Abstract: In Australia, a pervasive response to increasing atmospheric greenhouse gasses and the exchange of these gasses between the atmosphere and forests has been to focus on storing carbon (C) in forested landscapes. However, the amount of C stored and able to be stored in the landscape, which is often called carbon carrying capacity, is commonly over-estimated and over-emphasised. This occurs, in part, due to a focus on the continent’s most C-rich forests when discussing landscape C storage or carbon carrying capacity, and by failing to account for wildfires that will prevent all forests from becoming old and C-rich. These effects on forest age-class structure and thus C-stocks, in the Australian landscape currently tend to be overlooked at the policy level. Underemphasised is the widely recognised role of wood products in greenhouse gas mitigation, both as a C-stock and by providing society with low emission products. Improving atmospheric outcomes will only be achieved if variation in landscape C stocks is accurately described and the full role of forests in greenhouse gas mitigation including the role of wood products is explored and reflected in policy. The article presents a study which explored bibliometric research quality assessment exercises' impact on academic development during specialist inter-disciplinary and small conferences in Australia. The study described the experiences of conference organizers, academics, and researchers. Results suggest the need for the scientific committees and conference organizers to consider various strategies for maximising conference papers' bibliometric impact like the development of alliances between peer-reviewed journals. Meanwhile, it mentions the importance of the study to the conference participants and organizers who are adapting the bibliometrics culture.

Objective: Transformational leadership benefits both patients and staff. The objective of this scoping review was to explore personal and organisational attributes that support transformational leadership in acute health care. Methods: A scoping review was undertaken using Cumulative Index to Nursing and Allied Health Literature (CINAHL) Complete, Medline Complete, PsycInfo and Emerald Insight databases. Search terms were related to transformational leadership and acute care hospitals. Results: A total of 18 studies were included: 14 reported personal attributes and 8 reported organisational attributes supporting transformational leadership. The most common personal attributes were manager educational preparation (n = 5), years of management experience (n = 4), age (n = 3) and emotional intelligence (n = 3). The most common organisational attributes reported were larger organisational size (n = 2) and culture (n = 2). Personal (manager) attributes were synthesised into the following categories: demographics, role characteristics, leadership preparation and traits. Organisational attributes were categorised as manager support, organisational characteristics and organisational processes. Conclusions: Despite the beneficial outcomes of transformational leadership for patients, staff and organisations, the personal and organisational attributes supporting transformation leadership are not well understood. Background: International and migrant students face specific challenges which may impact their mental health, well-being and academic outcomes, and these may be gendered experiences. The purpose of this scoping review was to map the literature on the challenges, coping responses and supportive interventions for international and migrant students in academic nursing programs in major host countries, with a gender lens. Methods: We searched 10 databases to identify literature reporting on the challenges, coping responses and/or supportive interventions for international and migrant nursing students in college or university programs in Canada, the United-States, Australia, New Zealand or a European country. We included peer-reviewed research (any design), discussion papers and literature reviews. English, French and Spanish publications were considered and no time restrictions were applied. Drawing from existing frameworks, we critically assessed each paper and extracted information with a gender lens. Results: One hundred fourteen publications were included. Overall the literature mostly focused on international students, and among migrants, migration history/status and length of time in country were not considered with regards to challenges, coping or interventions. Females and males, respectively, were included in 69 and 59% of studies with student participants, while those students who identify as other genders/sexual orientations were not named or identified in any of the research. Several papers suggest that foreign-born nursing students face challenges associated with different cultural roles, norms and expectations for men and women. Other challenges included perceived discrimination due to wearing a hijab and being a 'foreign-born male nurse', and in general nursing being viewed as a feminine, low-status profession. Only two strategies, accessing support from family and other student mothers, used by women to cope with challenges, were identified. Supportive interventions considering gender were limited; these included matching students with support services' personnel by sex, involving male family members in admission and orientation processes, and using patient simulation as a method to prepare students for care-provision of patients of the opposite-sex. Conclusion: Future work in nursing higher education, especially regarding supportive interventions, needs to address the intersections of gender, gender identity/sexual orientation and foreign-born status, and also consider the complexity of migrant students' contexts. Agriculture is one of the most important and also hazardous industries in Australia. Having a sound knowledge and understanding of the circumstance of injury events is critical to developing evidence-based intervention programs. This paper aims to provide a brief historical snapshot of the development of data systems underpinning the assessment of fatal farm injury in Australia and how it has impacted on safety policy and practice. The first Australian studies used coronial information to explore agricultural fatalities, these studies reviewed paper-based records (in-situ) and collected the information for analysis and reporting. This task was laborious and costly. When the National Coronial Information System (NCIS) was established in 2000, this allowed access to coronial records online. Information provided about the deceased includes demographics, contextual details on the nature of the fatality and autopsy, toxicology, and police reports, as-well-as the coroner's finding. Information from the NCIS, along with media reports, have been used to develop the farm fatality database. This information has been used to inform the safety goals and targets for farm commodity groups, identify key risks, provide long-term benchmark indicators and underpin the development of prevention materials and training resources. Without accurate, timely, concise and relevant data about injury occurring on farms, there is no evidence to drive policy and practice or to evaluate programs of work. As such, the continued utilization and extension of the NCIS data will prove crucial to further reducing the burden of preventable fatal injuries on Australian farms. [ABSTRACT FROM AUTHOR]

The article reports on the importance of ensuring that the establishment of marine protected area (MPA) networks does not result in the creation of additional unmanaged MPAs or paper parks, according to Commonwealth Fisheries Association's (CFA) chief executive officer Trixi Madon in Australia. It says that Madon emphasized the need to address funding inequities to avoid unmanaged reserves. It notes that she cites the need to identify the factors impacting the fishing industry and communities.

Background: Cross-sectoral collaborations are considered necessary to address detrimental health, social, educational and economic outcomes that impact marginalised and disadvantaged populations. There is a strong relationship between the health of children and their educational attainment; good health promotes positive learning. This paper reports cross-sectoral executive and senior management level systems changes required to enable the design of a collaborative primary healthcare service model for children and young people in rural Australia. Methods: A descriptive qualitative design was used. Data were collected from executive and senior managers from three organisations (Education, Health and a University Department of Rural Health [ n = 6]) through individual semi-structured interviews. Data were analysed using an inductive, thematic approach. The study draws on Lewin's Model of Change. Results: Three overarching themes were generated from the data: an embedded challenge and experimental solutions; building a shared language and understanding; and the role of relationships and trust. Despite the unique geographical and social context of the study area, strategies emerged from the data on how a solution to an embedded challenge, through design of a primary healthcare model, was established and how the strategies described could be transferred and scaled to other rural and remote communities. Conclusion: Contextual differences make each rural and remote area unique. In this study, strategies that are described in the managing change literature were evident. The authors conclude that drawing on strong management of change principles could mean that a service model designed for one remote community might be transferrable to other communities. There is a strong relationship between children's health and their educational attainment. Poorer health, educational and social attainment are experienced by children and young people residing within the study area. Despite unique geographical contexts and demography, strategies that align strong leadership and effective management of change across three organisations were key and may make it possible to transfer a primary health care model designed to improve health and education outcomes for children and young people to other rural and remote communities. Objective: Healthcare delivery in Australia is managed at state and territory levels. This paper aims to compare the content and structure of publicly accessible Australian maternity service state and territory frameworks which guide the delivery of maternity care. Methods: A scoping review was conducted to identify publicly accessible Australian state and territory maternity service frameworks. A comparative content analysis was undertaken. Results: Six of the potential eight states and territories had locatable frameworks. Differences in both structure and content were found between frameworks. Variation exists between standalone maternity service frameworks and comprehensive clinical frameworks. Several jurisdictions align policy and ministerial directives in their frameworks outlining service delivery and guidance relating to maternal and/or neonatal transfer. Language referring to the assessment of maternity services and service risk varied. Conclusion: Consistency in structure, language, and a clear communication strategy embedded into each maternity service framework may improve the functioning and consistency of Australian maternity services at each level of the healthcare system. Introduction: Occupational therapy in residential aged care facilities (RACFs) can enhance residents' occupational engagement and wellbeing. However, industry reports suggest that occupational therapists in Australian RACFs have mostly provided physical therapies such as pain management via massage and not addressed residents' occupations. There is limited literature on what constitutes occupational therapists' practice in RACFs to inform policy and practice. The aim of this cross‐sectional survey was to explore practice patterns of occupational therapists working in Australian RACFs and influences on their practice. Methods: Occupational therapists working in Australian RACFs were invited from July 2019 to March 2020 to complete a self‐report online questionnaire via email and advertisements on industry websites, newsletters, and social media. The questionnaire asked therapists about their caseload, referrals, assessments, and interventions. Data were analysed descriptively and presented as frequencies and percentages. Results: A total of 214 occupational therapists completed the survey. Occupational therapists' daily practice largely focussed on pain management; other areas of practice included falls prevention, pressure care, and mobility. The Aged Care Funding Instrument in place at the time of the survey was identified as the leading factor influencing therapists' choice of assessments and interventions. Organisational policies and procedures were also perceived as key factors influencing occupational therapy practice. Conclusion: This paper highlights the influence of government funding and organisational policies in limiting occupational therapists' scope of practice and their ability to fully address the occupational needs of residents. Occupational therapists and the profession in general should be aware of factors in aged care funding models, and their application, that restrict occupational therapy practice and inhibit residents' function and advocate for change where needed. With the introduction of the Australian National Aged Care Classification funding model replacing Aged Care Funding Instrument, future research should explore potential changes to therapists practice following the implementation of the new funding model. The conference's theme was the role of small enterprises in regional development and three papers focusing on regional development, entrepreneurship and management were discussed.

Purpose: The purpose of this paper is to review the literature on the response and adaption to change of allied health professionals. Understanding how individuals respond and adapt to change is essential to assist leaders to manage transformational change effectively. Contemporary health-care environments are characterised by frequent and rapid change, often with unrealistic and challenging time frames. Individuals operate independently, but also as members of teams, professions and organisations. Therefore, having a sound understanding of individual response to change is important for change leaders. In the Australian context, allied health professionals represent a quarter of the health-care workforce. There is a significant gap in understanding how allied health professionals respond and adapt to change. Design/methodology/approach: A scoping review was designed to report on the nature and extent of the literature on the response and adaption to change in the context of allied health professionals. Change leaders in the health-care environment face a number of complex challenges when attempting to facilitate change. While this scoping review did not identify any specific literature on the response and adaption to change of allied health professionals, it did however provide information on change models and factors to take into consideration when implementing a change process. Findings: The results of this scoping review identified findings in two main areas with regard to response and adaptation of allied health to change: a review of change management literature at the organisation level and change management for allied health. Most of the literature described organisational level change management without providing a structural framework for change. At the professional individual level, the literature focused on specific clinical interventions, rather than on the response and adaption to change for allied health. Minimal literature was identified in regard to the response and adaption to change of allied health professionals. In an environment characterised by continuous change and policy reform, a greater understanding of the response and adaption to change by allied health is a priority for research, policy and practice. Research limitations/implications: This scoping review was undertaken to explore the response and adaption to change of allied health. It sought to identify the factors that may explain why certain disciplines within the allied health professional group responded to change differently. Scoping reviews do not set out to comprehensively source all relevant literature but rather to ascertain the nature and extent of the published literature in the field. Therefore, it is possible that a systematic review might uncover additional relevant papers. However, this scoping review provides a clear indication of the nature and extent of the literature in allied health. Practical implications: Social implications: This scoping review will assist change leaders to gain a better understanding of theoretical frameworks of individual, team and organisational change processes and the impacts these have individually and collectively on change processes. Originality/value: To the best of the authors' knowledge, this scoping review is the first of its kind to identify the minimal literature available on the way allied health professionals respond and adapt to change. Ensuring effective university governance and leadership is more important than ever before given contemporary transformations of higher education functions, institutions and social roles. This paper reports contributions which seek to stimulate research in this field. Drawing from the formative case study of Australian universities, it discusses prevailing insights and gaps in leadership research, and articulates theoretical dimensions of good governance, an analytical framework for studying the empirical nature and work of university senior leaders, and the characteristics of contemporary arrangements. Background: Neuroscience patients can present with agitation due to a number of factors such as the presence of cerebral abnormalities, tumours, trauma, or medications. Agitation among neuroscience patients that escalates to violence and aggression appears to be increasing and highly challenging for neuroscience nursing practice across Australasia. Neuroscience wards or units endeavour to effectively manage patients who are affected by agitation and provide appropriate training for clinical and non-clinical staff. Following a workshop through Australasian Neuroscience Nurses' Association (ANNA), a group of neuroscience nurses, passionate about improving the care of neuroscience patients presenting with agitation and the safety of the staff; collaborated and researched the most effective prevention and management strategies that can be used to ensure that care delivery for these patients is therapeutic and effective. Purpose: The purpose of this paper is to share recommendations that can guide the prevention and management of agitation among neuroscience patients from the perspective of neuroscience nurses in Australasia. Discussion: These recommendations have been discussed from hospitals across Australasia including Perth, Brisbane, Sydney, Canberra, Melbourne, and Wellington in the hope that other cities can make changes in their own hospitals to inform neuroscience nurses and allied clinicians, improve guidelines and provide effective education for staff members that interact with neuroscience patients. Background: Despite emerging evidence of validity and reliability, speech and language therapists' (SLT) uptake of telehealth has been limited and barriers remain to the effective and confident use of this service model. The COVID‐19 pandemic has caused significant disruption to essential health services, including speech and language therapy assessment and intervention, meaning that telehealth must now be considered as part of the suite of service delivery options for all clinicians. Aims: To explore the perceived barriers and facilitators of telehealth among community paediatric SLTs before and after their use of a telehealth platform with an embedded standardised assessment tool. Methods & Procedures: Mixed‐methods questionnaires were developed for this study and completed by SLTs before and after the 3‐month trial of the telehealth platform. A total of 38 SLTs completed the pre‐trial questionnaire and training in the use of telehealth platform (Coviu), including instruction in using a standardised, norm referenced language test as an integrated tool within the Coviu platform. A total of 27 SLTs went on to use the telehealth platform, and 25 of these completed the post‐trial questionnaire on which subsequent qualitative and quantitative analysis was completed. Outcomes & Results: Prior to using the platform, perceived barriers included technology issues, limited clinician experience and concerns around parent acceptance of the service. Potential facilitators included access to appropriate platforms, tools and resources as well as increased clinician confidence with telehealth. Following the trial, barriers to telehealth use continued to include technology barriers, particularly internet stability, and client issues, including suitability for telehealth services. Facilitators for future telehealth use included access to appropriate platforms for telehealth, stable and appropriate internet connectivity, and more extensive telehealth resources for both assessment and intervention for this mode of service delivery. Conclusions & Implications: This study provides insights into the perceptions of the barriers and facilitating factors for telehealth use among community‐based SLTs. This information will be useful in developing strategies to promote uptake and effective and confident use of telehealth as a mode of service delivery beyond the pandemic. What this paper adds: What is already known on the subject: Research about telehealth has shown that it is a reliable and valid way of delivering speech pathology services, yet many clinicians have been wary of its use and uptake of telehealth prior to COVID‐19 had been limited. We wanted to know what SLTs thought about using telehealth before and after participating in a 3‐month trial of a telehealth platform with an embedded formal language assessment. What this study adds to existing knowledge: This study indicates that technology issues including internet stability are a barrier to effective telehealth services, but that appropriate telehealth platforms, resources and experience are facilitators of uptake and successful use of telehealth. This paper discusses incident management strategies widely used above the incident management team (IMT) level in the four Australian States namely, Victoria, New South Wales, Tasmania and Queensland. It begins with an overview of how incident management approaches above the IMT might differ from the local IMT level. By exploring this difference, this paper provides an insight into how emergency management personnel working above or beyond the local IMT level often deal with large scale multiple emergency events and require an understanding of broader problems that they might confront in the future. Then, it provides an outline of how strategic emergency management objectives are addressed in the state level arrangements in aforementioned jurisdictions. Specifically, this includes response orientations, state level emergency management facilities, long term thinking, the management of stakeholder relationships, leadership, and organisational adaptation and capacity building. Later, some of the challenges associated with incident management above the IMT level are discussed. Purpose The purpose of this paper is to review the use of various construction procurement systems in the past and present, specifically within the Australian construction industry and to overview the historical development of procurement both globally and in the Australian context through the existing literature.Design/methodology/approach The paper is an in-depth literature review of various construction procurement systems used in the past and present, both in general and within the context of Australian construction industry.Findings The findings suggest that even though relationship-based procurement (RBP) systems offer significant benefits to all project participants, they are unproved by many decision makers because of lack of robust theoretical concept and inability in demonstrating value for money (VfM) for public projects, which would be one of the factors causing move away from RBP in the future.Originality/value This review is one of its kind. This article summarises the careers of ten women who have made an amazing contribution to our knowledge of Australian coral reefs and their management, and how this contribution has been used by the Great Barrier Reef Committee (subsequently the Australian Coral Reef Society) to conserve and manage our reefs—an ongoing process in the face of climate change. This paper highlights the critical role that women have played in Australian coral reef science over the last 90 years, through documenting the biodiversity, ecology and functioning of coral reefs. The scientific contributions of ten outstanding women are summarised, along with how they broke down barriers by working on oceanographic vessels and undertaking research in remote areas, while also using their expertise to advocate for the management and conservation of Australia's diverse coral reefs. Objective: This study examined the practices and attitudes of Australian biobanks regarding access to samples and data, as well as local and global networking with other biobanks. Methods: This was a mixed-methods study, including an online survey of Australian biobank administrators and qualitative interviews with survey participants. The survey examined the criteria applied when considering requests to share or network. The interviews explored attitudes and practices regarding sharing and networking. Results: Most (90.9%; 30/33) biobanks offered access to their samples and data to others, principally for research (90.6%; 29/32). The most common criteria used to evaluate access requests included ethical oversight (84.8%; 28/33), scientific merit (84.8%; 28/33) and intended use (81.8%; 27/33). Just over two-thirds (69.7%; 23/33) of biobanks participated in Australian networks, and 39.1% (9/23) participated in global networks. Networking took the form of both sharing standardised operating procedures and policies (60.9%) and sharing samples and data (43.5%). Thirteen of the 16 interviewees participated in networks. Motivations for sharing included scientific necessity, sharing expertise and standardising operations and governance. Significant barriers to networking remain, including insufficient resources, inconsistent regulations and procedures, and cultural and political issues to do with the conduct of research. Conclusions: Many Australian biobanks are already active participants in various types of global biobanking. If biobanks are to expand and make the most of their involvement in global networks, then important barriers need to be overcome. What is known about the topic?: Biobanks that store human tissue and associated data are increasingly forming local, national and global networks. These networks create opportunities for enhancing the utility and sustainability of biobanks, but also raise considerable technical, legal and ethical challenges. It found most Australian biobanks currently take part in these activities. INTRODUCTION Mounting evidence suggests that electronic cigarettes (e-cigarettes) are extensively promoted and marketed using social media, including through user-generated content and social media influencers. This study explores how e-cigarettes are being promoted on Instagram, using a case-study approach, and the extent to which Meta's Restricted Goods and Services Policy (Meta's policy) is being applied and enforced. METHODS We identified the accounts followed by an Australian Instagram influencer who primarily posts e-cigarette-related content. The main foci of these 855 accounts were coded and 369 vaping-focused accounts were identified. These vaping-focused accounts were then further coded by two trained coders. RESULTS All (n=369; 100.0%) of the vape content posted by these accounts was positive in sentiment. One-third of the vape accounts (n=127; 34.4%) had a shared focus, indicating that vape content may permeate into other online communities through shared interests. A total of 64 accounts (17.3%) potentially violated Meta's policy by attempting to purchase, sell, raffle or gift e-cigarette products. CONCLUSIONS The findings of this study suggest that pro-vaping information is available and accessible on Instagram. Much of the content identified in this study promoted the purchase or gifting of e-cigarette products and potentially violates Meta's policy. Greater regulation and/or stronger enforcement of e-cigarette content on social media platforms such as Instagram is necessary to prevent the ongoing promotion of these harmful products. The United Nations' Sustainable Development Goals (SDGs) provide a blueprint to address urgent global challenges, with a clear role for social workers. This paper explores a Sustainable Development Goal's focused student placement at the Australian Association of Social Workers, with RMIT University. Students reviewed the AASW's policy actions and their contribution to the SDGs, including recommendations for future work. The review identified advocacy in key areas, and the need for action on several issues, including climate action. Students learned about social work policy, practice, and sustainability. The placement itself provides a model for other organisations to align their actions to the SDGs. IMPLICATIONS There is a need for greater social work engagement with the United Nations' SDGs to address urgent social and environmental challenges. Field education placements can provide an important opportunity for students to learn about sustainability, social work policy practice, and the SDGs. In the past decade Australia has experienced a series of large-scale, severe natural disasters including catastrophic bushfires, widespread and repeated flooding, and intense storms and cyclones. There appears to be a prima facie case for rebuilding damaged infrastructure to a more disaster resilient (that is, to 'betterment') standard. The purpose of this paper is to develop and illustrate a consistent and readily applied method for advancing proposals for the betterment of essential public assets, which can be used by governments at all levels to determine the net benefits of such proposals. Case study results demonstrate that betterment investments have the potential to deliver a positive economic return across a range of asset types and regions. Results, however, are highly sensitive to underlying assumptions; in particular the probability of the natural disaster affecting the infrastructure in the absence of betterment. Purpose – The purpose of this paper is to explore the non-financial causes of organizational success or failure, provide a better understanding of the symptoms of financial distress and improve the predictive capacity of financial failure models. Design/methodology/approach – The paper utilizes exploratory case studies in investigating the relationship of non-financial factors to organizational success or failure across a sample of sector-specific Australian firms listed on the Australian Stock Exchange. A two-tailed study was designed, in which seven cases from both extremes were chosen from three Australian business sectors: finance, property and manufacturing. Findings – Non-financial factors associated with the organizations studied impacted their success or failure. These factors included management skill, experience and involvement in organizational strategy, feedback and resultant activity, together with board of director composition. The identification of financial and non-financial factors and sound internal processes could be utilized for the development of an early warning predictor of organizational success or failure. Research limitations/implications – The use of this method is very time-consuming but is highly valuable in case study research, providing a more in-depth understanding of how non-financial factors impact organizational success or failure. Practical implications – The research will provide a better understanding of the symptoms of financial distress and improve the predictive capacity of financial failure models. The improvement in prediction of organizational failure will reduce the costs of failure to all areas affected, from the large corporation to the small business. The inter-connectivity of all businesses to each other often results in a knock-on effect of failure with the cost being borne by all members of the community in some manner. The level of social impact and cost of failure can only be seen by the enormous costs of the Global Financial Crisis failures. Originality/value – This paper contributes to the literature on effective qualitative research and explores important areas of consideration for those conducting qualitative multiple-case studies. As many organisations and employees seek ways to better manage the tensions between work and other life demands, there has been a growing body of research in the area of work—family conflict and work—life issues. Despite the recent surge in research and practice addressing work—life issues, there has been no comprehensive review identifying where Australia and New Zealand stand in terms of work—life research. This paper addresses this issue with a review of research conducted in Australia and New Zealand between 2004 and 2007. Our review identifies the major themes and research methods that have dominated this research and discusses the implications for future research, policy and management in this field. In this paper, a university business faculty-based workload model (WLM) is described. The WLM incorporates all the activities associated with university academic life and serves as a base for the management and/or change management of any of these. The WLM also provides an objective, transparent and equitable mechanism for the allocation of workload for all academics in the faculty, recognizing that there are certain activities which have strategic importance and need to be encouraged. In this paper, the strategic academic activity selected for illustration is research activity and output (within an Australian context). The WLM can be adapted to suit most other country's higher education systems. The WLM per se explicitly incorporates an element of research management which is supplemented, due to the research context adopted in this paper, by a sub-model, the Research Quantum management Model (RQMM), whose specific intent is the (change) management of research activity and its subsequent output (research quantum). Purpose – The purpose of this paper is to explore behavioural factors which are perceived to influence corrupt action in the Australian construction industry. Design/methodology/approach – The paper draw on Rabl and Kühlmann’s Model of a corrupt action and the results of face-to-face interviews with 23 people working in the Australian construction industry. Findings – The results suggest that corruption is ambiguously defined yet perceived to be very common and primarily associated with personal gain rather than breaking the law. The main forms of corruption were identified as kickbacks, fraud and bribery and this behaviour is perceived to be driven by high goal feasibility, by conducive attitudes and supportive subjective norms and by high perceived behavioural control over being caught. Research limitations/implications – The research is based on a relatively small sample of 23 respondents and the use of snowball sampling may have meant that the respondents would tend to present a particular view of the industry. It is also important to point out that this research took place within a highly politicised environment coinciding the with launch of the third Royal Commission into corruption in the construction industry and is based on the respondent’s perceptions of corruption rather than incontrovertible evidence of corruption in practice. Nevertheless, given the care the authors took to avoid these biases, it does provide a useful window in the incidence and types of corruption in construction and the behavioural factors that might influence it. Practical implications – In terms of tackling corruption, it is recommended that greater attention be given to exploring the culture of the industry which appears to normalise corrupt behaviour and to the hidden informal “institutions” which appear to be undermining the many formal policies and procedures which have been put in place to tackle corruption in the construction industry. Social implications – The global construction industry has been identified by Transparency International as the most bribery-prone of 19 industries it rated. The cost is huge with scarce resources being diverted from much needed urban regeneration, community concerns about development being ignored, individual human rights being abused, productivity and efficiency being compromised and important environments, cultures and heritage being destroyed. In Australia, concerns about corruption in the construction industry have led to an unprecedented three Royal Commissions which have argued that there is a culture which encourages, accepts and rewards this behaviour. Originality/value – By using Rabl and Kühlmann’s Theory of a corrupt action this paper throws new light on how corruption is defined by members of the construction industry. The findings suggest that while formal technical and procedural solutions to corruption are important in addressing corruption they are likely to be undermined by strong cultures and informal institutions which dictate the “rules of the game” on the ground. Leadership matters for the success of large enterprises and this is also the case for higher education institutions and universities. Yet, the public nature of universities and of academia means these institutions are usually highly dependent on external actors, in particular government. Viewed through a lens of distributed leadership, this paper explores how leaders in universities, national academies and government view and rate key changes associated with this pervasive reorientation and reorganisation of public higher education. It asks where do the views of leaders within universities and those outside universities converge and diverge and what patterns are evident in the differences between leaders? Drawing on 116 in-depth interviews and 114 follow-up surveys with senior higher education leaders in Australia, of which just over half were university senior executives, this paper concludes that all leaders surveyed are largely aligned in their views of most issues. The Australian news media industry has recently experienced a dramatic contraction, resulting in the loss of an estimated 3000 journalism positions since 2011. But what does the process of being laid off (more commonly understood as "redundancy" in Australia) actually mean for those affected? Drawing on a survey of more than 200 journalists who left what were mostly long-term jobs in large newsrooms between 2012 and 2014, this paper examines how respondents conceptualised their redundancy experiences in response to an open-ended question that was part of a 2014 survey. As well as assessing the often complex and sometimes visceral responses in terms of whether they were positive, mixed or negative, the paper discusses a range of themes to emerge, and notes discrepancies that relate to whether the redundancies were voluntary or forced, and by age and gender, and to some extent, current work status. It also finds that while overall the responses to redundancy skew more negative than positive, an substantial majority of those surveyed believe their well-being has improved since leaving their jobs. Common root rot (CRR) caused by the soilborne pathogen Bipolaris sorokiniana (teleomorph Cochliobolus sativus) is becoming increasingly prevalent worldwide. Identification of CRR is difficult and time‐consuming for human assessors due to the non‐distinctive above‐ground symptoms, with browning of subcrown internodes and roots the most distinguishing symptom of infection. CRR disease has been recognized as a significant disease for cereal crops in many countries. In 2009, CRR in Australia was estimated to cause $30 million average annual yield loss for wheat and $13 million for barley. Recent evidence indicates CRR may be more prevalent than expected in Australian wheat cropping areas due to lack of research on this disease. Low levels of B. sorokiniana survive in the soil for up to 10 years and attack plants at early stages of growth. Therefore, mitigating CRR in wheat and barley may not be practical at the late stages of infection due to lack of effective methods; however, early detection might be viable to alleviate the impact of this disease. A comprehensive overview of CRR caused by B. sorokiniana, including disease background, worldwide economic losses, management methods, potential CRR detection using multispectral and hyperspectral sensors and the research focus over the past 50 years is provided in this article. This review paper is expected to provide thorough supplemental information for current studies about CRR and proposes recommendations for whole‐of‐field disease scouting methods to farmers, enabling reduced time and cost for CRR management and increasing wheat and barley production worldwide. Purpose – Australia has been a leader in public sector performance management for around three decades yet there have been persistent weaknesses in the quality and use of performance information since the system was established. This paper seeks to identify and explain the key factors affecting the success of Australia's public sector performance management system. Design/methodology/approach – The study distils six key influences on public sector performance management from academic and practitioner literature. It examines the data available from official documents, reviews and performance audits to identify and analyse the factors that have shaped the Australian system. Findings – Australia's public sector performance management arrangements have been defined by strong external (political), structural and technical factors. These have been a very positive feature in achieving a stable and sophisticated system. This paper suggests that more emphasis on management, behavioural and cultural factors could be more beneficial than continuing to focus on purely technical refinements for further reform. Practical implications – The results can contribute to refinement of policy and implementation in Australia. The diagnostic framework can be used for further analysis of public sector performance management in Australia or other countries. Purpose - The purpose of this paper is to develop a General Systems Theory (GST) risk management framework and conducts a preliminary investigation into its potential benefits. Design/methodology/approach - A risk management framework with four domains is developed by applying GST to property. Risk management in five listed Australian Real Estate Investment Trusts (A-REITs) is benchmarked against the GST ideal using public web-sites information. A-REIT volatility-adjusted returns are calculated using Treynor ratios for the year to May 2010. The link between risk management score and entity performance is then investigated. Findings - The GST framework directs attention to risks involving surveillance, capacity and controls. However, as predicted by the Efficient Market Hypothesis (EMH), the study found no link between assessed risk management and volatility-moderated annual returns to May 2010. Research limitations/implications - The risk scoring was predicated on publicly available data, with limited analysis of financial statements. The sample size was restricted. Practical implications - Successful entities are well governed, focused and innovative. Robust finances allow exploitation of emerging opportunity when business conditions become favourable. Planning and environmental management capabilities are essential. Originality/value - The paper makes conceptual and practical contributions. Conceptually, it develops a GST risk management framework. Practically, albeit for a handful of entities, the paper illustrates how the GST approach to risk management could be effectively deployed. One of the challenges facing those responsible for service provision in universities is ensuring that service is provided at the right point in the organisation. Service delivery points can exist at the school/department level, faculty/division level or central unit/university wide level. This does not always follow organisational logic, common sense, the interests of stakeholders, or an organisational service strategy or plan. Many universities have established 'one-stop shops' for student services. These have taken many forms and include a range of services, from student administration and student support services, to information technology support and cashier/student financial services. Different management arrangements, including the use of service agreements, have also been used across the sector in Australia. There are additional levels of complexity caused by multiple campuses, differences in the composition of the student body, differences in teaching arrangements, organisational structures and resource arrangements. This paper focuses on student administration and support services. It analyses a range of current models in universities and provides some suggestions for assessing the logic of the models, using a set of underlying principles to help make decisions. Purpose - The purpose of this paper is to consider the supply of audit firm industry specialisation in the market for statutory audits of publicly traded companies in Australia. The purpose of this study is to seek to gain a better understanding of the dynamics within the market for industry specialist audit services. Design/methodology/approach - A structured interview process is used to investigate certain issues with the suppliers of industry specialist audit services (in this case all the then Big 5). Findings - This paper found that industry specialisation involves the Big 5 audit firms developing a specialised knowledge of what clients do within any given industry and the issues and audit risks they face. The Big 5 have industry "focus" groups that are responsible for providing `leading edge" practices to their clients. According to many of the auditor interview respondents, the large number of Australian Stock Exchange (ASX) classifications has meant that audit firms have sought a more manageable means of partitioning their practices into different industry focus groups. The ASX classifications were described by some of those interviewed as being irrelevant. This raises questions regarding prior auditor industry specialisation research that has relied on these classifications. Research limitations/implications - The study does suffer from two limitations. First, the research only questioned the Big 5 firms, despite evidence that non-Big 5 firms can create specialisatidns. Second, the study's data is relatively dated being collected in the late 1990s, so there is a possibility the findings may now be out of date, particularly given as indicated before, specialisation premiums are not generalisable across time. Originality/value - The paper demonstrates the criticality of the relationship between audit market participants in developing an underlying framework that can universally explain the interactions that occur in the market for specialised audits. This two-year (2016–2018) study aimed to identify what a good life is for Aboriginal people with disability in remote Central Australia and how service providers can support them to achieve a good life. This paper presents the findings that relate to barriers to delivering services for Aboriginal people with disability. In-depth interviews and focus groups were held with Aboriginal people with disability and their carers aged at least 18 years from the Ngaanyatjarra Pitjantjatjara Yankunytjatjara (NPY) Lands and community organisations providing services there. The data were analysed using thematic analysis. There were 109 participants, of whom 47 were workers in service provider organisations and 62 were Aboriginal people. From the data, barriers to delivering services to support Aboriginal people to live a good life and solutions to overcome the barriers, were identified and described under the headings of environmental barriers and systemic issues. We discuss the policy implications of these findings with regard to addressing Indigenous disadvantage and how governments, service providers, communities, and Aboriginal people with disability and their families can work in partnership to address these barriers. Indigenous people with disability living in remote and very remote communities experience significant access and equity barriers to culturally responsive services that enable them to live a socially and culturally engaged life. Localised government and service provider disability policy approaches in Indigenous communities need to focus on both environmental and systemic issues. Greater investment in local remote communities is required to build the capacity of Indigenous families to support Aboriginal people with a disability to live a culturally and socially included life. In January 2011, Brisbane, Australia, experienced its first significant flooding in almost four decades. This paper presents the results of a questionnaire conducted in four affected inner western suburbs 7 months after the flood. These locations were specifically chosen as the residents within these communities come from a range of demographic, social, and economic backgrounds. The research utilised a mixed methods approach involving a quantitative questionnaire and qualitative interviews. This paper examines residents' experience of the flood, their thoughts on risk reduction and insurance, what factors helped or hindered response and adaptation to flood risk, and how to articulate shared responsibility for reducing flood risk. Assessing gender, age, income, and previous flood experience, it finds that those with previous flood experience were more likely to have flood insurance but less likely to have taken precautions to prepare for the flood. While almost three-quarters of respondents said they were aware of the flood risk when they moved to the area, they were nonetheless surprised by and largely unprepared for the 2011 flood. Purpose – The purpose of this paper is to export the role of professional bodies within the property industry in Australia in bringing about gender equality. In particular the policy objectives of the various professional bodies is analysed and contrasted with the level of genres equality demonstrated within the governance structures of the organisations at national and regional level. Design/methodology/approach – The paper analyses the annual reports of the leading property professional bodies in Australia to identify any gender equity policy objectives and to identify the balance between male and female representation in the governing boards of the associations. Findings – The research shows that while a few organisations have made some statements regarding the need for change to a more inclusive property industry these objectives are not reflected within the governance structure of the organisations. It is therefore evident that significant attitudinal and structural change will be required to bring about equality within the property industry. Research limitations/implications – The research is limited to the Australian property and construction industry and the relevant boards at national and state level. Practical implications – The paper highlights the need to address gender inequality at the senior management level within the professional associations that govern the property profession. The professional associations are uniquely placed to show leadership in promoting gender equality and should be adopting policy within the organisations charter to being about a shift in attitudes to women within management roles in the property industry. Social implications – The issue of gender equity is highly topical and this paper adds to the research in this area. It highlights the important role that professional associations could take in bringing about change, but reveals that many professional bodies have a worse gender balance at the governance level than many of their member firms. Originality/value – The paper is the first to analyse the gender mix within the professional bodies in Australia which govern and advise the property and construction industries. Objective: In the aftermath of fires which swept through a regional community in 2013, community leaders were thrust, unprepared, into the disaster recovery arena. The objective of this research was to investigate the subsequent lived experience of these community leaders and, based on this information, develop a guide to meet the challenges for their personal preparation in the context of disaster. Design: Ethical approval for the overarching Community Connections project was provided by Charles Sturt University (H2014073). The project design was informed by an interpretivist paradigm and the methodology embraced participatory action research and thus engaged community members and leaders as research partners. This paper reports on the community leader component of the overarching project. Setting: Blue Mountains, New South Wales, Australia. Participants: There were 7 interview participants in both 2014 and 2018; 5 participated in both years. Participants were either managers of a local non‐government organisation, peak body, school, emergency service or large relief organisation with a local presence. Main outcome measure: The development of a guide for the personal preparation of community leaders. Results: The stress of community leaders escalated after the disaster, resulting in a debilitating blurring of professional and personal boundaries, heightened demand on personal knowledge, networking relationships and communication strategies. Conclusion: The guide is practical and far reaching; the researchers could not locate anything similar to guide community leaders in their personal planning and preparation for work in disaster recovery. Objective: We conducted a survey to understand the challenges faced by the staff of residential aged care facilities (RACF), during the COVID-19 pandemic. Background: In the current pandemic, the RACF workforce has been required to work under stressful conditions, with immense mental and physical pressures, resulting in anxiety and stress felt towards their jobs. Study design and methods: We electronically surveyed both clinical and non-clinical staff at public and private RACFs in Australia in June and August 2020. The survey asked a mix of openended and closed questions about preparedness for the pandemic, information flow, experience with personal protective equipment (PPE), management of suspected COVID cases, restrictions on visitors, and impact on RACF staff personal and home life. Quantitative data were analysed in SPSS; qualitative data using content analysis. Results: We received 371 responses: 198 from clinical staff and 168 from non-clinical staff. Respondents were between 20--71 years old, and 87% were female most commonly from Victoria (28%) or New South Wales (28%). The majority (80%) felt that Australian RACFs were well-prepared for the pandemic and 87% agreed that relevant healthcare authorities were contactable for information needed. A total of 37% reported challenges in estimating and ordering appropriate quantities of protective equipment. Ninety percent of facilities reported screening residents for possible symptoms and 77% introduced precautions or quarantine measures to protect residents. Most participants (98%) reported their RACF implemented restrictions on visitor access and 43% reported unfair or abusive treatment by family or friends of the residents. Commonly reported personal impacts included: workload increase, stress, emotional toll, family issues and fatigue. Support from colleagues as well as training, de-brief sessions and frequent meetings were identified as helpful facilitators during this time. Conclusion: We identified a wide range of practices and coping strategies among Australian RACFs. Whilst a majority of respondents reported coping well, a large proportion reported struggling both mentally and physically. Factors reported as helpful by the respondents may assist RACFs in planning for future pandemics. Implications for research, policy and practice: Understanding the challenges faced by all levels of staff within RACFs may aid decision-makers on a range of different levels -- researchers, aged care providers, local/regional/state health departments and national leaders within government to help inform the development of interventions that may help the sector to recover, as well as prepare for potential future outbreaks. Of particular importance, are interventions or initiatives that focus on supporting the physical and mental health of staff i.e. those that prevent or minimise worker fatigue, emotional burnout and stress. What is already known about the topic? • Nursing staff in Australian RACFs did not feel prepared for the COVID outbreak in their workplace. • Early in 2020, RACF nurses experienced a greater overall workload and some had their staff hours reduced by their employers due to financial constraints caused by the outbreak. What this paper adds • This paper offers a comprehensive insight into how RACF staff coped both individually and as part of the facility overall during the COVID crisis. • It identified that a commonly reported source of stress was first-hand verbal abuse from family or friends of residents in response to visitor and lockdown restrictions implemented by the authorities. • The paper highlighted that whilst the majority of respondents felt that RACFs were well prepared for managing residents during the pandemic, some facilities experienced significant problems with workloads, PPE and human resourcing. • Furthermore, the survey showed that on an individual level, some staff experienced significant mental and physical stress during the outbreak. Whilst many studies have focused on the adoption of individual or sets of innovative management practices (e.g. lean production), fewer studies have evaluated a diverse set of management practices and firm contextual factors which may limit (or enable) the accumulation of groups of innovations in organisations. The Australian manufacturing sector is a novel setting to investigate such issues due to, among other reasons, a protracted decline of the competitive position of the sector. In this paper, we use a data-set from the Australian government funded management practices benchmarking project which was part of the World Management Survey and empirically evaluate why some companies have more innovative management practices than others. The conceptual model developed draws mainly on innovation diffusion theory and prior empirical findings. We find that (1) firms which adopt clusters of better management practices have greater performance; and (2) several firm characteristics explain the adoption of better management practices, such as education level of employees and managers, firm size, ownership by a multinational firm, and diffused ownership structure. The study has practical implications for policy-makers and stakeholders who are interested in supporting the adoption of better management practices by firms to enhance productivity in the manufacturing sector. This paper reports on the results of a comparative case study of innovation capability in Australian manufacturing companies. Following a review of the salient literature in the field, six case studies were undertaken with organisations having a degree of variance across company size, ownership type and industry sector. All the cases reflected a history of successful innovation and the managers were interviewed about the attributes of innovation and the ways in which sustained innovation was manifested in their organisations. Based on the interview data, a model of innovation capability was developed with a view to identifying attributes common to systematic and sustained innovation. These companies derived competitive advantage from differentiation through their innovation. Purpose – The purpose of this paper is to analyse existing clinical supervision frameworks to develop a supervision meta-model. Design/methodology/approach – This research involved a thematic analysis of existing supervision frameworks used to support allied health practitioners working in rural or remote settings in Australia to identify key domains of supervision which could form the basis of supervision framework in this context. A three-tiered sampling approach of the selection of supervision frameworks ensured the direct relevance of the final domains identified to Australian rural allied health practitioners, allied health practitioners generally and to the wider area of health supervision. Thematic analysis was undertaken by Framework analysis methodology using Mindmapping software. The results were organised into a new conceptual model which places the practitioner at the centre of supervision. Findings – The review included 17 supervision frameworks, encompassing 13 domains of supervision: definitions; purpose and function; supervision models; contexts; content; Modes of engagement; Supervisor attributes; supervisory relationships; supervisor responsibilities; supervisee responsibilities; structures/process for supervision and support; facilitators and barriers; outcomes. The authors developed a reflective, supervision and support framework “Connecting Practice” that is practitioner centred, recognises the tacit and explicit knowledge that staff bring to the relationship, and enables them to identify their own goals and support networks within the context in which they work. Research limitations/implications – This is a thematic analysis of the literature which was argely based on an analysis of grey literature. Practical implications – The resulting core domains of supervision provide an evidence-based foundation for the development of clinical supervision models which can be adapted to a range of contexts. Social implications – An outcome of this paper is a framework called Connecting Practice which organises the domains of supervision in a temporal way, separating those domains that can be modified to improve the supervision framework, from those which are less easily modifiable. This approach is important to help embed the implementation of supervision and support into organisational practice. This paper adds to the existing growing body of work around supervision by helping understand the domains or components that make up the supervisory experience. The nominal group technique (NGT) is a structured process to gather information from a group. The technique was first described in 1975 and has since become a widely-used standard to facilitate working groups. The NGT is effective for generating large numbers of creative new ideas and for group priority setting. This paper describes the process of conducting workshops using the NGT with managers and senior educators in a metropolitan TAFE institute in Australia. The primary purpose of the activity was to ascertain what additional support the participants required in a period of intense change. The secondary purpose was to introduce NGT to an organisation that had hitherto not used NGT in formal evaluation of programs or performance. Inconspicuous consumption, the habitual use of resources in daily routines, poses a challenge to sustainable consumption. For example, laundry is often the most environmentally demanding stage of clothing's life cycle, consuming significant quantities of water, energy and chemicals. Laundry thus provides a prime example of inconspicuous consumption, from which to consider sustainability transitions. However, because of the mundane nature of washing clothes, it is sometimes over looked in sustainable fashion literature. This paper presents the results of surveying 263 Australians about their jeans, laundry habits and resource consumption, to build a picture of the expectations and actions surrounding the performance of cleanliness in everyday life. These surveys are triangulated against in-depth interviews with people who had not washed their jeans for three months revealing qualitative insights into influences of laundry practice. This paper documents how and why people perform laundry. An interesting finding is that people can not wash and still be socially acceptable, suggesting that cleanliness is a cultural construct, the pursuit of which increases the use of water, energy and chemicals, in conflict with sustainable consumption goals. Reference intervals (RIs) describe baseline parameters of healthy animals, providing a powerful tool for wildlife managers to monitor health, identify disease and assess animal welfare. This paper reports haematological, glucose and serum protein RIs for one of Australia's most iconic and managed mammals, the eastern grey kangaroo Macropus giganteus. Blood samples (n = 514) were collected from 11 populations of eastern grey kangaroos, across much of their geographic range. A species-level RI was initially established based on samples collected from four sites (n = 245) and was further partitioned based on significant differences associated with sexual maturity and season. Unique population means were established from a further seven sites to investigate the importance of biotic (sex and sexual maturity) and abiotic (season, site, rainfall, temperature and laboratory) factors on kangaroo health parameters. Random forest analysis of health parameters revealed that abiotic factors (site, rainfall, temperature and season) were largely responsible for differences in haematological, glucose and serum protein values. Sex was found to have no influence, while sexual maturity and laboratory of analysis had moderate effects. Based on these findings, interpretation of individual and population haematological and serum protein values requires careful consideration of the timing of sample collection, environmental conditions and sexual maturity. When assessing kangaroo health, the relevant sexual maturity RI must be considered initially. For populations with similarities to those described (for example high density or captive populations) users should also consider site specific mean haematological and serum protein values. The RIs reported are valuable when establishing the health status of kangaroo populations. Furthermore, understanding the influence of biotic and abiotic factors will improve the utility of these RIs to assess health, disease status and improve welfare in eastern grey kangaroos. Purpose The purpose of this paper is to identify possible agents and levers to trigger the development and implementation of work place health promotion programs (WHPPs) in the Australian construction industry. Unlike most large workplaces and most high-risk workplaces, these programs are rarely found in the construction sector.Design/methodology/approach Qualitative interviews with 80 trades workers and site-based and off-site construction managers are used to reveal perceptions of the impact of WHPPs and ill-health and poor health behaviors on site activities with a view to identifying leverage points to introduce WHPPs in construction.Findings Unhealthy lifestyle behaviors are seen as impacting on sites in three main ways: productivity (broadly defined), safety and interpersonal relations. Results also reveal specific roles and levers for different actors in the supply chain and a clear desire for a collective, industry-based response to identified health problems.Practical implications High levels of chronic diseases in the construction industry means firms within the sector must make a concerted attempt to change patterns of behavior or face significant long-term health implications for their workforce. Reducing levels of health and longevity of the workforce, mean work performance, productivity and participation is likely to decline.Originality/value Although construction workers are recognized as one of the workforces at most risk for life limiting diseases such as Type 2 diabetes and cardiovascular disease, relatively little work has investigated health and well-being considerations for construction workers.
