The European Universities Initiative (EUI), created by the European Commission in 2017, is a recent novel phenomenon within the European Union policy toolkit that explicitly targets the development of transnational cooperation in higher education (HE). To date, the EUI counts 44 European university alliances, involving around 340 HE institutions. In this paper, we argue that the EUI can be seen as a case of a transnational institution building process representing a potentially significant structural reform for European higher education. Anchored in new institutionalism, we explore the regulative, normative, and cultural-cognitive dimensions of the EUI. Methodologically, this study analyzes the perspectives of European policy actors (n = 4), a set of policy documents (n = 13) and the mission statements of the EUI's partnerships funded before 2022 (n = 41). The results show that the EUI emerges as the 'next level of cooperation' in European HE since it aims to transform European cooperation (regulative dimension), to create and diffuse a new model for European HE following a challenge-based approach (normative dimension), and to work as a way to reinforce and institutionalize European and global scripts for European HE (cultural-cognitive dimension). This paper looks at youth mobility as an ongoing, dynamic, processual experience in the making of an educational trajectory. By exploring the experiences of students who have undertaken more than one mobility experience under the Erasmus + program, we reflect on how underlying motivations change over the course of subsequent mobility experiences. In contrast to existing research, where the focus has been on reported motivations for one-off mobility experience, we discuss the latent motivations driving super-mobile educational trajectories. In doing so, we observe the ongoing reconfiguration of these trajectories through the concept of spatial reflexivity, which results in articulated and augmentative dynamics over time. Background: Learning Analytics (LA) is an emerging field concerned with measuring, collecting, and analysing data about learners and their contexts to gain insights into learning processes. As the technology of Learning Analytics is evolving, many systems are being implemented. In this context, it is essential to understand stakeholders' expectations of LA across Higher Education Institutions (HEIs) for large‐scale implementations that take their needs into account. Objectives: This study aims to contribute to knowledge about individual LA expectations of European higher education students. It may facilitate the strategy of stakeholder buy‐in, the transfer of LA insights across HEIs, and the development of international best practices and guidelines. Methods: To this end, the study employs a 'Student Expectations of Learning Analytics Questionnaire' (SELAQ) survey of 417 students at the Goethe University Frankfurt (Germany) Based on this data, Multiple Linear Regressions are applied to determine how these students position themselves compared to students from Madrid (Spain), Edinburgh (United Kingdom) and the Netherlands, where SELAQ had already been implemented at HEIs. Results and Conclusions: The results show that students' expectations at Goethe University Frankfurt are rather homogeneous regarding 'LA Ethics and Privacy' and 'LA Service Features'. Furthermore, we found that European students generally show a consistent pattern of expectations of LA with a high degree of similarity across the HEIs examined. European HEIs face challenges more similar than anticipated. The HEI experience with implementing LA can be more easily transferred to other HEIs, suggesting standardized LA rather than tailor‐made solutions designed from scratch. This article addresses the importance of Internationalization Policies in Higher Education Institutions (HEIs) and aims to describe the technical-methodological aspects taken into account in the construction of Strategic Internationalization Plans within the framework of the project called "Development of Internationalization Policies". Internationalization in Higher Education Institutions" (DHIP2) and reflect them in marketing actions to improve services. The institutional international strategy, the structure of the International Relations Offices (ORIs), international mobility, the internationalization of the curriculum, the internationalization of research, synergy with the territorial context and visibility, were the priorities addressed, therefore, the conclusions refer to the continuous improvement of the internationalization process related to these priorities and how they contribute to the quality of the ORIs services. For the elaboration of this paper, a qualitative approach of documentary analysis was taken into account. Horizontal cooperation between HEIs, both from Latin America, Europe, and also from other regions of the world, constitutes an essential tool for the achievement of the Policies that are designed in each HEI. Background: Formative assessments are vital for supporting learning and performance but are also considered to increase the workload of teachers. As self‐assessments in higher education are increasingly facilitated via digital learning environments allowing to offer direct feedback and tracking students' digital learning behaviour these constraints might be reduced. Yet, learning analytics do not make sufficient use of data on assessments. Aims: This exploratory case study uses learning analytics methods for investigating students' engagement with self‐assessments and how this relates to performance in the final exam and self‐reported self‐testing strategies. Materials & Methods: The research study has been conducted at a European university in a twelve‐weeks course of a Bachelor's program in Economic and Business Education including nenroll = 159 participants. During the semester, students were offered nine self‐assessments each including three to eight tasks plus one mid‐term and one exam‐preparation self‐assessment including all prior self‐assessments tasks. The self‐assessment interaction data for each student included: the results of the last self‐assessment attempt, the number of processed self‐assessment tasks, and the time spent on the last self‐assessment attempt, the total self‐assessment attempts, and the first as well as last access of each self‐assessment. Data analytics included unsupervised machine learning and process mining approaches. Results: Findings indicate that students use the self‐assessments predominantly before summative assessments. Two distinct clusters based on engagement with self‐assessments could be identified and engagement was positively related to performance in the final exam. The findings from learning analytics data were also indicated by students' self‐reported use of self‐testing strategies. Discussion: With the help of multiple data from self‐reports, formal exams, and a learning analytics system, the findings provided multiple perspectives on the use of self‐assessments and their relationships with course performance. These findings call for applying assessment analytics and related frameworks in learning analytics as well as providing learners with related adaptive feedback. Conclusion: Future research might investigate different (self‐report) variables for clustering, other student cohorts or self‐assessment forms. In Europe, liberal arts and sciences undergraduate university programmes are typically characterised by a high degree of freedom of choice in the curriculum. Educators often present this as allowing students to design an integrated, interdisciplinary curriculum around their particular interests. This paper explores how students in such programmes understand and experience that freedom. It postulates a theoretical typology of reasons why one might value curricular freedom and, based on 59 interviews with students from 13 such programmes, considers what aspects of this typology resonate with students. The paper concludes that students overwhelmingly see freedom of choice in the curriculum as an opportunity to try out different disciplines to discover which ones they enjoy most. While this eventually does lead them to making tailored choices about their studies, their path to this goal is more meandering than is commonly understood. The purpose of this paper is to discuss the theoretical and methodological implications of an affective assemblage approach in the study and practice of decolonizing "the University" in Europe. In particular, the analysis aims to better account for the affective dimensions of decolonizing "the University" in Europe, taking into consideration that neither "the University" in Europe assumes a monolithic institution nor "decolonization" constitutes a monolithic project. Although the paper is theoretical, it provides examples of the meaning and function of decolonizing "the University" in various settings within the European higher education context. The paper contributes to the critical problematics of ongoing efforts to decolonize universities in Europe by exploring the prospects of affective assemblages as a working concept that helps education theorists, researchers, and policymakers in European higher education come to terms with both the intellectual and affective demands of decolonization processes. Classifications are a basic tool for research, which allow summarizing the diversity of objects in a number of categories that fits the cognitive abilities of the human mind. Their relevance for higher education is emphasized by the differentiation of institutional profiles. Yet, unlike in the US, there is currently no classification of European Higher Education Institutions (HEIs). This paper fills this gap by developing a classification of European HEIs, which focuses on differences in activity profiles and subject scope. To this aim, it uses data from an enriched version of the European Tertiary Education Register on a sample of more than 2000 HEIs in a large number of European countries. The classification comprises six classes that occupy distinct positions in a configuration space defined by two dimensions, i.e. research vs. educational orientation and subject specialization. Ex-post analysis shows that classes are identifiable and can be attributed meaningful labels; the class of research universities comprises most European HEIs competing in international rankings, while a class of generalist HEIs with lower research orientation that cuts across the traditional distinction between universities and Universities of Applied Sciences can be distinguished. Furthermore, three classes of specialist HEIs can be identified. The classification provides a meaningful representation of European higher education that is more fine-grained than the distinction between university and non-university sectors while remaining parsimonious. Purpose: Invasive species are under the spotlight because of their detrimental effects on biodiversity. However, management of invasions presents multiple dimensions frequently difficult to disentangle. This complex topic has been tackled through a service-learning project on an invasive insect (Vespa velutina), a bee-eating species invading Europe. Specifically, this paper aims to assess the educational needs and motivations detected in a local population for the control of V. velutina, and evaluate the educational achievements of students participating in the project. Design/methodology/approach: The paper illustrates how students prepared the service activity, which consisted in a quiz and interviews to public in a honey festival located in an area that has invested heavily in the control of the hornet. They informed visitors on its biology and impacts, and collected information on visitors' knowledge and attitudes towards the hornet. This information was taken back to the class and discussed in an open debate. Findings: The service activity uncovered important knowledge gaps of the local population and revealed the attachment to controversial control methods. Students acknowledged that the project met a real community need and valued the contact with the public, and the presentation of the project in the Faculty favored a debate on invasions management and biodiversity protection under the framework of campus sustainability. Originality/value: While students are familiar with actions on campus sustainability, they are seldom confronted with the evaluation of management decisions on complex topics involving multiple dimensions. Neoliberal theories—whether the new public management, principal-agent theory, or performance management—have provided the rationale for sweeping reforms in the governance and operation of higher education. This paper expands our understanding of neoliberal theory and practice by examining a leading neoliberal reform: performance-based funding (PBF) for higher education in the USA, Europe, Canada, Australia, and elsewhere. Our analysis of PBF examines not only its impacts but also its origins and implementation. Neoliberal theory has been used not only prospectively to design and argue for certain public policies but also retrospectively to analyse the origins and implementation of neoliberal policy. Hence, this paper examines this retrospective neoliberal analysis in order to determine how well neoliberal theory helps us understand the origins and implementation of neoliberal policy: in this case, the socio-political forces that gave rise to PBF; and the political and organizational features of the processes by which PBF was implemented. Our paper adds to a growing literature of doctoral training by studying factors that drive time-to-completion based on a new and unique data set from an international European graduate school. While previous research focused on individual factors, we inspect the role of institutional factors and the organization of PhD programs for PhD completion. Based on a theoretical model, we elaborate hypotheses on three sets of institutional factors for thesis submission rates. We use event history analysis to analyze register data on 30 entry cohorts of PhD students. Our findings demonstrate the relevance of the factors related to the institutional environment like the density of supervision and support. Furthermore, our results underscore the importance of program structuration through clear deadlines and sufficient length of funding. We conclude with a discussion on effective measures that can be taken by program designers and grant authorities aiming to improve completion rates in PhD schools. [ABSTRACT FROM AUTHOR]

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of brands of European Higher Education Institutions as a key factor for foreign students. The globalization of education processes and the creation of a united European education area have increased foreign students' interest to study in Europe. Increasing unemployment, poverty, inconsistency in education, economic problems, political instability, low job opportunities, and unsafe environment are the undeniable reasons for young students to explore higher education opportunities in foreign countries. The main purpose of the research is to describe the factors affecting foreign students' choice of European Higher Education Institutions and provide information on the factors, which are of great importance. For achieving the aim, the previous research and scientific literature are studied, and a survey is conducted using a questionnaire. Investigation of the topic of brands of European Higher Education Institutions as a key factor for foreign students in the paper is carried out in the following logical sequence: the study of previous research and scientific literature and analysis of the survey results. Methodological tools of the research methods are the creation of a database of respondents, a survey on the factors impacting the choice of Higher Education Institutions in Europe by foreign students and analysis and interpretation of the survey results using nonparametric tests. The object of research is the field of Higher Education in Europe, and the subject of the research is consumer choice in Higher Education in Europe. The paper presents the results of an empirical analysis on brands of European Higher Education Institutions as a key factor for foreign students. It showed that four groups of factors - regional, political financial, and educational - play a significant role in the choice of European Higher Education Institutions by foreign students. The research empirically confirms and theoretically proves that the most significant role in the choice of Higher Education Institutions in Europe for all level of students - Bachelor's, Masters and Doctors - play educational factors, the least significant role - political factors. The results of the Kruskal-Wallis H test show that there are statistically significant differences in the assessment of the role of factors in choosing the place of studies in Europe in different levels of study programs. The results of the research can be useful for decision-makers in Higher Education Institutions in Europe when working out different student attraction strategies, thus increasing the number of students and competitiveness. The paper critiques key international teaching excellence and higher education outcomes frameworks for their lack of attention to epistemic equality. It subsequently argues that adequate 'datafication' of these frameworks, to demonstrate the extent to which universities offer teaching experiences which promote intellectual equivalence of all 'knowers' could advance present understandings of teaching excellence beyond benchmarked performativity. The paper theorises the philosophical basis of a changed 'datafication' process under selected national and supra-national frameworks for measuring teaching excellence at universities and shows, by statistically modelling selected national data, how a 'metric' evaluating universities on epistemic equality could work in practice. This paper provides an overview of open education in Europe, focusing on higher education. It begins by considering how the notion of 'contemporary open education' has evolved over time. It then reviews the various open education-related initiatives that have been promoted by the European Commission, from the institution of an open education framework to the current development of education policies. It also reports on specigc initiatives and makes a series of recommendations about policy design oriented to opening up education. It analyses the relationship between open education and the open science movement, specigcally the manner in which open education can be contextualised in the emergent paradigm of open science. Finally, the paper considers how academic libraries should be supporting open education and examines the inluence that information professionals can bring to bear in this geld. Purpose: The analysis of data collected from user interactions with educational and information technology has attracted much attention as a promising approach to advancing our understanding of the learning process. This promise motivated the emergence of the field of learning analytics and supported the education sector in moving toward data-informed strategic decision making. Yet, progress to date in embedding such data-informed processes has been limited. The purpose of this paper is to address a commonly posed question asked by educators, managers, administrators and researchers seeking to implement learning analytics – how do we start institutional adoption of learning analytics? Design/methodology/approach: A narrative review is performed to synthesize the existing literature on learning analytics adoption in higher education. The synthesis is based on the established models for the adoption of business analytics and finding two projects performed in Australia and Europe to develop and evaluate approaches to adoption of learning analytics in higher education. Findings: The paper first defines learning analytics and touches on lessons learned from some well-known case studies. The paper then reviews the current state of institutional adoption of learning analytics by examining evidence produced in several studies conducted worldwide. The paper next outlines an approach to learning analytics adoption that could aid system-wide institutional transformation. The approach also highlights critical challenges that require close attention in order for learning analytics to make a long-term impact on research and practice of learning and teaching. There is a growing body of scholarship on how students see themselves, and also on how they are conceptualised by other social actors. However, what has been less explored is how students believe they are seen by others, and how this impacts them. Drawing on focus groups with students across Europe – and particularly plasticine models students made to depict how they felt they were seen by relevant others – this paper will illustrate how the four most common ways in which students felt they were constructed were as hedonistic and lazy; useless and a burden; clever, hardworking, and successful; and a resource to be exploited. It will argue that such stereotypes had significant material impact on students' lives and how they experienced being a student. Finally, it will analyse how specific national contexts accounted for a range of variations in how students articulated these constructions. The research within this paper compares the positioning of students and corporate branding features on higher education institution websites within the higher education systems of Denmark, England, Germany, Ireland, Spain and Poland. The selection of countries reflects among other things different governance regimes. The paper first outlines the analytical framework used for content analysis of the extent to which evidence of the marketization of higher education is present on higher education institutions' websites—especially with regard to the positioning and construction of student applicants. Secondly, it uses MANOVA to explain the variance by country and institutional type in relation to the presence (or absence) of different website features. Analysis of higher education institutions' websites confirms the initial expectations about the link between market-driven higher education governance structures and constructions of students as customers. Nevertheless, the variance in these overall trends is high. Despite the presence of corporate-style features on the higher education institution websites and the linked understanding of students as customers, the between-country and within-country differences reveal also sometimes even more dominant alternative understandings of students and student applicants. In the systems with more academic self-governance or with a state-centred mode of governance (usually mixed together like in Germany, Spain or the state sector in Poland), students are seen either as novices in the academic community or recipients of public service. The empirical findings presented in this article suggest that there is considerable diversity in the portrayal of student applicants on higher education institution websites in Europe, rather than a common construction as only consumers. Purpose The purpose of this paper is to present the stylised facts of over-education among European graduates over time (1998–2013), paying special attention to the measurement issues.Design/methodology/approach The authors use two different sources, the Programme for the International Assessment of Adult Competencies 2012, and the European Union Labour Force Survey 1998–2013, with two different aims. The authors employ the first one to make a detailed analysis of the different forms of measuring over-education and its implications in terms of the result obtained. The analysis of the second one responds to studying the evolution and characteristics of over-education in Europe.Findings In the first place, the paper provides evidence of the high level of sensitivity of the level of measured over-education to the type of methodology used. Such difference is even higher when the authors focus on skills vs educational mismatch. The work also shows how with all their shortcomings, the measures of over-education used in the analysis point to the existence of convergence in over-education levels among the European countries of the sample (only interrupted by the crisis), in a context of reduction of over-education rates in many countries.Practical implications Researchers should be particularly careful when estimating over-education, because of the strong implications in terms of the so different results obtained when choosing between competing methods.Originality/value The analysis abounds in the implications of the use of different methodologies of estimating over-education in terms of both size and ranking among European countries. Reforms in higher education have been passed in many European countries in the last decades, mostly trying to adapt national systems to new European and global challenges. This study examines some consequences of such major reforms in France and Spain. Specifically, these reforms introduced new agencies whose remit was inter alia to provide evaluation of research and to make such assessments pivotal for academic career progression. The paper investigates empirically whether, and to what extent, these new forms of authority have been capable of engendering the expected change to the system of academic career evaluation. The respective policy approaches and policy implementation in France and Spain reveal that these reforms triggered a reconfiguration of powers at various levels of academic life – affecting strategies for successful career development. Policy-making implications are relevant when these two countries are compared, suggesting that more radical policy approaches (coercive isomorphism, the French case) do not result in more change to academic evaluation practices than mimetic ones (the Spanish case). This article analyses the first women to hold teaching and research positions in Spanish universities during the first third of the twentieth century. It traces the paths of the pioneers who used their intellectual capacity to broaden the scope for their working lives. Legal changes introduced in 1910 made it possible for women with a university degree to work as professors in the university or in secondary schools, and in libraries, museums or archives. The writer Emilia Pardo Bazán, was the first woman to be appointed as a lecturer for her literary merits. She taught on a PhD course at the University of Madrid, and was followed by other female lecturers, at the Faculties of Philosophy and Letters, Science, Pharmacy and Law; in this order. The paper recalls these first female lecturers, the posts they occupied, the situations they encountered, and their overall trajectories. All began to work in the midst of a strong androcentric culture. Very few of those who started as lecturers before 1936 – the outbreak of the Spanish Civil War – continued later at university on a permanent basis. The paper examines comparatively the curricula of six Physics MSc degrees from three countries (England, Portugal and Denmark) in the European policy context driven by the Bologna Process, which advocates degree comparability and student-centred learning. Degree programme descriptions were analysed and interviews were conducted with students and lecturers from the selected degrees, exploring their teaching and learning practices and experiences. Findings reveal predominantly country-based differences in degree curriculum regarding students’ freedom to decide their learning path. Curricular flexibility and student input appear high in the English and Danish degrees and low in the Portuguese ones, despite attempts – so far little feasible in practice – to empower students to tailor learning to their interests. In drawing attention to the force of national pedagogic traditions in shaping curricula, the paper has implications for the degree comparability and student mobility advocated by recent European higher education reforms. This article contributes to the understanding of how different actors in the academic field perceive the challenges that Brexit poses for European higher education. Based on a narrative analysis of 28 interviews, this paper highlights how actors' narratives convene discursive elements stemming from competing discourses on cooperation and competition. In doing so, the exploratory study focuses on two countries, Portugal and Germany, which correspond to distinct cases regarding their performance in the European research and higher education landscape. The analysis highlights that there are national differences between the perceptions of Brexit and allows identifying commonalities in the narratives in both countries. In addition, we identify the presence of a pragmatic managerial attitude in response to Brexit. The three overarching narratives are the narrative of concerns, the narrative of hopes, and the narrative of beliefs. These narratives reflect the struggle of the cooperation and the competition discourses in ascribing meaning to Brexit. The competition discourse has assumed a dominant role in the perceptions of Brexit and cooperation is mainly fueled through the academics and their professional ethos. [ABSTRACT FROM AUTHOR]

Higher education Institutions in the 21st century face grand global challenges, while at the same time many stakeholders have increasing expectations of universities. In Europe universities have been equally facing a complex financial situation in which conventional models of funding have been transformed and continue to evolve. This paper discusses the transformations that have taken place in Irish higher education under neoliberalism and, in particular, during the period of austerity since 2008. We adopt a critical political economic framework conceptualizing Ireland as a prototypical neoliberal state and maintain that the period of economic crisis since 2008 has witnessed a deepening of neoliberalism. We argue that restructuring in the education sector has been shaped by forces originating from the European Union, global institutions, as well as from the interests of Irish political and economic elites. We examine several aspects of the neoliberalization of the education sector, including privatization, commercialization, labor casualization and the erosion of work conditions. Empirically, the paper synthesizes and conceptualizes available data on neoliberalism and higher education in Ireland. What happens when neoliberalism as a structural and structuring force is taken up within institutions of higher education, and works upon academics in higher education individually? Employing a critical authoethnographic approach, this paper explores the way technologies of research performance management, specifically, work to produce academics (and academic managers) as particular kinds of neoliberal subject. The struggle to make oneself visible is seen to occur under the gaze of academic normativity – the norms of academic practice that include both locally negotiated practices and the performative demands of auditing and metrics that characterise the neoliberal university. The paper indicates how the dual process of being worked upon and working upon ourselves can produce personally harmful effects. The result is a process of systemic violence. This paper invites higher education workers and policy-makers to think higher education otherwise and to reconsider our personal and collective complicity in the processes shaping higher education. This paper discusses the development of economic higher education in Czechoslovakia from 1945 to 1953, ie before the emergence of new economic universities with the same name: University of Economics (Vysoká škola ekonomická) in Prague and Bratislava. Its aim is to determine possible similarities and differences in economic education between the Czech lands and Slovakia. Although the paper embraces the issue comprehensively, the main focus is on the comparison of two of the most important colleges, the Commercial College in Prague and Slovak College of Commerce in Bratislava. It concludes and claims that despite the Czechoslovak uniform policy in tertiary education, there were undoubtedly some national differences. Essentially, they stemmed from different networks and the number of economic schools in the Czech lands and Slovakia and from different prior traditions. Purpose: This paper aims to outline the global research landscape of sustainability curricula implementation processes in higher education. The focus is twofold and investigates where research that aims at integrating sustainability into the curriculum is happening and how the research area of curriculum change for sustainability is developing. Design/methodology/approach: A systematic review of peer-reviewed case studies published in English in selected journals and edited volumes between 1990 and 2017 was carried out. Data (n = 270 publications) were analyzed via descriptive statistics and bibliometric analysis. Findings: The study demonstrates that research on sustainability curricula implementation processes in higher education has produced a growing output in a broad range of journals. Nevertheless, the cross-country distribution is imbalanced, with most cases coming from the USA, Europe and Asia, but with the relatively highest density in Oceania. A citation network analysis revealed that the "Western world" is quite well interlinked, whereas other countries are not, indicating that sharing information between and learning from other cases is limited. Research limitations/implications: The exclusion of non-English publications likely skewed the global distribution of the research landscape included in this study. Social implications: These findings demonstrate the need for more research and funding for case studies in countries that have not yet been adequately examined. The ECTS, European Credit Transfer System, is now widely used throughout higher education institutions as it facilitates student mobility within Europe and the comparison of study programs and courses. Most European institutions provide students with the number of ECTS each course and module is worth. A full-time student needs to complete 60 ECTS per academic year, which represents about 1500 to 1800 h of study. However, there is a lack of research showing that ECTS metrics have been properly implemented in different degrees and universities. The aim of this paper is to assess the relevance of the ECTS metric as a valid indicator of students’ and courses’ workloads. Detailed workload measurements have been taken in two Spanish universities, with 250,000 work hours monitored from 1400 students. This is the first study published with such a large dataset that includes a range of simultaneous courses and throughout a whole semester. Empirical distribution functions of workload indicators have been obtained. Evidence is provided indicating that nominal ECTS credit hours may be overestimated, that the variability of student workload could be too large for ECTS to sensibly characterize course workload, and that workload statistics of courses with same nominal ECTS are generally not comparable. Although the ECTS metric conception seems to be a valid metric to facilitate mobility between different institutions and higher education systems, in practice, according to this study, it requires revision, at least in the two institutions that have been included in this study. Since the initiation of the Erasmus programme in 1987, intra-European student exchanges in higher education are expected to promote a sense of European identity and citizenship among European exchange students. Panel studies grasping students' identification before and after participating in an exchange programme, however, remain remarkably scarce today. Moreover, the few existing studies report conflicting results. This paper adds to this debate, presenting the results of a survey conducted in 2009 and 2010 among non-exchange and exchange students from thirteen European countries, based on a pretest - posttest nonequivalent groups design (n = 400). My analyses did not find any statistically significant differences over time within and between the groups of exchange and non-exchange students, and neither between students with similar identification scores at wave 1. Finally, an analysis of the relationship between social network types and identification patterns did also not yield any significant results. Altogether, these findings suggest the impact of European exchange programmes on European citizenship and a sense of European identity is relatively limited. [ABSTRACT FROM AUTHOR]

Responding to the structural and discursive changes that have (re)shaped the area of higher education in Europe over the last decades, the paper presents an analysis of how and with what educational consequences the purpose and value of higher education governance has shifted towards market-relevance and impact as the primary legitimizing factors in institutional quality assessments. The style will be asyndetic: rather than focus on single policy-documents, I purport to avail the justifications of the recent decades' higher education policy through highlighting the use of specific words and certain arguments across a range of documents from the most prominent transnational actors and educational policy-makers in the field. Applying Theodor Adorno's theory of Halbbildung (half-education), I go on to present the notion of Halbbildung as a conceptual lens for unveiling some of the teleological issues at stake in the current proposed purposes and modes of higher education governance. Paraphrasing Adorno's call for commitment to educational authorities, I question the possibility of establishing commitment amongst students to something beyond the logics of applicable competence-building and productivity. This paper is a reflection that critically examines the dynamics of education and the struggle by African people for freedom, control of the mind, self-definition and the right to determine their own destiny from the start of colonial rule to the present. The primary methodological approach is historical structuralism, which stipulates that social reality and facts are determined and created by social agents within structural and historical contingencies. It addresses some of the most powerful challenges and contradictions that explain the ineffectiveness of numerous post-independence reforms, and presents the arguments for relevance and use of African languages, for instance, that have been made since the 1960s. The first section of the paper deals with the colonial imperatives for setting new education systems in the colonised societies of Africa and the initial attitudes of the Africans towards colonial education. The second section critically examines the evolving meanings of Western education in Europeanising African societies, the articulation of their rationale and the mechanism for resistance. It analyses the turning point when Africans began to embrace European education and demand it in the colonial and post-independence era. The third section addresses the roots of the inadequacies of received post-colonial education and the imperative of deconstruction and re-appropriation of African education using an ubuntu framework for an African renewal. Starting from the main objective of external quality assurance (EQA) procedures to assure and improve the quality of higher education institutions and its provisions, the paper examines expected impacts of EQA procedures on institutions from the perspectives of three European quality assurance agencies. First, the paper examines the expected impacts of different standard parts of a typical peer review procedure on higher education institutions and assesses when a procedure is most likely to have an effect on the institution. The second part presents the current practices of the three EQA agencies, AQU Catalunya (Spain), Evaluationsagentur Baden-Württemberg (evalag) (Germany) and the Finnish Education Evaluation Centre (Finland) on assessing the impact of their EQA procedures. In this paper the current national legislations, the quality assurance approaches and the activities of impact analysis of three quality assurance agencies from Romania, Spain and Germany are described from a strategic perspective. The analysis shows that the general methodologies (comprising, for example, self-evaluation reports, peer reviews, on-site visits, assessment reports, follow-up measures) and main subjects of quality assurance in higher education (such as study programmes and institutional structures and processes) are very similar in the sample cases. However, up to now, impact evaluation of quality assurance has not been implemented systematically in the sample agencies (as in many others). This is the more relevant since the European standards of quality assurance in higher education oblige quality assurance agencies to analyse their general findings and observe the effects of their activities. Against that background, it is argued that methodologically sound impact analyses of quality assurance interventions in higher education institutions should be seen as an integral part of the agencies’ own quality assurance because it would make their work more transparent and easier to improve systematically. The paper examines the transfer of the Bologna Process (BP) outside Europe, focusing on its ‘external dimension’ and dynamics in global settings. It argues that the BP impacts on the internationalisation activities of universities, especially with regard to cross-border transparency of qualifications, transnational improvement of quality assurance and interregional mobility of students or scholars. However, the outcomes following the international transfer of the BP-model are unclear. As the BP-model makes its way to regional, national and local contexts, it meets existing policy discourses and practices, whose priorities may in fact differ from its postulates. The paper asserts that the non-linear conceptualisation of this model outside Europe is significantly affected by the socio-economic, political, historical and cultural context of each region. National visions, economic demands, political will, social objectives, administrative regulations, cultural traditions, ideological norms and philosophical ideals transform the BP-model as it is incorporated into each system of higher education. Higher education research frequently refers to the complex external conditions that give our old-fashioned universities a good reason to change. The underlying theoretical assumption of such framing is that organizations are open systems. This paper presents an alternative view, derived from the theory of social systems autopoiesis. It proposes that organizations, being open systems, are yet operationally closed, as all their activities and interactions with the environment are aspects of just one process: the recursive production of themselves, according to a pattern of their own identity. It is their identity that captures exactly what can and what cannot be sustained in their continuous self-production. Examining the organizational identity of universities within the theoretical framework of autopoiesis may hence shed new light on their resistance to change, explaining it as a systemic and social phenomenon, rather than an individual and psychological one. Since all processes of an autopoietic system are processes of its self-production, this paper argues that in the case of traditional European universities, the identity consists in the intertwinement of only two processes: (1) introducing continuous change in the scope of scientific knowledge and (2) educating new generations of scholars, who will carry on this activity. This paper presents perspectives and controversies surrounding the use of milestones to assess competency in outcomes-based medical education. Global perspectives (Canada, Europe, and the United States) and developments supporting their rationales are discussed. In Canada, there is a significant movement away from conceptualizing competency based on time, and a move toward demonstration of specific competencies. The success of this movement may require complex (rather than reductionist) milestones that reflect students' progression through complexity and context and a method to narrate their journey. European countries (United Kingdom, France, and Germany) have stressed the complexity associated with time and milestones for medical students to truly achieve competence. To meet the changing demands of medicine, they view time as actually providing students with knowledge and exposure to achieve various milestones. In the United States, milestones are based on sampling throughout professional development to initiate lifelong learning. However, the use of milestones may not imply overall competence (reductionism). Milestones must be developed alongside outcomes-based curriculum with use of faculty and competency committees. The dynamics and implications of internationalization vary quite considerably among different regions and countries, depending on the history and structure of their Higher Education systems. With a target to become the most competitive and dynamic economy in the world, Europe has scaled academic mobility, partnerships between the European Research Area and the world's top universities. The aim of this paper is to present some considerations regarding the internationalization of academic space in emerging European countries; more specifically it is an analytical review of the opinions on the phenomenon of internationalization in diachronic perspective of its development, in order to distinguish the structural problems at the level of interference, of the internationalization strategies before the economic crisis in the academic phenomenon. It can be a point of view in order to prove (argued by some causal relationship) that the academic Emergent Europe manifest itself in a differentiated manner, even if the strategies are common. The paper examines the relationship between changes in European higher education and social science research on this theme and why it matters. Higher Education (HE) research is a new field significantly assisted by European funding, the Bologna process and the massification of HE. The field is populated by many emerging researchers but few established academics. The paper examines the sub-field’s characteristics including lack of theoretical/methodological consensus, co-production of the knowledge base and the differing micro and contextual backgrounds of emerging European HE researchers (drawing on a recent study). It considers three recent major European-funded HE research projects as examples of co-production, specifically looking at the kinds of knowledge produced and the strategies adopted to ensure that research outcomes permeate the policy process. It is suggested that the sub-field needs to develop a better infrastructure to support emerging researchers, but care needs to be taken not to impair their independence from European bureaucrats. Background: The recognition of medical professionalism as a complex social construct makes context, geographical location and culture important considerations in any discussion of professional behaviour. Medical students, medical educators and practitioners are now much more on the move globally, exposing them to cultural and social attitudes, values and beliefs that may differ from their own traditional perceptions of professionalism. Aims and Methods: This paper uses the model of the intercultural development continuum and the concept of 'cultural fit' to discuss what might transpire when a student, teacher or doctor is faced with a new cultural environment. Using our own experiences as medical educators working abroad and supported by evidence in the literature, we have developed four anecdotal scenarios to highlight some of the challenges that different cultural contexts bring to our current (Western) understanding of professionalism. Results and Conclusions: The scenarios highlight some of the potentially different regional and/or cultural perspectives and nuances of professional behaviours, attitudes or values that many of us either take for granted or find difficult, depending on our training and socio-cultural upbringing. With this paper, we hope to start a long overdue conversation about global professionalism amongst medical educators, identify potential areas for research and highlight a need for medical schools to embrace a 'global' approach to how professionalism is embedded in their curricula. Over the last few decades, globalization and ever-increasing demands of the knowledge-based economy have caused higher education in most countries around the world to undergo significant transformation. Notwithstanding the dramatic changes in higher education, it is clearly noticed that the influence of the European higher education models is still present despite the fact that the American model has then become dominant on higher education in Europe or even worldwide. The changes have been seen in the evolutionary roles of universities, which share the common trend from traditional missions of teaching and research to the third mission for economic development. Despite various viewpoints about the third mission, the common one concerns the entrepreneurial role of university for socio-economic development, underlying the concept of entrepreneurial university in which the collaboration between university and external stakeholders is emphasized. This paper is aimed to present a review of the taxonomy of the three European higher education models, namely the Humboldtian, Napoleonic, and Anglo-Saxon model, which is followed by a discussion on the emergence of the Anglo-American model of higher education. The paper then presents the third mission in relation to the roles of a university in developed countries, which is followed by the elaboration on the transformation from mode 1 to mode 2 in knowledge production, and a pathway toward entrepreneurial universities. It is often difficult to meaningfully convey concepts like security incident management cycle, information sharing, cooperation, as well as the roles of people, processes and technology in cybersecurity courses. Serious gaming can help solve this problem, since it can provide a more immersive and interactive learning experience than traditional methods. This paper presents a light weight tabletop exercise format that has been successfully used in cybersecurity education to demonstrate these and many other concepts to Master level students in two European universities over the past 5 years. The term light weight is chosen to indicate the low work load and resource requirements for the instructor. The paper provides practical guidance on how to develop and execute such exercises. Roma, today perceived as the most numerous European minority, face marginalisation and exclusion. Education is considered to be one of the focal points for improvement, and numerous studies have analysed and reported on the educational situation of Roma. Several studies have argued that Romani cultural values are not compatible with institutional schooling and that Romani families perceive schools as an alien institution. Other studies have drawn upon cultural–ecological theory (CE theory), developed by Ogbu and colleagues, and argue that the Romani cultural frame of reference is oppositional to academic success and thus suggest that successful Romani students distance themselves from Romani culture. The paper discusses the application of CE theory in the context of the academic discourse about the educational achievement of Romani students. Drawing on interviews with Spanish Romani university students, the paper argues that Romani students themselves challenge the assumption that educational success leads to cultural alienation. The restructuring of European higher education (EHE) since the 1980s is a widely studied subject. However, this paper argues that previous studies have paid insufficient attention to the role of transnational policy-making groups in this complex and multilevel process. This argument is supported by focusing on how the European Round Table of Industrialists (ERT) has participated in this restructuring since the mid-1980s. This paper's focus is especially in two ERT documents that were published in the 1980s. This paper proposes a new perspective for higher education policy research. It introduces the concept of policy object to designate the discrete preoccupation(s) of a policy text (e.g. a new governance regime, a quality system, or new degrees) and suggests that actor conceptualisations of the policy object intersect with other elements in the policy process to shape enactment and outcomes. First, the policy object concept is described. It is argued that the policy object does not have an objective existence and two concepts are proposed to explain it: ontology and enacted ontology. The former refers to what actors believe the policy object is, a socially-construed context-determined conceptualisation, whereas enacted ontology refers to what the policy object becomes further to enactment under the influence of ontology. Second, the paper presents the findings of a comparative study of master degrees further to the Bologna process in different national and institutional settings to illustrate the policy object approach. This research puts forward arguments to suggest that the policy object could be an important variable to consider in policy research. This somewhat different lens, inviting fine-grained attention to a specific policy object (its ontologies and enacted ontologies), could bring additional insight into policy outcomes. This paper analyzes the extent to which students are able to assess their own learning and that of their peers (peer assessment and self-evaluation) through erubrica, standards and evaluation criteria proposed by the faculty in the configuration, design and development of project evaluation. This type of evaluation and self-assessment presumes in the New European space of Higher Education that students take a more active role in the learning process and the evaluation itself will serve in helping to achieve the knowledge of professional skills. Thus the use of new technologies in self-regulatory assessment processes allows the student to achieve an optimal, effective and quality performance in the proposed content, as much as in the development of them before the group, considering the act of evaluation as a process of improvement and learning through tools such as the erubrica that favor the "overall assessment"; that is, the assumption of all core competencies. This study has been carried out in the academic year 2011-2012, for two semesters with different core subjects (theory and child education policy and towards an inclusive school: patterns and practices) and with identical groups (Group 1, 1st degree of infant A as the experimental group; and Group 2, 1st degree of infant B, as the control group). This paper exposes the results of peer evaluation and self-evaluation through the implementation of projects, where students evaluate their peers and evaluate themselves by comparing the results with the assessment made by the teacher with their groups and each student individually. This paper looks at the educational project of Belgium’s acclaimed socialist and modernist architect Renaat Braem (1910–2001). While Braem is foremost remembered as a militant opinion maker, his work as an educator and an artist has received little scrutiny. When Braem was appointed interim director at the Antwerp National Higher Institute for Architecture and Urban Planning (NHIBS) in 1962, his first action point was not to change the curriculum. He instead reconstructed the physical configuration of the school. With an eye-catching staircase painting, he accentuated an important passage in the school building: the one from the administrative offices and library to the architectural studios. Claiming a central position in the institute, the staircase functioned as a stage and an auditorium on which an ideological and educational programme was enacted in an implicit, yet very physical manner. This article not only looks atwhatthe painting represents, but also athowit represents by applying Randolph Starn’s three categories of seeing: the glance, the measured view, and the scan. This threefold reading of the painting enables us to unpack (a) Braem’s educational project based on a socialist ideology and (b) the institutional climate of the 1960s. In the institutional debates, hovering between tradition and the rationalisation of education, Braem’s staircase painting proposed a third way. The 1990s were the years that Europe witnessed very dynamic and also turbulent times. Transition in the Eastern Europe paved the way for reunification of Europe in political, economic and cultural domains. Education, and higher education in particular, has been perceived as one of the most suitable means for creating a common European identity. Cooperation among European universities has long been promoted as a part of the European cultural project to develop the understanding of a European identity among the young generations. Bologna Process is the outcome of this political will declared in 1999 and aimed at creating a common European Higher Education Area and European Research Area. There have been significant changes in higher education systems of the member countries since then. Yet, after nearly two decades from its launch, the process is being questioned by many and higher education community deeply divided over the philosophy of Bologna. Turkey, as a member of the process since 2001, has also employed Bologna reforms for restructring its higher education system and for accelerating the integration with the Western world. Turkish universities succesfully implemented many of the structural reforms, yet the substance of the regulations and contribution of the process in creating a common European identity among the scholars are questionable. This paper focuses on these issues and reflects the views from the field by presenting findings of a survey carried out with research assitants in a Turkish state university. The survey was carried out in 2017 with the participation of 145 research assitants working in 10 faculties in Suleyman Demirel University. Major findings reveal that research assistants have little information on the process. Most of them think that the primary aim of Bologna process is to create a European identity, yet it is hard to talk about such an identity at the moment. In addition, research assistants do not perceive Turkish higher education and researchers as a part of European higher education area. On the other hand they do not think Bologna process as a threat to national identity. As for the implementation of Bologna process, it is seen as a bureaucratic process increasing the workload of academics which lacks democratic participation. [ABSTRACT FROM AUTHOR]

This paper explores the value of a research-based student inventory from the quality assurance point of view in two culturally different European higher education institutions for veterinary education. Perceived heavy workload is a wellknown problem in veterinary studies and is a challenge to the quality of learning. First- and third-year students in both institutions responded to an inventory consisting of items regarding their approaches to learning, self-efficacy, study workload and the teaching-learning environment. There were differences in students' approaches to learning and perceived workload between the two institutions. In both contexts, the strongest predictor of the workload turned out to be the surface approach to learning. Self-efficacy showed a positive correlation with the deep approach to learning and organised studying. The strengths of the teaching-learning environment varied between the institutions. Moreover, the present study discusses how the gained information could be used in improving the teaching-learning environment and students' learning. [ABSTRACT FROM AUTHOR]
