The European hornet has a taste for the sap inside the bark of trees, which can be damaging to ornamentals. The hornets strip the bark, chew it, and drink the sap inside. In the process, they may also catch bees and other insects attracted to the sap. The behavior was thought to be linked to nest building, but entomologists and horticulturalists now say it is a form of feeding frenzy.

The public law theorists have been attempting to determine the meaning of the concept of 'public servant' on the basis of various criteria. The existing theoretical views often reflect the dynamics of administrative development of individual countries, which directly affects the status and the role of a public servant. Given the lack of a 'universal definition', the objective of this paper is to point to the diverse theoretical definitions of the notion of the public servants, which are often associated with the role and characteristics of an individual country's public administration, legal tradition, and political and social system. Notwithstanding the existing theoretical differences, the paper also aims to establish the common and essential elements of the concept of a public servant, which transcend the national differences. Although the theoretical concept of the public servants offered by legal science often relies on a definition of positive law, the divergences of scientific opinions keep shaping the normative reality as well.

• Taking user's general interest, current interest, and dynamic interest into account for session-based recommendation. • Employing item-level attention to learn item's importance degree for user's general interest. • Using multiple horizontal convolutional filters to learn the non-linear item transitions for user's current interest. • Applying a vertical convolutional filter to learn non-monotone feature interactions for user's dynamic interest. • Proposed method outperforms the state-of-the-art methods and is the most efficient. The task of session-based recommendation is predicting the next recommendation item when available information only includes the anonymous behavior sequence. Previous methods of session-based recommendation usually integrate the general interest, dynamic interest, and current interest to promote recommendation performance. However, most existing methods ignore the non-monotone feature interactions when building user's dynamic interest and model item-item transitions through a linear way when building user's current interest, which reduces the performance of model. In this paper, we design a novel method for session-based recommendation with recurrent and convolutional neural network. Specifically, The Gated Recurrent Unit with item-level attention mechanism learns the user's general interest, while the convolutional operation with horizontal filter and vertical filter search for user's current interest and dynamic interest. Moreover, the outputs of recurrent operation and convolutional operation are concatenated to generate the recommendation. Furthermore, we evaluate the proposed model on three real-world datasets which come from e-commerce and music API, respectively. The placebo in medicine has a long and interesting history. Despite the widespread use of placebo medication and sham interventions in clinical research, surprisingly little is known about how placebos work. There is evidence the administration of placebo preparations can induce measurable changes in physiology including the production of endorphins. Placebos usually involve some form of deception, but have been shown to work even when their lack of 'active' ingredients is declared to the patient. The relevance of the nature of placebo effects has become a central debate in the field of hyperbaric medicine with the recent suggestion that 131 kPa of air may be an active therapeutic intervention rather than a convenient and convincing sham. This paper discusses the nature of placebo and participation effects and the implications for hyperbaric oxygen therapy if low-pressure air is regarded as therapeutic. [ABSTRACT FROM AUTHOR]

Social housing in France now occupies a central position in political discourse and in public opinion. Accommodating some 17% of households and being an economic driver, its political weight is understandable. But the frailty of the current consensus, based on new production as a solution for solving the “housing crisis,” can be approached by analyzing the ruptures which have occurred since the “glorious times”—in terms of both narratives and actions. Using the image of a “new deal” between markets, state, and society and the concept of “general interest” as a framework, the paper first discusses the way the post-liberal shift impacts and challenges housing policies and the place of social housing. The historically constructed narrative of the sector is then presented from its origins up to the shift of the 1970s. Finally, it is argued that the turmoil of the last four decades indicates a shift toward a new repartition between the main stakeholders and a different role for the State—that leaves unsolved not only the housing question, but also the social one. This research inquires on the planning principle on state contracts for public works. Different laws such as the 80th from 1993 and 1150th of 2007 rule about this principle from which management doctrine and legal rules derive the requirements for state contracts. For the inquire a qualitative method is used and descriptive analysis is supported on law hermeneutics. The recent ruling from the Council of State considers the planning principle as essential for state contracts. If not present, the absolute nullity of the contract is stated, controverted in dissenting opinion and resolution of writs for protection of fundamental rights, considering that the causes for nullity are taxative and does not come from law interpretation. This paper concludes that this principle-duty is of the most importance for its capacity for controlling contracting and stopping corruption. A normative modification is proposed as well as a previous divulgation of the planning components for guaranteeing the compliance with the normative without discouraging private sector activity. The ongoing interpretation of Dupuit's conflict with the French liberal school on the question of justice consists of a simple opposition between public utility and natural rights. This paper aims to show that Dupuit's position is far more complex: justice is based on welfare - and thus on public utility - although natural rights are not excluded from his scheme. An understanding of Dupuit's concept requires a clarification of the differences between three notions - public interest, welfare and public utility - and, by the same token, of the factors linking each notion to the others. The article presents the author's memoir as a scientific officer of the School of Underwater Medicine (SUMU) in Sydney, New South Wales. He recalls how Carl Edmonds had been trying to develop a telemetry system to monitor diving sets and divers. He also remembers how the Des Gorman's entry into the school increased their interest in gas embolism.

Top5itis is a disease that currently affects the economics discipline. It refers to the obsession of the profession of academic economists with the so-called “top5” journals, also referred to as “top general-interest” journals. This paper offers some thoughts regarding the notion of “general-interest” in economics and discusses some of the practices in these journals.

Context: In the last decades, one has the impression that the term sustainable development has evolved towards social responsibility and that the activities carried out by organizations and institutions are very similar. Nevertheless, this paper presents a theoretical discussion of the contribution of social responsibility. The question of this research is: through indicators of general interest and scientific production, it is possible to determine the evolution of sustainable development towards social responsibility? Methodology: Using the non-participatory method of secondary data analysis, secondary data from articles in the Redalyc, WorldCat, Microsoft Academic, Scopus, and Web of Science databases and specialized books on the topics were analyzed. Google Ngram Viewer and Google Trends were used to compare the variations of the indicators of scientific production and interest. Results: Through secondary data analysis, it was possible to establish indicators of general interest and scientific production. A discussion is presented on the evolution of sustainable development towards social responsibility. Conclusions: The results showed that the evolution of sustainable development towards social responsibility was not surpassed over time, except at some moments and in specific geographical locations. Academic research has a role in advancing and enlightening society in broad areas of study. Many forces interact to influence the directions, topics, and methodologies used in research. In this paper, we explore and discuss the relationships between the top general-interest and specialist accounting journals. We test whether top journals (e.g., "Top 3" or "Top 6"), relative to a set of high-quality, but specialist, journals, (1) are perceived to be general in what they will consider publishing, (2) have historically published diverse sets of articles, (3) have editorial board members with diverse sets of interests and skills, and (4) publish the most highly cited articles by topic area and methodology. The results suggest that some of the top journals are not as general as their mission statements suggest and that they do not publish the most highly cited articles in some topic areas and methodologies. These results may help institutions consider whether "counting" only the top journals is an appropriate measure for judging faculty scholarship. The results suggest that counting articles in the traditional top journals alone will be problematic if institutions want to promote research in a broad range of accounting topics and issues in the profession. The article provides an overview of a report on the use and misuse of citation data in the assessment of scientific research, issued by the International Mathematical Union (IMU) with the International Council of Industrial and Applied Mathematics (ICIAM) and the Institute of Mathematical Statistics (IMS). The report claimed that relying on statistics is not more accurate when statistics are not properly used. It revealed that statistical tools used to rank journals, papers, disciplines and programs are often misused and misunderstood.

Approaching the television of niche from a comparative point of view represents a new perspective, as, on a national level, this has not been done yet. There have not been identified sources which have approached the problems of these channels with a complex monitor grid. Although there are numerous works dealing with aspects proper to the domain of television, information regarding the television of niche is by far a few. In the present paper we will try to point out what are the peculiarities of these channels. In order to make an analysis of the regional televisions, it is important to identify and present the concepts and notions which define the specificity of this type of television. It is a fact that, at present, television in Europe is affected by the economy recession. The paper does not try to offer solutions or models adjusted to the present context, it endeavours to present a first analysis regarding the place of these channels on the audio visual market. The historic investigation of the definition of "insurance interest" in life insurance is the key to understanding the importance and the way it is anchored in legal regulations of continental legal systems and in common law systems. The law science and basically also the praxis concluded that insurance interest in life insurance exists in cases, when there is a natural relation between insurance participants, natural persons (e.g. husband and wife, parents and children). This legitimise the financial interest in insurance of health and life. The insurance interest in own health and life is self-evident. Insurance interest is the legal relation based on which the policyholder or insured person may suffer damage, mainly in relation to property, inflicted by a loss. The existence of insurance interest is an important requisite of a policy in all European and the majority of third countries jurisdictions. Given the existence of general (public) interest in life insurance, insurers as well as supervisory authorities should investigate, whether the contracted insurance comprises also insurance interest as the major part of the policy. General and individual insurance interest in life insurance have the same meaning. The interest of persons to insure themselves or their relatives (as defined by insurance-related legal regulations) is in line with the interest of the society in this insurance. By making the individual rights the anthropological premise of society, modernity subverted the essence of the common good which is now defined with regard to individual aspirations. The general interest can no longer be regarded as an end. Rather it is a means that reconciles individual rights and personal interests through the social contract. Therefore the project of a general interest complying with both individual rights and personal interests is compromised by their original reciprocity. Studying Hobbes and Locke, who focus respectively on general utility of society and on justice, allows us to understand that two radically different political philosophies emerge whether the author prioritizes one or the other when aiming at defining the general interest. As on the one hand the satisfaction of personal interests may threaten individual rights while on the other hand the protection of those rights tends to organize personal interests into a hierarchy, this paper discusses the dichotomous nature of the general interest which might explain why this notion is so hard to comprehend today.

The article explores the relationship between the legal principles of general interest and gender equality, both consecrated in Colombia's 1991 Constitution. Through an analysis of the precedents set by the Constitutional Court, the article provides a hermeneutical approximation of the behaviour of jurisprudence concerning the general interest. It demonstrates how this principle could be used to foster a more encompassing definition of gender equality. The precedents set by the Constitutional Court have opened up the spectrum of women's rights so as to grasp their relation to the principle of general interest as well as their basis as fundamental rights.
