Is the EU becoming more united or more fragmented while implementing the hotspot approach? To answer this question this paper tries to analyse the hotspot model, which was introduced with the European Agenda on Migration as an immediate response to manage irregular migration and provide operational support to the frontline countries in a spirit of solidarity. After referring to the context within which it was created and the framework within which it functions, this paper explores its implementation in Italy and Greece. Drawing from these hotspot operations, various political, legal, organisational, ethical and practical considerations emerge that question not only the efficiency of this ad hoc measure but also its actual ability to strengthen EU solidarity. In this context, this paper argues that the hotspot approach as a policy measure provokes fragmentation and therefore disunity among the EU Member States, signalising a policy paradox. This brief paper introduces the special issue of JEMS on Albanian migration, which collects together revised versions of a selection of papers first presented at a conference held at the University of Sussex in September 2002. The uniqueness and complexity of Albanian migration are first spelled out. Although the main focus is on post-1990 migration, some interesting historical precedents are noted. Attention then turns to the two main contexts of reception, Italy and Greece, where host-society reaction has been characterised above all by stereotypes and the stigmatisation of Albanians. Starting in 1990, Albania has witnessed one of the great emigrations of recent times; ten years later at least 600,000 Albanians, one in five of the population enumerated by the 2001 census, were living abroad, mainly in Greece and Italy. This paper documents and interprets this mass migration, and is in four parts. The first describes the evolution of the emigration against the demographic, economic and political background of Albania's post-communist transition. The second and third parts look at Albanian migration to, respectively, Italy and Greece: topics covered include the chronology of movement; geographical distribution of the migrants; and the reaction of the host society, which has been one of stigmatisation and exclusion despite Albanians' key contributions to the labour market. The final part of the paper explores some conceptual interpretations of Albanian migration, stressing the need for a broad synthesis which encompasses both economic and socio-cultural approaches. The history of medicine in the Roman world has frequently been viewed from the perspective of the Elder Pliny (ca. AD 70), who described an invasion of incompetent, worthless charlatans from Greece and beyond. This extreme viewpoint was not shared by many of the inhabitants of Italy and the Western provinces, who welcomed these outsiders. This paper looks at the reasons why Greek-speaking doctors migrated westwards, and, through the writings of their most famous representative, Galen of Pergamum (127–216), how they became integrated into a Latin society. This paper investigates the impact of immigration on the transition to motherhood among women from Turkey, Italy, Spain, Greece, and the former Yugoslavia in West Germany. A hazard-regression analysis is applied to data of the German Socio-Economic Panel study. We distinguish between the first and second immigrant generation. The results show that the transition rates to a first birth of first-generation immigrants are elevated shortly after they move country. Elevated birth risks that occur shortly following the immigration are traced back to an interrelation of events -- these are migration, marriage, and first birth. We do not find evidence of a fertility-disruption effect after immigration. The analysis indicates that second-generation immigrants are more adapted to the lower fertility levels of West Germans than their mothers' generation is. [ABSTRACT FROM AUTHOR]

The article reports a comparative study of the representation of migration in media from three countries (Greece, Italy, and Turkey), over 2001–2018 period. Analysis showed the salience of two main frames – the view of migration as a matter of security and human beings as well. Themes framing the media discourses on migration are grounded on a semantic structure that is quite similar across the three countries compared, despite their considerable socio-cultural and geo-political differences. These semantic structures appear not to be associated with time of publication or with the political orientation of newspapers. Implications from these findings are discussed. [ABSTRACT FROM AUTHOR]

According to the official Italian administrative data, the community of Italians living in Athens went on growing over the years, including the last decade. What are the drivers of Italian immigration in a less‐developed country than Italy, a country which recently has also experienced a more serious crisis than the Italian one? To answer this question, we followed a research strategy based on in‐depth interviews to Italians living in the Athens area. After reviewing the features of the Italian community and those of the group of interviewees, we focus on the respondents who found a job in Athens, both as independent workers and as employees. Our results show that a great number of drivers are at work in producing a migration flow from Italy to Greece. They support the idea that contemporary international migration (more specifically, intra‐European migration) cannot be fully understood by relying exclusively on an economic approach. Administrative detention has gradually become a fundamental instrument in migration policies of European States. The law generally assigns to this measure a key role in supporting removal procedure. On the other hand, administrative detention has been recognised as a symptom of the crimmigration crisis. This article aims to challenge the expected benefits of administrative detention as an effective measure to guarantee the enforcement of removal procedures, analysing available data of imprisonments and removals relative to Italy, France, Spain and Greece in the period of time 2014–2019. Italy and Greece have been often blamed by their fellow EU Member States for the excessive permeability of their borders, their inability to stop irregular migration, and their inefficient asylum systems. In addition the two countries have weak internal controls, especially as regards the sectors of the labour market where immigrants are usually employed e.g. agriculture, domestic work, tourism and catering. This article seeks to make sense of these fundamentally contradictory policies that characterise Greece's and Italy's approach to managing migration. The article starts by outlining the common features of Italian and Greek immigration policies and proposes an analysis of immigration control regimes along two dimensions: their internal (within the country's territory) or external (at the border or outside the border) character, and their fencing (stopping) vs. gate-keeping (preventing) nature. Section 3 discusses critically the irregular migration inflows in Greece, the policies implemented to address them and their contradictory results. Section 4 reviews the related policies in Italy and casts light to their inconsistencies. In the concluding section, we highlight the possible explanations for these two countries' lack of direction in immigration management pointing to the opposition between excessively regulated labour markets, large informal economies and strict border controls which however become lax and ineffective once irregular migrants or asylum seekers are within the country. The article compares the immigration situation in Greece and Italy. Their similarities and differences as regards the size and main features of their immigrant populations as well as their migration policies during the last two decades are highlighted. The history of the emigration and immigration in Greece and Italy is discussed. Jobs available for the immigrants in both countries are also discussed.

This study analyses the political discourse on immigration in Greece, Italy and Spain, with a view to highlighting how discourse is organised and, in particular, the use of ingroup and outgroup categories in it. It is hypothesised that talk on immigration involves a re-elaboration of national identity and re-definition of the ingroup/nation and outgroup/immigrant representation. Moreover, it is expected that immigrants are represented as Others, alien to the ingroup and, therefore, to be excluded from the host society. My aim here is to highlight the commonality of identity processes activated in different social-historical contexts and analyse the connection between ingroup-outgroup representations and the specific historical legacy and socio-economic reality of a given country. Greece, Italy and Spain have been selected as a suitable set of case studies because they have recently been transformed from senders to hosts of migrants. The section that follows describes briefly the size of the immigration phenomenon in each country and the public policies adopted. The second section discusses the ingroup-outgroup dynamics activated in immigration discourse from a sociological and a social psychological perspective. The third section concentrates on the analysis of political discourse, namely interviews with non-governmental organisations, trade union representatives and public administration employees in Athens, Rome and Madrid. The methodology used is that of qualitative discourse analysis. Findings are discussed under the light of sociological and social psychological research on the issue.
