This article addresses female activism spanning the Empire and creating interconnected networks linking the local and global dimensions of Britain's imperial mission in an era of increasing uncertainty. The transition from empire to commonwealth and, ultimately, independence was marked by anti-colonial challenges from within Britain and in the colonies and threats to empire from international developments post-1918. This era also witnessed a more proactive role for women as both defenders and critics of empire who had an influence on shaping a new discourse of welfare and development, purportedly a ‘feminisation’ of empire. Continuities existed between female activism pre- and post-1918 but also significant differences as the late imperial era witnessed more nuanced and diverse interventions into empire affairs than the ‘maternalist imperial feminism’ of the era before the First World War. The article examines a technocratic vision of empire arising in Britain in the late nineteenth and early twentieth centuries and its implications for the theorization of empires, the legitimation of large-scale political orders, and their spatial imagination. The role of the Roman model for the British in the decades after 1870 as a resource of policy advice, legitimation, and identity-building serves as a case study for analyzing the role of historical precedence for imperial elites. This analysis opens the perspective onto a notion of empire that significantly differs from the one discussed in recent debates on liberalism and empire: British political actors and observers delineate a concept of empire that is not universalist, but heterogeneous, hierarchical, and technocratic. This article explores how the meaning of Empire Day in the British World was manipulated and transformed through a range of urban institutions before reaching the public at large. Selecting cities in England and the Antipodean colonies for comparison, we shall challenge the assumption that a hegemonic imperial ideology was streamed uncontested and unaltered to urban populations. Indeed, it is argued here that because of significant differences in urban development in Britain and colonial towns, the meaning of the imperial message was variable. In the British context imperial meaning was directed to cure perceived local crises while, alternatively, within a colonial setting imperial propaganda came secondary to national priorities. The conclusion is that, in the case of Empire Day, the urban setting is decisive to understanding how imperial propaganda was transformed to meet the needs of local or national environments. Key differences in the way civic culture and the provincial press evolved in Britain and her colonies ensured that Lord Meath’s desire that Empire Day would nurture a unifying and homogenous imperial identity proved an elusive aspiration. Abolitionism as a humanitarian trend at the height of the colonial period was a great intellectual achievement by the European civilization. But the process of making Asian and African people and the right to manumit slaves exercised by Europeans also was a part of complex colonial policy and combined moral assumptions with political and economic interests. This article aims to show how the right to manumit became an important issue in British Imperial policy. It proves that for the British, with the on-going process of self-determination of people in Arabia and Persia, it became more and more difficult to exercise the right to manumit slaves and that in some cases a humanitarian approach was sacrificed for political interests and for imperial strategy. A former major base of British colonialism, East Africa, has served as one of the testing grounds for what has been referred to as neo-colonialism. According to Kwame Nkrumah, neo-colonialism indicates that although ‘in theory’, a colony attains independence, ‘[i]n reality its economic system and thus its political policy is directed from outside’ (Neo-Colonialism: The Last Stage of Imperialism. London: Panaf Books, 2004 [1965]). This article challenges this image of neo-colonialism. Based on British documents of the late 1960s and early 1970s, most of which have become available to the public only in the last decade, and sources in East African libraries, it casts new light on British external relations with East Africa in the heady days of independence. These documents demonstrate that the new states of East Africa enjoyed a substantial degree of autonomy, that Britain's development aid was inconsistent and that Britain's involvement in the affairs of its former colonies was reluctant. These accounts reveal that the impact of British policy on newly independent states was actually limited, and thus the nature of Britain's relationship with its ex-colonies and the discourse of neo-colonialism are debatable. During the first half of the twentieth century, despatches about the coldest corner of the British Empire were circulated to three, sometimes four, of its southern neighbours under the British crown: Australia, New Zealand, South Africa and the Falklands. Of these four, South Africa seemed the least interested in Antarctica, despite the keen interest of some influential individuals and a strategy of bringing Antarctica into the imperial fold through British dominions that were proximate to Antarctica. In this context, we ask how South Africa viewed itself in relation to the Antarctic to the south and the British metropole to the north. We discuss the key activities that connected South Africa to Antarctica—whaling and weather forecasting. Moreover, we consider some of the enterprising plans for a South African National Antarctic expedition, and what these plans reveal of South Africa's perception of itself as a southern country. This article interlinks with a growing scholarship that is critical of treating Antarctic history as politically and culturally isolated, including showing how the relatively simple natural and political ecology of the Antarctic can throw into relief multiple national and international concerns. This article explores early twentieth-century British political and humanitarian engagement with the Balkans. It focuses on the Balkan Committee, a liberal pressure group that served as the main hub for British interest in the region in the decade before the First World War. Whilst drawing attention to the specific challenges presented by the Balkans to the British liberal mind, it is argued that the Balkan Committee was part of a wider movement of humanitarianism and political activism that encompassed both continental and colonial questions. The issues around which the committee campaigned are related to humanitarian protests against the use of forced labour in Africa, in particular the Congo Reform Association, as well as to the Persia Committee, formed in protest against the 1907 Anglo-Russian agreement. This approach highlights how ‘Europe’ and empire were interconnected agendas within an overarching liberal-internationalist worldview and reformist conscience, despite the different cultural lenses through which humanitarian questions in different parts of the globe were viewed. It is suggested that research into British interaction with the Balkans offers a fruitful means by which to integrate historical analysis of the continental and imperial aspects of Britain's external relations in the ‘age of empire’. The author discusses aspects of the book "Unfinished Empire. The Global Expansion of Britain" by John Darwin. Particular focus is given to Darwin's overall attitude towards British history with special attention to the process of decolonization. Other topics addressed include 20th century historiography, the history of Great Britain in the first half of the 20th century, and British imperialism, as well as its colonies.

British politics immediately following the Boer War featured a group of politicians and intellectuals known as the Liberal Imperialists and this account explores the political thought of their Australian counterparts. Australian liberal intellectuals of particular relevance for this study were located in Melbourne, which was at that time the federal capital, and they were loosely clustered around the key political figure of the period, Alfred Deakin. The extended circle of Alfred Deakin provides scholars with a useful group of active intellectuals from whom it is possible to derive an idea of the Australian inflection given to Liberal Imperialist thought, concentrating on the intersection of notions of imperial unity and progressive social reform agendas which flourished in both Australia and Britain during the Edwardian era. The group of politicians and public intellectuals, comprising an overlapping membership including the Imperial Federation League, friends and associates of Alfred Deakin and the Boobooks Club, would subsequently evolve into the main Australian branch of the Round Table organisation. This article is concerned with discovering the outlines of the Australian version of Liberal Imperialist thought and especially the nature of the Australian inflection superimposed on this British set of ideas, as found in a variety of contemporary pamphlets, printed books and Boobooks minutes. The Australians were less pessimistic than Richard Jebb about the possibilities of a supranational imperial organisation but also insisted that such an organisation must respect the sovereignty of dominions. They differed from most of their British counterparts in supporting the widespread use of tariffs to nurture industry and they also supported the restrictive immigration position enshrined in the infamous White Australia policy, yet they were much in favour of the notion of a strong British navy. The mandate system was created as part of the overall machinery of the League of Nations in an attempt to 'promote world peace' in the aftermath of the First World War. The 'A' mandates, with which this article is concerned, were the former Arab provinces of the Ottoman Empire that had been occupied and conquered by France and Britain by the end of the war. Was the mandate system in any sense an improvement on colonialism? To the extent that the period of foreign rule was rather short in comparison with other colonial regimes, one can perhaps say that it was. On the other hand, however high-minded its stated aims, the mandate system was a product of the imperial framework of its day, in which the white races were regarded as superior to the brown or black races. The supervisory instruments of the League (specifically the Permanent Mandates' Commission) were inadequate to deal with any shortcomings on the part of the mandatory, and there are a number of examples of situations where, for example, the legitimate interests of minorities were ignored to suit the wider interests of the powers. In general, the mandated states lacked institutional underpinning, and their immediate legacy was a string of weak states throughout the Arab world, where many of the institutions of civil society were destroyed in the course of military coups in the 1950s and 1960s. The article discusses the British Empire's response to the Armenian genocide during the early 20th century. It examines the British government's desire to demonstrate that its imperial responsibilities included the enforcement of human rights, the nationalism among Muslims in Ottoman Turkey that British efforts fostered, and the convergence of human rights and geopolitics. The article also discusses the history of British defense of human rights in the Ottoman Empire.

From the end of the Great War to the onset of the Second World War, Great Britain and British India clashed over the Indian Army's role in imperial defence. Britain increasingly sought an imperial fighting force that it could deploy across the globe, but the government of India, limited by the growing independence movements, financial constraints, and—particularly—renewed tribal unrest on its North-West Frontier, refused to meet these demands. Attempts to reconcile Britain's and India's conflicting strategies made little headway until the late 1930s when compromise ultimately emerged with the establishment of the Expert Committee on the Defence of India 1938–39. While the Committee refuted India's traditional focus on the subcontinent's own security, importantly it recognized the necessity of British financial support for the Indian Army and the maintenance of a large local fighting force to prevent North-West Frontier unrest from disrupting imperial military planning at a time of global war. The Jammu and Kashmir dispute of 1947–1949 between India and Pakistan became the first inter-state conflict to be discussed at the United Nations Security Council. This analysis looks at the views of the government and the delegation of Great Britain, one of the five permanent members of the Security Council, on Kashmir through the year of 1948. It argues that the British attitude was determined more by Imperial and Commonwealth strategic and ideological imperatives in South and Central Asia and the Middle East and less by the merits of the cases of the disputants. Operating within the twin backdrop of decolonisation and the Cold War, the British official mind juggled Kashmir's accession to India, India's complaint of aggression against Pakistan, and Pakistan's demand for a plebiscite in Kashmir with an eye to their own hopes and fears in a region that it understood as the key vantage on Communism and Islam. The British period in Palestine (1917–48) was fundamentally shaped by the commitment to promote the Jewish National Home (JNH) as originally stated in the Balfour Declaration (1917). The extent that that commitment shaped public-security policy in Palestine is examined in this article. While the need to reduce costs and the desire for a civilian (rather than military) force also shaped policy, the government's JNH policy was the key determinant in public-security policy in Palestine. It meant the police was specifically configured to protect the Jewish population and there were always a disproportionate number of British personnel in the force. This became more pronounced as British rule progressed. Following deadly riots in 1929, the number of British police was tripled; with the inception of the Arab Revolt (1936–39) that number more than quadrupled. Moreover, during the Arab Revolt the British increasingly relied on members of the Jewish community to assist with their protection. The majority of these Jewish forces were supposedly for defensive purposes; regardless, they were all members of the semi-secret underground Jewish army, Haganah. The article presents a roundtable of reflections discussing the contributions and potential trajectory of British historical studies from scholars in the United States and Canada. Questions addressed within the section include the status of teaching 20th-century British history and issues at the undergraduate and graduate levels, the methodology and historiography used by North American scholars, and the influence of imperialism and globalization in the examination of 20th-century history. Multiple entries also reflect on the individual accomplishments of the authors as historians within the field.

Abstract: At the height of the British Empire, England was in the midst of major social, economic and moral upheaval. The roles and status of middle-class women were particularly affected by many of these changes. In turn, as the gap between idealism and ‘reality’ grew, the validity or usefulness of Victorian notions or ideals of womanhood increasingly came under attack. Arising from this commotion was the figure of the late Victorian and Edwardian ‘New Woman.’ Her appearance provoked further confusion and ambiguity about gender that had repercussions for empire. This paper addresses the way in which the role of English women in sustaining the British Empire intensified the social pressures on them in the metropole. It examines the threat to nation and empire represented by the New Woman by looking at how she was presented to the rapidly growing general reading public at the end of the nineteenth- and beginning of the twentieth century. This is achieved by looking at the bestselling novels of Marie Corelli, a phenomenally popular turn-of-the-century author. Corelli''s novels repeatedly affirm that the New Woman represented the threat of ‘modernity,’ that she was a danger to ‘civilisation’ and therefore to British imperialism. [Copyright &y& Elsevier]

The author notes the existence of varying opinions by Craig biographer Hugh Shearman and historian Alvin Jackson regarding Craig's attitudes toward the British Empire and discusses the influence of unionist Joseph Chamberlain on Craig's political career. The author discusses the religious nature of Craig's view of imperialism as well as his efforts at tariff reform are also explored.

The article discusses the social impact of radio broadcasts by the British Broadcasting Company (BBC) on Indian listeners. The author discusses the expulsion of BBC personnel from India following the broadcast of "Calcutta," a documentary film by filmmaker Louis Malle showing poverty in Calcutta, India. The author suggests the decision was an expression of political autonomy by the Indian government and motivated by the perception of anti-Indian propaganda in previous BBC programming during the Cold War. He discusses characterizations of BBC programming as a form of imperialism and foreign interference by the administration of former Indian prime minister Indira Gandhi.

Recent historiography on the development of citizenship in Britain has drawn attention to the changing nature of citizenship discourse, shifting from active to passive forms during the nineteenth and twentieth centuries. It will be argued here that this binary notion of passive or active citizenship tends to underestimate the subtle changes that the concept underwent between 1870 and 1939. Indeed, we argue that citizenship was an amorphous concept that was shaped by the cultural imperatives of the day. Thus the real value in examining the dissemination of citizenship between 1870 and 1939 is that it provides an insight into the hopes and anxieties of the authorities at both a local and national level during a period that underwent considerable social and cultural upheaval. The article focuses on the British Empire tour of the famous painting "The Light of the World," by William Holman Hunt, between 1905 and 1907. The author states that the tour provides an opportunity to examine the multitude of artistic, political and imperial ideologies that prevailed in Great Britain. At the end of the nineteenth century, the British empire and its idealism in art was engulfed with the cultural, economic and imperial competition from a range of emergent powers. This occasioned soul-searching and contemporary debates about securing Britain's continued Great Power status. The author concludes that the painting's trip exposed the submergence of money-power nexus beneath an expression of contemporary imperial ideology.
