This paper examines two Taiwan projects: the National Palace Museum (1965) in Taipei (NPM) and the NPM Southern Branch (NPMSB) in Chiayi (2003). The NPMSB targeted the liberalisation of the NPM from the stained political connotation of Chinese nationalism and constructs anew Taiwan's autonomous national identity. This paper argues that the construction of NPM/NPMSB in Taiwan is a cultural and colonial traumatism of national identity, and a struggle between official Chinese nationalism and rising prior Taiwanese subjectivity in a postcolonial context. This paper examines the time-series behaviour of house prices for the four Asian markets, namely, Hong Kong, Singapore, Tokyo and Taipei, by using structural time-series methodology. The paper assumes two types of trend models to characterise and compare the long-run movement of house prices. It also examines the cyclical pattern hidden in the series. The long-run trend rate in these markets ranged between approximately 1.6 and 3.2 per cent per annum. Hong Kong, Singapore and Taipei have relatively higher figures, which could be expected in light of the rapidly growing economies. Surprisingly, their cyclical patterns were fairly similar, although causes of the cycles differed. The markets were found to have stochastic cycles of around one year, two to four years and seven to ten years, which were consistent with previous findings on real business cycles commonly observed internationally in other macroeconomic time series. The concept of the "strategic triangle" has been conventionally applied to the relationship among the United States, the Soviet Union, and the People's Republic of China (PRC). In actuality, there has also existed a mini-triangle among Washington, Taipei, and Beijing. The first part of this paper explores the various positions in a strategic triangle, ranks these roles in terms of desirability, differentiates between endogenous and exogenous factors, and identifies three sets of derivative relations based on exogenous factors. The paper then reviews the historical patterns of interactions within the great strategic triangle and the mini-triangle, as well as explores the impact of the former on the latter. The third part concentrates on the post-Tiananmen permutations of the dual triangles, evaluates the PRC's position after the dissolution of the Soviet Union, and explains U.S. behavior during the 1995-96 Taiwan Strait mini-crisis in view of the structure of the mini-triangle. This paper examines how the Republic of China (ROC) uses economic-related techniques to achieve its foreign policy goals as well as factors that affect the ROC's efforts. The paper's central contention is that the effectiveness of economic diplomacy depends not only on wealth but also on the global environment and the capacity of the Taipei government to negotiate and compromise. In the future, as the ROC's economic leverage decreases and the PRC's sensitivity increases, the Taipei government will need all the statesmanship and leadership at its disposal if it is to employ its economic diplomacy effectively. This paper assumes that in Taipei's foreign aid policymaking, political and economic motivations are intermingled. As an instrument of foreign policy, the ROC's foreign aid program has been utilized to accomplish its Southward policy. This paper discusses the economic assistance that Taiwan has provided to the Philippines, Vietnam, and Indonesia, which are also the main focus of the ROC's Southward policy. The mixture of political and economic motivations in the aid given by the International Economic Cooperation Development Fund (IECDF) to these three Southeast Asian countries has also exemplified the ROC's recent internal and external dilemmas. From a regional perspective, the ROC's Southward policy and its economic assistance to these Southeast Asian countries present the first concrete step in its involvement in the process of economic integration in the Asia-Pacific region. The purpose of this paper is to investigate how optimistic bias, consumption cognition, news attention, information credibility, and social trust affect the purchase intention of food consumption. Data used in this study came from a questionnaire survey conducted in college students in Taipei and Beijing. Respondents in the two cities returned 258 and 268 questionnaires, respectively. Samples were analyzed through structural equation modelling (SEM) to test the model. Results showed that Taiwanese college students did not have optimistic bias but Chinese students did. The models showed that both Taiwanese and Chinese students' consumption cognition significantly influenced their purchase intention, and news attention significantly influenced only Chinese students' purchase intention. Model comparison analysis suggested significant differences between the models for Taiwan and mainland China. The results revealed that optimistic bias can be reduced in different social contexts as that of the Taiwan model and the mainland Chinese model found in this study were indeed different. This study also confirmed that people had optimistic bias on food safety issues, based on which recommendations were made to increase public awareness of food safety as well as to improve government's certification system. The article discusses the diplomatic relations between Taipei, Taiwan and Australia from 1966-1972. In 1966, the decision of Australian Prime Minister Harold Holt to open a diplomatic mission in the capital has been viewed as one of the more unique episodes in the history of Australian diplomacy in Asia during the Cold War. Though formal, it is noted in the article that the diplomatic relations with the Nationalist Chinese government on Taiwan has not been a priority by the Australian government. Australia has maintained a nominal alliance with the nationalists in China, but does little to develop or strengthen their relationship.

The article presents the author's comments on the articles about planning practices in different regions of Asia, published within the issue. From an essay over the Hong Kong Special Administrative Region, China he concludes that the planning in the region is suffering due to the influence of bureaucracy over the city's government. The politics in Taipei, Taiwan, he explains, is hampering the national development. The planning system is still under construction in Beijing, China.

This paper studies the development of cross-Strait trade relations since 1978. Before the mid-1980s, relations were mainly initiated by Beijing; afterwards, changes in both domestic and international economic conditions forced Taipei to take a more active role in the two-way trade. Nevertheless, both the Taipei government and scholars have urged local enterprises to cooperate with those of other countries for investment in mainland China to avoid political risks during the current uncertainties in cross-Strait relations. As South Africa enters a new era in foreign relations, some crucial issues in foreign policy must still be resolved. One such issue is the question of formal ties with the two Chinas, the People's Republic of China (PRC) on the mainland and the Republic of China (ROC) on Taiwan. Both are important countries: the PRC is earmarked to become an economic superpower in the next century, but Taiwan is more sophisticated economically and politically. Unlike the PRC, the ROC is one of the biggest foreign investors in South Africa, creating many jobs. This is the kind of foreign partner that South Africa needs for the Reconstruction and Development Program. In this sense, South Africa cannot afford to choose between them. But dual recognition has not been possible so far, mainly because of the "one China" principle. Outside powers have been forced to choose between them. However, in a white paper on cross-Strait relations released in July 1994, Taipei called on Beijing to face up to the fact that China is a divided country under two separate governments. This creates positive opportunities for outside governments to approach this dilemma in a "face-saving" way, i.e., to avoid ignoring the PRC while not sacrificing the ROC. In terms of this policy document, the ROC would no longer compete with the PRC for the right to represent China. Taiwan declared categorically that Taipei will not sever ties with South Africa if Pretoria establishes diplomatic relations with Beijing. The ROC government will accept dual recognition and coexist with Communist China. Beijing may disapprove, but a post-apartheid South Africa under Nelson Mandela may do the world a favor if it pursues this line. Others may follow, but Mandela also needs international reassurance. Considerable change in the romantic and sexual behaviors of Asian young people may be occurring as traditionally Confucian societies modernize and increase outside contacts. This study explores the dimensions and context of this change in three sites at different stages in the process of modernization: Hanoi (early), Shanghai (intermediate), and Taipei (later stage). A survey was conducted of 17,016 males and females aged 15-24 in urban and rural settings in three large metropolitan areas. Survival analysis and Cox regressions were performed to explore ages of respondents at key transitions and the significance of differences between two age cohorts: 15-19 and 20-24. Significant differences are found in levels of sexual and other transitions, even within the narrow time span reflected by the age cohorts. The findings highlight the differential impact of modernization on adolescent sexual behavior as traditional societies undergo social change, and they underline the importance of context in exploring youthful transitions. The newsletter is published quarterly by the Resource and Information Center for Chinese Studies, located in Taipei, Taiwan. The center was established in 1981 to investigate and collect materials, report research activities, and edit bibliographical tools. The scholars that comprise the center include Ting Pang-shih, Wang Shou-nan, and Wang Chen-kun. The divisions that comprise the center include the materials and liaison divisions.

The article discusses the highlights of the Conference on Ming Literati Collections and Ming Studies at the National Central Library in Taipei, Taiwan from April 28-30, 2000. Co-sponsored by the Center for Chinese Studies of the People's Republic of China, the event was attended by scholars specializing in the study of the Ming dynasty in China. One of the topics discussed during the conference was elements of Ming regional culture.
