The article reports on the citation presented to Congressman Hugh L. Carey of the 15th Congressional District, in Brooklyn, New York. The Citation for Legislative Statesmanship was presented by the Council for Exceptional Children. Carey has been praised by the Council regarding his long vision, dedication, and leadership in an effort to stimulate federal assistance to educational programs intended for children with disabilities. A study has been conducted by Carey regarding the educational problems of the handicapped. The foundation for the recent legislation to facilitate the states in their struggle to overcome such problems is the result of the study.
