ABSTRACT Ecosystem services are part of a growing trend within environment and development to analyse environmental change within the context of socially valued outcomes. Yet, ecosystem services-based policies and analyses are increasingly criticized for failing to connect with, or even for restricting, development outcomes. This article seeks to connect environmental analysis with development outcomes better by applying the capability approach of Amartya Sen and others. It demonstrates how scientific analysis of ecosystem services sometimes conflates pathways of ecosystem management with development outcomes, but that it can be reconfigured to include more diverse values and objectives. The article argues that ecosystem services should be identified more as 'functionings' (in the Senian sense of valued development outcomes) rather than 'functions' (in the sense of biophysical, apolitical ecosystem properties) in order to indicate that 'services' always reflect social values, and that values and scientific explanations of underlying biophysical properties evolve together. Environmental science for socially valued outcomes such as ecosystem services is therefore an important site of political inclusion and exclusion. The article illustrates this analysis with examples of ecosystem-based adaptation to climate change from the World Bank and government of Bangladesh, and in contrast to differing approaches from the field of sustainability science. Increasingly, the success of management interventions aimed at biodiversity conservation are viewed as being dependent on the 'resilience' of the system. Although the term 'resilience' is increasingly used by policy makers and environmental managers, the concept of 'resilience' remains vague, varied and difficult to quantify. Here we clarify what this concept means from an ecological perspective, and how it can be measured and applied to ecosystem management. We argue that thresholds of disturbance are central to measuring resilience. Thresholds are important because they offer a means to quantify how much disturbance an ecosystem can absorb before switching to another state, and so indicate whether intervention might be necessary to promote the recovery of the pre-disturbance state. We distinguish between helpful resilience, where resilience helps recovery, and unhelpful resilience where it does not, signalling the presence of a threshold and the need for intervention. Data to determine thresholds are not always available and so we consider the potential for indices of functional diversity to act as proxy measures of resilience. We also consider the contributions of connectivity and scale to resilience and how to incorporate these factors into management. We argue that linking thresholds to functional diversity indices may improve our ability to predict the resilience of ecosystems to future, potentially novel, disturbances according to their spatial and temporal scales of influence. Throughout, we provide guidance for the application of the resilience concept to ecosystem management. The business sector is promoting a change in its management model, since the early 90s, when it took a positive attitude toward the environment. Thus, environmental issues have become part of the strategic planning of organizations due to stricter regulations and to society's demands for greater environmental responsibility. Therefore, this study aims to identify and analyze environmental practices adopted by companies of this sector in Goiás and to seek answers to questions related to the factors that can contribute to the creation of competitive advantages within these organizations. Organizations involved in that study are labeled A, B, C and D. This research has used the fundamentals of qualitative and exploratory approach and it can be characterized as a field research. In the growing and processing of sugar cane, certainly negative impacts to the environment are still present. However, adoption of actions mentioned here, as the search for the conservation of soil and vegetation, replacing the burned by harvesters, the rational use of chemicals, the recycling of waste in the production process (such as power generation through bagasse sugarcane), among others, point out benefits to business sector and the environment. After Poland's entry to the European Union, Polish dairy companies were forced to change the way they functioned as far as ecologization was concerned. Efficient functioning of these organizations was possible only when environmental management had been properly implemented. This paper presents the results of research on environmental management of 32 companies conducting business activity in Poland. It was proven that in comparison to 2003, processes aimed at improving the environmental parameters of these companies were considerably intensified after Poland's accession to the EU. This resulted to a large extent from the need to adjust the organizations to EU regulations. In this case, small enterprises were in the most difficult situation for a number of reasons. First of all, due to financial reasons, such enterprises did not try to implement any, of a number of activities, that could improve their functioning. Secondly, the surveyed units took actions aimed at economizing on water supplies, minimizing waste, and changing the heating system to gas heating in order to reduce the emissions of carbon dioxide. On the other hand, environmental management systems were implemented in large companies. However, such companies did not always notice the necessity of certification. [ABSTRACT FROM AUTHOR]

Abstract: Frameworks for solving environmental problems have been presented over the past 40years from many organizations and disciplines, often with a strong focus on their own discipline. This paper describes a modification of an existing framework that can be better applied to manage environmental problems. Human well being, environmental policy, human activities, stressors (contaminants and habitat alterations), and ecosystem services are highlighted as five elements of the coupled human and natural system in the proposed framework. Thresholds in relationships among elements in coupled human and natural systems are key attributes of couplings because of their use in development of environmental criteria by facilitating stakeholder consensus and preventing catastrophic changes. Propagation of thresholds through coupled human and natural systems is hypothesized to be a significant driver of policy development. In the face of apparent failures to govern complex environmental problems by the central state, new modes of governance have been proposed in recent years. Network governance is an emerging concept that has not yet been consolidated. In network governance, processes of (collective) learning become an essential feature. The key issue approached here is the mutual relations between network structure and learning, with the aim of improving environmental management. Up to now, there have been few attempts to apply social network analysis (SNA) to learning and governance issues. Moreover, little research exists that draws on structural characteristics of networks as a whole, as opposed to actor-related network measures. Given the ambiguities of the concepts at stake, we begin by explicating our understanding of both networks and learning. In doing so, we identify the pertinent challenge of individual as opposed to collective actors that make up a governance network. We introduce three learning-related functions that networks can perform to different degrees: information transmission, deliberation, and resilience. We address two main research questions: (1) What are the characteristics of networks that foster collective learning in each of the three dimensions? To this end, we consider SNA-based network measures such as network size, density, cohesion, centralization, or the occurrence of weak as opposed to strong ties. This series of articles provides perspectives and recent case examples reflective of the growing interest in and need for formal causal analysis procedures that narrow the uncertainties associated with understanding cause and effect relationships in environmental and health matters. That understanding is important for guiding prevention, remediation, and/or restoration efforts pertaining to environmental stressors. A defensible establishment or refutation of causes is often needed to support legal opinions and/or reach decisions on specific regulatory actions. For complex environmental and health matters, the ability to support cause and effect relationships to a reasonable degree of certainty depends not only on the existence of the relationships but also on the analyst's ability to examine alternative possibilities and to use available evidence to support scientific opinion. Formal casual analyses have evolved to provide analysts with organized frameworks for weighing evidence and decreasing the likelihood of missing important aspects of cause and effect relationships as problems become increasingly complex and less familiar. In this perspectives series, the causal analysis method is explored through additional examination of the underlying philosophies and history of approaches that serve as the foundation of what we consider causal analysis today. When an environmental impairment has been identified, it becomes necessary to identify the cause so that an appropriate action can be planned. However, causation is difficult to establish—both conceptually and in practice. To ensure that the U.S. Environmental Protection Agency's (USEPA's) method for causal assessment is appropriate and defensible, we reviewed concepts of causation from philosophers, statisticians, epidemiologists, and others. This article summarizes the results of that review and explains how it relates to the USEPA's method. We include a five-step process: (1) identify alternative candidate causes; (2) logically eliminate when possible; (3) diagnose when possible; (4) analyze the strength of evidence for remaining candidate causes; and (5) identify the most likely cause. We also encourage three practices: (1) use a consistent process; (2) do not claim proof of causation; and (3) document the evidence and inferences. This approach allows assessors to identify the most likely cause or, failing that, to reduce the set of possible causes and identify information needs for another iteration of causal assessment. Voluntary environmental programs (VEPs) seek to improve the environment by encouraging, rather than mandating, businesses and other organizations to adopt environmentally protective measures. Since the 1990s, VEPs established by industry, government, and nongovernmental organizations have proliferated around the globe, raising the question of how effective these programs are in securing environmental protection, both on their own and in comparison to traditional mandatory regulations. This article reviews the emerging research literature on VEPs, describing the variation in their structures, providing a framework for assessing their impacts, and summarizing what is known about why organizations engage in voluntary environmental action and what effects these programs have on environmental quality. Based on the analysis of a large dataset on the environmental performance of European companies in five industrial sectors, this paper examines the question of whether the presence of an environmental management system (EMS) has a positive impact on the eco-efficiency of companies. It begins with a review of evidence about the link between EMS and environmental performance in business organisations, finding that, despite much research, there is still little quantitative evidence. The second part of the paper uses three independent statistical methods (simple correlations, Jaggi-Freedman indices and a 'trend differences' approach) to assess whether companies and production sites with EMS perform better than those without and whether performance improves after an EMS has been introduced. The paper shows that there is currently no evidence that EMS have a consistent and significant positive impact on environmental performance. Based on three explorative case studies of industrial environmental practices in Poland, this paper examines how green charges alter the situated knowledge of companies' environmental managers. The study illustrates that following the Communist collapse, companies began to take the environmental authorities seriously because more severe enforcement and higher levels of green charges were implemented. However, the study also develops the hypothesis that environmental managers' comprehension of environmental problems is determined by the chemicals imposed with a duty. [ABSTRACT FROM AUTHOR]

The aviation industry has faced significant economic and environmental challenges over the past 20 years. Increased public concern regarding protection of the environment from the impacts of transportation has prompted governments to seek voluntary and regulatory measures to manage the various modes of transportation. Canada, as a global partner, has responded to the challenges of airport environmental management with a balanced approach between voluntary and regulatory measures. Through the development of environmental management plans and procedures, airports and carriers have been able to reduce negative impacts on air, water and soil and respond to challenges concerning aircraft de-icing fluids, greenhouse gases (GHGs) and other air emissions. This paper provides an overview of environmental issues facing the Canadian Government and aviation industry, management procedures utilised to manage these issues, and environmental management challenges of the future. It will focus on examples of a water quality issue through the management of de-icing fluids. An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Many empirical environmental justice (EJ) studies lack a systematic framework in which to undertake research and interpret results. This paper characterizes the conventional EJ study and examines how results can be influenced by the choice of the spatial scale and scope of analysis. After thoroughly reviewing a sample of prominent EJ studies, a conventional EJ study was performed for (Superfund) National Priorities List sites at multiple scales and scopes. It was found that evidence of environmental injustice could be sensitive to scale and scope chosen, which partly explains the observed inconsistency in the empirical literature. The introduction of potentially invasive species is a concern to the public and the aquaculture industry. Used to protect channel catfish from infectious trematode infestations, the non-indigenous black carp has been evaluated by the US Fish and Wildlife Service (USFWS) and deemed potentially ‘injurious’ under the terms of the Lacey Act. Consequently, the black carp may be restricted from interstate commerce and eventually removed from US waters. An alternative approach to evaluating the risks posed by invasive species is considered and compared to that used by the USFWS. Short of outright restriction, reasonable options for management of such invasive species probably exist, including better use of environmental assurance bonds and return-deposit models. In the last decade there has been an upsurge in governmental interest in evidence-based policy, coupled with an emphasis on a utilitarian view of research. This emphasis on research for the benefit of policy has contributed to the highly selective nature of the construction of knowledge on urban environments, with those areas that have not been regarded as a policy problem failing to attract investment in research. Strategic waste planning has been a striking example of such policy areas. The first part of this paper provides an overview of the disjuncture between policy and evidence and argues that the lack of research has contributed to the underdevelopment of intellectual capital in this field. This overview sets the context for the second and third parts of the paper which draw on a case study of recent attempts to improve the evidence base for urban waste policy at the regional level. The author examines the interface between the technical and the social dimensions of knowledge production and knowledge transfer as experienced in the work of the Regional Technical Advisory Body (RTAB) in the North West of England. By drawing on five basic tenets of technical rationality, the author provides a critical analysis of how the NWRTAB's adoption of a predominantly technical—rational approach affected the dynamics of knowledge—policy interplay. It is argued that technical rationality proved to be inadequate in satisfying some of the rhetorical expectations that are often associated with it, and which help perpetuate its continuing popularity among professionals and policymakers. Ecological restoration is an expanding area of science and practice for environmental management, but in urban environments in particular its challenge to traditional approaches can be limited because it is seen primarily as a scientific or practical endeavour rather than a social one. In general, the restoration literature, especially on the scientific and practitioner side, suffers from the ‘deficit model’ of public understanding and from a lack of fit between the expectations of restoration and policy workers and those of their local publics. Hence, the irony is that, although restorationists may be seen as radical in scientific and policy terms because of their challenge to the tradition of the ‘hard engineering’ of rivers, they are not radical in social science terms because they fail to challenge the tradition of technocratic environmental management of the public and its deficit model. We illustrate this through two examples of urban river restoration in England—the Alt and the Brent—and we conclude by suggesting how such problems might be addressed through more emphasis on and integration of social science within research and practical agendas for urban restoration projects. The importance of language in influencing and often determining management, planning, and policy decisions in the environmental arena is well documented. Equally well established is the importance of language in research, both with respect to the assumptive worlds of theory, discussion, and debate, and with respect to operational definitions and methodologies. This research addresses and examines meanings and understandings of a key expression and construct largely responsible for shaping environmental management and conservation thought, practices, and policy in the Wet Tropics World Heritage Area of Australia, “World Heritage values.” Research findings document the lack of a clear understanding and consensus with respect to the meanings and use of the expression across and within the stakeholder groups and communication contexts examined. This confusing, inconsistent, and often conflicting language use is a formidable and largely unacknowledged management issue and problem in terms of measurement, monitoring, and communication, and strategic and effective on-the-ground management. Structured decision making (SDM) approaches have been advocated as a means of improving the quality of environmental and related risk management decisions based largely on the self-reported behavior of decision makers. The goal of the research presented here was to test this basis for decision quality by comparing the self-reported assessments of individual decision makers with their actual choice behavior across a set of three related environmental contexts. It was hypothesized that a modified structured decision approach would lead participants to make better informed decisions which accurately reflected their objectives, not based solely on self-reports, but also on internally consistent decision making behavior. Results from this study only partially support this hypothesis. While individuals' self-reports suggest that the structured approach outperformed results from an unstructured control condition, there was a lack of agreement between these self-reported evaluations and actual choice behavior. Beyond the obvious policy implications of decisions that are inconsistent with stated objectives, these findings point to the need for improved metrics when evaluating the quality of environmental decision processes. The article studies the effects of a problem-based learning approach on attitude change and science and policy content knowledge. The results indicate that an open-ended, problem-based learning approach to teaching conservation science and environmental management to academically talented college upperclass students in a general studies course is effective at improving content knowledge about these subjects. It also increases student interest and awareness about environmental issues. Students found such a course interesting and valuable.

The mining Sector in Asia has often been characterized more by poor rather than by good environmental management. Thus, "mining and the environment" occupy contested terrain. This article focuses mainly on the small-scale mining sector, with examples drawn from the region. Small-scale artisanal mining is frequently depicted as environ- mentally harmful; however, even with large mining operations there are areas where environmental mismanagement may occur. Tailings disposal and reclamation following mine closure are the most frequent examples. Sometimes the nexus between large-scale mines and national or regional government makes environmental regulation enforcement problematic. Links between local government and small-scale mining operations can bring similar regulatory problems. In some countries, small-scale mining's illegality makes regulation a near impossibility. Although acknowledging that little actually has been achieved so far, the article suggests that nonetheless good environmental management might be easier to establish in this sector. Sustainable development is now widely accepted as a policy framework in planning and development both internationally and in South Africa. Within this framework, technocentric scientific approaches to environmental management, which are reflective of weak ecological modernization, have dominated environmental practice both in the developed and developing world. South Africa is a country in transition and as a result environmental law and policy have undergone significant reform. However, implementation and practice remains embedded within a weak ecological modernization approach. Through the lens of two case studies reflecting changing approaches and practices within state institutions, this paper explores the shifts taking place in the construction, adaptation and application of policy frameworks and tools used in the drive towards sustainability in South Africa. The research uses critical approaches to ecological modernization (Hajer, 1995; Christoff, 1996) and deliberative policy analysis (Hajer and Wagenaar, 2003; Hajer, 2003, 2003; Hajer, 2004) to explore these shifts. It suggests that the shift towards strong ecological modernization has taken place as a result of the adaptation of international practice to the South Africa context, the global acceptance of more integrated approaches, the opportunities for change that ‘institutional ambiguity’ and ‘multi-signification’ create, and pockets of innovation that have developed when intellectual actors shift the boundaries of environmental practice. Current research in environmental planning supports decision making based on collaborative planning mechanisms. While current research clearly details the limitations to and prerequisites for meaningful public participation in general and for select environmental issues, there is little focus on them in brownfields redevelopment. In practice, the general assumptions are that brownfields redevelopment is an ideally situated policy issue for participatory planning. However, as this paper will illustrate through case study research, there are several situational prerequisites that must be met before there can be meaningful citizen participation in brownfields redevelopment. By highlighting these prerequisites, the author's goal is to mobilize research and policy efforts to overcome those limitations and to foster widespread meaningful participation in the redevelopment of brownfields in residential neighborhoods. The examinations conducted in this study focus at the community level to test for disparate outcomes involving utility-based electric power generation within the crucial state of Texas. Potential policy implications are discussed as relevant to the general thesis of environmental racism postulated by justice advocates and the civil rights strategies advanced by justice advocates. Cross-sectional and longitudinal perspectives are used in testing for distributive inequities involving locations of fossil fuel power plants and emissions and output rates of emissions originating from such power plants. These tests provide empirical basis for assessing outcomes of the siting and emissions regulatory processes. While the civil rights strategies that would use Title VI of the Civil Rights Act of 1964 and the disparate impact standard are inapplicable, some limited findings indicate disparate outcomes involving other disadvantaged populations that are difficult to justify in context of legitimate market dynamics. Risk evaluation and assessment have been used as tools to regulate and manage the risks to consumers of eating self-caught fish that have high levels of contaminants. Armed with these risk assessments, health agencies issue consumption advisories, and in some cases, close some waters to fishing. Recently, regulatory agencies have used contaminant levels in fish as a benchmark for remedial action on contaminated sites, using human health risk assessment as the justification. The US Environmental Protection Agency's new surface water criterion for mercury is based on mercury levels in fish tissue. When multiple regulatory agencies have jurisdiction over the same waters or remediation site there is the potential for differing risk evaluations. Using the Peconic River on Long Island, New York as a case study, the paper examines how and why county, state, and federal health risk evaluations for fish contaminated with mercury differed. While the same risk methodology was applied by all agencies, the assessments were conducted for different purposes, applied different consumption and fish biomass assumptions, and arrived at different conclusions. The risk evaluations invoked to design fish consumption advisories use mercury levels currently in fish, and are designed to prevent current exposure. However, the risk assessments that provide a basis for remediation consider many different pathways of exposure (not just ingestion), and deal with long-term exposure. The risk evaluations, and recommendations promulgated by those agencies, differ because they have different goals, use different assumptions, and often fail to communicate among agencies. It is suggested that it is valuable to have these different levels of risk evaluations to adequately address health issues. However, there are policy implications, which include making the distinctions between the types of risk assessments, their methods and assumptions, and the rationale for these assumptions. Further, assessors and managers should involve all interested stakeholders (including regulators and state health officials) in discussions about the use of risk, the assumptions of risk assessment, and the goals of those evaluations. The difficulties in the case of the Peconic were not due to differences in the original data, but rather in the goals and type of risk assessments performed. If all deliberations had been transparent during all phases of the decision-making and management process, the conflicts within the minds of the public, regulators and other agencies might have been avoided. This case study suggests that more reliability, circumspection and transparency should be built into the process where multiple agencies and multiple objectives are involved. [ABSTRACT FROM AUTHOR]

This paper focuses on the evidentiary aspects of the precautionary principle. Three points are highlighted: (i) the difference between association and causation; (ii) how the strength of scientific evidence can be considered; and (iii) the reasons why regulatory regimes tend to err in the direction of false negatives rather than false positives. The point is made that because obtaining evidence of causation can take many decades of research, the precautionary principle can be invoked to justify action when evidence of causation is not available, but there is good scientific evidence of an association between exposures and impacts. It is argued that the appropriate level of proof is context dependent, as "appropriateness" is based on value judgements about the acceptability of the costs, about the distribution of the costs, and about the consequences of being wrong. A complementary approach to evaluating the strength of scientific evidence is to focus on the level of uncertainty. If decision makers are made aware of the limitations of the knowledge base, they can compensate by adopting measures aimed at providing early warnings of un-anticipated effects and mitigating their impacts. The point is made that it is often disregarded that the Bradford Hill criteria for evaluating evidence are asymmetrical, in that the applicability of a criterion increases the strength of evidence on the presence of an effect, but the inapplicability of a criterion does not increase the strength of evidence on the absence of an effect. The paper discusses the reason why there are so many examples of regulatory "false negatives" as opposed to "false positives". Two main reasons are put forward: (i) the methodological bias within the health and environmental sciences; and (ii) the dominance within decision-making of short term economic and political interests. Sixteen features of methods and culture in the environmental and health sciences are presented. Of these, only three features tend to generate "false positives". It is concluded that although the different features of scientific methods and culture produce robust science, they can lead to poor regulatory decisions on hazard prevention. [ABSTRACT FROM AUTHOR]

The operational dilemmas and challenges associated with the practice of community-based environmental planning (CBEP) are examined. The paper examines the frequently invoked ‘bottom-up’ versus ‘top-down’ dichotomy and argues that environmental governance is more complex, dynamic and multi-scalar than this simple dichotomy implies. The paper identifies six key problems with the CBEP approach: (i) the conceptualization of ‘community’ which poorly accounts for difference; (ii) problems of inequality; (iii) the organizational capacity and efficacy of community groups; (iv) the scale of CBEP; (v) the types of knowledge utilized by communities in environmental management; and (vi) the potential for parochial concerns to dominate the priorities and agenda of community organizations. A review of the existing scientific literature regarding world trade and foreign direct investment (FDI), both theoretical and empirical, demonstrates the existence of a growing link between international business and protection of the natural environment, in both positive and negative directions. Some authors voice the opinion that accelerated deregulation and trade liberalization play a particularly important role in this relationship. Environmental norms and standards play a significant role in determining the competitiveness of goods and products on the international market. There are a number of different norms and standards concerning environmental management and the implementation of systems of environmental management. Among the most significant is the EMAS system and the concept of an integrated environmental management system according to ISO 14001 that is based on the fundamental elements of the Total Quality Management (TQM) idea. In light of the explosive expansion of international trade in environmental services that promote "clean" technologies and production equipment, a firm's proper environmental policies may have a positive effect on the international competitiveness of its products and services, yielding an advantage to those producers and exporters who first initiate and implement them. The article focuses on implementing environmental management systems in the federal government. Managing environmental conditions in federal facilities poses major challenges throughout the U.S. government. According to the Environmental Protection Agency, there are 12,153 regulated federal facilities nationwide. The increasing age of federal facilities along with decreasing agency budgets for equipment repair and replacement and the shifting of dwindling resources into more politically attractive areas are increasingly problematic. However, the private sector's approach in applying management system principles to environmental issues has shown that they can be very effective. This organized approach of management system principles, also known as environmental management systems (EMS), can lead to more efficient and effective environmental management in federal facilities. For the federal government, EMSs are now the preferred means of managing facility environmental conditions. However, EMS implementation cannot be accomplished overnight.

Scenarios can help planners and decision makers to think through uncertainties about the future and make decisions that are robust to a variety of possible outcomes. To develop useful scenarios we need to understand the main processes of relevance to the system of interest. Ecological processes, and the feedbacks that they can create between human actions and human well-being, are thought to be important for human societies. Current uncertainties over the long-term resilience of ecosystems and the substitutability of ecosystem goods and services can betranslated into three alternative realities: ecosystems may be relatively brittle, relatively resilient, or largely irrelevant. Although these extremes are only rough characterizations of reality, they help us to focus our thinking about the possible outcomes of interactions between humans and the rest of the biosphere. Existing global scenarios can be categorized into a small number of families based on shared themes and assumptions about the future. Considering the internal consistency of four of the main scenario families in relation to the three alternative ecological realities suggests that all existing scenarios make strong, implicit assumptions about the resilience of ecosystems. After a detailed discussion of individual examples, we present a synthesis of the incorporation of ecology in existing scenarios. All current scenarios are inconsistent with at least one possible property of ecosystems and their likely interaction with society. The interrelationships between ecological reality, human views of ecosystems, and social responses to actual and perceived ecological change are complex. For the Millennium Ecosystem Assessment and future scenario exercises, we recommend that essential ecological assumptions should be made explicit to ensure that the details of each scenario are consistent with both the perceived and the actual degree of resilience of ecosystems. Ecosystem services—the benefits that people obtain from ecosystems—are essential to human existence, but demands for services often surpass the capacity of ecosystems to provide them. Lack of ecological information often precludes informed decision making about ecosystem services. The Millennium Ecosystem Assessment (MA) was conceived in part to provide the necessary ecological information to decision makers. To this end, the MA set out to address the stated needs and concerns of decision makers and examine the ecological dynamics and uncertainties underlying these concerns. To improve our understanding of their information needs and concerns, we interviewed 59 decision makers from five continents. The respondents indicated that although most people generally agree about the ideal state of the planet—free of poverty and extreme inequality, replete with cultural and biological diversity-they often disagree about the best way to achieve these goals. Further, although nonspecialists are generally concerned about the environment and may have a good understanding of some of issues, they often have a more limited grasp of the ecological dynamics that drive the issues of concern. We identify some of the principal uncertainties about ecosystem dynamics and feedbacks that underlie the concerns of decision makers. Each of the papers in this special feature addresses these ecological feedbacks from the perspective of a specific discipline, suggesting ways in which knowledge of ecological dynamics can be incorporated into the MA's assessment and scenario-building process. The long-range outlook for the world's ecosystems depends on the course taken by global development in the coming decades. Current global trends and ecological dynamics are consistent with very different outcomes, defined by alternative assumptions about the technological, economic, demographic, geopolitical, and social aspects of development and the ways in which institutions, personal and public values, and natural systems may be expected to respond to historically novel stressors. Recent advances in scenario analysis have addressed the dual methodological challenge of exploring these uncertainties in an organized way and determining what would be needed to make the transition to sustainability. This paper reviews global scenario research, setting current efforts in a historical context. It focuses on seven recent studies that are comprehensive, regionally disaggregated, and narratively rich—and thus of greatest relevance to the Millennium Ecosystem Assessment (MA). It summarizes their social visions and the level of quantitative detail used in these exercises. Taken together, this suite of global scenario studies provides a useful platform for the MA by offering insight into the complex factors that drive ecosystem change, estimating the magnitude of regional pressures on ecosystems, sounding the alert on critical uncertainties that could undermine sustainable development, and understanding the importance of institutions and values. But these studies are only a point of departure. The integration of changing ecosystem conditions into global development scenarios, as both effects and causes, is at the cutting edge of scenario analysis. This article categorizes four kinds of adverse effects to human health caused by ecosystem change: direct, mediated, modulated, and systems failure. The effects are categorized on their scale, complexity, and lag-time. Some hut not all of these can be classified as resulting from reduced ecosystem services. The articles also explores the impacts that different socioeconomic-ecologic scenarios are likely to have on human health and how changes to human health may, in turn, influence the unfolding of four different plausible Future scenarios. We provide examples to show that our categorization is a useful taxonomy for understanding the complex relationships between ecosystems and human well-being and for predicting how future ecosystem changes may affect human health. The objectives of the Environmental Services Department of Athens International Airport SA (AIA) are to monitor environmental conditions, ensure compliance with environmental regulations, communicate environmental information, and undertake initiatives to improve environmental conditions. Since 2000, the Environmental Services Department has been certified according to EN ISO 14001:1996. During the next audit it will seek certification according to EN ISO 14001: 2004. This case study introduces the main elements of the environmental management system (EMS) regarding design, development and implementation, and examines the benefits and challenges of its adoption. Certification has led to a number of operational,environmental and public relations benefits, such as effective environmental monitoring and proactive approach to environmental problems. At the same time, EMS adoption requires continuous internal and external reviews to ensure proper implementation. Littoral zone is a special land/ landscape type. As an important kind of land resource in support, the use of littoral zone is vital to eastern coastal areas in China. And the research on littoral zone relates to the key theory of landscape ecology. Based on the theory of landscape ecology, the littoral zone was divided into four types: mud flat, sand beach, bench, and biological flat. The distribution of each type in China is pointed out. As a typical open system, littoral zone has six landscape ecological characteristics: (1) high sensitivity to disturbance; (2) distinct edge effect; (3) spatial aggregation of natural resources; (4) frequently spatial oscillation; (5) obviously spatial heterogeneity; and (6) noticeably spatial differentiation. The Japanese experience with environmental management shows that a holistic strategy integrating three managerial dimensions--social, economic and environmental--is required. Four strategic implications can be learned from Japanese successes and failures in environmental management: how to build cooperative approaches among actors in environmental governance; how to deal with economic and environmental dilemmas; how to structure national environmental policy; and how to finance environmental pollution controls. The strategic principles of these four aspects are universally applicable to other countries. Nevertheless, the applicability of Japanese experiences and lessons to specific countries requires further comparative studies that take the socioeconomic, political and cultural backgrounds of the countries into account. Recent years have witnessed the rapid proliferation and growth of local, national, and transnational environmental nongovernmental organizations (NGOs), national bureaucracies concerned with environmental management, and transnational institutions charged with implementing various forms of global environmental governance. This proliferation and recent theoretical trends within the discipline have contributed to a dramatic upsurge in interest among anthropologists in analyzing this phenomenon. The present discussion is an attempt to take stock of this current research trend within anthropology and to contextualize it within a larger set of topical and theoretical concerns. I examine some of the theoretical and practical sources of our interest in environmentalism and review a series of recent trends in the anthropological analysis of environmental movements, rhetorics, and representations. I also identify a set of other issues that I believe a critically informed anthropology might address in the production of future ethnographic accounts of environmental discourses, movements, and institutions. This article looks at the performance of global institutions for environmental management. Innovative approaches are necessary and possible in three areas: transnational environmental standard setting, transnational environmental licensing, and transnational environmental auditing. The traditional way to set international standards is to hold a diplomatic conference to negotiate and adopt a treaty, which then must undergo national ratification by a specified minimum number of states before it becomes binding. International environmental lawmaking has followed this tradition, and most proposals for action on climate call for a global convention on climate change or for a law of the atmosphere along the lines of the United Nations Convention on the Law of the Sea adopted in 1982. It often has been pointed out how antiquated and cumbersome this diplomatic process is, especially in crises or rapidly changing circumstances. A major flaw of most treaty-making is its ad hoc nature, or institutional ad-hocracy. Multilateral conventions are adopted by an ad hoc conference of plenipotentiaries. True, environmental conferences of this kind normally are preceded and organized by expert sessions for drafting and negotiation, and such sessions often develop into regular channels of interaction among the relevant technical elites or epistemic communities, including government, industry and environmentalist representatives. The article discusses ecomanagement and the impact of environmental awareness on law. The interaction between environment and law has been affected by several sets of constraints, namely, the narrow, sectoralized concept of the environment; the characteristics of technical law; the trends and stage of development in related, auxiliary social sciences; the failure of philosophy and of humanities in general to provide a coherent new value system, matching the new knowledge in macro-ecology and in the various technologies which unfavorably impact on the environment. When environmental management is practiced within these parameters and the applicable ecosystemic principles, it is properly termed ecomanagement. Ecomanagement provides an inchoate paradigm for the development of the super social technology needed for the rational administration of human uses of the environment, and protection against damaging impacts and effects, under the conditions of finite and deteriorating resources faced with increased populations, demand and stress. Environmental impact assessment (EIA) is a major legal innovation stimulated by environmental concerns. EIA is a specialized application of the policy development model. It asks and attempts to give an evaluated answer to the policy question.

The article highlights the career of Noam Gressel, the chief executive officer (CEO) of Assif Strategies, an Israeli environmental consulting firm. After a 10-year stint in the U.S. industry, the 32-year-old American-Israeli engineer joined Assif last year that increasingly focused on environmental issues. She aimed to make a difference by changing the people's awareness of the environment. For Gressel, she is one of those few who have a strong technical background alongside strategic environmental management experience in a large international company. She earned her degree at University of Michigan in 1997, magna cum laude.

The article focuses on the decision of the Environmental Protection Agency (EPA) to update its position statement on environmental management systems (EMS). The EPA has encouraged organizations to implement EMS that result in improved environmental performance and compliance, cost savings, pollution prevention through source reduction, and continual improvement. Private and public organizations have increasingly adopted formal EMS to address their environmental responsibilities. The agency pointed out that the EMS can improve organizational efficiency and competitiveness, provide an infrastructure for public communication and engagement, and provide a platform to address other important issues such as security.
