currently framed by the European Commission provides an opportunity for: a) transdisciplinary research into the design and implementation of solutions based on nature; and b) overcoming a bias towards development alternatives with narrow perspectives that focus on short-term economic gains and effectiveness; (4) The strength of the NBS concept is its integrative, systemic approach which prevents it from becoming just another “green communication tool” that provides justification for a classical model of natural resource exploitation and management measures. To realise their full potential, NBS must be developed by including the experience of all relevant stakeholders such that ‘solutions’ contribute to achieving all dimensions of sustainability. As NBS are developed, we must also moderate the expectations placed on them since the precedent provided by other initiatives whose aim was to manage nature sustainably demonstrates that we should not expect NBS to be cheap and easy, at least not in the short-term. “Ecosystem services” is a phrase with many meanings, yet very few studies have primarily focused on comparing different definitions of the term. Ecosystem services are now generally used in identifying an appropriately wide range of environmental variables for policy and management as well as better understanding the benefits provided by those aspects of the environment. A review of the dominant definitions of ecosystem services reveals the term is comprehensive in its scope and requires further specification for most purposes. Analysis further reveals that there are four main categories of conceptual definitions. The paper concludes that ecosystem services can be identified at various points along the spectrum of nature-human interaction depending on which specific definition is chosen and that the term was not created to identify a novel set of environmental objects or processes. Until present, it has been challenging to turn the concept of ecosystem services into a practical tool in the formulation of day-to-day policies on a national or regional scale. This is largely due to the overarching nature of the concept of ecosystems services (ESs) and the lack of concrete ecosystem service typologies. In this paper, we describe the foundation process of a national ecosystem service indicator framework for Finland, beginning with the selection of nationally important ESs. We also evaluate how this set of national indicators could be scaled down to regional circumstances, or integrated in the international ecosystem assessment processes. Our aim was to develop a national framework that complies both with national circumstances and with international typologies such as the Common International Classification of Ecosystem Services (CICES) and the cascade model. We developed indicators for 28 ecosystem services (10 provisioning, 12 regulating and maintenance, and 6 cultural services), a set of four indicators for every stage of the cascade model; altogether 112 indicators. We hope that the indicator framework draws attention to questions of resilience by providing information on the different aspects of ecosystem functioning that are crucial to the provisioning of ecosystem services. Furthermore, we hope to highlight the societal dependence on ecosystem services by providing indicators of both benefits and values. Besides higher-level decision-making processes, our attempt was to provide novel ecosystem service information for regional environmental managers and decision-makers, as well as the wider public interested in local issues. Integrating both ecological and socio-economic data into one platform may help to bridge the gap between science and practical decision-making resulting in more sustainable environmental management. Fresh water provisioning is a crucial ecosystem service (ES) in the agrarian societies of East Africa. Water resources are highly dependent on several other ES such as the water retention capacity of vegetation and the purification properties of soil. However, ES are constantly challenged by dynamic changes within water–land–vegetation–human relations. Environmental policies usually address immediate anthropic pressures but overlook multiple historical stressors, or ‘drivers’. This article presents a local assessment of changes in the water-related ES in the Taita Hills, Kenya, applying the Drivers, Pressures, Actions, State, Ecosystem services, Responses (DPASER) model, adapted from the Drivers, Pressures, State, Impacts, Responses (DPSIR) framework, boosted with ecosystem services and human actions and combined into a historical perspective. A review of the legislation, interviews, participatory mapping, timelines and focus group discussions were used in data gathering. The results indicate that land demarcation in the 1960s and consequent land privatization have been the main drivers of change in water-related ES, since these determined the prioritization of agricultural production over conservation of forests, wetlands and rivers. This case study shows that the degradation of water-related ES is strongly linked to historical development of land ownership and loss of commonality, and suggests enhancement of inter-sectoral management. A growing tendency to frame environmental problems as a failure to price ecosystem services has coincided with the rise of so-called “Market-Based Instruments” (MBIs). The aim of this introductory article to the special section “In markets we trust? Contrasting views on the performance and legitimacy of Market-Based Instruments in global environmental governance” is to promote critical reflection about the nature, scope and limits of MBIs in ecosystem services governance and to provide guidance on where the boundaries for the application of markets ought to be set. First, we examine the role that methodological assumptions and implicit normative positions play in shaping academic perception of the effectiveness and legitimacy of MBIs. Second, we examine MBIs in the broader ideological context and socio-political processes that have favored their development and implementation. Third, we test claims of the literature on MBIs against insights and data from case studies presented in the special section. Fourth, we discuss the scope and limits of markets in ecosystem services governance in the light of biophysical, institutional, and normative boundaries. We end with a summary of concluding remarks from the special section and by identifying critical tasks for the scientific and policy agenda on ecosystem services governance. [ABSTRACT FROM AUTHOR]

Mapping the demand for ecosystem services (ES) has received increased attention in scientific research and is seen as a relevant tool to inform conservation planning, land use planning and management. Yet, there is a varying understanding of the concept of ES demand, which has implications on how and where ES demand is being mapped. In this paper we review the current conceptual understanding of ES demand, indicators to measure demand and the approaches used to quantify and map demand. We identified four distinct “ demand types” , which relate to different ecosystem service categories. These demand types include demand expressed in terms of (1) risk reduction, (2) preferences and values, (3) direct use or (4) consumption of goods and services. Each of the demand types was linked to specific methods applied in the reviewed literature. We found that operationalization of ES demand in policy, planning and management requires a more consistent understanding and definition of ES demand, its drivers and its temporal dynamics. Furthermore, the impact of demands for multiple ecosystem services on land use change needs to be investigated. When multiple ecosystem services are derived from multiple ecosystems across different policy, planning or management jurisdictions, questions arise regarding the valuation of ecosystem services such as: who are the beneficiaries; how do they value ecosystem services; and who should be the valuing agent? In attempting to achieve an integrated approach to natural resource management in South East Queensland (SEQ), stakeholders have combined their knowledge to develop a framework to identify, measure and value ecosystem services provided by the region. This paper focuses on a methodology trialled to value the ecosystem services derived from the SEQ region in terms of the wellbeing of the SEQ community. The methodology allows flexibility of choice regarding whose values count and who should be the valuing agent. The methodology was trialled with community participants and scientific experts. The building blocks of the Framework can be used to construct different model variants, each of which reveals key characteristics of ecosystem services in SEQ. The approach adopted to value ecosystems and ecosystem services offers scope for decision makers to think more broadly about possible impacts of decisions on the wellbeing of the community and has facilitated the inclusion of ecosystem services in statutory planning policy in SEQ. After a long incubation period, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) is now underway. Underpinning all its activities is the IPBES Conceptual Framework (CF), a simplified model of the interactions between nature and people. Drawing on the legacy of previous large-scale environmental assessments, the CF goes further in explicitly embracing different disciplines and knowledge systems (including indigenous and local knowledge) in the co-construction of assessments of the state of the world’s biodiversity and the benefits it provides to humans. The CF can be thought of as a kind of “Rosetta Stone” that highlights commonalities between diverse value sets and seeks to facilitate crossdisciplinary and crosscultural understanding. We argue that the CF will contribute to the increasing trend towards interdisciplinarity in understanding and managing the environment. Rather than displacing disciplinary science, however, we believe that the CF will provide new contexts of discovery and policy applications for it. [ABSTRACT FROM AUTHOR]

Three decades of study have revealed dozens of examples of natural systems crossing biophysical thresholds (or "tipping points") as a result of human-induced stressors, dramatically altering ecosystem function and services. Environmental management that avoids or reverses such tipping points could prevent severe social, economic, and environmental impacts. Here, we attempt to demonstrate the desirability of, and opportunities for, environmental management using thresholds under U.S. federal law. We find that conceptually, tipping points can and do guide some regulatory decisions. However, explicitly focusing a larger set of environmental rides on avoiding potential tipping points could yield greater policy efficiency and political benefits. Interactions between the abiotic and biotic components of topsoil and subsoil provide different ecosystem services key to human wellbeing. However, in many cases mining activity avoids the ecological structure as an opportunity and tool to strengthen land use planning strategies, resulting in socioenvironmental conflicts. This situation makes evident the need to take actions to define and harmonize the different instruments on land use planning, in order to take actions for the conservation, restoration, knowledge, sustainable use and risk management of biodiversity and ecosystem services. The demand for better representation of cultural considerations in environmental management is increasingly evident. As two cases in point, ecosystem service approaches increasingly include cultural services, and resource planners recognize indigenous constituents and the cultural knowledge they hold as key to good environmental management. Accordingly, collaborations between anthropologists, planners, decision makers and biodiversity experts about the subject of culture are increasingly common—but also commonly fraught. Those whose expertise is culture often engage in such collaborations because they worry a practitioner from ‘elsewhere’ will employ a ‘measure of culture’ that is poorly or naively conceived. Those from an economic or biophysical training must grapple with the intangible properties of culture as they intersect with economic, biological or other material measures. This paper seeks to assist those who engage in collaborations to characterize cultural benefits or impacts relevant to decision-making in three ways; by: (i) considering the likely mindset of would-be collaborators; (ii) providing examples of tested approaches that might enable innovation; and (iii) characterizing the kinds of obstacles that are in principle solvable through methodological alternatives. We accomplish these tasks in part by examining three cases wherein culture was a critical variable in environmental decision making: risk management in New Zealand associated with Māori concerns about genetically modified organisms; cultural services to assist marine planning in coastal British Columbia; and a decision-making process involving a local First Nation about water flows in a regulated river in western Canada. We examine how ‘culture’ came to be manifest in each case, drawing from ethnographic and cultural-models interviews and using subjective metrics (recommended by theories of judgment and decision making) to express cultural concerns. We conclude that the characterization of cultural benefits and impacts is least amenable to methodological solution when prevailing cultural worldviews contain elements fundamentally at odds with efforts to quantify benefits/impacts, but that even in such cases some improvements are achievable if decision-makers are flexible regarding processes for consultation with community members and how quantification is structured. This paper reviews the values and benefits of geodiversity and geoconservation in the context of the Strategic Objectives and National Outcomes in the Scottish Government's National Performance Framework, particularly in relation to: economic development; climate change adaptation; biodiversity; science and education; and recreation, health and cultural inspiration. A key challenge is to improve the integration of geodiversity in environmental policy and its implementation in order to deliver more holistic and sustainable environmental management and wider public benefits. This requires greater awareness and recognition of the key benefits and ecosystem services that geodiversity provides for society. With an overall objective of promoting integration of geodiversity into relevant policies and decision frameworks, we advocate a more strategic, ecosystem-based approach to address: the future-proofing of ecosystem services, particularly in a context of climate change and rising sea-levels; conservation and sustainable management of geodiversity both in designated sites and in the wider countryside; raising awareness of the value of geodiversity and its contribution to ecosystem services; and improving understanding of geodiversity and key knowledge gaps. Summary Developments in ecological theory indicate that ecological processes have major implications for sustaining biodiversity and the provision of ecosystem services. Consequently, conservation actions that focus solely on particular species, vegetation communities, habitats or sites ('assets') are unlikely to be effective over the long term unless the ecological processes that support them continue to function. Efforts to sustain biodiversity must embrace both 'assets' and 'process-oriented' approaches. Existing knowledge about ecological processes, incomplete though it is, has not been adequately considered in government decision making. It is, therefore, necessary to consider how to build consideration of ecological processes into legislative and institutional frameworks, policy and planning processes, and on-ground environmental management. Drawing on insights from interviews, a facilitated workshop, and a literature review, this paper identifies a suite of policy priorities and associated reforms which should assist in ensuring that ecological processes are given more attention in policy-making processes. The contribution of soft institutional change to improve freshwater governance in the coastal zone will be examined. Freshwater management seeks to reduce losses due to overexploitation of the common-pool resources provided by river catchments and their associated ecosystems. Due to the complexity of the governance system, improving the performance of one coastal social-ecological system means searching for the appropriate "soft" institutional change. In the Pertuis Charentais region, increasing scarcity of freshwater in summer threatens the health of the coastal ecosystem and the sustainability of human activities, which depend on the use of natural resources. The allocation of freshwater among competing uses or concerns is a core issue for integrated coastal zone management. To address this issue, we have constructed an analytical framework that combines the ecosystem services approach with the institutional analysis of common-pool resources, and have developed an integrated simulation tool based on the system dynamic modeling approach. Freshwater scarcity generates three kinds of user conflict: (1) conflict between two extractive uses of freshwater (irrigation and drinking water), (2) conflicts between extractive uses (provisioning services) and other services (support, regulatory, and cultural) provided by freshwater, and (3) competition within a given activity sector (agriculture or shellfish farming). Participation by local managers led to the identification of realistic soft institutional changes that might mitigate conflicts and improve the governance system. These possible institutional changes were then integrated as fixed exogenous parameters in the simulation model. The simulated scenarios suggest that innovative collective arrangements involving farmers could be an alternative to other more restrictive top-down measures. This participatory experiment also illustrates the potential of social-ecological modeling for exploring acceptable new institutional arrangements. [ABSTRACT FROM AUTHOR]

Abstract: Frameworks for solving environmental problems have been presented over the past 40years from many organizations and disciplines, often with a strong focus on their own discipline. This paper describes a modification of an existing framework that can be better applied to manage environmental problems. Human well being, environmental policy, human activities, stressors (contaminants and habitat alterations), and ecosystem services are highlighted as five elements of the coupled human and natural system in the proposed framework. Thresholds in relationships among elements in coupled human and natural systems are key attributes of couplings because of their use in development of environmental criteria by facilitating stakeholder consensus and preventing catastrophic changes. Propagation of thresholds through coupled human and natural systems is hypothesized to be a significant driver of policy development. The Environmental Liability Directive (ELD) establishes a framework of liability based on the ‘polluter-pays’ principle to prevent and remedy environmental damage. The ELD requires the testing of appropriate equivalency methods to assess the scale of compensatory measures needed to offset damage. The aim of this paper is to contribute to fill the existing knowledge gap on the application of the value equivalency approach for damage compensation in this context. We analyze the toxic spill damaging the Doñana National Park (Spain) in 1998. The welfare losses associated with the resource damage are estimated using non-market valuation and compared to the value of the compensatory measures taken after the accident. Our results show that the in-kind compensation may have been insufficient to offset the welfare losses. We conclude that a more comprehensive knowledge of the human welfare effects caused by environmental damage is of substantial importance to determine compensatory remediation, as insufficient information in this respect can lead to erroneous decisions causing loss to society. The prerequisite for a sustainable and equitable use of common resources (the so-called Commons) must be the proper evaluation of their role within the complex network of relationships that ensure ecosystems functioning, resilience, and evolutionary dynamics. It is crucial to ascertain to what extent the common wealth is used for the common benefit. Money-based schemes for valuing the Commons, such as the so-called “willingness-to-pay”, provide a user-side evaluation perspective based on the idea that value only stems from utilization by humans. As a complement to such a point of view, we present and discuss in this paper a donor-side evaluation method (Emergy Synthesis) based on the idea that a proper measure of value can be achieved by also accounting for the work done by the biosphere in generating services and resources. It should not be disregarded that such resources and services also provide support to other species in the web of life. Emergy, a scientific measure of such environmental support, is suggested as a tool capable to assess quantity and quality of shared resources, thus providing a basis for their environmentally sound management. Over the past 50 years, human beings have influenced ecosystems more rapidly than at any similar time in human history, drastically altering ecosystem functioning. Along with ecosystem transformation and degradation, a number of studies have addressed the functioning, assessment and management of ecosystems. The concept of ecosystem services has been developed in the scientific literature since the end of the 1970s. However, ecosystem service research has focused on certain service categories, ecosystem types, and geographical areas, while substantial knowledge gaps remain concerning several aspects. We assess the development and current status of ecosystem service research on the basis of publications collected from the Web of Science. The material consists of (1) articles (n = 353) from all the years included in the Web of Science down to the completion of the Millennium Ecosystem Assessment and (2) more recent articles (n = 687) published between 2006 and 2008. We also assess the importance of international processes, such as the Convention on Biological Diversity, the Kyoto Protocol and the Millennium Ecosystem Assessment, as drivers of ecosystem service research. This is the first of a series of papers that review the state of knowledge and practice regarding compensation and rewards for environmental services in the developing world. The paper begins with an assessment of the historical development of compensation and reward mechanisms within a broader context of changing approaches to nature conservation and environmental policy. The assessment shows that greater interest in compensation and reward mechanisms has emerged within a policy context of changing approaches to nature conservation and flexible multi-stakeholder approaches to environmental management. In the developing world, an even greater variety of perspectives has emerged on the opportunities and threats for using compensation and rewards for environmental services. Within that background, the paper clarifies key concepts-including the distinction between compensation and reward -and presents a conceptual framework for typifying and characterizing different types of mechanisms that link ecosystem stewards, ecosystem service beneficiaries, and intermediaries. This study takes cognizance of the fact that the TIOMIN (TIOMIN Resources Inc. of Canada) project has resulted in controversy over its handling of environmental issues and especially the Environmental Impact Assessment (EIA). The authors address many of the protracted issues that have slowed the development of the mining project in Kwale. The main emphasis is on the impacts of the mining and mineral separation processes on the environment, including the governing legislation, the role of consultation and public participation, and socioeconomic issues. In their public documents TIOMIN has specified neither the type of minerals it wants to extract from the area nor their chemical composition. It is well known, however that the titanium minerals and zircon targeted have impurities of iron, thorium and uranium. In the absence of an Environmental Management Plan, the effects of stockpiling radioactive wastes and other impurities that could possibly lead to environmental degradation in both the terrestrial and marine environments have not been publically addressed. The measures proposed to mitigate ecological damage as a result of the establishment of a minerals processing plant in the area seem inadequate. Pollution resulting from accidental spillage or breakage could have significant impact on marine life and residents living near the mining site. Other issues that have not been addressed satisfactorily pertain to the use of surface and underground water. The area already faces a huge water deficit and the calculations presented on aquifer recharge and stream flow rates do not indicate the large quantities of water that would be required in the mineral processing plant. The project, if approved in its present state, risks violation of international conventions. Furthermore, it could cause a conflict between Kenya and Tanzania in the event of an oil spill at the proposed ship loading facility at Shimoni. The proposed mining area includes the district's most fertile land, is home to many fisherfolk and is a major tourist destination. An analysis of the effects of this project on other available opportunities must be thoroughly understood to ascertain the economic and environmental benefits and costs of the mining venture. The proposed compensation rate of $1,000 per acre, for resettlement for example, appears to be grossly inadequate. Ecosystem services—the benefits that people obtain from ecosystems—are essential to human existence, but demands for services often surpass the capacity of ecosystems to provide them. Lack of ecological information often precludes informed decision making about ecosystem services. The Millennium Ecosystem Assessment (MA) was conceived in part to provide the necessary ecological information to decision makers. To this end, the MA set out to address the stated needs and concerns of decision makers and examine the ecological dynamics and uncertainties underlying these concerns. To improve our understanding of their information needs and concerns, we interviewed 59 decision makers from five continents. The respondents indicated that although most people generally agree about the ideal state of the planet—free of poverty and extreme inequality, replete with cultural and biological diversity-they often disagree about the best way to achieve these goals. Further, although nonspecialists are generally concerned about the environment and may have a good understanding of some of issues, they often have a more limited grasp of the ecological dynamics that drive the issues of concern. We identify some of the principal uncertainties about ecosystem dynamics and feedbacks that underlie the concerns of decision makers. Each of the papers in this special feature addresses these ecological feedbacks from the perspective of a specific discipline, suggesting ways in which knowledge of ecological dynamics can be incorporated into the MA's assessment and scenario-building process.
