Territorial inequalities have long been a subject of study and concern in Canada. In the face of large structural changes such as industrial shifts and the decarbonization of our economies, there is an urgency to understand such inequalities and design effective policy interventions for those places facing persistent economic decline. This paper shares a novel composite index that measures economic disparity across Canadian Census Subdivisions (CSDs) using Census data from 2001 through 2016 and the 2011 National Household Survey. Named the "Index of Economic Disparity," it is comprised of an equally weighted average of four sub‐indices that assign percentile rankings for all CSDs based on whether they experience persistent and substantial decline in key economic areas: population, labour force outcomes, working‐age share of population, and industrial diversity. Returning to Dionne Brand's A Map to the Door of No Return (2001) in light of its scholarly reception and Brand's subsequent works, this article focuses on narration as a form of post-colonial redress with particular attention to Brand's use of second-person narration as a device of counter-estrangement. Taking a cue from Brian Richardson's description of the second person as an "unnatural" register of narration, it explores Brand's use of the second person as a voice of commingled alterity that has strong ethical implications for readers. With Brand's analysis of "what sits in narrative" in An Autobiography of an Autobiography of Reading (2020) as a hermeneutic, the article demonstrates how, by blurring the gap between narratee and reader, Brand puts the reader "in the room with history". Il regime della libertà di circolazione e soggiorno dei cittadini dell’Unione europea all’interno del relativo territorio è stato elaborato tenendo conto, da un lato, dell’interesse alla mobilità del cittadino migrante e, dall’altro lato, di quello degli Stati membri al rispetto dell’ordine pubblico. La direttiva comunitaria n. 38 del 2004 tende a ridurre il potere dello Stato ospitante di emanare un provvedimento di allontanamento di un cittadino europeo per motivi di ordine pubblico, pubblica sicurezza e sanità pubblica, avendo preferito proteggere la posizione del soggetto migrante.
