This paper aims to describe and discuss the significance of the social policy measures implemented in Southern European countries—Greece, Italy, Portugal and Spain—in response to the first wave of COVID‐19. Our analysis covers interventions from 1 March to June 30, 2020. Despite significant differences in how the COVID‐19 pandemic spread—with Italy and Spain experiencing much higher rates of infection and lethality—Southern European economies are among the most hard‐hit—and are likely to find themselves in the eye of the storm, once more. The paper shows that despite differences in how countries have countered the spread of COVID‐19, there are important commonalities in the actions governments took to counteract the economic impact of the pandemic. Foremost efforts were directed at wage subsidy schemes to contain mass job destruction, additional temporary benefits to compensate self‐employed and other non‐standard workers for the loss of earnings; the expansion of unemployment insurance; and finally, the introduction and/or strengthening of schemes to provide support to families with care responsibilities. The scale of the social policy and employment protection response has nevertheless been constrained by the fiscal position of each individual country in the post‐Euro crisis context. We argue that, in the long run, the response capacity of these governments and the social and economic consequences of this crisis will need to be contextualised against the backdrop of the deep and prolonged impact of austerity‐driven measures on public budgets, production and welfare regimes over the last decade. Context: In the last few decades, the constant and exponential changes in the society's consumption of information have increased the awareness of practitioners from the education and training field, on the need for training programs for the enhancement of critical thinking skills and media literacy among students from Initial Vocational Education and Training (IVET) who are less exposed to intellectual trainings than their peers in traditional education pathways. Approach: With this impetus, the present paper reports the results of a mixed methods study evaluating a training program for such competences. Based on a cognitive psychology theoretical framework, the training program consisted in three main techniques through which trainers can work with students in the classroom. N= 35 trainers from five different countries (i.e., Greece, Italy, Spain, Portugal, and the Netherlands) were instructed about the training techniques and implemented them in their training centres. Then, a total of N= 288 students among these countries were involved in the testing of the training, which took place on a duration average of 5 months. Mixed methods approach was used to evaluate the effectiveness and quality of the training. Notably, prospective statistical analysis evaluated the training's impact of the participating students and compared with a control group. Qualitative interviews examined the training's lived experience with a group of students and trainers. Findings: The quantitative and qualitative analysis of pre/post- measures of critical thinking skills and media literacy of the experimental group, and the comparison with the control group, indicate an increase in these competences and confirm the efficacy of the training intervention. Conclusion: These results inform about the usefulness of the training program cross-culturally and the feasibility of training strategies based on cognitive psychology. Moreover, the paper offers a methodological contribution thanks to the proposition of the mixed methods approach for training programs assessment.

Immigrant minority (IM) languages have a significant presence in certain European regions. Nonetheless, these languages are not usually included in the school curriculum. This paper aims to analyse the studies published between 2010 and 2020 considering IM languages in multilingual European education contexts. The method included a search of academic papers published in the databases ERIC, Web of Science and Scopus, which yielded 42 studies. The studies were analysed by considering: (1) the demographic characteristics of the countries where the studies were conducted, (2) the sociolinguistic or psycholinguistic focus of the papers in relation to the European country, and (3) the characteristics of the bi-multilingual education programme including IM languages. The results indicate that: (1) the demographic characteristics of the country are not strictly related to the number of studies published, (2) most studies have a sociolinguistic approach even though many studies analyse both sociolinguistic and psycholinguistic factors, and (3) only seven multilingual education programmes including IM languages were described in these papers. We conclude that there is a lack of research focusing on IM languages in educational settings and discuss how addressing these gaps could create opportunities for building equitable multilingual communities in Europe.

Purpose - This paper aims to outline the contents of the special issue on public management reform in countries in the Napoleonic administrative tradition, discussing alternative explanatory frameworks, and proposing paths for future research. Design/methodology/approach - This article provides reviews of the papers in the special issue. Findings - Same broad sets of factor affecting implementation of public management reform in Napoleonic countries are outlined, schematised in a specific table, and discussed in the light of potential alternative frameworks, like cultural analysis. Research limitations/implications - Research limitations include the availability of empirical evidence given the width of the phenomenon under investigation (public management reform in five countries). Implications for the development of a broader comparative research agenda on countries in the Napoleonic administrative tradition (and others) are proposed. Originality/value - The special issue, of which this paper provides an overview, fills a gap in the literature by providing systematic and comparative analysis of public management reform in tire under-investigated countries in the Napoleonic administrative tradition, arguably an important contribution to the widening of the comparative research agenda in public management. The paper presents part of the work that has been elaborated within the project entitled "Promotion of Renewable Energy Sources (RES) through Desalination", PRODES, IEE/07/781/ SI2.499059, Intelligent Energy EU Programme. Part of the project work is dedicated to the analysis of the energy and water framework in four target countries, that is, Greece, Italy, Portugal and Spain. The present paper is focused on the current situation of the energy and water in Greece as well as on the legislation and administrative framework for RES and Water Desalination. Energy tariffs and water costs from conventional or alternative resources are also presented. The output of this work includes recommendations for policy makers, suggestions on the improvement and acceleration of the procedures, and further progress of RE-Desalination in Greece. This paper tests variants of the Black (1995) model for pricing the sovereign Credit Default Swaps (CDS) of Greece, Ireland, Portugal, Spain and Italy. The default intensity of each country is driven by two latent Gaussian factors. The model, which well fits observed CDS rates, can only be solved numerically through finite differences, while Kalman filter estimation remains feasible. A significant common latent factor drives the CDS rates of the five sovereigns, pointing to the risk of contagion effects within the Euro area. The one-factor Black model, one-factor quadratic model and one-factor Black-Karasinski (BK) model all fit observed CDS rates less well than the two-factor Black model. This paper explores how the elimination of malaria could provide an escape from poverty with reference to the timing of the decline in malaria and its implications in terms of the labour force, the implications for the agricultural sector and the growth of the tourist industry in Portugal, Spain, Greece and Italy in the first half of the twentieth century. The paper finds that whilst the control of malaria did have an economic effect, the escape from poverty was encouraged but not explained by malaria elimination. In the last two years, a growing number of studies have focused on the promotion of students' mental health to address the negative effects of the COVID-19 pandemic. However, less studies have been conducted on sustaining teachers' mental health which has been affected by the sudden changes in online teaching and the difficulties in keeping and building relationship with students. Even before the pandemic, teaching has long been recognised as one of the most challenging occupations characterized by high levels of stress. Although the research highlighted the key role of mental health promotion among teachers, there is still a lack of programs enhancing teachers' wellbeing. This study examined the impact of the PROMEHS program, a school-based curriculum, on teachers' mental health. A total of 687 teachers participated in the study. Applying a pre- and post-training study design with experimental and waiting list groups, teachers were evaluated in social and emotional learning, resilience, and self-efficacy. The results showed that there was a significant improvement in all competences of the teachers in the experimental group compared to those in the waiting list group. The paper discusses the implications of the findings with recommendations for further studies in the area.

The progressive population ageing observed in Western countries determines a growing need for long-term care for older people. At the same time, migrants and refugees often have integration difficulties in regards to the hosting country society and labour market, with one reason being the lack of EU recognition of the educational degrees obtained in their native country. Creating educational opportunities in elderly care for migrants may facilitate their social inclusion, increase their employability, and constitute a response to the growing labor demand. The HERO project moved in this direction by planning, designing, and carrying out an original training curriculum targeted to migrants and refugees from African and Middle Eastern countries, piloted in four Mediterranean countries (Cyprus, Greece, Italy, and Portugal). The impact of the training on migrants and refugees' quality of life was assessed through the WHOQOL-BREF questionnaire, while social inclusion was assessed through semistructured interviews and participant observation carried out during the internship in elderly care facilities. Eighty-two migrants (70.7 percent women) were involved in the study. The results showed that despite the fact that the training did not have an impact on the trainees' quality of life, it was associated with social inclusion. Four ideal types of migrant learners were drawn: "ex-professional trainees," "fall-back trainees," "care-oriented trainees," and "nonprofessional care workers," based on which as many possible educational pathways were drawn to optimise the trainees' learning process. Nursing education and formation is still heterogenous in spite of The Bologna Declaration in 1999. Apart from the existence of basic curriculum standards, universities have flexibility regarding its design. The objective of this study is to provide an overview of contemporary nursing education and contrast it with the legal frameworks in place in four Southern European countries: Portugal, Spain, Italy, and Greece. A scoping review was conducted in order to revise and obtain an up-to-date review of current nursing education and quality. Then, a content evaluation of the legal public framework was conducted. A total of nine articles were included in the review. Data analysis evoked three main themes from the results: nursing education heterogeneity owing to ECTS increased from 180 to 240 for the diversity of clinical practice hours; the nursing framework lacked a definition; and the evolution of nursing education, alongside quality improvement and more accurate guidelines were required. Regarding their legal framework, the main directives and legislation standards were assessed and compared with the current curriculum. To conclude, nursing heterogeneity education evokes competence inequality among students and future professionals as larger curricular programs (240 ECTS) offer more clinical practice. Nursing education uniformity could enhance international mobility and promote knowledge exchange and nursing competence framework definitions. This paper investigates the impact of regime shifts on the persistence and long memory characteristics of volatility from the vantage point of modeling volatility in the PIGS economies (Portugal, Italy, Greece, and Spain). We apply the AIT ICSS algorithm to identify the points of sudden changes in volatility and incorporate these sudden changes in the GARCH class of models (GARCH and FIGARCH models). Our findings indicate that when regime shifts in the unconditional variance are incorporated in the GARCH class of models, the estimated persistence and long memory fractional parameter in the volatility of returns exhibit a drastic decline. Furthermore, we find that sudden changes in the unconditional variance are largely associated with various macroeconomic events. [ABSTRACT FROM AUTHOR]

This paper focuses on the high rates of female full-time employment in Portugal and examines whether these are consistent with the familialistic features that typify the southern European social model. It employs a comparative methodology to investigate the extent to which recent policy developments and current social values in Portugal are aligned with the familialistic southern European tradition or whether they signal a departure from the model. The analysis reveals that the high rates of female employment are associated with particular features of the case of Portugal, namely, lower gender-based labour market segmentation and welfare state support for dual-earner families. However, this study also shows that the country still retains familialistic characteristics, which are particularly visible in the organization of care and in the persistence of traditional gender values. The article contributes to debates on the southern European social model and sheds light on how high female employment levels can be compatible with relatively high levels of familialism. The aim of the paper is to analyse party attitudes towards the European Union (EU) and the issue of citizenship as voiced by the party central office in the official programmatic platforms. For this purpose, Euromanifestos have been coded by applying the common framework of the IntUne project. Accordingly, the article attempts to assess the degree of convergence between the attitudes of both the party central office and the MPs towards the EU in Greece, Italy, Portugal and Spain. In this paper we investigate the capital structure determinants of Greek, French, Italian, and Portuguese small and medium-sized enterprises (SMEs). We compare the capital structures of SMEs across countries and differences in country characteristics, asset structure, size, profitability, risk, and growth and how these may impact capital structure choices. The results show that SMEs in these countries determine their capital structure in similar ways. We attribute these similarities to the country institutional and financial characteristics and the commonality of their civil law systems. However, structural differences arise due to firm specific effects. We find that size is positively related to leverage while the relationship between leverage and asset structure, profitability and risk is negative. Growth is not a statistically significant determinant of leverage for any of the four countries. Our main conclusion is that firm-specific rather than country facts explain differences in capital structure choices of SMEs. [ABSTRACT FROM AUTHOR]

This paper explores linguistic landscapes and the enactment of public visibility and presence of non-majority linguistic groups in EU member states. Non-majority linguistic groups gain power, visibility and presence through the introduction of bilingual or multilingual signposts on roads, streets, squares, and public buildings in towns and cities where a given linguistic group represents a significant population share. The article offers a comparative analysis of language policies of EU member states regarding enactment of official bilingual or multilingual signs in public space. Twenty EU member states have signed the "European Charter for Regional or Minority Languages," while 17 members have ratified it. In addition, the Charter of Fundamental Rights, an integral party of the Lisbon Treaty, stipulates that language diversity is one of the fundamental values respected by the EU. Hence, this comparative research assesses various practices employed by member states in relation to the proclaimed values of multilingualism. Consequently, the paper depicts and compares different language policies that produce linguistic landscapes in EU member states. Finally, it tries to determine whether there is a convergence towards a common EU policy on bilingual and multilingual signs in public space.

The paper studies the role of cities in enhancing intergenerational social mobility. Cities, where children grew up, can provide resources and opportunities able to increase the chance of employment and status attainment. We assess intergenerational mobility in Italy, the most immobile country in Europe together with Greece and Portugal. We use a data survey providing information on the individual-level track of Italian students' life path from high school to occupation. We merge the data survey with city-level information on socio-economic conditions. We distinguish between students who attended university in the same city where they grew up and those who migrated to another city for higher education. Upward mobility turns out to be higher in: (i) larger cities by population size; (ii) more accessible cities; (iii) cities with low income inequality and high education levels. Also social values and cultural traits play a role in enhancing upward mobility. More generally, if we look at the bundle of factors identifying the urban context, we find that the effect of factors with a positive impact on upward mobility prevails in the Northern cities while the opposite occurs in the Southern cities. • The paper studies the role of cities in enhancing intergenerational social mobility in Italy. • The theoretical model includes a comprehensive variable representing the urban context. • In the empirical application, the urban context is considered in its different aspects. • Upward mobility turns out to be higher in cities with better socio-economic conditions. The present study is in line with the United Nations Sustainable Development Goals (UN-SDGs) that address pertinent global issues. This study focuses on the need for access to clean and affordable energy consumption, responsible energy consumption, sustainable economic growth, and climate change mitigation. To this end, this paper evaluates the relevance of the renewable energy sector on the environmental Kuznets curve (EKC) framework in Portugal, Italy, Greece, and Spain for the period 1995–2015. As an econometric strategy, we adopt the use of panel data over the highlighted countries. In the first step, we apply the unit root test recommended by Levin, Lin, and Chu in conjunction with ADF-Fisher, and Phillips-Perron for robustness and consistency. We found that the variables used in this study are integrated I (1) in the first difference. In the second step, we apply the Pedroni cointegration test, and Kao Residual cointegration test, and we observe that the variables are cointegrated in the long run. The generalized least squares (GLS), the panel fully modified least squares (FMOLS), ordinary least squares robust (OLS), and panel quantile regression are considered in this research. The econometric results validate the assumption of the environmental Kuznets curve, i.e., and there is a positive correlation between income per capita and a negative effect of squared income per capita on carbon dioxide emissions. In contrast, we observe that renewable energy reduces CO2 emissions. Finally, we also find a direct connection between the urban population and the environmental degradation in the examined blocs. These results show that in Portugal, Italy, Greece, and Spain, more is required to achieve environmental sustainability in the respective countries growth trajectory. The aim of this study was to determine the examination of the researches about the use of technology by fine arts teachers. The study was conducted according to the content and citation analysis model. In this context, Web of Science (WOS) Core Collection indexes were included. In the document scanning in the WOS environment, the keywords 'Fine arts', 'Teachers' and 'Technology' were searched. In total, 169 documents were examined and analysed one by one. They were analysed according to year, document type, WOS content category, country, source title, organisation and citation, authors, publication language and categories. As a result of this research, the first study was conducted in 2004, while the most studies were conducted in 2016. It was concluded that the published studies had the most Proceedings papers as the document type. The area where the studies of fine arts teachers on the use of technology are mostly carried out is Education Educational Research, according to the Web of Science content category. The most researched title in the distribution according to the Source Title field is 'International Multidisciplinary Scientific Conferences on Social Sciences and Arts.' The university with the most studies is Kazan Federal University. The 19 authors who conducted the studies have a large number of studies in this field. It was concluded that other authors had only one study in the field. Again, when we look at the distribution of the countries and documents according to the language of writing, the country with the most studies is China and the language of the documents is English. The area continues to evolve.

Preschool education is an education process that prepares children for primary education, provides the training and upbringing conditions in the home and also aims to remove the inequalities in terms of language and society in the early period. The audit is to evaluate learning and all the factors that affect learning and also prepare the environment and conditions for effective learning. The purpose of this research was to develop a comprehensive point of view for preschool education audit in the world and our country. Document analysis that is one of the qualitative research methods were utilized in this paper as the method. The documents related to the systems in France, Netherlands, Germany, Belgium, Luxembourg, Denmark, Greece, Spain, Italy, Portugal, Ireland, Italy, Sweden, Sweden, Norway, Iceland, Switzerland, Russia, China, Israel, America, Saudi Arabia, Japan, India Jordan, Albania, Bulgaria, Macedonia, Romania, Bosnia and Herzegovina, Poland, Kosovo and Turkey were researched out within the scope of this study.

Seamless learning has a significance that has been increasing in recent years, and an increasing number of studies on the subject in the literature draws attention. This study aimed to examine the research on seamless learning between 1996 and 2020 with the bibliometric analysis method. The Scopus database was used in the collection of the data. After various screening processes, a total of 389 publications were included in the analysis. Descriptive analysis and bibliometric analysis were used in the analysis of the data. The distribution of publications by years, types of publications, sources, and languages were analyzed in the research. Additionally, visual maps were created with analyses of co-author, cocitation, and co-word. At the end of the study, it was seen that there has been an increase in the number of publications from the past to the present, articles and papers were predominant, and that most of the studies were carried out in English. As a result of bibliometric analysis, it was concluded that the most efficient countries in seamless learning were the United Kingdom, the United States, and Singapore. Also, it has been determined that the National Institute of Education, Center for International Education and Exchange, and Kyushu University institutions are dominant. The most frequently mentioned authors cited in studies in many different fields are M. Sharples, L.-H. Wong, and H. Ogata. According to the co-word analysis, the keywords seamless learning, mobile learning, ubiquitous learning, and mobile-assisted language learning stand out in the field of seamless learning.

Background: The aim of this study was to evaluate the prevalence of self-reported underuse of medications due to procurement costs amongst older persons from seven European urban communities.Methods: The data were collected in a cross-sectional study ("ABUEL, Elder abuse: A multinational prevalence survey") in 2009. Randomly selected people aged 60-84 years (n = 4,467) from seven urban communities: Stuttgart (Germany), Athens (Greece), Ancona (Italy), Kaunas (Lithuania), Porto (Portugal), Granada (Spain) and Stockholm (Sweden) were interviewed. Response rate - 45.2%. Ethical permission was received in each country.Results: The results indicate that 3.6% (n = 162) of the respondents self-reported refraining from buying prescribed medications due to cost. The highest prevalence of this problem was identified in Lithuania (15.7%, n = 99) and Portugal (4.3%, n = 28). Other countries reported lower percentages of refraining from buying medications (Germany - 2.0%, Italy - 1.6%, Sweden - 1.0%, Greece - 0.6%, Spain - 0.3%). Females refrained more often from buying medications than males (2.6% vs. 4.4%, p < 0.0001). The prevalence of this refraining tended to increase with economic hardship.Discussion: These differences between countries can be only partly described by the financing of health-care systems. In spite of the presence of cost reimbursement mechanisms, patients need to make co-payments (or in some cases to pay the full price) for prescribed medications. This indicates that the purchasing power of people in 10.1186/s12913-015-1089-4 the particular country can play a major role and be related with the economic situation in the country. Lithuania, which has reported the highest refrain rates, had the lowest gross domestic product (at the time of conducting this study) of all participating countries in the study.Conclusions: Refraining from buying the prescribed medications due to cost is a problem for women and men in respect to ageing people in Europe. This paper provides evidence on the sources of differences in inequality in educational scores and their evolution over time in four European countries. Using Programme for International Student Assessment data from the 2000 and the 2006 waves, the paper shows that inequality decreased in Germany and Spain (two "decentralised" schooling systems), whilst it increased in France and Italy (two "centralised" systems). The decomposition exercise shows that educational inequality not only does reflect the background related inequality, but also schools' characteristics especially. These characteristics are responsible for the observed evolution over time of inequality.

Serious gaps are found when evaluating the recognition and inclusion of gender aspects in transport strategies, research and innovation. Similar issues can be spotted in the transport labor market, where only 22% of workers are women at the European level. The roots of these limitations are in the low participation of women in Science, Technology, Engineering and Maths (STEM) studies and, therefore, in the traditionally male-dominated transport field occupations. Stemming from the European project TInnGO, the current paper proposes a descriptive analysis to evaluate the gender gaps in educational provision and research in ten European countries. Specific indicators, such as percentages in the gender composition or the presence of university courses dealing with mobility and transport, have been defined and their availability in different countries is verified. In addition, a desktop review of practices for encouraging and supporting women in STEM studies is operated, underling characteristics such as the kind of initiative, the methods and tools used, the target group or the type of promoter. The results of this activity show that a wide network of associations and mentoring operates in various European nations, mostly targeting secondary school students, trying to make females aware of their potentialities in a deeply gender-biased field like the STEM one.
