Purpose - The purpose of this paper is to outline some of the key issues related to migrant workers, work, public policy and HRM while introducing the five articles included in the special issue. Design/methodology/approach - The paper reports on the issue which is made up of articles that present research based on surveys, interviews and longitudinal census data. Findings - It is evident that high-performing economies attract migrants from lower-performing economies. However, with influxes of migrant labour there are a number of challenges that need to be met at the organisational and policy levels. Research limitations/implications - The indications are that some economies are beginning to slow and this means that migrant flows will also slow or reverse. The implications for migrant-dependent sectors and countries are not clear, although all five papers indicate areas for further research. Practical implications - Each article includes practical implications depending on the sector, skill and country being examined. Practical implications include the role of day labour centres as HR mediators between organisations and employees, the need for culturally sensitive and tailored training programs to assist professional migrants and the need for policies geared towards the assimilation of migrants and return migrants in order to assist their integration into the labour market. Originality/value - The five articles presented here represent a wide range of approaches, skill levels and sectors within the five counties examined: the USA, UK, Australia, Canada, and Finland. This paper aims to improve understanding of the construction of controllability boundaries surrounding the financial audit function through a set of interviews with former members of Arthur Andersen reflecting on the collapse of their firm. Our focus is how members, in light of their firm's downfall, assess the abilities of public accounting firms to control financial audit work and auditor behavior (i.e., organizational controllability), and the abilities of outside, nonaccounting bodies to regulate financial auditing (i.e., regulatory controllability). The investigation is predicated on interviews with 25 former partners and employees of Arthur Andersen, mostly in Canada and the United Kingdom. Our qualitative analysis indicates that a majority of interviewees adheres to the view that financial auditing can best be controlled by means of a network of bureaucratic and clan controls established within accounting firm organizations, without any direct involvement on the part of regulators. A number of interviewees consider that reinforcing outside regulation is necessary to discipline financial auditors. In spite of these differences, the vast majority of interviewees consider that financial auditing is controllable (by organizational or regulatory control), which is of interest, given their spatial and emotional proximity to the controversial collapse of their firm. Also, most participants do not see the professional association as a useful or relevant party in helping the professional accounting community maneuvering in times of turmoil. This paper seeks to move beyond what Martin and Ruhs described as the numbers versus rights equation in temporary labour migration programs. We do this by examining the ideology of temporary labour migration. This ideology has three key elements: temporariness, labour markets and rights. The paper describes how these concepts obscure key features of temporary labour migration programs. The argument is developed by examining points of contrast between current programs in place in the USA, Canada, Australia and the UK. The paper concludes by demonstrating how unmasking the power imbalances of this ideology will lead to new policy directions. [ABSTRACT FROM AUTHOR]

Debates surrounding the ostensibly ‘transformative’ potential of personalisation for social work services, and service users, have variously illustrated the risks and opportunities this presents, although the implications for criminal justice social work services have received comparatively limited attention. By extending the concept of ‘service user’ to include not only offenders, but wider stakeholders (victims and communities), this paper considers the practical application of theories of personalisation and co-production by reviewing proposed and extant strategies for maximising stakeholder involvement in criminal justice services. It is argued that, in progressing beyond the more individualistic interpretations of this somewhat controversial reform agenda—in prioritising not only the individual, their rights, strengths and subjective identities, but locating the individual in situ, in the concrete realities and textures of their lives and communities—the strength of the personalisation agenda rests in its potential to develop and strengthen the collective organisation of service users, service providers and communities in a co-productive endeavour. It is argued that both this reading and the principles underpinning it resonate more widely with the empirical and theoretical literature on just and effective penal practices and, in so doing, this paper exposes the complexities that lie behind the apparent simplicity of this argument. Background: OECD countries over the past two decades have implemented a range of labour market integration initiatives to improve the employment chances of disabled and chronically ill individuals. This article presents a systematic review and evidence synthesis on effectiveness of government interventions to influence employers’ employment practices concerning disabled and chronically ill individuals in five OECD countries. A separate paper reports on interventions to influence the behaviour of employees. Methods: Electronic and grey literature searches to identify all empirical studies reporting employment effects and/or process evaluations of government policies aimed at changing the behaviour of employers conducted between 1990 and 2008 from Canada, Denmark, Norway, Sweden and the UK. Results: Few studies provided robust evaluations of the programmes or their differential effects and selection of participants into programmes may distort the findings of even controlled studies. A population-level effect of legislation to combat discrimination by employers could not be detected. Workplace adjustments had positive impacts on employment, but low uptake. Financial incentives such as wage subsidies can work if they are sufficiently generous. Involving employers in return-to-work planning can reduce subsequent sick leave and be appreciated by employees, but this policy has not been taken up with the level of intensity that is likely to make a difference. Some interventions favour the more advantaged disabled people and those closer to the labour market. Conclusions: Future evaluations need to pay more attention to differential impact of interventions, degree of take-up, non-stigmatizing implementation and wider policy context in each country. In the lead-up to the November 2007 general election, the Australian Labor Party, led by Kevin Rudd, announced its intention to repair a relationship between the Commonwealth government and the not-for-profit sector (NFPS), which it alleged had been 'broken' by the Howard government. The key policy expression of this commitment would be a 'compact' that would set the terms of engagement between the federal government, through its departments and agencies, and the NFPS. The Rudd Labor government's pursuit of a compact followed the lead of governments overseas - most notably in the United Kingdom (1998) and Canada (2001) - whose landmark agreements set the benchmarks against which most other compacts are compared. It also followed in the wake of similar initiatives by state and territory governments over the previous decade. On 17 March 2010, Prime Minister Kevin Rudd launched the National Compact. Although an important milestone, the policy journey did not end with this event. This paper explores the implementation challenges confronting government and the NFPS and considers the prospects for an Australian compact in the light of overseas and Australian experiences. • The Finnish Baby Box provides parents of newborns with a wide range of infant clothing and other basics. • The cardboard box in which the infant can sleep was emphasized by the media and commercial companies outside Finland. • The box preventing SIDS was advanced by private companies and the media. • This was less the case in Wales and Scotland, a result of their being governed by authorities with a "left" orientation. For over 80 years the Finnish state has provided expectant mothers with a cardboard box containing an extensive collection of clothing, bathing products for the baby, nappies, bedding and a small mattress. Numerous jurisdictions have implemented it in some form. We investigated through a critical case study methodology whether its translation into the liberal welfare states of Canada, UK, and USA experienced message distortion (the box as a means of preventing SIDS), commercialization, watering down of content; and separation from the complex of Finnish welfare state policies that support families with children. We find that only Scotland and Wales recognized the decommodification and equity roles played by the baby box. This study identified numerous barriers to building progressive public policy in Canada, UK, and USA: the structures and processes of the liberal welfare state, commercial interests that skew public policymaking and media logic that limits news reporting to the concrete and simple, eschewing complex analysis. This article examines the effects of counterterrorism policy in Canada, the United States, and the United Kingdom between 1997 and 2016. We use time series analysis and series hazard models to examine the influence of policy on (a) incidents of terrorist violence and (b) citizen perceptions of the threat of terrorism. Results indicate that counterterrorism policy is, for the most part, not related to significant changes in Canada but does report significant results for public opinion and terrorist incidents in the United States and the United Kingdom, although these effects are temporally defined. In recent years, the concept of fluctuating or recurring impairments has grown both in the public consciousness as well as in frequency of note within policy documentation and legislation. However, contention still surrounds the perceived legitimacy of such impairments, including chronic fatigue syndrome/myalgic encephalomyelitis, epilepsy and diabetes, which have the potential to vary in intensity over time, versus more ‘traditional’ and accepted forms of disability. By drawing on current conceptual discussion and research activities in Canada around what have been termed episodic disabilities, as well as legislative developments in the United Kingdom, this paper will provide an overview of how fluctuating or recurring impairments have to date been conceptualised, contested, and the central issue of competing definitions within this context [ABSTRACT FROM AUTHOR]

This article disaggregates high- and low-status care work across eight liberal welfare regimes: Australia, Canada, Iceland, Ireland, Israel, Switzerland, the United Kingdom and the United States. Using Luxembourg Income Study data, descriptive and multivariate analyses provide support for a 'migrant in the market' model of employment, notwithstanding variation across countries. The data demonstrate a wage penalty in both high- and low-status care employment in several liberal welfare regimes, with the latter (service jobs in health, education and social work) more likely to be part-time and situated in the private sector. Migrant care workers are found to work disproportionately in low-status, low-wage types of care and, in some cases, to incur additional wage penalties compared to native-born care workers with equivalent human capital. Research on early childhood education and care (ECEC) policy focuses overwhelmingly on formal, centre-based provision and, to a lesser extent, on family day care (or childminding) provided in the homes of registered carers. Comparatively little research addresses the policy treatment of care provided in the child's home by nannies and au pairs. This article examines the position of in-home childcare in Australia, the UK and Canada, and the varied nature and extent of public funding and regulation. Introducing a new dimension into comparative studies of ECEC, it also explores how shifts in migration policy in each country have intersected with ECEC funding and regulation to reshape the recruitment and employment of in-home child carers. Australia, the UK and Canada are all liberal, market-oriented countries, but there is considerable diversity in the way governments support and regulate in-home childcare, their rationales for so doing, and in the connections between childcare and migration. We argue that connecting the analysis of in-home childcare to migration policies raises new questions about the classification and comparison of ECEC policies. [ABSTRACT FROM AUTHOR]

Background: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries.Study Design and Methods: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety.Results: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions.Conclusion: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. [ABSTRACT FROM AUTHOR]

Disability scholars and activists argue that ‘care’ is a complex form of oppression and reject it as a term and concept. I explore the possibility of salvaging care from its oppressive medical and charitable legacies through a discussion of personal assistance. While not arguing for a return to terming personal assistance ‘care’, I argue care can be made accessible in policies and discussions of attendant services and in more general discussions related to care. Like the built environment, care requires ‘retrofitting’ as in updating existing structures to fully include disability perspectives. This requires redefining care as a complex tension. Accessibility also evokes the sense of ‘at hand’; keeping care at hand in policy discussions allows us to consider transformative feminist conceptualizations of care and captures intricate relationships between attendants and disabled people, including people with intellectual disabilities. Low employment rates of chronically ill and disabled people are of serious concern. Being out of work increases the risk of poverty and social exclusion, which may further damage the health of these groups, exacerbating health inequalities. Macro-level policies have a potentially tremendous impact on their employment chances, and these influences urgently need to be understood as the current economic crisis intensifies. In Part I of this two-part study, the authors examine employment trends for people who report a chronic illness or disability, by gender and educational level, in Canada, Denmark, Norway, Sweden, and the United Kingdom in the context of economic booms and busts and deindustrialization. People with the double burden of chronic illness and low education have become increasingly marginalized from the labor market. Deindustrialization may have played a part in this process. In addition, periods of high unemployment have sparked a downward trend in employment for already marginalized groups who did not feel the benefits when the economy improved. Norway and Sweden have been better able to protect the employment of these groups than the United Kingdom and Canada. The article focuses on the rating practices of films with smoking scenes and its indirect contribution to youth smoking in Great Britain, Canada and the U.S. The authors state that the World Health Organization (WHO) and the U.S. Centers for Disease Control and Prevention recommend that movies containing smoking scenes should be given an adult content rating. They also mention that film subsidy programs should recognize public health goals.

In this article, authors discuss various aspects of induced pluripotent stem cells (iPSCs) research and research ethics regulations that resulted due to controversies associated with human embryonic stem cells. Potential policy challenges associated with iPSC work in different countries including Canada, Japan and Great Britain are discussed. A table highlighting several common themes in among iPSC research regulating policies, is also presented.

The three fold purpose of this study is to (1) review the incipient age discrimination legislation in the U.K., (2) offer comparisons with the U.S., Australia, and Canada and (3) examine the new legislation in relation to relevant gerontological theory and research. Reviewed are Britain’s Employment Equality Age Regulations, the Age Discrimination in Employment Act of the U.S., the Age Discrimination Act of 2004 in Australia, and Canadian Human Rights Act of 1985. A comparison of the new legislation on age discrimination in the U.K. with existing legislation of this type in the U.S., Canada, and Australia reveals that the British law appears to be weaker on many facets relative to those in the other countries. By permitting more exceptions to the law than are allowed under other types of civil rights statutes, restricting applicability of the law to the workplace, and maintaining compulsory retirement, the power of the law may be circumscribed. Based on an actor-centred institutionalist approach, parliamentary oppositions in Westminster democracies are analysed through three dimensions. Firstly, through institutional opportunity structures for opposition parties: in all four countries there are comparatively few opportunities for the opposition to affect policy-making. However, there are variances between the four countries and they change over time. Secondly, they are analysed through the parties' policy positions and the potential for cohesive behaviour by non-governmental parties. Within this aspect, there are different constellations. In most cases, opposition parties do not coordinate their strategies. Thirdly, they are viewed through bicameralism and federalism, as external veto points that may be employed by opposition parties in Australia and in Canada. Therefore, there is not only one pattern of parliamentary opposition in Westminster democracies, rather, a considerable diversity. [ABSTRACT FROM AUTHOR]

Figures released by the U.S. Centers for Disease Control and Prevention and Great Britain's Office for National Statistics indicate that smoking rates declined between 2005 and 2013 in the U.S. and between 2012 and 2013 in Great Britain. A "BBC News" report indicated that Harsh Vardham, India's Health Minister, announced new regulations which require health warnings to cover 85% of the surface of tobacco packages beginning on April 1, 2015.The World Health Organization (WHO) has released new guidelines titled "Community Management of Opioid Overdose".
